iver 1st Class Frederick “Blake” Robinson is working his way through the Sailor of the Year competitions much the same way he would any dive mission – focus, train and perform at a very high level.

After recently being selected as Naval Undersea Warfare Center Keyport’s Sailor of the Year, Robinson went on to compete for the Naval Sea Systems Command

SOY honor and spent the first week of March in Washington D. C. with eight of “the best of the best of the biggest command in the Navy” while touring, meeting with high-ranking military officials and being interviewed by a panel of Master Chiefs.

In what could be a first for the U.S. Navy, more than 450 Puget Sound Naval Shipyard workers have gone to sea with the USS George Washington (CVN73) and its crew in an effort to stay on schedule with maintenance and “major repair work� while responding to the unfolding nuclear disaster following the massive earthquake and tsunami last month. “I am extremely proud of the joint PSNS & IMF and Norfolk Naval Ship Yard team that got GW underway in the middle of the SRA, in a very short time,� said Capt. Mark Whitney, PSNS commander in a recent posting to the yard’s website. “It is truly amazing what this work force can accomplish under this stress and adversity. I am very grateful for our partnership with the officers and crew of USS George Washington.�

The George Washington left the Yokosuka Naval Base, 177 miles south of the damaged nuclear reactors at Fukushima I Nuclear Power Plant in northeast Japan, sometime in the night of March 20 and was keeping to local Japanese waters, according to Whitney.

Taking the entire maintenance team to sea was a precautionary one for PSNS. USS George Washington XO Capt.

Kenneth Reynard said bringing the PSNS workers with them to sea was crucial to the mission. “As conditions at the Fukushima Dai-ichi plant deteriorated, it was crucial that we brought the skilled workers along with us to sea,� said Reynard, The move to seagoing maintenance has pushed both the George Washington’s crew and PSNS workers to set new standards on what can be done.

While the PSNS mission continues, Whitney has been reminding workers and dependents to keep security in mind while communicating with loved ones back home. Bangor trespassers sentences vary for 2009 incursion and nuclear protest at SWFP Plowshares Five get three to 15 months for conspiracy and trespassing

U.S. District Court Judge Benjamin Settle in Tacoma Monday sentenced five anti-nuclear activists to prison for their Nov. 2, 2009 protest staged well inside the Naval Base Kitsap Bangor at the Strategic Weapons Facility Pacific.

Rev. Bill Bichsel, an 82-year-old Catholic priest from Tacoma; Lynne Greenwald, a 61-yearold social worker from Tacoma; Susan Crane, 66, of Baltimore, Md; sister Anne Montgomery, 84, of N.Y., and Rev. Stephen Kelly, 61, of Oakland Calif., all faced a maximum of 10 years in federal prison for the conspired act of cutting through several fences and walking miles into the secure base before spreading sunflower seeds and praying near the weapons storage facility.

The Associated Press reported that Bichsel was sentenced to three months, Greenwald to six-months, and Montgomery was sentenced to two months in prison. Kelly and Crain both received 15-month sentences, as a result of past convictions for actions destroying government property.

sentencing. Several news outlets reported that only Kelly was initially ordered sent directly to prison, but when his codefendants said they might not report for incarceration, Settle sent them all directly to lock up.

Disarm Now Plowshares staged a Saturday rally outside Bangor’s main gate on Trident Ave., which was attended by an estimated 80 people who sang folk songs and read inspirational quotes and sayings from some of history’s great pacifists. As base security watched over her and others bound for sentencing, Greenwald said she knew in 2009 that she could go to prison for her actions and suspected that she and the others would indeed get caught on the base while praying that the nuclear weapons stored there would never be used.

Greenwald said she did not hold the Navy or its personnel responsible for her penalties, but instead spoke of the president and Congress who say one thing, yet do another when it comes to nuclear weapons.

Speaking only for herself and her need to protest America’s nuclear arsenal, Greenwald said, “I’m compelled to do it. I can’t not do it.�

During the sentencing hearing Settle said none of the five being sentenced showed any sign of remorse for their actions.

LOCAL NAVY IN BRIEF Navy partnership transfer 200,000 smolts for tribal fisheries

KEYPORT (NNS) – Naval Undersea Warfare Center Keyport, participated in a fish transfer, coordinated by the Suquamish Tribe March 14-15.

Located on Naval Base Kitsap Keyport, NUWC Keyport’s pier served as the location for the transfer of thousands of young salmon from a nearby hatchery to the ocean. “We are thrilled to once again partner with the Suquamish Tribe on this important fish transfer that we hope will continue to be an annual event,� said Capt. Stephen Iwanowicz,

NUWC Keyport commanding officer. “This is a great example that illustrates the Navy’s commitment to being not only good environmental stewards but importantly to continue to strengthen relationships with our Native American neighbors.�

The smolts were transferred from the hatchery to Keyport using fish transfer trucks from the Washington State Department of Fish and Wildlife.

At Keyport, approximately 196,000 smolts were loaded onto a tribal barge, which took the fish out to a net pen that is slightly smaller than an Olympicsized swimming pool.

The fish will spend nearly three months in the pen

acclimating to the salt water environment and imprinting on the area prior to being released.

The fish were bred at the state’s Minter Creek Hatchery and were transferred in January to the Suquamish Tribe’s and City of Bremerton’s Gorst Hatchery, about 20 miles south of NUWC, Keyport.

Once they reach the one and a half year-old smolt stage of their life cycle, the coho are ready to transition from living in freshwater to saltwater before heading out to sea. “The relationship between the tribes and the Navy is a long-term relationship,� said Shaari Unger, Department of Defense (DoD) civilian and operations environmental

coordinator. “This is easy; it’s good, if something bad should happen or if we all need to communicate at another time we know each other because we work together on positive things, it’s a good way to keep communication open.�

The Suquamish Tribe restarted its salmon net pen operation last year after a seven-year hiatus.

