KENT FIRE DEPARTMENT Regional Fire Authority 2013 was a year of change for the Kent Fire Department RFA. As a department we moved to make ourselves more efficient, cost effective, and user friendly. In addition, several existing programs continued to flourish.

The biggest news of last year was the approval by the City of SeaTac and the Kent Fire Department RFA Governance Board to a 20 year contract for services. This contract, which began January 1, 2014, makes the City of SeaTac’s fire department part of the Kent Fire Department.

This contract is important

for several reasons. First, it takes advantage of economies of scale –financial advantages that larger organizations have over smaller ones.

Second, it reduces overhead costs since both departments operate under one administration, fire prevention division, and training division.

Finally, the contract consolidates specialized skills such as high-angle rescue and hazardous materials response.

Another big improvement for the fire service in this area was the continued growth of the South King County Fire Training Consortium

(SKCFTC). The SKCFTC is made up of fire departments in the area and includes Kent Fire, Maple Valley, Tukwila, Burien/Normandy Park, and North Highline. Beginning this year, King County District 20 (Skyway) and Renton Fire have joined as well.

Regional training is in everyone’s best interest. By utilizing a standardized training model and methods, firefighters from different departments can work together with a common understanding of their duties. This makes them safer and more efficient.

Another program developed by the Kent Fire Department RFA that is spreading to other departments is the Fire Department Community, Assistance, Referrals, and Education Services (FDCARES).

The FDCARES program was developed to interact directly with members of the community in an effort to prevent injury and illness. It is more than just “fall prevention”.

KENT DOWNTOWN PARTNERSHIP Kent Downtown Partnership is a private, non-profit 501(c)3 membership organization dedicated to serving and promoting the downtown Kent business community.

KDP works in collaboration with downtown businesses, property owners, residents, governmental agencies, and citizen-based community organizations. KDP is a proactive leadership organization, cultivating and strengthening public and private partnerships to increase investment in downtown, business recruitment and retention, residential and retail development, improved parks and green spaces, and a better quality of life.

KDP’s vision is to make downtown Kent a thriving destination by promoting a core of vibrant, mixed uses in a pedestrian-friendly environment. Our emphasis is on businesses, restaurants, art, entertainment, public facilities, and infrastructure development that supports the revitalization and continued prosperity of the downtown business community.

MAIN STREET PROGRAM Kent Downtown Partnership is affiliated with the state and national Main Street Program, which was founded by the National Trust of Historic Preservation in 1977.

The Trust provides leadership, education, advocacy, and resources to save and protect irreplaceable and historic places, and to revitalize America’s communities.

FUNDING A membership base of nearly 200 companies, Business and Occupation Tax Incentive Program contributions, fundraising events, volunteers, the City of Kent, and the Kent Downtown Partnership.

These funds are used for a variety of programs and projects including façade improvement grants; flow-

ers, planters, art, signs, banners, and lighting that promote an inviting downtown atmosphere; community events; educational workshops for business owners and their employees; and marketing and promotional efforts.

DESIGN COMMITTEE Chair: Suzanne Cameron (Around the Clock, Inc.) An inviting atmosphere created through window displays, parking areas, signs, colorful banners, sidewalks, street lights, and landscaping all improve the physical image of the downtown as a quality place to shop, work, walk, invest in, and live. Design improvements result in a reinvestment of public and private dollars to downtown.

EAST HILL BOXING CLUB The club was started in September 2011. It is open to kids 10 to 18.

It was established to have a positive after school activity for young people to engage in. It teaches the sweet science of boxing, discipline, positive role modeling and great conditioning for the mind and body.

We also are trying to teach leadership and join together with the families of the boxers developing

a sense of community and pride for Kent. We are in the beginning stages of our gym development and now have five heavy bags and one speed bag and are working to get a training ring. You are required to join USA Boxing and buy hand wraps and gloves.

Scholarships are available.

We practice four nights a week at the Kent Phoenix Academy weight room gym at 11000 S.E.

264th St. Kent 98030. We will be engaging with other clubs in the area when we feel the kids are ready to compete in tournaments.

We are partners with the city of Kent Parks and Recreation, the Kent School District, Project U(th) and many others. At present we have kids of all ages and background.

We are excited to be in Kent to help build “healthy communities.”

KENT HISTORICAL MUSEUM The Bereiter House, home of the Kent Museum. The house was completed in 1908 by Emil Bereiter, an owner of the Covington Lumber Company and Kent’s Mayor 1912-1913. Seven different families have lived in the building, including a pharmacist, a prominent Japanese produce dealer and an owner of the East Hill Fuel Company. The house was originally sited on nearly four acres of land with a gazebo, carriage barn, orchard, and pastures.

In June 2008, the Bereiter House was nominated as a landmark through the King County Landmarks Commission.

