T

he Port of Everett might not be a heavy-lifter. It ranks third in tonnage per year — behind the Port of Seattle and the Port of Tacoma.

But when ranked by export value, it’s a major force in Puget Sound shipping.

The Port of Everett’s seaport processed $29 billion worth of exports in 2016. The Port of Seattle processed $22 billion worth that same year.

Those dollar figures are eye-opening for some local folks.

“It’s awfully quiet for being that busy,” said Everett resident Lee Schaefer. “It never seems busy and we’re just a few blocks from there.”

The Port of Everett’s natural deep-water seaport specializes in heavy equipment, like these tractors. Cargo that leaves the port is typically high-value and oversized, such as aerospace components, windmill turbines and blades and military equipment.

The Port of Everett is celebrating its 100th birthday this month. It’s modernly diverse, with a major marina and lots of waterfront real estate. But the heart of the enterprise still is the natural deep-water seaport just south of the giant white concrete dome that punctuates Everett’s waterfront.

As part of the working waterfront, the seaport serves ships from all over the world, including Japan, Russia, China and Australia, and it specializes in high-value, oversized cargo such as aerospace components, windmill turbines and blades and military equipment. That includes all the ocean-shipped parts for the Boeing 747, 767 and 777 production lines at Paine Field.

For the past decade, the seaport has contributed the whale’s share of revenue — 65 percent — derived from the Port of Everett’s three business segments: shipping, the marina and waterside real estate.

“It’s the port’s backbone — the financial engine that drives development of the recreational waterfront,” port spokeswoman Catherine Soper said of the seaport.

But tucked into a corner of Everett’s

waterfront, it’s often overlooked — despite two towering, smoky-blue gantry cranes.

The seaport? “I never really see it,” said Dave Man, a Stanwood resident who grew up in Everett.

Man was enjoying the waterfront on a recent afternoon. He pointed to the marina and nearby Waterfront Center of restaurants and offices as being representative of the port.

He was impressed to learn the port’s value ranking, “That’s great!” Man said.

Need further proof of the port as major player?

Stop in for a chat with Ken Hudson, secretary-treasurer of the International Longshore and Warehouse Union District 32 in Everett.

If he has a moment between phone calls, he’ll pull out a hectic schedule of ships, barges and union workers.

“We have a weekly call for Westwood ships.

It’s 100 percent for Boeing,” Hudson said.

About a dozen workers are typically required to unload ships carrying aerospace parts, which dock about once a week

Mechanization has replaced the need for additional workers, Hudson said.

On a recent Wednesday, the Westwood Victoria docked at the South Terminal in the early morning. It took a few hours to unload the big green-and-white container ship.

“It’s leaving at 1 p.m.” Hudson told a caller.

“If you want to see it, you better get down there.”

As a secure facility, the seaport isn’t accessible to the public. Depot Park at Bond Street affords an easily accessible view, though.

On that particular day, a little black-andwhite tugboat maneuvered alongside the Westwood Victoria and attached a line. A puff of black smoke billowed into the air, signaling the tugboat’s engines were at full rev and ready to pull the Victoria from the dock.

At 1 p.m., a whoop went up from the deckhands assembled on the ship’s bow — they were on their way to the next port of call.

The big ships often arrive at night or in the early morning and are unloaded by midday — another reason folks don’t always see activity, Hudson said.

Other work takes place indoors, inside the seaport’s storage facilities, so residents might not see how busy the waterfront is, Hudson said.

Union workers were involved this spring in a three-month project to clean and detail military vehicles destined for Australia. Most of the work was indoors, he said. Another recent project involved prepping a fleet of Sikorsky Black Hawk helicopters for shipment. “Think how many millions they’re worth,” Hudson said.

To ensure the port can handle the next generation of container cargo, including aerospace components for the Boeing 777X, the port is investing $36 million from a combination of loans and state and federal grants to modernize the South Terminal, Soper said.

Built in the 1970s, the 700-foot concrete dock can support 500 pounds-per-squarefoot, but that’s not enough for a new generation of aerospace containers, which are expected to be about 4 feet wider and 10 tons heavier.

