District eyes $105K loan for bleachers By Megan Hansen Co-Editor

Coupeville Schools are looking at taking out a state loan to replace the bleachers in the gymnasium. The loan would be paid back as part of the district’s proposed $5 million bond. Ballots will be mailed to voters April 10. The district had hoped to use the bleachers through the end of the school year, said Superintendent Jim Shank, but one section of them has broken and is irreparable. “We won’t be able to use them,” he said. “We’re going to force them out one more time for graduation.” The bleachers are original to the 1979 structure and the motor used to release the seating cannot be found anymore. Denise Mehal, business manager for the district, said she submitted an application to the state treasurer’s office for LOCAl funds.

County sets approach for comp plan By Janis Reid Staff Reporter

Island County commissioners don’t always agree on how to approach the Comprehensive Plan Update, due next year. But they agree that they should get as much public participation as possible. The board met with members of the Island County Planning Commission during an annual joint meeting Monday. They discussed, and occasionally argued, about their priorities for the county’s land use future. Counties are required to update their Comprehensive Plan, or Comp Plan, every eight years, ensuring that county regulations are in keeping with both ever-changing state requirements and reflect local priorities. The updated version is due in June 2016. So far, planners received approximately 600 surveys, both online and collected dur-

Some big changes are coming down the pike for Town of Coupeville as Mayor Nancy Conard says she will not seek a sixth term in office. “I’ve been talking with friends and family about it for some time,” Conard said. “Twenty years seems like it’s about enough. “It’s time for me to take some time,” she added. Conard’s term as mayor as well as three other council positions are up for reelection in November. And at least two of those council seats will be open. Both council members Molly Hughes and Bob Clay said they are not planning on running again for their seats. “I felt 12 years was good,” Hughes said. “I really enjoyed being on council. It would be good to get some new blood.” Council members Jackie Henderson also has a seat up for reelection.

Clay, who’s served four terms in office said, “I think this was a long enough time.” A call to Henderson was not returned as of press time. Conard’s years of service have been unique; she serves as both elected mayor and as the town administrator. With her departure in sight, council members and town staff are already taking measures to adjust. Tuesday evening the council began discussions about revising Ordinance 624, which was drafted in 2002 and addresses the mayor’s duties and salary. “For a long time the salary for mayor was for $500 a month,” she said. “It was when I started.” Shortly after Conard took office, the clerk left and the new mayor assumed many of that position’s administrative responsibilities, Conard explained. Conard went to council and asked for either someone else to assume those tasks or

compensate her for doing them. The council drafted an ordinance that requires the mayor to submit a plan for administration within 90 days of taking office. The council could then review and adjust pay accordingly, Conard said. That ordinance has been updated several times, most recently with 624. “She was uniquely qualified,” Hughes said. “We knew that perfect storm of skills wouldn’t come around again.” Under 624, the council set Conard’s current pay at $32.83 an hour or about $68,000 a year. Draft Ordinance 719 would replace 624 and sets the mayor’s pay at $3,000 a month with benefits. It also reverts the position’s duties to that of a standard mayor position. Other steps the town has taken include increasing staffing in the planning department and also hiring a town clerk who could also

Coupeville track team enjoys early success By Jim Waller Staff Reporter

After competing in only two contests this season, the Coupeville High School track team has posted some of the state’s best 1A marks. The results weren’t as impressive for the other Coupeville athletic teams over the past week. Sequim was particularly tough on Coupeville, beating three CHS teams (baseball, 4-0; soccer, 3-0; and softball, 12-1.) The soccer team also lost to South Whidbey 9-0 and Kingston 4-0, and the tennis team fell 5-2 to South Whidbey.