Net pen operations like this are common throughout Puget Sound and are often successful in contributing to Washington fisheries.

Bremerton Mayor Patty Lent and tribal elder Mary Ann Youngblood also accompanied tribal members aboard the 52-foot barge for the outings.

Trident subs home following success at sea BANGOR (NNS) – Trident ballistic-missile submarine USS Henry M. Jackson (SSBN 730) (Blue Crew) returned to its homeport of Naval Base Kitsap-Bangor, Feb. 27, following a 60-day strategic deterrent patrol.

Following an 85-day strategic deterrent patrol, Trident ballistic-missile submarine USS Louisiana (SSBN 743) (Gold Crew) returned home to Bangor, Feb. 25. “The patrol was fantastic,� said Cmdr. Matt Terwilliger, Henry M. Jackson (Blue Crew) commanding officer. “We executed our primary mission, conducted an intense, short-notice exercise and had two successful examinations. “Through it all, the ‘Defenders of Freedom’ successfully executed everything we were tasked to complete, and I am very proud of the officers and crew.�

NATIONAL NAVY IN BRIEF Navy thwarts pirate attempt on Philippine-flagged merchant ship ARABIAN SEA (NNS) – U.S. Naval forces disrupted a pirate attack on M/V Falcon Trader II, a Philippine-flagged merchant vessel, after it reported it had been attacked by pirates March 24.

All 20 Filipino crew members of the Falcon Trader II are safe and in control of the vessel.

At approximately 10:30 a.m. (local), aircraft carrier USS Enterprise (CVN 65) and guided missile cruiser USS Leyte Gulf (CG 55), conducting operations supporting Operation Enduring Freedom, responded to a distress call from the M/V Falcon Trader II reporting that suspected pirates in a small skiff were attempting to board the vessel.

In a second report from the crew of Falcon Trader II, they stated there were pirates aboard and that all

20 crew members were safe and had locked themselves into a safe room, also known as a ‘citadel’. The citadel is a secure room with food, water, communication and control over the vessel’s steering and propulsion.

A SH-60F helicopter assigned to the “Dragonslayers” of Helicopter Anti-Submarine Squadron 11 from the Enterprise and a SH-60B helicopter assigned to the “Vipers” of Helicopter Anti-Submarine Squadron Light 48 from the Leyte Gulf were sent to investigate the situation.

Once on the scene, the HS-11 helicopter fired warning shots to dissuade the pirates from continuing their attack. Following this, two pirates were witnessed jumping off the bow of the M/V Falcon Trader II and the pirates’ skiff fled the area, pursued by HS-11’s helicopter.

As the pirate’s skiff was attempting to rendezvous with a larger vessel suspected to be acting as a ‘mother ship’, the pirates

shot at the helicopter with small arms. The helicopter and its crew were not harmed and returned to continue conducting reconnaissance of the scene.

“We could definitely see the muzzle flashes from their AK-47s, but we weren’t hit,” said Lt. Joshua A. Overn, a pilot aboard the helicopter.

“The anti-piracy training we had received kicked in, and everyone conducted themselves with poise and professionalism.”

With no confirmation that all the pirates had left the vessel, a Leyte Gulf crewmember fluent in the Filipino language, Tagalog, remained in contact with the Falcon Trader’s crew in the citadel and monitored the vessel overnight.

The following morning, after observing no suspicious activity, Leyte Gulf ’s visit, board, search and seizure team boarded and secured the vessel.

Confirming no pirates remained aboard, they notified the crew that it was safe to come out of the

citadel.

“It says a great deal about the inherent flexibility and capability of the Enterprise Strike Group that we were able to conduct counter-piracy operations while simultaneously flying Operation Enduring Freedom missions and coordinating air defense of the region,” said Capt.

Eugene Black, commanding officer of Leyte Gulf.

U.S. forces continue to monitor the suspected pirate mother ship. Pirates are known to keep hostages onboard mother ships to prevent counter-piracy forces from acting directly against them.

“This is a great example of the teamwork inherent in a Carrier Strike Group,” said Rear Adm. Terry Kraft, commander of Enterprise Strike Group.

“We were lucky to be on scene when the attack occurred, and everyone did their jobs well.”

Piracy is a significant problem in the Arabian Sea and Gulf of Aden, endangering ships and mariners throughout the region.

In the 1970s, a draft EIS called for three explosives wharfs to eventually be built at Bangor. A subsequent 2009 plan determined only two wharfs were needed to support the submarines’ missile delivery mission.

The draft EIS, released earlier this month, says the Navy has no plans to increase or decrease the number of Trident subs ported at Bangor, but that the existing explosives wharf will not support the program into to the future as maintenance needs

require about 400 days per year of wharf use. The current explosives wharf maintenance needs leave the Trident program short by 200 days of wharf time each year.

The primary increase in wharf time stems from increased handling and maintenance requirements of the Trident II Life Extension Program that increases the life of the D5 missile though 2042.

The Navy’s preferred choice of five alternatives is a combined trestle with a large-pile wharf set 600 feet off shore in 60 to 100 feet of water. Heavy duty cranes, power utility booms, lighting towers and additional floating work platforms are included.

The Navy expects short-term environmental impacts from construction include noise, turbidity and air pollution.

Long term impacts include loss and shading of marine habitat including eelgrass, macroalgae and the benthic community, and interference with the migration of some species of salmon that are protected under the Endangered Species Act. No marine mammals are expected to be injured, but several, including sea lions, harbor seals, porpoises and killer whales would face “behavioral harassment.”

