t’s lunch time and crunch time at Bakerview Restaurant and the usual food service banter is flying through the air.

“Caesar to the 4-top” (Caesar salad to the table of four.)

“Black and blue up.” (Black and Blue Raven Burger is cooked and ready to serve.)

“These fries got cold. Need a new batch.”

Chef John Myers and lead cook Jaquetta Malone deftly handle the orders streaming in for sandwiches, flatbread pizzas, salads, wraps and appetizers as servers load up their trays and head out to tables.

Bakerview, located on the outskirts of Oak Harbor on Ault Field Road, may look and sound like a typical restaurant, but it’s not. It’s run by Naval Air Station Whidbey Island, which spreads out below its hillside deck. Wraparound windows offer diners a sweeping view of the base, Strait of Juan de Fuca and Mount Baker.

While Bakerview is ultimately operated by the Department of Defense, it’s open to the public for lunch four days a week, 11 a.m. to 1 p.m., Tuesday through Friday, and for Friday dinner 5 to 8 p.m.

CONTINUED FROM PAGE 2 The restaurant building also contains the Chief Petty Officer’s Club, known as the CPO Club or simply Chief’s Club. For decades, members of the Navy and their guests have socialized here, come in for a cold beer or hot lunch. At week’s end, Friday Happy Hour usually brings in a crowd to the club, which has a large bar, tables, a deck and cabinets full of numbered glass mugs at the ready.

As they enter the CPO Club, all pass under a reminder about proper hat etiquette. A large sign states: “He Who Enters Covered Here Buys the Bar A Round of Cheer.”

The staff preparing food at Bakerview also produce thousands of meals annually for the NAS Whidbey Island Catering Department. Banquets, dinners and other meals are prepared for many large events occurring on and off base for both military and civilian groups.

The service is part of the Navy Region Northwest Catering and Conference Centers that include NBK Bangor, NBK Bremerton, NAVSTA Everett, Smokey Point. It offers food packages, inns, suites and other accommodations and family getaways for active duty, reservists, retirees, Department of Defense civilians and contractors.

Catered events range from onbase small retirement parties to the recent Navy Ball, attended by 250 people.

Catering events can take place all over the base but the main site is the M.T. McCormick’s Officers Club, which can accommodate 600. The restaurant and catering services fall under the purview of the Food and Beverage program of the Navy’s Morale, Welfare & Recreation, or MWR, program which is under Fleet & Family

Readiness.

A few area businesses have hired the Navy catering service for staff or holiday parties, said Jeffrey Shaw, MWR director.

Hiring the base for catering is considered an unsolicited contract with the federal government.

It must be requested by an active or retired member of the military, or defense department civilian or contractor that works at the busi-

ness seeking catering services.

“We don’t want to compete with other businesses in town,” Shaw said.

But it can be a touchy subject since taxpayer money supports the enterprise. Additionally, the Navy’s catered food and Bakerview meals aren’t taxed.

To get the word out about its catering services, NAS Whidbey Island is sponsoring a Catering

Expo, 4 to 6 p.m. Thursday, Nov. 2 in the CPO Ballroom within Bakerview Restaurant. The Oak Harbor Chamber of Commerce is helping publicize the event; about 200 are expected to turn out and try sample dishes, party trays, platters, hors d’oeuvres and desserts.

our catering and our new menu,” said Kathy Carsten, who oversees catering services at the Officers Club and CPO Club.

The catering staff are a mix of civilians and military dependents; one is retired military and one is on active duty and deployed, said Carsten. Judging from the jocular behavior during the height of lunchtime lunacy, they seem to enjoy the work.

“It’s the best food service job I’ve ever had,” commented Melissa Hand as she rolled up silverware in napkins after the lunch rush.

Cook Malone, who’s worked there 22 years, says there’s many customers who drop by for lunch a couple times a week.

“We have lots of regulars,” she said. “We know what they want before they order.”

Once such customer is Gary Tobin, who works for the Public Works Department on the base as a civilian employee.

“I come here maybe two, three times a week,” he

said, peering up from his tablet computer and cup of coffee. “I’m a high maintenance orderer, but they can accommodate my demands.

I like to add or detract from a menu item.”

Because his meal had been delayed in an ordering snafu, Malone personally delivered Tobin his sandwich.

“This is what I call a white Reuben,” he says, holding up his grilled sandwich. “It’s turkey instead of corned beef.”