To accommodate them, the terminal must be capable of supporting a minimum of 1,000 pounds-per-square-foot.

Work is under way to strengthen 560 feet of the 700-foot South Terminal. (A 140-foot section of the dock was strengthened in 2015.)

The electrical system also is being upgraded so ships can tap shore power when they dock.

There’s more to be done, Soper said. The plan is to lengthen the South Terminal by 2020 so it can handle ships up to 1,000 feet.

Now the seaport can accommodate only “disco-era ships,” Soper said, referring to the 700-foot ships typically built in the 1970s. The terminal’s additional length will accommodate newer ships built in the 1980s through the early 2000s.

Boeing, one of the port’s major clients, operates on a just-in-time delivery basis.

Containers of aerospace components are offloaded and stored at the seaport until Boeing calls for them. When that occurs, they’re loaded onto a barge and ferried south to the port’s Mount Baker Terminal in Mukilteo.

The terminal, which began operating in 2008, can accommodate barges of about 300 feet, Soper said. Container ships can’t tie up there because “it’s not a deep-water port,” Soper explained.

Until the Mount Baker terminal opened,

the giant aerospace containers, measuring 35 feet tall, 35 feet wide and 140 feet long, were transported from Everett’s seaport to Mukilteo by rail. The trip required closure of the Burlington Northern Santa Fe Railway’s main line between Everett and Mukilteo, disrupting passenger and freight trains for up to two hours, Soper said.

Now, when aerospace containers reach the Mount Baker Terminal by barge, they’re loaded onto rail cars on a spur line. From there, the cars cross the main rail line and take another spur, the so-called “Boeing line” built in 1968 by BNSF. Renowned for having the steepest grade in America — 5.6 percent — the rail line runs up Japanese Gulch to the Boeing plant at Paine Field, said Gus Melonas, a BNSF Railway spokesman.

With the Mount Baker Terminal, the shutdown time for the main rail line is typically less than 30 minutes, Melonas said.

“It’s a win-win for expedited service,” he said.

The basics The mission of the Port of Everett is to foster economic development and job creation and to provide public access to the waterfront through parks and recreational activities.

It operates like a business. The seaport, marina, Riverside Business Park and other

operations must support themselves. Taxes levied by the port in a surrounding taxing district are used only for environmental cleanup and capital projects.

The port has three commissioners who are elected to six-year terms. Each is paid $635 per month and $114 per day for every port meeting they attend — up to a maximum of 120 meetings.

The commissioners are responsible for setting policy. They hire a CEO to carry out those policies. Lisa Lefeber is the port’s acting chief executive. The port’s CEO, Les Reardanz, a captain in the Naval Reserve, was deployed to Afghanistan in February. He is scheduled to serve through October.

Seaport The Port of Everett is the third-largest container port in Washington, after the ports of Seattle and Tacoma.

Everett’s niche is aerospace components and industrial and agricultural equipment.

The port typically does not handle consumer products.

Major imports incloude aerospace parts,

energy supplies, heavy machinery, cement, and containers bearing agricultural and industrial components.

Major exports are energy supplies, heavy machinery, forest products, and equipment and supplies for gold mining in Russia.

The Port of Everett has two main cargo sites — the South Terminal area on the Everett waterfront, where the biggest ships call, and the Mount Baker Terminal in Mukilteo.

The Mount Baker terminal is not a deepwater port and cannot accommodate big ships. It’s designed to handle barges of up to 300 feet. Boeing, one of the port’s major clients, operates on a just-in-time delivery

When that occurs, they’re loaded onto a barge and ferried from Port Gardner to the Mount Baker Terminal in Mukilteo, where they can be loaded onto rail cars that carry the containers to the Everett Boeing assembly plant at Paine Field.

The seaport has several cranes to hoist containers and other cargo. The tall, lightblue cranes can each lift up to 40 tons, the equivalent of seven adult elephants. Two additional cranes can support up to 110 tons (18 elephants) and 150 tons (25 elephants), respectively.

