Waldron Island residents have started the process to join the San Juan County Public Hospital District #1.

In 2012, representatives of the Waldron Community Meeting, the property owners association on the island, inquired about joining the hospital district.

After two discussions with hospital district representatives, the Waldron Community Meeting voted at two successive meetings to request that Waldron be annexed into the hospital district.

The hospital district board at its January meeting voted to pursue annexation and appointed Commissioner Keri Talbott and EMS Chief Jim Cole to work on the annexation. Because residents of Crane Island have also inquired about annexation, Talbott and Cole will also determine whether to include Crane Island in the annexation process.

State law provides two methods for annexation. Either all the residents of the area to be annexed must petition the hospital district to annex them, or the commission must adopt a resolution of annexation, hold a public hearing and schedule an election of local voters at which a majority of voters must agree to the annexation. The scene is serene as a ferry shuttles passengers through the San Juans. But not so much in Olympia, where lawmakers are wrestling over state laws that drive up construction costs for building new ferries in state.

Lawmakers in Olympia have begun to address the measures that prevent Washington shipyards from participating in Washington State ferry construction projects as the fleet continues to age.

Recommendations from the Washington State Auditor’s Office suggest that regulatory provisions hinder competition for construction bidding, among other limitations.

Passengers suffer broken bones, hypothermia in 2011 high-speed crash The penalties start with 30 days in jail for a Suquamish man in the wake of a high-speed boating collision that left one man with a shattered pelvis, another with a broken shoulder and several others scrambling for safety after being catapulted into the waters of Wasp Passage in July, 2011.

On Jan. 18, Henry Theodore Jackson, Jr., 44, pleaded guilty in San Juan County Superior Court to one count of boating while under the influence, a misdemeanor, and was sentenced to 30 days in jail. He was ordered to pay $1,500 in fines and fees, and a minimum of $16,068 in restitution as well. He will begin serving the 30-day jail sentence Feb. 11.

The bulk of the court-ordered restitution, $13,588, is earmarked for the Lummi Nation to help cover costs incurred by its tribal health center in treating several of the men injured in the early July boating debacle. Restitution for five of the seven men traveling onboard Jackson Jr.’s boat at the time of the crash, all of whom are either Lummi or Suquamish tribal members, has yet to be determined.

Jackson Jr. and a group of men spent a day fishing in the San Juans, and then rafted their fishing boats together in Blind Bay, on the north side of Shaw Island, for the night.

After dinner, seven of the men boarded Jackson Jr.’s 22-foot

fiberglass boat and at about 7 p.m. traveled through Wasp Passage en route to Friday Harbor for an evening of entertainment and bar-hopping. The group left Friday Harbor about three-and-a-half hours later to return to Blind Bay. According to prosecutors, the 22-foot boat was traveling between 30-35 knots when it entered Wasp Passage from the west and then, with Jackson Jr. at the helm, plowed into a cluster of rocks surrounding Low Island at full force.

Three of the passengers were hurled overboard as a result of the impact, one of whom struck his head and lost consciousness, and nearly all were suffering from hypothermia when Sheriff 's deputies arrived at the scene a short time later.

Nearly four hours after the collision, Jackson Jr.’s bloodalcohol level was twice the legal limit, according to court documents.

In addition to boating under the influence, Jackson Jr. was charged in August, 2012, with two counts of assault by watercraft, a Class B felony carrying maximum penalties of 10 years in prison, a $20,000 fine, or both. He initially pleaded innocent and was scheduled to stand trial in midMarch. The felonies were dismissed at the time he pleaded guilty to the lesser offense.

Prosecutors noted in the charging documents that Jackson Jr. was arrested in July for DUI, in Kitsap County, while knowingly under investigation for his role in the boating collision at Low Island.

SJ woman gets 45 days for felony theft; to pay $8K in restitution A San Juan Island woman who confessed to embezzling $8,000 from a couple who hired her to manage their household affairs was ordered to 45 days either in jail or on work crew, and to repay the money that she stole.

