File of Life is a medical information packet designed to provide emergency personnel with necessary medical data to begin immediate treatment when a patient is unable to provide this information. This concept can be used by any person, but is especially helpful for patients who live alone. The card, which is kept in a red plastic pocket labeled File of Life, lists the patient’s name, emergency medical contact, insurance policy, social security number, health problems, medications, dosages, allergies, recent surgery, religion and a health care proxy. The sticker inside should be placed on the front door of a person’s residence to alert responding medical personnel to locate the entire pocket, which is held with a magnet to the outside of the refrigerator. Packets can be obtained at any Ponca City Fire Station, the INTEGRES Health Ponca City Emergency Room and many local doctor’s offices and pharmacies.

The Ponca City Fire Department provides free public fire safety training on an as-needed basis. Free fire station tours can be scheduled Monday through Thursday from 7:30 a.m. to 5:30 p.m. and Friday 7:30 a.m. to 11:30 a.m. The department conducts yearly inspections of all businesses in Ponca City for Life Safety Code compliance. The department maintains a program for homeowners and those purchasing a home where department personnel install a smoke alarm in the residence at no charge. For those who rent or live in an apartment house, the property owner must by law supply each residence with a working smoke alarm.

The City of Ponca City has a curfew ordinance for persons under the age of 18. 15 years and Younger: 10:30 p.m. each day and ends at 6:00 a.m. 15 years through 17 years: The Tuesday following Labor Day until the day prior to Memorial Day, 11:00 pm until 6:00 am, Sunday through Thursday night; From Memorial Day to Labor Day, the curfew begins at 12:00 am every night of the week and ends at 6:00 am.

The department offers several programs including: child guidance, communicable disease investigation and follow-up, family planning, vaccinations and immunizations, WIC (Women, Infants, and Children), and food handler’s classes. The Health Department will not release health information without the client’s knowledge unless required by law. If a minor (a client under 18 years of age) is involved in a family planning clinic (emergency contraception, lab tests, screenings,
birth control), or a sexually transmitted disease clinic the Health Department will not contact the parent regarding the clinic involvement, but strongly encourages the client to do so. The 10-acre estate located in the heart of Ponca City was given to the City of Ponca City by Elsie Cann Brown, daughter of L. A. and Mary Cann in August 1975, in memory of her parents with the stipulation that it would be maintained as a memorial garden for use of the people of Ponca City. The 2-story farm house built in 1908 has been refurbished with a beautiful shaded patio area and over 2,500 feet of brick walkways. The formal garden contains several hundred varieties of annuals and perennials planted in unique color displays. Over 70 species of trees have been planted there since 1980. The gardens are open daily. Garden tours may be set up by appointment.

Wentz Pool and Camp may be rented for sponsored camps, family reunions, community events, class reunions, and wedding receptions. The facility is available from April 1 through October 31 each year. The Dining Hall has a working kitchen, tables, and chairs for up to 120 people and may be rented by itself. The camp fee, includes the dining hall, shower house, cabins, and camp facilities. The facilities include sand volleyball court, softball field and horseshoe pit. Wentz Camp provides cabins, bunks and mattresses to accommodate up to 144 people. The pool may be used
at an additional charge. The pool is open to the public Tuesday-Sunday, 1:00 p.m. to 7:00 p.m. beginning Memorial Day. Labor Day is the last day of the swim season. For information regarding availability for rental, call 580-767-0430.

Trash collection is a service of the Ponca City Utility Authority. Solid Waste will pick up to 105 gallons of trash from your residence twice per week. The trash must be containerized in plastic bags or metal/plastic cans no larger than 35 gallons. Large quantities of trash or bulky items (sofa, dryers, etc.) will be picked up separately for an additional fee. Bagged grass clippings will be picked up via special pickup only. The Solid Waste Division also offers dumpsters and open-top containers of various sizes to match the size of your need. Charges vary by container size. Residents also enjoy free disposal of trash and debris during the annual Spring Cleanup event and Fall Leaf Pickup service. The week-long Spring Cleanup is offered in late March or early April, and the Leaf Pickup begins in November and runs into January.

Bridgeway is certified to provide substance abuse and co-occurring mental health services through the Oklahoma Department of Mental Health and Substance Abuse Services. Bridgeway got its start in alcohol and substance abuse education and counseling, but through the years has grown to include services for codependency, anger management, parent effectiveness training, moral recognition therapy, groups specific to women’s and men’s recovery, court ordered assessments and screenings, DUI assessments and classes and many more outpatient services. Bridgeway is also a contract Work Release/ Halfway House facility for the Oklahoma Department of Corrections. Bridgeway houses low security level inmates with mostly drug changes, who live here and work in the community. This helps to prepare inmates for discharge and provides a work force for local business.

