Aldi has agreed to be a major presence on a planned new £10m development along the A29.

THe discount retailer has more than doubled its market share since 2010 and has included the town in its target of 1,000plus stores within four years.

THe news was revealed by the developer of the Saltbox site in Shripney Road, north

of its junction with Rowan Way. Landlink Estates is submitting a planning application to Arun District Council next week to enable its latest designs to be approved. THey will create between 500 and 1,000 jobs depending on the final mix of occupiers.

Arfon Hughes, its planning consultant, said: "Aldi are very keen to have this location and the benefit of having Aldi there is that they contribute to the viability of the overall

project. THe capital receipts from Aldi help the entire project come forward."

Planning tests had been carried out to show Aldi's arrival would not harm the town centre and no other suitable site existed for the company, he said.

"Lidl has been approved across the road and, in some respects, that establishes some precedent," Mr Hughes said.

Mural brightens up empty store STREET art has come to Bognor Regis town centre.

THe shopping area’s only sizeable hoarding has been turned into an eyecatching festive attraction.

Spray can expert Sarah Gillings was joined by six young people to transform the white emulsioned surface in front of the former Store Twenty One. THe larger than life Aztec-style Christmas trees in brown, blue and purple were joined by an outsized pair of angel wings complete with a halo for people to take selfies with.

One of those who put the spray cans to good use was Angel Bull, 17. She said: “Everything has been good about this.

It’s been a good experience. I’ve never done anything like this before and it’s good to hang around with my friends.

“I like art and this is something different for Bognor Regis. It’s going to brighten up the town centre.

“THere is nothing else interesting like this and people will see this when they walk through the town.”

THe young people are students at the Asphaleia Training Centre, which is newly opened at the Phoenix Centre in Westloats Lane. THey are studying for their English and maths foundation exams.

THe 33ft by 9ft plyboard hoardings have been in place for several months.

Bognor Regis Town Council joined with Sarah for her fourth project around the town to bring some public art to the

premises.

Managing agents Stiles Harold Williams agreed to the project, having worked with Sarah in her home town of Brighton last year.

She said: “THe town council asked me to create a Christmas theme for this site and I’ve used my artistic interpretation to come up with something different.

“I’ve done the basic work and I have worked hard with this group of young people to make this design. THey have added their own touches to it, such as painting the decorations on the trees.

“THey have taken the ball and run with it and have gained so much confidence just from these two days.

“It is showing them some new skills and street art is a big thing today. Banksy is even on the school curriculum.”

THe mural will be removed next month when the hoardings are taken down.

Sarah’s previous murals created in the past 18 months are the two on adjoining sides of the corner of Waterloo Square and THe Esplanade and in the Hotham Way underpass.

Her pioneering painting work inspiring young people saw her given A Points Of Light award by THeresa May last September.

THe prime minister told her: “Your engaging workshops are helping young people from diverse backgrounds to express themselves through spray painted murals and community art projects.”

Woman charged in connection with robbery at town pharmacy A BOGNOR REGIS woman has appeared in court in connection with an incident at a pharmacy.

Megan Hammond was due to appear at Crawley Magistrates' Court on Wednesday, having been remanded in custody at an earlier hearing.

Hammond, 29, unemployed, of Chestnut Grove, has been charged

with robbery, possessing an offensive weapon in a public place and possessing an imitation firearm with intent to cause fear of violence following an incident on Tuesday.

Police were alerted to an intruder alarm activated at Kamsons Pharmacy in Durlston Drive at 9.11am on Tuesday.

Amnesty candles mark anniversary

f Amnesty members at the commemoration stone WOODEN candles were planted in Bognor Regis to keep alive the memories of prisoners of conscience.

THe symbolic flames of freedom were placed at the memorial plaque on the seafront to mark the latest anniversary of the universal declaration of human rights.

THe anniversary occurred on Monday 70 years after the declaration was signed by world leaders.

Each of the candles was inscribed by Amnesty International group members with the name of one of the prisoners.

Kath Shakespeare, who chairs the Bognor and Chichester Amnesty International group, said: "For some people, speaking out for freedom, justice and equality means putting themselves at risk of humiliation, imprisonment, violence, even death.

"THis is why we send messages of hope

and support to people under threat and we know that these messages can have a huge impact."

Drawn up in 1948 in the aftermath of the Second World War, the universal declaration of human rights, asserts of the universality of human rights as the 'foundation of freedom, justice and peace in the world'.

THe plaque was installed at the southern end of THe Steyne on the declaration's anniversary in 1998 thanks to the effort of Colin Crouch, who was the then group chairman.

THe Amnesty International group points out the intervening years since the declaration was signed have shown its continued value.

Human rights violations and persecution of those who speak out are still widespread throughout the world.

Recent events such as the murder of

Jamal Khashoggi, the imprisonment of Nazinin Zagari Radcliffe or the trial of Matthew Hedges in the United Arab Emirates were painful reminders of the continuing need to campaign on behalf of victims of human rights abuse and also to protect the defenders of human rights.

THe Bognor and Chichester Amnesty International Group is supporting the brave human rights defenders campaign, focusing particularly on the women's human rights defenders, who are especially vulnerable.

THe group staged a write for rights event on the Cathedral Green in Chichester on Saturday.

A further celebration of the declaration's anniversary, including a 70th birthday cake, took place at the Friends Meeting House in Chichester on Monday.

CIVIC campaigners have drawn up a tape measure challenge about the size of a proposed park in Bognor Regis.

Bognor Regis Civic Society wants to stage a public event in which the dimensions of the intended Pavilion Park would be shown. But the idea has provoked a war of words.

THe park has been put forward

by Arun District Council for the Hothamton car park, play area and Sunken Garden site as a key element of its regeneration vision for the town.

But claims about the replacement green space's size have dogged the scheme since it was announced.

Hugh Coster, the civic society's deputy chairman, said it was time to put the dispute to the test.

"THe truth is that the green space and play area will be slashed by 26 per cent, plus we will lose car parking spaces and scores of mature trees and shrubs. Yet, Cllr Hitchins continues to peddle the falsehood that there will be more space.

"We are inviting Cllr Hitchins to meet at the Sunken Garden at the date/ time of his choice and we will jointly measure the site with a long tape in the full gaze of the public and the press," he said.

"And, just to add spice, I will personally wager ÂŁ100 that we are right, if he will do likewise.

"Frankly, I don't believe he has the courage to do this, which is why I am now challenging him to put his money where his mouth is."

THe society would give maximum

publicity to the challenge to ensure the result was widely known, said Mr Coster. "THe public deserve to know the truth and that is what will emerge," he said.

But Cllr Hitchins (C, Aldwick W), chairman of Arun's regeneration committee, rejected the challenge.

He said: "I take the regeneration of Bognor Regis very seriously. It is not a laughing matter and should not be something that others bring down to gutter level.

"I do not interact with politically biased groups who are anti-progress, anti-Arun and anti-Conservative councillors and want Bognor Regis to fail, neither do I take part in childish games. Bognor Regis deserves better than that.

"In a few weeks' time, the final plans of the new Pavilion Park will be seen.

So, I say to others - stop crystal ball gazing and wait until you see those plans."

According to the civic society's measurements, Pavilion Park will be 156 sq m x 20.8m (3,244.8 sq m) against the current dimensions of 92.8 sq m x 47.5 sq m (4,408 sq m).

Arun expects the new park to transform the area into a modern multi-use open space.

Its intended features include a water play area, a performance area with a programme of events, a central market square and a cafe. Blocks of flats are also planned along with parking spaces, though the number is not yet known.

` Grant for advice A FURTHER three years of support is to be given to a community helppoint in Bognor Regis.

Arun District Council has agreed to continue its backing for Arun and Chichester Citizens Advice.

THe charity runs three centres in Bognor Regis, Chichester and Littlehampton as well as outreach services in various locations.

THe decision by Arun's cabinet on Monday means the council will help to fund the service with ÂŁ117,020 for each of the three years from next April. THe grant will get an inflationlinked increase in 2020.

Cllr Mike Clayden, Arun's cabinet member for community wellbeing, said: "Citizens Advice give marvellous independent support to our residents.

"It is particularly useful at the moment with things like universal credit coming along. People are not always sure what is being said and they can go to Citizens Advice for independent advice."

Cabinet member for residential services, Cllr Trevor Bence, said: "I can't support this enough. I know our staff refer people to Citizens Advice."

Arun's group head of community wellbeing, Robin Wickham, said: "Citizen's Advice have been providing this service for many years. It is considered that Citizens Advice offer a distinctive service to local residents across West Sussex and its methodology of operation, employing a large number of volunteers in locations...is unique and could not be replicated."

THe initial advice to provide the backing for two years was changed unanimously to add a further year.

All week work plan for wells OIL COULD be pumped from the wells north of Bognor Regis around the clock.

THe Lidsey site's independent operator, Angus Energy LtdWeald Basin No 3 Ltd, has applied to remove a limit on the hours it can operate. THe company has asked West Sussex County Council to allow the flowing of hydrocarbons on a 24-hour basis, seven days a week.

