Oakland School District Requires COVID Vaccine for Students 12 and Up

With the passage of the FAIR MAPS Act (Fair and Inclusive Redistricting for Municipalities and Political Subdivisions), state law now requires counties to follow specific timelines and requirements for their redistricting processes, including holding at least four public hearings, ensuring language access, publishing all materials and meeting information on a website, and collecting input from the public in multiple formats.

The city council approved these contracts in June. As of late September, they have not been issued by the city administration.

Q: What does this mean?

A: Non-profit organizations, operating on shoestring bud-

gets in the best of times, have been required to advance their own funds in July, August, and September to serve the unemployed, with no reimbursement by the city because as the administration says, “Your contract has not been signed yet.”

Another impact: the workers who provide front line job services may not receive their paychecks on time…. creating unnecessary instability in their

own households.

And who is responsible for issuing these contracts? Yup... it’s the city.... painfully tone deaf to the needs of the community, particularly those on the economic margins. Most of those served with job help are Black and Latinx residents who consistently suffer double digit unemployment. Many are Continued on Page 12

State Launches Partnership With Tyler Perry in Effort to Encourage Vaccination Among Black Residents

The California Department of Public Health is launching a series of public education videos in partnership with actor, director and producer Tyler Perry in an effort to encourage state residents to get vaccinated against COVID-19.

The state and Perry’s production company, Tyler Perry Studios, will release a series of videos this month that address frequently asked questions about the vaccines, including how to know they’re safe and how mRNA vaccines work.

Perry and state health officials announced the partnership Wednesday as part of the state’s “Let’s Get to ImmUnity” campaign, which is intended to educate state residents about the vaccines’ safety and efficacy.

The partnership with Perry is also part of an outreach effort for the state’s Black communities, specifically.

“The vaccines continue to be our best tool to put an end

to this deadly pandemic,” CDPH Director and state Public Health Officer Dr. Tomas Aragon said. “We are pleased to partner with Tyler Perry to help communicate the facts to more people -- COVID-19 vaccines are effective, safe, and save lives.”

As of Thursday, 82.5 percent of state residents age 12 and up have received at least one vaccine dose, while 67.4 percent are fully vaccinated, according to data from the CDPH and U.S. Centers for Disease Control and Prevention.

Bass Reeves: The True Lone Ranger

He traveled 30 miles on foot disguised as an on-the-run beggar. Upon arrival at the home of two brothers considered suspects, their mother invited him inside; offered him a place to sleep. By sunrise, the suspects were in cuffs. He had restrained them in their sleep.

The trio then walked the entire way back to camp.

Bass Reeves (1838–1910) was an American law enforcement officer and the first Black deputy U.S. marshal west of the Mississippi River. He worked mostly in Arkansas and the Oklahoma Territory.

This method of cuffing suspects was just one of his creative approaches to investigating and bringing criminals to justice.

He was also a Black cowboy who some historians propose may have inspired the tales of the Lone Ranger.

Young Bass was born a slave in Crawford County, Ark., and owned by William Reeves.

Reeves later relocated to Paris, Texas. There, he forced Bass to accompany his son, George Reeves, to war and fight for the Confederacy. But under the cloak of night, Bass escaped to what was then called Indian Territory (Oklahoma).

The territory was ruled by five Native American tribes: Cherokee, Seminole, Creek, Choctaw and Chickasaw. This served Bass well because he wasn’t a part of any tribe, meaning he could only be pursued on a federal level within its boundaries. There, in the lawless Old West, is where he would develop his reputation in bringing down outlaws.

Reeves quickly learned the territory’s landscape. He also picked up the languages and customs of both the Creek and Seminole people. But after the

Bass Reeves. Photo courtesy of commons.wikimedia.org close of the Civil War and the passing of the 13th Amendment (1865), slavery was abolished and Reeves was free. He returned to Arkansas where he married and had a family. Ten years would pass, and he’d return to Oklahoma to take up an offer.

Reeves had been recruited

by U.S. Marshal James Fagan. Crime was rampant and his job was to help bring in the outlaws who plagued the land. Fagan brought in 200 deputy marshals to control the lawlessness. Throughout

the 75,000-square-mile territory, countless thieves, murderers and fugitives were to be brought in. Fagan needed shooters and trackers, and Bass was among the few Blacks recruited.

It is said that Reeves made more than 3,000 arrests and gunned down 14 outlaws– –“all without sustaining a single gun wound,” according to biographer Art T. Burton, who in his book “Black Gun, Silver Star: The Life and Legend of Frontier Marshal Bass Reeves,” suggests the theory that Reeves inspired the Lone Ranger.

