Map Your Poulsbo Neighborhood Learn how at free seminar April 19, 23

F

ollowing a natural disaster, such as a major earthquake, you and your neighbors can expect to be on your own for up to seven days. That’s according to many emergency-response agencies.

In other words, your neighbors will be your first responders.

Who in your neighborhood is skilled in firefighting, search and rescue, and first aid? Who has carpentry, electrical and plumbing skills? Who has children that will need to be cared for? Which of your neighbors has special needs? Who owns first aid supplies, tents and spare bedding, chain saws, generators, fire extinguishers, camp stoves, walkie talkies, weather radios, ladders, crow bars, and strong rope?

Become prepared and start the process of mapping your neighborhood at one of two upcoming seminars, titled “Map Your Poulsbo Neighborhood”: 6:30-8 p.m. April 19, or 10:30 a.m. to noon April 23, in the Poulsbo City Hall council chambers.

The seminars are free and sponsored by the Kitsap County Department of Emergency Management, Poulsbo Fire Department, Poulsbo Police Department, City of Poulsbo, Kitsap County Sheriff’s Office, and the North Kitsap Herald.

Volunteer coordinator Kim Colebrook, a resident of the Vinland Pointe neighborhood of Poulsbo, has been leading the recruitment of neighborhood representatives — a team captain and two volunteers from each neighborhood in Poulsbo — to attend one of the seminars. Each representative will learn the first nine steps to take immediately following a disaster to ensure homes are secure and neighborhoods protected; how to identify a neighborhood gathering site and a neighborhood care center; and how to conduct a neighborhood skills and equipment inventory.

Because of limited space, each registered neighborhood should send only their captain and two volunteers. To register your neighborhood team, email

The “Map Your Poulsbo Neighborhood” program builds on the established Map Your Neighborhood program developed by the state and county emergency management departments, and employed in several Kitsap neighborhoods today. At the seminar, you will: n Learn 9 Steps to Take Immediately Following a Disaster to secure your home and protect your neighborhood.

It is hard to think clearly following disaster. These steps will help you to quickly and safely take actions that can minimize damage and protect lives. n Identify the Skills and Equipment each neighbor has that are useful in an effective disaster response. Knowing which neighbors have supplies and skills ensures a timely response to a disaster and allows everyone to contribute to the response in a meaningful way. n Create a Neighborhood Map iden-

tifying the locations of natural gas and propane tanks for quick response if needed. n Create a Neighborhood Contact List that identifies those with specific needs, such as those with physical challenges, or homes where children may be alone during certain hours of the day. n How to Work Together as a Team to evaluate your neighborhood after a disaster and take the necessary actions.

Contact your local emergency management or the Red Cross: n Ask what types of disasters are most likely to happen.

Request information on how to prepare for each. n Learn about your community’s warning signals — what they sound like and what you should do when you hear them. n Ask about animal care after disaster. Animals may not be allowed inside emergency shelters due to health regulations. n Find out how to help elderly or disabled persons, if needed. n Next, find out about the disaster plans at your workplace, your children’s school or daycare center and other places where your family spends time.

Emergency Tips During a natural emergency, should you stay put or vacate? You should understand and plan for both possibilities.

Use common sense and available information to determine if there is immediate danger. In any emergency, local authorities may not immediately be able to provide information on what is happening and what you should do. Monitor TV or radio for information or official instructions as they become available. If you’re told to vacate or seek medical treatment, do so immediately. Plan ahead — before the emergency — if you will require additional travel time or need transportation assistance.

disaster. Explain the dangers of fire, severe weather and earthquakes to children. Plan to share responsibilities and work together as a team. n Discuss the types of disasters that are most likely to happen.

