Sailor completes tire flip challenge for the fallen

By JANIS REID South Whidbey Record Petty Officer Michael McCastle completed 13 miles flipping a 250-pound tire in cold and wet weather for his dad Dec. 20.

McCastle’s father died the day before the event, but he said his spirit bolstered his efforts.

“I felt like he was there with me,” McCastle said. “I was where he needed me to be and I drew strength from that.”

Raising awareness for Wounded Warrior Project was his primary objective, and McCastle raised more than $700 to be donated to the organization that helps injured veterans. He said he plans to leave the website active until Jan. 1 to allow for additional donations. Funds raised will be donated to Wounded Warrior Project in honor of Alvin Decker, a veteran who lost his battle with personal demons, according to McCastle.

“It wasn’t about the monetary donations,” McCastle said. “I like people just to know about (Wounded Warrior Project) and their mission.”

McCastle said during the course of the fundraising challenge he got “banged up pretty good, but it’s nothing that won’t heal.”

Clinton man has big loss from flood at Oregon mill

McCastle’s girlfriend Norma-Jean Hunter was on hand to lend support and to keep track of his progress.

Hunter, a personal trainer, said it was hard to see McCastle in pain but that “pain is only temporary.”

“I’m so proud of him,” Hunter said. “I know what it means to him.”

Sarah Gallella, a veteran herself, brought her young sons who hugged and highfived McCastle when he finished a lap.

“As a mother, I am always looking for interesting, positive things to introduce my boys to,” Gallella said. “I was impressed that Mike was

using such a unique way to bring awareness to Wounded Warrior Project. He was a great role model on how to set a goal, experience a personal setback with his father passing, and still persevere using Navy values of honor, courage and commitment, all with a smile on his face.”

“I was really impressed that he could lift the tire,” said 10-year-old Edward. “My brother and I together could barely lift the tire.”

McCastle is already looking toward his next challenge, a rope climb to raise money for Parkinson’s disease research in the spring.

The cause hits close to home.

Among other health problems, McCastle’s father suffered from Parkinson’s.

“I think I’ll be ready to start training in a couple of weeks,” he said.

McCastle said around 15 people showed up to the event throughout the day and even more honked as they drove by to show support.

“I feel thankful, humble and blessed by everyone who supported me,” he said.

“While many Whidbey residents worried about their friends and relatives suffering the flood conditions of Oregon and California last week, at least one local man was an eyewitness as his hopes for a prosperous 1965 washed out to sea in the high waters of the Willamette River.

“The flood victim was Les Bosch of Clinton, part owner of a stud mill located in the Willamette River near Oregon City. He came home Wednesday of last week and returned to Oregon Christmas Day to see what could be salvaged from the ruin of his mill and his hopes.

“For the past few months, the Clinton man has been manager of the mill and only a few weeks ago wrote his wife that the mill was ‘in the black’ and that 1965 should see a handsome profit.

“Wednesday, when he arrived home, he had had six hours sleep in the past 72 hours. In that time, he and his men had done their best to prepare for the expected flood. They had ‘boomed’ and tied down nearly $40,000 worth of logs and had moved more than 100 electric motors to what they had hoped was safety.”

Freeway to make difference in commuter pocketbooks “Among the happier prospects of 1965 for Whidbey residents is the opening to traffic in the near future of the Seattle-Everett freeway, an event which promises to save time, dollars and temper.

“The 19.7 miles of six and eight lane limited access highway was to have opened Tuesday of this week, but the extreme cold weather of the past two weeks, combined with both snow and ice, threw construction far off schedule. Best guess at present is that the new highway will open early in 1965.”

Island’s four liquor agents sell more than half million “Whidbey Island’s four state liquor agencies sold $544,631.25 worth of liquor during the period July 1, 1963 to June 30, 1964, according to the annual report released this week by the Washington State Liquor Control Board.