All lunch items are under $10 except for the tottering tower of food on the Black and Blue Raven Burger ($10.50) which includes a fried egg, bacon, blue cheese, tomato, onion rings, lettuce and pickles atop a one-third pound Angus beef patty.

On a recent week day, military uniforms, mostly camouflaged khakis, easily outnumber plains-clothed patrons. Downstairs, the banquet room is filled with an Edward Jones investment crowd watching a presentation over plates of burgers and sandwiches.

He credited the recently hired manager, Julian Ordonez, for doing “amazing things with the menu. Everything I’ve tried here is really good.”

Ordonez said he was recruited from his managerial job at a Cheesecake Factory to bring fresh ideas to Bakerview.

“I would change the menu there every four months,” he said. “I’m trying to do that here, but things move a little more slowly in the military. So far, I’ve made one set of changes, and we’re about to do it again. I think customers appreciate having variety.”

military family activities going on inside the Chief’s Club — Santa Claus surrounded by kids, groups of officers posing. The building’s exterior is log-cabin style with a sign proclaiming “NAS Whidbey Island CPO Mess.”

Mess Hall it’s definitely not these days.

The lunch menu is both standard and eclectic.

Among the more familiar offerings are burgers, Philly cheesesteak, BLT, Reuben sandwich, fish and chips, spicy beef nachos and Mexican tacos.

But it also serves flatbread pizzas baked in a large stone-fired oven, a focaccia bread fire roasted with turkey breast, provolone, spinach and cranberry, many inventive salads and

wraps. The special of the day is created by Myers, who’s been a chef for the past 20 years, including two years at NAS Whidbey Island.

“We have a stone oven, which is unusual for a small restaurant,” he said. “We do flatbread pizzas. The most popular is with an artichoke spinach dip with chicken and melted cheese on top.

“I love doing sauces,” he continued. “Today, I’m doing a variation on a Cuban sandwich on a hoagie bun. We’re about to bring in five new items, maybe a hot salad for dinner, pub steak and a couple other dishes. And I’m going to bring wings back.

“Our chiefs love their wings.”

Because the initials CPO are prominently displayed above the outdoor entrance, people may still believe Bakerview Restaurant is a military members-only establishment, staff members and customers speculated.

“Because it was just for the military for so long, there’s still that perception that it’s still that way,” commented customer Tobin.

“Plus, it’s on the edge of town and people have to drive down Ault Field Road to notice it.”

Additionally, the restaurant was closed for two years, then reopened in December 2015, said Susie Branam, operations assistant.

The restaurant is in the midst of exciting changes, she said.

“We added Friday night dinners about a year ago,” said Branam. “And the chef has created specials for the past three months. If it proves popular, they may end up permanently on the menu.”

NAS Whidbey Island SAR rescues injured climber off of Mount Olympus A Search and Rescue (SAR) team from Naval Air Station Whidbey Island rescued an injured climber in the Olympic National Park on Wednesday Oct. 11.

The Oct. 11 rescue was the third attempt to locate this particular hiker.

Two earlier attempts on Tuesday were hampered by inclement weather.

After sunrise Wednesday morning, they finally located the injured man at the attitude of 6,000 feet on Mount Olympus. Once they located the hiker, they

brought him aboard and flew him to Harborview Medical Center in Seattle.

Lt. Evan Jester, co-pilot on the first mission, said conditions made the earlier attempts challenging.

“The weather and low clouds made this one of the toughest missions I’ve ever flown,” he said.

Olympic Mountain Rescue, a volunteer organization dedicated to saving lives through rescue and mountain safety education, and the National Park Service also assisted with the rescue efforts.

This was the 34th rescue of 2017 for NAS Whidbey Island SAR, which has also conducted seven searches and 14 medical evacuation missions this year, totaling 62 lives delivered to a higher level of care.

The Navy SAR unit operates three MH-60S helicopters from NAS Whidbey Island as search and rescue/medical evacuation platforms for the EA-18G aircraft as well as other squadrons and personnel assigned to the installation.

VA selects dental insurance providers The Department of Veterans Affairs announced that it has selected Delta Dental of California and MetLife to once again offer private dental insurance plans as part of the VA Dental Insurance Program.

