Goals: To aggressively recruit new business and individual investors. Each Ambassador is encouraged to recruit a minimum of one new Chamber investor in 2024.
• To work with the Chamber staff to update investor contact information.
• To attend and promote investor participation in Chamber functions including ribbon cuttings, groundbreakings, “Business After Hours,” Cash Mob, and Chamber Lunch and Learns.
• To encourage committee participants to attend the Chamber’s goodwill visit to another chamber in 2024.
• To continuously strive to improve the retention rate of new chamber investors by utilizing investor touchpoints each year.
• To work with existing investors and seek their views on how the Chamber can better serve them through targeted questioning.

Goals: To develop recommendations to be presented to the Chamber Board of Directors on federal, state, county and area legislative issues that affect the business environment, and communicate the Chamber’s position to appropriate officials and the general public.
• To visit the Capitol as a group to promote the Chamber’s Legislative Agenda and meet with our state legislators.
• To conduct public spring legislative forums and fall state of the city, county, and school forums.
• To conduct candidate forums for area elections.
• To host an elected official’s appreciation picnic.
• To promote and increase Ponca City area citizens’ involvement with local, state and federal governments.
• To develop and advocate for a Chamber Legislative Agenda, and communicate agenda topics and advocacy opportunities to Chamber investors.
• 2024 Legislative Agenda Focus: Workforce, Electricity Regulation, Transportation, and Federal Issues.

Goals: To collaborate on common issues with federal, state, regional, city, education and county officials.
• To advocate for a comprehensive multi-modal transportation system (streets, highways, trails, public transportation, air and rail service) and invite key city/ county/state officials representing transportation systems to participate in the committee and provide pertinant updates.
• To support recreation improvements for Ponca City citizens.
• Recognize and celebrate local non-profits each quarter for the outstanding work that enhances the quality of life in Ponca City. Recognize the non-profit of the year at the yearly Chamber Celebration.

• To recognize 12 outstanding business/partners during the year and make a recommendation for Business Partner of the Year which will be recognized at the annual Chamber Celebration.

• To coordinate and promote “Shop Ponca First” retail programs such as Santa Buck Giveaway, Cash Mob, and Receipt Campaign, and support & promote all Ponca City Main Street retail events.
• To promote and support the Chamber Buck program.
• To support ribbon cuttings, welcome new investors to the Chamber and encourage all investors to participate in the Ponca City Business Council.

Goals: To seek the support of Chamber Businesses for the (PIE) Partners in Education Program so each school has at least 2 active partners.
• To provide a platform for all Ponca City schools to present ideas and concerns.
• Teach customer service training at any educational organization interested.
• To provide information to the Chamber’s Ponca Politics Committee on education and workforce issues.
• To host a new teacher luncheon.
• To host a support staff appreciation day.
• To hold a “Stuff the Bus” school supply collection event.
• Encourage partnerships between local education organizations and local businesses to provide opportunities for internships and apprenticeships.
• Focus and provide information of Science, Technology, engineering, and Mathematics (STEM) education to prepare students for careers in emerging industries.
• Work closely with local businesses to understand their workforce needs and communicate these needs to the local education institutions so they may tailor programs accordingly. Ensure education and organizational representatives are in attendance at commitee meetings to inform and work as the liason for workforce needs.

