A court has found that the state Open Public Meetings Act was not violated by the County Council by discussions in a joint council/staff “implementation committee” prior to passage of the CAO updates by the county council.

On May 9, Island County Superior Court Judge Alan R. Hancock issued a summary judgement in favor of San Juan County in the case of Citizens Alliance for Property Rights Legal Fund v. San Juan County.

Subject to an appeal, which CAPR spoke person Gordy Peterson said “is very likely,” the decision essentially dismisses the case.

CAPR Legal Fund sued the County in San Juan County Superior Court in October, seeking to have the Critical Areas Ordinances invalidated because some 20 closed meetings were held involving three county council members and various county staffers to discuss implementation aspects of the draft CAO package.

After these meetings, the entire council met, discussed and passed the package late in 2012.

New face for historic FH home

The blood, the sweat, they’re now more like distant memories.

But the tears, they’re never far from the surface.

Jenny Prescott fought back a well of emotion recalling how the hours turned into months, and months turned years, as she and friends, and family, painstakingly dismantled, renovated and finally restored the 1913 Roark House on Argyle Avenue to somewhere

No one would argue that the funky little home with the old pawn shop sign on Second Street in Friday Harbor has seen better days.

By the end of the month, however, it will likely have seen its last.

“There was some interest from a few people in it for awhile, but that was before they found out about the asbestos and the lead,” said Frank Mulcahy, director of the county Public Works department. “Everyone has come to the same conclusion, that the cost to move it would be more than it’s worth.”

The former home of Journal editor and publisher Virgil Frits has been owned by the county since the early 90s. For years, it was leased out to a Friday Harbor businessman for a pawn shop. It no longer suitable for use — mortar gone between the bricks, no insulation, infestation of post beetles, for starters — and the time has come demolish and remove it, Mulcahy said.

The county is taking bids and Public Works hopes that the demolition work can begin, and be completed by the end of May. That the demolition would take place during Historic Preservation Month, just may be fitting

Car destroyed by blaze; driver uninjured A San Juan Island man escaped without injury but his Toyota 4 Runner was completely destroyed after the vehicle burst into flames May 6 on Roche Harbor Road.

Firefighters doused the blaze with about 700 gallons of water before it was extinguished. The man was westbound on Roche Harbor Road at about 9 a.m. when fire broke out in the underbelly of the early ‘90s SUV. “The good news is that no one was injured,” Chief Steve Marler of San Juan Island Fire Department said. “The bad news is the young man’s car is totaled.”

Marler said a busted fuel line is the likely cause of the fire, based on what the driver of the vehicle, in his late 20’s and traveling solo at the time, reported at the scene.

The man smelled a strong odor of fuel and saw liquid pouring out from beneath it after the vehicle went up in flames and he pulled over to the side of the roadway and quickly exited, Marler said.

“It was really flaming,” he said. “If it happened in September it would have caught the brush on fire and then

we would’ve had a whole different kind of problem on our hands.”

The driver intended to tow the burned out vehicle to his family’s property, Marler said.

An Orcas Island woman with extensive criminal history is contesting a five-year prison sentence handed down in the wake of recent convictions for felony burglary and misdemeanor theft.

On April 24, Terry Ann Meloni, 50, posted a $10,000 bond in San Juan County Superior Court as collat-

eral for fulfilling terms of the sentence, which was slated to begin April 30, while the court-ordered penalties are under appeal.

Meloni was convicted by a jury on March 27 of second-degree burglary, a Class B felony, and of third-degree possession of stolen property, a gross misdemeanor, and ordered to serve 60 months in prison and to pay $1,347 in fines and fees in a sentence handed down by Judge Don Eaton three weeks later.

The standard range of sentencing set by the state for the felony crime,

given the extent of her criminal history, is 51-68 months in prison. She was credited with having served two days of the 60-month prison term.

Restitution has yet to be determined for the break-in and theft of three jackets that she was convicted of stealing from an Orcas Island couple.

According to court documents, Meloni has been convicted of more than two dozen criminal offenses in the last 20 years, including 10 separate felony drug or property crimes since 1999.

San Juan County Sheriff ’s Department reported responding to these calls: April 22: A San Juan Island man claims someone broke into his Cattle Point Road home, ate some of his food, and stole about $310 worth of booze during an apparent home invasion.

Three days earlier, an unidentified amount of liquor also disappeared in an apparent break-in of the home in which the 70-yearold’s daughter lives as well; the two live about a mile apart. n A Lopez Island man faces a possible DUI charge following a single-car collision near the intersection of Airport and Fisherman Bay roads.

The 46-year-old drove off the roadway and into a ditch at about 4 p.m. Although he initially claimed to be uninjured, the man reportedly was unable to stand up on his own and, following an evaluation at the scene by EMS personnel, was flown off-island for medical treatment.

April 28: Someone smashed out the driver’s side window of a pickup parked near Turtleback Mountain trailhead at Crow

Valley Road and stole $100 in cash and a GPS device in an apparent early evening theft.