The program was extended until Dec. 31, 2021, by the VA Dental Insurance Reauthorization Act of 2016. Veterans enrolled in the VA health-care system and beneficiaries of the Civilian Health and Medical Program of the VA (CHAMPVA) can enroll in the program beginning Nov. 15, 2017, for coverage to start Dec. 1, 2017.

VADIP offers eligible individuals the opportunity to purchase discounted dental insurance coverage, including diagnostic services, preventive services, endodontic and other restorative services, surgical services and emergency services.

Individuals who enroll in one of the dental insurance plans will pay the entire premium in addition to the full cost of any copayments.

Veterans Day Parade returning to city Organizers accepting applicants for participants for Nov. 11 event

Thanks to the efforts of two women, Oak Harbor will once again have a Veterans Day Parade.

The energetic organizers are looking for additional people or groups willing to take part in the tradition.

The parade will travel the “Walk of Honor” on Pioneer Way downtown at 1 p.m. Saturday, Nov. 11.

Terry Lacey spearheaded an effort that brought the parade to the streets of Oak Harbor in 2012, but the parade was canceled last year for lack of interest.

Shelly Blackburn, the wife of a former Navy man and an American Legion member, said she thought that it was a shame the parade was canceled and told her friend, Melissa Riker that she would like to find a way to bring it back. Their mission grew from there.

Riker is an experienced events coordinator.

“We live in a Navy town and it’s super important to honor the veterans who live in this town,” Blackburn said.

The two women secured donations from Walmart, Oak Harbor Chamber of Commerce and the American Legion.

The woman obtained a list of six veterans who live at Careage of Whidbey. In the parade, Blackburn said, they will each be riding in a car bearing their names.

The eldest of the veterans, 87-year-old Harold Picard, is the grand marshal. He was a parachute rigger in the Navy.

“We don’t want these people to pass without knowing they are appreciated and honored in Oak Harbor,” Blackburn said.

The organizers are accepting applications for parade participants and welcome veterans’ groups or anyone interested in marching in honor of local heroes.

Honor Flights treat veterans to trip to D.C. Korean War vet Gerald Rogers recently returned from a guided tour

By Julie Muhlstein Herald Writer Everett’s Bob Hilt, a Korean War veteran, wrote in an April 29 letter that he had just returned from an Honor Flight. “They treat veterans like royalty,” Hilt wrote. “It was very humbling to be received and treated so well.”

Gerald Rogers feels the same way. He has nothing but praise for the arrangements, his Alaska Airlines flight, his guide and the celebratory meals. Veterans travel at no cost. If they are accompanied by a family member, that person pays $1,000, Peavey said. Those without someone are provided with an escort.

Mary Ellen Baker, of Bellevue, was Rogers’ volunteer guide.

“I couldn’t get lost because she wouldn’t let me,” the Korean war vet said. “She was simply an outstanding person.”

Puget Sound Honor Flight provides four trips per year — two in the spring, two in the fall — each with 50 to 60 veterans.

Applicants are granted trips “in order of the conflict,” Peavey said, with those who served in World War II first in line.

Veterans who suffer from life-threatening illnesses also have priority, she said.

Especially with the guys from the Korean War, they never got a welcome home. The Vietnam vets got an anti-welcome.

“So many put their stuff in their basement and never visited it again,” she said.

Family members are invited to the surprise homecoming at Sea-Tac, and Peavey said a representative of the Consulate General of the Republic of Korea in Seattle is there to honor those who served in the Korean War. During his trip, Rogers said, “nobody talked about the war.” Conversations centered around what the veterans were seeing and experiencing. Rogers liked the Korean War Veterans Memorial, with its 19 oversized statues representing different branches of the military.

“They called it the forgotten war, and it really was,” Rogers said.

Visiting Arlington National Cemetery drove home the monumental sacrifices of war.

“I could look in every direction and see grave markers,” Rogers said.

There’s no ignoring the threat of another Korean war. In October, a Russian news agency quoted North Korea’s foreign minster as saying that President Trump “has lit the wick of war.”

North Korean nuclear tests have been met by tough language from the president, who has labeled that country’s leader, Kim Jong Un, as “Rocket Man.”

Outside his south Everett condo, Rogers flies his collection of American flags. He even has a replica of the Moultrie flag, flown during the American Revolution. On his car are images of the U.S. flag, a Korean War veteran sticker, and another one that says “Dump Trump.” Rogers said he believes the president “is one of the most dangerous people.” Even so, “I actually would be in favor of wiping out Kim Jong Un,” he said.