On Jan. 18, Emily Beatrice Yashinsky, also known as Emily Booth, pleaded guilty in San Juan County Superior Court to one count of first-degree theft, a Class B felony. The 36-year-old former Nashville, Tenn. resident was ordered to serve 45 days in jail and to pay $1,100 in fines and fees, and

$8,276 in restitution.

Under the sentence handed down by Judge Don Eaton, she will be allowed to serve 45 days on supervised work crew in lieu of jail, which is slated to begin Feb. 4.

According to court documents, Yashinsky was hired by a local couple to help maintain their household while each pursued their respective careers in the medical profession. Both reportedly are authors and frequently off-island for speaking engagements across the nation.

To help maintain the couple’s records, pay bills and ship materials, Yashinsky was given access to their household account, which, according to prosecutors, she

emptied over a six-month period to finance her own expenses, including trips to Tennessee and to Oregon. She later forged a $3,000 check from the couple’s business account to replenish the household account, and, according to court documents, then resumed drawing on it for her own use as well.

In August, prosecutors charged Yashinsky with first-degree theft and two Class C felonies, second-degree theft and forgery, which were both dismissed at the time she pleaded guilty to higher offense.

A Class B felony, first-degree theft carries maximum penalties of 10 years in prison, a $20,000 fine, or both; however, the standard range of sentencing set by the state is 0-90 days. Yashinsky had no prior convictions.

CAO update challenged by both the right, and left Reasons differ, but Friends, Common Sense Alliance agree CAO runs afoul of state law

Groups supporting and opposing the county critical areas ordinance continued their years-long feud this week.

Appeals from both sides of the controversial CAO have been filed with the state Growth Management Hearings Board.

On Jan. 30, Friends of the San Juans filed Petitions for Review against four elements of the updated CAO, approved by the San Juan County Council in December. Separate petitions were filed Feb. 4 on behalf of the Common Sense Alliance and the P.J. Taggaris Co. against the general, wetlands, and fish and wildlife sections, leaving out the geologically hazardous, frequently flooded Areas portions.

Friends explained its action in a press release: “While the County succeeded in completing the much-delayed task, the ultimate ordinance needs some fine-tuning to ensure that it applies Best Available Science recommendations to protect all wetlands in the County, prevent long-term harm from flood risks due to sea level rise, and ensure the long-term viability of fish spawning beaches.”

Each petition details multiple sections of a given ordinance which a petitioner claims does not comply with the requirements of the state’s Growth Management Act. Some objections are to the same section of the ordinance, for different reasons. All objections must be supported by the “record” of the county council deliberations, which includes many days of testimony and hundreds of pages of written submissions. The “record” is critical because the Hearings Board will only consider matters contained in the record when they decide a given issue.

The new medical center and clinic opened in November, 2012, replacing the Inter Island Medical Center. It includes an expanded clinic, a 24-hour staffed emergency room, a ten-bed critical access hospital, an advanced laboratory and diagnostic center, a surgery and a cancer and chronic disease center with chemotherapy capability.

In its first two months of operation, the emergency room has reported more than 500 visits and the diagnostic center has logged more than 400 CT and Digital X-Ray scans.

Because of PeaceHealth’s Catholic church affiliation and a potential merger with Catholic Health Initiatives, thought to be the secondlargest Catholic health care group in the United States, local women’s rights activists are questioning whether the hospital district’s contractual subsidy to Peace Health violates state law and state constitutional provisions regarding reproductive and end-of-life issues.

and an earlier letter from the recently-formed Coalition for Health Care Transparency and Equity asked that the San Juan County Public Hospital District renegotiate its contract with PeaceHealth to assure that PIMC would provide reproductive and end-of-life services even if those services would not be provided under the Ethical and Religious Directives for Catholic Health Care Services promulgated by the Roman Catholic bishops.

