Message from the Executive Director
With this, our first issue of 2025, I open with greetings and hopes that your year has started well. Like many of our readers, PACA begins each year in anticipation of new opportunities and challenges and this year is no exception. And regardless of those challenges or roadblocks, I've taken to using the phrase "The Arts Will Thrive in '25!" And several of our local arts organizations have started off the year with a definite "thrive vibe!" The AGB kicked off 2025 with the long-awaited opening of its new expansion - a glorius space of new galleries and new art. Polk State College also christened new facilities at the celebration of the renovation of their fine arts department spaces. Additionally, our friends at Ridge Art Association opened a brand new ceramics studio in January.
Here at the Polk Arts & Cultural Alliance we are also using that phrase to help direct our work - what can our Local Arts Agency do to help our artists and our arts and cultural organizations thrive in 2025?
One way we're working towards this idea of thriving is to look internally as an organization and revise our strategic plan. We started late last year with a member survey and then conducted focus groups from around the county - all collaborative efforts between PACA's members, external stakeholders, and Sterling Creative Consultants. And though we were temporarily derailed due to two hurricanes, our board of directors came together and we are now putting the finishing touches on this important document. We recognize that for PACA to remain relevant and useful as an agency that desires "to create an environment where arts and culture flourish," then we must be focused on the four specific objectives of our strategic plan (in no particular order):
1) Champion the importance of the arts in enhancing community well-being, economic growth, and cultural enrichment;
2) Shift the perception of membership from a transactional relationship to an engaged, participatory experience for citizens of Polk County;
3) Clearly articulate the organization’s mission and vision, ensuring that all efforts align with its core purpose; and
4) Increase organizational resources to strengthen sustainable support for impactful and enduring arts and cultural initiatives.
Each of these objectives will come with strategies to move our organization forward in a meaningful and collaborative manner.
Though we have much work ahead of us, I'm grateful for the commitment of our board and for the guidance of our consultant, Dr. Craig Collins. Thriving is not something you do alone. I'm excited about the many ways PACA has and will continue to partner with indvidual artists, arts and cultural organziations, and community stakeholders to make Polk County truly a "destination for the arts!"

PACA Publishes 2025 Polk Arts Guide
By the time you read this, the newly-published Polk Arts Guide should be "on the streets." The 2025 edition, published in collaboration with Visit Central Florida, features newly-updated live music venues as well as feature articles highlighting some of Polk's most engaging arts and culture organizations. PACA Executive Dirctor, Dr. Daryl Ward, is excited about the new publication. "This is our third edition of the arts guide and it's arguably our most comprehensive edition yet," Ward said. "We've expanded our entries to make this a valuable resource." The guide is purposed to support visitors and new residents by locating the various arts and cultural offerings in Polk County.
Additionally, the cover image on the guide was selected from over sixty different entries from a a Call for Art put out by PACA. Connie Roy's piece, "Whispers of History," was the unanimous cover-choice selected by the panel of judges. Roy, a Winter
Haven artist, was ecstatic at her work being selected. "Thank you so much! I’m incredibly honored that my work was selected," she said. Ward noted that many of the submitted works were quite good. "We really had some wonderful work submitted, so it made sense to highlight a few of those in the guide," he said. In addition to Roy, local artists, Scott Audette and Margaret Wilson also have their work featured in the 2025 Polk Arts Guide.
Though the guide is primarily designed as directory of sorts, it also details the work of selected arts and cultural organizations.
The 2025 guide features info on Watson Clinic's Arts In Medicine program, The Bohrer Gallery, The Historic Ritz Theatre, Haines City Theatre, and the Bartow Art Guild's Momentum Gallery to name a few.
The guide is available online at polkarts. org and can be picked up at local hotels, restaurants, and the Polk Visitor's Center in Davenport.

Mayfaire Promises To Continue The Tradition
What began in 1971 as a small craft fair on the lawn of the Lakeland Library is now Mayfaire-by-the-Lake, a renowned Fine Arts Festival presented by the Polk Museum of Art. Taking place this year on May 10-11, the festival is set to attract nearly 15,000 visitors and more than 150 artists from across the country. Held annually over Mother’s Day weekend, Mayfaire has become a beloved local tradition, offering a dynamic mix of art, activities, and entertainment.
“For 53 years, Mayfaire has been a staple — if not the staple — event of Mother’s Day Weekend in Polk County and the consistent crowds speak to the excitement of the community,” shared Dr. Alex Rich, Executive Director and Chief Curator of the AGB Museum of Art.
As one of the oldest arts festivals in Central Florida, Mayfaire has earned its place among Sunshine Artist Magazine’s “200 Best Art Shows” for ten consecutive years. Visitors can expect a vibrant array of artist booths, engaging Kids Zone activities, live music, and a wide selection of food vendors. The festival’s picturesque location along the shores of Lake Morton, just steps from the newly expanded AGB Museum of Art and downtown Lakeland, adds to its charm.