The driver of the pickup, a 17-year-old Orcas Island girl, and a 17-year-old female friend, discovered the damage and items missing after reportedly returning to the parking lot at about 9 p.m.

April 29: Nearly $1,000 in personal belongings vanished from a Subaru sedan in an apparent midafternoon theft at the Lopez Island ferry terminal parking lot.

The owner of the sedan, a 27-year-old Lopez Island woman, reportedly left it in the parking lot at about 1:30 p.m. and discovered $998 worth of belongings were no longer inside the vehicle when she returned at about 7 p.m. The report of the incident does not indicate whether it was locked at the time.

May 3: Accusations of a free-roaming pit bull and threats of violence are the latest in a long-running series complaints — No. 17, to date — in a dispute over a trailer parked on property belonging to a Lopez Island woman.

The 53-year-old accused the couple who reportedly have resisted moving their trailer from her property of Aleck Bay Road of allowing their pit bull to run loose in her yard.

A 34-year-old woman claims that the woman’s boyfriend recently threatened her with harm. Local prosecutors reportedly notified the combatants earlier that law enforcement officials will not take sides in the property dispute.

May 4: A dispute over money between two Orcas Island men erupted into a mid-afternoon altercation in Eastsound village.

The two men reportedly came to blows in the 100 block of Prune Alley shortly before 3 p.m., after a 52-year-old man, who claims he is owed money, began yelling at his 22-year-old adversary during the confrontation.

Foundation earns state ‘Leadership Award’ The San Juan Public Schools Foundation earned accolades from the state's association of public school administrators last week for its contributions to public education and for outstanding leadership.

On May 2, the Washington Association of School Administrators presented the Schools Foundation with its “Community Leadership Award” The foundation raises thousands of dollars each year, through fundraising activities and events such as its annual Phone-a-Thon and the Knowledge Bowl, for direct classroom support for San Juan Island students. After nearly 20 years of providing financial support, the foundation is nearing a $1 million milestone of donations.

“The school district gives a heartfelt ‘thank you’ to these volunteers who dedicate their time and talent for education,” said school district Superintendent Rick Thompson.

Controversy over a contract for high-tech aerial photographs of San Juan County clouded the final meeting of the six-person County Council on May 7.

The council approved a $122,000 three-year contract with Pictometry International March 12 to update a set of comprehensive photographs first obtained six years ago. The photos are used for road and land use planning by the Public Works and Community Development and Planning departments, and for various purposes by other government and private agencies.

Councilmen Marc Forlenza and Bob Jarman previously voted against the contract and renewed their objections at the May 7 hearing.

When originally approved, the council instructed Stan Matthews, interim information services manager, who brought the proposal to the council, to obtain one-third of the cost from non-county sources, such as the Port of Friday Harbor, San Juan Island Fire Department and Eastsound Sewer and Water District. Several of the original targets declined, but Matthews convinced others, such as Roche Harbor Resort, to contribute.

After citizens expressed opposition (especially to the “oblique” photographs that provide side views of properties), council members rethought their support for the project and expressed those second thoughts at the council meeting.

They ended the hearing by passing a motion “to contact Pictometry to see what it would cost to get out of the contract.”

Matthews testified he was “gobsmacked by the controversy”, recounting that when Pictometry approached the county proposing to photograph San Juan County in

conjunction with their current photography of Whatcom and Skagit counties, he and other county department heads thought it an opportunity to update the county photo portfolio and save money.

The contract was negotiated by Matthews, approved by Prosecuting Attorney Randy Gaylord’s office and signed by Bob Jean, interim county manager, on April 9. A $16,000 payment was sent to Pictometry a few days later, before Pictometry reportedly signed the contract on April 26.

The council on May 7 questioned Matthews on both the process and the contract.

Forlenza said it was “surprising that $110,000 was suddenly freed up” to spend on the photography; Matthews countered that most of the money was “grant money” available to departments such as Public Works and Community Development and Planning for projects related to their responsibilities. Forlenza concluded the project was a “snafu.”

Councilman Rich Peterson was troubled by disclaimers in the contract fine print that said the photographs were “not suitable for hydrographic planning” and were “not intended to substitute for a professional survey.”

Matthews explained those were “standard contractual provisions” to protect Pictometry from lawsuits.

Council members Rick Hughes, Jamie Stevens and Patty Miller expressed similar misgivings. Hughes said that the project “morphed” on him. The “whole process has been ebbing and flowing, and I haven’t been with the flow,” he said.

Stephens, chairman of the council, added, “I have a problem with the process; this should be audited.”

Councilwoman Miller said simply, “I am embarrassed.”

Gaylord had testified at the hearing that ending the contract and recouping the $16,000 would be difficult.

In legal parlance, Gaylord said, the county had entered into a “binding contract” that was “partially executed”, giving Pictometry rights to the money and “full performance” unless it agreed to modification.

