The 125 non-represented city of Federal Way employees will see their first wage rate increase since 2009, thanks to the Federal Way City Council’s unanimous approval of the increase during their meeting on Tuesday. The increase, which will be for 2.5 percent and takes effect on Feb. 1, will see the city paying out approximately $305,000 from a variety of funds, according to Bob Noland, interim finance director. “The cost of the wage increase plus benefits … $250,000 will come from the general fund, and $55,000 from other funds,” Noland said to the Council during his brief report. Noland also noted that the Teamsters will be included in this wage increase, thanks to what he termed a “me too” clause in their contract with the city. The interim finance director also pointed out that this increase was needed because the lack of the increase was

For the Federal Way Police Department’s (FWPD) interim chief, Andy Hwang, being in law enforcement is something he knew

he always wanted to pursue. “I’ve always wanted to be a police officer, ever since I can remember,” Hwang said. “I remember, when I got my first opportunity, I actually joined a police explorer program. I still remember that feeling when I

put my uniform on and being part of that police organization and how proud I felt. I can honestly tell you that I feel the same way today. I still love putting on the uniform. I love what I do and it’s served me really well.”

Hwang is originally from the Lacey/Olympia area, where he got his start in law enforcement 26 years ago. Hwang, a 48-year-old Korean American, also worked with the Olympia Police Depart[ more CHIEF, page 2 ]

ment while attending Saint Martin’s University where he received a bachelor’s degree in criminal justice in 1994. Hwang also has a master’s degree in organizational management from the University of Phoenix, and also graduated from the School of Police Staff and Command at Northwestern University. Many who worked with him in those early days noticed his enthusiasm for the job, he said. “If I wasn’t in college doing classwork or whatever, I was down at the police department, working my job as a police cadet. And in every spare moment, it seemed like I was doing a ride along, and then when I became a reserve officer, I remember other officers actually enjoyed taking me out because I was at a point where I’d do all the paperwork for them,” he said with a smile. He served with the Olympia Police Department until 1996, when he made the trip to Federal Way and joined the newly-formed police force here. “I used to think the Olympia area was the center of the universe, but in 1996 I came up here … It was a tough decision, a big decision. They were creating a brand new police department here, and there was a lot of buzz, a

enforcement community,” Hwang recalled. “I thought maybe I wanted to be a part of this team. I started looking into it, and I applied as a police lieutenant. Ever since then, I’ve promoted up. I was a commander for about eight years. I’ve been a deputy chief for seven-and-a-half years now.” While those who have “interim” in front of their titles often feel like they’re in a lame duck situation, Hwang said he doesn’t feel that way with his current stint as the top cop in Federal Way. In fact, it’s a position he’s already familiar with, as he served as the interim chief between 2009-10, when the city government switched over from a city manager form of government to a strong mayor form of government. “Even though I’m in the interim position, we’re going to forge forward as an organization,” he said. “I can’t function by saying, ‘Oh, I’m interim, we’re not going to make any tough decisions.’ I don’t think the organization can afford it. The people in the organization expect us to move forward in a positive direction.” He noted that he’s been meeting with all members and work groups within the department to get a sense of where things are at, and

There’s also a planning workshop set for February, he added, where the hope is to review the department’s “vision, mission and guiding principles.” He’s doing all of this, he said, out of a deep sense of commitment to all of the officers in FWPD. “One of the great things about working in this organization is just the quality of people we have. The competent people we have. I think the community looks at the Federal Way Police Department as a professional organization and we sense that support from the community,” he said. “We’ve got men and women in the police department who are willing to lay down their lives for perfect strangers. They’re willing to go to these calls when it happens.

