Spaceworks Tacoma, Winters earn historic preservation awards

Posted online Tues., May 6 File Photo Courtesy Spaceworks Tacoma The City of Tacoma's Landmarks Preservation Commission has named this year's recipients of awards for outstanding achievement in historic preservation. The awards will be presented by the Landmarks Preservation Commission and Historic Tacoma during a reception and ceremony on Thurs., May 8, at 6 p.m., at the B Sharp Coffee House, located at 706 Opera Alley, in downtown Tacoma. The event is free and open to the public. The awards ceremony is just one of several events planned in May in honor of national historic preservation month. Locals interested in celebrating historic preservation this month in Tacoma can learn more online at tacomadailyindex.com. Spaceworks Tacoma, a joint initiative launched in 2010 by the City of Tacoma and the Tacoma-Pierce County Chamber, earned the Downtown Revitalization Award for its work to activate empty storefronts and vacant spaces with art and creative enterprise. "Spaceworks Tacoma has helped revitalize downtown partly by incorporating the use of historic buildings as part of their efforts," wrote Tacoma's Landmarks Preservation Commission in announcing the award. Sharon Winters earned the Leadership in Historic Preservation Award for her work dating back to 1999, when she joined Tacoma's Landmarks Preservation Commission. In 2005, as chair of the commission, she oversaw the first major overhaul of historic preservation codes in 25 years. Following her commission service, Winters founded Historic Tacoma and served on the non-profit's board of directors through the end of last year. During her tenure at Historic Tacoma, Winters was a significant voice for preservation matters, policy, and partnerships. Most notably, she championed Tacoma Public Schools' plan to place several school buildings on Tacoma's Register of Historic Places. "Winters' influence on Tacoma's architectural history will endure for years to come," wrote Tacoma's Landmarks Preservation Commission in announcing the award. University of Washington Tacoma earned the Stewardship in Historic Preservation Award for its work to adaptively re-use the 122-year-old, threestory, 47,000-square-foot Russell T. Joy Building by creating classrooms and retail space along Pacific Avenue in downtown Tacoma. The building opened in spring 2011, and was soon awarded Leadership in Energy & Environmental Design (LEED) Platinum certification—the highest possible, most rigorous certification in the LEED system—by the Green Building Certification Institute. According to City of Tacoma staff, the building was named for local realtor and developer Russell T. Joy,

who hired prominent architects Pickles & Sutton to design a "flatiron" building with eight storefronts. Newspaper accounts of the day reported the building was nearly fireproof, yet firemen from four stations battled a 1903 fire that destroyed much of the wood interior. Over the years, the building has housed a glove manufacturer, seed store, coffee company, machinery distributor, logging supplier, and automobile dealerships. "This reconstruction has carried forth a tradition of entrepreneurship while giving new life and purpose to a valuable Tacoma landmark," wrote Tacoma's Landmarks Preservation Commission in announcing the award. Metro Parks Tacoma and the City of Tacoma earned the Stewardship in Historic Preservation Award for their work to rehabilitate 141-year-old Old Town Dock, which served the Tacoma shipping industry until operations moved to the tide flats. In recent years, Old Town Dock, located at 2123 Schuster Parkway and stretching out toward Commencement Bay, has been a hub for a range of recreational activities. It was closed to the public in the summer of 2008 for a variety of safety reasons, including a deteriorating deck and structural deficiencies. Old Town Dock reopened in May of 2013 following a $2.3 million renovation. Visitors can now enjoy views from the new benches, improved lighting, and two new slips that can moor vessels up to 40 feet and 60 feet, as well as low, free-board floats extending off the main dock to accommodate kayakers. In addition, the new dock grating increases light penetration beneath and around the dock by 30 percent to better serve the salmon population nearby. A project is currently un-

Gig Harbor trolley pilot program earns downtown revitalization award

Posted online Weds., May 7 File Photo Courtesy Pierce County Pierce Transit has earned the Excellence on Main Award for Community Partnership from the Washington State Main Street Program for a pilot project introduced last summer that provided trolley service in Gig Harbor. Between July 9 and Sept. 28, two trolleys carried passengers from downtown Gig Harbor to Uptown every 30 minutes in an effort to alleviate congestion and parking concerns during Gig Harbor's busy summer season, as well as promote the use of public transit among visitors. Officials reported nearly 5,600 passenger boardings during the first two weeks of service. The pilot program was a partnership between a socalled Community Investment Team that consisted of Pierce Transit, Gig Harbor Downtown Waterfront Alliance, the City of Gig Harbor, Uptown, and the Gig Harbor Chamber of Commerce.