The hospital district responded that renegotiation would not be undertaken by the district and that all health care services previously provided

by Inter Island Medical Center, including birth control, would continue to be provided by PIMC. The dispute remains unresolved, according to Monica Harrington, one of the coalition’s founders.

The hospital district has placed the former EMS building and the Inter Island Medical Center on the market. The Island Museum of Art is reportedly engaged in negotiations to purchase the now-empty EMS facility. Both buildings on Spring Street just south of Mullis Street are owned by the hospital district.

Within two weeks or so, after a teleconference with all parties, the three members of the Hearings Board will consolidate all the “cases” and require the parties to file a consolidated “statement of issues”. The “Respondent”, San Juan County, represented by Prosecutor Randy Gaylord and Deputy Prosecutor Amy Vira, will be given another 30 days to submit an “index of the record” to the board and the parties.

Parties will have 30 or 45 days to prepare briefs arguing their cases, followed by responses by each party to the others’ briefs, followed by reply briefs. Although state law provides that the Growth Management Board is supposed to issue a decision within 180 days, both Sandy Mackie, attorney for the Common Sense Alliance and the P.J. Taggaris Co., and Gaylord expect the case may continue beyond the 180 day decision deadline.

Gaylord says the length, difficulty and “some of the frustration of cases like the CAO appeals are due to the voluminous record and the scientific complexity of CAO matters.”

Mackie explained that he is filing petitions for both the Common Sense Alliance and the P.J. Taggaris Company because the CSA objections are more general in nature, and the Taggaris petition deals specifically with 11 lots and a residence on Blakely Island. The four petitions filed by Friends total almost 30 typewritten pages — not including attached copies of ordinances.

The result: the Hearings Board decides whether specific parts of specific ordinances “fail to comply with the law or violate fundamental principles of the law,” according to Mackie. The board then remands the flawed ordinances back to the county, which is expected to amend the ordinances so they comply with the law.

If the hearing board declares it is satisfied with the county’s actions, any party can then bring an action in Superior Court - continuing the case for as much as another year or more.

those boats were completed, lawmakers have continued to add the proviso with each new ferry project.

Among the other ferry systems the auditors visited to compare with WSF, was the Alaska Marine Highway System (AMHS).

While Washington’s system is much more extensive, Alaska does not have the same requirement to have ferries built in-state.

Instead, Alaskan officials express a preference for in-state construction, but have the opportunity to look outside the state if they believe they could receive a better price.

Legislators here are currently looking at the other options revealed by the audit to help lower costs for future ferry procurements.

“We want to keep our jobs in-state, if we can. And I believe in-state competition is super and we need that,” said Rep. Jan Angel (R-26th District, Port Orchard).

Angel believes Washington needs to try to keep as many jobs reserved for Washington residents as reasonable and make sure that taxpayers’ dollars are spent in-state.

However, if there is a better price out there, Washington should perhaps be open to outof-state bids, she said, adding, “I think we need some flexibility.”

Fred Kiga, Head of Government Affairs for VIGOR Industrial – the only company eligible to construct the new Olympic-class ferries in Washington – disagrees.

“It’s not clear that sending vessel construction out of state would reduce the overall cost of our ferries,” he said. “It is undeniable that sending this work out of state would mean Washington’s economy would lose the $180 million and economic activity generated by each boat. We’d just be sending taxpayer money to another state.

agrees. She said, “We did the build-inWashington purposely because when we went into the shipyards and saw the aging population and the struggle for them to get new employees [we thought] we could create competition between the three shipyards, all of which were having a problem with an aging workforce.”

The audit also suggested revisiting the State Apprenticeship Program, commonly referred to as the Apprenticeship Act. This act requires that 15 percent of the labor for public works projects be accomplished by those enrolled in state-approved apprenticeship programs. When bidding opened on the latest Olympic-class-ferries project, only one shipyard was capable of doing so: Seattle-based VIGOR Industrial.