“The report did not take into account the liquor sold at the county’s 40 other liquor outlets, which include five taverns, one restaurant, five resorts, 34 groceries, four Class H licensees and one beverage store.

“Of the total sold at the state agencies, Oak Harbor accounted for $321,912.64; Freeland, $115,841.96; Langley, $62,068.97 and Coupeville, $44,807.68.”

Orca pod makes Christmas Day visit to Penn Cove

By RON NEWBERRY Whidbey News Group Coupeville residents got a Christmas Day surprise when a pod of orcas swam into Penn Cove and stayed awhile last Thursday.

Anywhere from five to seven transient orcas were spotted and word traveled fast through social media as a crowd of people gathered on the Coupeville Wharf and gazed.

Among them were Lynda and Mitch Richards, who run the Lovejoy Inn on Eighth Street and experienced their first sighting in 17 years.

“To have it come on Christmas made it special,” Lynda Richards said. “My husband in particular has been orca ‘hunting’ for years. He was most excited.”

“We’re surrounded,” said Susan Berta, also of Orca Network.

Yet, seeing them in Penn Cove was a special treat for many Coupeville residents.

“I’ve lived here three years and I’ve missed them every time except this year,” said Bonnie Gretz of

Coupeville.

The orcas arrived in the early afternoon and stayed nearly three hours, Gretz said.

She said she thought she saw seven orcas, including two males and a calf.

“It was wonderful,” she said. “Last year, I got to see them on New Year’s Day at Fort Casey. It was a nice start to the year.”

Like Gretz, Lynda Richards got the news of the orcas in the cove through social media.

“We were having a late lunch and I just happened to be on Facebook for a minute,” Richards said.

“I read, ‘Orcas in Penn Cove right now.’ I was like, ‘Whoa!’ We went down to the wharf.”

LANGLEY Surveys show need for common hours

The area around Double Bluff County Park in Freeland may see heavy traffic Thursday, Jan. 1.

The annual Polar Bear Plunge, put on by the South Whidbey Parks & Recreation District and the Island County 4-H Youth Leadership program, draws hundreds to the beach for a chilly swim to ring in the new year.

Cars often pack the small parking lot and line Double Bluff Road, between East Shore Avenue and Millman Road. No closures are planned, however.

Drivers are encouraged to use caution along the road.

Registration costs $15 and opens at 10:30 a.m. and the swim commences at noon. No lifeguard will be on duty.

A survey of customers and visitors at several Langley shops showed walking by, word of mouth and repeat customers were the top reasons they came in.

Carolyn Tamler reported her findings to the city council Dec. 15. She said 50 surveys were completed during a November meeting of business owners that yielded 13 common priorities. Among them were adding events to local calendars, identify needed businesses in the city, filling vacancies, operating on common hours and having longer hours.

Tamler also found that the Langley Main Street Association was working on several of the priorities, and said she’d leave them to it.

CORRECTION The story “State to reopen Holmes Harbor” and an accompanying editorial in the Dec. 20 edition of The Record included incorrect past clam season dates. Year round harvesting was allowed until 2002, when it shortened to six months. The season was shortened again to five months in 2003 until it was closed year round in 2006.

Commissioners to meet on Tuesdays Island County commissioners are moving forward with plans to move their regular weekly meeting from Mondays to Tuesdays.

The move is to allow commissioners time to

meet with staff and get questions answered before the meeting, commissioners said at their Wednesday work session.

The board agreed that the change would help them be better prepared for the meeting. Work sessions held at 9 a.m. on the first three Wednesdays of the month will remain the same.

In addition to the day change, commissioners will cease to hold a regular evening meeting the fourth Monday of each month. All meetings will be at 10 a.m. Tuesday unless they come upon a “sensitive or contentious issue” and the board decides an evening meeting is needed, according to Board Clerk Debbie Thompson.

Crab boat owner pleads guilty The owner of a 128-foot crab boat that caught fire and sank in Penn Cove in 2012 has pleaded guilty to a criminal charge.