Pierce County Council approves weight restrictions for Milroy Bridge "Gig Harbor's trolley program is an excellent example of community-minded efforts that help support alternative transportation and the connectivity of community," said Washington State Main Street Coordinator Sarah Hansen. "The Community Investment Team demonstrates the significance of partnerships in enhancing the livability of our historic places." The Excellence on Main Awards are organized by the Washington State Main Street Program to recognize communities, organizations, and individuals who are helping achieve sustainable communities and economic vitality in Washington State through downtown revitalization and preservation. The awards are open to communities affiliated with the Washington State Main Street Network, including Designated Main Street Communities, Main Street Tax Credit Incentive Program Communities and Affiliates. The awards were announced on Weds., May 7, in conjunction with RevitalizeWA, Washington State's Preservation and Main Street Conference, which is being held this year in Wenatchee, Wash. Posted online Weds., May 7 Photo Courtesy Pierce County Pierce County Council approved an ordinance Tuesday that will implement new restrictions on vehicle traffic over the 83-year-old Milroy Bridge. "For me, safety is the number one concern," said Pierce County Councilmember Joyce McDonald, who sponsored the ordinance, which prevents vehicles towing trailers longer than 28 feet—essentially all semi-trucks—from crossing the bridge, and directs that signs be placed notifying drivers of the restriction. "We knew this bridge was beginning to see a traffic volume it wasn't meant to handle, and we had to take action before it became a hazard to our citizens." Pierce County jointly owns the Milroy Bridge with the City of Fife, which voted last month to support this traffic restriction. According to Pierce County officials, the steel truss bridge, which spans the Puyallup River, has seen increases in large truck traffic and the area population over the past half-century. The bridge, which connects State Route 167 (River Road East) and North Levee Road East at 66th Avenue East, carries approximately 10,500 vehicles per day. The Washington State Department of Transportation (WSDOT) gives the bridge a 37 rating out of 100, meaning that while it's not dangerous, it also isn't built to modern standards, according to

Pierce County officials. Milroy Bridge closed temporarily last month to allow crews from Pierce County Public Works and Utilities and WSDOT to inspect the condition of the bridge's structural components, perform routine maintenance, and assess future maintenance needs. This work is performed every other year as part of Pierce County's bridge inspection program, which aims to ensure the safety of the traveling public and the longevity of the county's transportation infrastructure. "Right now, the priority is to reduce the length of vehicles crossing the bridge so that travel lanes are not blocked," said Pierce County Public Works and Utilities Director Brian Ziegler. "This has created safety hazards for all drivers. Although there are no immediate plans to replace the bridge, it is on our watch list. This new restriction could also extend the bridge's useful life." The new restrictions will take effect after the ordinance is signed by Pierce County Executive Pat McCarthy. Similarly, the City of Tacoma imposed further weight restrictions this week on the 87-year-old Puyallup River Bridge, which links Portland Avenue in Tacoma to Pacific Highway in Fife. Three years ago, WSDOT imposed lane restrictions on the northbound State Route 167 Puyallup River Bridge, which was built in 1925.

City of Ruston Public Notice NOTICE OF PROPOSED SOLID WASTE RATE REVISIONS FOR CITY OF RUSTON CUSTOMERS NOTICE IS HEREBY GIVEN to all cus-­ tomers of City of Ruston solid waste services that the City is proposing to change your rates and service. If adopted, such rates will take effect on July 1, 2014. These rate changes are as follows: For Residential Customers: Container Current Proposed New Size M Monthly Rate Monthly Rate 20 Gallon $16 M M $21 35 Gallon $25 M M $30 65 Gallon $50 M M $55 95 Gallon $75 M M $80 For residential customers, the rateembedded yard waste and recycle container service will be limited to one 65-gallon container for recycle and one 65-gallon container for yard waste each week. Extra yard waste contain-­ ers may be obtained for an additional charge of $10 per month. Extra cans will be at the above new proposed rates. All dumpster service is being eliminated as of July 1, 2014. Yard waste service may be obtained at the rate of $10 per 65-gallon con-­ tainer per month. In addition to the above rate-chang-­ es, the following additional rates are proposed: * Containers of any type which have lids that will not close due to vol-­ ume of material inside the contain-­ er will result in a $10 overage charge for each pickup of such container. * If a customer returns a container and later requests the container size previously returned within twelve (12) months of the return, such customer shall be assessed a $50 delivery charge per container. * Containers are the customer’s re-­ sponsibility. Damaged &/or Re-­ placement containers will result in a $50 per container replacement fee. * If waste is spilled outside of the con-­ tainer and is cleaned up by solid waste staff, a clean up fee in the amount of $10 will be added to the customer’s bill.