I think those are special people who are willing to do that. I have the greatest respect for the people who work at the Federal Way Police Department.” With the department quickly approaching its 20th year of existence, Hwang said he hopes to continue to have the department move to “the next level of effectiveness and innovation.” One of the recent developments of the last few years in that move has been the Safe City program, something Hwang termed an “electronic block watch.” He feels the program allows FWPD to be able to “reach out to our citizens and communicate with them.” Hwang said he’s also excited about the recently announced substation near the Transit Center.

ew business is booming at The Commons Mall in Federal Way, with a new Kohl’s store to open in March and Dick’s Sporting Goods set to break ground soon. “I’m excited about it and I think it’s a good indication of where we are going,” said Federal Way Mayor Jim Ferrell. “When people decide to invest in our community, it sends the message that they see a lot of potential here.” The building permit for Dick’s Sporting Goods was filed with the city on Nov. 20, 2013. Plans call for space renovation at the mall, including a building addition of approximately 17,500 square feet for a new mall concourse to house the store. City officials confirmed the business will be located near Sears, but said there is not an estimated opening date for the store yet. The project’s estimated valuation is $1.8 million, according to the permit. Kohl’s department store recently held a job fair to hire for 125 new part-time positions in Federal Way. Signage for the retailer, located next to Target, indicates the store will open on March 2.

n recent months I have talked to hundreds of people in Federal Way who are planning to vote no on the Federal Way Public Schools’ $53 million levy. Most of these people are voting no because they are angry about the district’s lack of results, the school board’s trips to Europe, the superintendent’s raise and the botched implementation of the new grading system. These people want to send a message to the board that such behavior will not be tolerated by voters. Newcomer Geoffery McAnalloy’s landslide victory over longtime incumbent board member Ed Barney was the first part of this message. Despite my criticisms, I am a big supporter of our schools. However, I too will be voting no on the upcoming levy. Not because I am angry, but because I want results. The school district and its shrinking list of supporters have gone to great lengths to describe the Armageddon that will befall our children if the upcoming levy were to fail. According to the district, a levy failure would require that 8 percent of our teachers and 16 percent of school staff be fired. It would also require further cuts to extracurricular activities and would increase class sizes by two students. Conveniently missing from these cries of doom is any discussion on how these cuts would impact results (e.g. graduation rates). In fairness, trying to guess the impact of the levy’s failure on results would be pure speculation. However, it is probably safe to say that cutting $53 million from the budget must have some kind of negative impact on results. Maybe our test scores will decrease, or maybe our on-time graduation rate will fall even further below the state average. Maybe. What we do know is that passing the levy will almost certainly give us the exact same results we have experienced for the last several years. For those of you who are content with the school district’s actions and results, then by all means vote yes and move on to Bob Roegner’s column. If you, like me, find yourself somewhere between concerned and mad-as-hell, let’s take a look at another option. According to King County Elections, the district still has time to run a second levy prior to the May deadline for teacher lay-off notices. While the school board would have to move quickly, they could present voters with a levy that will almost certainly deliver results. If I were Czar, here is how the levy would look: One half of the $53 million annual levy would be used to support the threatened programs and positions at one-half of their current level. Instead of cutting 75 teachers, we would cut 40, thus increasing class sizes by one student. This would leave the [ more JARVIS page 6 ] Matthew Jarvis

Saluting longtime police chief Just a quick letter to say how pleased I was to be able to attend and salute the service of our long-serving Chief of Police, Brian J. Wilson. The retirement ceremony was warm and heartfelt in praise of Wilson’s remarkable career and the effect of his leadership here in Federal Way. Chief Wilson now goes forward to serve Mayor Jim Farrell as his chief of staff, an excellent choice.

PACC is political hot potato Whether you are for it or against it, the hottest political issue of 2014 is likely to be the Performing Arts and Conference Center (PACC). With few fence-sitters left in this discussion, and feelings running hot on both sides, political futures could rise or fall on how this issue is handled. Do we need a PACC or not? Is it our highest priority? Is it the panacea for economic development we need to jump-start the resurgence of our downtown, while also providing a new forum for local, regional and national artists and performers? Or is it a rich person’s play thing, with a cost that could be more than the public is being told, and will deprive us of police protection and reduce our support for social programs to help those in need? The debate, while healthy and needed, has divided the community in a harsh and yet unclear manner. The depth of feelings became most evident during the race for mayor last year between supporter and incumbent Skip Priest, and opponent and now new Mayor Jim Ferrell. Ferrell has raised questions about the project for several years, although he was in the minority on the council. But Ferrell was elected mayor, in part, because of his opposition to the PACC and now has to work with a City Council that is 4-2 in favor of it. Councilmember Kelly Maloney was re-elected while expressing strong reservations about the PACC. However, both Deputy