Hello. I’d like to introduce myself. My name is Lori Henderson, and I am the new Executive Director of the Ponca City Development Authority (PCDA). I have worked at PCDA for over twelve years and was promoted to my current position in July after the retirement of our esteemed Director, David Myers. A graduate of Blackwell High School and then Oklahoma State University, my family ties brought me back to the area. My husband, Josh, is the Assistant Chief of Police here in Ponca and I have two children, Layton and Ava, that keep me busy when I’m not at work. We love Ponca City and I am especially excited about the opportunity to move my town forward toward the future.
PCDA is a unique organization. Formed in 2003 by the City of Ponca City , PCDA was charged to act as a catalyst for economic growth. As a public trust of the City, we must follow open meeting laws, are governed by a board of Trustees which are appointed by the City Commission, and are legally bound by a trust indenture that defines what PCDA can and cannot do with public funds. Funded by a half-cent, voter-approved sales PCDA gives us the means to affect economic change in our community. The funds can be used to purchase properties that could entice companies to our town, incentivize businesses to locate here, or to expand
their current operations, and allows PCDA to work with small businesses and entrepreneurs to start new businesses right here in Ponca City.
One of the numbers that I often enjoy sharing is PCDA’s return on investment. For every $1 we spend, our economy gets $23 back in economic investment and growth. This return is one that any investor would appreciate, reflecting a track record built on years of careful consideration of projects that align with our community’s needs. Trustees and staff take the use of public funds very seriously. While we are tasked with making decisions that involve some level of risk, PCDA is committed to ensuring that our actions positively impact the economy.
Most of the companies that we have dealt with are still located in Ponca and employ our citizens. Naturally, there have been some projects that didn’t pan out, which is common in any town. However, Ponca City has a unique charm that appeals to business owners, with a small-town feel, access to nearly everything they need for their business, and a community that is inviting and excited about growth. That makes our job slightly easier in this global economy, and we’re thankful for that. We like to say that if we can get a business to visit, we can usually entice them to locate here.
PCDA has assisted numerous companies in all manner of ways that result in the growth of high-paying jobs. These are just some: Dorada Foods, K&C Manufacturing, Garaga Garage Doors, Custom Mechanical Equipment, Cookshack, Log10, MJ&H Fabrications, Next Gen Aviation, Bliss Industries, Lindsay Manufacturing, Cadrex (formerly Precision Tool and Die), and Century Products. We have assisted others with certifications through our Industry Certification Assistance Program. Through the BRETS program, PCDA can assist companies with the cost of going to trade shows that will increase their reach and create new customers for our employers.
Another thing that Ponca City excels at is collaboration. Our industries know what other businesses do, and they frequently use each other to get jobs done. When Garaga, who makes overhead garage doors, needed a molded plastic window frame for a new door design, K&C Manufacturing was able to supply those (and still does), saving Garaga time and dollars by getting them manufactured locally. When CME or Dorada need products shipped out, they use Bowers Trucking to get their wares where they need to go on time and within budget.
This collaborative mindset extends to our partners, as well. The City of Ponca
City has streamlined the permitting process businesses and they are willing to assist when industry needs additional infrastructure or services. We have forward-thinking commissioners keeping Ponca’s future in mind when they make decisions. The Chamber of Commerce is an excellent resource for networking, which is how those industries can begin that collaborative relationship in the first place. Ponca City Public Schools has partnered with PCDA to initiate an internship program, which has nearly 150 students interning in local businesses in order to show those kids career opportunities available in their own town. Pioneer Technology Center offers custom training for industry, assistance with government contracting opportunities, and shared equipment that can be used by industry in a pinch. With multiple other organizations in the community, including Ponca City Main Street, Rotary clubs, (honestly too many to mention here), there are endless ways to connect with folks that can further business and growth.
Now that we have talked about all the things we have done, let’s go over some new capabilities. In May/June of this year, PCDA Trustees and City Commissioners voted to add housing and retail assistance to our trust indenture. This means that PCDA can now work with and incentivize these sectors.
PCDA has already committed $1,000,000 in incentive funds for housing developers over the next three years. We are working with the City of Ponca City and their existing Housing Incentive Program (HIP) to incentivize housing developers to build in Ponca. It has been nearly 20 years since any large amount of housing has been built in town. Workforce is a huge issue nationwide, but it especially affects Ponca if there are no appropriate houses for people to live in. We know that building more affordable housing will help increase our population and our pool of workers, thus increasing retail opportunities and growth. Two housing projects have already been approved with more on the way and we couldn’t be more excited about it.
We also recently announced that PCDA is purchasing the former AMC Movie Theater and contracting with Icon Cinemas to operate a movie theater. We know that workforce is the

number one issue for industry growth. We also know that this workforce expects a certain level of amenities in a community to even consider living there. Reopening the theater will be a great start to workforce attraction, as well as keeping our local folks happy and engaged in the community. Theater renovations should begin in January, and Icon Cinemas hopes to open by the summer blockbuster season. We are excited to make this project a reality for our city, andwill plan a grand opening when it is ready to go, so stay tuned!
Retail incentives are another tool that PCDA now has in its toolbelt. We have already been in contact with developers interested in our region and will continue to work with them to find good fits for the Ponca City retail market. Retail is something that is slightly less straightforward. Mostly it’s about mitigating some risk for a developer to build and then finding the quality retailers that will fit our market. Although it’s unlikely that we will ever be large enough to attract a Target or a mall—desires often expressed on social media—we do draw shoppers from a wide region. This is evident for certain retailers that would thrive in Ponca
City. Keep an eye on us as we delve more into retail opportunities for our community.