The City Commission is the representative body of the people of Ponca City. The Commission thinks ans plans strategically for the better good of our community and encourages adaptive thinking for greater productivity ans cost-savings for citizens. Board of Commission and Ponca City Utility Authority meetings are held at City Hall on the 2nd and 4th Mondays of each month at 5:30 pm. Work sessions are held on the 1st and 3rd Mondays of each month at 2:00 pm. File of Life is a medical information packet designed to provide emergency personnel with necessary medical data to begin immediate treatment when a patient is unable to provide this information. This concept can be used by any person, but is especially helpful for patients who live alone. The card, which is kept in a red plastic pocket labeled File of Life, lists the patient’s name, emergency medical contact, insurance policy, social security number, health problems, medications, dosages, allergies, recent surgery, religion, and a health care proxy. The sticker inside should be placed on the front door of a person’s residence to alert responding medical personnel to locate the entire pocket, which is held with a magnet to the outside of the refrigerator. Packets can be obtained at any Ponca City Fire Station, the Alliance Health Emergency Room, and many local doctor’s offices and pharmacies. The Ponca City Fire Department provides free public fire safety training on an as-needed basis. Free fire station tours can be scheduled Monday through Thursday 7:30 a.m. to 5:30 p.m. and Friday from 7:30 a.m. to 11:30 a.m. The department conducts yearly inspections of all businesses in Ponca City for Life Safety Code compliance.
The department maintains a program for homeowners and those purchasing a home where department personnel install a smoke alarm in the residence at no charge. If you rent or live in an apartment house, the property owner must by law supply each residence with a working smoke alarm.

The department offers several programs including: child guidance, communicable disease investigation and follow-up, family planning, vaccinations and immunizations, WIC (Women, Infants, and Children), and food handler’s classes. The Health Department will not release health information without the client’s knowledge unless required by law. If a minor (a client under 18 years of age) is involved in a family planning clinic (emergency contraception, lab tests, screenings, birth control), or a sexually transmitted disease clinic the Health Department will not contact the parent regarding the clinic involvement, but strongly encourages the client to do so. The exteriors of structures are to be maintained in a sound condition to prevent further deterioration or an appearance that will cause neighborhood blight. Windows and doors must be free of broken glass and torn screens. Wall surfaces should be painted or covered with siding. State of Oklahoma statutes allow municipalities to have dilapidated buildings demolished, the costs of removal then becoming a lien on the property. The administrative officer designated to carry out the duties of the governing body in regards to property maintenance is the Development Services Director.

The 10-acre estate located in the heart of Ponca City was given to the City of Ponca City by Elsie Cann Brown, daughter of L. A. and Mary Cann in August 1975, in memory of her parents with the stipulation that it would be maintained as a memorial garden for use of the people of Ponca City. The 2-story farm house built in 1908 has been refurbished with a beautiful shaded patio area and over 2,500 feet of brick walkways. The formal garden contains several hundred varieties of annuals and perennials planted in unique color displays. Over 70 species of trees have been planted there since 1980. The gardens are open daily. Garden tours may be set up by appointment.

Trash collection is a service of the Ponca City Utility Authority. Solid Waste will pick up to 105 gallons of trash from your residence twice per week. The trash must be containerized in plastic bags or metal/plastic cans no larger than 35 gallons. Large quantities of trash or bulky items (sofa, dryers, etc.) will be picked up separately for an additional fee. Bagged grass clippings will be picked up via special pickup only. The Solid Waste Division also offers dumpsters and open-top containers of various sizes to match the size of your need. Charges vary by container size. Residents also enjoy free disposal of trash and debris during the annual Spring Cleanup event and Fall Leaf Pickup service. The week-long Spring Cleanup is offered in late March or early April, and the Leaf Pickup begins in November and runs into January.

The Health Department offers educational, diagnostic, and treatment services related to development, behavior, speech, language, and hearing for children; communicable disease Investigation and follow-up; client-centered nutrition counseling with a licensed and registered dietitian; WIC nutrition services; as well as childhood immunizations, adult immunizations, flu vaccinations, and COVID-19 vaccinations. The Health Department also offers emergency contraception (including Plan B), pregnancy tests, pap smears, breast exams, STD testing, anemia testing, blood pressure, height, weight, well women or well men physical exams, as well as counseling on birth control, infertility problems, nutrition, and hygiene. The PCHA offers a wide variety of programs ranging from affordable public housing, housing projects, and subsidized housing. Affordable housing means rental or owner-occupied housing that costs at or less than 30% of ones’ gross income. Subsidized housing means that the government assists in paying for a residence. It can either be all or a portion of the monthly payment, depending on the person’s income.