Mayor Jeanne Burbidge and new Councilmember Martin Moore also won and were clear in their support of the PACC. Politically, voters have sent a mixed message. The “pro” group is led by Joanne Piquette, whose dogged determination has to be admired even by those who disagree with her. She has developed a strong supporting cast of well-known residents. She and her backers have been pushing the concept for several years and have had political support from the city, as Priest embraced the project and committed significant staff resources to it. But will that now change? In a strong mayor form of government, Ferrell can decide where to commit staff time, and he also decides what the administration’s policy positions will be. The Council can speak for the Council, but only Ferrell speaks for the administration. City policy staff is expected to be in line with their new boss, just as they were with their old boss. And the difference between Priest and Ferrell as mayor has a very awkward situation brewing. Patrick Doherty has held two demanding jobs as planning director and economic development director, concurrently for three years. But for the last year, he has also been the key staff person leading the PACC. Doherty has been a very effective spokesperson for the PACC and to some, its public face. [ more ROEGNER, page 7 ]

other half, approximately $1,000 per student per year that could be used to revolutionize education in Federal Way. I would divide responsibility of these funds three ways. The first third (approximately $330) would be allocated to teachers for investment into their classroom. From iPads, to new textbooks, to guest speakers, the average teacher would have $6,000 annually to spend in their classroom. In addition to revolutionizing our classrooms, this level of empowerment would attract the best teachers from around the world. The second third would be allocated to principals who would use these funds to implement teacher feedback and improvement programs. The Gates Foundation has seen spectacular results with a program that allows teachers to work together with peers for evaluation, feedback and improvement. The remaining funds would be used to provide financial incentives to students and their families. From homework, to test scores, to on-time graduation, to just staying in the district for an entire year, we would reward results. Just like you get paid on Friday for doing your job, our students would be rewarded for doing their job. Instead of hoping that spending more money on the same programs will deliver different results, my levy proposal would almost immediately create the best school district in the state. A district where students have access to technology, teachers have the tools to improve their skills and our low-income families have an incentive to stay put. In addition to improving education results, imagine what a district like this would do to our property values or our effort to revitalize the downtown. In no time “Felony Way” would become “Freakin Awesome Way.” I will, however, be the first to acknowledge that my levy proposal is totally unorthodox and would face major logistical hurdles, but if this is really “for the children,” I’m sure we can find a way. While I am voting no on the current levy, if the district were to propose a revolutionary levy based on results, I would be willing to waive a vote yes sign on 320th Street every morning for a month. Regardless of your reason, voting no may be the best thing you can do for our children. Either way, I ask that you please keep an open mind and be willing to vote yes when the district gets their act together. If this levy does fail, my condolences to the teachers and staff who might lose their job. I can only hope that the school board is willing to prevent this from happening. the lack of the increase was causing Federal Way “to fall behind comparable cities in regards to employee wages.” Mayor Jim Ferrell said the lack of a wage increase over the past five years was a common theme he heard as he readied to take the reins for Federal Way. “During the course of the transition, I met individually with department heads, and I could tell you that this was a common theme of concern, that non-represented employees had not seen a raise since 2009,” he said. “I just want to thank the leadership of the department directors, they were really truly concerned about the folks who work in each of the departments and the people who work at the city.” Councilmember Martin Moore said he approved of this increase because he feels it’s a good way to ensure the city doesn’t experience the proverbial “brain drain” of talented people when wages stagnate. “It’s a great move in making sure we’re taking care of our employees, which is important to me,” Moore said. “(It’s) making sure that we’re competitive and keeping the best in the region and the state. I’m looking forward to us being leaders on this in the future.” Ferrell agreed, noting that it’s important for the city to maintain its “human capital” and “institutional knowledge.” “I think it’s very important, and I think it’s recognized by this Council, and everybody in the city administration that an organization is made up of individuals, of people, and that’s why I think this is important,” Ferrell said.