In recent years the “Prisoners In The Far East Memorial Museum Foundation” shared a mutual goal of locating a space in downtown Bremerton to present the history of the Death March and the World War II battles by Filipinos and Americans defending the Philippines, the guerrilla war during the Japanese occupation and the liberation by American military and Filipino guerrilla forces.

The death march claimed the lives of 500-800 American and 7,000-10,000 Filipinos. Some 50,000 Filipinos died in six months in Camp O’Donnell.

Organizers hope to build participation in this ceremony to insure that the history of the Filipinos and Americans fighting their common enemy is never forgotten. Leaders of civic, veteran, church, youth, schools and other groups are asked to mention this event to their members.

Changing command: Stennis enters next stage of global service and diplomacy

BREMERTON – With a sharp salute, a handshake and six words, Capt. Joseph Kuzmick transferred command of 100,000 tons of U.S. Navy might and the 5,000 sailors manning the John C Stennis (CVN 74) to incoming Capt. Ronald Reis.

The March 18, change of command took place in a hangar bay aboard the Stennis.

With his well-known and punchy humor Kuzmick said of his time at the helm of one of the finest ships in the fleet, “I’m just not ready to give this up. So, Ron, you can fight me for it and we’ll see how it goes.�

The former A-6E pilot flew in Operation Desert Storm and Operation El Dorado Canyon before working in various Naval training departments and stations. Kuzmick accumulated more than 4,000 flight hours and more than 780 carrier landings in his career to date. He previously served as Executive Officer of the Stennis and commanded the USS Mt. Whitney (LCC 20) before returning to take over the Stennis in September 2008.

Kuzmick saw the Nimitz Class carrier through 29,000 nautical miles and 14,000 sorties at sea while conducting constant air operations across the globe. “It’s been fun to do flight operations around the world,� Kuzmick reported to his crew, family and gathered dignitaries.

Kuzmick defined his crew’s success by the nearly constant schedule of deployment, work ups, inspections and yard time under an “absolutely relentless� national demand for aircraft carriers to service two hot wars and various demonstrations of power

on oceans and seas around the world. “This crew stands ready to continue the successful tradition,� Kuzmick said.

Many gathered for the ceremony, held in an interior aircraft hangar bay aboard the Stennis stationed in the Puget Sound Naval Shipyard, have been connected to Kuzmick for decades. Also at the ceremony was Captain Douglas Roulstone, the second commander of the Stennis who led the carrier from 1997 to 1999.

Introducing Kuzmick following music from the Navy Band Northwest and the Stennis Color Guard, Rear Admiral Thomas Cropper gave an example of Kuzmick’s leadership in action during a February Navy celebration, held in San Diego, to mark 100 years of naval aviation – landing planes on boats. “On Thursday afternoon Joe Kuzmick sails his ship to North Island. On Saturday Morning he hosts thousands of visitors on board. That afternoon he has an air show overhead of his ship.� Cropper said. “Two hundred airplanes, culminated by airwing showdown overhead.�

Relieving Kuzmick, Reis becomes the Stennis’ eighth commanding officer since its commissioning in late 1995.

Over the course of his career, Reis flew with Electronic Warfare Squadron (VAQ) 132 as well as VAQ 134 and VAQ 137 from the decks of USS Kitty Hawk (CVN 63), USS John Kennedy (CVN 67) and the USS George Washington (CVN 73). Reis also led VAQ 132 through a 2004 combat deployment during Operation Iraqi Freedom.

A graduate of the Navy Nuclear Power School and the Air Command and

Staff College, Reis served as the Executive Officer of the USS Harry Truman (CVN 75) before taking a recent command aboard the USS Nassau (LHA 4). “He is going to take the good things already done with this ship and make them better,� Cropper said of Reis’ new command.

Within days of taking command, Reis had the Stennis underway transiting to California for pilot qualification.

Thanking Kuzmick for leaving behind a highly trained and capable crew, Reis paid tribute to a ship “rich in naval tradition.�

The Stennis is a combat-proven $8 billion national asset, he said. Acknowledging the strategic command before him, Reis said the sole purpose of the Stennis was to uphold the American way of life, if need be, “in a very violent and lethal way.� Along with the rest of the Nimitz-Class super carriers the Stennis is often the first diplomatic or military response worldwide, he said. “Today I join a ship that is squarely between the buoys sailing true and proud headed for open ocean,� Reis said.

Officials extend deadline for ‘stop loss’ retro pay DOD offering up to $500 for each additional month held in service WASHINGTON – The deadline for eligible service members, veterans and their beneficiaries to apply for special retroactive pay as compensation for involuntary extensions of their military service contracts has been extended to April 8, Defense Department officials announced March 21, 2011.

The deadline extension is included in the continuing resolution President Barack Obama signed March 18 that provided funding for government operations through April 8.

The Retroactive Stop Loss Special Pay was established to compensate for the hardships military members encountered when their service was involuntarily extended under Stop Loss authority

How to apply To apply for Stop Loss pay or for more information, including submission requirements and servicespecific links, go to http://www. defense.gov/stoploss. between Sept. 11, 2001, and Sept. 30, 2009.

Eligible members or their beneficiaries may submit a claim to their respective military services to receive the benefit of $500 for each full or partial month served in a Stop Loss status.

When the special pay program began on Oct. 21, 2009, the services estimated 145,000 service members, veterans and beneficiaries were eligible for this benefit.

Because the majority of those eligible had separated from the military, the services have engaged in extensive and persistent outreach efforts to reach them and remind them to apply, officials said.