A statement by Mineral Surveying Services with the planning application says: "THere are no adverse effects upon the localised or wider highways network, landscape and visual amenity, general site operations, environmental matters or ecological habitats and species that are present.

"It should be noted that the application relates to the extraction of hydrocarbons by conventional methods and does not involve the exploitation of shale gas through hydraulic fracturing (fracking)."

Exploratory boreholes were approved at the original well at the site in Sack Lane in 1985 for a previous operator.

Various permissions, including one in 2006 for the first well, have since been granted to enable production to start.

THe most recent approval was granted by the county council last February to Angus Energy Ltd. It also covers a second well and lasts until February, 2028.

Angus Energy owns a 60 per cent direct interest in the first well and a 50 per cent economic interest in the second one. THe amount of oil being produced from the wells is not in the planning application.

But Angus Energy considers the

production from the Lidsey oil field enhances the British economy by reducing the need for imports. Mineral Surveying Services says: "With North Sea production in considerable decline, the UK onshore hydrocarbon developments will become more important."

Angus Energy issued a notice to the London Stock Exchange last April which said its then three wells yielded 212 barrels of oil daily. THree months later, another notice stated a geochemical analysis of oil produced from the Kimmeridge (clay) layers in the oldest Lidsey well revealed a high quality light crude product.

Andrew Hollis, the company's chief geologist, said: "THe significance of this assessment is that we now have demonstrable evidence of oil generation of good quality on the outer perimeter of the (Weald) basin."

Oil production at Lidsey is currently limited to 7.30am-6pm, six days a week.

THis includes HGVs entering and leaving the site. No work is allowed on Sundays, bank holidays and public holidays.

THe permission allows for eight return journeys a week by road tankers carrying crude oil and two return journeys delivering diesels and chemicals.

"THe proposed development will not involve increased HGV movements from the site to deliver oil products and receive fuel and essential site equipment as the oil storage tanks have sufficient capacity to store the oil pending removal during normal working hours," Mineral Surveying Services adds.

Scheme for new jobs is backed HUNDREDS of new jobs for the Bognor Regis area have moved a step closer.

Final approval needed to build commercial premises on a section of Oldlands Farm was granted by Arun District Council on Wednesday.

THe scheme, which was backed unanimously, will provide just over 7,500 sq m of buildings for general industrial use and just over 10,600 sq m for storage or distribution.

Ian Johnson, planning agent for the applicant Hanbury (PM) Ltd, told the council's development control committee: "THis is yet another large financial investment at Oldlands Farm by our client, who have received various interested parties in terms of occupying the proposed development.

"It will provide a significant improvement in job opportunities to this area and to the local economy."

THe completed development was expected to create 320-360 full-time equivalent jobs, he said.

THe site is next to the A29 and the Bognor Regis northern relief road and immediately north of the Rolls-Royce Motor Cars' technology and logistics centre.

It is also north of the new stores for Lidl and THe Range, which Arun approved earlier this year but have yet to be built.

THe approved scheme for Oldlands Farm was approved in principle by Arun three years ago.

Some details of the design were backed by the council in September, 2016. THe remaining matters were the subject of

the latest application.

Oldlands Farm has long been earmarked by Arun as a site to provide more jobs for residents around Bognor Regis.

Council planning officer David Easton recommended approval and told the committee the scheme would have four units. THey would fit in with the existing and proposed buildings in the area.

"Units 1, 2 and 4 will feature a maximum ridge height of 10m with unit 3 measuring a maximum of 13.5m in height," he said.

"THe proposed external facades of the units will reflect that approved to the south of the application site for the industrial units currently occupied by Rolls-Royce.

"THe proposed materials will be dark grey, with lighter coloured panelled cladding to create interest.

"THe proposed development is considered to have a minimal impact upon users and occupiers of nearby property and land.

"It is acknowledged that the proposed use will result in some noise and potential disturbance.

"However, it is considered that by virtue of the site's location it will not result in any unacceptably adverse impacts."

Committee member Cllr Dawn Hall (C, Pagham) said: "I welcome this. It is exactly what this land is for. It will bring jobs to the area and the officer's recommendation is spot on.

"I propose we accept this recommendation and get on with it."

THe festivities follow the success of the first week of events arranged by the board of the town's business improvement district (BID).

Paul Wells, the BID's chairman, said lots more enjoyment was planned for the next ten days; "Bognor BID has a great Christmas winter experience lined up this year. It was great to see visitors to the town centre dancing to the music and enjoying last weekend's entertainment," he said.

Tomorrow will see THe Bouncing Snowmen putting smiles on everyone's faces around the London Road precinct. THey will be demonstrating their disco dancing 8ft above the ground on stilts and full of Christmas cheer.

Santa and his reindeer will also be paying a visit on their mobility scooters. Volunteers from Mobility & Comfort in the Queensway will be flying around the town handing out sweets to all those they pass.

On Sunday, THe Luminas will bring an otherwordly elegance to the area as they summon the atmosphere

of glowing coral reefs combined with mythological deep sea beings.

For those who like music, the Trombone Trio will be playing 30 minute performances by the Christmas tree at the town's railway station from 11am-4pm.

Bognor Regis BID started its Christmas programme last THursday with the Light Gliders. Mesmerising shoppers with their illuminated outfits, they swirled around the town centre on the first of the late night shopping events.

Many of the bars and restaurants tempted shoppers with special offers to make an evening out of their present-buying excursions.

Sunday saw THe Ice People dazzle the town centre with their contact juggling skills. A character hunt which involved eight performers from the Alexandra THeatre dressed in costumes hidden around the town centre also added interest.

THe Sussex Celebration Band livened the day with some toe-tapping jazz. Snow storms also proved popular and will continue on THursdays and weekends until Christmas.

One constant is family baker Warburtons. THe company remains eager for a distribution depot - and wants it to open in just over a year.

Mr Hughes said: "Warburtons want to get on site. Unsurprisingly, it will be an industrial unit to their specification. THey have a very pressing timescale to come here in early 2020."

To meet that, Landlink hoped to get the plans approved by Arun next spring and start work in the summer.

THe rest of the 12-hectare site will comprise trade units for small businesses and a drive-thru food outlet.

Will Marsh, the site's development manager, said he was confident all the units would be filled.

"THe demand in Bognor for business spaces is very good. We are talking to people all the time about the remaining space," he said.

Parish council chairman Cllr Brian Knight said: "As a parish, we welcome anything that brings employment but, also as a parish, we are very disappointed you have not looked at the relief road."

He said parish councillors hoped part of the Saltbox site could have been used for a link between the two sections of the northern relief road to bypass congested Rowan Way. Cllr Gill Yeates, who chairs the parish planning committee, said she had hoped for more features to protect wildlife at the neighbouring Bersted Brooks local nature reserve.

Cllr David Meagher called for measures to promote environmental good practice, such as solar panels and electric vehicle charging points, to be installed at the site.

MP welcomes win for Prime Minister in crucial ballot MP Nick Gibb has urged his fellow Conservatives to unite behind the Prime Minister.

Mr Gibb, who represents Bognor Regis and Littlehampton, backed THeresa May in Wednesday evening's criticial contest to decide the leadership of the party.

Mrs May won by 200-117 votes among her MPs to give her sufficient backing to continue to lead the Conservatives and the government as Britain's exit from the EU comes closer.

Mr Gibb, who is also the government's schools minister, said after the ballot to decide if Mrs May had the confidence of her MPs: “I am delighted by the overwhelming support for the Prime Minister in last night’s vote.

"THe Prime Minister has the clear backing of Conservative MPs as she seeks new assurances from the EU. "It’s now time for MPs to get behind her and support her in delivering a Brexit that ensures control of our laws, money and borders.”

Mr Gibb made clear his support for Mrs May in the hours which led up to the voting in the Commons.

He described her as the best person to get further concessions from Brussels during the final three months of talks about Britain leaving the EU. As a 'strong and determined leader', she deserved the backing of Conservative MPs at such a challenging time for the country, he added.

WORK is about to start to transform a section of Bognor Regis’ railway station into a thriving creative digital hub.

Signing the lease is all that stands in the way of the creation of THe Track in the building’s former parcel office.

Once that is signed, the £1m-plus project to create the focal point for the 21st century industries will be a few months’ away from opening. THis is due to take place next April or May. Some 30 people went along to the latest presentation on Monday about the project by Gareth Jones and Mandy Weston, the co-founders of the operator Town Square Spaces.

One of them, freelance graphic designer Matt Schmidt, said: “THe project is really good. It’s a good opportunity to bring like-minded people together.

"It’s something that Bognor Regis has needed for a long time and can be the start of something really nice.

"After I graduated and I was in London, I was able to meet a lot of other people doing the same thing and it helped to spread ideas. THis hub can do the same sort of thing here.

Another business owner present, Sally-Anne Watson, a graphics brand specialist, said she had been following the progress of the project since it began two years ago.

“We need a place like this to work, to meet up and to help with the growth we are experiencing along the south coast.

THis would allow us to get together and provide cohesion for us.”

Mr Jones said: “We had some people wanting to sign up today, which was really nice. THere seems to be that optimism about this scheme.

