A 28-month-old toddler in a stroller was struck and killed in a crash on Sept. 29 involving two vehicles on 140th Avenue Northeast and Bel-Red Road when one car making a lefthand turn allegedly failed to yield to oncoming traffic, according to police and fire officials.

“It was obviously a very tragic scene,” said Bellevue Fire spokesperson Ryan Armstrong.

A 1999 Dodge Durango driven by a 29-year-old female Kirkland resident was reportedly heading south on 140th Avenue Northeast and collided with a northbound 2011 Nissan Sentra making a left turn, according to Armstrong.

Police have determined that the likely cause of the crash was the driver of the Nissan Sentra failing to yield the right of way to all oncoming traffic when making a left turn on a flashing yellow left turn arrow from 140th Avenue Northeast onto Bel-Red Road. Police reminded drivers that they must yield to all oncoming traffic when making a left turn at a signal displaying a flashing yellow arrow.

The Nissan, which was being driven by a 43-year-old male Bellevue resident, was pushed onto the sidewalk, striking the child and her 25-year-old mother.

A Washington State Department of Health investigation has confirmed lapses in competency training and oversight of the cleaning and sterilization processes at the Seattle Children’s Hospital clinic in Bellevue, which revealed an issue with tool cleaning last month that may have put thousands of patients at risk for infection.

Troopers issued more than 180 warnings to motorists who violated traffic laws on the first three days of operation for the new Express Toll Lanes on I-405 tolling, the Washington State Patrol reported.

Washington State Patrol troopers worked an emphasis patrol in hopes of educating commuters of the new changes involving toll lanes, Trooper Chris Webb said in a press release. In all, 185 drivers received warnings from Sept. 27-29, including approximately 52 people were given warnings on Sept. 27. An additional 20 received citations.

People from around Puget Sound have filled local blood donations centers in the wake of the crash of a Ride the Ducks vehicle Sept. 24, causing hour-long waits and a doubling of newly registered donors at the Bellevue location of Bloodworks Northwest.

“It’s been very busy,” said Kristina Stauffer, manager of the Bellevue location of Bloodworks Northwest. “We’ll usually see a bump when something catastrophic happens, but not to this extent.”

The Ride the Ducks vehicle collided with a tour bus on the Aurora Bridge in Seattle, killing five people and injuring dozens of others.

In response, people wanting to donate blood have filled local centers, overwhelming phone lines and online scheduling systems, said spokesman David Larsen.

Several hundreds of people showed up at some of Bloodworks Northwest’s 12 locations the day of the accident, and continued to do so through the end of the week.

At the organization’s Bellevue location,

people were still waiting over an hour to donate blood the next day. The location registered 104 new donors on Sept. 24 – double their general daily numbers – and had registered more than 60 people by midday on Sept. 25.

“I’ve been here for over an hour… I’ve never had to wait this long before,” said Rhonda Lawrence, who said she came in to donate because of the accident.

To accommodate the response, the office had to double their seating for waiting donors, and the organization has been encouraging people to try scheduling appointments several days out.

While overwhelming, the response has been welcome as Bloodworks Northwest replenishes their supply.

Immediately following the crash, Bloodworks Northwest issued an emergency call for blood donors. The organization supplies blood to the eight different hospitals that the victims were taken to, and received urgent orders for more than 100 units of blood within a short window of time immediately after the crash, said Larsen.

Open Window School seeks higher enrollment cap

Despite some community opposition, the Open Window School is applying to expand the enrollment cap set 13 years ago after continuously bumping that ceiling.

The school applied for an amendment to their Conditional Use Permit on July 9 that would alter three of the original 13 conditions set when the school was first granted it in 2002 – most notably the cap on enrollment at 315.

Initially, the school’s enrollment was only around 200 children, but it grew to 309 students by 2007. Since then, enrollment has consistently ranged from 295 to 314.

future, but right now, we’re not,” said school Principal Jeff Stroebel. “There’s not some secret plan to increase enrollment again in the next few years. It’s just simply the time after 13 years to ask city to reconsider enrollment.”