Additionally, after evaluating the earliest coats of paint, the City of Kent repainted the house, returning it to its earlier colors.

Today, the Bereiter House accommodates thousands of items donated by Kent residents that are maintained and exhibited through the Greater Kent Historical Society (GKHS) and museum

staff. These items help tell the story of Kent and the area timeline. Gardens on the museum grounds honor veterans who serve or have served in the Armed forces and Americans who were interned during WWII. Resources are available for research, tours are available during open hours or by appointment, and the facility is available for special occasions.

THE MAN WITH THE PLAN Kent schools continue to change, thrive behind Vargas’ leadership

BY ROSS COYLE rcoyle@kentreporter.com Edward Lee Vargas displays all the qualities one might expect of the superintendent of one of the most diverse and complex school districts in the state.

A calm, collected and soft spoken man whose reserved mannerisms belie an unquestionable authority and control.

The veteran administrator arrived in Kent in 2009 and has rapidly changed the school district in his four years of service.

The Washington Association of School Administrators recently awarded Vargas as Superintendent of the Year, but it’s not the first time he’s been honored for his work on the state level. He also received the same award in 2006 while working in California.

“What the foundation did was they looked at not only what was working, but what were the conditions that were needed in order for things to work,” he says.

The biggest lesson he came away with? The importance of a school board that is unified in its vision for the district and led effectively by superintendents and principals. The systems built to help students can’t operate effectively if the core foundation for the district isn’t stable.

“If you didn’t have these conditions, it was difficult to one, implant the features, and two, sustain them,” Vargas said.

Stability within the administration allows the creation of programs such as iGrad, which he developed out of a combination of experiences both as an administrator in high attrition districts and his work with Stupski.

One of Vargas’ chief issues for the district has been re-engaging dropouts and other students that have abandoned their education. IGrad has been one such program, and Vargas developed it using prior work experiences in his life, specifically a program he cultivated in Texas called Project Volver.

“We put it in a business center, because kids wouldn’t go back to a school they dropped out of,” Vargas explained.

In addition to the location, the school provided support services for students and online curriculum. When he arrived in Kent, he was able to use Project Volver as a template for the iGrad program.

“So coming up here, when we saw the gap, it was really building on all those experiences to create iGrad,” he said.

Ultimately, Vargas’ plan isn’t to simply boost the district’s ratings with a quick fix here or there, but to make a comprehensive plan that will provide students with the edge they need to succeed in a modern, information based economy.

When he reflects on his time in Kent, and as a superintendent in general, it’s not a single accomplishment that he says he’s most proud of. Achieving a goal of making a difference in the lives of students and their families – and developing systems and programs that integrate them into the school system – has given him the most satisfaction.

“These are public schools, they belong to the community, so it’s important that they feel a part of them,” he said.

Music brings out the best in Candy Chang, and helping others is her favorite tune.

An outstanding student and poised musician, the 18-yearold Kent woman is comfortable on stage. She also feels right at home in making a difference in her community.

Chang’s full body of work – from academics and public speaking to community service and other commitments – convinced the Kent Lions to select her as Miss Cornucopia in a ceremony last Friday afternoon at Town Square Plaza.

“I was shocked,” Chang said, moments after receiving the crown and a $3,000 scholarship from the Kent Lions Club.

Chang prevailed in a tight contest with two other finalists – Kent’s Jennifer Ciriaco and Mary Fullen. Both will serve as princesses, with each receiving $500 scholarships from the Kent Lions Foundation.

Chang, the daughter of Peter and Zong Chang, represented Kent in last Sunday’s Cornucopia Days Grand Parade, and plans to make several public appearances throughout the year, including Kent Winterfest.

Chang, who was chosen Cornucopia Royal Princess in last year’s contest, also received a pair of $250 scholarship awards from the foundation for academics and community service.

She will put the money to good use as she prepares for her second year at Oberlin Conservatory of Music, one of

the most competitive and the oldest continuously operating conservatories in the country, located 35 miles southwest of Cleveland, Ohio.

Chang, a 2012 Kentridge High School graduate, is pursuing a degree in music, specifically in flute performance. She welcomes the demanding load of music and liberal arts classes at the school.

She has maintained straight A’s in the classroom since the seventh grade.

Inspired by her mom, Chang has played music all her life, beginning with the piano at age 4. She has played the flute for 10 years.

“My mom, she is my inspiration,” Chang said.

“I hope to perform my entire life and teach,” she added. “My mom was a music teacher.”

Chang also enjoys baking and spending time with family and friends.

This model, based on The Pyramid Methodology will be a component part of our planning and budgeting processes. This model is intended to assist the Department in developing a fiscally responsible process so we can proactively plan for the future. In order to develop a tax payer investment/ resource (subsidy) and cost recovery philosophy for facilities, programs and services offered by the Department, we are asking for your help.