Bridgeway is certified to provide substance abuse and co-occuring mental health services through the Oklahoma Department of Mental Health and Substance Abuse Services. Bridgeway got its start in alcohol and substance abuse education and counseling, but through the years has grown to include services for codependency, anger management, parent effectiveness training, moral reconation therapy, groups specific to women’s and men’s recovery, court ordered assessments and screenings, DUI assessments and classes and many more outpatient services. Bridgeway is also a contract Work Release/Halfway house facility for the Oklahoma Department of corrections. Bridgeway houses low security level inmates with mostly drug charges, who live here and work in the community. This helps to prepare inmates for discharge and provides a work force for local business.

Since 1973, Pioneer Technology Center (PTC) has provided the resources and training needed to fulfill its mission of enhancing lives and securing futures. PTC offers full-time career specific programs to high school and adult students so they can develop knowledge, technical skills, and character traits needed for success in the workplace and in life.
In addition to providing programs for the developing workforce, Pioneer Tech delivers an array of services for existing companies, start-up businesses, entrepreneurs, and industries; as well as adults who want to update or enhance existing job
skills or just have fun with a hobby. Because PTC is part of a statewide network of technology centers, they have access to an unlimited pool of expertise that can help companies be more profitable through increased efficiency, quality standards, and certifications that qualify them to work nationally and, in some cases, internationally.
Along with quality career specific programs, Pioneer Technology Center offers programs that allow students to find success in core academic subjects. Through the ABE/HSE program, adult students without a high school education can gain the knowledge needed to earn their diploma. Students whose native language is not English can take advantage of English as a Second Language (ESL) classes. For high school students at risk of not finishing high school, PTC offers the SHARE program along with credit recovery opportunities to assist them in meeting graduation requirements.
Full-Time Programs are for high school juniors & seniors as well as adults with some exceptions. Contact the Student Services office to schedule an assessment testing appointment. Classes typically run from the 2nd week in August through the last week of May.
Pioneer Tech offers short-term classes through Adult Training and Development (AT&D) in the Spring, Summer, and Fall. Online courses are always available and offer a wide range of highly interactive courses taken entirely over the Internet. All courses are led by expert instructors, many of whom are nationally known authors. Online courses are affordable, fun, fast, and convenient. Classes typically run the 2nd week in August - through the first week of December, 2nd week of January - through the end of May, and June/July.

The University Center at Ponca City offers college and university degree programs and coursework from several Oklahoma higher education institutions. The University Center provides associate, bachelor and master’s degree programs. Courses are taught through distance learning channels, such as interactive television, as well as professors who teach in person at the University Center. Interactive television allows students and instructors to see, hear and talk to one another as if they are physically sitting in the same classroom.
The University Center is located at 2800 N. 14th Street in Ponca City. Academic advisement is available Monday-Friday to assist in enrollment, admission and college or university selection. Financial aid and scholarships are available for those who qualify.

The Museum & Education Center is a uniquely designed building that creatively defines a space set aside to honor the Native American culture in the Ponca City community. The six area tribes are honored with display cases in the rotunda. Throughout the building there are sculptures, paintings, and photographs. Included in those sculptures are the original models that were submitted when the Foundation was looking for an artist to create the Standing Bear statue.

