Tariff trepidation SOME SMALL BUSINESSES ARE BEING FORTHRIGHT WITH THEIR CUSTOMERS: THE TRADE WAR IS ABOUT TO HIT HOME.

EVERETT — During the winter holidays, Judy Matheson usually looks forward to the crush of shoppers.

But this year, the owner of J. Matheson Gifts, Kitchen & Gourmet in downtown Everett is worried: How will customers react if she has to raise prices next year?

About half the items the store sells are made in the U.S. The rest are imported.

Small businesses are “among those most vulnerable to the negative impact of tariffs,” according to the National Retail Federation, a nonprofit trade group.

In July, the Trump administration imposed tariffs on $250 billion in goods made in China. Tariffs on $200 billion of those items were scheduled to jump from 10 percent to 25 percent on Jan. 1, but President Donald Trump postponed the increase for 90 days while the two countries conduct trade talks.

Tariffs are putting the squeeze on the state’s business community, and small businesses in particular.

Since new tariffs were imposed, Washington businesses have paid an extra $100 million in tariffs, according to Trade Partnership, a Washington, D.C., economic consulting firm.

Small businesses are much more likely to be negatively affected than larger, more diversified businesses, which typically have deeper pockets and more flexibility to change their product mix, said James McCafferty, co-director of the Center for Economic and Business Research at Western Washington University in Bellingham.

“I try hard to buy American,” Matheson said. “But some things you can’t find made in the U.S.”

She’s held prices down for the holidays — vital because 40 percent of the store’s annual sales are rung up from October to January.

When suppliers urged her to stock up ahead of the new tariffs, Matheson went on a buying spree.

Across the country, other vendors have done the same, the Retail Federation said.

“The threat of even higher tariffs in 2019 have created a mini-boom in imports,” said Ben Hackett, the founder of Hackett Associates, an international trade consultant.

But the strategy doesn’t work for everyone. Some firms simply don’t possess the capital or resources to stock up.

storage space. “We don’t have room to back-stock,” manager Ian Chivers said.

Tariffs on steel and aluminum, the stuff of bikes, have affected the whole industry, Chivers said.

“Most of what we deal with are complete bikes, so nearly all the components — the frame, wheels, tires — are affected,” he said.

With suppliers charging more, Gregg’s has had to charge more. If no agreement is reached next year, it could be facing another round of tariffs.

“If people ask about higher prices, we let them know what’s happening,” Chivers said.

positive,” said Matheson, who has been in business for 28 years.

“You will continue to see me,” customer Carolyn Allendoerfer wrote.

Melinda Bargreen wrote: “Of course you need to pass on higher wholesale prices to retail purchasers; that’s the rule for retailers who want to stay in business. And we REALLY want you to stay in business!”

Joel Perry, vice president of marketing at OceanGate, which builds and charters manned submersibles, including a sub that’s scheduled to explore the Titanic in the north Atlantic Ocean in the spring, said key components of the vessels the company

just built were fabricated in the U.S. “We do have plans to build other subs, but how they might be affected is unknown,” Perry said.

Matheson is trying to look on the bright side.

Sales at the downtown Everett store have picked up this year. Staff at the area’s new hotels regularly recommend the store to their guests, Matheson said.

Still, the tariff situation rankles. “I hope things get settled soon,” she said.

In response to U.S. tariffs, China placed tariffs on $110 billion of U.S. products. At the Port of Everett, imports and exports are

down 14 percent by value this year, said Lisa Lefeber, port spokeswoman. Most of the value drop is in exports, particularly timber products and logs.

Estimated China-destined exports last year from Snohomish County totaled $18.3 billion. Non-aerospace exports accounted for about $2.2 billion, including sales of animal products, various food products and advanced machinery and electrical equipment, according to the Economic Alliance Snohomish County.

Rising interest rates challenge buyers THIS ISN’T A POPULAR TIME OF YEAR, BUT IT MIGHT BE SMART TO GET PRE-QUALIFIED AND START LOOKING.

EVERETT — A month ago, Heather and Tyler Ferrel began shopping for a new home.

Their 1,600-square-foot Marysville bungalow had become a tight fit for their two children, the dog and, lately, a flock of holiday visitors.

“We have family sleeping on the couch,” said Heather Ferrel, an elementary school teacher in the Marysville School District.

For months, the couple had been mulling a larger home.

But with talk of interest rates continuing to climb, it was time to go “hardcore” shopping.

If a home is on your wish list, now is a good time to go house-hunting, local experts say.

Interest rates for a 30-year fixed mortgage are below 5 percent, said Steve Erickson, senior vice president and commercial team leader for Snohomish County at Peoples Bank. “That’s still attractive,” Erickson said.

“It’s a great time to shop,” said Bridget Larsen, senior vice president of Everett-based Coastal Community Bank.