Explain what to do in each case. n Pick two places to meet: a) Right outside your home in case of a sudden emergency, like a fire. b) Outside your neighborhood in case you can’t return home. n Everyone must know the address and phone number. n Ask an out-of-state friend to be your “family contact.” After a disaster, it’s often easier to call long distance. n Discuss what to do in an evacuation. Plan how to take care of your pets.

n Post emergency telephone numbers by phones (fire, police, ambulance, etc.). n Teach children how and when to call 9-1-1 for emergency help. n Show each family member how and when to turn off the wa-

ter, gas and electricity at the main switches. n Teach each family member how to use the fire extinguisher. n Install smoke detectors on each level of your home. n Conduct a home hazard hunt. n Stock emergency supplies and assemble a Disaster Supplies Kit. n Take a first aid and CPR class. n Determine the best escape routes from your home. Find two ways out of each room. n Find the safe spots in your home for each type of disaster.

4 Practice your plan

n Quiz your kids every six months so they remember what to do. n Conduct fire and emergency evacuation drills. n Replace stored water every three months and stored food every six months. n Test and recharge your fire extinguisher(s) according to manufacturer’s instructions. n Test your smoke detectors monthly and change the batteries at least once a year.

where, there may be situations when it’s best to stay where you are and avoid any uncertainty outside. Consider what you can do to safely shelter in-place alone, or with friends, family or neighbors. Consider how a public shelter would meet your needs.

There could be times when you will need to stay put and create a barrier between yourself and potentially contaminated air outside. This process is known as “sealing the room.” Use available information to assess the situation. If you see large amounts of debris in the air, or if local authorities say the air is badly contaminated, you may want to take this kind of action.

Vacating: There may be conditions in which you will decide to get away or there may be situations when you may be ordered to leave. Plan how you will get away and anticipate where you will go. Choose several destinations in different directions so you have options in an emergency. Ask about plans at the places where you spend time — work, school, community organizations and other places you frequent. If you typically rely on elevators, have a back-up plan in case they are not working.

After an earthquake:

Be aware of possible tsunamis.

Do not use a landline telephone. Use mobile phones or texts to report an emergency. Text family “I’M OK.” n Wear shoes near fallen debris or broken glass. n If possible, put out small fires. n Use battery-powered flashlight, but turn it on outdoors (the battery may produce spark that could ignite leaking gas). n Check gas, electrical, water lines and appliances for damage. n Check building for cracks and damage. n Clean up spilled medicines, bleaches and flammable liquids. n Check water and sewage line. n Use charcoal or gas grills outdoors for cooking. n Do not use your car unless it is an emergency. n Be prepared for aftershocks. n n

The Red Cross recommends having a 7- to 14-day emergency supply of water and nonperishable food.

How much water? One gallon per person per day for drinking, cooking and hygiene. If you live in a remote area or an island, plan for a 14-day supply of food and water. Having a disaster plan and supply kit will increase your ability to help others during times of regional disruption.

This calendar/checklist is designed to build a 14-day supply kit for one person.

ACTIVITY: DISASTER KIT SCAVENGER HUNT WATER (at least 1 gallon per person per day for at least 3 days, for drinking and sanitation) n Caution: Unopened (sealed) water bottles should be good for at least one year. After a bottle is opened, the water will begin to grow bacteria in less than a month.

n Alternative water source: If you are unable to purchase water, a typical home water heater can provide 30 or more gallons of clean drinking water.

To use the water in your tank, first turn off the electricity or gas to the water heater. Then, close the supply valve to preserve the cleanliness of the water

in the tank. Next, get the air out of the tank by opening any hot-water tap such as the kitchen sink. (Caution: The water coming out of the tank may be very hot.) You can use a short water hose (e.g., the supply hose to a washing machine) to drain the water from the tank. Use a screwdriver or coin to operate the drainage valve. If you do not have a hose to transfer the water to jugs or pots, use a shallow pan to collect the water. Allow the tank to fill before restoring power to the water

heater.