Rory Westmoreland, a scrap metal dealer, pleaded guilty in Island County District Court Tuesday to vessel abandonment, a misdemeanor.

Deputy Prosecutor Chris Anderson said sentencing will be held at a later date.

He’s going to recommend a top-of-the-range sentence of 90 days in jail and a $1,000 fine.

Under the plea bargain, Westmoreland won’t have to pay restitution for the cost of cleaning up the estimated 5,555 gallons of fuel that spilled into Penn Cove, forcing the temporary closure of the shellfish farm.

The Department of Ecology recovered $1.56 million in spill response

expenses from the National Pollution Fund Center; the federal government may go after Westmoreland to recoup the money, according to the Department of Ecology.

Last year, the state levied a $301,000 fine against Westmoreland for failing to report an oil spill, for failing to clean up an oil spill and for the oil spill itself.

Westmoreland had the boat towed to Penn Cove in December of 2011.

On the night of May 12, 2012, the Deep Sea crab boat caught fire — in what was later determined to be arson — while illegally anchored on state-owned aquatic lands, according to the Department of Ecology.

Firefighters attacked the fire that night and the next day, but it rolled on its port side and sank May 13, spilling fuel. Diving contractors hired by the U.S. Coast Guard removed 3,100 gallons of oil from the sunken vessel.

The boat was later raised and towed to King County where it was cut up into scrap metal.

In an unrelated case last year, the state Attorney General’s Office charged Westmoreland in King County Superior Court for allegedly abandoning about 40 barrels of hazardous waste in a property from which he was evicted in 2012, according to court documents.

Editorial Enjoy end of the year responsibly, for all It’s an old message, yet year after year government agencies, non-profit organizations, advocacy groups and newspaper editorials such as these attempt to drive home the same tired message.

Don’t drink and drive.

If you do, you could kill yourself. You could kill your friends. You could kill your brother or sister, your mom or whoever else is unlucky enough to be in the car with you.

Or, worst of all, you could slaughter the innocent family who is on their way home from a pleasant evening with grandma and grandpa. Of course, you might get away with it and arrive at your destination without incident, but that won’t last. If you drive while intoxicated, sooner or later you’ll pay the piper. And if you’re the one who lives, you can look forward to a long stay in one of Washington’s lovely prisons.

All of the above is common knowledge. In fact, one would be hard pressed to find a person who isn’t aware of the deadly consequences of drinking and driving. Yet, each year nearly 10,000 people nationwide are killed by those under the influence, according to Mothers Against Drunk Driving, with New Year’s Eve being the most dangerous day of the year due to parties and get-togethers.

In Whidbey terms, that’s about 10 times the population of Langley, five times the number of people in Coupeville, and about Naval Air Station Whidbey Island’s entire employee complement.

In Washington state alone, more than 1,000 people were killed in impaired driving collisions between 2009 and 2013, according to the Washington Traffic Safety Commission. In a recent news release, the agency reported that impaired driving was involved in nearly half of all traffic deaths and more than 20 percent of serious injury collisions statewide.

It also noted that in a June survey of drivers, seven out of 10 have used marijuana and almost half of those have recently driven within a couple of hours after marijuana use. It went on to say nearly 90 percent of those same drivers said they did not think pot degraded their driving ability “despite research showing that driving while high doubles your chance of killing yourself or others in a crash.” Shockingly, it also reported that 25 percent of those respondents actually believe that being high made them better drivers.

Rubbish. Utter rubbish.

Alcohol and marijuana do not improve reaction times or sharpen senses, and people who make such arguments only do so until they kill themselves or someone else. New Year’s Eve is a time to celebrate new beginnings, not court death and tragedy.

Drink, and smoke responsibly.