Q&A with Mr. FW: Reaction to Sherman’s rant after NFC game Q

: Mr. Federal Way, obviously my family loves watching the Seahawks and their run to the Super Bowl. But I have small children and the commercials during the games are extremely violent. It’s stuff that I don’t want my kids watching. What do I do? A: Mr. Federal Way was thinking the same exact thing when watching the NFC Championship win over the San Francisco 49ers with my kids. There seemed to be no end to the ads featuring violent movies and video games, as well as blatant sexism and numerous commercials about alcohol. One after another. The NFL is obviously a violent game and advertisers have proven they are more than willing to do just about anything to get attention during games. Money talks and football is king in America. There are more than 100 million viewers. Pro football is by far the most popular sport to watch among kids; 66 percent of kids ages 7-11 say they watch pro football on television. A study by the non-profit group Common Sense Media reviewed nearly 6,000 commercials in 60 NFL games during the

2011 season and found that 300 ads were for alcohol, 40 percent of the games featured erectile-dysfunction drugs, 500 ads involved significant violence, including gun fights, explosions and murder, and 80 commercials involved big-time levels of sexuality. An easy answer to your question would be to turn the TV off during commercials or hit the mute button. But that really isn’t feasible, because part of the fun of watching the Super Bowl is the commercials. So Mr. Federal Way did a little research on how parents can deal with the commercials during the Seahawks’ Super Bowl next week. Wake Forest University professor Christy Buchanan offers the following tips to parents trying to figure out what to do when a kindergartner asks, “What is Viagra?” or a teenager comments on how much fun people are having in a beer commercial. “Take a ‘values moment’ and leave the TV on, but talk about family values. For older children (middle school age and up), use the opportunity to engage children in conversation,

Credible or not, if Ferrell re-assigns Doherty, as most insiders think he almost has to, the pro-PACC Council members may not react very well. The Council majority is wedded to the project and says the city has provided “objective” information in its effort to drum up public support. But the Council was so fearful of a possible Ferrell veto that it advanced a key Council vote from its January 2014 schedule, when Ferrell would be in office, to December 2013, so that it would occur while Priest was still mayor. While at its heart the issue may be more about priorities and direction, it is also about money and many in the community remain skeptical of city financial data. Several well-known leaders, such as Jeff Stock and Matthew Jarvis, have raised questions about the financing. Stock even commissioned his own review of the city proforma, which was critical of the city. Strictly speaking, this isn’t a partisan issue. But to some it can be characterized that way. Priest is a Republican and Ferrell is a Democrat. Many Democrats would like to see the money spent on other needs. And that pressure puts Council members, such as Moore, a Democrat and PACC supporter, in

It’s understandable that Sherman was emotional in that situation. The problem for Mr. Federal Way came when Sherman continued his rant against 49ers wide receiver Michael Crabtree after he was able to take a shower and come down from the high of the game. This is when Sherman

a very difficult position. But Ferrell recognizes he now represents all the people. He has to approach the issue with caution. His gambit to have a second look at the pro-forma and a short-term mayor’s committee may help bring clarity to the debate and move the discussion to a less political environment. More importantly, it stretches out the discussion to help cool some tempers. The lack of appreciation of the many different viewpoints, in a city that prides itself on it’s embrace of diversity, has been striking in its tone and tenor. What will our leaders decide? Will they seek to build community support and try and find some agreement with Ferrell? And at this point, is consensus possible? And what will the public’s role be? Will there be a citizens movement to demand a public vote on the project, even if the vote were only advisory? What is needed is a forum that gives undecided voters an opportunity to hear, and compare, both sides in one setting. The Mirror is considering sponsoring such a forum after the reports are complete on the pro-forma review and the mayor’s panel. Those may provide new information. Political leaders would sit on the sidelines and listen to the information, then listen to their citizens. And the most important listeners would be you, the citizens of our community, who simply want to hear both sides and make an informed judgment.

