MESSAGE FROM THE MAYOR

Dear citizens,

I am proud of how far we've come together, and I am enthusiastic about future projects to make Pointe-Claire the best place to live!

2023 will be another busy year, and two key documents will guide our current and future actions. We will very soon be tabling our new Strategic Plan in which you participated. This will represent the ongoing commitments we will have to make together. It will also guide the actions needed to contribute to the development of our community, while maintaining its unique character and quality of life.

Also, the revision of our Planning Program is ongoing. A first collaborative workshop with the citizens of Pointe-Claire was held in March, and other activities on the different aspects of the Planning Program will follow throughout the year. As you already know, this plan is very important since it's the planning tool for land use. It contains policies and regulations that guide decision-making.

More and more, we are creating opportunities to reach out to you and hear your voice. City Council and I are proud of this and will continue to work together to further enhance this collaboration.

Some applications for permits or certificates are available online, allowing you to complete the form, send in the required documents, and, in some cases, make the payment directly.

Fixed-cost permits and certificates are payable online, and are identified as such. All documents must be attached to the application and must be scanned, as no photos of documents will be accepted.

You can report a non-emergency situation using your smartphone in just a few clicks.

1 Download the free Voilà ! Signalement mobile app from the App Store (iOS) or Google Play (Android) and create your profile.

2 Click "Nouvelle demande" and select Pointe-Claire. You can attach a photo of the situation you want to report.

3 Select the nature of your request from the choices available and briefly explain the situation.

MISCELLANEOUS 2023 By-Election

I have been a Pointe-Claire resident since 1978 and have frequented the Pointe-Claire Village all my life. I am the father of two adult daughters and a grandfather of a grandson. Professionally, I have worked in PointeClaire my entire 32-year career as a fire captain and first responder.

I am passionate about the Pointe-Claire Village and our City. I believe in progressive change in collaboration with citizens, respecting environmental standards, and following the necessary requirements for climate, economic and social changes.

My vision is still the same – to contribute to making Pointe-Claire a future-oriented and balanced city, one that listens to its citizens and has the best interest of future generations at heart. Pointe-Claire is a city with a high quality of life, and I am honoured to continue to serve its citizens and contribute to their well-being.

2023 BY-ELECTION

The Returning Officer and the City of Pointe-Claire would like to thank the voters who exercised their right to vote during the District 1 by-election, on April 23.

31.35% of voters took part in the process, during the advance poll and on election day, to elect a candidate for the position of municipal councillor.

WATER TAX

Every summer, a team goes around Pointe-Claire taking water meter readings of residential buildings (except for condos and buildings with 6 units or more) to determine the annual drinking water usage. The team then issues a bill to the building owners based on their water consumption. This pay-per-use formula promotes individual efforts focused on eco-responsible use and the preservation of this valuable natural resource.

Owners will receive their annual bill in September. The rate for 2023 is $1.11/ m³. Payment is required within 30 days.

TAX ACCOUNT CONSULTATION PLATFORM

Take advantage of the new Voilà! platform to view and receive your municipal tax and water tax statements online. This new tool offers you simplified access and more intuitive navigation to your account statements, as well as an integrated calendar and reminders for each of your due dates!

POINTE-CLAIRE VOLUNTEER RESCUE UNIT

The Pointe-Claire Volunteer Rescue Unit (PCVRU) has been working with the community since 1951. This team of about 30 members is prepared to support the City during events while also responding to emergencies and incidents threatening public health and safety, such as:

• Power outages, high winds, storms, floods, etc.

• First aid at special events

• Search and rescue for missing persons or people in distress

SPVMNEW NEIGHBOURHOOD POLICE STATION IN POINTE-CLAIRE

The Station 5 team of the Service de police de la Ville de Montréal (SPVM) have moved into their new building this past April, which is located at 393 Saint-Jean Boulevard.

The building was designed and built in height to limit the ground layout and preserve the adjacent forest as much as possible. Access to the building for visitors is universally accessible so all can easily obtain services.

Citizens needing to get there will find the building at the corner of Saint-Jean Boulevard and Civic-Center Avenue, near the old building.

CODERED SYSTEM TEST

Thursday, June 1 starting at 6 p.m.

The City will conduct a test of the CodeRED call system to allow everyone to become familiar with it. This automated emergency call service allows the City to reach registered citizens, whether for emergency alerts or general notices. The database contains all non-confidential landline numbers on the territory of Pointe-Claire as of November 2022, as well as all numbers entered using the online form. The test will be sent out at 6 p.m. There may be a delay in receiving the call, up to 6:30 p.m., depending on phone line availability.

