Prairie Line Trail

On eve of grand opening, last-minute touches Photos By Todd Matthews, Editor Two days before the University of Washington Tacoma (UWT) and the City of Tacoma celebrate the grand opening of the first phase of a new urban trail through downtown Tacoma, contractors were putting the finishing touches on a segment of the Prairie Line Trail. The Prairie Line Trail is an approximately one-mile segment of a former rail corridor that dates back to the late-1800s and stretches from the south end of downtown Tacoma, through the Brewery District and the UWT campus, across Tollefson Plaza and Pacific Avenue (adjacent to the Tacoma Art Museum), and ends at the South 15th Street ramp at Thea Foss Waterway. UWT officials designed a four-block segment of the trail that runs through the school's campus. The City of Tacoma is designing the other segments of the trail that run between Dock Street and South 17th Street, and South 21st Street to South 25th Street. Last month, the City of Tacoma and BNSF Railway reached an agreement that will help complete the full length of the Prairie Line Trail. UWT officials will hold a grand opening celebration to mark the opening of the UWT Station segment of the Prairie Line Trail on Thurs., Sept. 25, between 5 p.m. and 6:30 p.m., at the Central Campus Stairs, located at 1900 Commerce St., on the UWT campus. The new issue features Totem Ocean Trailer Express' plans to convert two vessels to operate on cleaner-burning liquefied natural gas; boutique winery Stina's Cellars and transportation provider Span Alaska, two local companies that aim to create jobs through international trade; and two transportation coalitions committed to promoting and supporting trade in the Pacific Northwest. 2 contractors bid on project to clean up Schuster Slope Posted online Tues., Sept. 23 Images Courtesy City of Tacoma Two contractors have submitted bids to the City of Tacoma for a project to clean up Schuster Slope, the 16-acre hillside open space area just north of Interstate 705 and overlooking Schuster Parkway. According to bid documents prepared by City of Tacoma Environmental Services Department staff, the contract calls for tearing down transient camps and legally disposing of hazardous materials that could include household debris, human waste, bodily fluids, syringes, gasoline and diesel fuel containers, propane tanks, and used batteries. The bid deadline expired at 11 a.m. on Fri., Sept. 19. Two contractors submitted bids: 3 Kings Environmental (Battle Ground, Wash. — $19,845) and Nordic Construction (Fife, Wash. — $33,209.77). Once a contract is awarded, the work is expected to begin within two weeks, and last approximately two weeks for a two-person crew working full-time. In July, the City of Tacoma and Metro Parks Tacoma hosted a public open house to discuss a management plan for Schuster Slope. The two organizations have entered into an agreement that aims to determine how Schuster Slope can serve the community through the fostering of volunteer stewardship, quality vegetation, and natural resource management plans. The undeveloped area provides important environmental benefits, such as managing stormwater, providing wildlife habitat, and protecting water quality. During the open house this summer, Tacoma residents shared their ideas related to Schuster Slope's vegetation, slope stability, forest stewardship, public access, safety, views, and passive recreation. Looking ahead, the City of Tacoma and Metro Parks Tacoma are expected to address Mason Gulch next year, plus volunteer and maintenance assistance in Wapato Hills and Julia's

Gulch. Metro Parks Tacoma already manages approximately 2,000 acres of open space and natural areas. McCarthy presents 2015 budget proposal Photo Courtesy Pierce County Pierce County Executive Pat McCarthy this week presented a budget proposal for 2015 that aims to make investments in job growth and mental health services. "Our local economy is growing, and the county government's overall fiscal condition is sound, balanced and sustainable," McCarthy told Pierce County Council during her annual budget address on Tuesday afternoon. "Pierce County is in great shape thanks to the hard work by our employees to keep finding new ways to improve our efficiency and effectiveness." McCarthy has proposed adding four new positions (spread among District Court, Juvenile Court and the Department of Community Connections) to assist people with mental illness and chemical dependency issues who struggle in court systems that are overburdened and ill-equipped to help them; curbing overtime in the Pierce County Jail by adding new corrections deputy positions; and making investments in key business sectors, such as aerospace and agriculture, which are poised for growth. The budget proposal also calls for additional funding for the Pierce MCCARTHY County Veterans Bureau to provide vouchers to indigent veterans in need of basic services, such as housing and food; no growth in the number of county staff positions; and no general tax increases. The budget proposal allows General Fund spending to increase by 2.9 percent, to $281.4 million, as a result of increases in sales tax revenues and higher property values. The General Fund covers most general government services and has the most discretion in its usage. Total county spending — including specific funds for roads, the airport and ferry system, stormwater and sewer systems, and more — will drop by 5.8 percent, to $928 million, mostly due to lower spending on the multi-year expansion of the Chambers Creek Wastewater Treatment Plant, according to the budget proposal. Pierce County Council will schedule public hearings this fall to review spending by department and consider any changes to McCarthy's proposal. Councilmembers are expected to take a final vote on the 2015 budget on Mon., Nov. 17.