Outreach efforts – such as using direct mail, social networks and media outlets and engaging military and veteran service organizations – will continue through April 8, officials added.

CELEBRITY SAILOR TONY CURTIS Screen legend Tony Curtis was known as Bernard Schwartz at the time he enlisted in the Navy during World War II. After inital training at Naval Station Great Lakes and Submariners school in Groton Conn, Curtis, a Bronx native, served on USS Proteus (AS-19), a Fulton-class sub tender.

Curtis is said to have watched, through binoculars from the bridge of the Proteus, the formal surrender of the Japanese aboard the battleship Missouri (BB63) in Tokyo Bay. Curtis died in Nevada on Sept. 29, 2010.

Naval Operational Support Center (NOSC) Las Vegas provided the Navy honor guard and flag detail to fold and pass the national ensign on to Curtis’s family. Local U.S. Air Force provided a firing detail to render honors.

“It was an honor for us to pay tribute to Mr. Curtis’s naval service and to be here today to perform this ceremony for his family,” said Chief Personnelman Brian Raimann, NOSC Las Vegas senior enlisted leader.

The Oscar-nominated star served as part of the submarine force in the Navy from September 1943 to December 1945 and

was discharged after serving in the Pacific Theatre during World War II as a Signalman 3rd class.

He starred in and was featured in many movies about military service, including “Operation Petticoat,” a comedy about a World War II submarine that was painted pink and had Army nurses among its crew.

Hanks is now expected to return to the Sea, this time as a captive of Somali pirates in an upcoming film adaptation of “A Captain’s Duty: Somali pirates, Navy Seals and dangerous days at sea,” written by Richard Phillips, captain of the cargo ship Maersk Alabama, according to Deadline Hollywood.

Hanks is slotted to play Phillips, made famous in 2009 after he offered himself up as hostage to save his crew when Somali pirates hijacked the 17,000 ton container ship he captained through the Indian Ocean. The film details multiple days spent in a life boat with his captors before Navy SEALS rescued him by killing three of four pirates with miracle sniper shots from a SEAL stationed at the fantail of the USS Bainbridge (DDG-96).

Officials at Keyport this week announced that Robinson has advanced again to compete for Vice Chief of Naval Operations’ Shore Sailor of the Year later this spring. One perk from winning the next level is a promotion to Master Chief.

Robinson said he suspects the tours and meetings with higher-ups and dignitaries in D.C. were as much a part of competition as his growing dive resume and the Master Chief board interviews.

Performing well before the Master Chiefs required the same confidence and skill as working a Navy dive, Robinson said. You have to want to be a Navy diver and you have to want to go before the boards, he said.

A native of St. Petersburg, Fla., Robinson has been stationed at NUWC Keyport’s Dive Locker for three of his 13 years in the Navy. He is an integral part of Keyport’s Diving Division and serves as 3M Coordinator and Leading Petty Officer, leading 11 enlisted personnel at the Locker.

Robinson joined the Navy for the same reason as many have over the centuries, to get away from his home town.

His initial rating as a submariner was little more than a job to him, and Robinson’s life at that time was go to work, get done and go surf. It was at Navy dive school that Robinson set his career on course to become a dive leader and and find his calling in life.

Robinson said one of his strengths rests with the resume he’s built during his 13-year career. He’s earned a Bachelor’s of Science Degree in Occupational Safety from Columbia Southern University where he graduated Magna Cum Laude with a 3.84 grade point average. Navy commands ask a lot of individual personnel like Robinson and they’ve come to expect only the most affirmative response. “As NAVSEA continues to build, deliver and maintain the world’s most

cutting-edge and highlycapable ships, we look to dedicated individuals like (ND/SS Robinson) to get things done,� said NAVSEA Commander Vice Adm. Kevin McCoy. Careful to give credit where it’s due, Robinson said he wouldn’t be in the competition without the support from his chain of command who saw his talent and recommended he join the competition. “I’m the one benefiting,� he said.

Aside from training hours each day for the next level of formal competition and boards, Robinson has signed up for an interesting and challenging dive assignment in Alaska and one big job for the U. S. Army Corps of Engineers – remove a 96,000-ton crane from the bottom of an Oklahoma lake. “There is a bet we can’t do it,� Robinson said. “It’s going to be awesome.�

WASHINGTON – A pair of United States Navy warships will be retrofitted with LED lighting in order to enhance their energy efficiency levels, the Navy announced last week.

According to the Navy estimates, electrical energy costs out at sea tend to be around double those facing commercial operators on dry land, often coming to around 55 cents per kilowatt hour, Reuters has reported.

Defense chiefs are turning to the benefits of energy-efficient technology, with this latest move towards installing LED lighting on two destroyers expected to allow for energy consumption reductions of 80 percent of present levels.

Furthermore, the news agency has reported, the new LED lights, which will boast white, yellow, blue and red bulbs, will also be highly vibration-resistant, making them ideal for life on the high seas.

Giving help, hope to indigent veterans Kitsap’s Veterans Advisory Board is a local safety net

hen Fred Sheffler was touring the McNeil Island Corrections Center during a business trip 12 years ago, an inmate asked to speak with him.

Sheffler didn’t recognize him at the time, but after talking, he realized they’d served in the Army together in Vietnam.

Then the inmate told him something he’d never forget.

“He said, ‘Sir, if I had a job when I came back, I don’t think I’d be here,’” Sheffler said.

That moment was a turning point in Sheffler’s life that compelled him to join veteran service organizations such as the American Legion. Now, he chairs the Kitsap County Veterans Advisory Board, a county committee that advises the Board of Commissioners on issues related to homeless and low-income veterans and the use of the county Veterans Assistance Fund.