Ponca City offers a romantic version of life that appeals to a significant number of people from throughout North America and the world. From great schools to unequaled recreation to cultural events, “Google City” fast internet connectivity and a wide array of career and job opportunities, this community has become home to those seeking a balanced life.
The cost of living in Ponca City is among the lowest in the United States. Housing is but one example. For the cost of a comparable house in Ponca City in 2023, you could buy two in Dallas or Denver. If you were to sell a house in Orange County, California, you could buy four comparable homes in Ponca City. It is not just housing, however. Everyday needs including utilities, groceries, health care and transportation (gas) have been found to be significantly lower in Ponca City than in the average American community.
This added value does not mean that you are giving up quality of life benefits in other areas. Connectivity in Ponca City, for example, is second to none. “Fiber to the Home,” a project of Ponca City broadband, a division of the City of Ponca City, is now completed and provides “Google City” speeds to all paid subscribers. There simply is not a faster service available anywhere. Ponca City is also home to one of the first free and available wireless networks. Staying connected is the norm in Ponca City!
Quality education is also at your doorstep. In the fall of 2021, local voters approved an almost $54 million bond issue. The funding from this measure will allow Ponca City Public Schools (PCPS) to add world class facilities in academics, athletics and the arts, as well as a new STEM lab to help local students prepare for the new economy. These additions were supported by more than 80% of voters in a strong sign of support for local education.
With over 5,000 students attending 11 fully accredited schools, PCPS attracts high quality teachers from throughout the region. PCPS features faculty that includes more than a dozen Nationally Board Certified teachers, while 28% of all PCPS teachers hold advanced degrees. The district is also a leader in full-day early childhood programs, the use of technology, a strong local internship program and other career connected services, as well as a myriad of other proven modern educational programs. This is complimented by significant opportunities in fine arts, athletics, leadership programs and many other offerings.
Pioneer Technology Center (PTC), a campus of the Oklahoma Department of Career and Technical Education, is a leader in workforce training. PTC offers customized
training for local companies in addition to its full menu of vocational education classes. PTC is also home to the North Central Oklahoma Center for Workforce Excellence, a certified business incubator and the “Plan Room,” a partnership with the Ponca City Development Authority (PCDA).
In addition to PTC, Ponca City has two institutions that meet the higher education needs of residents. The University Center of Ponca City offers the opportunity for college degrees in numerous career fields. The UC campus is comprised of classrooms all of which connect directly with live and virtual classrooms, enabling Ponca City students to earn their degree without leaving the area. Just 12 miles to the west, Northern Oklahoma College, one of the most respected institutions of its kind in the United States, provides students with the opportunity to earn Associates degrees in an abundance of fields.
The medical needs of Ponca City are met through a large local network of medical and allied health providers. Integris Health, Ponca City Hospital is a 140 bed facility providing emergency, inpatient, outpatient, heart care, orthopedics, women’s health, surgical, neurological, rehabilitation, laboratory services as well as diagnostic imaging. The hospital has been accredited by the widely respected Joint Commission, recognized as a Primary Stroke Center by the American Heart Association, and it is an accredited Chest Pain Center by the American College of Cariology. This is in addition to numerous other recognitions by industry experts for excellent health care service.
All of this is supported by a robust, strong, diversified modern economy. The Ponca City economy and the Ponca City Development Authority (PCDA) have been held up as models by national and international organizations including the International Economic Development Council (IEDC). In the Fall of 2023, PCDA once again received more economic development awards at the IEDC’s Annual Conference than any economic development organization anywhere. The Ford Foundation has also held up PCDA as a “best practice” in economic development. One important reason for the diversification of the local economy from one reliant upon oil and gas to a much wider base of industries and opportunities, broadening by more than 55% since 1994.
The diversification of the Ponca City economy was no accident. In 1994, the voters of Ponca City approved a dedicated sales tax measure that funds economic development through what is now the Ponca City Development Authority (PCDA). PCDA is an accredited
economic development organization, a high honor given to less than 4% of economic development programs in North America. PCDA focuses on “base” or “primary” jobs. These are positions with private enterprises that produce a product, and then export that product outside the community. The money paid for those products returns to Ponca City to provide paychecks, which then funds retail, services, recreation, cultural activities, public services and so much more.
Make no mistake, however, the energy sector remains an important part of the local economy, one of which the community is very proud. Energy is the area’s heritage economic engine and continues to adapt to evolving market needs. The Phillips Refinery is the flagship of the community’s energy sector and just completed its largest renovation ever in the Fall of 2023. Continental Carbon Company also recently completed a massive co-generation plant that repurposes refining by-products to produce up to 25 megawatts of power each day. Advancements in wind and solar energy are in abundance around Ponca City as Oklahoma, once again, responds to America’s quickly growing demand for more and more energy.
Ponca City is also home to numerous successful small and medium-sized manufacturing companies, as well as companies with large global interests. These companies have not only chosen to locate in Ponca City, they continue to grow as well. Dorada Foods, is the maker for Chicken McNuggets sold by McDonalds in the region. Bliss Industries, CSE Bliss, Century Products, Cookshack, Custom Mechanical Equipment, MJ&H Fabrication, K&C Manufacturing, Precision Tool and Die (now Cadrex), Lindsay Manufacturing and Johnson Controls represent just some of the manufacturing companies that make the products that serve America. In 2024, Trailer Butler and Oklahoma Labels joined the manufacturing base while Vortex Brewing, a favorite local craft brewer, began canning and exporting their product outside of the community.
Mertz Manufacturing is a global leader in the manufacturing of durable goods. Log10 offers both technical and product offerings in the food service area. Head Country Bar-B-Q sauce, a division of Old World Spices, brews their world class sauce in Ponca City. Mid America/Garaga makes some of the world’s finest garage doors. Albertson’s Distribution serves the region while The Greenwood Group supports the aviation industry through logistical and product support.