The port handles all ocean-going oversized parts for the Boeing assembly lines of the 747, 767, 777 and KC-46 tanker. Parts for the 787 arrive at the Boeing plant on Dreamlifter airplanes — converted 747s — but if something can’t be flown in, the port serves as a back-up facility.

The Port of Everett marina is the largest public marina on the West Coast, with 2,300 slips. Ten percent of the vessels there can be live-aboards.

Taxes and budget The Port of Everett says cargo, marina and tenant activity created $373.2 million in state and local tax revenue in 2017. The state of Washington received about $227.7 million of that, with local governments receiving the balance. The port also levies its own tax on property owners in a taxing district.

The port expects to collect about $4.9 million in taxes in 2018. This year’s tax rate is about 27 cents per $1,000 in assessed value.

expects to pay $6.2 million in principal and interest on long-term debt.

This year the port’s budget proposes work on 56 of the capital projects. The two largest are the real estate development called Fisherman’s Harbor and modernization of the seaport’s South Terminal Wharf to enable it to accommodate larger containers and heavier cargo, including larger aerospace parts for the Boeing 777X. The port employs about 100 people to operate the seaport and marina and the development of nearly 900 acres of waterfront property. That number excludes private workers such as stevedores, longshore workers and tugboat operators.

■ The historic Weyerhaeuser Building weighs 350 tons and has been moved three times. It’s now at Boxcar Park near Waterfront Place. Built in 1923, the heaviest portion of the 80-foot by 65-foot structure is a 150-ton steel safe the size of an elevator, located in the middle of the building. The port plans to use the building as a marina clubhouse with an outdoor performance venue. The goal is to re-open the building by 2020.

Port, SeaLevel Finalize 5.44-Acre Sale for Waterfront Housing Project The Port of Everett and SeaLevel Properties closed their deal for a 5.44 acre site within the Port’s Waterfront Place Central mixed-use development to make way for new waterfront apartment homes. Construction is expected to begin later this year.

The design includes a combination of contemporary urban design and rugged urban materials that pay tribute to the natural resources of timber, steel and water on the Puget Sound.

The project will also maximize the Port’s infrastructure features and pedestrian patterns, with lobbies to activate streets and a lively and attractive public realm.

The Port continues its $85 million public infrastructure investment this year by building additional roadway access, constructing new public spaces to connect with the new Pacific Rim Plaza and Splash Fountain, and building new marine infrastructure at Fisherman’s Harbor, including a new guest dock that doubles as a public dock walk.

At full build out, the Waterfront Place Central mixeduse development will include new trails and regional parks together with public gathering spaces, up to 660 housing units, Hotel Indigo, fine and casual dining restaurants and commercial, retail and marine sales and services. Fisherman’s Harbor is the first phase of the mixed-use project to proceed.

The entire project will support more than 2,000 jobs and $8.6 million in new tax revenue to state and local governments. Hotel Indigo, a 142-room business and lifestyle hotel broke ground in March and has gone vertical in the last weeks. They expect to be open mid2019 and will feature full amenities, a 150-seat restaurant and a 5,000-sq. ft. conference and event space.

1918:

On July 13, the public votes to create the Port of Everett to capture maritime work related to World War I. The port’s boundaries encompass most of the city of Everett and portions of the city of Mukilteo and unincorporated Snohomish County.

1928:

The Everett Airport, also known as the Ebey Island Airport, is dedicated. The site, a project of the port and Commercial Air Transport, is the first Snohomish County airport.

1929:

The port acquires the 14th Street Dock, Jetty Island and Preston Point from the Everett Improvement Co.

1930:

Puget Sound Pulp and Timber Co. is built at the foot of 26th Street, beginning more than 80 years of paper production in Everett.

The site is now the former Kimberly-Clark mill.

1937:

Pacific Coast members of the American Federation of Labor’s International

Naval Station Everett opens on 110 acres the port sold to the Navy in 1987.

Longshoremen’s Union (ILA) form the International Longshoremen’s and Warehousemen’s Union. As of 2018, ILWU Locals 32, 52 and 98 still serve the port.