THere will be workspaces for 4050 people. But it won’t be the kind of place where people are there every day Monday to Friday.

“We would expect they might only work there two days a week to mean there will be a community of 100-200 based at THe Track.

straight away. It’s really important our first ten members know what they are signed up to.

“THey need to be people who are going to live that culture. It’s much better to grow sustainably then trying to get everyone in.”

THe Track will provide a shared and collaborative working place where entrepreneurs, local businesses and freelancers can mix and share ideas to boost their prospects and the town’s economy. T THey will also be able to access support and training.

A community space will be provided to enable a wider use of the facilities.

THe Track is a unique project by West Sussex County Council, with backing from the Coast to Capital local economic partnership.

Anne de Sausmarez, the county council’s principal economic development officer, said: “THe council sees this as an important opportunity.

“We want to bring in high value employment to this area and helping digital businesses is one way to achieve that. THey provide high value jobs and are high profile businesses.”

Monday's session also saw the new name and branding for THe Track, produced by Hemingway Design and presented by Jack Hemingway.

Order to close town property PROBLEMS with anti-social behaviour and drugs have led to a Bognor Regis maisonette being shut.

A closure order has been issued for 18 Hotham Gradens to prevent anyone from entering the premises until next March 7.

THe order, under the Anti-Social Behaviour Crime and Policing Act 2014, was issued at Worthing Magistrates' Court on Monday.

Police became away of the behaviour and criminal activities being carried out at the property after members of the public reported suspicious behaviour.

Sussex Police prevention Sergeant Ian Cheeseman said: "THe issue of a closure order on the Hotham Gardens property follows a number of incidents of anti-social behaviour and reports of drug taking at the location over recent months.

"We listened the concerns from residents regarding the problems the occupants and those visiting the flat have been causing and this closure will help prevent this behaviour from continuing.

"We were able to work closely with Hyde Housing Group to secure this closure order.

"We are urging communities to continue to report matters to us so that robust action can be taken."

THe order follows the placing of partial closure orders on two Bognor Regis properties on November 30.

THose orders concern 38 Ockley Court, Ockley Road, and Flat 1, 6 Albert Road.

Only those named on the orders are able to enter the premises.

Worthing Borough Council’s draft local plan land use blueprint leaves it 8,600 dwellings short of its government target.

Nearby local authorities have a duty to co-operate with each other. THat means Arun District Council could be faced with having to find space for at least some of those properties.

THis prospect prompted alarmed Arun councillors to formally object to Worthing’s plans at a meeting last week.

Arun local plan sub-committee chairman Cllr Ricky Bower said: “I am disappointed by what Worthing appear to be bringing forward.

"Should Worthing not be able to accommodate these houses then Arun will not be able to resolve its objection to the proposed plan because of the significant impact that would arise for the community of Arun.”

He called on Worthing to increase its proposed density of 35 dwellings a hectare in the developments it did envisage.

“THat is low in comparison to parts of Arun. If their density was higher, then they would be able to accommodate more homes. THat’s one aspect I have some issues with," he said.

Kevin Owen, the council’s planning policy team leader, told the subcommittee this already included unwanted properties from along the south coast.

“Arun has an adopted local plan and has already made provision under the duty to co-operate to accommodate some of the need arising in Worthing (and Chichester) which, when combined, amounts to some 1,600 dwellings,” he said.

Any extra dwellings would increase the demand on services across Arun. “…as it stands, there is likely to be significant housing pressure and an impact on local services in neighbouring authorities because people will be forced to seek to live close to, but outside of, Worthing’s district,” Mr Owen said.

“I don’t want to fall out with our neighbours but this is quite a serious issue. But it’s important we put down a marker to be taken seriously. Worthing could do more. We should be talking about matters like the density before this.”

THe objectively assessed need for housing for Worthing – the measure which uses government-set criteria to determine the number of properties required – has been set at 12,801 dwellings.

But Worthing’s council only wants to make space for 4,182 dwellings to leave a shortfall of 77 per cent.

He said Worthing should start meeting with Arun to discuss the matter, carry out detailed studies to find more efficient land uses, set high densities and see if housing could be added to some employment sites.

Councillor quits political party to align with independent group

A BOGNOR REGIS town councillor has changed his political allegiance.

Cllr Martin Lineham (Marine) has said he will now sit as an Independent rather than represent Ukip.

He cites his deep concern about the direction Ukip is taking under its present leadership.

"I joined Ukip because I felt people like me were not represented by the current three big parties and also because of the passion and values of Nigel Farage," he said.

"I have often said that I believe at local level it should be person not party - and today I stand by that and

feel the need to resign Ukip and go independent. I am still committed to Brexit but the right Brexit.

"For the remainder of my time on Bognor Regis Town Council, I will sit as an Independent.

"I feel this is the best way to serve Marine ward and town residents - and continue to be their voice on local issues," he added.

"I'm committed and open to work cross party for the good of the town and its residents, so I will align with the Town Council Independent Group."

Cllr Lineham was elected to the council in December, 2015.

Village housing plan withdrawn PROPOSALS for 300 homes in Climping have been shelved by the developer.

Mulgrave Properties has told Arun District Council it no longer wants to continue with the outline scheme for farmland west of Church Lane and south of Horsemere Green Lane.

THe plan was revealed by Mulgrave Properties last April and was due to have been decided by Arun this month.

More than 40 objections had been received by the council to the plans.

One of the objectors, Lynn Dodson, of Horsemere Green Lane, said the application should be rejected just as a previous proposal was by Arun.

"THe first application was rejected in principle for the impact this development would have on local roads, yet that problem still exists and, if anything, has become even worse," she told the council.

"If the development is allowed to go ahead, it will almost the double the size

of the village and flies in the face of the Climping neighbourhood plan which has been adopted and ratified.

"THere are no economic reasons for a development of this size and no local employment opportunities.

"Residents will have to travel to local towns for work, creating even more traffic on the already overlooked A259.

"THe site is grade one and two prime agricultural land which is still being cultivated."

A detailed objection to the proposals was also submitted by Climping Parish Council.

As well as the housing, the scheme was intended to include open space, a building for public services such as health, education or an exhibition hall, and a shop.

THe application concerned the principle of using the land. THe details were to have been decided in further proposals.

Healthy food on the menu

` Travellers' sites MORE sites for gipsies or travellers are being sought by Arun District Council.

Councillors agreed to back an expert assessment of the need for the locations to be found as part of its land use planning up to 2036.

THe study showed 12 more pitches - each for two caravans - should be allowed for gipsy and traveller households in that period.

For travelling showmen, the number was found to be 14.

THe assessment will provide the evidence to go in Arun's development plan document to form part of its local plan land use blueprint.

` Carol concert A CHRISTMAS carol concert is being hosted by the Bognor Community Gardeners next Monday. Members of the public are invited to join them at the Hothamton Sunken Garden, opposite Waterloo Square, from 7.15pm for mulled apple juice and mince pies.

THe Bognor Regis Community Choir will perform at 7.30pm.

Entry is free but donations to the gardeners will be welcomed.

Premier League win for students SKILFUL football players from Felpham Community College are flying high with the Seagulls.

THe four students from Years 9 and 10 will represent Brighton and Hove Albion FC in the regional heats of a competition to find ways of encouraging 18-23 year olds to attend its football matches.

THey will be spending the next few weeks working together to produce a proper business plan for their ideas and polishing their presentation which won them the Sussex stage of the contest.

Gill Woodman, the college's careers coordinator, said: "THey will be competing against the winning teams from Fulham, Southampton, Chelsea and Arsenal."

Two teams of students from the college went to the Amex Community Stadium, Brighton's home ground, to present their entry for the Premier League enterprise competition. Both teams spent three weeks researching what 18-23 year olds

like to spend their money on, how they find out about activities and what sort of incentives attract them. THey had to present their entry to six judges and were up against eight rivals.

Year 9 winning team member Chloe Juniper said the course taught them about resilience, communication, team work and financial capability.

"As a team, we are all looking forward to the next stage of the competition and feel really proud that we have got this far," she said.

Ms Woodman added: "Both teams worked really hard on their entries and this showed with their presentations.

"THe winning team came up with the idea of an event on the beach for 1,000 people, with music and food outlets, a chance to train with and meet the players and a loyalty card that would give them discounts or free tickets for matches for collecting loyalty stamps."

RESIDENTS at a Bognor Regis care home have been given food for thought with a new award.

THe gold standard recognition for Elizabeth House ensures they are being given nutritious meals.

THe award has come from the Nutrition Resources in Care Homes programme.

THis has been set up to ensure care home residents are supported to maintain a healthy diet. Run by Western Sussex Hospitals NHS Foundation Trust, the scheme also teaches staff to identify and tackle malnutrition.

Judges said the home's menu was 'varied and nourishing', and highlighted the good practice of staff when one-to-

one feeding was required.

THe home is run by Shaw healthcare.

Its manager, Marian Drake, said: "We are delighted with the positive feedback and have already begun work on the ongoing recommendations provided by the report.