The major financial concern is that apprentice work has an effect on construction costs. According to the audit, 10 to 15 percent more hourly labor costs are added due to the supervision needed for workers still being trained.

While those at some Washington shipyards do not find conflict with the act itself, they do believe the Legislature should revisit provisions within the act to make it less complicated to have their apprentice programs become state-approved.

Members of the panel formed by the audit have suggested that, instead of the Apprenticeship Act, WSF should include clauses in the construction contract requiring “certified, skilled workers” be assigned to the project. This would enable all interested shipyards to bid.

Kiga said, “Your apprenticeship requirement of the ferry program is not a burden.

In fact, it is a win for the maritime sector in Washington State as a whole. Training the next generation is critical to sustain the health, competitiveness and future of our industry.”

According to the Washington State Department of Transportation, there are seven major shipyards operating in Washington state: VIGOR Industrial, Nichols Brothers, Dakota Creek Industries, Lake Union Drydock, Foss Seattle Shipyard, J.M. Martinac Shipbuilding Corporation and Fairhaven shipyard. Four of those have approved apprenticeship programs but only VIGOR Industrial and Dakota Creek Industries have the physical capacity to build the 144-car Olympic-class vessels. Dakota Creek is not state-certified.

are pursuing the public hearing and election method; the Crane Island annexation method has not been determined.

According to EMS Chief Jim Cole, hearings will be held by the hospital district later this spring on Waldron and perhaps Crane. If the hospital district approves the annexation again after the hearings, state law provides that the voters on Waldron (or Crane) must approve the annexation by a majority vote.

Chief Cole thinks that both the hospital district and Waldron Island will benefit from the annexation. Cole thinks annexation will meet the needs of island communities like Waldron, making them more self sufficient.

“We’ll be able to help the people of Waldron with access to EMS services, education and training programs, and possibly equipment for use on the island. As for the hospital district and EMS, adding Waldron “fits our mission and values.”

The 72 registered voters on Waldron Island will be faced with deciding whether they are willing to pay about $91 per $100,000 of assessed value additional property tax. The assessed value of all property on Waldron Island is about $46.3 million, which would result in additional taxes of about $41,000 for the entire island.

Peter Alexander, Secretary of the Waldron Community Meeting, said the WCM might have a comment after the Feb. 9 meeting of the association.

News briefs Fish for Teeth musters $15K in free dental care

Twenty-eight islanders of low-income received free dental care worth $15,749 in the fourth visit by Fish for Teeth to San Juan Island.

The two-day clinic in Friday Harbor, Jan. 25-26 brought to 150 the number of people treated in 13 months by teams of dental health professionals on Lopez and San Juan island at Fish for Teeth-sponsored Tooth Mobile.

The value of the volunteer dental care provided to date totals $74,579 according to Fish for Teeth.

It costs the locally based non-profit roughly $2,000 to bring the Tooth Mobile to San Juan County for a twoday clinic. Rotary, the Legion Auxiliary, Soroptomists, the Lions Club of Lopez Island and many unnamed individuals contribute to the cause, in addition to proceeds from the sale of fish tacos.

Fish for Teeth gives credit and thanks to the volunteer dentists and their staff: Dr. Mike Horn, Sam Horn, Barbara Foster, Lori Miller and Susie Steenkolk; Dr. Michelle Reynolds, Jill Eakins and Andrea Champlin; Dr. David Te Grotenhuis and Kris Phillips.

Visitors Bureau awarded ‘Gold’ for 2012 promos

San Juan Islands Visitors Bureau Awarded was Gold for Excellence in Promotion.

The North American Travel Journalists Association awarded “Gold” to the San Juan Islands Visitors Bureau for its October “Savor the San Juans” marketing campaign.

The award, part of the journalists’ association national annual awards competition, was announced Jan. 30.

The category won was Social Media or Marketing Campaign – Marketing Budget Less than $400,000.