Track gets high marks

Coupeville’s Makana Stone owns the state’s best 1A 400-meter time (61.09) and the fifth-best in the 200 (27.17). The girls 4x200 relay (Stone, Kirsten Pelroy, Sylvia Hurlburt, Lauren Grove, 1:52.69) is also tops in the state . The 4x100 team (Marisa Etzell, Hurlburt, Grove, Pelroy, 53.13) has the state’s No. 2 time, while the 4x400 team (Etzell, Pelroy, Stone, Lauren Bayne, 4:31.31) is fifth. For the boys, Latham Kelley holds the fourth-best 200-meter mark (23.83), and the 4x100 relay team (Jacob Smith, Jared Helmstadter, Dalton Martin, Kelley, 46.87) is eighth.

The Wolves soccer team opened the season with three shutout losses, losing at Sequim Tuesday, March 17, and at Kingston Saturday, March 21, and at home to South Whidbey Thursday, March 19. After the Kingston match, coach Kyle Nelson said, “We had a pretty good first half, being down only 0-1. Our injuries and being short handed because of guys not being able to make this game caught up to us in the second half.” The Wolves (0-3) entertain Forks at 1 p.m. Saturday, March 28. Plan: Commissioners agree public input important on Comp Plan From page 1 ing recent public meetings. Commissioner Rick Hannold pointed out that the 600 surveys are but a fraction of the county’s nearly 50,000 registered voters. “I think you would do far better to have a community discussion to explain the Comp Plan and ask for verbal input,” Hannold said. Commissioner Jill Johnson said she thought the county was “doing well” to offer multiple ways for people to be involved, providing online and in-person platforms for input. “People have different preferences,” Johnson said.

Commissioner Helen Price Johnson said she is hearing comments that don’t seem to be getting back to planners, which she described as frustrating to residents in her district. “They’re finding me, but I don’t think they are finding you in the same way,” Price Johnson said. Commissioners also agreed that the county’s ordinances need to be more accessible and easily interpreted by the public. “Our code is not userfriendly in its current form,” said Price Johnson, adding said she’d like to get rid of all the code’s “glaring contradictions.” “We need to identify areas

where we have different priorities,” Johnson agreed. County staff estimate that they will require approximately 7,480 hours to accomplish the minimum required updates and “code cleanup” to the county’s ordinances. Commissioners voiced concern that the breadth of work before them will limit the county’s ability to have larger conversations on specific issues and greater public participation. “What’s our capacity to take on other scopes of work?” Johnson asked. Long Range Planner Brad Johnson said that the planning staff does have some capacity to take on new discussions but they “need to

be careful of taking on more than we can or missing our deadline.” “We need to make sure it doesn’t get out of control,” he said. Discussions not specifically outlined in Comp Plan update, but listed as Price Johnson as priorities, are the discussion of Freeland as an urban growth area, rural event center regulations and the boundaries for communities like Clinton. Looking at the county code as a whole, Hannold said he’d like to “get rid of variances” whenever possible to avoid ambiguity. “My angle would be, I would like it to be cleaned up to the point of reducing the

number of appeals to do with language,” he said, However, the community needs to be clear what they want from their government because “absolutes come at the trade-off of flexibility,” Johnson said. Johnson said she’d support removing the Board of County Commissioners as an appeals body in some cases because planning is not its expertise. Such appeals would instead go straight to Superior Court, Johnson said. Johnson said the commissioners’ lack of land-use knowledge may open the county to lawsuits. Johnson said this is “an old way of going about it … a good-old-boy way” that

she’d replace with a “de-politicized” and regulation-based appeal system when it comes to the Comp Plan and the corresponding county ordinances. “I’d get that moving,” Johnson said. Hearing Examiner Michael Bobbink agreed. “If you give them messes in the code, it just gives them all the more argument,” he said. Bobbink offered to direct part of his retainer as Hearing Examiner to help perform “code scrub” as part of shouldering the manpower needed to complete the Comp Plan update.

“It doesn’t cost to apply and we get a very good rate,” she said. “Usually, it’s less than 3 percent.” The loan amount requested is $105,000 that should cover the cost to replace the bleachers.