What happens if you don't answer a CodeRED call?

• If you have voicemail, the system leaves a message.

• Otherwise, the system will call you back at least three times in a 15-minute interval.

• If by 6:30 p.m. you have not received the CodeRED test call, please register at pointe-claire.ca/en/codered/

PLANNING

THE REVISION PROCESS FOR THE CITY’S NEW PLANNING PROGRAM

Throughout 2023, Pointe-Claire residents will be invited to take part in several workshops to contribute to the revision of the Planning Program.

In February and March of 2023, citizens took part in a first online activity on the Development Vision as well as a first in-person collaborative workshop on the process of evolution of the built environment.

Prior to the participatory activities, thematic fact sheets are shared on the Pointe-Claire, it's who we are platform to prepare participants and citizens on the various topics encompassed by the Planning Program. Following the activities, a report is also published to allow all citizens of Pointe-Claire to stay informed on various topics.

The process of revising the Planning Program was officially initiated in February 2022, following the adoption of the first draft and an interim control regulation (RCI) by the Municipal Council. In addition, the Planning Department, supported by various collaborators, has been working since the Fall on the City’s landscape as well as the socio-demographic, economic and architectural diagnoses, which are all essential elements in the development of a plan.

The several steps of analysis and citizen participation are what will allow the Planning Department to draft a revised plan and regulations. In the final step, the plan will be brought to a public consultation to be adopted. All citizens of Pointe-Claire will have the opportunity to share their opinions on the proposals presented.

WHAT IS A PLANNING PROGRAM?

The Planning Program is the most important official document of the municipality in terms of land use planning. It is a regulatory planning tool that specifies the guidelines for land use and development. It contains the planning policies adopted by the Municipal Council that will guide its decision-making in the future.

ARTS AND CULTURE

THIS SUMMER, TWO PUBLIC PIANOS WILL BE MADE AVAILABLE TO ALL!

Two locations will come alive to the sound of notes from passersby, one behind the Pointe-Claire Central Library (next to the reading garden), and another at the Stewart Hall Cultural Centre terrasse.

The piano located behind the Central Library was decorated by Zoé Boivin last summer following a public call for tenders. Her work is entitled Douces festivités

Two inaugural concerts will be held. The first one, by Guillaume Martineau as a jazz trio, is scheduled for Sunday, June 4 at 3 p.m. on the Stewart Hall terrasse, located at 176, chemin du Bord-du-Lac — Lakeshore Road.

The second concert will feature, Marie-Ange Crochetière as a duo, in the reading garden of the Central Library, Sunday, June 18 at 3 p.m.

Admission is free for both concerts.

STEWART HALL: 60 YEARS OF ART AND CULTURE

It was in 1963 that the Pointe-Claire Cultural Center, Stewart Hall, officially opened. A jewel of the City of Pointe-Claire for 60 years, Stewart Hall is proud to be a place that promotes culture and nourishes the spirit, the soul and the heart of an entire community!

Take advantage of the good weather to visit Stewart Park, attend outdoor concerts and shows, and discover our exhibits. You are invited to discover our permanent exhibition on the fascinating history of the building that now houses Stewart Hall. You will discover its different functions and inhabitants since the beginning of the last century, all punctuated by a multitude of archive images!

Exhibition panels have been set up in Stewart Park presenting the works of artist Anahita Norouzi from her Other Landscapes and Displaced Gardens projects. This Fall, the Stewart Hall Art Gallery, housed on the 3rd floor of the building, will present a multidisciplinary solo exhibition by the artist Andréanne Abbondaza-Bergeron who will create a work specifically for the Gallery combining video and installation. A mini-exhibition this spring will showcase the work of the Lakeshore Weavers Guild.

Join us this year to discover and rediscover the rich and varied cultural program of your Cultural Center nestled in the wonderful Stewart Park on the shores of Lac Saint-Louis!

TD SUMMER BOOK CLUB AT THE POINTE-CLAIRE PUBLIC LIBRARY

The TD Book Club will be back this summer at the Pointe-Claire Public Library. From June 6 to August 23, Pointe-Claire youth will be able to take advantage of several activities at the library and on the TD Book Club website to complete their challenge.

To get the season off to a good start, Pointe-Claire will hold the launch event for the French section of the TD Book Club at Sara’s Enchanted Forest reading garden and at the Valois Branch on June 17. Full details of the event will be available on the City's website.

To help young readers with their challenge, the Library Brigade will be stopping by municipal parks this summer throughout July and August.

It is a rendez-vous at the library and on the TD Reading Club website clublecturetd.ca, where you can find a variety of activities related to reading.