FOOD (at least a 3-day supply of nonperishable food) n What to include: Ready-to-eat canned or dried meals/tuna, fruits, juices and vegetables. High-energy foods such as a peanut butter, cereals, breakfast bars, etc., are the best. Plan ahead if you have special needs

n Think through the details of your everyday life. If there are people who assist you on a daily basis, list who they are and how you will contact them in an emergency. n Create your own personal support network by identifying others who will help you in an emergency. n Think about what modes of trans-

portation you use and what alternative modes could serve as back-ups. n If you use tools or aids, plan how you would cope without them. For example, if you use a communication device, mobility aid, or rely on a service animal, what will you do if these are not available? n If you are dependent on life-sus-

taining equipment or treatment such as a dialysis machine, find out the location and availability of more than one facility. n For every aspect of your daily routine, plan an alternative procedure.

Make a plan and write it down. Keep a copy of your plan in your emergency supply kits and a list of important information and contacts in your wallet. Share your plan with your family, friends, care providers and others in your personal support network. n If you anticipate needing assistance during a disaster, make a list of family, friends and others who will be part of your plan. Talk to these people and ask them to be part of your support network. Share each aspect of your emergency plan with everyone in your group, including a friend or relative in another area who would not be impacted by the same emergency who can help if necessary. n Make sure everyone knows how you plan to evacuate your home, school or workplace and where you will go in case of a disaster. n Make sure some­one in your personal support network has an extra key to your home and knows where you keep your emer­gency supplies. PETS AND OTHER ANIMALS

Plan to take your pets with you in an emergency. If it is not safe for you to stay, it is not safe for them either. n Know which hotels and motels along your escape route will accept you and your pets in an emergency.

Call ahead for reservations if you know you may need to evacuate. Ask if no-pet policies could be waived in an emergency. n Most Red Cross shelters CANNOT accept pets because of health and safety concerns and other considerations. Service animals that assist people with disabilities are allowed in Red Cross shelters. n Know which friends, relatives, boarding facilities, animal shelters or veterinarians can care for your animals in an emergency. Check ahead for pet-friendly hotels/motels. Prepare a list with phone numbers. n Although your animals may be more comfortable together, be prepared to house them separately. n Include your pets in evacuation drills so they become used to entering and traveling in their carriers calmly. n Make sure your pet’s vaccinations are current and all dogs and cats are wearing collars with securely fastened, up-to-date identification. Many pet shelters require proof of current vaccinations to reduce the spread of disease. n Consider having your pet “microchipped” by your veterinarian. n The behavior of pets may change

PET EMERGENCY KIT CHECKLIST n Important pet documents (Shot records, ownership papers, microchip registration, phone numbers of your vet and “pet buddy,” and a current photo of each pet). n Water, food, and bowls. n Disinfectant and cleanser to handle animal waste properly. n Cat litter, disposable litter pans and plastic bags. n Pet carrier. n Towel and blankets, toys, brushes and combs. n Medications. n Leashes and collars with current license, identification and rabies tags. n First aid supplies, including adhesive tape, antiseptic and antiseptic ointment, bandages, gauze, ice pack, scissors, and tweezers.

To help you plan for livestock, horses and other animals, go to RedCross.org, HSUS.org or Ready.gov. dramatically after a disaster, becoming aggressive or defensive, so be aware of their well-being and protect them from hazards to ensure the safety of other people and animals.

Pet Buddy System

Plan with neighbors, friends or relatives to make sure someone is available to care for or rescue your pets if you are unable to do so. Talk with your pet care buddy about your escape plans and show them where you keep your pet’s emergency supply kit. Also designate specific locations, one in your immediate neighborhood and another farther away, where you will meet in an emergency.

n Watch your animals closely and keep them under your direct control as fences and gates may have been damaged. n Pets may become disoriented, particularly if the disaster has affected scent markers that normally enable them to find their home. n Be aware of hazards at nose and paw or hoof level, particularly debris, spilled chemicals, fertilizers and other substances that might not seem to be dangerous to humans. n Consult your veterinarian if any behavior problems persist. n Bring pets inside so you won’t have to search for them if you need to leave quickly.

