Orcas Island Homes for Islanders
No need for affordable housing in this County? Remember the Affordable Housing crisis of 2009? At that time, County planners projected a need for 200 affordable units per year out to 2025. Since then, Homes for Islanders (HFI) has sponsored 8-12 units/year, a total of 82 through 2013. Currently HFI has only 3 qualified applicants for the next phase in 2014 on both Orcas and San Juan islands combined. Is the affordable housing problem solved? Are there any island residents who’d like an affordable house of their own? Are there any renters who’d rather own? HFI is a non-profit 501(c) (3) corporation that works to help provide affordable housing to very low and low income residents in San Juan County. HFI does this by assisting individuals and families to build their own homes by working together over the course of a year. Recent examples are Country Village on Browne Street in Friday Harbor and North Beach on Shady Lane in Eastsound. Both developments provide 3 to 4 bedroom homes and a garage with an affordable mortgage.
How does it work?
HFI, supported by grants and loans from USDA, provides a ready to build site including all utilities, building plans and permits, on site organization and direction and subsidized financing. Monthly payments are established depending on the level of income and the number of persons living in the house.

Windermere’s San Juan Island Real Estate Insider Report spikes during July and falls off during the winter, the number of available homes for sale has been lower nearly every month compared to the same month last year. We may have buyers looking for their right home, but that home might not be on the market. One reason could be that fewer homeowners who may be upside down in their homes are coming on the market as short sales. Instead, they are opting to ride out the market and wait for their homes to appreciate. The number of distressed home sales (short-sales or foreclosures) seems to bear this out. From January through August 2012, fully 32% of San Juan Island home sales were either foreclosures or short-sales. This year so far only 14% of the sales have been distressed. Eventually more homeowners will be freed from the wrenching grip of owing more than their homes are worth. But are property values really rising?

Wherever the number of home sales goes up, home values follow a year or two later. Well, sales numbers are nudging up and last year rising home values already pushed nearly one million homeowners above the low tide mark nationwide. Regionally, the Greater Puget Sound Area is experiencing a similar trend. Since 1986, more than 70% of property buyers of San Juan County real estate have come from that population. As more sellers sell their homes in Seattle, they can finally fulfill a dream to be “islanders” and buy property up here!
Inventory Shrinkage
Strengthening Prices If we look at the median sales price chart (above, right) of homes sold on San Juan Island during the past 12 months, we can see a slightly rising trend line. But only slightly. Median sales price means that half of the sales were above a number and half were below. This is a better metric to use than average sales price, since one expensive sale (or a really inexpensive one) will skew the entire average. The median price of a single family home on San Juan Island in August (2013) was $475,000. When a property’s listing price is closer to the median price, there are more potential buyers for the property. Although the fluctuations in prices have been greater in the past and actually trended downward for several months in a row, we don’t see those characteristics in more recent numbers. This may indicate a strengthening of the “bottom” and a continuation of the trend upward. Let’s hope!
How will these trends affect our island as we move into the fall and winter? Looking at the above chart of available homes for sale on San Juan Island over the past four years ( we see a declining trend. While our inventory generally