“War’s a terrible thing,” Rogers said.

During Honor Flight trips, “we try to stay apolitical,” Peavey said. Some veterans have been reluctant to stop at the Franklin Delano Roosevelt Memorial, she said. Whatever their beliefs, they all served.

Peavey and Denise Rouleau, co-director of Puget Sound Honor Flight, want veterans of World War II and the Korean War to know they aren’t forgotten. “One of our veterans said it best,” Rouleau said. “He said, ‘I didn’t think anybody would care anymore. But they do.’”

“We want to get the word out about it,” Peavey said. “Time is of the essence.”

A Search and Rescue team of seven from Naval Air Station Whidbey Island conducted a Search and Rescue operation for a crashed plane in the Olympic National Park on Friday, Sept. 29 into Saturday, Sept. 30.

The weekend SAR Alert crew initially received notification of an airplane crash with at least one survivor in the Olympic National Park just before midnight, on Friday, and prepared for an immediate launch.

The Navy team launched approximately 45 minutes later and arrived in the search area near Quilcene just after 1 a.m. After coordinating with the Jefferson County command post for Washington Air Search and Rescue the crew proceeded to the crash site area. The survivor had been in communication with the command post via cell phone and was able to help guide the Navy crew to the crash site. Unfortunately the thick, dense foliage, cloud cover and lack of available light made conditions

extremely challenging. After about an hour search, the crew had to reassess the situation and determined they needed to resume searching once daylight broke.

The NAS Whidbey Island SAR crew relaunched shortly after 5 a.m. and rendezvoused with an Olympic Mountain Rescue (OMR) team who had to physically move the lone survivor to an accessible area for rescue. The SAR crew was able to lift the injured man aboard the helicopter about 7 a.m. and flew him directly to Harborview Medical Center.

Lt. Kellen Odom, the SAR mission commander, said the mission was extremely challenging.

“We had to fight the time of day, the environment, fatigue, dense foliage, and

numerous other elements that made it difficult to locate the survivor.”

Odom also said the ground crew was instrumental in getting to and locating the survivor.

Capt. Geoff Moore, NAS Whidbey Island’s commanding officer, said the interactions between SAR and local agencies are exceptional.

“Working as one team with local agencies is key to the success of these rescues,” he said.

This was the 33rd rescue of 2017 for NAS Whidbey Island SAR, which has also conducted six searches and 14 Medical Evacuations (MEDEVACs) totaling 61 lives delivered to a higher level of care.

Aviation maintenance school celebrates 50 years

Dremond Stidwell is a full-time student in Everett Community College’s Aviation Maintenance Technician School. Because of the skills he’s learning, the father of two also has a full-time job with Aviation Technical Services in Everett.

In October, he had a task some might see as tougher than juggling college, work and family. He spoke before a crowd of the EvCC program’s leaders and former leaders.

Some recalled the school’s earliest days.

“These gentlemen built a great program,” said Stidwell, 44, who moved from Atlanta to learn aircraft maintenance in Everett. “I’ve only been here a year, but already have the opportunity to work at ATS. I’m proud to say I’m part of this program.”

The occasion was a reception celebrating the 50th anniversary of the EvCC Aviation Maintenance Technician School. Started in 1967 in a former military commissary at Paine Field, the program was licensed by the Federal Aviation Administration in 1968. Since 1985, it has been in a building near the county airport’s main terminal.

“We couldn’t be doing what we do today without those foundations,” said Rob Prosch, EvCC’s associate dean of aviation. Speaking to those gathered in Paine Field’s Building C-80, he praised the program’s early faculty, and looked to the future of the

“We’ve just implemented advanced avionics,” Prosch said. Students of advanced avionics, an emerging field, learn to troubleshoot, repair and maintain electronic systems of aircraft — from reading lights to autopilot systems.

Everett’s avionics program is the first of its kind in the state. A new degree program, a bachelor of applied science in aviation technology, also is being considered, Prosch said.

The eight-quarter aviation maintenance technician program includes 2,040 hours of instruction, with work done

on different types of planes and helicopters. Students earn a certificate or associate’s degree, and most graduates complete FAA exams to get certificates with airframe and power-plant ratings.