On May 10, Gaylord said that Pictometry told him they have begun work on the contract, would not return the $16,000 and expected full payment and full performance by the county.

Both sides, however, agreed to continue to negotiate on possible changes in the scope and price of the contract, he said.

She was honored by the Town of Friday Harbor as the 2013 recipient of the “Partners in Preservation” award, May 8, on the front steps of the restored bungalow at 460 Argyle Avenue. David Harsh, chairman of the town Preservation Review Board, which presented the award, noted because of the efforts and the attention to detail by Prescott that the group gathered for the presentation was able to celebrate “a story of success.”

The San Juan County Land Bank was also honored with a Preservation Partnership award for its contribution in setting and maintaining standards for the Roark House’s restoration. The Land Bank placed a preservation easement on the house when it purchased the property on 460 Argyle Avenue from the Schoonover family in 2002.

That easement protects significant architectural features that identify the Craftsman style design of the house, such as the exterior plan, living and dining rooms and their woodwork, and the lattice screen and trellis on the house’s south side.

Prescott and the Land Bank are the 16th and 17th recipients of the town’s Partners in Preservation award.

Built by L.B. Carter, founder of the former Blue Front dry goods, as a wedding present for daughter Lettie, the Argyle Avenue house became known as the Roark house, named for Billy Roark, who worked for Carter and married Lettie in 1921, several years after her first husband, George Nicholson, died during the flu epidemic of 1918-1920.

The Roark House has been home to several prominent Friday Harbor families, including former town mayor and town councilman Jim Cahail, and wife Mary Jean, former San Juan County court clerk. The Cahail’s purchased the 460 Argyle Avenue home in 1965

Hancock’s decision squarely supported San Juan County Prosecuting Attorney Randy Gaylord’s contentions that the meetings in question were not “public meetings” under the Washington Open Public Meeting Act, that there was never a council quorum which could have taken any action at any committee meeting, that no actions were taken and there was in fact no authority for the implementation committee to take any action, and that there had been no evidence or argument presented that would lead to a conclusion the OPMA had been violated in any way.

Although he discussed and dismissed a number of tangential factual and legal issues, the crux of Hancock’s decision, based upon Washington appellate precedents, was “for the purposes of OPMA, a meeting occurs only if a majority or quorum of the governing body is present.”

Hancock commended Gaylord’s “conservative advice” to the council, but said the advice was not a formal legal opinion and was, in any event, “incorrect” as applied to the OPMA. Reached on May 13, CAPR spokesman Gordy Petersen said the decision failed to consider that enactment of the CAO was “corrupted by the secret meetings of three council members who could have voted together to block passage of the CAO if they didn’t get their way.” Further, said Petersen.

“The judge’s decision was an overly narrow and restrictive interpretation of the Open Public Meetings Act,” which the act itself provides “should be liberally construed,” according to Petersen.

Prosecutor Gaylord, acknowledging an appeal is still possible, nonetheless issued a statement seemingly drawing a closing curtain on the case: “This decision means we will not have to restart the public process that led to the critical areas ordinances. The events that led to this case are not likely to be repeated. The council of six is now history and the people approved changes to the county charter which makes all council subcommittees subject to the open meetings laws.”

Meeker, Rousar clinch Tri-District berth Friday Harbor senior Riley Rousar and junior Kendra Meeker remain on course for a berth in the state 1A golf tournament after each finished in the top ten at the District 1 playoffs, May 9, in Bellingham.

Meeker, a two-time state tournament qualifier, shot an 87, five strokes off the pace, to finish fifth among the 14 girls who will advance to the Tri-District tournament, May 14, at Gold Mountain Golf Club.

The top finishers in the men’s and ladies at the Tri-District tournament will advance to the State 1A championships, May 21 and 22, in Spanaway.

Meeker claimed a second-straight Northwest 1A/2B/1B League Championship, May 1, in Oak Harbor, by tallying a solid 90 over 18 holes to finish first overall.

Rousar, who finished second overall at the May 1 league tournament, shot an 86 at the District 1 tournament to finish among the top ten of 27 boys who advanced to the TriDistrict tournament. He shot a 92 over 18 holes at the league championship to earn a first second-place finish in post-season play.

Bellingham man dies in diving accident A crew member of a Lummi fishing boat died Thursday morning while diving for sea cucumbers in Griffin Bay on San Juan Island.

According to the San Juan County Sheriff ’s Department, the 47-year-old Bellingham man, Albert B. Hillaire, began complaining about having difficulty breathing while ascending from about 70 feet below the surface of the bay, near Dinner Island.

Hilliare reportedly collapsed while trying to climb back onboard the boat and fell backwards into the water. He

had worked as a commercial diver for about a year before the fatal accident, Sheriff Rob Nou said.

The sheriff ’s office received a 911 call from the two other men onboard the boat at about 10:35 a.m. The man was rescued from the water by fellow crew members, who started CPR and tried to revive him as the boat made a beeline for the boat ramp at Jackson’s Beach.