“Bass Reeves,” Burton wrote, “is the closest real person to resemble the fictional Lone Ranger on the American western frontier of the nineteenth century.”

Reeves was removed from his position in 1907, when Oklahoma gained statehood.

As an African American, he was unable to continue in his position as deputy marshal under the new state laws. He died three years later, but the legend of his work in the Old West lives on.

Nine Officers Disciplined In Investigation of ‘Racist And Sexist’ Social Media Posts

Nine Oakland police officers have been disciplined in the wake of an investigation into what officials called “racist and sexist” posts on social media, the mayor’s office said Sept. 17.

An independent third-party investigation began in January after Oakland Police Department officials learned of an Instagram account with “deeply offensive content,” according to a statement issued Friday by Oakland Mayor Libby

Schaff’s office.

Investigators seized more than 140 work phones. The investigation revealed that a former Oakland police officer created the Instagram account shortly after he was fired for violating department policy, the mayor’s office said.

The disciplined officers allegedly accessed inappropriate material on department-issued equipment and engaged in conduct that “brings disrepute to OPD,” among other things, according to the mayor’s office.

Those receiving discipline range in rank from officer to lieutenant, receiving from three to 25 days of unpaid suspension, the mayor’s office said. Two of the nine who received discipline have since taken jobs with other law enforcement agencies, and those two agencies have been notified of the results of the investigation, according to the mayor’s office.

Oakland’s Community Police Review Agency, overseen

by Oakland’s Citizen Police Commission, also conducted a separate independent investigation.

In hopes of preventing future such incidents, the department will take actions including reviewing and strengthening existing policies for department-issued technology, creating additional training on the appropriate use of department cell phones and developing robust training to ensure no violations of its zero-tolerance racial policy forbidding any engagement with racist, extremist, or white supremacy groups, the mayor’s office said.

Many in Black Communities How You Can Help Your Kid Are Choosing Vaccination Readjust to In-Person Schooling

Our children are our most precious resource. They hold in their hands the future of our community, our state, and our nation. Likewise, we must hold them, too, under our protective guidance as we shape them into responsible and caring adults.

Now that most of our students have returned to school after an unusual, unpredictable and challenging 18 months due to COVID-19, many of our children are experiencing emotional upheavals due to – or exacerbated by -- the pandemic. It is going to take some work to get children used to the stability, structure and predictability after more than a year of remote learning, disrupted schedules, isolation, littleto-no contact with peers and missed milestones.

Some of our children and their families have experienced food insecurity, income losses, illness and death due to COVID or related traumas.

These factors and many more have contributed to rising rates of depression, anxiety, hopelessness, decreased motivation, irritability, and an overall loss of learning.

As the school year begins, it is important to remember that each child is unique, and each one will experience their transition back to school differently. According to the American Psychological Association (2021), 81 % of Gen Z teens (those between the ages of 1317) have experienced intense stress associated with academic

learning due to the COVID-19 crisis. Rates of depression and anxiety in African American youth have increased also.

Rates of suicidal ideation are climbing among Black youth as well but remains highest among LGBTQ+ youth across racial categories. Moreover, in September 2020, over half of 11-17-year-olds reported having thoughts of suicide or selfharm.

Children experience stress differently than adults. Usually, stress resolves itself within weeks for most youth. For others, though, the stress may turn into anxiety and influence the child’s thoughts and behavior.

Here are some things to look for: changes in mood (irritability, hopelessness, frequent conflicts), changes in behavior (little time with friends, increase in video chatting or texting), loss of interest in previously enjoyed activities, difficulty falling or staying asleep, and/ or a change in appearance (personal hygiene).

Over time, if our kids are not able to relax and de-stress, their bodies may also react with headaches, stomach aches, rapid heart rates, and an overall feeling of unwellness.

So, what can you as a parent do to help your child? Here are some recommendations.

1. Get organized and plan for the school day.

2. Talk with your student about any concerns that they may have returning to school.

Even if school has started, ask and listen to how the school days have progressed.

3. Try reaching out to another parent if your child is having difficulty making new friends.

Plan a playdate or hangout time.

4. Have a consistent and reliable schedule for waking up, going to bed, and for meals.

5. Talk to your child about what they have to look forward to whether it’s the next school day or the end of the week.

6. Listen to your students concerns and do not dismiss what you hear. Try to validate their experiences whether you can relate to them or not.

7. Please follow CDC guidelines as well as your school district’s policies for staying safe in order to decrease the spread of COVID and its variants.

The trail of illness and death left amid the spread of COVID-19 in Black and African American communities should come as no surprise.