Over its half-century, the school has trained hundreds of skilled technicians for well-

paying jobs. Speakers at the event represented the program’s history.

Rick Lengyel, who now lives in Florida, headed the school from 1972 to 1985. He later became EvCC’s director of applied technology, worked for the Boeing Co. and before retirement was involved in

work related to the space shuttle. He recalled when the school was near Paine Field’s south entrance. It relocated when a new runway came along. “It was September ‘85 when we moved into this facility,” he said.

There were tough times.

In 1971, after a federal study, the aviation maintenance program was among several hundred closed by the FAA, Lengyel said. Curriculum was rewritten and new equipment acquired before the school reopened in 1972, he said.

She remembers working on the new curriculum — using a typewriter.

Lengyel and John Olson, EvCC’s vice president of college advancement, talked about aircraft used in training, many of which were donated. “They tear them apart, put them back together and test them,” said Olson, adding that engines are fired up outside.

The late U.S. Sen. Henry M. Jackson, of Everett, helped the program get a Cessna 310 from the U.S. Forest Service, Lengyel said. And at one time, a donated British de Havilland Comet at the school was one of just a few remaining planes of its kind.

Bill Loomis, a military veteran who also worked at Boeing, taught many years in the program, beginning in 1981. Retired, he is still involved as an examiner. The school’s location set it apart. “Very few programs are at an airport like Paine Field,” he said. “And it’s always been about the people.”

Support has come from industry and government. Former U.S. Sen. Slade Gorton, a Republican,

helped the program get a Bell UH-1 “Huey” helicopter from the Army, Loomis said.

Mike Hagler, a Delta Air Lines internship and technical operations duty manager, is involved in an internship program at South Seattle College. He said Delta is establishing partnerships with aviation maintenance schools around the country.

“We need to start nurturing students,” Hagler said. Over the next decade, he said, tens of thousands of aircraft maintenance workers will retire. “Our mechanics earn $100,000 a year.”

Bob Drewel, former Snohomish County executive, was EvCC president during some of the aviation maintenance school’s early years.

Now senior advisor to Paul Pitre, chancellor of Washington State University in Everett, Drewel also spoke Wednesday.

“Fifty years from now, who knows how planes will be changing? Maybe they’ll have no one in the cockpit,” Drewel said. “But you know who’ll maintain those planes — graduates of this program.”

Naval Air Station Whidbey Island’s role is “integral” to the Navy moving forward, the secretary of the Navy said Tuesday during a visit to the base.

“It’s a very meaningful asset that we have in the puzzle,” said Navy Secretary Richard V. Spencer.

Spencer talked about the goals for the Navy and fielded questions from the audience during the “allhands call.”

Spencer said one of his goals is to repeal the budget control act, or BCA. “We are fighting as hard we can to do away with the budget control act and the caps associated with it,” he told the sailors and civilian employees in the packed theater.

The BCA was signed into law in 2011, ending the country’s debt ceiling crisis. The bill instituted spending caps on defense budgets, excluding war-related funding.

Spencer also said the Navy is investigating the two separate collisions involving the Navy ships USS Fitzgerald and USS McCain, which resulted in the deaths of seven and 10 sailors, respectively.

Spencer only spoke for about eight minutes and spent 20 minutes answering audience members’ questions.

Asked about retention, Spencer said the Navy can’t always compete with the private sector on salary, but his goal is to offer other resources that cause people to want to stay.

“The onus is on us now to create the environment for you to attain the goals and get the rewards you want to stay in,” he said.

He mentioned health care and housing as examples of the Navy’s support for its members. He said opportunities should be made available for those serving that enable them to follow the tracks that interest them most.

For example, he said if someone wants to fly, he or she should be

allowed plenty of flight time.

His focus does not include support for veterans, an effort Spencer said is headed by other organizations.

Asked about potential solutions to ongoing issues with the federal Department of Veterans Affairs, he said “I have no idea.”

“You, wearing the uniform, are my concern,” he said.

One sailor suggested that members can be bogged down by the numerous required training programs.

Spencer said he shares that concern and spoke about reducing the amount of training required to only the most essential — only what makes members better “warriors.”

“At the end of the day, you are all the tip of the spear. You’re warriors,” he said. “You’re here to deliver the fight.”

Spencer was sworn in as Navy secretary in early August. His visit to the base is part of a tour of the Northwest to understand the industrial processes that support the Navy.
