At a meeting Tuesday, Jan. 12, Islanders got a preview of narrowed design plans for a major remodel of the Mercer Island Library. The response was mixed. Many Islanders felt they were losing the most beloved elements of the existing structure, others questioned if the remodel was needed in the first place. “A lot of people were concerned they were doing things that aren’t necessary and very expensive, that will leave us with something worse than we started with,” said Islander Marcia Mellinger. demonstrated need here.” Bill Ptacek, director of the King County Library System told the audience remodels had been successfully completed in 30 to 40 projects. Ptacek also cautioned against mistaking the dis-

The plan was finalized and they weren’t interested in tweaks [or] modifications,” said Mellinger. “It’s really a cold model that [KCLS] wants to plunk

French-American School buys land to expand Reporter Staff
The French American School of Puget Sound, (FASPS) has announced that it purchased a 2.12acre plot of land near their current campus at the north end of Mercer Island last October for $2.8 million. School officials say the land will be used to enlarge the school to meet growing enrollment and provide flexibility in the years ahead. The land, at 3809-3901 97th Ave S.E. is accessible from S.E. 40th Street. It is directly behind the Stroum Jewish Community Center. The school presently sits on land leased from the SJCC. The lease expires in 2029. Student enrollment at FASPS has increased every year since its inception in 1995 and the school is now operating at nearly full capacity with 405 students. School officials predict that even more students are coming. Head of School Eric Thuau, Board of Trustees Chair Susan Griesse, and a team of internal and external stakeholders will spend the upcoming year conducting research to assess
potential development options. “Having an opportunity for our institution to own land is an important benchmark as we prepare to celebrate our 20th anniversary in 2015,” said Thuau. Islander Debbie Newell, the treasurer of the Board of Trustees, was also involved in the purchase. “The new land purchase gives FASPS much more flexibility than our current lease does. We can plan for long-term growth without the risk that we may lose the property.” Newell has two sons that completed the FASPS program before moving on to Mercer Island public schools. “We chose to send our sons to FASPS because the French system of education has high expectations of the students, and they live up to those expectations, she said. Currently, FASPS is home to 68 students from Mercer Island as well as students from Seattle, the Eastside, and abroad. The school is an accredited member of the Northwest Association of Independent Schools (NAIS) and the French Ministry of Education.

It accelerates the removal of preschoolers from a former school building, a facility which has the least structural integrity of any public building on the Island. Questions do remain. Will the district work with parents and students to reduce the number of auto trips? If not, the district will need to spend serious money on traffic mitigation. Does this small district have the necessary capacity to wisely oversee a $100 million project? Maybe. In an ideal world, can quality public facilities be provided at a lower cost? No doubt. Are we going to change the state system of procurement with this bond? No. I urge you to take a look and vote yes on a reasonable solution to solving real problems. Geoff Spelman

But while the activities mean support for valuable school programs, the physical plant at the school is hindering our kids’ education. There is not a single space at IMS that holds the whole student body at once, so the school holds fewer assemblies - there is simply too much disruption to the school day to have multiple assemblies. With the impactful speakers IMS can bring in, it is unfortunate that not all kids can benefit. The student center is adjacent to classrooms; the noise of hundreds of kids in a small space is understandably a disruption to those students and teachers trying to focus on lessons. There are no breakout spaces. So while the Mercer Island Schools Foundation has funded great programs, for example the Lego Robotics 6th grade science unit, students work in hallways that are directly outside where other instruction is taking place. The renewal levy to fund nearly 100 teachers and staff district-wide is critical to keeping student-teacher ratios from getting worse. And when we have 35 stu-
dents in a given classroom, as we do now in many IMS classes, the physical space is jammed - particularly in the main building - built in 1951. The bond will add needed capacity at IMS, including building 14 new classrooms, a larger student commons area, a larger gym in which assemblies can hold all students, new music rooms, library and administration offices. It should be noted that 100% of the existing, non-portable classrooms will stay, this bond is directed towards fixing overcrowding. For our Island, we see this as an investment in our future. These middle school years are significant for cultivating kids’ love of learning. Our top-notch principals have done a phenomenal job given the current facility. clibborn | FROM 1 future,” said Representative Judy Clibborn of Mercer Island, who also serves as Chair of the House Transportation Committee. Because it’s a mid-biennium year, this legislative session could quit after its alotted 60 days without making adjustments to last year’s biennial operating budget. But Clibborn says there’s still a lot on lawmakers’ plates. Last Wednesday, WSDOT announced that SR 520 will overrun its budget by $170 million and stalled digging of the deep-bore tunnel furthers the urgency of a transportation package. “The ($170 million overrun) is larger than the contingency fund,” said Clibborn of the 520 announcement, “which is really disturbing. But it’s fixable.” There have been 12 closed-door negotiation meetings with transportation leaders on a potential