Inequities in health outcomes have always been with us. COVID-19 morbidity and mortality rates among African Americans rival or exceed those in heart disease, diabetes and other illnesses. Blacks sit atop most bad lists and at the bottom of most good lists.

COVID-19 vaccinations offer us an opportunity to better balance the scale.

Unfortunately, even with widely available testing, highly effective vaccines, and extraordinary efforts by health departments to educate and encourage people of color to get vaccinated, many Black Californians remain skeptical.

We can only hope that the FDA’s full regulatory approval of the Pfizer vaccine on August 23 for those 16 and up convinces more to get the vaccine. It’s worth noting that emergencyuse authorization also remains in place for the Moderna and Johnson & Johnson shots, as well as Pfizer’s for 12- to 15-year-olds – and that all of these vaccines are safe and effective in protecting against COVID-19 and its highly contagious variants.

Eddie Fairchild and Steph Sanders were skeptical about the COVID-19 vaccine but came to understand why vaccination benefits our entire community.

Fairchild, a Sacramento insurance agent, said he knew of research that found Black and white people are often treated

differently for the same health conditions leading to poorer health outcomes.

“I was hesitant,” he said. “I was going to wait and see how it panned out with everyone else.

But when a Black friend in the health care field told him he’d opted to get vaccinated, Fairchild asked him why.

“He said, ‘Risk-reward, and the risk is death.’ At that point I didn’t have to ask him what the reward was.”

With a finance degree and a belief that numbers don’t lie, Fairchild looked at the data.

He learned that until 2020 the average number of Americans who died each year was about 2.6 million, but in 2020 that figure was 3.4 million. There was only one possible explanation for the death rate surge, he said.

“COVID is absolutely real,” he said, adding that three of his cousins died from the virus.

“Taking all that into consideration, I decided that it’s risky to engage in the world and not be vaccinated. It made sense for me to get it.”

Racial gaps in vaccination have thankfully narrowed in recent weeks. But as of September 1, while Black people account for 6% of the state’s

population, they account for 6.6% of COVID-19 deaths, which is 11% higher than the statewide rate, according to state department of public health data. Only about 55% of Black people in California have had at least one dose of the vaccine.

Reasons for the discrepancies run the gamut, from conspiracy theories like Black people are getting a less effective vaccine than whites or that the vaccine will eventually be deadly, to challenges in health care access.

Mostly, it’s based on a lack of trust in medical and scientific institutions, which have a long history of racism and mistreating Black people.

So even when it comes to good things like vaccines, which are scientifically proven to be good for the community, it always comes back to trust.

Sanders, a Vallejo school principal, was hesitant because of the Tuskegee syphilis studies in which Black men who had the disease were intentionally not treated with penicillin.

And he was dubious that an effective vaccine could be developed so quickly.

California Black Caucus Weighs in on Elections for L.A. Sheriff, Sacramento D.A.

The California Legislative Black Caucus (CLBC) recently endorsed two African American candidates, Alana Mathews and Cecil Rhambo, who are running in high-profile county races in Sacramento and Los Angeles counties next year.

In the Sacramento County race, the CLBC threw its support behind former prosecutor Alana Mathews for district attorney. That election is scheduled for June 7, 2022.

“The California Legislative Black Caucus proudly endorses Alana Mathews” said Sen. Steven Bradford (D-Gardena), chair of the California Legislative Black Caucus. “We are excited about the potential opportunity for her to bring equity, fairness, inclusion and reform to the prosecutor’s seat.”

If Mathews wins, she would be the first Black person and the first Black woman elected D.A. in Sacramento County.

The CLBC’s endorsement was “welcome news” for Mathews, a graduate of the McGeorge School of Law (Sacramento) and Spelman College (Atlanta).

“I’m honored to receive the endorsements from the Black leaders in California. I admire the work that they all do,” Mathews told California Black Media (CBM) on September 18 as she headed to a campaign event. “This is a significant endorsement as we seek more on the local and state levels.”

In Los Angeles County, the CLBC announced its support for Cecil Rhambo, who is running for County Sheriff. That contest will also be held in June 2022.

Rhambo is currently Chief of Airport Police at Los Angeles International Airport

(LAX).

Citing Rhambo’s 33-year record as a “respected” public servant, broad law enforcement experience and active involvement in Los Angelesarea communities, the CLBC says it believes Rhambo can help reduce crime in South LA and Compton.

“I’ve known Cecil for many years and as chair of the Senate Public Safety Committee, I am confident he would be the Sheriff all of LA could be proud of,” said Bradford. “I know he is the right person to lead the L.A. County Sheriff’s Department during this state and national demand for police reform and accountability, and I trust his commitment to bringing desperately-needed transparency, equity, and integrity to the Department.”