NEW COLLECTION

This winter, the Pointe-Claire Public Library launched a new collection for newcomers. It offers information and resources to help newcomers get settled.

Documentation on social and community services is included, as well as tools for learning French, information on education, finding a job, and the history, culture and governments of Canada and of Québec.

SPORTS FACILITIES: AUGUSTA MINI SPLASH PAD

During the summer of 2023, citizens will be able to cool off at the new mini splash pad in Augusta Park. Under the theme of nature, these low-consumption water games will blend in seamlessly with the park's green space.

The accessible facilities will allow all residents to enjoy these water games, as well as provide a washroom with a toilet, a changing room and a drinking fountain.

You will also benefit from the shade structures near the installation, as well as picnic tables and rocks so that parents and children can rest.

SOLIDARITY ORCHARD AND CONTAINER GARDENS

This year, the container gardens will be installed in the Solidarity Orchard to contribute to the City's food donations to the West Island Mission. This organization helps families in need in the West Island.

The Orchard is located near the Pointe-Claire Aquatic Centre at the Viburnum entrance of the Terra-Cotta Natural Park. It includes 80 fruit trees, apple, plum and pear trees as well as planters for growing vegetables and squash.

Citizens will be able to take part in the planting activity at the beginning of June in collaboration with the Pointe-Claire Library. Consult the leisure program on the website for more information.

Since the harvests will be donated to families in need, we ask the citizens enjoying the site to not pick up the vegetables or fruits.

POINTE-CLAIRE IN THE ULYSSE GUIDE

SPOTLIGHT ON US!

Terra-Cotta Natural Park is one of the tourist attractions featured in the Ulysse Marcher à Montréal et ses environs. The guide highlights this urban wooded area of Pointe-Claire, its 4.4 kilometers of trails, the history of the site as well as the sports fields found at Terra-Cotta entrance.

Make the most of the summer by rediscovering the park's flora and fauna thanks to the various trails and educational panels that allow you to learn more about its biodiversity.

Ulysse, a well-known tourist guide, presents different parks and tourist hot spots to allow travelers and Montrealers to discover the different gems located on the island of Montreal.

REUSABLE HYGIENE PRODUCTS

The City offers grants to help reduce the use of disposable hygiene products and thus decrease its environmental footprint.

This program will allow you to receive a grant applicable when purchasing reusable diapers, feminine hygiene products, bedwetting products and incontinence products.

To obtain the grant, simply fill out the online form or go to the multiservice counter at City Hall with your documents.

MEMORIAL BENCHES

The City offers citizens the option of having a commemorative plaque added to one of its public benches in memory of a loved one.

A plate with a personalized message of 350 characters will be placed on the chosen bench. The commemoration period is 25 years.

ONE BIRTH, ONE MEMORY, ONE TREE

Did you know that you can plant a tree on public property to mark a birth or to commemorate a loved one?

Trees planted through this program will bear a medallion with the name of a loved one. The applicant will receive a map confirming the location of the tree, along with the species of the selected tree.

EMERALD ASH BORER CONTROL STRATEGY GRANT

A grant is offered for the felling of ash trees with a diameter of 25 centimeters or more as part of the strategy to combat the emerald ash borer. The grant represents 50% of the felling price, up to a maximum of $500 per tree.

To apply for the grant, all you need to do is fill out the online form. Following your request, you will receive a visit from an inspector to assess the situation. He will then present you with his recommendations. Ash tree owners must plan for the felling and gradual replacement of these trees with other species.

WHAT GOES IN MY BLUE BIN?

Are you still wondering what type of items go into your recycling bin? It's simple: containers, packaging, printed materials and newspapers!

While there are some exceptions, this rule is a good guide to help you sort through your recyclables.

If the material you want to dispose of is not in one of these categories, it must be sorted into another type of collection. Use the Search by material tool available on the City's website. More than 300 materials are listed there to help you with your sorting!

Note that electronic devices, despite being largely made up of metals should not be put in the recycling bin. You can dispose of them at the monthly Ecocentre or to bring them to one of the Ecocentres in the Greater Montreal area.

CONTINUOUS BRANCH COLLECTION

The City offers a branch collection service between May 1 and October 31. Branches are collected by Public Works crews on a regular basis, so there is no need to make a request. Pick-up could take up to 21 days. Due to the ice storm in April, please note that an additional delay is to be expected.

IN ORDER FOR BRANCHES TO BE COLLECTED, THE FOLLOWING INSTRUCTIONS MUST BE FOLLOWED:

Note that wood and branches from pruning or felling work carried out by a contractor must be recovered by the contractor.