1996:

The port embarks on a five-year program of capital improvements and business diversification to create jobs and new sources of revenue after a more than 50 percent decline in log exports.

1951:

The port approves $190,000 in bonds for the enlargement of Tract O (now 14th Street), a new commercial fishing moorage site.

1967:

Boeing opens in Everett to build the

1968:

A domed structure is built near Pier 1 to store alumina ore imports, which were critical for aerospace production. The dome now stores bulk cement.

1972:

The port recognizes the need for a public boat launch and begins a partnership with the city of Everett and Snohomish County. It also fills in an area to create the site that is now Waterfront Place Central.

1980:

The port completes an $18 million marina expansion, extending the Everett Yacht Basin with 1,200 new slips — now the South Marina.

1984:

Marina Village is built, adding restaurants and businesses. Part of the property sits on footprints of the 1800s-era Clough-Hartley and Robinson mills.

2010:

The historic Collins Building is demolished.

Materials is salvaged for use in other historic structures.

2011:

The port opens Waterfront Center and begins construction of the Craftsman District boatyard.

AS A MATTER OF FACT ■■ The wooden vessel on display at the southwest corner of Craftsman Way and 10th Street is the good ship Equator, built in 1888 as a two-masted schooner. It once carried writer Robert Louis Stevenson on voyages to the South Pacific. The Equator, which received an engine in 1893 and was completely renovated in 1923 and served until the mid-1950s as a tug. The ship was left on Jetty Island in 1956 as part of a breakwater with other discarded vessels.

The port owns the property and the shed in which it resides. A private effort to restore the ship has languished.

he Port of Everett is the offspring of “controversial legislation” approved

by Washington lawmakers — the Port District Act of 1911.

At the dawn of the 20th century, public ownership of port facilities, such as harbors, docks and waterfront properties, was a “radical and controversial” idea — on par with giving women the right to vote and workers the right to organize, according to Kit Oldham, senior editor at HistoryLink. org, the state’s online encyclopedia.

The Port of Everett — which celebrates its 100th anniversary this month — and other Washington ports can trace their genesis to the 1911 law.

Under the law, citizens of any county could vote to form a port district, which had the power to issue bonds, set dock rates, levy taxes with voter approval and acquire property by eminent domain.

Then, as now, citizens elected three commissioners to govern.

It was a bold move by lawmakers to wrest “control of the waterfront” from private companies that used it to further their their

The port’s structure — an independent government entity with elected commissioners responsible for securing the public

interest — was “novel at the time and remains unique today,” Oldham argues.

Ports “in other states are still generally run as departments of city or state government,” with appointed commissioners.

Taking the lead, the Port of Seattle established itself in June 1911. The Port of Grays

Harbor and the Port of Vancouver followed.

There are now 75 public ports in the state, in 33 of the 39 counties.

Then, as now, the desire was to “reclaim the waterfront from private industry, protect the interests of the residents, create familywage jobs and serve as the waterfront’s steward,” said Lisa Lefeber, the port’s acting chief executive.

In 1919, the Port of Everett drafted its first harbor plan and presented it to the public via newspapers and hearings — one of the law’s many requirements ensuring an open process.

In the decades to follow, the port shaped the city like no other entity in a quest to create jobs by creating opportunities for others to make money.

For example, a business could lease a space at the port to sell and repair boats or operate a restaurant. The port also makes money running its natural deep-water cargo port and collecting fees from boat owners whose vessels are berthed at the largest public marina on the West Coast.

In the early years, wood products produced

by Everett waterfront mills dominated the economy.

“Everett was a mill town from about 1900 to the mid-1960s,” said Lawrence O’Donnell, who co-authored “The Evolution of a Vibrant Everett Waterfront: A Story of Sawdust, Salmon & Speedboats” with his brother, Jack O’Donnell. The book recounts port history and the impact of lumber, fishing and boat building on the region.

In 1910, Everett mills produced 6 million cedar shakes per day. Laid end-to-end, they’d stretch 1,400 miles, O’Donnell reckoned.