Haunted by Senate’s torture report Editor, I have been haunted for days by the editorial cartoon of Dec. 13 in The Record showing Lady Liberty torturing a person. This cartoon, published after the release of the “Torture Report,” exposes officially sanctioned American crimes. A report that had been heavily redacted by the Central Intelligence Agency (or CIA), a co-conspirator in said crimes. The CIA had access to cut and edit this report. The fact that what was “allowed” by this criminal organization was deemed by them to be the least harmful bits, speaks volumes to the arrogance of this agency.

Here are some inconvenient facts.

In May of 2002 the Bush administration withdrew from the International Criminal Court because that administration, in my opinion, had a pre-meditated plan to perpetrate war crimes and crimes against humanity. Their plans to invade Iraq in 2003, no matter what

the world or the American people said, were set in motion. I believe that the motive was oil money and war profits.

These criminals and their cronies have become so wealthy that they can buy politicians by the busload. They hope to get away with one of the biggest crimes in the history of mankind.

America has been stained by these people and then had their treasury sacked by these same people under cover of the “fog of war,” not to mention the loss of approximately a million innocent Iraqi lives and driving over 4 million people into refugee status along with about 4,500 American soldiers dead.

America has also lost our own soul due to these lies.

The big question facing Americans today is, “Are we, as a people, going to let these crimes go unpunished?”

The rest of the world is watching to see if “Truth, Justice and the American Way” is just another desperate slogan to cover official criminal activities perpetrated by a dying military empire.

I guess we’ll see. PEACE.

Much appreciation to the Back Country Horsemen Editor, I decided to walk in the Putney Woods this morning fully expecting to see a lot of big trees down. That was the case! My thinking was that it will be a long time before these trails will be open.

While walking out from a blocked “Canterberry Trail” I met a wonderful group of volunteers from the Back Country Horsemen. Chainsaws, fuel haulers, reconnaissance and a “swamper.”

As part of the county’s “Adopt a Park” program they are out doing heavy duty work to reopen these beautiful and well-used trails.

Looking back on 2014 — a year of economic development MARK

Mayor’s beat After three successful Economic Development Forums in September, October, and November 2013, which were led by Langley City Council members Rene Neff, Bruce Allen, and Margot Jerome, and listening to input from over 100 citizens, the city council, city administrative team, the mayor decided to focus 2014 on a series of economic

development initiatives. As we approach the end of this year and we reflect back, we have a number of valuable metrics to measure the success of our efforts. Here are some of them.

A total of 231 business owners and organization members in 12 different job sectors were visited in their place of business or met with at city hall by the mayor and, in some instances, city council members during the year.

Twelve monthly business networking luncheons were held, one each month with 260 people in attendance.

The modest lunches were purchased from 10 different local restaurants or food providers. Monthly business development seminars were presented to 59 participants; 39 individuals or businesses attended social media trainings.

The websites of the Langley Chamber of Commerce and

city were enhanced. A new mobile app/web browser for the city was created so citizens can access city services with smart phones. A new social media marketing/measurement tool for tourism promotion, Infusionsoft, was purchased and will be implemented in 2015 for marketing and tracking events.

The Second Street project was completed in an exemplary manner. City restrooms were painted and equipped with timed locks for security.

The library and visitor center were also painted, and the Boy and Dog Park steps were restored. The Langley Whale Center project, that the city helped fund with $10,000 of start-up funding, opened March 1 and has had an estimated 5,680 visitors (55 per day on average) since opening.

A city-led Sand Shrimp Advocacy Committee was successful in petition-

ing the Washington State Department of Natural Resources, and the result was the elimination of all non-Native American sand shrimp harvesting in Puget Sound. The Tulalip Tribes additionally agreed to not harvest sand shrimp adjacent to Langley.

Langley Main Street Association volunteers put in 1,510 volunteer hours. The Chamber of Commerce helped promote 12 major, successful, quality events in 2014. According to Langley Main Street, 10 new businesses were started in Langley this year; six businesses were expanded or relocated in the city; five businesses closed; 25 jobs were created in the city; three jobs were lost.