Residents were opposed then and continue to be, due to the traffic concerns.

Opposition and prolonged litigation stalled the school’s initial permit application in 1999 for three years. Cougar Mountain was considerably less developed when the school was first proposed, and the Open Window School was anticipated to have significant impacts on area traffic.

The school has undergone changes that have reduced traffic impacts, Stroebel said,

A tragic, senseless death that needs an answer

T

he death of a 28-month-old toddler, the victim of a car crash that caused a vehicle to smash into her stroller, is wrenching. We expect parents everywhere shuddered when they heard the news.

Two vehicles — one going north, the other south — on 140th Avenue Northeast at Bel-Red Road crashed in the intersection. The toddler and her mother were on an adjacent sidewalk.

Police say the drivers of both vehicles are cooperating in the investigation and Bellevue Police Chief Steve Mylett said it doesn’t appear that alcohol or drugs played a role in the crash.

But, clearly, something went wrong. Police say the most likely reason was the failure of the northbound driver — who was attempting to turn left from 140th Avenue Northeast onto Bel-Red Road — to yield to oncoming traffic.

The rule is simple, police say: drivers must yield to all oncoming traffic when making a left turn at a signal displaying a flashing yellow arrow. Those arrow lights have been installed at a many intersections throughout Bellevue.

Police still are investigating, of course. But Chief Mylett offered this assurance: “We will find out exactly what happened.”

Parents — everybody! — will want to know.

To the editor Court decision right on charter school issue

I fully support the recent Washington State Supreme Court’s decision regarding the constitutionality of charter schools. Charter schools are just another way for further dividing an already very divided country.

People seem to forget the big push for them started in the South as a way to continue to keep their schools segregated.

Too many politicians have jumped on the bandwagon, not because they feel education in this country will improve but because it diverts the public’s attention from the fact they have completely failed in their obligation and reasonability to see that every child regardless of neighborhood receive a quality and meaningful education that will in fact improve their economic status.

I-405 Tolls: What were they thinking?

I saw with interest (and a lot of confusion) the new “rules” for the toll lanes on I-405. I think the IRS code is simpler. It makes the Obamacare handbook easy reading. You will have to have so many stickers on your windows they will look like a Seahawks season ticket holder’s jacket.

The confusing convolutions of times, occupants, and locations makes for a lot of, not so much, fun times scrutinizing your toll bill. Why not have one sticker for EVERYTHING? And, oh yeah, make the

tolls simpler.

I understand that highways cost money. I also understand that politicians are constantly looking for new ways to suck, er I mean tax, and spend and spend and spend. But this is ridiculous.

As an aside, whatever happened to all the lottery money? That was supposed to be for highways. And what about the continuing rise in the gas taxes. Where is all that going? I’m sure there’s a lot of other money siphoned off that might better be used for highways.

Could it be that the powers that be wanted to make the new tolls so complicated and confusing that no one could possibly challenge their billing.

Or is the answer simpler and just one question needs to be asked, “What the hell were they thinking?”

I recently saw Sound Transit Board Member Claudia Balducci on TV pushing for Sound Transit 3. The project list is expected to come with a price tag of $15 billion, in the form of a tax increase on families in King County.

That is why I was concerned when Balducci couldn’t explain how the final project list would be chosen. I am afraid that Balducci will support any project without considering the negative impacts it could have on our communities.

I want to be confident that ST3 will include a carefully considered list of projects that reflect the actual transit needs of our communities. If Claudia Balducci doesn’t know how projects are picked, how do we trust

her when she says they will work?

Ungodly action: Two Bellevue police officers responded to a call from security at St. Louis Catholic Church on 156th Avenue Southeast. Church security had set up a camera in the safe room and observed a custodian covering up the lens. Upon arrival, police learned this janitor had been suspected of stealing from the church, and found that the suspect had the proceeds from the Sunday offerings in his pocket. He was arrested.