There are more homes on the market than earlier this year, Larsen said. “Sellers might be willing to negotiate.”

Courtney McClasky, a broker with Keller Williams North Sound Realty in Marysville, said prices are sliding. Price reductions, when they’re in place, are averaging about $10,000.

“In the last six to eight weeks, we’ve seen first-time buyers and people who are ready to move up — like the Ferrels — jump back into the market,” she said.

Why? “People are trying to beat the interest rate rise,” McClasky said. “They’re seeing their buying capacity go down.”

For some, that means buy now — while rates are still low.

“Homes are going pretty quickly,” Ferrel said of her shopping experience.

The couple bid on four properties before their offer on a 2,900-square-foot home, 10 minutes from where they now live, was accepted.

“We were able to buy our new home below list price and sell our current home above list price,” Ferrel said.

While a normal real estate market might offer a four- or five-month supply of homes for sale, the current supply is about 2½ months. That’s low, but an improvement over the 2017 market, which was averaging a onemonth supply. (If there are 50 homes on the market, and 10 homes sell each month, that’s a five-month supply of homes for sale.)

McClasky said that sellers are still getting multiple offers “if the property is priced right, but they’re more likely to be considering two offers instead of 12.”

Buy now or wait for the traditional spring market?

Whatever you decide, it’s not too early to find a lender and get pre-qualified for a loan.

That process will let you know how much home you can afford and which cities or neighborhoods fit your price range, Erickson said. Pre-qualification letters are good usually for 120 days and can be easily

The Port of Everett Commission adopted a $102 million 2019 operating and capital budget (available at www.portofeverett.com). The budget assumes a robust capital investment portfolio, with slow growth in all three business lines.

The Port of Everett’s 2019 budget is designed to position the Port to implement its Strategic initiative portfolio, specifically preparing for modernization at the Seaport and creating a new waterfront community with the Waterfront Place Central Development.

This month the Port of Everett Seaport will be discharging 10,000 MT of pipe. The pipe was manufactured in China and is for construction piling in British Columbia and Alberta.

Some of the material is as large as 72" in diameter. This is the single largest shipment of pipe off one vessel being discharged into Everett.

Everett Secures Nation's First Rail Loan to a Port On October 23, the Port Commission approved a $5.949 million loan with the U.S. Department of Transportation Build America Bureau. The Federal Rail Rehabilitation Improvement Financing (RRIF) Loan was granted after a complex process, making the Port of Everett the first Port in the nation to receive an RRIF Loan.

The loan funds two key infrastructure projects that support the Port’s Seaport Modernization efforts: Terminal Rail Improvements Phase II and the Cargo Transit Shed Relocation Project. These now-complete projects increased the Port’s on-terminal rail footprint from 9,200 lineal feet to 12,500 lineal feet, and provide nearly 40,000 square feet of covered warehouse space for rail loading. Given the Port’s location on the BNSF mainline, enhanced on-terminal rail capacity, and more seamless ingress and egress is vital to ensuring efficient freight mobility on the mainline from Seattle to Canada and east along the northern corridor.

“USDOT has very attractive infrastructure financial tools that the Port would like to access to support our international trade and economic development,” Port of Everett Acting CEO Lisa Lefeber said. “Navigat-

ing the complex permitting, regulatory and financial requirements to close a federal loan requires advanced planning, diligence, lots of patience and back up plans.

Even though it is a relatively small loan amount, we stayed course because -- if successful -- it would open up opportunities for larger projects in the future. Our diligence paid off, and we now have a financial contract framework to apply to other projects and USDOT loan programs in the future.”

The loan is attractive because it is interest only for the first five years of the investment, stretches up to 35 years, is fixed at the current treasury yield of 3.32% and does not include a pre-payment penalty.

The RRIF program, which includes $35 BILLION in available funding, was streamlined as part of the 2016 Grow America Act. Specifically, the Act said it “… will strengthen RRIF by reducing the cost of obtaining a loan, making RRIF more accessible, a vital tool for short line and regional railroads.” Since 2002, USDOT has issued 35 loan, mostly to passenger train service providers, such as Amtrak, or large railroad corporations.

No one can predict what the 2019 real estate market will look like, but the consensus is that interest rates will continue to rise.

“In my opinion, you’ll see more houses on the market,” Larsen said. “Buyers will have more opportunities to get a good deal. But you will see rising interest rates, and that puts the squeeze on what you can buy.”

economist for Freddie Mac, and other financial experts expect the Federal Reserve to continue the trend of raising short-term interest rates.

“When the market anticipates that short-term interest rates will rise and remain high, longer term rates, (such as 30-year home loans) tend to follow,” Kiefer has said.

According to Bankrate. com, a bump in rates means a new mortgage can cost several hundred to thousands of dollars more over the life of a loan.