"We recently purchased a smoothie maker - and will soon have another - which will enable us to make more nourishing drinks, especially for high risk residents."

THe home in Victoria Drive was praised by the Western Sussex Hospitals and its specialist community dietitian, Keaton Irvine, said its staff were a pleasure to work with.

Jamie and Lauren get Felpham sparkling for Christmas this year CHRISTMAS has officially arrived in Felpham.

Bishop Tufnell CE Primary School pupils Jamie Greed, eight, and Lauren Smith, nine, brought the village's Christmas tree to life by performing the switch-on.

Lauren said: "It was very nice to put on the lights. I came to this event last year and saw the lights."

Jamie was the only boy in the school's choir which performed just before the big moment.

He said: "I was a tiny bit scared because there were so many people here but I enjoy singing."

THe school's headteacher, Nick Sharp, said: "THis is a fantastic event for us. We are a school that believes in working for the community and this is very much a community event.

"It's lovely for people to see and hear the children and realise what they have been doing putting their songs together. THe choir gave a performance to our assembly this morning, which was lovely."

"It's also nice for the children to listen to the Felpham Community College because it gives them something to aspire to."

THe friends were helped in the traditional task by Father John Challis, the vicar of St Mary's Church next door to Grassmere Parade, where the some 18ft high tree stands.

Mr Challis led up to switch-on by blessing the tree after he had cracked

some groan-inducing jokes about THeresa May's government, data protection laws and Jesus.

THe church choir had performed a medley of songs to get the hour-long event underway last Friday.

Next came Felpham Community College with two of its A-level music students - Jas Blakey, 18, and Megan Balcombe, 17 - performing solo songs and playing guitar.

Jas said: "I enjoyed it. We all like Christmas and it is was nice to perform outside. Music is what I do. I have enjoyed it since I was a child."

Megan said: "THis gives us an opportunity to perform not just to ourselves in college but to other people. It's like giving a bit back to the community.

"It's very nice to see everyone joining together to perform like this and there are different types of music - carols with more modern styles as well."

THe occasion has been organised by Felpham Village Conservation Society for at least the past five years.

THe size of the occasion saw Felpham Road next to the tree closed between Vicarage Lane and Felpham Way from 3pm-5pm.

Some 200 people gathered to enjoy the event. Conservation society chairman Joyce Pritchard said: "We provided mince pies and mulled wine, plus juice and biscuits for the youngsters.

"Donations were received from Tesco and the tree is courtesy of Butlin's for the

third year running."

Her vice-chairman, Glenn Powell, said the timing of the switch-on was deliberate after the start of Advent away from the commercialism of the season.

"THis is the start of the Christmas spirit for us. We have the schools, the church and the businesses all joining together to help us.

"It's just so nice to see the community college here. THey took part two years ago and it is a chance to hear some individual singing as well as the choirs.

"All we do at the conservation society is aimed at involving the community and making Felpham a welcoming and special place to live for young and old.

"THere are people of all ages here and it's good to have young people taking part. THis is Christmas time and it's for the children, which is so important."

THe conservation society was issued with a street collection permit for the occasion and raised ÂŁ111 from donations from those present. No expenses were incurred in connection with the collection.

THose present have been thanked for their generosity.

THe society also stages a summer fete and a picnic in the park which are aimed at families among its other activities all year round.

It is holding a gardening working party at 2pm on December 28 in Old Rectory Gardens.

Tuneful demo against homes LYRICAL protesters have staged a carol concert with a difference in North Bersted.

Members of two campaign groups sung their version of a pair of seasonal songs to show their continued campaign against thousands of planned homes.

THe singalong in Chalcraft Lane, opposite the expected site of 2,500 dwellings, attacted some 35 suppporters - and plenty of backing from passing motorists beeping their horns.

Martin Lury, chairman of BAD DEAL (Bersted and Aldwick Developing Destroying Environment and Agricultural Land) adapted We Wish You A Happy Christmas and All Things Bright And Beautiful for last Saturday's 30-minute performance.

He said: "THe level of public support for us is very high as you can witness by the passing motorists.

"THe one thing we have not mentioned is the role of the Church Commissioners in this. THey are selling the land which we need for agricultural purposes.

"THey are acting like property speculators and the Archbishop of Canterbury, before he agrees to this sale, has to re-think his ethics in terms of what he doing, which is destroying the countryside."

Residents in the area were also worried about flooding if the fields were built upon and the impact of the extra traffic on the surrounding roads.

"Chalcraft Lane will not be able to cope.

THis is a B-road system around here and there is no way of expanding it," he said.

Members of Pagam (Pagham and Aldwick Greenfields Movement) were also involved in the protest.

One of its committee members, Giles

Binyon, said: "We always support each other and we always will.

"To have 2,500 homes in Chalcraft Lane will affect all of the Bognor Regis area, not just people in North Bersted. BAD DEAL's battle is our battle as well."

One of those who took part in the carol concert was West Meads resident Ray Headland, 72. He said: "We are disgusted about the housing. We could have 8,000 more vehicles on this road. Chalcraft Lane will not be able to cope. Flooding is also a major problem on the fields.

"I know we have got to have housing but this development is not going to help local people. Young people will not be able to afford to live there. It will attract more people from outside the area."

Festive fun provides enjoyment at home CHRISTMAS is a time for sharing – and the staff and residents at Chalcraft Hall Residential Home in North Bersted did just that.

THey staged a festive fun-filled day as part of their seasonal celebrations.

A raffle saw £50 given to the Lennox Children’s Cancer Fund charity. THe good cause makes a positive difference to the lives of children who have been diagnosed with cancer. THis can be practical, financial or emotional.

THe other £50 raised went to the winner of the raffle. THe home also staged another raffle which saw £300 raised to pay for treats for its residents.

THe prize draw was carried out by a male resident of the home – who won a gift which he donated to his wife – and was a highlight of the day in which everyone at the home in Chalcraft Lane became involved.

Dancing, singing and eating made it an enjoyable time along with the competitions to guess the weight of the cake and guess the name of the bear as well as plenty of fancy dress.

A spokesman for the home said: “We had a lovely day. THe residents absolutely loved it.

“We had an entertainer called Joe Butt who sang a lot of songs which went back through the years. We got a lot of residents up dancing, which they liked.

We had a lot of fun.”

Many of the home’s residents were

joined by their relatives to add further enjoyment to the activities. Especially delightful to them was the presence of their children and grandchildren.

“THey loved the children being here – cuddling them and watching them play games.”

THe day took place soon after the Christmas decorations at the home in Chalcraft Lane were put up with plenty of baubles and trees.

“It makes Christmas different from the rest of the year,” said the spokesman.

“We have the special day every year and we have a lot of other activities as well.”

THe packed calendar at the home for the rest of the month involved a carol service at nearby Holy Cross Church on Sunday and a carol concert with Bartons Primary School earlier this week.

Today is Christmas jumper fundraising day for the Save the Children Fund as well as a concert by an a cappella choir.

Southway Primary School’s choir will be paying a visit next Monday before two days of singing and an elf fundraising day for the Alzheimer’s Society next Saturday.

All this is in keeping with the home’s mission to provide expert care and support for its residents who have dementia.

THis involves plenty of leisure activities all year round – with singing, bingo and quizzes.

Gold level for healthy menu

THe cafe, a student-run training restaurant, has received a gold level award for its healthy menu, under the national Eat Out Eat Well scheme.

Cafe 19 serves healthy and hearty homemade meals, including staples such as soup and sandwiches as well as a range of tempting daily specials - all cooked and served by hospitality and catering students.

Lecturer Alison Girdlestone has been a driving force in ensuring the menus meet the healthy standards set by the Eat Out Eat Well Scheme.

She said: "Since Cafe 19 opened two years ago, we've been working hard to make sure we are serving delicious meals which are not only filling, but are also healthy.

"It's all about making small changes to the way we prepare our meals to help reduce salt, sugar and fat without compromising the flavour, so as a team we are constantly looking at new ways to do this.

"We're very proud to receive this award as it reflects that we are achieving our aim to make healthy, tasty breakfasts and lunches that our customers can enjoy."

Julia Williams, head of learning for service industries at Chichester College, added: "We are very proud of this award - it is a well-deserved recognition of the work that the team have put into Cafe 19.

"THey are constantly developing the

menu, offering freshly cooked, healthy options that will satisfy the appetites of the college's hungry staff and students."

THe Eat Out Eat Well award is assessed and managed by local councils, through trading standards, environmental health and public health teams, and takes into account the type of food on offer, the cooking methods and how meals are promoted to customers.

Cllr Eileen Lintill, cabinet member for community services at Chichester District Council, said: “I would like to say a huge congratulations to Chichester College for achieving their Eat Out, Eat Well gold award.

“Having this award will mean customers being able to easily make positive, healthy choices in what they eat, and the team there have worked

extremely hard to ensure their menus are healthy, as well as offering great flavour.

` Fire service warning WEST SUSSEX Fire & Rescue Service has launched a driving under the influence campaign as the Christmas party season gets underway.

THe fire service is highlighting the experiences of its crews and members of other emergency services who have attended road traffic collisions.