“You have a civilian society that doesn’t have any clue as to what they’ve gone through,” Sheffler said.

The past few years have seen an increase in assistance given to Kitsap veterans to meet rising demand. The number of veterans receiving help with rent, bills and other services has increased from 160 in 2004 to 370 in 2010.

But Sheffler says the advisory board and the assistance fund have limits on how much they can help indigent veterans.

And if the fund’s income doesn’t increase in 2012, it may have to reduce the assistance it can offer.

Because homeless veteran counts are self-reported, there is no way of knowing exactly how many veterans in the county

need assistance. Leif Bentsen, human services planner for the Kitsap County Veterans Assistance Program, said that out of approximately 1,500 homeless people in Kitsap County, about 87 of them are veterans.

Coupled with the number of lowincome veterans struggling to pay living expenses in a down economy, demand for the assistance fund’s services is expected to rise.

The Veterans Assistance Fund started in 1888 by the territorial government created has been around since 1888, with the money allocated by service groups such as the American Legion and Veterans of

Foreign Wars.

In 2006, the current Veterans Advisory Board was established to advise county commissioners on veterans’ issues and uses of the money. The fund is paid for by property taxes – one and one-eighth cents of every $1,000 of assessed value goes to the fund.

The fund has helped pay for programs benefiting homeless and low-income veterans, such as the Stand Down events at the Kitsap County Fairgrounds that provide dental care, hair cuts and social services information to attendees.

The money has also helped veterans attend the Washington Community Alliance for Self-Help program, which trains people to own and manage their own businesses.

Most of its budget, however, goes to Kitsap Community Resources, which contracts with the county to provide individual case management to veterans seeking financial assistance with living expenses.

People making less than $2,100 per month can qualify for such help, said Gary Hughes, the family development specialist at Kitsap Community Resources who evaluates incoming veterans.

And regardless of whether people qualify for veterans assistance, Hughes refers them to additional programs they may be eligible for, such as Kitsap Community Resources’ energy program or American Financial Solutions for mortgage help.

In addition to the $332,700 in help veterans received from the Veterans Assistance Fund, they may also be eligible for other social programs, Bentsen said.

Nimitz crew, families perk up rental market Home, apartment vacancies are down

When Senior Chief Yolanda Adams was assigned to the USS Nimitz from Norfolk, Va., she looked for housing throughout the Puget Sound area, including Seattle, Tacoma and Bainbridge Island.

But when she arrived in the area about three weeks ago, she spent a few nights in Bremerton and signed a lease for the first house she looked at on Lafayette Avenue in a matter of days.

“I like the Bremerton area,”

said Adams, a logistics specialist in the Navy. “I like the convenience of it, I like being able to walk to work if I want to. It’s really a nice little area.”

Originally from Texas, Adams knew nothing about Kitsap County. But she found a house with a view of the Puget Sound Naval Shipyard with about the same rent as what she paid in Virginia.

“I love this little neighborhood,” she said.

Though early reports are mixed on how the December arrival of the USS Nimitz has

Property managers say renting has been more popular than buying homes and the higher demand for rentals is shown through higher monthly rents and a reduced number of incentives being offered to draw renters in.

Association of Realtors, said the Nimitz — which brought 2,800 crew members to Bremerton Dec. 9 for a one-year stay — has stimulated both rental and homebuying activity in the county.

Now is a particularly good time to buy because of the decline of house prices in the past several years, Eliason said.

Whereas sailors would have largely been priced out of the market three years ago, they can now afford their own homes. The median home price in Kitsap County in January was $224,000,

Homebuying in Kitsap County increased from 187 closed sales in November to 239 sales in December. However, the December figure is still down from spring and summer numbers – 2010’s peak was 285 homes sold in June. Because home sales were about the same in December 2010 versus December 2009, when 245 houses were sold, it is difficult to guess how many of the recent home sales could be attributed to Nimitz families, Eliason said.

Rich Jacobson, a real estate broker for Windermere in Silverdale, said he’s not so sure homebuying is a popular choice these days, especially for sailors and officers who will only spend a year here before the Nimitz moves to Everett. Because of the down housing market, any buyers would have a tough time selling the home when it comes time for them to move and probably would rather not make the gamble.

The pack had spectacular success around Formosa. Guardfish sank the Mantai Maru, the Hizan Maru and the Jinsan Maru, with a combined tonnage of 14,000 tons.

A harrowing day came July 19, when Guardfish sank the 5,800-ton Teiryu Maru, but barely escaped the attacks of its escort vessels. Returning to Midway for refit July 31, 1944, the boat was awarded a second Presidential Unit Citation for its eighth patrol.

On Aug. 23, 1944, the boat put to sea with “Wolfpack 23� with the Thresher and Sunfish. The boats had a 40-minute surface battle with a group of sampans on Sept. 2. The sub sank the 870-ton Miyakawa Maru on the Sea of Japan and then returned to Pearl Harbor.

Guardfish departed Pearl Nov. 26 for her 10th war patrol in a wolfpack in the South China Sea, but recording no sinkings. Misfortune struck in the darkness of Jan. 24, when the boat mistook the

American salvage ship Extractor and torpedoed it. Guardfish rescued all but six members of the 79-man crew.

On Guardfish’s 11th patrol in the Sea of Japan, she rescued two downed aviators. Guardfish departed Midway May 8, 1945, for her 12th and final patrol.

She was assigned lifeguard duty for air attacks against Japan and only sank a small trawler June 16 with surface fire.

Back at Hawaii in June 1945, she trained surface ships in the new ASW techniques. She then sailed through the Panama Canal, arriving at New London on Nov. 6. She was decommissioned May 25, 1946. She was eventually struck from the Navy List on June 1, 1960.