Rhambo helped to develop the Community Oriented Policing Bureau, which focuses on suppressing violent crime, combatting homelessness, parking enforcement, quality of life programs, youth programs, and the mental health response teams that partnered with psych clinicians countywide, according to the CLBC. Rhambo has worked in a number of law enforcement assignments across LA County, including working as an undercover narcotics officer and a deputized federal agent.

He was a lieutenant at Internal Affairs following the Rodney King beating in March 1991. In that role, he helped to create a digital tracking system that could monitor reports of police officer misconduct and use of excessive force.

Mathews spent eight years as a deputy district attorney in Sacramento County, working her way up from misdemeanor jury

trials to prosecuting perpetrators of domestic violence, juvenile delinquency, general felony, and prison crime cases.

She currently works with the Prosecutors Alliance of California, a group of prosecutors committed to reforming California’s criminal justice system through smart, safe, modern solutions that advance public safety, human dignity, and community wellbeing.

Other races to watch involving challengers of color during the 2022 election cycle include contests for Alameda County district attorney and San Francisco sheriff. Civil rights attorney Pamela Price

will run in an open field as current District Attorney Nancy O’Malley is stepping down.

And a 25-year veteran of the San Francisco Police Department, officer JoAnn Walker, will vie for incumbent Sheriff Gregory Ahern’s seat.

On the campaign trail in Sacramento County, Mathews says she believes working with police is “central” to the D.A. office’s work “but there has been little to no accountability in that office when it comes to police misconduct.”

She wants to change that.

“If you violate the law, you should be held accountable.

Without that it undermines trust in the system,” she said.

The bill will help small businesses get through the ongoing pandemic and thrive by increasing access to capital, funding entrepreneurial development programs, supporting underserved busi-

nesses, and driving innovation.

In addition, Congresswoman Lee is a co-sponsor of H.R. 3807, the Restaurant Revitalization Fund Replenishment Act, which will provide an additional $60 billion to support restaurants and other food and beverage businesses.

The California Association of Black Lawyers (CABL) submitted the names of three accomplished African American attorneys to the California Legislative Black Caucus (CLBC) as possible candidates for the state’s soon-to-be open Attorney General position.

In a 46-page document that includes biographical data of the organization’s recommendations, CABL called on Black members of the state Legislature to support attorneys Diane Becton, Paul Henderson or Terry Wiley to become the next Attorney General. The group also forwarded the proposal listing the candidates they are supporting – all public servants with significant experience — to Gov. Gavin Newsom.

“We are in a unique position to know, understand, and recommend one of our own members to serve as the next California Attorney General,” stated the letter dated December 23 from Melinda Murray, president of CABL. “We

The State of California announced that it has selected Lendistry, a Black-led-and-operated financial firm in Los Angeles, to act as the intermediary charged with disbursing $500 million in COVID-19 grants to California small businesses and non-profits.

The California Office of the Small Business Advocate (CalOSBA), which operates under the Governor’s Office of Business and Economic Development (GO-Biz), says small businesses and non-profit organizations across California that have been affected by the COVID-19 pandemic can begin submitting applications for relief grants ranging from $5,000 to $25,000. The application process begins now and runs through Jan. 8, 2021.

The governor and the Legislature first announced the program November 30.

Euradell “Dell” Logan-Patterson, achieved acclaim for years as a dedicated, faithful educational, community and faith-based volunteer in Oakland and Berkeley passed away December 26, 2020, at home in the care of her husband William “Bill” Patterson.

“Dell” as she was affectionately referred to by her friends, was born September 26, 1938, in Oklahoma City, Oklahoma.

Her parents, Ernestine Dunlap and Euell Kenneth Logan were married in 1937. They moved from Seminole, Oklahoma to Oklahoma City where “Dell” was born.

In 1941, her family moved to West Oakland where Logan served briefly in the U.S Navy and then Dell’s family settled in Berkeley. After graduating from Berkeley High School she enrolled at San Jose State University before transferring to and graduating from San Francisco State University with a B.A. Degree in Education along with her Teaching Credential. She also earned a Master’s Degree equivalence from U.C Berkeley and she also earned a Reading Specialist Credential from Holy Names University.

Gov. Gavin Newsom Directs Nearly $138 Million to Local Fire Prevention

California Gov. Gavin Newsom’s administration, through the California Department of Forestry and Fire Prevention (Cal Fire), has directed nearly $137 million in funding to local fire prevention.

Newsom approved $123 million of that funding in April for the Fire Prevention Grant Program, while the additional $14.8 million is being repurposed from grants from Cal Fire’s budget last year.

These funds have been allocated to 105 local fire prevention programs in communities across California.

