Tacoma's Swan Creek Library sold

Article and Photo By Todd Matthews, Editor More than two years after it was shuttered due to budget cuts, the former Swan Creek Library building on Tacoma's east side has been sold. Tacoma City Council approved a resolution Tuesday to authorize the sale of the building, which is owned by the City of Tacoma and located at 3828 Portland Avenue, to a local real estate broker for $91,000. The building was on the market for most of last year. The city issued two requests for proposals, held two open houses for potential buyers, and even lowered the minimum asking price from $400,000 to $300,000. In October, city officials hired a local real estate broker, First Western Properties, to bolster its effort to find the right buyer. The broker received four bids on the property. One condition of the property sale involved approval by an advisory committee consisting of representatives from the City of Tacoma, Tacoma Public Library, Eastside Neighborhoods Advisory Council of Tacoma, and the First Creek Stewardship Group in order to find a buyer who planned to use the property in a way that benefitted the surrounding community. "Based on their evaluation of the proposals, the Selection Advisory Committee (SAC) is recommending that the City sell the Swan Creek Library to 4 Rent Check.com, LLC, represented by Darren Gill," wrote Conor McCarthy, assistant division manager in the city's real property services department, in a Feb. 25 memo requesting the resolution. "Gill has provided a comprehensive proposal to rehabilitate the facility and activate it for operation as a daycare center." In 1984, Tacoma paid Fellowship Bible Church $37,500 for the property on which to build the Swan Creek branch, which cost $743,000 to construct. Tacoma also paid the church $11,000 in 1988 to acquire land for the library's parking lot. The library opened in 1989. In 2012, the assessed value totaled approximately $723,400. However, the Swan Creek branch building accrued approximately $450,000 in deferred maintenance: the roof and ventilation system needed to be replaced, and exterior walls and windows needed to be repaired. Although the city was asking between $300,000 to $400,000 for the property, the four

recent bids ranged from $91,000 to $140,000. "After taking into consideration approximately $455,218 in deferred maintenance needs for the facility (as estimated in 2009), the site constraints and limited potential uses for the facility, and the fact that the property had been on the market for 10 months, City staff in consultation with the broker are satisfied that these offers are within the available market range," wrote interim Public Works Director Kurtis D. Kingsolver in a March 6, 2013 memo to Tacoma City Manager T. C. Broadnax. Kingsolver added that Gill, a real estate broker and loan officer whose family has lived in Tacoma for generations, received overwhelming support from the advisory committee. "Overall, the SAC felt that a daycare center was needed in the neighborhood, would provide a direct community benefit, and that a for-profit commercial use was most consistent with the city's neighborhood's goals and the city's economic development goals," added Kingsolver. "Based on Gill's interview and his detailed proposal, the SAC also felt that Gill had the clearest plan and timeline both for rehabilitating the facility and ensuring that the property would be activated soon." Last summer, the city sold the former Dr.