Economic base companies, many of whom were mentioned above, thrive in Ponca City. Importantly, the vast majority of new jobs created in Ponca City happen in companies that are already here. PCDA’s support programs include the Industry Certification Assistance Program, a unique system which helps companies obtain the certifications they need to complete for new contracts and grow employment and pay.
In addition, the PCDA “Trade Show Brigade” sponsors trade missions of local companies to trade shows in regional centers that allow Ponca City companies to meet and compete for work that helps them grow and diversify their product lines.
In addition, PCDA is working with PTC on programs that will help local industries adapt to new technologies and remain competitive in the global marketplace. This emphasis on emerging technologies strives to position Ponca City industries for new opportunities, and to establish the community as a leader in manufacturing (in particular), making the community even more attractive to new industries and opportunities.
These are but a few of the local award-winning PCDA programs that have grown a stable, growing local economy and facilitated wage and job growth in local companies.
Most of these programs are the result of the seismic shift in the availability of workforce. With an unemployment rate consistently lower than the rate typically pegged as
“full employment” by economists, living in Ponca City means having an abundance of job opportunities. It does pose challenges to existing and potential employers (new companies). To address this, PCDA’s “PoncaWorks” program helps local industry find workers, both now and for the future. PoncaWorks works with partners including Ponca City Public Schools, Pioneer Technology Center, Workforce Oklahoma and local employers to provide every opportunity possible for the existing and emerging workforce to find the perfect fit and to grow a great life in the community.
Tech companies, back office, and small business that need office locations can find success in downtown Ponca City. The Eastman Building at Third and Grand offers classic architecture, customized space, walkable access to downtown business and more. For business seeking a post-modern environment, the PCDA-owned City Central building leases flexible office spaces, a shared work center and “The Summit” a conference facility with a full “caterer’s kitchen,” full digital connectivity and equipment, break out rooms and a unique indoor/outdoor area connected to a landscaped amphitheater. These are the largest but by no means the only office facilities available in Ponca City.
Economic development is, of course, more than just base jobs. Retailers have flocked to the Ponca City market as well. In 2023, Sugar and Grind, Ziggi’s Coffee, Five Below and HTeaO all opened their doors. In recent years, a new Starbucks, Ollies, Dollar General and a “last mile” Amazon distribution center had previously joined the local economy. These follow the addition of Marshalls, Harbor Freight, PC Provisions and other new downtown retailers. They all joined a who’s-who of stores that have been operating in Ponca City, serving the needs of residents in Ponca City and the greater region.
Ponca City is a true “micropolitan” community which has excelled in building a modern economy from the strong foundation of a company town. The area holds true to the goal of providing numerous employment, cultural, recreational and civic opportunities to lead a balanced life.