“California and the western U.S. are facing an unparalleled risk of catastrophic wildfire in this new climate reality. That’s why @CAL_FIRE is directing nearly $138 million in grants to protect and build resilience in local communities,” Newsom tweeted.

Last year, Newsom cut roughly $150 million from Cal Fire’s budget.

According to Cal Fire, California’s wildfire crisis has burned about 1,968,326 acres,

damaged or destroyed 3,050 structures and caused one confirmed fatality.

Newsom and others have claimed that climate change is contributing to the wildfires.

“These grants will further our work to tackle California’s forest health and wildfire crisis, funding community-based projects that build resilience to protect lives and property,” Newsom said in a statement last week.

Newsom also claimed that California is a leader on the national stage in the global fight against climate change. He made that statement last week-

end when President Biden visited California to support him before the recall election on September 14.

“California is leading the nation with bold solutions to protect people and the environment, and the Biden-Harris Administration is proposing transformative investments to take on this existential crisis. With their dedicated partnership, we will continue to scale up our forest health and wildfire resilience efforts and ensure our communities recovering from wildfires have the support they need,” he said.

The Congressional Black Caucus Foundation held its Annual Legislative Caucus last week, with the annual series of panels and discussions convening virtually for the second year in a row, rather than at the conference’s usual location, the Washington Convention Center.

The foundation celebrated 50 years since the Congressional Black Caucus (CBC) was founded in 1971 as well as the largest caucus of Black congressmembers ever. This year’s theme was “Black Excellence Unparalleled: Pressing Onward in Power.” It was hosted by actress Angela Bassett.

Every year the CBCF’s Annual Legislative Conference brings together legislators, policy makers, academics, community leaders and everyday citizens to engage on issues impacting Black Americans and the Black diaspora at large.

A police reform bill calling for stricter standards on how law enforcement officers across the state use rubber bullets and tear gas for crowd control has been approved by both the California Senate and Assembly.

The legislation, Assembly Bill (AB) 48 introduced by Assemblywoman Lorena Gonzalez (D-San Diego), is awaiting Gov. Gavin Newsom’s signature. He has until October 10 to sign or veto it.

“During the nationwide protests in 2020, many reports showed peaceful protesters and bystanders being seriously injured, even permanently maimed, by dangerous projectiles,” said Gonzalez, who represents California’s 80th Assembly District located in southern San Diego County.

“This bill will protect Californians’ right to safely protest by establishing statewide standards that help minimize the overuse of these dangerous weapons, while directing law enforcement on how and when they can deploy projectiles in truly life-threatening situations,” she continued.

AB 48 prohibits the use of kinetic impact projectiles – i.e., rubber bullets and plastic bullets – as well as chemical agents like tear gas by any law enforcement officer or agency “to disperse any assembly, protest, or demonstration.” It also prohibits their use solely “due to a violation of an imposed curfew, verbal threat, or non-compliance with a law enforcement directive.”

Under current law, a peace officer is allowed to use reasonable force to arrest or to prevent the escape of a suspect -- or to subdue that person if there is resistance. Existing law requires the Commission on Peace Officer Standards and Training (POST) to provide instructional courses and training to law enforcement officers on the use of force.

POST is the state agency responsible for setting basic standards for hiring and training for police officers in all 58 counties.

In addition, AB 48 requires officers to be trained on the safe use of kinetic projectiles and chemical agents for situations where any person’s life is

“We want to be intentional about what we are doing here in California when it comes to police reform,” Bradford told the Senate Judiciary Committee about SB 2 last April.

In these situations, according to the bill, officers would be required to employ other de-escalation techniques before using projectile weapons.

Also, the officer must provide prompt medical assistance to any person injured.

The bill prohibits aiming these weapons at the head, neck, or other vital organs.

Across the country, on average, officers receive about 50 hours of firearm training during the police academy. They receive less than 10 hours of de-escalation training, the Brookings Institution reported in April 2021.

The California Peace Officers’ Association (CPOA), which represents over 16,000 members employed by municipal, county, state, and federal law enforcement agencies, has publicly registered disagreement with parts of AB 48.

“This bill is a near-exact replica of last year’s failed AB 66, which CPOA opposed,” said Shaun Rundle, CPOA deputy director.

AB 66 was also authored by Gonzalez.

CPOA is in favor of limiting the use of less-than-lethal force but has safety concerns about officers being struck by -- or targeted with – life-threatening items such as frozen water bottles, bricks, and laser pointers.

“Restricting the use of lesslethal options limits the tools that are at an officer’s disposal to protect public safety,” the California State Sheriffs’ Association said in a statement opposing AB 48.