Piggyback bandit pounces: Officers responded to The Lodge at Bellevue Square after the suspect, nicknamed the “Piggyback Bandit,” refused to leave Red Robin. He was detained when it was learned he had a couple warrants. Reportedly, he has a habit of yelling “piggyback ride” and then jumping onto the backs of random strangers. None of the warrants were extraditable, so he was issued a notice of trespass and released.

Komen, the world's largest nonprofit funder of breast cancer research, announced Sept. 22 that two researchers in Washington state will receive $800,000 to investigate breast cancer disparities and genetic mutations: Mary-Claire King, Ph.D., of the University of Washington, will receive $600,000 to screen for genetic mutations in families severely affected by breast cancer, potentially identifying novel mutations and mechanisms for inherited breast cancer.

Benjamin Anderson, M.D., of Fred Hutchinson Cancer Research Center, will receive $200,000 to develop tools for lowand middle-income countries to improve breast cancer early detection programs through collaboration of health policymakers, administrators and breast cancer advocates.

The new grants to Dr. King and Dr. Anderson bring Komen's total research investments in Washington state to $9,860,000 since 1982.

The awards to both researchers, previously awarded and named as Komen Scholars, are among 124 new grants to researchers in 25 states and 15 countries.

Julie Gralow, M.D., a University of Washington researcher working to improve treatments for metastatic breast cancer, is also Komen Scholar who has received funding from the organization.

Bellevue students to get more access to county library

account numbers will include each student’s school identification number and the school district number (405).

This new arrangement between the BSD and KCLS will supplement the traditional library card. Students will be able to use the array of databases, downloadable materials (through Overdrive) and online homework help services offered by KCLS without needing a physical card.

Since students will only be able to access electronic materials it won’t be necessary for students to track due dates, so students will reportedly not accrue fines or fees.

Students who already have a traditional KCLS library card will continue to be able to use it to checkout materials from the public library and use in-library computers.

Bellevue School District students will soon have increased access to King County Library System resources with a new partnership through which students will receive special library accounts.

“We’re truly looking forward to this ongoing collaboration between the King County Library System and the Bellevue School District as both organizations are committed to providing resources and services that help our students succeed,” the school district said in a press release.

This month, the library system will automatically launch the system to each student in kindergarten through 12th grade. The

City Council supports grant for Pacific Northwest Ballet move

Members of the Bellevue City Council signed a letter last week in support of Pacific Northwest Ballet’s grant application to relocate its Bellevue training facility due to the planned East Link light rail expansion.

“We’re so happy to have the support of the Bellevue City Council. That’s huge for us,” said Ellen Walker, executive director of Pacific Northwest Ballet. “We have really, really struggled with the condemnation with the Francia Russell Center by light rail and Sound Transit.”

The ballet originally approached Deputy Mayor Kevin Wallace to sign the letter, but Wallace and Councilman John Stokes ended up introducing it to the entire council for their signatures. Both the city council and the Bellevue Arts Commission have sent letters in support of the ballet’s application for a grant from 4Culture.

As the Reporter previously reported, the ballet must relocate its Francia Russell Center in 2016 from the current Bel-Red location, which is directly in the path of the planned Sound Transit East Link alignment along 136th Place Northeast and Northeast 16th Street.

partnership between King County and 4Culture to invest $20 million in local arts cultural facilities, heritage sites and landmarks – to help with the costs of rebuilding the center.

Pacific Northwest Ballet completed constructed the Francia Russell Center in 2002 for $3 million. Due to rising construction costs, high property prices and a lack of available space, the ballet is now looking at a price tag of $10 million and potentially higher monthly expenses.

“What we can afford is what we have now. Our business model is predicated on our existing space,” said Walker.

Like many ballet companies, Pacific Northwest Ballet operates on ticket sales, donations and grants. The cost of a new building in Bellevue is prohibitive, said Walker, and the ballet is running out of time to find a solution.

That being said, they hope to keep the training center in Bellevue, if possible.

“We love that building, we love the Eastside,” said Walker. “We’re part of Dream Big with the Bellevue School District, and lots of our subscribers and ticket buyers live in Bellevue.”