At the ramp, the boat was met by San Juan EMS and emergency responders, who were unable to resuscitate the

man. He was pronounced dead at the scene at 11:13 a.m.

The diver appears to have been appropriately equipped and alcohol or drugs do not appear to have been a factor in the fatality, according to the sheriff ’s department.

An autopsy will be conducted by the Snohomish County Medical Examiner, and the circumstances and cause of the man’s death remain under investigation by the sheriff ’s department and San Juan County Coroner.

News briefs Transportation voucher program continues

San Juan County has been awarded state funding to continue administering the Transportation Voucher Program through 2015.

The Voucher Program is a public-private partnership of transportation providers and local social services agencies which provides community access to 180 transportation-vulnerable community members.

The program helps to offset the cost of taxi service and ferry fares on San Juan, Orcas and Lopez islands, and auto repair and parts services on Orcas and San Juan. Financial assistance for ferry fares is through a partnership with the Family Resource Centers.

The current phase of the voucher program closes in June: current participants should spend remaining funds prior to June 15. Since last August, the program has provided 160 taxi rides, about 40 ferry fares, and repairs and safety upgrades to 6 to 8 vehicles per month.

New applications for participation will be accepted at the end of summer.

Consignment Treasures seeks new permit

Consignment Treasures applied for a new San Juan County conditional use permit May 8 for its Roche Harbor Road facility.

The recycling and reuse center, which uses the trade name CT Recycling, has been embroiled in a longrunning dispute over landuse and permits with the county, and with several neighbors. It is managed by Frank Penwell, founder of the non-profit reuse center, who has operated a variety of businesses at the property since 1978.

The new permit application seeks approval of construction plans, change of use of two buildings and drop off of all recyclables.

The construction plans include constructing three new shed roof areas to protect drop off items and employees from rain while collecting and baling the recyclables. CT also seeks approval of a future building for sorting and storage of recyclables to replace the existing storage container.

The permit also asks to

change the use of two buildings, from storage to retail, correcting what CT says was a building department error identifying the area as “storage” although the original application noted one of the buildings as “retail/storage.” The new permit would allow both buildings to be used for retail.

The drop off permit will allow customers to drop off both resale and non-resale items. Aluminum cans, plastic bottles, scrap papers and other not-for-resale items are not currently allowed to be dropped off.

A press release distributed last week by Consignment Treasures notes approval of these plans will improve the organization, efficiency in recycling operations, and attractiveness of the outside of the buildings and the collection areas.

New era, timely chance to reboot

With a new county council to be sworn in and a new county administrator to be hired, it is timely to recommend a policy change.

For all too long county policy has evidenced a purpose to obstruct property owners’ desires whenever construction or property development was involved.

Some applauded this anti-development sentiment. This past election demonstrated that voters have perhaps had enough of these obstructionist policies.

What is recommended is a wholehearted commitment to the belief that citizen property owners should make the decisions about development, and that county employees should be facilitators of their intentions. And more importantly, that citizens’ interests and not political agendas should be their ascendant concern.

Such a change in attitude is not to be interpreted as meaning that our codes are to be bent or relaxed.

Rather, it acknowledges that our codes are now myriad and that citizens need facilitators in government to guide them through the maze.

An anecdote from my years of experience as an architect and general contractor is instructive. One large city had enacted a landscape ordinance which I had read and re-read and for the life of me could not see an interpretation that would allowing for per-

mitting a project without expensive landscaping (on a 10-acre property owned by a Catholic church and school that could ill afford the expense).

I appeared before the permitting official and humbly asked if there was perhaps something I had missed in trying to come up with the required “landscape points”.

The property was mostly well-maintained lawns with little other vegetation. The bright young code official sure earned my admiration when he indicated that trees in the alley right of way could be counted!

My experience is that such a cooperative response is rarely forthcoming unless specifically requested. And it is this sort of facilitating response that our permitting officials need to evidence as a matter of routine.

Both our elected and employed officials would do well to keep in mind that they are there primarily for residents and not to further some environmental or political agenda. Be facilitators.

Gary Hansen and King Fitch, told Gearhart that he would be required to install sidewalks the same width as what they would connect to, which is the 5-foot at Reed St. (Carlson Building) and the 5-foot at Blair Ave (Higginson/Beyer Building).

Gearhart’s only argument with new town administrator, Duncan Wilson, is that his new grant money and plans to rebuild Blair Avenue require a 6-foot wide sidewalk. Gearhart Construction didn’t budget for a 6-foot sidewalk.

The estimates Gearhart were given by two local contractors are: Glen Hargrove Excavation, $7,891, and John Stevens, Atlantis Construction, $10,270.

This equals $18,161. But Gearhart was forced to pay $23,400!

We, other contractors and even town employees are totally dumbfounded over this $46,000 estimate.

A worthy run How will we remember Virgil Frits?

T

here are probably 43 reasons why you don’t want to run for any of the 43 public offices up for election this year.