So often the hunter, Guardfish became the hunted on Oct. 11, 1961, when sunk off New London by the USS Dogfish and USS Blenny, which were testing torpedoes. Guardfish earned 11 battle stars for World War II service.

Navy announces Young Investigator Research awards WASHINGTON (NNS) – The Department of the Navy announced the award of $10.8 million to scientists and engineers at 18 academic institutions as part of the Office of Naval Research 2011 Young Investigator Program, March 30. “The Young Investigator program is an important part of the Department of the Navy’s science, technology, engineering and mathematics (STEM) outreach programs,� said Secretary of the Navy Ray Mabus. “To our benefit, it attracts outstanding new faculty researchers to naval-relevant research.

The program also plays a major role in the Navy’s outreach efforts by supporting diverse faculty at a critical point in their careers.�

The YIP award identifies and supports academic scientists and engineers who have obtained their doctorate, or equivalent degrees, and tenure-track positions within the past five years.

Winners maintain the commitment of their educational institution to nurture and grow their professional development.

The Navy selected 21 proposals from more than 270 applications received last year.

This award modifies a contract issued in September 2010 by the Naval Sea Systems Command.That contract was valued at $11.5 million, with a total potential value of $29.5 million if all options are exercised.

Under these contracts, the MK82 directors and MK200 director controllers will be installed aboard ships built under the restart of the DDG 51 shipbuilding program. “For more than 20 years of DDG 51-class production, General Dynamics Armament and Technical Products has produced and supported MK82 directors and the MK200 director controllers, so these critical components remain effective and affordable elements of the Aegis weapon system,� said Russ Klein, the company’s vice president and general manager of weapon systems.

Program management, assembly and testing of directors and director controllers will be performed at General Dynamics’ facilities in Vermont, which have approximately 430 employees.The delivery of all illuminator components will be completed by July 2013.

When the ground started shaking that day, dependent Melvin Stewart was two weeks in country living out of six suitcases in temporary housing at Naval Air Station Atsugi with his Navy wife and their two young children.

By March 23, the Navy family had landed at Seattle Tacoma International Airport towing the children and two suitcases.

The Stewarts joined the voluntary evacuation of U.S. military dependents from the main island of Japan following concerns about radiation leaking from several nuclear reactors damaged during the quake.

“We didn’t want to risk anything with health for the children,” Melvin Stewart said, during a brief wait while Department of Defense personnel arranged flights for the family to Virginia and a night resting in a area hotel.

Weeks after the disaster started, radiation concerns continued to grow as inspections revealed that radiation at above backgrounds levels was found in raw milk, tap water, seawater and 11 varieties of vegetables in affected and surrounding areas.

The Stewarts’ decision to leave Japan came from abundant caution rather than outright fear of the radiation leaking from the Fukushima nuclear power plant 187 miles to the north.

Beyond the radiation concerns, the hundreds of aftershocks that followed rattled the Stewarts’ nerves.

“There were lots of aftershocks,” Melissa Stewart said.

DOD approval for voluntary exits The Secretary of Defense approved voluntary departures six days after the triple disaster wasted Japanese infrastructure and as concern for the radiation leaking power plants at Fukushima grew.

Once approved, U. S. Army North was tasked with the mission and had just 12 hours to prepare for the first families to begin arriving at Sea-Tac on March 19. Hundreds, if not thousands, are expected through other ports around the country such as California’s Travis

Bloomberg this week reported that DOD expects to spend between $50 million and $175 million on Pacific Passage and that total voluntary departures could grow to 21,000 dependents.

According to the DOD, the decision to evacuate was made in coordination with the State Department “out of an abundance of caution in light of potential dangers posed by the aftermath of the earthquake and tsunamis, including the ongoing nuclear emergency at Fukushima.” The evacuation option remains in effect for a minimum of 30 days or until the order is revoked.

Navy Region Northwest Spokesperson J. Overton said no U. S. military bases or housing areas were destroyed during the 9.0 temblor or in the tsunami that followed. Overton said the evacuation remains a voluntary one for families.

By the middle of last week, nine flights safely delivered 1,500 dependents, some service members and 50 pets to SeaTac. March 25 was the last

day for families to apply for voluntary departure from Japan, according MC2 John Smolinski, Commander Fleet Activities Yokosuka Public Affairs.

The day before deadline saw the largest numbers of family members leave Japan, he said.

“We’ve gone into 24-hour service mode, setting up a three-section rotation, so that we may accept requests for government-funded travel around the clock,” said Lt. Cmdr.

Jed Espiritu, PSD Yokosuka officer-in-charge. “The commercial travel office here has also put in long hours, coming in on weekends all without a single complaint, something

monumentally important in this operation.”

While concerns about radiation drove many to leave, there was little talk of radiation by the time families reached Sea-Tac. U.S. Customs and Border Patrol has the lead in detecting or determining radiation concerns or screening of dependents, according to the DOD. “If it is being done, it’s being done for everyone coming from overseas,” Overton said.

ready along with a mixture of military and civilian personnel for the first flight of the day.

Some families were traveling on orders and some left too fast to arrange them. Some left without medications, without traveling clothes or money.

Fellow service members and volunteers met families at the baggage carrousel.

U.S.O. and Red Cross volunteers scurried to place snacks, sundries and diapers within easy reach of flight-tired families as the Navy’s Transient Personnel Unit worked to arrange the next stage of their travels and Army finance specialists booked and paid for continuing flights.

“In addition NBK Chaplains are on scene for counseling and spiritual services, as well as ombudsmen from commands throughout NBK who are there to help with childcare,” Master Chief Delbert Davis said. “There

are numerous sailor volunteers who are helping with luggage, getting families to their hotels, providing directions inside the airport and in general lending a hand wherever it is needed.”