PNB has been in Bellevue since 1986.

The center provides training to over 600 students and has nearly as many on a waiting list, according to the city of Bellevue’s letter.

Walker will be interviewing with 4Culture for the grant at the end of October, and hopes to hear something in November. The ballet is planning on beginning relocation in 2016.

Kuderer to replace Hunter in 48th District legislative seat The Metropolitan King County Council has appointed Patricia (Patty) Kuderer of Clyde Hill to fill the vacancy in the Washington state House of Representative for the 48th Legislative District. Kuderer will fill the vacancy created when Rep. Ross Hunter resigned to serve as Director of the state Department of Early Learning.

Pursuant to the state constitution, the County PARTICIA Council had to choose KUDERER from a list of three names submitted by the state central committee of the same political party as the legislator whose office is vacant. The Washington State Democratic Central Committee submitted three names, identifying Kuderer as the preferred candidate of the 48th District Precinct Committee Officers, listing Kimberly Allen and Santiago Ramos

as the second and third choices.

“I am so grateful for the support from the 48th District Democratic organization and honored to be appointed to this seat,” Kuderer said. “I will continue representative Hunter’s work championing our public schools while relying on my legal background to work on judiciary issues. I look forward to getting to work in Olympia.”

Kuderer is the head of the Kuderer Law Group. She is a graduate of the University of Minnesota and received her law degree from the William Mitchell College of Law in St. Paul, Minnesota.

Kuderer has served as the National Communications Director for The Peace Alliance, a national organization that empowers civic engagement toward a culture of peace.

The candidates were interviewed by the King County Council before the final vote was taken.

The Bellevue Collection and the Kemper Freeman family raised over $100,000 for Seattle Children’s Hospital and Bellevue LifeSpring during its 10th annual Fashion Week at The Bellevue Collection’s fall fashion runway shows.

One hundred percent of the ticket sales of the two sold-out events – the Posh Party Trend and Front Row Fashion shows – went directly to the non-profit beneficiaries.

“The Bellevue Collection’s generous support of Seattle Children’s allows our researchers to bring their promising discoveries to patients and helps us give all children a chance for a better, healthier future,” said Aileen Kelly, Vice President of Seattle Chil-

dren’s Hospital and Research Foundation.

The money raised for Bellevue LifeSpring will provide 45,225 meals to hungry children living in poverty in Bellevue, according to Jennifer Fischer, executive director of organization. This is the organization’s fourth year as a Fashion Week beneficiary.

Investigators from the DOH met with staff at Children’s Bellevue Clinic and Surgery Center earlier this month, evaluating and inspecting the processes and interviewing employees at all levels, the hospital reported in a press release.

The state report has not been made public because, while the state Department of Health’s investigation is complete, the case is still open, according to a DOH spokesman.

The hospital first revealed that there was a lapse in the required procedures for cleaning and sterilizing surgical instruments at their Bellevue Clinic and Surgery Center on Aug. 26.

Three arrested in pharmacy robberies

Three males believed to be behind numerous robberies, including one in Bellevue, were arrested by Redmond Police on Sept. 24 after an attempted robbery in Kirkland's Rose Hill neighborhood. A fourth suspect is still at large.

The attempted robbery occurred at 3:30 a.m. when the three males, ages 16-19, entered the Rose Hill Walgreens located on Northeast 85th Street. Two of the suspects allegedly approached the pharmacy area in the back of the store while the third suspect made a purchase at the front counter, according to a press release statement from Kirkland Police Department spokesperson Mike Murray.

The suspect then exited the store, got into a vehicle and waited near the front door while the two suspects in the store allegedly attempted to steal narcotics, but were interrupted by the pharmacist. They left the store and were last seen leaving the area in a vehicle on 124th Avenue Northeast.

Redmond police spotted the vehicle driving on Redmond Way after receiving a description of the suspect and their vehicle. The three were arrested and are being held in the Kirkland Jail. A fourth suspect fled from the vehicle and has yet to be apprehended.