Election ennui. Not my cup of tea. Gotta’ clean house and make dinner. My dog needs me.

We could fill the page with objections, and so could you. The Journal hopes you’ll find a reason to toss your hat into the ring, just the same.

First, your community needs you and vice versa. The services provided by our schools, ports, parks, hospitals, fire departments, water and sewer districts and even cemeteries (offices are open for all these functions) cannot be provided unless someone pitches in.

Mainly, “your part” means you pay your taxes and water bills. And you vote. But some of you (you know who you are) are from time to time called to do more. You want your community to function effectively. You may even want things to change and are willing to make it happen.

Second, it’s rewarding to contribute. Your willingness to spend a few hours a month working for others (and for yourself and family) will make your community an even better place to live.

Third, each position involves interesting duties and issues to which your skills or knowledge might apply - or about which you may want to learn more.

Offices up for election this year include Friday Harbor mayor, two town council positions, port commission positions on all three islands, school board posts, parks and recreation offices, and fire and cemetery districts as well.

The candidate filing period closes May 17.

You can file in person at the Elections office up until 4:30 p.m., or electronically at the Elections Division homepage of the county website by 4 p.m., which lists all offices open for the upcoming general election, Nov. 5 (the primary is Aug. 6).

This is your chance to “pay it forward.” So, seize the day. Take the chance. You won’t regret it.

here is a small, run-down, wooden hipped-roof house on Second Street in Friday Harbor. It is a sad little house that was once a charming cottage with a manicured lawn and a small covered porch with two wooden Doric columns flanking the front door.

Today, with its foundation sagging and most of its interior crafted woodwork long gone, it is slated to be demolished later this month.

Built around 1910, the cottage’s most notable owner was a journalist and archivist named Virgil Frits (c1882-1971).

It is no exaggeration to say that Frits had his finger on the pulse of almost everything that happened in Friday Harbor between 1907 and 1958. He was the publisher and editor of the Friday Harbor Journal newspaper for 51 years, and the deputy town clerk for 47 years.

Frits documented life and government during Friday Harbor’s early years. Today, most of what we know about early Friday Harbor comes from his written and printed accounts of the day.

Frits lived in the little house on Second Street for 40 years, a half block from town hall and less than two blocks from his tiny newspaper office downhill on Spring Street.

I like to think of him rising in the morning, eating breakfast with his wife Maude, and then setting out for work, encountering many an islander and collecting newsworPhoto / Jeffery Fox thy tidbits along the way. Each week Frits recorded the daily events of small-town island life. The national, state and regional news that newspaperman Frits thought worth reporting is there too, along with ads for liver remedies, the weather, dentists, and pigs for sale.

Every council vote, every infrastructure decision, every decision to expend funds and every new council election is recorded there.

Continued from page 7 money going? Being that Wilson has almost secured a grant, it requires improvements to be made according to existing ordinances and the workers will get paid the prevailing government wage: which would be a dream come true for our locals to make in this economy.

When Gearhart began his project, he intended to construct said curb, gutter, sidewalk, et. al, and two of the town’s officials asked him to “Please wait,” as it would cause a safety hazard for anyone crossing Blair.

Yet the town does not currently have an approved plan for the Blair Ave. improvement, therefore Gearhart is unable to proceed with his obligation.

Gearhart Construction has always been willing to put in what they were originally told to have engineered; the curb, gutter, 5-foot sidewalk, and storm drain with one new catch basin.

Because Wilson would not give Gearhart a temporary occupancy permit unless he paid the $23,400, he paid to get Printonyx moved and to start “Phase 2”, which again will employ 30-or-so local contractors, suppliers, and their employees.

To repeat: $23,400 is $5,239 more than Gearhart’s estimate, not as Wilson said, is “less than half what it would cost Gearhart to do the construction by itself.”

school, a cluster of abandoned fruit trees can be much more. They give us a reason to stop in the midst of our busy days to ask “what happened here?” They are the images that float in our memory of a place, a town. Like an echo reminding us that we are not all that there is or was, these are the buildings and memories that we will look for years later to help us find our bearings.

We may not always agree that an old building is savable, for the cost of doing so will certainly always weigh most heavily on the one writing the check. But losing historic landmarks matters, for piece by piece we give up a bit of a story that belongs to us all--past, present and future.

Frits, a young Jeffery Fox, Hopefully we can work together and a four-legged friend. to find ways to save other precious landmarks while they can still be preserved, and prevent our knowledge of local history from slipping away.

In the meantime, take a minute to visit the Frits House on Second Street, where it has stood steadfast for 100 years, and remember Virgil Frits.

Quilters create ‘Dot Merlino Memorial Sunshine Award’ The Rainshadow Quilters have created the “Dot Merlino Memorial Sunshine Award” in memory of a wonderful and beloved member of our community.

Dot was an extraordinary accomplished quilter and machine embroiderer. She created embellished and embroidered juvenile and baby quilts that brought “sunshine” to all who viewed them.