In addition, an offender, currently serving a prison sentence for driving under the influence, has been speaking about his experience.

In 2017, West Sussex Fire & Rescue Service attended 43 road traffic collisions where the driver was under the influence of alcohol.

A drink drive offender who killed two pedestrians has also shared his story to get people to think twice before getting behind the wheel under the influence.

THe offender said: “I decided to drink, I got distracted and by the time I looked forward, I was over the stop line, and it was too late to react.

"THere are two families out there that are suffering and it’s all because of my actions and my decision to drive that night. It’s something that I will have to live with for the rest of my life. It all could have been avoided.”

Warning about 'costly' cuts MILLIONS of pounds in funding is set to be maintained towards helping rough sleepers across West Sussex.

County councillors who met on Wednesday discussed recommendations to their cabinet member for adults and health that some of the cutbacks proposed in the autumn should not take place.

THe measures put before the health and adult social care select committee will be decided by Cllr Amanda Jupp in the next few weeks and show £2.3m a year will be spent on housing related support from 2020/21 to ensure the delivery of statutory duties.

THis will allow the current level of funding for youth homelessness to be kept as well as preserving services covering rough sleeping and domestic violence refuges. But funding is set to be withdrawn for homelessness prevention and resettlement among other services. Contracts for housing related support will be changed to take effect from next September.

Funding for seven foodbanks around the county will be maintained along with support for children and families centres.

It will be cut in half for Citizens Advice services and reduced from £555,000 to £50,000 for social enterprise providers who support families with utility top-ups, furniture and white goods.

News of the recommendations came after a ten-strong coalition of housing providers issued a report which detailed the effect of axing all the support for the services its members provide.

THe information showed more than 8,300 people were helped with housing in a year by services which could be axed next year.

THe housing-related support services which the coalition members provide keep individuals in their homes, remain physically and mentally well and allow them to keep pace with the modern world. Without the services, the alliance predicted more rough sleepers would be on the streets, more admissions to A&E of

homeless vulnerable people would occur and mental health inpatient admissions would rise.

THe alliance's members include Stonepillow with its services in Chichester and Bognor Regis, Bognor Housing Trust and Worthing-based GuildCare.

Stonepillow chief executive Hilary Bartle said the providers received £5.1m from the council but the work they carried out saved £38.3m in costs which would be otherwise incurred by other services.

"For every £1 West Sussex put into the budgets for the contracts, £7.50 is saved somewhere else in the funding systems in West Sussex," said Mrs Bartle.

"THe real question is not whether we can afford such services but, conversely, whether we can afford to be without them.

"Our report is based on the savings that our services enable in avoided costs to county, district and borough councils, the criminal justice system, NHS and primary care."

It was four months ago the county council announced its cuts from next April. THe coalition was formed and its lobbying secured a six-month extension on the housing-related support contracts.

"THe impact of these cuts will undoubtedly mean not only the closure of these vital services but will have hugely detrimental consequences on the lives of some of the most vulnerable people in society and in our communities," said Mrs Bartle.

THe report's author, David Solomons, director of business information at coalition member, Peabody, said: "THere can be no question that demand for services that the coalition provides is high.

"Logically, therefore, the absence of such services would open the floodgate to a whole host of accommodation, medical, psychological, financial and social knock-on effects and the costs of these would escalate extremely rapidly."

` Transport survey VIEWS are being sought about the future of electric vehicles in West Sussex.

THe county council has launched a survey to find out residents' thoughts about the form of transport and how charging points should be installed.

THe survey consists of 11 questions and the answers will help to create an electric vehicle strategy which the council will publish next February.

Cllr Deborah Urquhart, the council's cabinet member for the environment, said the strategy would form an important part of its sustainability work.

"Whether you currently own or drive an electric vehicle, are considering buying one in the future, or even if you have no plans to switch, we would like to hear from you."

THe survey is in line with the government's ambition for at least half of new cars to be ultra-low emission by 2030 and all new vehicles to have zero emissions by 2050.

A PROGRAMME to support children who have alcohol-dependent parents has been boosted by a near half a million pound government grant awarded to West Sussex County Council.

THe pioneering programme is a twofold approach to try to improve the prospects for young people whose lives have been affected by parents with alcohol-related difficulties.

Two new full-time specialist members of staff will be recruited to work closely with families. Work will also be carried out to identify and support expectant mothers at risk of alcohol misuse.

Singing their way to success for hospice BOSHAM’S ‘Harbour Voices’ Community Choir raised the roof and more than £1,600 for St Wilfrid’s DreamBuilding appeal for a new purpose-built hospice.

Over 250 attendees, the youngest only three months old, enjoyed a wonderful, jolly atmosphere with a range of classic, contemporary and Christmas songs performed by the 90-strong choir on Saturday, December 1, at St Paul’s Church in Chichester.

THe performance included an Andrew Lloyd Webber medley, a Les Misérables medley, operatic chorus and a selection of Christmas favourites.

Musical director Ben Lathbury led the choir with immense energy and passion, adding

a touch of humour along the way – making animal noises to accompany the 12 days of Christmas and composing his own witty song to sum up the festive period.

St Wilfrid’s DreamBuilding appeal was launched in 2015 to create a new hospice in Bosham. With the support of the local community, 94 per cent of its fundraising total has been reached. However, a further £950,000 is needed before the doors open in spring next year.

A CONSULTANT general and vascular surgeon at Western Sussex Hospitals NHS Foundation Trust is to become a Visiting Professor at the University of Chichester.

Director of medical education David Beattie, who has a national overview of health care training and research at all professional and vocational levels, will be active in the university’s Centre for Research, Development and Workforce.

THe recently-established centre, which sits in the university’s Institute of Education, Health, and Social Care, acts as a hub for research, applied research, knowledge transfer, and continuing professional development activity.

David said: “THe University of Chichester and Western Sussex Hospitals have worked closely together for a number of years.

“During the six years, I have been personally involved I have been very impressed with the academic innovation and development shown by the university.

“It was an honour, therefore, to be offered the post of Visiting Professor - it was an easy decision to accept and I look forward very much to working with the team in the Centre for Research, Development and Workforce over the next few years.”

Mr Beattie is both a practising surgeon and a senior health care manager with expertise in the delivery of healthcare and service transformation.

Competition win is a boost for charity A £1,000 donation has been awarded to Brent Lodge Wildlife Hospital after a Portsmouth teenager won a Christmas card competition.

Southern Co-op was overwhelmed by the number of entries to its competition to design a corporate Christmas card which will be sent to colleagues and partners.

But after a few long discussions colleagues agreed that Nicole Pook's design was the winner.

THe teenager has been awarded a hamper of Christmas goodies, copies of her Christmas card and the £1,000 donation in her name made to the wildlife hospital.

Ann Pook, Nicole's mum, said: "I am so proud of her. She entered it because she loves art and wanted to win the money for the animals at Brent Lodge.

"When she leaves school she would like to work with animals."

"Nicole volunteers with us every Saturday for about four hours with her friend and they have been coming for about three months. She really enjoys looking after the hedgehogs, pigeons and other animals in need.

"THey are both extremely passionate about caring for wildlife and are a great help to the rest of the team."

A letter signed by 48 residents has been sent to mark the three-year anniversary of Chichester city councillor Sarah Sharp's crash at the Canal Basin on December 11, 2015.

Long-standing road safety campaigner Sarah Sharp was outlined in chalk outside County Hall, in West Street, recreating the accident scene.

THe 53-year-old, suffered a head injury, a broken shoulder, six broken ribs and two cracked vertebrae when her bicycle was in collision with a car in Basin Way. THe letter sent to the council stated: 'We call on the county to dedicate 15 per cent of its transport budget to walking and cycling as recommended by the Department for Transport.

"No changes have taken place at so many horrendously dangerous junctions in the city. We are being let down by our councils and the councillors are failing residents if pavements aren’t improved to prevent so many people tripping over and hurting themselves or simply to improve ease and comfort for wheelchair users."

Cllr Sharp spent three hours outside County Hall to mark the three years of

time she has spent campaigning, filling in surveys, taking part in meetings, setting up the Cycle Summit and Friends of Centurion Way and helping generally to support better facilities for sustainable travel.

She said: "THis is my way of symbolically protesting against the conditions of the roads around Chichester. I don’t want what happened to me to happen to anyone else.

"Since my accident, no changes have taken place at so many horrendously dangerous junctions in the city. I used to cycle everywhere but now I walk much more."

Tracey Benson, lawyer at Slater and Gordon, which is representing Cllr Sharp in a civil action, added: “We see far too many cases like Sarah’s and we fully support her attempts to make the roads around her home as safe as possible.”

In 1946, a group of demobbed servicemen decided they would race.

Since then, the Pagham Pram Race has been run every year on Boxing Day, whatever the weather, starting at the mill in Pagham Road and passing THe Bear, THe Lamb and THe Kings Beach.

It's a course of roughly three miles that finishes at THe Lamb car park.

In recent years, there have been as many as 60 entrants, with many choosing to don their best fancy dress costumes with fantastically designed floats.