“However, by restricting when an officer may use those tools, their response to a particular situation may end up being guided by choices about practices that may be acceptable or unacceptable to some instead of what measure is most appropriate in the context of the event,” the statement continued.

Last year, Sen. Steven Bradford (D-Gardena), chair of the California Legislative Black Caucus, introduced another police reform bill, Senate Bill (SB) 731.

Although that bill did not make it to the Senate floor for a full vote, SB 731, which proposed a statewide process to disqualify bad officers and block them from being hired by other agencies, resurfaced as SB 2 last December. The updated version of the legislation passed in the Senate with a 28-9 vote last week. It has been sent to Governor’s desk for signature or veto.

According to the State Sheriffs’ Association SB2 could be an obstacle in hiring, recruiting, and maintaining employees.

Also featured on that panel were Rev. William Barber, cofounder of the Poor People’s Campaign, and journalist April Ryan, among others. Special guest speakers included political commentator Angela Rye and Alicia Garza, principal at the Oakland-based racial justice policy organization Black Futures Lab. The conference closed with its annual Phoenix Awards, during which the foundation honors awardees for their work in public service. The virtual ceremony was broadcast on BET. Honorees included former

Georgia gubernatorial candidate and voting rights advocate Stacey Abrams as well as Housing and Urban Development Secretary Marcia Fudge, who left her seat in Congress to join the Biden Administration in January.

President Biden addressed the conference during the awards. “I got here [to Congress] just a year after the Black Caucus started, 50 years, and the Black Caucus has gotten stronger every year with a powerhouse of ideas and a training ground for a lot of great leaders,” said Biden, the Seattle Medium reported.

He continued: “The CBC has made a difference, and as we emerge from this pandemic, the time is right to root out systemic racism. The time is now for a moral response to heal the soul of this nation and to ensure that Black Americans are fully dealt into the economy, and to this society they have built and shaped for centuries.”

Chef Imani Greer, a culinary entrepreneur, has created quite a stir -- and menu -- for the Bay Area’s vegan-loving community with the opening of his new Roasted and Raw (R&R) restaurant near Oakland’s Jack London Square.

Neighboring Bed, Bath & Beyond and across from CostPlus World Market at 550 2nd St., R&R offers clean, rustic and robust flavors in its vegan cuisine, and is already giving notable competition to some of Oakland’s best vegan-based restaurants.

Greer pondered on how he could make good, healthy food for customers without them focusing on the fact that it’s vegan, and he encourages people to make healthy choices including adding much more plant-based ingredients in foods on a daily basis.

“We sometimes get caught up in titles, positions, and using buzz words rather than actually focusing on being healthy,” said Greer. “If calling yourself vegan to hold you accountable to be healthy, then by all means, go vegan. For me, it’s not so much of a philosophy but a lifestyle change, that’s important.”

R&R’s most popular dish is its chiro empanadas by far, according to Greer, and black bean burgers come in as a close second, as well as the chipotle peppers and spices. “Thirty to 40% of our business is foods that are Latino-inspired which makes our Taco Tuesdays a popular event,” noted Greer.

“All of our dishes and bowls are healthy and flavorful whether they are plant-based or not. It is our goal to provide perfect food and perfect service.”

Greer also pointed out how eating and dietary habits handed down by elders can be reexamined in light of nutrition and modern medicine. “We, as a people, need to look back at our culture in terms of what is good and not good for us. We are prone to high blood pressure, diabetes, high cholesterol and obesity, and in the past, we haven’t always had the opportunity to concentrate on eating healthy. In the beginning, our ancestors did because they farmed their own food and it was always fresh, from sweet potatoes, black-eyed peas, greens, cabbage, and other foods from the earth.”

“We have to look at the way we process food today, and look at where it comes from, and how it’s made, and the amount we eat,” said Greer. “Meat, for instance, wasn’t meant to be served in 12 or 24 ounces, and your stomach can only process four ounces or less of protein during a daily meal. And when you go to other countries and cultures, it’s like; you don’t sit

down and have a T-bone steak added to the other things on your plate. You can only do that in America.”

Greer already has plans for future expansion. “On average, it takes about three to five years to expand from a pop-up concept to brick-and-mortar,” said Greer. “My No. 1 goal is to expand this business. We are fast-fracking and look to grow our restaurant within a year from now. By 2022, we hope to open up in the Uptown area. Our goal is to stay in Oakland, offering Oakland healthy plant-based bowls, along with burgers, empanadas, pastas made from scratch that we can be proud of.”

All is well enough in the state right now because Californians came out to vote on September 14.

And they came out to vote not because they loved or hated Gov. Gavin Newsom.