Data from the Washington State Department of Revenue indicated an 11 percent increase in sales taxes from Q2 2013 to Q2 2014. Many

Also called the “possession date”, it is one of the items which is negotiated and included in the contract of sale.

Possession dates are most often established in relation to the “closing date”, the date on which the purchase money is paid and the title transfers to the purchasers. In a contract, the possession date may read “upon transfer of title and disbursement of funds”, or merely “at closing.”

Is possession always given at closing? Not necessarily.

Winter is a fabulous time for Whidbey birdwatching

WHIDBEY BIRDING Frances Wood Golly, it’s cold outside as I write this.

My friend John asked the other day, “How do the hummingbirds manage? We keep our sugar water feeder thawed the best we can, but how do they survive these cold nights?”

John is feeding the Anna’s hummingbird, one of two species that we see here on Whidbey and the only hummingbird that spends the winter with us. In fact, this species breaks all hummingbird rules for surviving in northern climes. Many remain in southeast Alaska well into December.

At our house when the forecast predicts freezing overnight temperatures, we bring in our two hummingbird feeders and return them outside at first light. Often the birds are watching for me to deliver their breakfast and alight on the feeder before I can hook it in place.

Two physiological adaptations help these birds survive our cold weather. First, they shiver to generate heat, like us humans.

Second, they go into a state of torpidity to conserve energy. At night, hummingbirds reduce their metabolism to about 1/50th the customary rate. Normal heart rate for a hummingbird can

A male varied thrush inspects the melting snow. be as high as 1200 beats per minute. While torpid, their heart rate drops to around 100 beats per minute. Their breathing slows way down and even stops for long periods. Torpidity can last one night or extend over a couple days.

In 1861, British artist John Gould described torpid hummingbirds: “[They] showed … no spark of life; they could be moved about and laid on a table like so many dried [bird] skins.”

Not only the hummingbirds appreciate our help.

I keep my suet and thistle seed feeders topped off during these periods when snow covers the ground.

provide a steady stream of visitors to my feeders. The recent snow brought a redbreasted nuthatch to my suet for the first time this season.

Two new bird species arrive, which we usually don’t see during warm weather. Watch for varied thrushes mixed in with the robins feasting on the madrona tree berries, or feeding along roadsides. On my walks I listen for a sharp “tisk” emitted from thick understory and try to locate the fox sparrow lurking below.

Birds also need fresh water for drinking. Recently I watched a northern flicker chopping the solid ice that had formed in my birdbath.

As small ponds and wetlands freeze, many of our fresh water ducks will head out to the salt water. Look for them huddled around fresh water outfalls such as

streams and ditches.

Over Thanksgiving weekend, several of us braved the below-freezing weather to conduct a shorebird survey on some of the island’s wetlands. I was assigned to a team that identified and counted all the dunlin, plovers, sanderlings, and sandpipers at Deer Lagoon.

A flock of over 2,000 dunlin feed on these tidelands and shorelines. When startled, often by raptors such as bald eagles or harriers, those tiny shorebirds take off in a cloud and circle above the bay.

It’s just one example of the fabulous winter birding right here on South Whidbey.

But the real, world-class birding at this time of year is watching the wintering snow geese and swans on the Skagit Flats. When the roads clear of ice and driving is easy again, treat yourself to tens of thousands of those birds. Huge flocks of snow geese peck at the fallow fields, lift as one wondrous cackling cloud and swarm through the air before settling back to the ground.

Even with the snow melted, they blanket the fields in white.

South End teachers find support in online education

By KATE DANIEL South Whidbey Record Laura Spear felt she needed to make a change.

Spear, a social worker living in Enterprise, Ore., had spent the last several years visiting the homes of families in crisis, delivering curriculum to parents, many of whom had had their children removed from the home by Child Protective Services.

“I found that the children I was working with were not ready for kindergarten,” Spear recalled, expressing that she felt somewhat helpless as she was only able to spend about one hour a week with the kids.