Police believe the suspects are responsible for committing several pharmacy robberies along the I-5 corridor.

The suspects are believed to have also committed a robbery at the Bartell Drugs store in Bellevue’s Crossroads area on Sept. 16, Bellevue police said. During that incident, the burglars used a stun gun on a clerk and then stole an undisclosed amount of Robitussin with codeine before fleeing.

Bellevue police K-9s were called to assist in the search for the fourth suspect on Sept. 24, but were unable to locate the suspect after two hours of searching. Several police agencies are working with the Kirkland Investigations Unit on the investigation.

Sheriff’s Office on jury duty fraud calls: ‘Just hang up’

The King County Sheriff ’s Office warned county residents on Sept. 29 about an ongoing phone scam defrauding victims out of money to make phony arrest warrants disappear — and the perpetrators are using sheriff ’s

office and court phone numbers to do it, a Sheriff ’s Office pokesperson said.

“Our front desk gal gets multiple calls daily about this scam and it’s very concerning,” Sergeant Cindi West said.

“And they’re so savvy that they’re using real phone numbers from the Sheriff ’s Office to call their victims.”

Known as Caller ID spoofing by the Federal Communications Commission, callers are able to use a specialized digital connection to the telephone company to create the appearance they’re calling from a number other than their own. Spoofing has been used by collections agencies, law enforcement and private investigators to varying degrees of legality, but the Truth in Caller ID Act passed by the U.S. Congress in 2009 declared spoofing illegal when used to defraud.

issued for missing jury duty service. The callers tell the victims that the arrest warrant will go away if they pay a fine over the phone, which they promise will be refunded once they report for jury duty.

Indeed, missing a jury duty summons can result in penalties in Washington state including contempt of court. Additionally, the latest round of scammers seem to have done enough research to namedrop real employees of the sheriff ’s office, making the calls appear legitimate, West said.

Except for one important detail, West said: Law enforcement and the courts never call residents with arrest warrants to warn them in advance of arrest. Nor do they ask citizens to pay fines over the phone, let alone by purchasing cash cards and reading the PIN back to the caller, as is typically asked of victims in jury duty scams.

“This isn’t just in King County, it’s all over,” West said.

“My parents live in Pierce County and received one of these calls. My mother is very police savvy … but even they weren’t sure if the call was real or not.”

So what can residents do to protect themselves?

“Just hang up,” West said. “Hang up immediately.”

West advised recipients of these calls to call the King County Sheriff ’s Office nonemergency line at 206-2963311.

“It was critical that the blood was already there to respond to this tragedy.

Fortunately, we have a pretty good blood donor base, but we need to replenish,” said Larsen.

Both first-time donors and regulars filled the Bellevue Bloodworks Northwest location, including Riko Chang, whose heart went out to the victims.

“I wanted to help,” she said. “I kept thinking ‘what if they were my kids, there’s got to be something I can do.’”

10:20 a.m. after receiving reports of a serious multi-vehicle crash, said Bellevue police spokesperson Seth Tyler. Lifesaving attempts were made by emergency personnel, however the child died at the scene. She was identified as Shraddha Panchakarla on Sept. 30.

The mother was uninjured, but taken to Overlake Hospital as a precautionary measure.

Both drivers also were transported to Overlake Hospital with non-life-threatening injuries. Both are cooperating with the investigation.

The driver allegedly at fault consented to a blood draw, and drug or alcohol impairment is not suspected in this crash, police said.

Later in the day, a memorial wall was created with people leaving flowers, messages and stuffed animals.

Meghan Strum, of Bellevue, and her four-year-old daughter, Isabella, came by the wall around 6 p.m. so Isabella could tape a picture to the wall that she had drawn. It was the second trip that day to the corner for the two, who had been there at the exact spot just five minutes before the accident.

The investigation is ongoing.

Investigators have impounded the vehicles involved in the crash, and will be completing a forensic mechanical examination of them. Additionally, investigators

A traffic study was conducted In preparation for their permit revision application by Transportation Engineering Northwest concluded that an enrollment of 375 students will have no adverse impact on traffic.

