Acquiring and Protecting It’s Supply In 2001, Covington Water District (CWD) made a significant investment in the development of additional supply when it entered a partnership agreement with the cities ofTacoma and Kent, and the Lakehaven Utility District.This partnership formed the Regional Water Supply System (RWSS), a joint venture ofTacoma’s Second Supply Project (SSP). The SSP source consists of a portion of the Green River water retained behind Howard Hansen Dam. The District’s partnership interest is projected to provide adequate supply for the next 50 years.

In 2006 a federal surface water law was enacted which requires the SSP to treat its Green River water source for cryptosporidium, a naturally occurring organism found in lakes, rivers, and streams. Cryptosporidium is a one-celled parasite, similar to giardia, which can cause severe gastrointestinal illness and is one of the most frequent causes of waterborne disease among humans in the United States.The SSP will need to comply with this treatment requirement by 2014. On March 24, 2010, the Tacoma Public Utilities (TPU) Board accepted the technical recommendation to proceed with the filtration treatment option that will provide regulatory compliance with all known requirements. Filtration provides the greatest level of regulatory certainty for the future. Other benefits of filtration will be to provide substantial improvement to water quality, reduce color due to certain minerals and natural organic material in the water, reduce the byproducts of disinfection that form, allow reduced usage of chlorine, and dramatically reduce the introduction of silt and sand into the water system. Filtration will also improve the reliability and yield of the Green River supply, allowing better utilization of the second supply project for Tacoma, Covington and all partners.

CWD anticipates the need to issue long-term revenue bonds to cover its proportional share, estimated to be 11% or $23 million. Our customers will likely see the following increases: Indoor use to increase about $3-4 per month in 2011 and average summer irrigation use to increase about $6-7 per month in 2011. The District started its annual rate study in April and the final proposed numbers were incorporated in the budget review in the fall of 2010.

For children, there are story times for babies, toddlers and families and many other events for school-aged children as well. Want to have your own story time anytime? Try the links on the Kid’s Page to “Tell me a Story” and the database “Tumblebooks.” The Summer Reading Program and Ready Set Read programs encourage reading skill development for schoolage children by offering fun programs and prizes for participants. Teens are well represented at Covington Library. There is a large collection of teenoriented materials including current fiction, magazines for teens, music cds, classics, graphic novels and anime. Programming for teens includes Game On, Teen Book Club and Read-3-Get-
1-Free—a program where teens write short reviews of three titles they’ve read and get to choose a brand new teen paperback of their own to keep. Teen Late Nights occur several times per year when teens have the whole library to themselves for an evening to play games, watch movies and “chill”. One of the newest services is outside the library walls via the bright red Library2Go! van. The van services local day cares and other neighborhood sites where populations are unable to travel to a library building. The Covington/ Black Diamond/Maple Valley group of libraries has the van one week per month to service the three communities. As the KCLS webpage says, “Turn to us. Covington Law Enforcement ovington police patrol officers provide police response 24 hours a day, seven days a week. Several of the patrol officers are also police bicycle qualified and provide bicycle patrols in different parts of the City and parks, as time allows. Our Motorcycle Traffic Officer handles most traffic enforcement complaints, school zone enforcement, collision investigation and traffic education requests. The detective conducts follow-up investigations for all property crimes and many of the crimes against persons, including domestic violence. For all other police services requiring more specialized response, the City of Covington has the full resources and support of all the specialty units of the King County Sheriff’s Office. Services such as K-9, Marine Patrol, SWAT, Hostage Negotiators, Search and Rescue, Helicopter, Bomb Disposal Unit, as well as Major Crimes investigations for Robbery, Homicide, Special Assault, Computer Forensics and Fraud, Major Accident Response/ Reconstruction and the Criminal Intelligence Investigation Unit. Guide To City Of Covington Parks And Trails CEDAR CREEK PARK
30 acres of the 110 acre Cedar Creek Park were acquired by the City of Covington in 2003 with the assistance of a King County Conservation Futures Grant. The park features high quality wetlands, salmon bearing creek, trails and diverse habitat areas. The additional 80 acres of the park is currently owned by King County.