Bese Saka Festival Returns
The Bese Saka Festival is a gathering of choirs and instrumentalists to embracevand preserve the African American Spirituals, known as Negro spirituals. This unique festival will be hosted by the Sankofa Chorale of the J. Owens Academy of Fine Arts, Inc. With a focus on the spirituals, the festival’s theme will be The Audacity of the Spiritual. Special guests will feature the Bethune Cookman Concert Chorale under the direction of Karl Van Richards. Richards is a virtuoso pianist and will also serve as the head clinician of choirs. Kimberly Melton Hernandez, lyric soprano soloist, Tampa Bay Spiritual Ensemble, Shenita Berrian, Artistic Director, Owens Academy Young Artists, Dr. Jessie Owens, Artistic Director, Christian Lance and the Leviticus Worshippers.
Local community singers may register to perform in the festival’s mass choir. Registration for singers desirous of performing in the mass choir will cost $20.00 and participants must attend both workshops. This year’s Bese Saka festival will be dedicated to the memory of Johnny B. Neal. He was the Band Director of Jewett High School in the Florence Villa community of Winter Haven, FL for over 40 years. Director Neal’s band earned straight superiors at festivals as well as solo and ensembles. Under his tutelage several of his students became band directors from his music program.
The festival will be held at the Parkview Christian Life Center located at 3520 Baker Dairy Road in Haines City, Florida. Advance tickets are $20.00; $25.00 at the door, children - $5.00 and teen-$10.00. Concert time – 6:30pm.

Lake Wales Debuts New Downtown Mural

At Market Plaza, in the heart of downtown Lake Wales, a mural features unique foliage and carefully curated landscaping. Two forms of art come together to create a special place for residents and visitors to enjoy the beauty of nature while shopping downtown. Two artists, one a painter and the other a horticulturist, collaborated to make this green space a delight to the senses.
Local artist Paul O’Neil has completed many mural paintings in Polk County. “I think cities are embracing muralists to bring vibrant life to an area that had plain walls. It is nice to have some public artwork for people that maybe wouldn't go to an exhibit or art gallery,” O’Neil said about mural artistry. This piece features the Gloriosa plant (also known as a flame lily) chosen by the business owner, Delores Vogel of Legacy Real Estate Center. “There is just something about this vibrant, resilient flower that is unique and whimsical,” Vogel said. Once the artwork was approved, O’Neil started painting the floral motif and finished the painting in the summer of 2023.
the trees and flowers to complement the painting. “I chose plants with a variety of colors, textures, and heights that blended well with the mural. The goal was to enhance the personality of the painting and bring that space to life,” Polk explained. He has over 20 years of experience, coming from the City of Lakeland where he oversaw the design and maintenance of Hollis Garden in downtown Lakeland. Although Polk was not a part of the initial landscape planning for the Park Avenue and Market Plaza streetscape project, he arrived at just the right time to bring the project vision to fruition.
Ronni Wood, the current Director of Lake Wales Main Street says murals have been a feature in the downtown area for years. Another recent mural to complement the downtown streetscape is the ‘Slice of Happiness’ mural created by Lakeland artist Gillian Fazio. “More murals will be popping up around downtown with a City in a Garden aesthetic,” says Wood.
Newly-hired City of Lake Wales Horticulturist Kevin Polk recognized the potential of Market Plaza, specifically the green space adjacent to the mural. Polk got to work, designing the layout of
Market Plaza is the centerpiece of downtown. The enhancements are part of a multi-million-dollar streetscape project to redevelop Park Avenue and Market Plaza. The historic core of Lake Wales has been transformed into a City in a Garden, part of the Lake Wales Connected Plan which pays homage to the 1920s visionaries and landscape architects led by Frederick Law Olmsted Jr., known for designing the landscape for nearby Bok Tower Gardens and other prominent destinations.
The collaboration for this space came about serendipitously. Lake Wales Main Street and Vogel worked together to secure O’Neil’s talents to create the mural. At the time the mural was completed, the space in front of it was a parking lot. Once the revitalization of the plaza began in 2024 under Polk’s direction, the artistry of the wall and the live plants came together to establish an unforgettable space. The plaza is equipped with outdoor seating areas and swings for people to stop and enjoy the scenery, but will also be used for large community gatherings.