If you are disgruntled by the school board and their decisions, take it out on the current members when they come up for re-election. Don’t take it out on the kids of the district. They have nothing to do with the political side of things. The EP&O levy provides 21 percent of the district’s

total budget and funds numerous learning opportunities for students. The $53 million levy will be collected for four years beginning in 2015 at an estimated tax rate of $4.95 per $1,000 of assessed valuation. Benson Henderson’s quest to get back on top of the UFC lightweight division starts Saturday night inside Chicago’s United Center. The 2001 Decatur High School graduate will take on Josh Thomson in the main event of the UFC on FOX 10. The four-fight card will be on free national television starting at 5 p.m. on Q13 FOX. Saturday night Benson Henderson will be Henderson’s first fight since he lost the 155-pound belt to Anthony “Showtime” Pettis on Aug. 31, 2013. The loss ended Henderson’s seven-fight win streak and his 18-month grasp on the lightweight championship. “The stakes are really high in this fight and both of these guys want to fight for the belt,” said UFC President Dana White. The third-ranked Todd Beamer girls basketball team continued its roll Monday with a 53-40 win over Kentwood at the King Showcase at Kent’s Showare Center. Kentwood (9-4) rolled out to a 10-9 lead over the Titans (15-0) midway through the first quarter. But Beamer took control of the game with a basket from Nia Alexander at the first-quarter buzzer to snag a 17-16 lead. Jalynn Piper

then hit a pair of 3-pointers to give Beamer a 26-18 lead with 5:35 left in the first half and led 29-21 at halftime. After the break, Kentwood tallied the first four points of the second half to cut the Titan lead to four, 29-25. But it was all Beamer after that. The Titans went on a 12-0 run to extend the lead to 4125 with three minutes left in the third quarter and basically put the game away. Piper led the way for the Titans withe 12 points and finished with

three 3-pointers. Senior Megan Huff ended up with 11 points and 13 rebounds and Quinessa Caylao-do also chipped in 11 points. I

n a Federal Way first, King County Councilmember and former Washington state Sen. Pete von Reichbauer was given the key to the city of Federal Way. Von Reichbauer received the key during the Federal Way City Council’s regular meeting on Tuesday, with Mayor Jim Ferrell listing the numerous projects and accomplishments von Reichbauer has been responsible for throughout the years. “Today, for the first time in our city’s history, we are giving a key to the city of Federal Way,” Ferrell said. “As we talked about, one of the things we’re going to be doing, a marquee of

the next four years, is … remembering our heritage, while looking towards our future, and Pete von Reichbauer fits both of those categories.” Ferrell recalled how von Reichbauer’s public service started in 1973, when he was elected to the state Senate. Von Reichbauer spent 20 years in Olympia before being elected to the King County Council in 1993 and serving in that capacity ever since. “He has contributed to so much. It was actually difficult, as I was sitting down and trying to type out, trying to think about … the number of contributions (von Reichbauer has made,)” Ferrell said. The mayor related how von Reichbauer was instru-

mental during his time in the state Senate in getting the I-5 Triangle Project moving forward. Along with that, Ferrell credited von Reichbauer for making the King County Aquatic Center a reality, and bringing the Goodwill Games to Federal Way in 1990. “(The Aquatic Center) is such a fundamental part of this community, and it’s hard to imagine what it was like before it got here,” Ferrell noted. He added that von Reichbauer, in his time in Olympia, was instrumental in protecting the Hylebos Wetlands. During his time on the King County Council, Ferrell said von Reichbauer’s work with keeping Redondo Road open, the building of the Weyerhaeuser annex

not be up here today had I not met Pete von Reichbauer 24 years ago. And this city would not be where it’s at without the contributions of Pete von Reichbauer. He is a dear friend, a friend to everybody on this dais, and he is a friend to everyone in Federal Way,” Ferrell concluded. “Awards are nice, awards from people I’ve had a longterm relationship with are particularly gratifying,” von Reichbauer said after accepting the key to the city. Von Reichbauer drew from the Seahawks and the

12th man in sharing his thoughts about his 40plus years of service in the region and the state. “12 has meant reaching out and bringing others into the process,” he said. “It’s not just the people on the field, it’s the people in the community who come together and help everybody. And whether we sit at a dais as an elected official, everybody here makes things happen. We cannot accomplish anything sitting in our chairs up there unless we engage the people in this audience.”