“I felt like I could make a bigger impact with children if I was in the classroom,” said Spear. “I felt I could help educate, be supportive, be that person that they could count on, on a daily basis, and really instruct the children on how important education is.”

Seeking a new career in an isolated, rural area while raising two teens was no easy task. Despite the difficulty, Spear said it was the best decision she’d ever made.

She chose to attend Western Governors University, an online college. Though she said it would have taken her hours to commute to a brick-and-mortar institution, the online instruction afforded her enough flexibility to continue to work full time and, eventually, to move to Washington with little disruption in her coursework.

Spear recently finished her student teaching phase at South Whidbey Elementary School, where she worked in kindergarten and first-grade classrooms.

Western Governors University is a non-profit, competency-based online university headquartered in Salt Lake City, Utah. The university has a state branch in Washington, and the school is recognized as an accredited Washington state institution.

Spear said most of her peers were in her same age group, late30s to mid-40s. Most, she said, had started traditional degrees at age 18, gone on to do other things, and were returning in pursuit of career change or advancement.

“It was a catalyst to make those dreams happen,” Spear said of the university.

Susie Richards, teacher success coordinator at the school, pointed out that much of the university’s student body is comprised of students who had previously started a degree at a different school but were unable to finish due to various circumstances, leaving them with sizable debt and no degree.

Richards began her career as a para-educator in the South Whidbey School District in the early 1990s and decided to earn her teaching certification. As a young mother, Richards recalled, she spent many hours commuting via bus from home to Antioch University in Seattle in order to gain her master’s degree and teaching certificate.

Richards said she “would have loved” to have had the opportunity to attend an online university such as WGU as opposed to spending so much time away from her family.

“It was tough with two young children,” she said. “But it was something I really wanted, so I did it.”

“I’m grateful that now we have this opportunity for members of the community who otherwise just wouldn’t have access,” said Richards.

Richards and Spear each remarked that WGU focuses on the “whole child” with comprehensive curriculum to assist teachers in learning to better support students.

The school’s online curriculum is supplemented by a “cohort facilitator” program in which students of the university who have entered the student teaching phase check in with a cohort facilitator via phone or Skype to check their progress and discuss their experiences. There are approximately 15 students in each cohort group.

Prior to the student teaching phase, students also have a mentor with whom they collaborate from the first day of class through graduation.

“The unique thing that I really like about WGU is you’re completely surrounded with support,” said Spear. “There isn’t any time

you feel you’re without that net.

It’s a really rewarding feeling as a student.”

Spear noted that all of the professors and mentors are also teachers, another factor she found to be extremely helpful in her studies.

“It’s very comprehensive,” she said.

In October, WGU established a formal partnership with the South Whidbey School District. Through the partnership, all district employees are eligible to receive discounted tuition and institutional scholarships. Employees are also eligible to take part in no-cost professional development opportunities provided by the university.

Richards said WGU will be reaching out to other Washington school districts in hopes of establishing more partnerships similar to that with South Whidbey.

One of the objectives of the partnerships is to offer district employees, such as teacher assistants and para-educators, the opportunity to earn teaching certification when they otherwise may be unable to

The arrangement, said Richards, is mutually beneficial for WGU and the school district as it would increase the number of available substitute teachers.

South Whidbey Elementary School principal Jeff Cravy, himself a WGU graduate, agreed, noting that “it’s been really tight” trying to secure substitutes within the last few years.

Cravy attended WGU several years ago in order to earn his master’s degree. He said he’s also looking into renewing some of his certifications through the university.

“I’m so appreciative of the relationship that WGU is forming with South Whidbey Elementary because the staff there is so amazing,” Spear said. “I learned so much from them as seasoned teachers and leaders … [Debra] Davies and [Suzanne] Haugen are both amazing and accomplished teachers. I definitely couldn’t have gotten through the program without their help and support.”