A $50 gift certificate will be awarded to a quilt entered in the San Juan County Fair, chosen by the Quilt Judge.

Genavie ‘Geb’ Nichols: 1929—2013 The life of long-time Shaw Island resident Genavie “Geb” Nichols will be celebrated at the Shaw Community Center beginning at 4:30 p.m. Thursday, May 16, just the way she wanted: with a good party.

Geb died on her terms, in her home at Bay Head Farm, with family at her side and birds outside her window, on April 8. She was 84.

Geb had a hand in almost all aspects of Shaw life over the past 42 years. It began in 1971 when she and her second husband, John Nichols (Woodland Park Zoo superintendent), bought the Shaw General Store along with the post office, marina, gas station and ferry dock contract.

Geb later laughed that all she brought to the job was the experience of having bought groceries for her large family for more than 20 years. Yet, she handled her new round-the-clock job with great competency, enthusiasm, and style – qualities her island friends and neighbors would grow to expect from her contributions to the community.

After five years, Geb and John happily sold the store to an order of Franciscan nuns, and moved to Bay Head Farm, where Geb added to her list of newly acquired life skills: animal husbandry, gardening, canning and weaving (she had many blue ribbons for her canned vegetables

and “sheep to shawl” competition at the San Juan County Fair).

Geb and John were a part of the original sustainable, organic, and slow food movements. It was not uncommon to find them sharing their former milking-shed cabin with lambs, incubated turkeys, and the legendary Capistrano swallows who nested in their living room.

books and videos that residents greatly appreciate and at which visitors marvel. She also served as a commissioner of the island’s fire district and as a director of its cemetery and school boards.

The youngest of four children, Geb was born to Gladys Theresa Difford and Wallace Ellsworth Difford on Jan. 6, 1929, in Louisville, Ky. The family moved to Tacoma in 1938, where she attended Annie Wright Seminary, graduating from high school in 1947. She had dreams of becoming the next Amelia Earhart, and had secretly taken flying lessons by the age of 17. Her first solo flight was one of her fondest memories.

She married George Irving Thomas in 1948 and moved with him to Baltimore, where she attended the Maryland Art Institute to study drawing. The couple moved to Boston with their first child, George Jr., in 1950; and then to Japan in 1952 with newly born Andrew. Overseas, she developed an appreciation for travel and Asian arts and culture (her children recall that theirs was the only family served dinners of sushi and octopus during the 60s).

The family returned to Seattle in 1953, where George began his career as a cardiovascular-thoracic surgeon.

Following the addition of three more children — Chandler, Genavie and Sarah — the family settled in Laurelhurst in 1960. While raising her family of five, Geb studied classical piano at Seattle Cornish College of the Arts with renowned pianist John Rowland Cowell, who personally selected a grand piano to match her style.

She attended the symphony, ballet, opera and theater whenever possible, even while living on Shaw, and was a committed volunteer, serving as a director of Neighborhood House; on the original PONCHO auction committee; and as a member of the Ryther Child Center Guild.

Geb was passionately active in the anti-war, feminist, environmental and civil-rights movements, and raised her children to be independent thinkers.

She will be remembered for her sense of humor, intellectual curiosity, engaging conversation, love of nature and the arts, commitment to human rights, and unique life path.

She is survived by her five children and their spouses; her brother, David Difford; and her grandchildren: Tyler and Colter Thomas, Hannah Halladay, Nigel and Robin Thomas, and Sam Johnson.

Donations in her memory can be made to the Shaw Island Library & Historical Society, P.O. Box 844, Shaw Island, 98286. The money will be used to continue to build the library’s book and video collection.

Get on the ‘Byway’ bus — for free; essay contest

Is there value in having a bus running daily on San Juan Island in the summertime? If so, where would you go and what would you do?

The answers to those questions could win you a free pass onboard the Scenic Byway Explorer Bus this summer.

Winners of an essay contest sponsored by the San Juan Island Scenic Byway Partnership will each receive a free summer pass onboard the Explorer Bus, which will run daily, beginning May 17, through Sept. 15. Free passes will be given to the best four essayists, as determined by members of the Partnership.

Marilyn was highly talented, and explored many creative outlets.

Her writing accomplishments include three published short stories and two short plays performed Marilyn Frances by the Friday Harbor Community Theater.

She had a love for color and interior design, studied watercolor painting, and was an enthusiastic quilter. Marilyn loved anything handcrafted and delighted in collecting. She was a passionate gardener and had a knack for creating beautiful indoor and outdoor environments.

Marilyn had a favorite bumper sticker that provides a fitting epitaph: “I’ve survived damn near everything!”

Marilyn Frances passed away peacefully at home in Brush Prairie, Wash. on May 2, 2013 at the age of 82, surrounded by family.

Marilyn was born Oct. 19, 1930 in Long Beach, Calif. She often shared happy memories of her early childhood in Panama, where her stepfather was an engineer on the Panama Canal.