THe race starts at 11am on Boxing Day every year whatever the weather, without fail, from Mill farm on Pagham Road at Pagham.

Contestants can either sign on online before the day or on the day. An entrance fee or donation of at least £10 is required.

Community News & Views WAGES of £32,000 a year at least are needed to buy the cheapest properties around Arun, a new report reveals.

THe household income is included in the new housing and homelessness strategy agreed by Arun District Council's cabinet on Monday.

THe document is set to be backed by the full council early next year to become official policy. It covers the years 2019-21.

It states: "Housing affordability can be challenging for many households in Arun as a result of the relationship between house prices and local incomes.

"In 2015, households required an income of £32,000 to access the housing market to buy a property within the lower quartile price bracket.

"THose with a household income below £26,700 require affordable rented housing and those with an income below £18,400 can only afford social rented housing."

THe strategy states the district's average £316 weekly wage is the lowest in West Sussex.

Arun head of housing services Satnam Kaur said the strategy had four objectives. THese were to increase housing supply, prevent and relieve homelessness, improve housing conditions and create sustainable communities.

Cllr Trevor Bence, who is in charge of Arun's residential services, said the strategy replaced three documents. "THis sets out the council's vision for housing - how it will work in partnership with others to achieve a balanced housing market.

THere has been a huge amount of work putting this together.

THis strategy combines almost everything that we have been working tirelessly on as a team for the last two years," he said.

Arun's leader, Cllr Gillian Brown, said: "THis is a really good document. It's very easy to read. Lots of them aren't but this is extremely good and it has lots of good things in it as well."

STYLISTS at a Bognor Regis hair salon have been celebrating in five-star style afte being given a prestigious accolade.

Experts at the Good Salon Guide - the only independent, nationwide scheme for assessing professional standards within hairdressing - have handed Lotus Styling their top rating.

Husband-and-wife team Daren and Kate Terry, who own and run the Aldwick Road business, say they are honoured to receive the award. It is the only salon in the area to be given five stars.

THe timing of the recognition is perfect as the company marks its 30th year of styling customers' hair.

Daren said: "THis award means we are at the very top of our business and is fitting that we should be recognised for this achievement in a year in which we are celebrating 30 years of excellence.

"THe Good Salon Guide is seen very much as a mark of quality for the public and hairdressing industry and the rating is extremely hard to come by."

THe rigorous assessment sees professionally-trained assessors visiting salons and objectively judging them against a set of strict criteria, similar to the Michelin restaurant guide.

Kate says the salon's staff, pictured above with her and her husband, deserved a lot of credit for helping to achieve the distinction.

"We take pride in our staff and we know they like to push themselves every day and work tirelessly, with a great amount of talent, dedication and professionalism. THe five-star rating says so much about who we are and the standards that we set."

Good Salon Guide UK key account manager Martin Durrant presented the award to the Lotus Styling team at the salon.

"We're delighted for everyone involved with Lotus Styling and they should be proud of the achievement. Daren and Kate have a great team in place and it is that team and their hard work that has meant we are able to award the business five stars."

YOUNG Rainbows shrugged off the rain to raise some £500 for seriously ill children.

Fifteen members of the 2nd Bersted pack wore antlers for a reindeer walk around the town centre in spite of bad weather.

THey walked through THe Arcade and the London Road precinct in aid of the Chestnut Tree House children's hospice, pictured above and below.

Denise Kinrade, former leader of the unit, said: "THey did amazingly well. THey took part to help other children who are not so lucky as them.

"THe parade formed part of their work for their public service badge.

"Providing a service to others is something they do throughout the year."

THe sight of the five and sixyear-olds cheered up those who were around in the wet conditions. THey were invited inside Kids Stuff Toys for their pick of toys on a tray handed to them by a member of staff.

JOBLESS residents in Bognor Regis and Littlehampton have jumped in number by 50 per cent in the past year.

THe latest figures revealed by the Department of Works and Pensions on Tuesday shows a claimant count of 1,080 in the towns. THis is 250 more than last December.

But the figure still remains well below the level of five years ago. THe number of claimants is 223 fewer - or 17 per cent - compared to 2013.

Mrs Kinrade said the total amount collected before the parade had reached £349.

THe three collection boxes used have to be taken to the hospice near Arundel to be unlocked.

When this is done, it is expected the final amount will reach the £500 mark.

THe Rainbows usually stage an event for others at Christmas. Last year saw them collecting food parcels.

Jenny Murrell, a community fundraiser at the hospice, said it depended on the goodwill of its supporters.

"We would like to say a thank-you to all the groups, like 2nd Bersted Rainbows, who have held reindeer walks or runs this year.

"It is an easy and fun way for children to support their local children's hospice," he said.

"So far this year, we have had 57 groups take part. It is the sixth year we have held the event and last year's saw them raise £67,000 for us."

For the Arun district, the claimant count stands at 1,370 for an increase of 315.

THis is also a 30 per cent rise.

THe figure compared to 2013 is 16 per cent - or 748 people less than five years ago. But the statistics were accompanied by a warning that the launch of universal credit in the area last July was likely to mean claimant count would rise.

Nationally, the job figures are the best ever, with 32.48m people in work.

RESIDENTS' views are being sought about a scheme which could exempt developers of large sites in Pagham and North Bersted from a new charge.

Arun District Council is proposing a zero per cent community infrastructure levy on the housebuilders who will be developing its strategic sites at Pagham South, Pagham North, west of Bersted and Barnham, Eastergate and Westergate - which it has called zone one.

THe levy, or CIL, can be imposed by planning authorities like Arun to help to improve services which will be used by those who live in the new properties.

THe council launched a consultation on Monday about its proposed charges. It will end at 5pm next January 21. It can be viewed online at arun.gov.uk or in libraries and at Bognor Regis Town Hall and the civic centre in Littlehampton.

Kevin Owen, Arun's planning policy team leader, told its planning policy sub-committee the charge had to be set at a level which still allowed development to take place.

"It is like a tax. How much we can charge depends on the value of the development.

"We then take out the cost of the development and of building it, financing it and what the developer's profit is, and what the planning obligations are, and then we add the CIL," he said.

"THat gives us a residual value which they can pay for the land.

If the levy is more than five per cent of the gross development, it could be impinging on the willingness of the landowner to sell the land. THe value of the land needs to be sufficient or else the owner will not sell and it will block the development market."

THe district has been divided into four other zones for which the proposed charges for housing schemes are £100 and £150sq m for sites of 10 and under and £70 and £100sq m for larger sites.

Land to be used for flats and older people's housing will also attract charges of £100 and £70 in various areas.

Cllr Francis Oppler (LD, Orchard) said a seminar the previous night had shown the levy would be charged at three per cent of the value of the developments to avoid deterring developers.

"If that is so insignificant to them they will not notice it, perhaps it could be a bit higher? Maybe four per cent would still be within an acceptable limit but give Arun a bit more money," he said.

But the sub-committee's chairman, Cllr Ricky Bower (C, East Preston) said: "THe key to the problem is that if we were to push the levy beyond what is recommended it would affect the viability of the sites."

Festive essentials around town in years past Christmas cards grew in popularity and were followed as shops sought to meet the need for presents EVERY year we rush towards Christmas, making out our various lists, but we must always remember to send the Christmas cards.

One hundred and fifty years ago, however, we would have sent a Christmas postcard.

When the first postage stamps were introduced in the 1840s, an Englishman by the name of Henry Cole, who was the founder of today’s Victoria & Albert Museum, was so busy at Christmas he was forced to enlist the help of two friends to send out his Christmas greetings.

John Calcutt Horsley RN designed the card for him and another friend, Joseph Cundall, produced 1,000.

THe first card, which was produced in 1843, was about 5in x 4.5in, printed by lithography and hand painted. THe scene on the card was a family group, showing grandfather, grandmother, the father and mother helping a toddler to sip from a claret glass. Watching this scene was also a young man with his lady friend.

Being an astute businessman, he decided to sell the unused cards for 1s. each. THe Christmas card was born.

THe cards did not catch on immediately, but a notice 'Apologies for not sending a Christmas card', did actually appear in THe Times in 1873. By Christmas 1880, the GPO

had adopted the well-known slogan 'Post early for Christmas', although it was still possible at that time to post late on Christmas Eve for delivery on Christmas morning!

Towards the end of the century, cards were becoming increasingly popular, with one company actually offering an immense prize of £10,000 for the best designs.

During the period between 1880 and 1900, some of the famous painters of the day sold their paintings to the postcard producers for reproduction on the cards.

Victorian writers such as George Eliot, Alfred Lord Tennyson and Charles Wesley also vied with each other to have their words included on the cards.

By 1895, the trade had increased so dramatically it was estimated there were no fewer than 200,000 different cards being produced for the Christmas trade. THe range of cards was very diverse and mechanical cards were especially popular. Some of these cards had tabs or cords, to reveal a 3D pop-up of a particular subject.

Embossed cards became very popular from 1902, when German companies began flooding the shops with designs, including the German Father Christmas, St Nicholas, who was depicted rewarding the good children, while Krampus punished the naughty ones.