They came out to vote because they feared Larry Elder would win a rigged election.

That’s right. Democrats and a majority of voters feared the election was rigged FOR Elder.

As of Tuesday morning, all 18,185 precincts have reported with all mail-in and provisional ballots yet to be counted.

But we have a good indication of the result: Landslide.

The No vote on the recall was 6,983,950, or 63%.

The Yes vote to recall was 4,094,118, or 37%.

So far, Donald Trump is the only one on election night to claim the vote was rigged in California. But even Elder showed some sense of restraint (which must have taken a herculean effort) when he didn’t declare the election was rigged against him. You think he’s going to find 2.9 million dead people voting to make up that

margin of defeat?

But as I said, the fact is the election was rigged—but for Elder.

If the Yes vote had won, the winner of the second question, the one with the list of 46 candidates would have replaced Newsom. All it took was the candidate with the most votes, and as of Tuesday this week that would be Elder with oddly 2.9 million votes. That’s all it would have taken to be the new governor of California.

That would have been a bona fide theft of the governor’s office. A January 6-style result under cloak of the official ballot. So much for majority rule. The recall was all set up for the right person—if Yes on Recall had won.

Fortunately, it didn’t.

I said a month ago after interviewing Newsom that considering the real consequences of this recall election, it would not be hyperbolic to say this could be the singlemost important election for voters in California, maybe ever.

I meant it. For voters who believe in social justice, diversity, living wages, freedom of choice for women, etc. etc., there was a real threat of setbacks to all of that if the gov-

ernorship changed hands.

Back when I saw him, Newsom looked weary, a bit concerned. His odds to beat the recall was practically a coin flip.

But Newsom got a boost when the Republican attempt to nationalize the election backfired. The national GOP essentially made the recall a referendum on Trump with Black conservative Elder the uber-proxy.

And then once you got to know Elder, it was over.

As a former talk host, I know what Larry was up to. Be a provocateur. Excite and polarize.

Hence, being anti-vax, anticlimate, anti-minimum wage, anti-abortion lit up the phones.

But scared the heck out of the voters.

They showed up. And voted No for real, by about 2.9 million votes. Ironically, as of this latest count, it’s the same number of votes Elder got on (the moot) question 2. So, he doesn’t leave with nothing.

Just a worthless consolation.

Winner of the also-rans that couldn’t win its own rigged recall election. But he did his job. He scared us all into voting against the recall.

Governor Newsom Should Close the Vaccination Loophole for School Employees Opinion

The honeymoon is over in communities where the Delta variant has taken hold.

Since back-to-school, I’ve spent weeks filling in for principals, supervising children, checking children’s temperatures and providing them masks, directing traffic in the parking lot, picking up garbage, wiping down cafeteria tables — all of which are required to run safe schools in these times.

I’ve talked to other heads of schools that can say the same thing or something similar since the start of this school year. The same culprit continues to affect us all — COVID-19. However, normally we have a village to manage these tasks. Now, we don’t.

Staffing shortages are severe and there are no substitutes to be had.

Further aggravating the situation, are public health rules that require paid school staff who test negative for COVID-19 but remain unvaccinated to stay home for 10 days at a time when they are exposed to someone who tests positive.

It leaves the rest of us — including the students — without a teacher, cafeteria worker,

or janitorial staff. We have to throw on five or six hats in order to ensure that our students are educated.

Necessary? Yes. Sustainable?

No. Gov. Gavin Newsom took a good first step when he required school employees to be vaccinated, but he left a gaping loophole. He allowed school staff to ‘test out’ of being vaccinated by committing to take a COVID test twice a week. Then he put the burden on schools to become COVID testing centers overnight for the employees who refuse to get vaccinated.

The result is that these staff who refuse vaccination have to be benched for two weeks every time they get exposed to someone who tests positive for COVID-19. Imagine, if you will, being a part of a 40-person team and every week there are 10 people who are forced to quarantine for two weeks, leaving 30 team members to do the work of 40 during that first week.

That’s one person doing their job and the additional work of three coworkers.

These types of staffing outages are debilitating schools across the state. There are news reports of schools having to shut down classrooms for lack of staff.

Some major school systems with the political clout have taken matters into their own hands. Los Angeles Unified, for example, has closed the loophole and is requiring all school employees to be vaccinated. The state of California should do the same.

California has over 6 million students who can’t afford for us to agree to anything less than 100% vaccination for school employees.

Yes, the policy could force out educators who refuse to get vaccinated but, they won’t be working anyway if they get exposed to a positive case.

Essentially, the unvaccinated have become hard to employ in a school setting. They can go out at any time and take down our schools with them.

We can’t risk that.