The mills supported sawyers, mill workers, saw filers, boat operators, dock workers, railroad workers and everyone in between, said O’Donnell, who once worked at the Weyerhaeuser mill on the Snohomish riverfront.

At some mills, workers were given an hour lunch break — to hurry up and eat and help sharpen the enormous band saws from 18 feet to 30 feet long and up to 5 inches wide. “When the weld broke on one of those things, the mill shook,” O’Donnell said.

In the 1960s, sales of composition roof shingles skyrocketed, sounding the death knell for the cedar shake industry.

“You could see it was the end because some of the mills had composition roofs,” O’Donnell quipped.

As luck would have it, the decline of the wood-product industry coincided with the arrival of The Boeing Co. in Everett and the manufacture of the 747 in the late 1960s, O’Donnell said.

The port now functions as an extension of the aerospace manufacturing process, accommodating 100 percent of the oversized aerospace parts and components for the 747, 767, 777 and 777X. Handling oversize containers, along with industrial and agricultural equipment, has become the port’s niche, port spokeswoman Catherine Soper said.

Containers with clothing and consumer electronics are more likely to dock at the ports of Seattle and Tacoma, Soper said.

In 2008, the port’s Mount Baker Terminal in Mukilteo opened to accommodate parts for the 777.

In coming years, the modernization of seaport cargo facilities will enable the port to handle even larger containers carrying parts for the 777X. Each of the port’s three business lines

— the marina, the cargo port and real estate — are required to be self-supporting. That means they have to pay for themselves and employee salaries, Soper said.

However, the port levies property taxes to pay for environmental cleanup and capital improvements. This year’s port tax is about 27 cents per $1,000 of assessed value.

Taxing district lines were drawn up a century ago and have been expanded only once since — to include Hat Island. In 2011, district lines were shifted so that each now touches a waterfront community. The boundaries encompass most of Everett and parts of Mukilteo and adjacent unincorporated areas of Snohomish County.

Big plans for Waterfront Place, Riverside Business Park, but Arlington, Marysville also getting in on the jobs

s it celebrates its 100th anniversary this year, the Port of Everett’s five-year capital improvement plan includes 115 projects.

It’s a long list of planned improvements, large and small. Because most of the port’s properties are developed or are in the

process of being developed, its newest initiative is to “go north.” The port has begun to focus on “emerging opportunities in north Snohomish County” in an effort to create create “thousands of family-wage jobs,” port officials said.

Major developments Waterfront Place — When fully developed, the 65-acre Waterfront Place Central redevelopment project is expected to support nearly 2,100 jobs. Private development is expected to generate $8.6 million each year in state and local sales taxes.

The first phase involves developing the so-called Fisherman’s Harbor District, a 12-acre development of apartments, hotels, restaurants and shops within the port’s 65-acre central mixed-use waterfront area.

Last month, SeaLevel Properties purchased 5.44 acres for $7 million, a deal that’s been in the works since 2016.

SeaLevel, a division of Mercer Island-based American Classic Homes, plans to build 266 apartments. Construction is expected to begin this fall. “This property sale allows housing on the waterfront for the first time in Everett’s history,” said the port’s acting CEO, Lisa Lefeber.

Hotel Indigo, a 142-room waterfront hotel, is under construction and is expected to open mid-2019. Also planned is an uninterrupted public trail along the Everett waterfront. And opening next year will be Pacific Rim Plaza, a public space that celebrates the port’s history and partnerships.

Riverside Business Park — The port acquired this 95-acre property, a former Weyerhaeuser mill on the Snohomish River in northeast Everett, in 1998. The business park’s master plan calls for redeveloping the old Weyerhaeuser Everett East

Twenty years after its purchase, the business park is finally taking shape. In 2010, Motor Trucks purchased a parcel for $7.5 million and opened an International truck dealership.

A 102,500 square-foot building for an aerospace supplier opened in March.

Late last year, Panatonni Development Co., bought nearly 10 acres at Riverside for $3.7 million to build a light manufacturing facility on spec, said Terrie Battuello , the port’s chief of business development. The new

developments should add 700 about well-paying jobs.