Seattle-based Zillow.com is predicting mortgage rates will rise steadily — to just under 6 percent by the end of 2019, the highest rate since the last recession.

On the plus side, “rising mortgage interest rates, higher rents and stiff competition for housing in the most desirable areas … won’t necessarily be a bad thing,” Zillow Senior Economist Aaron Terrazas said.

“A slower-moving market

is likely to give more buyers a chance to catch their breath and choose from a wider selection of homes that fit their preferences and budgets,” Terrazas said.

Marty Steele, president and CEO of The Bank of Washington in Lynnwood, agreed. “You’re going to see more inventory,” Steele said.

“Prices might continue to rise, but at a slower rate.”

Home prices are expected to grow about 3.8 percent in 2019, compared to 5.6 percent since January 2018, according to a Zillow survey.

Cassandra Sargent, assistant vice president and branch manager of Peoples Bank in Everett predicted “fewer cash deals.”

The odds of being outbid by someone offering $20,000 to $50,000 cash above the list price could become a thing of the past.

Kaelan Skye Tassi, 30, and her husband, Chris Tassi, 30, of Snohomish, ventured into the fray last March with a

price cap of $300,000.

Their target area included Everett, Snohomish and Lake Stevens.

While there were plenty of two- and three-bedroom homes in the $280,000 to $310,000 range, “you knew you were not going to get them for list price,” Kaelan Tassi said.

During the ensuing six months, the first-time buyers made offers on two houses and a townhome. In each case, they were outbid, often in short order.

“We learned pretty quickly that if we wanted to buy the house we wanted, we’d have to be sitting on $50,000 cash.”

Tassi said.

“Now it’s different,” she said. “You can see prices evening out. Now, when you’re looking there’s maybe two or three people instead of nine.”

EVERETT — Dan Eernissee, Everett’s new economic development director, often wonders: Where do the folks at Funko eat lunch, down a coffee or unwind?

Their answers could help Everett become a more happening place, Eernissee said.

When prospective businesses come to town in search of a new headquarters location, they’re not just looking at properties but a great place for their employees to shop or grab a bite, he said.

OUR MISSION Economic Alliance Snohomish County exists to be a catalyst for economic vitality resulting in stronger communities, increased job creation, expanded educational opportunities, and improved infrastructure.

Opportunity Zones were established by Congress in the Tax Cuts and Jobs Act of 2017 to encourage long-term investments in low-income urban and rural communities nationwide. Snohomish County has seven designated Opportunity Zones. These zones are located in Lynnwood, Everett (two), Paine Field, Arlington, Marysville, and Darrington. Opportunity Zones are the first new national community investment program in over 15 years. The program provides a tax incentive for investors to re-invest their unrealized capital gains into Opportunity Funds that are dedicated to investing into Zone projects.

Opportunity Zones is a new community development program established by Congress in the Tax Cuts and Jobs Act of 2017 to encourage long-term investments in low-income urban and rural communities nationwide.

Opportunity Zones provide investors with three tax benefits: gain deferral, partial forgiveness and forgiveness of additional gains. To qualify for these benefits, the investor must hold their investment in a project for either five, seven, or ten years. Opportunity Zone projects can include investing in commercial real estate development and renovation, opening new businesses, expansion of existing businesses,

Earlier this year, the Washington State Department of Commerce reached out to all county economic development councils to identify qualifying regions in each county. EASC submitted a list of areas in Snohomish County which were identified based on the average household income in addition to the biggest impact the Opportunity Zone program would provide in bringing in more jobs. Governor Inslee approved the final list (based on census tracts) and submitted these to the US Department of Treasury in April.

Opportunity Zones have tremendous potential to attract investment funds to finance local projects. However, time is of the essence. Unrealized capital gains have 180 days to invest into a qualified fund. Afterwards, the fund has another 180 days to identify an Opportunity Zone project.

Given these time constraints, EASC is looking to bring awareness about the program to Snohomish County.

Economic Alliance Snohomish County is connecting with potential Opportunity Zone fund managers, consultants, accountants, and legal professionals to best understand the program. Our goal is to become an information resource for potential investors and our communities.

Everett, at this point, is a bit of a wallflower, or maybe it just doesn’t realize how much it has to offer, he said.

“I’d like to help the downtown experience a renaissance,” he said.

At Everett City Hall, the centerpiece of his new office is a giant aerial photograph of the city that covers the top of a conference table. You can’t miss it.

“We have the largest manufacturing facility (by volume) in the world,” he said, pointing to the Boeing Assembly plant. “We have

views of Port Gardner and the mountains. We have the city’s historic downtown with its classic street grid — perfect for walking.”

He’d like to see development — more shops, cafes and businesses — fill in the city’s streets from the Port of Everett to Angel of the Winds Arena and beyond.