By Ned MacKay Planning is now under way to create a new regional park at the former Roddy Ranch golf course in Antioch.

As part of the process East Bay Regional Park District will host an open house at the site from 9:30 to 11:30 a.m. on Saturday, Sept. 25.

It’s a chance to learn about the park’s planning process and design ideas, stroll along the old golf cart paths, and have a look at some wildlife habitat restoration projects.

The park district purchased the future regional park properties from Donna and Jack Roddy in partnership with the East Contra Costa County Habitat Conservancy.

Rose Hill Cemetery was the Protestant burial site for the two towns. Some of the grave markers have inscriptions in the Welsh language, as Wales was many of the miners’ homeland.

Installation of a temporary chemical feed and storage system for plant operation during construction of these improvements.

Installation of other improvements related to chemical, worker, and environmental safety including: emergency power, fire alarm systems, sprinkler systems and fire sprinkler bracing, emergency eyewash/ shower (EES), emergency panic hardware, spray shields, signage and egress, gas detection, chemical leak detection, ventilation improvements, chemical tank roof vents, cable tray bracing, secondary containment for bulk chemical storage, chemical resistant coatings, chemical piping secondary containment, chemical injection quills, chemical tank separation, truck unloading area improvements, and miscellaneous structural, civil, and electrical improvements and modifications.

Estimated cost of this work is between $200M and $220M. This project will require multiple trades and types of work; for example (note: this list is not allinclusive): demolition, saw-cutting, concrete coring, hazardous materials handling, grading, excavation, fill, concrete, shotcrete, rebar, waterproofing, roofing, painting, industrial coatings, structural steel, bolting, mechanical, electrical, HVAC, pipeline, plumbing, fire protection, crane equipment, handrails, guardrails, ladders, gratings and railings, doors and windows, fencing, trucking, hydroseeding, landscaping, paving, and other required work and trades. For additional description and information, see Document 00 41 02– Bid Form, Document 00 41 05 – Description of Bid Items, Section 01 11 00 – Summary of Work, and the remaining contract documents. Reacting to Oakland’s 100th homicide of the year, the City Council unanimously voted to adopt Councilmember Treva Reid’s gun violence resolution.

Officially declaring gun violence a public health crisis within the City of Oakland, the resolution endorses the call from many community-based organizations for Alameda County’s Board of Supervisors to direct an equitable amount of the county’s American Rescue Plan Act (ARPA) funds into violence prevention resources.

Oakland, we can do better than this.

The Alena Museum in Oakland gives African American residents a way to heal through the medium of art “by providing critical, safe spaces for the African diaspora the Black community can express and cultivate their cultural identity in the face of gentrification.”

The Alena Museum is a Black-led, 501(c) 3 non-profit that provides services in health and wellness through experience installations, Black sanctuary gardens, community space access, and an Art Residency (mentorship).

Through the group’s public art activism, they teach cultural preservation and cultivation with an Afrofuturism ownership model to promote cultural equity with the goal to reclaim urban landscape and gain creative control in real estate development. Through restorative justice art, the Alena Museum educates the community on urban planning; how it works and how to become involved.

The Alena Museum’s most recent project, “Magnolia Street” began in March of 2020. According to the web-

site, “Magnolia Street is an experiential installation following Alena Museum’s land libration journey. From holding space for African Diaspora creatives, to confronting gentrification in practice, the story of Magnolia Street channels the spirit of Oakland’s Black Resistance movement into the present through Alena Museum’s eyes. Our story roots Black Power into any land we activate, including this one.”

The Alena Museum was evicted from their 8th Street site in West Oakland and is now located at 2725 Magnolia St, Oakland, CA 94607.

Black-Owned Business is Bringing PlantBased ‘Soul Food’ to Black Communities

Plant-based diets are on the rise, and this vegan company is gaining support from stars like Lizzo and Chris Paul

Plant-based diets are more popular in Black communities than you might think. According to a Pew Research Center survey, 8 percent of Black Americans consider themselves strict vegans or vegetarians, compared to just 3 percent of the general population. A recent Gallup poll found that nearly a third of people of color in America reported cutting down on meat, compared to about a fifth of white Americans.

The plant-food industry is

also now a multibillion dollar market, but what about Blackowned plant-based providers?

Well, Misha’s Kind Foods is one. The vegan cheese brand recently secured an investment from NBA star Chris Paul and Lizzo even created a TikTok using their product.

“If you’re trying to live a plant-based diet and you want to give up dairy, one of the hardest things for most people is cheese,” said Aaron Bullock, CEO and co-founder of Misha’s Kind Foods. They also have no intention of forcing people to become vegans.