9 local students named to state academic team

Nine students attending local community and technical colleges have been named members of the 2013 All-Washington Academic Team for their academic achievement and community service. Onias Kaunda (above right), a student majoring in Business at Tacoma Community College (TCC), has been selected as a member of the team. According to school officials, Kaunda plans to transfer to the University of Washington, eventually obtain his Master of Science in Accounting, and become a college accounting instructor. Born in Zimbabwe, Kaunda completed his high school education in that country but was forced to drop out of college due to rising tuition costs. He moved to South Africa and began a tradition of volunteerism that he continues in America. Kaunda met his wife in South Africa, a Tacoma native who participated in TCC's Running Start program 10 years ago. He enrolled at the college a month after the couple moved to Tacoma. In April 2012, Kaunda was hired as Facilities Manager at Tacoma's Urban Grace Church, where he also volunteers. Chun Hei "Felix" Tam (above left), a student obtaining his business transfer degree at TCC, has also been selected as a member of the team. According to school officials, Tam plans to earn a four-year degree in accounting, obtain a PhD, and return to higher education as a college professor. Tam currently serves as Treasurer of the TCC Chapter of the community college honors society Phi Theta Kappa. He is also Secretary of the International Student Organization, works as a tutor in the TCC Learning Centers, and volunteers for the local tutoring organization Write@253. Bates Technical College students Tovah Singleton and Katie Wilkinson (right) have also been selected as members of the team. According to school officials, Singleton is a full-time Legal Assistant student who volunteers as a Court Appointed Special Advocate (CASA), helping to assure the safety and well-being of children in the state's care, and interns at a local criminal law office. Singleton enrolled at Bates following a career-ending injury as a first step to becoming a lawyer -- a long-held dream. Following graduation this year, Singleton will pursue a law degree. As Bates' first chapter president of Phi Theta Kappa, Wilkinson hopes to become a certified biomedical equipment technician in the booming medical field. Commission proposes Tacoma Narrows Bridge toll increase Posted online Tues., March 19 Photo Courtesy WSDOT The Washington State Transportation Commission announced Tuesday it is proposing an increase in toll rates for drivers using the Tacoma Narrows Bridge. The commission is proposing a 25-cent increase in 2013 and an additional 25-cent increase in 2014. The new toll rates would take effect on July 1 each year. The proposed toll rates to take effect July 1, 2013 are $4.25 for Good To Go!; $5.25 cash; and $6.25 Pay By Mail. A public meeting to gather comments on the proposal is scheduled from 6 p.m. to 8 p.m. on Mon., April 15, at the Gig Harbor Civic Center, located at 3510 Grandview Street. The commission will not take action at this meeting. A final hearing, where the commission will take additional public comment and plan to take action to adopt new toll rates, will be held from 6 p.m. to 8 p.m., on Mon., May 20, at the Gig Harbor Civic Center. In addition to the public meetings, comments can be submitted to the commission in writing via e-mail or mail. E-mail comments can be sent to transc@wsdot.wa.gov. The commission is required by law to set toll rates for the Tacoma Narrows Bridge in an amount that is sufficient to pay the debt for the bridge, as well as to pay costs related to maintenance, preservation and operations of the bridge. According to the Washington State Transportation Commission, the bridge was financed with an escalating debt structure to minimize the initial toll rates and impact on bridge users. Debt payments started out low when the bridge opened to traffic in 2007 and are now rising steeply, requiring additional toll revenue each year to pay the escalating obligation, according to the Washington State Transportation Commission. Over the next four fiscal years, debt service payments are expected to grow from $45 million in 2013 to $70 million in 2017, according to the commission. The commission evaluates several factors during the toll-setting process, including bridge expenses that are paid for by toll revenue, trends in traffic volumes, the schedule for bond payments, ending balances in the toll revenue account, the rate recommendations from the governor-appointed Tacoma Narrows Bridge Citizen Advisory Committee and public input. Government's secretary, Wilkinson can be found at Tacoma General Hospital, working as a support service technician to gain experience in the field and pay for school. Liliya Shkarina, a Running Start student and accounting major at Clover Park Technical College, was also appointed to the team. According to school officials, Shkarina is active in the National Honor Society, sings in the Slavic Christian Center choir (where she also teaches Sunday school), and is a member in Phi Theta Kappa. Other local students selected as members of the team include Theresa Carr and Eileen Papale (Pierce College-Fort Steilacoom); and Hannah Lampert and Colin Williams (Pierce College-Puyallup). Each year, two outstanding scholars from each

of the state's community and technical colleges are honored at an All-Washington Academic Team recognition ceremony. The event will be held this year at South Puget Sound Community College, located at 2011 Mottman Road SW in Olympia, on Thurs., March 21 at noon. During the ceremony, the top scholars will be presented with medallions and have an opportunity to meet Washington State Governor Jay Inslee. Each student will be presented with a $500 scholarship courtesy of KeyBank. The All-Washington Academic Team program recognizes and honors Washington state's finest higher education students. The students who make up the All-Washington Team reflect the diversity of the state, maintain high standards of excellence, and contribute positively to the community. HELP FIGHT HUNGER FISH FOOD BANKS OF PIERCE COUNTY

• Volunteer your time. • Donate money or stock. •Coordinate a food drive at your office, school, place of worship or social club. • Make a donation in someone’s name. • Designate FISH Food Banks through your workplace giving program.

Volunteers are the backbone of FISH Food Banks Last year, FISH volunteers contributed 46,405 hours. This is an equivalent of nearly 23 full time employees. If FISH had to pay for these hours at a minimum wage of $7.16 it would have cost $332,260. The FISH volunteers sent food home for more than 186,000 individuals last year and deserve a hugh THANK YOU from the Board of Directors, staff and community.The families needing food can now concentrate on other aspects of their lives such as finding a job or getting training without the pains of hunger. A new location for a food bank is needed. Currently one of our food banks is located at Trinity Presbyterian Church. Trinity was very kind to let us utilize their church on a temporary basis, one and a half years ago, and now we need a larger location. If anyone knows of a location with about 1,000 sq ft from South 25th to North 25th and from Yakima to the Sound please give FISH Central a call at 383-3164.