Support of levy needed

Our students need the community’s support through passage of the upcoming levy. There have been many experiences in the last few months that may lead some in the community to question the board and district’s leadership and expenditure decisions. The superintendent’s raise without achieving notable goals, the excessive expenditures related to the Global Initiative with travels around the world, and the grading system fiasco may lead one to wonder about the levy. People may think that a statement can be made against all of these issues if they vote against the levy. However, voting against the levy will not impact any of the parties involved in these errant decisions. Failure to pass the levy will cut money from the budget that impacts direct services to students. Teachers and support staff will lose jobs that will directly impact class size and supporting programs for students. The superintendent’s salary is not impacted by the failure of the levy, nor is the $50 stipend that each board member receives for board meetings. Failure of the levy cannot bring back the money spent on all of the international travel. It is clear that nothing short of a near revolt of parents and students has altered course for the board and the district. Even with the recent enormous public outcry by the community of the recent grading issues, no one from the board apologized or accepted responsibility for the problems. Superintendent Rob Neu did this publicly at a board meeting and he is to be commended for doing this. The district needs to listen to the community, not routinely dismiss their concerns. The district and the board members should not ignore factual testimony and should not chastise the community by implying that parents are only concerned about their own child. The board’s policy decisions impact all students and we, as a community, are aware of that and have raised issues with factual information that impacts all students.

With day-to-day school behavior like this being way too common, is it any wonder Zmuda chose to keep his private life, well, private? Meanwhile, Eastside Catholic students appear to be attempting to bring the Archdiocese of Seattle in line with the Pope’s teachings. Last July, Pope Francis is quoted by the National Catholic Reporter as saying, “Who am I to judge gay people if they are seeking the Lord in good faith?” And Mr. Zmuda, a self-avowed devout Catholic who got married, seems as likely as anyone to be a person who is seeking the Lord in good faith. That’s why I hope you’ll join me and others for “Nation Wide Z-Day” on Friday, Jan. 31 and wear orange for solidarity. The event is to “encourage students at Catholic schools or otherwise, as well as any other impassioned individuals, to proudly wear the color orange on that day” to show solidarity with Mark Zmuda and express hope “for an enlightened perspective on issues of sexuality in the Catholic Church.” God knows, we can all benefit from that. Eastside Catholic School states Zmuda agreed he would resign and that, since the Catholic Church does not recognize same-sex marriage, the school was “left with no acceptable alternative that would allow him to remain eligible for employment at Eastside Catholic School” once he married a man. To confuse matters, Zmuda stated in an interview with Joyce Taylor of KING 5 News that a school official told him that if he were to divorce, he could remain employed, and the school would help pay for a commitment ceremony with his partner. Huh? Is divorce now a good thing if you’re Catholic? Or is it just less of a sin than being married if you’re gay? The only group of people in this scenario that seems perfectly free of confusion is the Eastside Catholic student body. They have garnered international attention in an attempt to retain their teacher and confront the Catholic Church about its conflicting edicts. But while Eastside Catholic students find themselves in the spotlight over this issue, gay students back here in Federal Way face discrimination routinely. Within the last couple of years, a welcome back dance was shut down at one of our local high schools because a same-sex couple came together and derogatory remarks led to a physical fight. Students at another local high school shared with me their fear to come out to students and staff at their school. Others say their school’s attempts to form a Gay Straight Alliance club are a joke. They routinely hear gay slurs from students and do not witness staff intervention. Not that long ago, at the far end of a hallway, students