Stroebel and school administrators have also met with the Cougar Mountain Residents Association. But, the city reportedly did receive several letters from residents against an enrollment increase. However, Stroebel wasn’t surprised.

“There are longtime residents who are probably never going to be thrilled that there’s a school here,” he said.

There will be a public hearing on the issue on October 8 at 6:30 p.m. at the school.

The night belonged to the Newport Knights offensive line in a dominating victory against the Inglemoor Vikings.

Newport scored all eight of its touchdowns on the ground en route to a 58-30 victory against Ingelmoor on Sept. 25 at Newport High School. Newport ran the ball on close to 85 percent of its plays and controlled the line of scrimmage. Its playmakers did the rest in the open field.

Sophomore starting quarterback Brandon Steinberg had four rushing touchdowns (83 yards, 56 yards, 26 yards and 49 yards) in the contest. Knights’ featured running back Thomas Day scored on a 49-yard touchdown jaunt and an 11-yard touchdown run.

O’Shae Richard scored on a 1-yard touchdown run and reserve running back Liam Malley rounded out the scoring parade with a 1-yard touchdown plunge in the fourth quarter.

Knights’ head coach Drew Oliver said his team needed a victory after losing its last two games (against Skyline and Bothell).

“The offense played great tonight. Guys were getting into the open field and making guys miss,” Oliver said. “We still had too many penalties and too many guys getting called for holding. We have those things to clean up but overall it feels good to get back

in the winning column.”

Day said the entire team did its job in the blocking game, which allowed him and his teammates to rumble for large gains in the Inglemoor secondary. Day said many of the play calls were designed to get Newport ballcarriers the ball in open space on the edge.

“It has been something we didn’t do a ton of last year because our offensive line was so big where we could make plays going up the middle,” Day said. “As the season has progressed we have found that getting me the ball in space helps me get loose. That is something we did a lot tonight. The offensive line and receivers did a great job of blocking down the field.”

Newport bolted to a 24-6 lead after Steinberg’s 83-yard touchdown run with 9:41 left in the second quarter. Inglemoor scored two touchdowns on its ensuing offensive possessions, cutting Newport’s lead to 24-18 with 6:14 left in the second period. The Knights outscored the Vikings 34-12 in the final 30 minutes of play to seal the win.

The Knights will make the short trip to the Sammamish plateau where they will face the Eastlake Wolves at 7 p.m. tonight in Sammamish.

“I tell our team this all the time, it’s about us, it’s not about anybody else. We’re going to just keep taking baby steps ourselves,” Oliver said. “Eastlake is a good team. We’re looking forward to the challenge.”

Rossman makes memorable trip to Serbia

While many high school students were enjoying scorching temperatures of August during their summer vacation, Bellevue Wolverines sophomore water polo player AJ Rossman tested his skills against the highest caliber of water polo players the world has to offer.

Rossman, who plays the driver position for the Wolverines, played for the United States Cadet National team in late August in Serbia. Rossman was the only player from Washington on the roster.

“It was a really crazy experience.

The culture was a lot different and was eye opening to me. It gave me a new perspective on life. It was really cool over there,” Rossman said of seeing the country.

Not only was Serbia eye opening in terms of architecture and way of life, the competition level was something Rossman had never experienced prior

“Serbia and Croatia have some of the best water polo teams in the world.

It was really crazy going from playing here in Washington to going all the way over there and playing against the caliber of guys they have,” he said.

Rossman went through four or five different tryouts in December of 2014 and learned shortly thereafter that he had made the squad.

“It is a big honor and is humbling,” Rossman said of being selected.

Rossman, who was a starter in 2014 on the Wolverines state championship team, is looking forward to helping his squad defend their title this fall.

“There is a lot of pressure, but I feel like we’re going to be the underdogs this year because Curtis and Mercer Island have great programs,” he said.

“It is going to be a great competition.

We are looking forward to it.”