King County continues to operate the regional trail system through the park. The 183 acre park acts as an urban separator between Kent and Covington providing critical habitat areas.
The Reserve is a regional storm water facility. It has a maintenance access road surrounding the pond that also serves as a half-mile loop walking trail. There are benches and picnic tables along the trail.

lot of devastating events have been happening in the world around us. From major earthquakes and tsunamis to tornados and winter storms, preparing to deal with the aftermath of a disaster is an important undertaking that we all need to be aware of. In the Pacific Northwest, disasters like earthquakes, severe weather, volcanic eruptions, flooding, landslides, and fires are real threats to our livelihoods. Being prepared is the best defense to dealing with these hazards. You can start by creating an emergency plan. Such a plan should discuss details on what you and your family will do if a disaster hits and include information for an out-of-the-area contact that your family can check in with. Next, create an emergency kit with essential supplies to help you and your family to get by for at least three days following a disaster. And, finally, consider taking a class to learn more basic emergency skills like CERT (Community Emergency Response Team) Training. e may only get a few months of great weather to enjoy in the summertime, but Covington residents and non-residents alike can enjoy the offerings of the Covington Aquatic Center all year long. The Covington Aquatic Center offers a wide variety of activities for beginners, active swimmers, families and others to choose from. During the summer season, the Center can have over 30 staff members, all certified lifeguards, instructing classes and guarding the pool. For recreational use, the Aquatics Center offers lap swims, family swims and public swims. You can even rent the pool for parties of up to 150 people with use of a party room, water slide and water walkway. For exercise, you can join in deep water or shallow water exercise classes. And, for lessons, choose from standard age and skill appropriate lessons,
parent and tot lessons, youth competition lessons, and even private or semiprivate lessons. For the water lovers, the Aquatics Center offers specialized courses for lifeguard training and water safety instructor training. Youth ages 1114 can take part in the Center’s award-winning Aquatic Volunteer Academy, a week-long course that will teach them the basics of what’s needed to get their first job at the Covington Aquatic Center. After the course, they are encouraged to become junior lifeguards and swim instructor aides. Understanding the Tree Preservation Ordinance
ovington’s Tree Preservation Ordinance establishes regulations and procedures for preserving more existing trees, retains desirable trees and maintains a viable tree canopy for the City of Covington. It also: • Allows cutting of hazard trees without City permit or fees (except in critical areas) • Helps balance reasonable development of property with reasonable preservation and enhancement of surrounding property values, and increase privacy for residential sites • Promotes building practices consistent with the City’s natural topography, soils, and vegetation features • Restricts tree cutting in critical areas; and • Enables City staff to administer code violations more effectively The following activities or sites are exempt from both the minor tree removal permit and major tree clearing permit requirements provided they abide by certain conditions (as cited in the official ordinance): 1. Sites with 20 significant trees or less (trees at least six inches diameter). 2. Emergency removal of hazard trees provided such removal shall be reported to the City within ten (10) days on a form provided by the City. This exemption shall not apply to existing trees located within designated tree tracts. 3. Normal and routine maintenance of existing trees provided that said maintenance does not involve removal of healthy trees

Limited removal of trees on existing, developed residential tracts between one (1) and ten (10) acres within 35 feet of an existing building footprint and 15 feet of an accessory building footprint. Exempted areas for tree removal are measured from the edge of a building wall, road, drive, or easement out to the critical root zones of any tree. Trees outside of the aforementioned 35 foot and 10 foot areas shall not be removed without tree removal permits. 9. Limited exemption for firewood removal on ten acres or less. Removal of up to four (4) trees annually for personal use as firewood, not resale, from any residentially zoned parcel of land up to ten acres; provided the property owner does not remove trees below the minimum 20 tree threshold for tree preservation as required in CMC 18.45.0860. he City of Covington continues to partner with King County for animal control and pet license services. For additional convenience, you can now purchase (or renew) a King County pet license at Covington City Hall, in addition to purchasing them online or by mail.