DRINKING WATER, A RESOURCE TO BE PROTECTED

Water is a resource that we use on a daily basis. During the summer, our use of this resource increases due to yard work, outdoor leisure activities, and our attempts to stay cool and refreshed.

DID YOU KNOW THAT THE CONSUMPTION OF DRINKING WATER CAN DOUBLE DURING THE SUMMER BECAUSE OF ITS MANY OUTDOOR USES*:

• Watering — It is recommended to water your grass and garden and wash your car early in the morning or in the evening near sunset to avoid water loss due to evaporation, and only if necessary.

• Garden hose — Use a garden hose nozzle to limit the water flow and direct the water towards the desired location. If you can, equip your yard with a drip system which saves a significant amount of water.

• Pool filling — To reduce your water consumption during peak hours, fill your pool in the evening or at night.

• Pool — To reduce evaporation, it is recommended to cover your pool with a solar blanket when not in use. It will also naturally raises the temperature of the water.

• Collector barrel — Get a rainwater collector barrel, which will act as an independent water source. Citizens can obtain one at a lower cost at City Hall.

WATER SAVING KITS

To encourage citizens to take concrete action towards reducing their water consumption, the City of Pointe-Claire will give away 250 water saving kits to Pointe-Claire residents. These kits include a showerhead as well as two faucet tips designed to use up to 40% less water without compromising on water pressure.

Beginning in early June, citizens will be invited to reserve their kit using an online form on the City's website, on a first come, first served basis.

When you complete the online form, you will have the choice between a kit featuring a fixed shower head (50 kits) or a telephone-style shower head (200 kits).

ROAD SAFETY CAMPAIGN

In 2022, over 23,000 car accidents occurred in Quebec, 1,405 of which resulted in serious injury or death, according to recent statistics by the SAAQ. To spread awareness for the importance of road safety, the City of Pointe-Claire is re-introducing the "Road safety, I do my part!" campaign.

The 2023 road safety campaign aims to raise awareness in the community about the importance of sharing the road and the right actions to take while driving, biking or on foot to ensure everyone’s safety. Various awareness messages will be broadcast on the City’s electronic billboards and shared on social media throughout the summer. The purpose of the campaign is to highlight the importance of road safety, while also remaining careful and courteous. Road safety affects all of us, whether we are behind the wheel or on foot. As a community, we must strive to be vigilant, safe and respect the rules of the road.

SIGHT TRIANGLE

If your property is located on a street corner, a sight triangle must be kept clear at all times for the safety of all road users.

This is a mandatory clearance zone to ensure a clear field of vision for motorists, cyclists and pedestrians, ensuring everyone’s safety. Since January 2015, planting new trees, shrubs or hedges within the sight triangle is prohibited.

WHAT IS PERMITTED IN THIS ZONE?

• Any existing fences, hedges, or landscaping elements with a maximum height of 91 centimetres (3 feet) measured from the street level

• Any existing trees with no branches or leaves 1 to 3 metres (3 to 10 feet) above the public right-of-way

WATER CLOSING AND OPENING –RESIDENTIAL AND COMMERCIAL SECTORS

A service to open or close water shutoff valves is available for residences and businesses. Whether it is for repairs or renovations, please provide at least 48 hours notice before starting the work (unless it is an emergency) so that we can verify the condition of your water shutoff valve. The service is offered free of charge during regular hours. At any other time, there is a fee of $386.91.

SEWER CLEAN-OUT

The sewer clean-out inside your home must be accessible and in good condition. The cap must not be covered with cement, rust, or any other material, and must be easy to manipulate. The sewer clean-out is located where the sewer pipe exits the house (usually near the water meter) and has a 45° angle so that a rigid rod can be inserted for unblocking.

BACKFLOW PREVENTION VALVE

Installed on the private side of the service line leading to the sewer, this device is mandatory and is designed to prevent basement flooding in the event of a sewer backup. It is the owner’s responsibility to ensure that the valve is in proper working order. Here are a few precautions to take:

• Regularly check that the valve is not stuck in an open position due to blockage or malfunction.

• In case of heavy rain, avoid flushing the toilet or running the water. Too much water can cause the valve to open and the sewer to back up into your home.

SERVICE CALLS FOR SEWER BLOCKAGES

On request, the City will clear blocked sanitary sewers. If the work being done is the responsibility of the property owner and is carried out during regular work hours, a rate of $797.27 will be charged. At any other time, the rate will be $1,055.22.

These rates are for 2023. They include administrative fees and are subject to change without notice.