The city of Federal Way is planning another “Blue Friday” rally in honor of the Seattle Seahawks at 3 p.m. on Jan. 31 at Federal Way City Hall. Mayor Jim Ferrell announced the rally during the Federal Way City Council’s meeting on Tuesday, with the mayor saying the city plans to have a bigger and better rally than the one held on Jan. 17. “I have to tell you, we are going to bring it on the 31st of January,” Ferrell said. “(The Jan. 17 rally) is a just

a taste of things to come.” As part of the Jan. 17 rally, a 5-by-8 foot banner with the number 12 emblazoned on it was provided to the city by resident John Fairbanks, and hung over the entrance of City Hall that day. For the Jan. 31 rally, Ferrell said the city acquired a second, larger banner. “The city of Federal Way, thanks to a member of the IT department … He has flown in, from another country, a banner, probably what will be the largest banner in the state of Washington. It’s 25 feet by 30 feet.”

The mayor noted that the IT department acquired the banner on their own initiative, and pooled together the money to have it made and shipped to Federal Way. Ferrell said the city hopes to have representatives from all four comprehensive high schools in Federal Way in attendance for the Jan. 31 rally, as well. At the Jan. 17 rally, the Todd Beamer High School line and jazz bands were in attendance, along with the Decatur High School marching band. The city has also invited Jet Cities Chorus to sing

The production was a success, and Dillon quickly found a way to work with Shue again, this time in the Sid Caesar musical tribute “Little Me.” In 1977, Dillon became head of the Milwaukee Repertory Theater and called in Shue to join the company. The actor, stranded in Atlanta when his prior employer had gone bust, eagerly accepted. While working in the theater as a character actor, Shue wrote a skit for the theater’s annual banquet, which went down a storm. Spotting potential, Dillon asked Shue to write a one-act play for the following year’s studio season. When the one-act was well received, Dillon challenged

Shue would play Willum in this original production and dedicated the play to Dillon, by then his best friend, and fellow Milwaukee Repertory actor Jim Pickering. Tragically, Shue died in a plane crash in 1985. In 1986, with Rowan Atkinson as Rick Steadman, the nerd of the title, the play was the top-grossing American play in the west end. In 1988, “The Nerd” premiered on Broadway, starring Star Wars lead Mark Hamill and directed by game show celeb Charles Nelson Reilly. The show has since become a modern classic and stunning example of American farce. Having come home to the Northwest in 1993 after ending his tenure in Milwaukee, Dillon has

continued to work in the area, but returning to “The Nerd” now was pure luck and timing: “Alan [Bryce, artistic director] asked me if I’d like to do something at Centerstage,” says Dillon. “I thought it would be great to be reunited with [Larry] through the work.” Bryce loved the idea, and for the first time in 32 years, Dillon is directing “The Nerd.” “I’m not trying to replicate the original, but it’s great to re-explore [Larry’s] sense of humor with this great cast.” Thematically, the tale of indebtedness to a war comrade in a self-centered world and how far one goes to do a favor is timeless. While the play is set following the Vietnam War in the early 1980s, it could just as easily be about a current soldier after his time in Iraq or Afghanistan, keeping it fresh, despite some obvious links to the period. “Larry had a unique sense of humor,” recalls Dillon. “He was remarkably adept at the fragility of words, where a pun can lead to misunderstanding, and also had a great

The report notes the victim didn’t believe the original seller was responsible for the theft. Suspicious death: At 9:56 a.m. on Jan. 19 at an undisclosed address, police and fire/medics were called out to a report of a CPR in progress. The report notes that fire/ medics were unable to revive the victim. The report also indicates detectives were called out to the scene, due to suspicious circumstances and the deceased’s age. Care home resident assaults another resident: At 12:11 p.m.

According to the report, it’s believed the suspects placed M80 fireworks in the mailboxes and set them off.