package, but Clibborn says the disagreements are made worse because they’re ideological. In the fall the Senate Majority Coalition proposed a package that would favor an 11.5 cent increase in the gas tax over tolling. But the proposal also would have taken sales tax associated with state transportation projects from the general fund and used it to fund more projects, or would have done away with sales tax on such projects entirely. Clibborn points out that the proposal would have taken funding from other priorities like education at a critical time when the state Supreme Court has determined Washington isn’t fulfilling its congressional mandate: “We’re all tied up in one big ball of yarn. It’s not easy.” “We haven’t been able to find a middle point,” she said. “But [the Senate] has to work on something that brings enough votes on their side that they have a bipartisan package.”

Lawmakers don’t need to pass a transportation package this year but projected cuts to Metro will take effect in 2014 with serious repercussions for Mercer Island. In November Metro announced that it would eliminate Routes 202, 201, 203 and 205 because of high operating costs and low ridership. Several drafted packages would have given King and Snohomish Counties the ability to fund transit by levying local taxes. But Clibborn said she didn’t think she could get the local option for Metro funding through the Senate on its own, without slipping it into a broader transportation package. Meanwhile, services like Washington state ferries, already in need of repair, will further degrade. “Transit and ferries will probably see a decrease in service. There’s not enough money and we’re starting to see shortfalls. We’re going to start seeing a lot of [projects] go on hold,” she warned.

THE RECORD Police MONDAY | 30 FRAUD: An Islander was contacted by the bank about a $500 withdrawal made from his checking account. The unlawful withdrawal happened at a 7-Eleven in Lynnwood on Monday, Dec. 30. MALICIOUS MISCHIEF: An Island resident in the 5000 block of Mercer Way, found his living room window broken with a rock still jammed between the double panes. He believed the rock resembled those from his neighbor’s landscaping.
TUESDAY | 31 BURGLARY: An unidentified burglar forced entry into a residence in the 2200 block of 66th Ave S.E. The rear door to the master bedroom was kicked in. The nightstand drawers were raided through, but the burglar fled when the alarm sounded in the early hours of Jan. 1. THEFT: Around 9:30 a.m., a resident in the 5600 block of Mercer Way reported her USPS pack-
age stolen from her front porch. The package contained two cell phones, a Samsung Note 3 and Samsung Galaxy.
THURSDAY | 2 MALICIOUS MISCHIEF: Sometime between Jan. 2 and Jan. 6, a building and posts at Mercer Island’s Lid Park were sprayed with graffiti. Graffiti was also found on the WA DOT building. The estimated value of the damages is $500. ACCIDENT: A vehicle crashed into an unoccupied vehicle parked legally on the westbound side of S.E. 27th St. The offending vehicle had severe damage to its rear.
FRIDAY | 3 MALICIOUS MISCHIEF: Between 10 p.m. Friday and 1 p.m. the next afternoon, somebody tagged a house under construction in the 3800 block of 76th Ave S.E. CAR PROWL: On Dec. 28, around 3:40 a.m. in a five-minute window, two subjects parked their vehicle in the driveway of a property in the 5900 block of S.E. 32nd St. Tools and a car key were taken from the victim’s car. INFORMATIONAL REPORT:
At 1:30 a.m., a lost Seattle driver backed her car into a ditch. The 61-year-old driver did not have a valid drivers license and the vehicle was impounded.
MONDAY | 6 FORGERY: On Oct. 1, a Mercer Island woman mailed a check to her landscaper for payment. She later learned that the landscaper’s mailbox had been broken into and his mail stolen. The check was forged to another payee. Police collected some information about a suspect, believed to live in SeaTac. THEFT: A Seattle man was charged with theft after getting off the bus at North Mercer Parkand-Ride to grab a bike a friend had told him was “abandoned.” The suspect admitted that he’d never gotten off the bus on Mercer Island before but upon learning that the bike had been there several days and had flat tires, decided to take it for his niece.