THe Rachael Tuck organisation went on to produce a greater variety of Christmas postcards, as did many other manufacturers.

Many cards were printed with bright, bold colours, and some of the early cards’ illustrations were highlighted with tinsel. THe postal staff, who complained of sore hands from handling them, did not welcome these.

I thought I would also look back into Bognor’s history to see what occurred in the run-up to Christmas in the town. On December 18, 1907, in The Observer, Visitors List and West Sussex Recorder, there was a full-page advertising the various foods required for the Christmas season. We have to remember the period, when there were very often large families, with no refrigeration and people would be buying their supplies right up to Christmas Day. Poultry and game was prominent, with turkeys costing from 5s 6d to 25s per bird, or 22p to £1.25p. Geese cost from 7s 6d (37.5p) to 12s. 6d (62.5p) per bird and wild ducks were only 3s (15p) each. We should consider the wages of the day, before we become too envious of their prices.

I found a newspaper from December, 1910. One of the features of Christmas was always the Arcade, when it was covered with garlands of evergreens, which included apples, oranges, and pomegranates, also shrubs and flowers of every description.

All these decorations were supplied by the Arcade owner, Mr Tate.

Another report was that the children, referred to as scholars, of the Bognor Council Infants’ School were provided with a large Christmas tree and each scholar received a gift, from the Vicar of Bognor. Sadly, there is no word as to what the gift contained.

Also, the management of Bognor Pier, at that time, provided the only ‘public amusement

over the Christmas holidays', providing animated pictures with children rushing to receive a present which was offered to the first 50 passing through the turnstiles By 1929, the reports were slightly different in December where at 18, London Road Christmas gifts were sold by D & M Wood.

THey had their usual large stock of goods, suitable for Christmas presents including handkerchiefs singly or in fancy boxes, white or coloured.

Ladies or children's dainty coloured overalls, and white and coffee muslin aprons with caps to match, with or without collars and cuffs were also featured.

Dainty underwear of all kinds in coloured lawns and art silk, including pretty nightdresses and pyjamas were available as well.

George Field, the butcher in West Street, was promoting the longevity of his shop and the origins of its meat, with turkeys from the Goodwood estate and beef from the South Downs.

In a pre-Christmas newspaper in 1933, there were many delights available to be bought for friends and loved ones. Timothy Whites advertised its inexpensive gifts, which ranged from table fans to irons and canteens of cutlery. Carpet sweepers were all the range as well.

THe Station Pharmacy at the corner of Lyon Street and London Road was selling cameras, and leather goods alongside jigsaw puzzles, costing from 6d (2.5p) to 21s (£1.05).

Early festive present for fans is the PostSport aim for Chi after heavy loss to Oaks CHICHESTER RFC will be looking to go into the festive break on a high by sealing their fifth win from six to round off a remarkable turnaround in fortunes.

At the start of November, things looked glum for the Blues as just one win from their opening seven matches left them in the relegation zone of the London South One. But the return of a number of key players from injury has coincided with an upturn in form.

Four wins on the bounce gave all at Oaklands Park a lift and saw Scott Ashley's side rise into mid-table THe revival was halted last weekend as second-place Sevenoaks controlled a match and departed with a 28-3 victory.

But Chi can bounce back in style as they head along the A27 to play third bottom Tottonians tomorrow (2pm).

With the hosts winning just once at home all season and losing five on the bounce, Scott Ashley's side will head into the match as firm favourites.

THey will also have the added incentive of knowing that victory could see them end the first half of the season in the top half of the

table.

Blues will need to recover from what was a comprehensive defeat to a strong Oaks side at Oaklands Park last weekend.

With the wind behind them, Chi did get off to a strong start, pushing forward with attack after attack on the visitors' try line.

But Blues just could not get the score and had to settle for an early penalty for their early endeavours.

As the first half went on, the visitors began to get a foothold and managed to do what Chi would not do, crossing for a score just before the break. 3-7 at half time.

Into the second period and Blues were unable to match the forward power of Sevenoaks.

Not once but twice, the Kent side managed to barge their way over the Chi try line and take a 21-3 lead.

Blues tried to launch a series of attacks to close the gap on the scoreboard but the strong gusts against them were just as disruptive as Oaks' well-organised defence.

With ten minutes to go, the visitors crossed again to seal the bonus point and condemn Blues to their first defeat in five.

BOGNOR RFC will face the ultimate test of their title hopes when they welcome leaders Basingstoke to Hampshire Avenue tomorrow.

THe Purple and Greens have found their form in recent weeks, stringing together a run of four bonus point victories in a row.

THe latest came last weekend when they crushed Tottonians IIs 59-0 away.

THe nine try blitz consolidated Bognor's third place position in Hampshire Premier and means they are ten points behind the leaders before their visit this weekend (2pm).

After suffering a 46-15 reverse at the hands of the table toppers back in September, the Purple and Greens will be looking for a much better performance against a side who have a 100 per cent record so far this campaign.

THey will need to get off to a quicker start than they did against Tottonians when five penalties in the first quarter allowed the home side to get on the front foot.

A skirmish that followed then reduced both sides to 14 with Darren Bidwell seeing red.

Bognor managed to break the deadlock just before the break as fly half Dave Sweeney threw a long pass to Jeremy Newton-Young who put winger Paddy Burnett over.

Into the second half and Bognor were much improved with Sam Newcombe (3), Josh Burgess, George Castleton and first team debutant Sam Hay (2) rounding off the scoring, with Sweeney adding extras to wrap up the 59-0 victory.

--Bognor Women's Rugby Team are recruiting for new team members.

No experience is needed to join the club as enthusiastic recruits will be taught everything they need to know by the coaches.

THe club has no age limit and all kit needed will be provided. All people need is a desire to have fun and learn a new game.

CROSS COUNTRY: Chichester Runners senior men's side face an uphill task to avoid relegation from the top division after two rounds of the Sussex Cross Country League.

A poor performance at the race in Brighton's Stanmer Park means they are seventh out of eight sides in the overall standings.

Evergreen James Baker was yet again first home for the club by scything through the field to finish ninth.

He was followed by St Mary’s college student Ben Morton who was a very good 28th with Chichester University’s Joe Godwood hot on his heels in 31st.

But dropouts due to injuries meant Chi had three big scores to round off their rankings which left them last in the match. A much better performance is required to avoid the drop when the competition resumes at Bexhill in February.

In the women's competition university student Alice Wright was a brilliant fourth followed by Alice Cox-Rusbridge (23rd) and Maggie King (29th).

Good scoring from Sophie Wright (52) brought the “A” team quartet home with a total of 108 points to keep the team in mid-table place in Division One. In the juniors, special mention must be made to the under 13 boys who finished third to move up to bronze medal position in the overall standings.

Second-place City set for YM clash after back-to-back wins

Chi stung by Wasps in cup CHICHESTER City Ladies boss Aaron Smith admits he is "gutted" after his side were the victims of an FA Cup shock against Crawley Wasps.

THe Oaklands Park side have been in fine fettle this season and currently sit second in the National Southern Premier.

But any hopes of taking that form into the premier national knockout competition were spoiled at the first hurdle when the lower ranked Wasps stung Chi last weekend.

THe 2-0 loss was a second defeat in a row for City - and they will be going all out to avoid a third.

Next up is another Sussex derby with a trip to South East Counties Premier side Bexhill United in the Sussex Challenge Cup on Sunday (2pm).

Speaking after the match, Smith said the loss to Crawley would hurt the club - from a playing and financial sense.

He said: "Everyone loves the FA Cup, we all want to play in it and after sampling the last 16 last season against Liverpool we wanted to do that again.

"We are playing well in league and, while they are a good side and are playing well, Crawley are still in the league below and we should be

winning these type of games."

Smith added: "It's a game of football and there are bigger things going on in the world but we need the money from the FA Cup so it's disappointing for us as a club."

Two goals from corners in the first half undid Chi as Kemina Webber and Darcey James got on the scoresheet.

In the second period Smith's side were a lot better. But, despite creating a number of half chances, they failed to breach the Wasps goal.

THe manager said: "We have not scored, that's our problem, putting the ball in the net "In the second half we looked good but we are not scoring goals and that's a big worry."

Chi will hope to find their shooting boots on Sunday against a side who are ranked well below them in the football pyramid. Win and they go into the Christmas break on a high.

Smith said: "We have a big game coming up. Bexhill will be the same [as Wasps], they will come and want to beat us.

"At training people are playing out of their skin but it's about getting to understand why players train well and when they get to game day and change their mentality."

THanks to a superior goal difference built on the back of a meagre defensive record, Chi know victory at YM will see them leapfrog into top spot ahead of the packed holiday period.

It will be an early Christmas present for Rutherford who has seen his side struggle for consistency in recent weeks.

Defeats in the FA Vase and Sussex Senior Cup, combined with an away defeat to third-place Newhaven, had resulted in some frustration for the Oaklands Park side.

But that little hiccup seems in the past now as City prepared for the YM clash with two wins in the space of four days.