“With our marketing budget of less than $18,000 for our Savor the San Juans campaign, we feel very proud to have won this category,” said Deborah Hopkins Buchanan, director of the San Juan Islands Visitors Bureau.

“We’ve learned to leverage our funds by partnering with other organizations, in this case Seattle Met magazine, to run very effective social media and marketing campaigns with the help of our marketing firm, The Communications Group,” Hopkins said.

Awards were given to

publications, travel writers, photographers, convention and visitors bureaus, public relations agencies and destination marketing organizations whose work was represented in print and electronic media from October 2011 through September 2012.

The Visitors Bureau also announced that San Juan County lodging tax increased 15 percent in 2012 compared to previous.

The Friday Harbor lodging tax increased 12 percent.

Regionally, San Juan County fared well in 2012, according to the latest report on state Department of Revenue’s website.

Following San Juan County are Whatcom County, 11 percent, King County, 9 percent, and Grays Harbor County, at 8 percent. The Visitors Bureau is largely supported by lodging taxes, under contract with the county.

The San Juan Islands were featured location in the 2013 Eddie Bauer spring catalog.

The Visitors Bureau, as the

official county film liaison, helped with permitting and location scouting.

FAC looks for feedback on last fall schedule

The San Juan County Ferry Advisory Committee will review the fall 2012 ferry schedule and consider suggestions for 2013 changes at its Feb. 14 meeting at 8:30 a.m., at the Legislative Building, 55 Second Street, Friday Harbor.

Comments are welcome at the meeting or prior to the meeting by email to fac@sanjuanco.com.The 2012 fall schedule was in effect from Sept. 23 through Dec. 29.

The fall 2012 schedule had only one sailing to Sidney, compared to two summer sailings, and one less boat.

Although additional sailings or stops are often desirable, according to FAC Chairman Jim Corenman, the schedules are tightly packed and resources, both boats and

budgets, are limited.

Council picks poor time for big ‘chat’

I’m all for engaging the community in setting governmental priorities, but I think the current plan for “community conversations’ is ill-timed and wasteful.

The sitting 6-member County Council is actually a “caretaker” body. They will be out of office within four months, so any priorities they set will certainly not be binding on the new council.

Surely, there are legislative matters which can productively engage the council over the next few months.

I would recommend that they take up and act on draft code enforcement regulations which have been in their hands for months.

They also have work to do on the Transportation Element of the Comprehensive Plan. They should hold hearings and engage the public on these specific matters and leave macro decision-making on the direction of the county to their successors.

We are in the midst of a campaign season; voters want to hear what candidates think. Asking them to be part of the audience at a dozen discussion sessions is not the best use of their next weeks and months.

Conversely, there is a risk that the meetings could be hijacked by candidates and used for electioneering rather than meaningful discussion.

Also, this time of year is not a good time for such meetings — the snowbirds are gone, and even many

of us stalwart year-rounders are off island.

Deferring these conversations until the new council takes office, or perhaps until the final election has been held and before they take office, makes sense. Going through this exercise now is not a good idea.

We support Marc Forlenza for the San Juan County Council. Marc was previously elected to the six member County Council in November of 2012, and after the charter revision, is again running to be a member of the three-person council.

to be a full-spectrum hospital, there is no targeted intent to deprive any particular person or group of any right by simply having the government support some improved health care benefits to all that they did not have before. 4) People who wish to retain their rights can simply continue to obtain them in the same points of access as they did before.

There is therefore no governmental violation of the establishment clause. This is simply my opinion.

We are long time visitors of San Juan, not residents.

We look forward to having access to a hospital there, even if we are not Catholics.

Their goal is to help create new job growth in the private sector by providing feedback to the administration about what government can do more or less of in order to help spur new job creation. Their focus is to establish lines of communication between small business and the administration. The White House Business Council is not a partisan political group.

He has been involved in starting more than 15 new small medical device companies which in turn has lead to the creation of more than 500 new jobs. Greg’s election to the council will provide San Juan County with unique access to his experience in finance, job creation and small business management.