Leading From the HeART
An occasional series profiling Polk’s leaders whose commitment and passion for the arts infuses their work and service to the community. This issue’s profile is Dr. Angela Falconetti, President of Polk State College and former dancer. We caught up with her and asked her a few questions.
Describe your personal and professional backgrounds:
I am a native Floridan with more than two decades of service in three states and the District of Columbia. My parents exiled from Cuba to the U.S. as children and transformed their lives and the quality of life for our family through the Florida College System. I saw firsthand the transformational impact education had on my parents and family.
My journey is characterized by learning English in the first grade, becoming an academic advisor, and serving at the national level in Washington, D.C. Polk State College was my sole choice for presidency as I felt an immediate connection to this College and the greater community.
I live in Winter Haven with my husband, Rob, our daughter, Sophia, and our dachshund, Rosie.
What has been your professional path?
I hold a bachelor’s degree in Communications and Education from New York University, and a master’s degree and a doctorate in Educational Leadership from the University of North Florida with Instructional Leadership, Postsecondary Education, and Adult Learning specializations. I completed an endowed post-doctoral fellowship in Community College Leadership with The University of Texas at Austin while working as a research associate for the Community College Survey of Student Engagement.
At the national level, I served as Special Assistant to the first Deputy Assistant Secretary for Community Colleges in Washington, D.C. Prior to being named President of Polk State College, I served as Vice President of Institutional Advancement at Virginia Western Community College and as Executive Director of the Foundation.
Entering my eighth year as President of Polk State College, I am proud of the tremendous growth and milestone we continue to celebrate, including our College’s 60th year of service to Polk County. During my tenure, we have been fortunate to benefit from more than $90.6 million secured from the Legislature, thanks to the support and advocacy of the Polk County Legislative Delegation, Polk State District Board of Trustees, students, faculty, and staff. We have broken ground on the College’s eighth location, the Polk State Haines City-Davenport Campus; completed $16.2 million in renovations to the Winter Haven Fine Arts Building, and preserved the Lake Wales Campus.
What are some of your dreams/visions for Polk State College? What do you see are challenges for the college?
Opening the doors of the Polk State Haines City-Davenport Campus is my greatest dream for our community. The approximately $51 million project will result in a 75,000-square-foot facility that will include Central Florida’s first public higher education interdisciplinary simulation hospital. In addition to a focus on health sciences, the campus will include hospitality and tourism management, supply chain and logistics, teacher education, and courses for the Associate in Arts degree. Construction will start in early 2025 with a projected Fall 2026 opening, pending funding.
What artistic pursuits do you enjoy?
My first experience with higher education was serving as an administrator for an arts festival when I was an undergraduate student at New York University. I also relished every opportunity to advance my professional tap, ballet, and jazz training on the side. I later worked with the Manhattan Tap Company, trained the Rockette’s at Radio City Music Hall, and taught at NYC’s internationally recognized Broadway Dance Center.
How do you think having artistic training (dance) informs your work as a leader?
The creative process and attention to non-verbal behavior strengthened my appreciation for effective communication and innovation in the workforce. I believe it is critical for leaders to be mindful of the value of arts and cultural opportunities in our communities, demonstrated by the investment in Polk State’s Winter Haven Fine Arts Building.
The arts are not only a creative outlet; they are a transformative force that cultivates critical thinking, collaboration, and innovation—essential skills that empower individuals to excel in any field, fostering a community where imagination and adaptability drive progress across all sectors of the workforce.
Who's your favorite artist? What appeals to you about them and their work?
I admire Polk State Professor of Art Holly Scoggins for both her work and her commitment to training the next generation of artists. What I find particularly appealing about her art is her unique approach to portraits. Holly’s ability to capture both the personality and the emotional depth of her subjects makes her work stand out.
What do you think is Polk State's "best kept secret?"
We have heard from stakeholders that Polk State is the “best kept secret” in Polk County. However, we don’t want the expansive opportunities available at our College to be considered a “secret” any longer.
As we celebrate 60 years of service to Polk County and more than 60,000 alumni, we want to ensure that the residents of Polk County know that our 57 degree and certificate programs, three collegiate high schools, and seven (and soon-to-be eight) locations, are here to support and propel forward their academic and career goals. With programs ranging from Music, Theatre, and Visual Arts, to Advanced Manufacturing, Business, and Teacher Education, there is something for everyone at Polk State College.