She is pre-deceased by her first husband, Thomas C. McClelland.

She is survived by two sisters, Pat Young of Oceanside, Calif., and Sharon Basham of Sonora, Calif., and by her four children; Susan Frances of Vancouver, Wash., Thomas McClelland, Jr. of Plains, Mont., Anne Bloom of Copperas Cove, Texas, and Kathleen Carlson of Phoenix, Ariz. She has six grandchildren and four great-grandchildren.

With her family, Marilyn crossed the country, living in Oklahoma, Illinois, West Virginia, South Carolina, Kansas, Arizona, Washington, Hawaii, and Colorado.

She moved to San Juan Island in June of 1967 and was an island resident until l998, then lived in Canon City, Colo. until 2006,

Coco runs away with first place, outpaces the pack by 50 votes

She likes nothing better than to watch the world go by from the front seat of the family pickup. Presumably, that would be with the window rolled down and a steady breeze slapping at her face as well.

No doubt that her namesake, founder of the Chanel line of cosmetics, Coco Chanel, would be proud. Coco’s owner, Laurie Burns, says when the 3-year-old French Poodle is perched up high in the front passenger seat of the family’s Ford F-150, that she has an air about her that brings to mind the two qualities that Chanel believed every girl should have: “she should be classy and fabulous”.

Evidently, Coco carries with her another quality that the famous French fashion designer prized as well —— a mind of her own.

“She doesn’t come when she’s called,” said Burns, adding that Coco is herself famous for coveting and stealing her sister’s sweaters.

With 111 votes to her name, Coco Chanel (her full name and the one Burns uses when that independent streak is in full bloom) has a new perch from which to view the world. She will carry home the distinction of “Top Dog” in the Journal’s second annual “A Dog for All Seasons” online contest, snatching first place by outpacing the next closest vote-fetcher, Chief, a 3-year-old Labrador Retriever, by a decisive 49 votes.

The first, second and third place winners will each receive a Doggie Goodie Bag, and “howling” rights for at least a year.

Because Coco was a late entry into the three-week contest, in which 22 dogs competed and a total of 111 votes were cast, Burns said that she campaigned aggressively on behalf of her dog and pulled no punches to make up for lost time.

“I’ve got a very threatening personality, and people have to support my dog,” she said. “I just couldn’t be happier.”

All’s fair when it comes to love and war, and our dogs, right?

After the final tally, only a single vote separated the contest run… run… run, runner-up, Chief, and his younger blood-brother, King -- owner Alexandra Forgie entered the pair -- and the third place winner, Yogi, a Chihuahua-Papillon-Terrier mix.

“He sits when you say ‘Sit’ and he’ll shake your hand if you ask for it,” Salas said. “And he dances too. If he sees other people dancing he likes to get in and dance too. He’s unique. He’s a little character.”

here are numerous perks to watching Ruthie Foster perform. Two highlights are her bright smile and powerhouse voice that shakes not only the walls of any room, but moves your soul.

“The power of what music can do is it can lift you up and make you not feel alone,” she said. “I know what music does for me … hearing that voice or that song hits an optic nerve and moves you … it motivates you.”

The two-time Grammynominated artist is coming to San Juan Community Theatre Saturday.

Growing up in rural central Texas, she listened to the music that was available in the 1970s: a combination of the church choir and whatever was flowing out of the radio.

The sounds of George Jones and Loretta Lynn helped to shape Foster at a young age. And later when she got her hands on Beatles albums, which she calls a “truly awakening moment.” Per her grandmother’s instructions she started playing the piano and later started strumming guitar strings. Now she dabbles in the harmonica and banjo in her Austin music studio.

Her musical history has different roads from a tour of duty with the U.S. Navy Band to time in New York City music scene. Then she returned to her roots, bringing her sound to the Austin

‘Barbed Crown’: daredevil’s revenge Swashbuckling hero goes toe-to-toe with Napoleon in Dietrich’s latest ‘Ethan Gage’ novel

Around Town Summer drama workshops just for kids, at SJCT

The San Juan Community Theatre has opened registration for two summer youth workshops, one as part of a new partnership with the Seattle Children’s Theatre, recognized as one of the top 20 regional theaters in the country.

Two instructors from the Seattle Children’s Theatre will visit Friday Harbor July 15-19 to hold workshops for island youth, and at the same time train island adults to teach theater arts. SJCT teachers Bryan Sullivan and Chris Dewar will lead classes for students in grades 1-3, 4-6 and 5-7.

At the culmination of SJCT’s week in Friday Harbor, students will present a performance showcase of their work in the Whittier Theatre, July 19.

“To have SJCT involved is incredible.” said Susan Williams, SJCT artistic director. “We are so lucky to have this kind of dedication to the arts in our community.”

Williams adds that thanks to financial support during the “fund-a-need” for children’s programming at SJCT’s 2012 Holiday Festival, SJCT is expected to come to SJ island for four more years.