s the implementation of legalized marijuana continues throughout Washington, state Attorney General Bob Ferguson issued a “formal opinion” on the matter on Jan. 16, indicating that local municipalities will continue to have the prerogative in choosing how their cities

deal with such businesses. “Under Washington law, there is a strong presumption against finding that state law preempts local ordinances,” Ferguson wrote in his opinion. “Although Initiative 502 establishes a licensing and regulatory system for marijuana producers, processors and retailers in Washington state, it includes no clear indication that it was intended

to preempt local authority to regulate such businesses. We therefore conclude that I-502 left in place the normal powers of local governments to regulate within their jurisdictions.” Ferguson’s opinion will have little effect on Federal Way’s approach to marijuana-related businesses, according to city spokesperson Chris Carrel. The city enacted a one-year morato-

rium on such businesses last November, and still plans to use the time to construct its approach to this issue. “(The city) hasn’t discussed the authority the attorney general discussed regarding being able to ban marijuana sales,” Carrel said. “To date, the city’s focus has been putting in place policies to successfully implement the legalization, as called for under the

people’s initiative. As you know, the Council passed a one-year moratorium on collective gardens and marijuana sales, and that was done because the city needed a pause to be able to have a thoughtful approach to a regulatory and law enforcement process as we move forward.” The city has imposed a number of moratoriums on marijuana-related businesses and gardens since 2011, when a small number of medical marijuana dispensaries opened in the city. At

that time, the operators of the dispensaries in the city had sidestepped acquiring the proper business licenses, giving the city leeway to shut the businesses down. The state Liquor Control Board approved a total of 334 marijuana retail outlets statewide, with 61 slated for King County. Federal Way was approved for three legal marijuana stores. A formula based on population determined the number of retail locations for each municipality.

Man pleads not guilty in fatal crash From staff reports

A Federal Way man accused of being intoxicated in a crash that killed a man last month pleaded not guilty in King County Superior Court on Jan. 9. Jeffrey Lowell Waterfall, 56, was charged with vehicular homicide after he drove his Ford Mustang into a power pole on Dec. 23, 2013, in the 28900 block of Redondo Way South. The crash killed 52-year-old Kurtis D. Nevin, of Tacoma, who was a passenger in Waterfall’s vehicle. Nevin died at the scene. Blood testing showed Waterfall had a bloodalcohol content of .232, according to charging documents. Waterfall is in the SCORE jail on a $600,000 bond. He has a prior DUI conviction in 1979.

United Way of King County is now offering free tax preparation at 19 locations in King County, including Federal Way. The program is designed to help low and middle-income families increase their financial security and keep more of what they earn. At the sites, United Way will prepare income tax returns with an eye to take full advantage of all the possible credits available, such as the Earned Income Tax Credit (EITC) that reduces the amount of income tax owed by low to moderate income workers. It is considered the largest anti-poverty tool in the U.S. In Federal Way, the United Way free tax site is located at the Multi-Service Center, 1200 S. 336th St. In addition to preparing federal tax returns, United Way is offering other services at the sites, such as applications for public benefits like food stamps and utility assistance, and assistance with FAFSA (Free Application for Federal Student Aid) form completion. United Way tax preparation is free for anyone making under $52,000 and will run through April 15. Services will be provided in multiple languages, including Cambodian, Vietnamese, Spanish, Somali, Amharic, Korean, Chinese, Tigrinya and Russian by nearly 1,000 IRS certified volunteers. Taxpayers must bring photo identification and Social Security cards (or individual taxpayer identification numbers) for themselves, spouses and dependents. They should also bring wage and earnings statements (W-2 forms), interest and dividend information concerning their income and expenses for the year of 2012. County proposes April ballot measure for Metro funding From staff reports

King County Executive Dow Constantine, along with four King County Council members and other regional officials, announced a proposal to put a local funding measure for King County Metro on the April ballot. The proposal also includes a scheduled fare increase and a firstever reduced fare for riders of limited means. Under state law, the King County Council has the option of enacting an ordinance that would create a “transportation benefit district” with taxing authority. The maximum amount that the new taxing authority entity could charge King County residents is $100 in an annual vehicle fee. The district could also hike the sales tax temporarily, with the upper limit on that taxing ability being two-tenths of a cent. Constantine and the Council note that the proposal they put forward on Jan. 14 would ask for a $60 annual vehicle fee, which is anticipated to raise $80 million in revenues. The temporary sales tax set forth in the proposal would be for one-tenth of a cent, and raise an estimated $50 million a year. As it sits right now, that increase in the sales tax would expire after 10 years.