As dependents arrived, Navy Northwest Command Master Chief Dave Bisson carried baggage and strollers while directing families from four branches of service to the collection point on the mezzanine level of the airport.

Retired Navy engineer “Mac” McCormick and his wife Dorthy cleared their schedules as soon as they heard of the large welcoming operation. Both are members of the Bremerton Navy-Marine Corps Relief Society, and said the decision to help was simple.

“They are our family,” McCormick said.

Though reports say most dependents leaving Japan are well situated with money and clothes, some were less fortunate. Mary Kay Gombos, director of the Bremerton NMCRS, said one dependent arrived in Sea-Tac with $12 in her pocket and looking to feed her three children before catching the next flight of travel home.

Gombos said regardless of individual dependents’ situations they’ve all held their heads high through the chaos following the disasters in Japan.

“I am amazed at everyone’s demeanor when they come through,” Gombos said.

Naval spouse Allison Kaynneyer said the evacuation process in Japan was “somewhat complicated” at first, but got easier as the mission progressed.

With the health of her two young sons a concern, she was placed priority status.

“Each day the process gets more efficient,” Overton said.

VETERANS | FROM PAGE 13 What makes veterans especially vulnerable to joblessness, homelessness or other struggles, Sheffler said, is that society does not understand the experiences they face in combat and veterans have trouble assimilating into the civilian world when they come home. “The reality is they’ve got to come to grips with a lot of things our society hasn’t prepared them for,� he said. “They cannot reintegrate into society.

They’ve gone through experiences that do not make them candidates for going back into normal life.�

Not a quick fix The Veterans Assistance Fund isn’t necessarily a quick fix for veterans looking to escape a financial bind, but rather a last

Real estate agents and property managers say renting is a more common route for those in the military. Property managers report an uptick in rentals in Kitsap, saying vacancy rates in their properties have decreased and that

resort, Sheffler said. “It’s a stop gap. It’s not a solution,� he said, adding that people who seek help from the fund have typically reached “rock bottom� in their personal lives.

Though he feels the fund and Kitsap Community Resources help give veterans a step up, Sheffler wishes there was more they could do, such as help provide work opportunities or job training.

But, due to legal restrictions on how the money is spent, only so much can be done.

State law only allows the Veterans Assistance Fund to help indigent veterans, making it difficult for the money to go to related groups that serve veterans as well as other disadvantaged populations.

That restriction frustrates Dennis Olds, who has appealed to the Veterans Advisory Board for money for the Veterans Bunkhouse, which houses homeless veterans, that he opened in Bremerton

Though Kitsap Community Resources provided $1,200 of rent for two residents to move into the Bunkhouse last week, the advisory board is still considering whether the Bunkhouse, as a non-profit organization and not an individual veteran, could qualify for assistance.

Olds, who lives on disability money, has paid $11,000 of the Veterans Bunkhouse’s expenses out-of-pocket and worries about the long-term existence of the shelter program. “The people are still out there living on the street because I’ve got no way to pay the people I’ve got to pay,� Olds said of his struggle to pay the Bunkhouse’s bills.

Assistance may also be reduced, depending on next year’s budget. Though the assistance fund’s 2012 budget is not yet finalized, Bentsen foresees reducing the amount of assistance the fund can use

now. “I have a waiting list and I don’t have those very often,� he said.

Loren Johnson, broker of Reid Property Management, said Reid’s vacancy rate for residential properties has decreased from 9.5 percent to 8 percent after the Nimitz’s arrival. That growth in rental activity is typical whenever a large Navy ship ports in Kitsap, he said. “Every time one of the larger ships come in, it does have some impact, and when they leave it has an impact,� Johnson said.

The number of Stand Down events have already been reduced this year.

While $330,000 is budgeted for assistance through Kitsap Community Resources this year, that money is projected to drop to $265,000 in 2012, according to a February report on the Veterans Assistance Fund. “If we can’t meet the demand, there’s going to be a detriment,� Bentsen said.

Though Sheffler acknowledged the positive contributions of the Veterans Assistance Fund, he wishes such services weren’t needed at all. “My greatest disappointment is to see someone come in because we’re their last hope,� he said. “I’m proud that we can do it, but there’s got to be more out in front of this.�

Regardless of why renting is up, Johnson and Duenas do say that business is better now than it has been in years “Our vacancy rates are lower than they have been in a long time,� Johnson said, adding Peninsula Property Management’s vacancy rate has dropped from 15 to 20 percent a few months ago to 8 to 10 percent.

Mayor Patty Lent said she hopes the Nimitz crew members will stay in Kitsap County even after the ship moves to Everett at the end of the year. “I think that our quality of life in Kitsap County is delightful,� she said.

Lt. Jason Scarborough, of the Nimitz, will be among those staying in the area after the ship transfers to Everett. By the time he arrived in Kitsap County in December, he was tired of dragging his wife and four kids across the country.

He was assigned to the Nimitz in November, when he moved from Maryland to San Diego, Calif., where the Nimitz was homeported at the time. Though the Nimitz will transfer to Everett at the end of the year, Scarborough said that’s enough moving, for now. And because he likes the house he rented in a family-oriented Port Orchard neighborhood, he hopes his children can stay put for awhile. “Because I had to move my family here in the middle of the school year, I really don’t want to have to move my kids again,�

Scarborough said. “The area seemed pretty nice, the neighborhood seemed really nice. I think everyone I’ve encountered has been super friendly.�

She set the course for Navy women Bremerton’s Darlene Iskra was the first to command a ship

BREMERTON — When Darlene Iskra joined the Navy in early 1979, she was looking for a steady job with benefits.