Arlington-Marysville Manufacturing Industrial Center — The port is partnering with the cities of Arlington and Marysville and the Economic Alliance Snohomish County to help develop industrial manufacturing properties, with the goal of creating 25,000 jobs by 2040.

Marina Village — In April, Washington State University’s School of Food Science leased 4,800 square feet of office space at Marina Village on Everett’s main waterfront near Anthony’s Homeport restaurant. It will be the home of an advanced food technology center.

n management, sometimes you might have to “take one for the team.”

There are situations in which you need to increase your own workload so that your team operates more effectively.

That situation has arrived for anyone trying to manage a workforce that is in or near the black hole of the TacomaSeattle-Everett traffic. And the workforce problem is not only longer commute times, but also that travel times in many areas have become so unpredictable.

The time wasted in commuting isn’t the end of the inefficiency, either.

Workers arrive frustrated, stressed out and generally not ready to meet the day’s work. They may not show all of their feelings, but they are not at their best and the team is not at its most effective.

The traffic mess and its associated commuting headaches are not likely to improve any time soon, but it might get worse because government’s options are shrinking. Adding lanes to freeways doesn’t help much.

Making the commute pricier hasn’t helped, either; it

simply adds to the misery.

Expanding bus service will help somewhat, but it is not a panacea because the buses, although more efficient than individual automobiles, still share the same roads and bottlenecks. Light rail bypasses the road problem but is astronomically expensive on a per-rider basis.

Driverless cars are the latest “solution” to the traffic congestion problem – supposedly by reducing the number of accidents. The concept remains untested, though, and even if it works it would take years to have a significant effect.

If you, as a manager, want to hold your team together and improve its effectiveness, you might well have to take some action to counter the effects of the traffic mess.

Unfortunately, there are not many options for managers.

The two most practical solutions are: restructuring the work schedule; and changing the work process to include a work-from-home element. These are not mutually exclusive options, and very often managers find that a combination of the two works best.

If that is the option you intend to take, experience tells us that you should prepare yourself for a lot more work on your part than you might think.

Your first step, an important one, is to tell no one that you are considering it. In the workplace hierarchy of volatile issues, work schedules are second only to payroll issues. Do not even raise the issue with your CEO — if that isn’t you — until you have prepared a briefing for him or her on the benefits and risks of schedule engineering and your plan to cover all the external and internal demands on your team’s time and skills.

In preparing the briefing, you should be ready to answer your CEO’s questions, which will likely include: Is this plan going to cost more money or less money?

Will it save space?

Is the plan going to require more cross-training?

What if somebody gets sick or goes on leave or vacation?

If I have a question that needs an answer right away, who do I talk to?

Is working from home going to succeed here? Most of what I’ve read on it is negative.

Have you got the time to manage this program?

If you have satisfied your CEO and are ready to talk

about the plan with your team, make sure you tell them that this plan is for the benefit of the team and the company.

It is not a reward or a punishment for any individual. Some work restructuring plans have foundered when this issue has spun out of control.

Setting up a preliminary restructured schedule is best addressed as a team to achieve the goal of 100 percent coverage of the existing work demands.

Individuals will often have rigidities in their personal lives — tied to school or daycare schedules and other family obligations — that place limitations on their work schedules. Be understanding and be patient.

As the plan matures and becomes more attractive, individuals can be amazingly resourceful in overcoming obstacles to their full participation.

Managers of a work schedule restructuring of this type should prepare themselves for a lot of work, a surprisingly large number of adjustments and corrections, and some disappointments.

Most managers find that not every member of their team is comfortable with a varying work schedule, and certainly not every worker is able to handle the distractions conspiring against work-at-home.

A work restructuring of this type is a major undertaking with many more details than referenced here, and you should not underestimate how much of your time and energy it will take to make the program a success. In the end, though, it can result in a major boost in the team’s performance — and that is worth our best efforts.

On track to bring back the Iron Horse Railway

Kent Manchester ran the Iron Horse Railway for around 15 years. It was based out of Bothell’s Country Village shopping center for much of that time, until it was closed in 2015 following the sale of the four acres it was located on.

ore than two years after the trains stopped running at Country Village, Iron Horse Railway owner Kent Manchester is still searching for a place to set up again.