First was a 2-0 victory over struggling Shoreham at home with an Ellis Martin goal followed by a Gicu Iordache strike in injury time. THen in midweek, City cruised into the semi final of the RUR Cup with a 3-2 victory away at Eastbourne United in midweek.

Sids strike late to snap slump

SIDLESHAM struck late to snap a poor run of form just in time for the visit of league leaders Steyning Town tomorrow (3pm).

Steve Bailey's side have been beset with bad luck and poor play in the last few weeks as they have strung together a run of just one win in ten.

But Sids showed great belief to snatch the three points at fellow SCFL Division One side Billingshurst 2-1 last weekend.

Ben Dines had given Bailey's side the lead but, after Hurst equalised just after the break, it took a Tommy Lee-Smith strike five minutes

from time to wrap up the win.

THe victory means Sids are up to 12th in the 18 team division and among eight teams which could look to be involved in a fight against the drop in the second half of the campaign.

THat number was nine until bottom side St Francis Rangers, who were due to play Bailey's side on Tuesday, announced they would be folding with immediate effect.

It gave Sids a few extra days to prepare for the visit of Steyning who last lost in the league back in September.

Fellow SCFL Division One side Selsey suffered a setback in their surge up the table when they were defeated 2-1 by high-flying Alfold last weekend.

After falling behind early on, Ryan Morey brought Daren Pearce's side level until the Surrey side scored on the hour mark to take the win.

Despite the loss, Selsey remain in fifth, poised for a potential charge on the top spots in the new year.

Next up for Blues is a trip to mid-table outfit Wick tomorrow (3pm)- with manager Pearce setting his side the target of improving their consistency in front of goal.

THe Selsey boss said: "We are creating chances but recently we have been snatching at them. We need to be a bit more relaxed in front of goal. THat comes with the learning and allowing people time to improve and learning to be a bit more ruthless.

"We are not on a bad run. THe confidence around the camp is good and the young lads that have come in have taken their chances."

In SCFL Division Two, Bosham will be hoping to extend their winning streak to three as the Robins head to Worthing Town tomorrow (2pm).

THe Walton Lane side are now up to fourth bottom in the league after a 5-2 win over Littlehampton United last weekend. Conor Crabb, Ryan Coombes (2), Zackary Willett and Jake Lafferty scored for the Robins.

Lions hunt for their first victory in four PAGHAM will be out to stop the rot as they search for their first victory in four.

THe Lions have hit the wall in recent weeks, losing their unbeaten SCFL Premier record before being defeated in the last 64 of the FA Vase.

THe bad run continued last weekend against Saltdean United when, despite starting the match against ten due to the opponents' goalkeeper going to the wrong ground, Lions slumped to a 1-0 reverse against their fellow promotion chasers.

THose performances have seen Pagham slip from fourth to sixth in the league and in desperate need of a win when they welcome surprise package Crawley Down to Nyetimber Lane tomorrow (3pm).

A second home match in a week follows on Tuesday with the rearranged Sussex Senior Cup third round tie against Bostik Premier Burgess Hill on Tuesday (7.30pm).

Pagham are set to be without striker George Gaskin who was sent off in the defeat to Saltdean.

Joint-manager Tom Simmonds, who leads the team alongside Richie Hellen, said: "It is nice to test ourselves against teams who play in divisions above us "Last year we played five from the league above and I think we went through against four of them.

"It's a good opportunity for us all to see where we stand and I'm sure the lads will be up for it."

New additions likely as Rocks battle a defensive injury crisis Next Game

KINGSTONIAN (A) Tomorrow, 3pm

BOGNOR boss Jack Pearce admits he has some work to do as the Rocks' injury crisis continues to cripple the club.

THe veteran manager takes his struggling side to in-form Kingstonian tomorrow (3pm) without five defensive players.

THose absences means Pearce is set to dip into his extensive contacts book in the coming days in the search for a short-term additions.

If he can find a bit of luck too then Rocks fans will be overjoyed as fortune seems to have departed his side in recent weeks with Bognor recording just one win in eight in the league.

THe latest was a 1-0 loss to leaders Dorking Wanderers last weekend, a match which saw Pearce's young side go toe-to-toe with the league leaders but emerge with no reward thanks to the harsh sending off of goalkeeper Dan Lincoln.

He said: "If we keep working hard enough then good fortune should come our way again "THey are top of the league but did they have any more desire than us? No. Were they fitter than us? No. Did they have more discipline than us? No. Did they create more chances than us? No. "But when you are in a league where everyone is even-steven, the difference between victory and defeat is a very thin line."

THat thin line against Dorking came with the sending off of Lincoln, a decision which

has since been overturned on appeal by the Rocks.

Pearce said: "It was the most important decision of the entire game and it was a wrong decision but these things happen.

"When I was in 26 and managing I would have been in front for FA if the ref did that but we have to learn from it.

"We have to take it on the chin and get on with it, hoping it’s a learning curve for the players. Overall, we did well and stayed in the game and Jimmy Muitt could have got a point for us at the end."

THe defeat extended a poor run for the Rocks which has seen them slip from third down into the bottom half in the Bostik Premier.

It means that despite still holding an unbeaten record away from home in the league (one win, seven draws) Rocks will be second favourites when they head to south London to face a team who are seventh and have won their last three matches.

THe absence Keaton Wood, Corey Heath, Joe Dandy and Calvin Davies (all injured) along with Gary Charman (work commitments) will be the major challenge.

When asked how he would solve the defensive crisis, Pearce said: "I have a bit of work to do", not ruling out new additions in the coming days.

He added: "We just have to battle on and work for each other and the results will come."

Hospital festive visit for Rocks BOGNOR players and officials are set to take time away from the pitch to bring some Christmas cheer for children in hospital.

Rocks supporters club chairman Ian Guppy, with the support of club mascot Rocky Bear and his daughters, Isabelle and Emelia, has organised gifts for the trip to St Richard's Hospital in Chichester later this month.

Manager Jack Pearce, coach Robbie Blake and the entire first team squad will try to raise the spirits of children on wards at the hospital by dishing out presents as they do so.

THe visit has been organised by Ian and former Bognor defender John Price in liaison with Love Your Hospital, the dedicated charity for the three hospitals that make up Western Sussex Hospitals NHS Foundation Trust Ian said: "As a club, we’re proud of playing our part in the community and there is no better way of demonstrating that than trying to help put the smile on children who are feeling poorly.

"THe visit will hopefully raise some Christmas cheer and if we can raise some funds, too, all the better."

Love Your Hospital raises awareness and money to fund equipment, enable staff to provide outstanding health care.

TRY as we can, we just cannot seem to get the luck we deserve at the moment.

All the talk this week between Rocks fans will be on one moment which dominated last weekend's match against Dorking.

To be blunt - Dan Lincoln’s overturned red card was not good enough for me.

In the end, that decision cost us the match against Dorking Wanderers and we didn’t deserve to lose the match for me.

In the first half it was all about how many chances we created, but sadly, failed to take .

OK, in the second half, I will agree that Wanderers had the better of it but I think we were worthy of a draw at least.

One thing I noticed was that we managed to keep Jason Prior quiet all game, which was one positive to make note of.

It isn’t as if we are not creating chances, with Jimmy Muitt and Mason Walsh causing them all sorts of problems in the first half, along with Harvey Whyte going close.

It just does not seem to be falling our way though, which is very frustrating.

I have to say we are mired by injuries again.

Gary Charman took a knock away at Harlow and then had to come off at half time against Enfield Town with a bad back.

Walsh has also been struggling for 100 per cent fitness and at the Harlow game I thought that Dan Lincoln was going to have to be replaced.

I was glad I was wrong and he managed to continue. But I think the first team of 11 we have is strong, although the depth isn’t quite there yet.

With a young squad, it will be hard to maintain fantastic results week in and week out.

I said in my previous column that we needed to be top seven in the league by Christmas time to be in contention at the end of the season.

We appear to be dropping down a bit with recent results.

But I am still hopeful that we can beat anyone in this league.

We proved it at Tonbridge Angels and we showed great character to record a decent win at home to Wingate & Finchley.

But saying that, we have tough games ahead, starting with our trip to Corinthian Casuals to take on Kingstonian tomorrow.

THey are doing well in the Bostik Premier League as they sit in seventh position, whereas we have dropped down to 12th.

After such a great start to the season we are certainly in a poor run of form at present.

But like Robbie said in his recent interview - I believe it will get better.

Off the pitch, things are going really well - well, the away travel coaches are still very busy with fans travelling to many of the away games.

I really enjoy the banter on the Rocks on Tour coach trips and I would advise any fan to give it a try.

We will need all the support we can get as we enter 2019!

THe new cover at the Seasons end has gone down really well.

I like the green and white style, the fact it sheltered our fans from the rain in recent matches.

Plus I felt during matches the atmosphere has improved as well, as the Rocks faithful bash out the classics.

THere are some tasty local derbies coming up with the Worthing (El-Classicoast part 1) and Whitehawk away games sandwiching our home return fixture against Lewes on Boxing Day. So lots to look forward to - we just need the results to start coming and the smiles will start returning to people's faces again, I'm sure.