She received much more: a successful career that would see her become the first female commander of a Navy ship. “I knew I was the first (woman) and I felt a responsibility to show that equal opportunity works in the Navy,� said Iskra, who recently settled in Bremerton.

Iskra’s rise to command wasn’t easy.

She began her Navy career at Officer Candidate School in Rhode Island.

She went on to the Navy Diving and Salvage Training Center. There, she was only one of two females in the class of 15 students. “There were times I wanted to quit,� Iskra said.

Her one fellow female classmate kept her going, saying, “‘You aren’t quitting because I’m not staying here by myself.’�

Following diving training, Iskra enrolled in the Surface Warfare Officers School. There she learned about navigating and piloting a ship.

She was assigned to her first ship in December 1980, as the diving officer onboard the USS Hector, a Navy repair ship.

She attained the rank of lieutenant, then hit a roadblock.

At the time, the Navy allowed women to serve on non-combat ships. Due to the Navy’s hierarchical rankings, and Iskra’s standing, she had to go to an onshore command.

She wasn’t happy about it, and other women in her situation left the Navy. “In the mid-1980s, the Navy realized if they wanted to keep women, they needed to give women a viable career path,� Iskra

said. “They opened a whole new set of ships that they suddenly determined were non-combatants.�

Iskra pushed to get reassigned to a ship. She felt that staying on shore was causing her to fall behind her peers. “Once they opened the ships, I realized that some day I could become commander of one,� Iskra said. “But I had to actually be on a ship to do that.�

In command Iskra was back at sea in 1984. Six years later, she became the first female to command a Navy ship – USS Opportune, a rescue and salvage ship.

Iskra and the USS Opportune were deployed overseas during Desert Storm. “It was a responsibility I did not take lightly,�

Iskra said. “I thought a lot about how I would react if we were attacked.�

Iskra said her promotion to commander caused a lot of jealousy, especially from her superiors.

During her first evaluation as commander, she was ranked last in a squadron of five. Iskra was confused; no one else had been deployed to a war zone.

And her ship had passed all of its inspections.

Why the low ranking?

Iskra recalls her boss telling her, “You are a woman.

It won’t hurt you. You’ll have other opportunities.� “I was mad! But there was nothing I could do about it,� Iskra said. “You can’t impugn the motives of your superior. He gave me all A’s, so theoretically I didn’t have a negative evaluation. But being ranked fifth of five was negative. I should have been ranked first or second.�

Active retirement Iskra retired from the Navy in 2000 but continued to pave the way for women. In 2002, she

As an author Darlene Iskra has authored two books: “Women in the United States Armed Forces: Contemporary Military, Strategic and Security Issues� (Praeger Publishers, 2010) and “Breaking Through the Brass Ceiling� (VDM Publishing, 2008) worked for Sen. Maria Cantwell, D-Wash., as a congressional fellow. While there, Iskra learned about Martha McSally. McSally was an Air Force combat fighter pilot who had been stationed in Saudi Arabia during the Gulf War. In Saudi Arabia, women in the Air Force were required to wear an abaya – a traditional head-to-toe garment worn by Muslim women – when they went off base.

Not only were Air Force women told to wear the abaya, they were also instructed to abide by the local customs on how women should act in public.

Women weren’t allowed to drive and had to sit in the back seat. They had to walk behind the men.

McSally objected to the requirements, primarily because she considered herself a Christian woman and didn’t want to wear Muslim dress. “My take on it was more secular,� Iskra said. “It’s undermining her authority as an officer. Here she is supposed to be leading these men and she has to dress in the abaya and walk behind them?�

Iskra brought this issue to Cantwell’s attention. She and Sen. Bob Smith of New

Hampshire co-sponsored an amendment to the Defense Authorization Bill.

The amendment passed and forbade the Defense Department from requiring women to wearing the abaya. “Unfortunately, it only referred to Saudi Arabia,�

Iskra said. “Now women in Afghanistan are wearing head scarves ‌ They are toting guns, with men in full combat gear, helmet and all, but they’re wearing headscarves. Come on!

Talk about a force-protection issue.�

In her footsteps There have been many women commanders since Iskra. She’s tried to

keep track, but the Navy doesn’t keep the records.

In the 1990s, women were allowed to serve on combatant ships, which opened up even more advancement for women. And soon, females will be onboard submarines, a domain that has previously only allowed men.

By 2012, Bangor is scheduled to have one of the first submarines with females.

What does Iskra think about females on submarines? Iskra smiled and gave a big thumbs-up. “The Navy still has a long way to go with women and submarine issues,� Iskra said. “They are starting out just like

they did with women on ships ... they are starting on just one class of ships, which limits their career potential.�

Iskra said there is still a lot of resentment of women in general in the Navy. She cited a recent article in Proceedings magazine. The author of the article indicated that men were fired due to fraternizing with women aboard ships. The author said men should never have been fired for misconduct because it had nothing to do with their duties.

Iskra wrote a rebuttal. “Excuse me, but when you are commanding officer of a ship, you are supposed to be held to higher standards,� Iskra said.

Reflecting on her time in the Navy, Iskra said, “I knew I wasn’t one of the guys, but I wasn’t going to be one of those women who complained every time a man told an offcolor joke.�

It wasn’t the teasing or the bantering that bothered her. Instead, Iskra said it was the men who are really serious about hating women in their domain that bothered her.

Those people need to be screened out, she said. The Navy is coming down hard on anyone who indicates any “ism,â€? such as racism or sexism. “People will complain that we are losing the best people ‌ really? No, we aren’t.â€?