The locally loved attraction provided railfree train rides around the Bothell shopping center in addition to pony and wagon rides, a garden and a model railway. Since shutting down in December 2015, Manchester has been working on a plan to reopen.

“It’s a three phase plan,” he said on a recent morning as he walked through the corral gates where he rents storage space for his four ponies and the train equipment.

The first was to head back to school to get additional certifications for a cybersecurity and IT career he put on hold during the 15 years he ran the railway. He’s finished

these and works part-time for a community college but Manchester hasn’t landed a full-time job yet, which would finance the final step of purchasing property to reopen the railway as a weekend attraction.

While Manchester believes he’s qualified for many positions he has applied for, at around 60 years old, he believes he’s being turned down partially because of his age at a time when many tech companies are trying to build a brand that attracts younger workers with their corporate culture.

“Somebody that’s as old as me doesn’t fit that,” he said.

However, Manchester has his hopes up

for a job at a local school district. But for now the equipment and ponies are kept at a property he rents northeast of Bothell, which is kept secret due to repeated thefts.

In one instance, a woman had cut her way through four deadbolts and was in the process of removing a pony before she was stopped.

Manchester said he could likely get a tech job elsewhere in the country where competition isn’t as fierce. But this would also mean moving away from his aging parents and his children.

“It’s not a real great time to jump across the country,” he said.

So, for now, Manchester has his fingers crossed for a job. Since he doesn’t need property that’s commercially zoned, he’s hoping to find land for under $500,000 in the area. Once that happens, he could set up in around six months and be chugging away again.

Manchester isn’t just hoping to restart the railway, pony and wagon rides, but also expand with a possible petting zoo, playground and even food service.

Manchester worked as a computer technician in Seattle until the dotcom bubble burst in the 1990s, after which he and his wife took an interest in starting a model train business. After selling model trains for a while he started constructing the fullsize train he would later use for rides.

The Iron Horse Railway operated for nearly 13 years of its run out of the back acres of Country Village. The owners of the village decided to sell the four-acre plot to a real estate developer to be turned into multi-family housing. Country Village will be shutting down entirely next year.

Manchester maintains a website as well as a Facebook page, which he updates on his journey to bring rides back to the North End.

Another big project for downtown Bellevue

planned to be 200 feet high, but recent changes to Bellevue city code allows towers to build up to 300 feet. Freeman said developers are evaluating where to build up to the maximum height.

Both towers will have three ground levels of retail and six levels of parking beneath them, for a total of 2,000 parking spots. One tower will house a 180-room luxury hotel with apartments above it. The other tower above the third floor will be apartments as well. There are three unnamed hotel candidates for the Bellevue Square expansion. The project will have a total of 200,000 square feet of retail, eight restaurants and 225 apartments.

Bellevue real estate mogul Kemper Freeman is planning another large expansion in downtown Bellevue that will include a hotel, apartments and retail spaces.

The project is tentatively called The Bellevue at Bellevue Square and will feature two towers with a focus on bringing fivestar retailers to the city’s downtown.

“It’s a special part of Bellevue Square,” Freeman said. “And it will be the newest part, and it will have the newest restaurants and the newest retailers.”

The inspiration for the project was to consolidate high-end services in a single location to complement the existing development, he said. The towers are currently

Freeman hopes to finish this expansion while the region is going through a boom, before a possible downturn in the economy. However, this has also driven up

the pricetag for the project, which he has declined to release.

“There’s nothing inexpensive anymore — the properties, everything. The cost when you’re this far into an economic boom like we are, every contractor has all the work that he can do,” Freeman said.

Freeman will be contracting with GLY for The Bellevue expansion.

Despite shopping centers shutting down across the country, Freeman said he doesn’t think five-star brick-and-mortar stores in Bellevue Square will follow suit during a recession.

“We are the opposite, and the better shopping centers in America are doing better today than ever,” he said.

Freeman hopes to break ground on The Bellevue in 2019.