them how to use any lifesaving equipment or administer medicine in case of an emergency. n If you use a wheelchair, oxygen or other medical equipment, show friends how to use these devices so they can move you if necessary or help you evacuate. n Practice your plan with those who have agreed to be part of your personal support network. n Inform your employer and coworkers about your needs and let them know specifically what assistance you will need in an emergency. n If you are hearing impaired, discuss the best ways to alert you in an emergency. n Your family may not be together when disaster strikes, so plan how you will contact one another and review what you will do in different situations. n Consider a plan where each family member calls or e-mails the same friend or relative in the event of an emergency. An out-of-town contact, not in the impacted area, may be in a better position to communi­cate among separated family members.

FIRST AID SUPPLIES n What to include: Bandages, cotton washcloths, cleaning agent/soap, hydrogen peroxide, antiseptic cream, and aspirin or an aspirin substitute.

Include a list of medical conditions and prescription medicines. n Tip: Keep your prescriptions in a plastic bag or travel kit in an easy-tofind location.

COPIES OF IMPORTANT INFORMATION n What to include: Include important information such as phone numbers, family records, insurance and financial documents, and copies of passports, identification documents, Social Security cards, immunization records for people and pets, etc.

RADIO, FLASHLIGHT, BATTERIES n What to include: Include a batterypowered or hand-cranked flashlight and radio and extra batteries. n Tips: Avoid using candles, which can easily cause fires. It is advisable to have a Weather Radio with tone alert. If you are unable to get a Weather Radio, you may be able to listen to www.nws. noaa.gov/hwr/streamaudio.htm.

OTHER SUPPLIES AND ITEMS You may want to include a whistle to signal for help, wrench to turn off utilities, sanitary products, and any other items you’ll need.

Check the expiration dates of items in your kit as least every six months.

Immediately install a new battery if an alarm chirps, which warns that the battery is low. n Smoke alarms should be replaced every 10 years. Never disable smoke or carbon monoxide alarms. n Carbon monoxide alarms are not substitutes for smoke alarms. Know the difference between the sound of smoke alarms and carbon monoxide alarms. n

Ways you can help a first responder: 1) Stay away from downed powerlines, only call 911 if it’s a real emergency. *Assume wires are live and do not do not drive over powerlines. During a natural disaster, the dispatch center gets overwhelmed with calls. Unless there is a fire or there are injuries, it’s best to call Puget Sound Energy for a downed powerline.

2) Learn CPR.

*The first compressions after a cardiac arrest are the most effective and they become less effective with time (even if the compressions are just as deep). Firefighters need you to help keep the patient alive until they arrive. “Hands-only” CPR is simple.

Public safety and emergency response agencies in Kitsap County team up to provide Community Emergency Response Team (CERT) training. Participants learn disaster planning, response, recovery and survival skills so they can help their neighborhoods and communities after a disaster. CERT classes are free and open to the public.

Emergency Alert Programs AlertSense, Pulse Point, Smart911

Residents and businesses in Kitsap County can sign up to receive up-to-date emergency notifications through AlertSense (https://public.alertsense.com/ SignUp) and Pulse Point (www.pulsepoint.org/pulsepoint-respond).

Emergency response providers will use Alert Sense and Pulse Point to warn people quickly when hazardous weather or other emergencies may affect the local area. Residents and businesses may elect to receive alerts by email or text message.

Alert Sense and Pulse Point allow individuals without landline phone service to link their address and cell phone to receive notifications affecting their registered location. Emergency information is simultaneously posted on the websites.

Washington State Emergency Management uses Alert Sense to disseminate information (click on “Public Opt-In”). You can choose what activities you want to be alerted about. You can have your alerts go to your text messages, voice messages or email, or all of the above. You can add more alerts or update your contact methods at any time.

Consider signing up for Smart911. You can store critical information for use by emergency responders. List your emergency contacts, home address and any medical conditions to assist the first responders.

These services are not run by the county, but they do coordinate closely with Kitsap County 911 dispatch and with the county’s emergency management team.