Following the Seattle Children’s Theatre workshops, SJCT instructors will present another weeklong series of classes July 22-26. Instructors Penelope Haskew, Amanda Smith, Lisa Duke, Traci Wilson, Grace Castle and Angel Michaels will cover various facets of theater production, including acting, dancing, singing and behind-thescenes work. Wooden boat race sets course for Yellow Island Love songs & a lighter side, A Cappella choir

A race for wooden ships.

The second annual Yellow Island Wooden Boat Race is Saturday, May 18.

Starting at noon at Orcas Island’s Deer Harbor Marina, the race will conclude after four hours.

The course circles various islands and rocks in the area, as well as a race buoy located near the marina.

All sailboats may enter but only wooden sailboats are awarded prizes. Colorful burgees for first, second, and third place finishers will be awarded at a potluck/awards ceremony the evening after the race.

Entry fee is $15, collected at a skipper’s meeting at 9 a.m. at Deer Harbor Boatworks, and includes a continental breakfast, also available for crew and spectators at $8, provided by the Wooden Boat Society.

Boats without a current PHRF rating will have a temporary rating assigned to them by race organizers.

Participant burgees will be available for sale, with proceeds benefitting the San Juan Islands Wooden Boat Society, which coordinates the race and other Arthur Whiteley Lecture Series, 7 p.m., FH Labs’ Commons, free (donations accepted). Tickets are $10 at the door at all concerts.

The ensemble, founded 11 years ago by Dennis Bonner as Orcas A Cappella, now includes singers from San Juan, Orcas, and Lopez islands.

In November of 1957, a small group of scientists, inspired by Stanislaw Ulam and led by Theodore B. Taylor, launched a project to build a 4,000-ton interplanetary spaceship propelled by nuclear bombs. The goal was to reach Mars by 1965, and Saturn by 1970, in ships carrying fifty people and payloads of one thousand tons.

After seven years, the technical challenges appeared surmountable, but resistance from NASA brought the effort to a halt.

Fifty years later, NASA astronauts are paying $70 million each for middle seats on Russian rockets just to visit low earth orbit.

San Juan County has established a tourism facilities program, funded by a portion of the revenue collected under the state Lodging Tax excise statutes and is seeking proposals from qualified entities interested in 1) funding single project proposals concerned with acquiring, improving or developing facilities for enhancing the tourism experience; and/or 2) grants for operating tourism facilities that enhance the tourism experience; and/or 3) grants for events that draw tourists; and/or 4) projects that carry out the goals of the San Juan County LTAC Tourism Master Plan. Labs’ Open House: Reelin’ in the deep What’s up at the Labs? it’s marine research on display; free popcorn too The University of Washington’s Friday Harbor Labs, one of the most interesting places on San Juan Island, throws open its doors on Saturday, May 18, to young and old alike.

Scientists and their students will be on hand to talk about research in the marine sciences and show off the facilities at the University of Washington Friday Harbor Labs open house on Saturday, May 18, from 11 a.m. to 4 p.m.

The local world-class research facility will again open its doors, docks and grounds, and research vessels, to all comers, and provide talks, hands-on research demonstrations and underwater scuba demos. You can discuss

temporary guest researchers from all over the world. The research projects cover a wide variety of plant, animal and physical subjects - from the chemistry of the marine environment to seasonal patterns of song behavior in birds to morphology of slugs, squirts and sponges.

The schedule of talks in the lecture hall: 1 p.m., “Ocean Acidification at FH Labs” by Dr. Jim Murray; 2 p.m., “Picture This! The Changing Face of Intertidal Systems” by Dr. Terrie Klinger; 3 p.m., “Ecology of the Rocky Subtidal Zone” by Dr. Ken Sebens.

Underwater scuba demonstrations are at 12:30, 1:30 and 2:30 on the dock.

The Friday Harbor Labs are located off Roche Harbor Road at 620 University Road. Parking is limited and carpools are encouraged.

‘Know Your Island Walk’ Saturday, May 25, 1-4 p.m., The Land Bank’s Westside Preserve.

Jane Wentworth of the Native Plant Society and the Land Bank’s Doug McCutcheon lead a 1.25 mile tour along San Juan Island’s westside, famed for its sweeping views, marine life and golden sunsets. Meet at Lime Kiln State Park to carpool to the trailhead (Discover Pass or day-use parking permit required. Terrain is a rustic trail with a small portion of the walk on the county road. ‘Mellow Yellow’ on tour It’s not named Yellow Island for nothin’. And you can get a first-hand look at why that is, when San Juan Historical Museum sponsors a trip to the island and wildflower tour, Sunday, May 19, 10 a.m. to 3 p.m.

Managed by the Nature Conservancy since 1979, Yellow Island is covered with more than 50 species of wildflowers and features open fescue meadows.

The tour departs Shipyard Cove, on the Pintail, at 10 a.m., returning at about 3 p.m. Tickets are $20; available at the museum, 420 Price Street,
