Dallas continues to

New Urban Renewal District

In 2022, Dallas added a second Urban Renewal District. The South Dallas Urban Renewal District takes in more than 400 acres of mostly industrial lands in the south part of the city, centered on the former Dallas mill site. Over time, the district will have millions of dollars of funding to invest in infrastructure in the area and to assist with new business development, relocations and expansions. The goal of the district is to create new jobs and facilitate new development in the area that includes many acres of undeveloped or underdeveloped land. Like the city’s current downtown district, which has been in place since 2004, the South Dallas URD will not raise anyone’s tax bill, but will target property taxes collected within the district to be invested only in the district on an array of pre-defined projects, which include improvements in transportation infrastructure and utilities. Resources will also be targeted on the redevelopment of the Dallas mill site. The city’s Economic Development Commission has been appointed to be the advisory body for the new District.

ARPA grants available to remodel downtown buildings

Beginning Jan. 9 and continuing through March 10, the city will be accepting applications from owners and tenants of downtown buildings looking to perform remodels, renovations and restorations. The city has $100,000 of American Rescue Plan Act funds to invest in the Building

Improvement Grant program. The 2023 grants mark the second and final round of ARPA funds for these projects. The 2022 round resulted in seven building improvement projects funded, two of which are already complete, and three are underway. Funding for the 2023 round will be available on July 1. Grant awardees will have 12 months to complete their projects from the time their funding agreements are signed. Applicants are required to provide at least a 2/3 project match investment. Individual grant awards are capped at $20,000. More information on this program, including the application materials, can be found in the “Latest News” section of the City’s website at www.dallasor.gov.

Former Bank of America building plans

The city expects to close on the former Bank of America property downtown at 791 Main Street in the first quarter of 2023. Following acquisition, the structures currently at the site will be demolished and removed. Any environmental hazards on the site will be mitigated. The general plan is to conduct a robust community visioning process with an architect as a facilitator during 2023.

Once there is a consensus for the future vision of the property, the city hopes to attract a developer to construct a multi-story, mixed-use project. The City would like to see a building that will maximize the taxable value of the property, with commercial on the ground floor and several floors of short-term and/or long-

term residential above the first floor. We may also discover the need for additional underground or surface parking onsite. The final plans for the site will not be finalized for likely many months.

“We want to take our time and get this right,” said Charlie Mitchell, Economic & Community Development Department Director. “This is a unique and special opportunity to transform a key property in downtown Dallas. Full community engagement in the visioning is critical.”

Restored Carnegie Library reopens

In December 2022, the community celebrated the revitalization of the old Carnegie Library, one of the premier buildings in downtown Dallas. Local owner Don Sheely worked to renovate and restore the early 1900s building to create a useable space for The Hundred Acre Academy, a private school.

This revitalization was a community effort, with the city of Dallas providing $20,000 in grant funding from the Building Improvement Grant Program funded by ARPA. Additionally, the Dallas Downtown Association worked with Sheely to secure a $200,000 grant from Oregon Main Street for the completion of the project. “The city of Dallas has continued to prioritize historic preservation and economic development, and this project proves that both of these objectives can work together, rather than against each other, and we are excited that this building is back in use for the community,” said Tyler

Ferrari, Economic Development Specialist with the city of Dallas.

The Hundred Acre Academy expects to move into the building in January 2023.

Industries continue grow in Dallas

Dallas continues to see growth and investment in its key traded sector employers. Ascentec Engineering officially began production in 2022 at its Monmouth Cutoff Road facility, and will continue to grow, adding new jobs and investment in the community in 2023 and beyond. Company officials say the Dallas facility will have some the most cutting-edge automated machining equipment in the industry.

“The area has a great reputation attracting hard-working employees, which aligns well with the Ascentec values. Ascentec strives to provide a safe and continuously improving work environment so that each employee can enjoy personal fulfillment and achieve their professional goals,” said Ascentec CEO Ian Ruef.

Meanwhile, at the north end of Dallas, OpenRoad Transportation is planning a major expansion project which will add more than 50 new jobs to Dallas. The company plans to triple its existing square footage with a $5 million building expansion project, expected to be completed later this year.

“We have always been proud to be a home-grown, Pacific Northwest business, so the opportunity to continue our expansion in Dallas is exciting to us,” said

CEO Mark Weisensee. Both companies plan to take advantage of the city’s Enterprise Zone program, which provides property tax relief on new investments for three years.

Dallas welcomes new Economic Development Specialist

In July 2022, Ferrari, joined the Economic and Community Development Department as the city’s new Economic Development Specialist. In this new role, Ferrari serves as support staff for the Dallas Downtown Association and Explore Dallas (formerly known as the Dallas Area Visitors Center). In addition to this support, Ferrari oversees the city’s new Dallas Business Inventory and the city’s historic preservation programs.

The DBI is a free new program for businesses provided by the city of Dallas. In the wake of the pandemic, the city prioritized finding a better way to communicate with businesses to make as many businesses aware of potential opportunities to help their business. As of Jan. 1, the city has opened up this optional and free service to the entire business community.

Businesses that sign up for the DBI will be the first to know about new grant opportunities, city-wide programs and events, and educational opportunities for business owners and their employees. Businesses interested in signing up for this program can visit www.dallasor.gov/ecd and click on the “DBI” tab. If you have questions on this program, please contact tyler.ferrari@dallasor.gov.

Dallas welcomes new businesses

In early 2022, Two Wolves Taproom, owned by Tyler and Dani Genovese, opened and has since become a popular spot for the entire community. Two Wolves regularly hosts fun events for the community at their business, whether its regular trivia nights, paint parties, or Saturday Morning yoga! They have worked to expand their hours and are now open Sunday for bunch, and on Monday for dinner.

Also on Court Street, Well Within Nutrition opened last year and has been providing the community with nutritious shakes and other healthy snack alternatives.

Over on Mill Street, the Thackeray family have opened Dreamies Creamery, an independent shop featuring ice cream made with sheep’s milk. Dreamies has been a great supporter of the community, showing up to various community events and providing the community with much needed relief during the summer months. Looking forward to 2023, the city is excited to be able to welcome Red Clover Public House to the community. They have been working hard to renovate the old Brixius home on Court Street and transform it into an Irish-themed pub that serves wonderfully made, slow cooked barbecue.

Dallas continues to welcome new and innovative businesses into the community, and we look forward to helping more businesses open in the year to come!

Neil and Miriam Haugen are well known for their stunning portraits of families, children and high school seniors. They also have a passion for helping fellow business people and entrepreneurs build their businesses through personal brand photography.

Neil and Miriam Haugen opened a photography studio on Powell Street in Monmouth in 1977. A year later, they moved onto Main Street and have been a fixture of the Monmouth downtown ever since. That is about to change. 2023 will see them moving their office to 9140 Hoffman Rd. (right next toBarbara Storey’s Rum Cakes). “It is a beautiful location for outdoor photography and having the office right there where we can just step out the door and have the pond, swings, a rustic barn and so much more available will be wonderful for us and for our clients. We call it our Portrait Park.” The Portrait Park will not be the only option for clients. “We tailor every session to fit the needs of our client. We have options for locations that include a wide variety of indoor and outdoor settings,” according to Miriam Haugen.