The Scholastic Art Awards at the AGB Museum of Art: Celebrating Creativity and Community
For over four decades, the Scholastic Art Awards at the AGB Museum of Art (formerly the Polk Museum of Art) have been a cornerstone of creative expression and artistic recognition for students in Polk County. The awards program has become a key event in the local art scene, offering young artists a chance to showcase their talents, gain recognition, and pursue future opportunities in the arts.
The Scholastic Art Awards program, established in 1923, is one of the nation’s longest-running and most prestigious student art competitions. The Polk County chapter, managed by the AGB Museum of Art, provides a platform for middle and high school students across the county to display their best works, ranging from painting and photography to sculpture and digital art. The exhibition has consistently highlighted the creativity and skill of local youth, offering them a unique opportunity to gain recognition for their hard work.
For local students, the chance to have their artwork showcased at the AGB Museum of Art provides not only a sense of pride but also exposure to professional artists, art collectors, and the public. It is an opportunity to connect their work with a wider audience, showcasing the talent that exists in the community.
“This program celebrates excellence in the visual arts through juried exhibitions on the local and national levels, scholarship opportunities and more. We are pleased and grateful that the AGB Museum has become an Affiliate so that our students have the opportunity to be recognized here in Polk County,” shared Senior Coordinator of Visual Arts of Polk County Public Schools Nancy Puri.
The program’s connection to Polk County Public Schools is a vital component of its success. Teachers from across the district work with their students to help them create their best pieces for submission, encouraging them to experiment with different media, techniques, and ideas. The support from local schools allows the competition to reach a wide variety of students, providing a democratic space where all levels of talent can participate. The program has continued to grow each year, with more schools and students participating.
In addition to the recognition students receive, the Scholastic Art Awards offer valuable rewards, including scholarships, exhibitions, and opportunities for further development. Puri shared, “This year we have added an additional $2,000 in Purchase and Sponsorship awards that go directly to students. The awards have been graciously provided by Polk Arts & Cultural Association, Kids Tag Art through the Polk Tax Collector’s Office and the Lakeland Art Association.”

Florida Wildflower Studios will feature the art of Encaustic Artist, Francine Michel from St. Petersburg, Florida. The exhibit, titled, Revealing Florida, will have an opening reception with the artist on Friday, March 28 at 5pm at Florida Wildflower Studios in Frostproof. Music and refreshments will be provided.
Michel is a member of the Florida Wax Community and the Florida Wildflower Studios. Encaustic painting is a unique process involving the use of rice paper, ink, encaustic wax and watercolor. Michel uses this technique to create abstract paintings based on observations of the natural world using unexpected
color, shapes and perspectives. For example, she may use a torch, heat the wax, burn shellac, or make mono prints, however her main preference is to use a stylus which can add highlights to her work.
Her working method is to visit parks, preserves and botanical gardens to capture trees and plants that interest her. Most often, she will work at a close range and finds that bark, branches, and fruit always make for interesting compositions.
Rice Paper is her preferred substrate. Watercolors work well to capture the subject. The next step involves fusing the rice paper to a wax covered board. Finally, the application of oil pigment, pan pastels and a patient application of wax highlights.
For her upcoming exhibit, she captured yellow plants she viewed at local botanical gardens and at Blue Springs State Park. At Blue Springs, on the first morning of her visit, she captured a live oak tree as the sun hit it right after sunrise (pictured left). William Araujo is an artist who started his foray into the art world as a student of film photography with an emphasis on portraiture. As he worked to obtain his Associate Degree in Fine Arts, he was led into the world of human expression as he took other classes that included drawing, painting, color theory and design. His time at college reawakened a long forgotten and neglected curiosity that spurned him into delving deeper into many media. Curiosity has turned to passion. Currently he is spending the bulk of his time painting with oils and acrylic paints.
His emphasis continues to be portraiture with his current obsession being the Flamenco dancers of Spain and the street vendors of Guatemala. Having roots in both cultures has propelled him into observing and recording the expressive arts that have been long held customs and traditions. The physical expressions and movements of the dancers and the textile work that goes into the clothing of the Mayan people tell stories of the origin of culture and the importance of continuing the story telling through artistic expression, working to pass it down from generation to generation. He relates to their need to work, need to express, need to move and the need to push forward and break through, no matter the circumstances.
For William, art is about asking many, many questions in the effort to find as many answers as possible to learn and understand what is foreign or to reveal what is hidden, to hear and see what others are saying with the universal language of art.

Bartow Art Guild Gears Up For Exciting Spring
There are many exciting things coming to Bartow Art Guild this Spring. The building is now called Momentum Gallery. This name supports the guild’s goal to help local artists gain momentum as they learn new skills and share their work with the public. From exciting exhibits featuring award-winning member artists to professional development aimed at helping members build a successful art business (Success@Art) there’s always something exciting happening at the Momentum Gallery. In addition to special events, the Momentum Gallery is open on Saturdays from 10am-4pm.
A Member/Guild joint fundraiser is scheduled in March. Members have been given 5x7 canvases to create original artwork. The pieces, as varied as the artists who created them, will be exhibited at the Bloomin' Arts Festival (Mar 1-2) as well as at the Momentum Gallery throughout the remainder of the month of March. For only $80, you can take your favorite(s) home, while supporting both artists and guild. It's a win-win-win for everyone!

Details on upcoming events, registration for classes, and virtual presentation of our gallery exhibits can be found there. Premium content for members is being populated on the new site, starting with a knowledge bank of information to help members build their skills, both as artists and as business owners.

The Ashley Gibson Barnett Museum of Art (The AGB) at Florida Southern College