They said they would bring it against Bellevue this year. And Friday night, they did. B ehind Jamie Mounger’s steal on Bellevue’s last possession, the Mercer Island girls basketball team stole a road victory from conference rivals Bellevue 50-49 Friday, Jan. 10 at Bellevue High School. With the win, Mercer Island improved its record to 4-2 in the KingCo conference and 6-5 overall, tying the Wolverines for third place in the KingCo standings. Despite trailing the Wolverines through three quarters, Mercer Island hung around and made it a competitive affair throughout. Bellevue led by only a basket at the end of the first quarter
and took a 27-21 lead into halftime. Mercer Island turned up the offense in the second half, outscoring the Wolverines 16-15 in the third quarter and then pulling ahead in the fourth. And then, the Islanders’ defense came through on the game’s decisive play. Clinging to a one-point lead with Bellevue to inbound late in the fourth quarter, Mounger struck with a steal to secure the win for Mercer Island. Jess Blakeslee led the Islanders in scoring with 13 points, while Taylor Krause had 12. Mounger, Rachel Tessem and Renae Tessem each contributed 6 points for Mercer Island. Next, the Islanders host first-place Juanita at 6:30 p.m. Friday, Jan. 17 at Mercer Island High School.

Boys lose to Bellevue The Mercer Island boys basketball team suffered its second consecutive KingCo loss Friday, losing to Bellevue 60-44 at Bellevue High School. The loss dropped the Islanders to 4-2 in the KingCo conference and 8-3 overall. Missing for the second straight game was senior captain Chris Lawler, who suffered a high ankle sprain during practice Saturday, Jan. 4. The team hopes he’ll be back around playoff time.

potential? You need to start buying roundtrip tickets if you want to maximize the muscle’s full potential. One to two seconds up should be matched by one to two seconds back down to earth. Rule number two is that extended periods of running actually inhibit the body’s ability to recruit, repair, and generate muscle fiber. During longer bouts of running cortisol production is increased. Cortisol is a stress hormone which inhibits the body’s ability to repair and regenerate muscle tissue by slowing down the secretion of testosterone, which in turn slows down the much needed protein synthesis required for optimal muscle recovery. In short, your muscles breakdown under the tension of lifting weights, then regenerate both in the total number of fibers and in the quality of those fibers. Think of cortisol as a wall in the middle of that path to recovery and replenishment. Try limiting your running to twice a week, with 72 hours of recovery between sessions. Vary the sessions from a lower mileage, higher speed set of say 25-30 minutes, to one longer, slower session of 40-50 minutes. You’ll notice and appreciate the improvement in power and appearance rather quickly. Feel free to mix in additional,
non-impact, high intensity cardio in moderate duration on the off days as the goal here is to improve not only muscular strength and appearance, but maintain the oxygen delivery system for overall circulatory health. Finally, the third rule involves nutrition. Try a small intake of carbohydrates and protein a couple of hours before your workout, drink water during your workout, and finally consume a small post- workout mini-meal with protein to reach the optimum level in muscle function and repair. Small portions here are of primary importance as a vast majority of Americans overeat, and you can always adjust up in calories as your muscles begin to reach optimal size, shape, power, symmetry, and stamina. Try a post workout mini-meal of 4-6 ounces of cranberry juice with a whey based protein powder mixed in (cranberry juice has a high glucose to fructose ratio which helps restore natural glycogen levels and whey based protein is rapidly assimilated and starts that muscle recover process quickly). Three components designed to get you over that wall, and the pay-off is not only in how you’ll look but primarily in how great

The primary duty of a Circulation Manager (CM) is to manage a geographic district. The CM will be accountable for the assigned newspaper as follows: Recruiting, contracting and training independent contractors to meet delivery deadlines, insuring delivery standards are being met and quality customer service. Position requires the ability to operate a motor vehicle in a safe manner; to occasionally lift and/or transport bundles weighing up to 25 pounds from ground level to a height of 3 feet; to deliver newspaper routes, including ability to negotiate stairs and to deliver an average of 75 newspapers per hour for up to 8 consecutive hours; to communicate with carriers and the public by telephone and in person; to operate a personal computer. Must possess reliable, insured, motor vehicle and a valid Washington State driver’s license.