Memorable cities and neighborhoods offer pedestrians a surprise on every corner. Seattle’s University Village comes to mind, he said. “You can prowl all its twists and turns. No trip there is exactly alike.”

Eernissee, who was a center for the University of Washington football team from 1981 to 1985, has been on the job for six months.

The former economic development manager for the city of Shoreline spearheaded a project to improve a threemile stretch of Highway 99 and make it safe for cars, bicycles and pedestrians.

The project also spurred economic activity, attracting new businesses and residential development.

Said Everett Mayor Cassie Franklin: “Dan is a great asset to the city team! He comes to us with a background that will help attract new, long-term investments to Everett. In the private sector he developed outstanding projects in Snohomish County, including a major portion of Mill Creek Town Center, Snohomish Station, and hundreds of homes.

“In the public sector, he helped to attract millions of dollars of investment along Highway 99 and to guide

amazed by the city’s assets — the Port of Everett, its Waterfront Central District and a private developer’s plan to build 266 apartments there.

“It hurts me to say it because I’m wearing purple today,” Eernissee, the UW alum, said with a laugh, “but Washington State University is game-changer for Everett.” WSU opened its new building across the street from Everett Community College last year.

Eernissee recently briefed the Everett City Council about the 2018-21 Economic Development Plan.

High points include promoting the city’s downtown core and doing a better job of marketing and spiffing up the area formed by the WestmontHolly-Evergreen-Boeing neighborhoods.

To prepare, “we need to ask what kinds of recreations those communities will need. The city owns a lot of park property in that area, a golf course, 20 to 30 acres by the Phil Johnson

“Old Everett is gone,” he said. “The old mill sites that cast a cloud and an odor over the city are gone. It’s time to create a new image.”

New clinic to treat kids with developmental delays THE WONDERLAND CENTER PLANS TO OPEN THE CLINIC IN BOTHELL EARLY NEXT YEAR.

SHORELINE — A few years ago, the Wonderland Developmental Center, a nonprofit that treats young children with developmental delays, began searching for ways to serve even more kids.

In recent years, the center’s staff, which provides in-home support and therapy, had begun receiving more referrals involving children with prenatal exposure to drugs or alcohol.

The center, based in Shoreline, has been serving children for 50 years, providing assistance to families in south Snohomish and north King Counties.

“Impulse control, extreme tantrums, unpredictable and outbursts and learning difficulties are some of the issues these children commonly experience,” said Mary Kirchoff, the center’s executive director.

with these kids,” Kirchoff said.

The data confirmed their hunch: Snohomish County — the Everett area in particular — and the Olympic Peninsula lead the state in expectant mothers using opiates, Kirchoff said citing a recent study.

To address the urgent need, Wonderland will open a new Snohomish County clinic early next year dedicated to treating kids from birth through 12 years old with prenatal exposure to alcohol or drugs of any kind.

Wonderland’s Hope Rising Clinic for Prenatal Substance Exposure will be at the Pacific Medical Centers building in the Canyon Park area of Bothell.

In addition to offering a range of therapy for children with prenatal substance exposure, Hope Rising will include a diagnostic clinic that can determine whether a child has Fetal Alcohol Spectrum Disorder (FASD), a diagnosis that can open doors for specialized treatment and services, said Michelle Stiller Bradley, Wonderland’s director of programs and services.

“We’ll be the only program in King or Snohomish counties offering specialized treatment for children with prenatal substance exposure, and FASD assessment and diagnosis,” Stiller Bradley said.

A recent study estimates that one in 20 children in the U.S. are born with Fetal Alcohol Spectrum Disorder, according to the National Institutes for Health.

Early intervention therapy, combined with family support, can make a huge difference in the lives of these children, who “often have emotional and behavioral challenges that interfere with dayto-day functioning and success,” Stiller Bradley said.

“There is significant shame and stigma around this disability, and one of our hopes is to make it for acceptable for people to talk about (it) and get help,” Stiller Bradley said.

The Bothell clinic is expected to benefit Snohomish County families who now travel to the University of Washington Medical Center for FASD assessment services.

The clinic is in the process of hiring about a dozen staff members, including five for the FASD diagnostic clinic.

Wonderland was founded in 1969 by three women in Seattle’s Ballard neighborhood who wanted to provide in-home services to local children with developmental issues.

“They needed help in the home, but they didn’t want to send their children to a residential facility,” Kirchoff said.

On any given day, Wonderland’s team might serve a child with a heart transplant, a speech delay, Down syndrome or autism, or help a premature baby in need of help developing her muscles, Stiller Bradley said.

The nonprofit is supported by a mix of donations, insurance revenue, grants and county and school district funding, including the Edmonds and Northshore districts. Wonderland’s services are available regardless of income, insurance or the ability to pay.