We need people like Greg Ayers who bring problem solving skills and not just their personal politics to the table. We need people who have the skills to manage a $50 million budget. We need people who can set aside partisan politics, think critically and establish priorities that take into account the needs of the people who live and work here.

I feel fortunate to be raising my family in this rural island county. Having spent my childhood growing up between San Juan and Orcas Island, I can’t imagine a better place to live.

A sense of community impacts all aspects of our living, from education to recreation, from commerce to volunteerism, and from growth to preservation of our beautiful islands. But

where a “sense of community” is most important is in the ideals of our political leaders. And that is why I will be voting for Lisa Byers for County Council on Feb 12.

I have had the pleasure of sharing island experiences with Lisa in a variety of platforms. She understands the intricacies of island life.

She knows that the role of county government is to protect when needed and communicate the needs of the people while putting her personal views aside.

What’s coal got to do with it?

Anti-cargo ship campaign is overblown, but enabling Asia to burn more coal is still a bad idea, and poor public policy

e have all suffered through pamphlets mailed to us and editorials, articles and letters in our local press concerning the proposed coal export facility at Cherry Point.

I feel as though I have been bombarded by statistics designed to terrify me and shake loose contributions, not to inform me. We are warned that the facility will export 48 million tons of coal annually. In 2011 the Port of Vancouver Canada exported 36 million short tons of coal (principally metallurgical coal).

In addition, since 2009 the Port of Seattle has become one of the United State’s six largest exporters of coal. Large shipments of coal transiting our seas are an existing fact, have been so for years, and do not warrant hysteria.

We are also warned that the facility will fill 487 bulk carriers each year, creating hazards to navigation and sea life. To place that number in perspective, a total of 4,511 vessels entered the Ports of Vancouver and Seattle in 2012.

Roughly half of these ships were bulk carriers. These numbers exclude oil tanker arrivals at the Anacortes and Cherry Point refineries, US naval movements, ferry sailings in the hundreds of thousands, vessels visiting other ports and, in the case of the Port of Vancouver, intra-Canada sailings.

A one year swing in the number of container ships and bulk carriers calling on the Port of Seattle can exceed 487 ships. And our shipping channels are not confined and hazardous for navigation as, for example, the Chesapeake Bay or the Mississippi. In sum, the number of ships projected to use the facility simply does not warrant hysteria.

We are also expected to accept without analysis that 48 million tons of coal is a realistic projection. Is it?

Let’s first ignore that the fact that facilities seldom if ever reach theoretical maximum capacity. Also let’s ignore the fact that the facility is designed to handle grains, phosphates and other bulk material in addition to coal.

Forty-eight million tons exceeds by 125 percent total steam coal exports from all U.S. ports in 2011. Since then, coal exports have been surging as rising production of cheap natural gas replaces coal for electrical power generation and Europe, counter-intuitively, shifts to coalgenerated electricity. Substantial coal exports to Asia depend on at least two important assumptions: No. 1: The first is that the federal government denies export permits for liquefied natural gas, thus keepthe FDA, to obtain approval for the AED (automatic external defibrillator) developed by our team for citizen response to cardiac arrest.

Eye on long run; Pratt for council

This letter intends to express my support of Lovel Pratt for County Council.

As many of you know, the solid waste (garbage) facilities on San Juan Island and the entire county have been experiencing issues for quite some time.

After another very long wait to dump my garbage in the summer of 2011, I decided to visit Lovel in the County Council offices.

During that meeting she acknowledged the issues, briefed me on the details of what the county was planning and invited me to join

ing domestic natural gas prices depressed. Given the Washington’s policy indifference to our surpluses of natural gas and the lowest prices in the industrial world, the administration will probably grant LNG export permits.

The resulting higher prices for domestic natural gas may reduce substantially coal surpluses available for export.

No. 2: The second assumption is that China’s growth in coal consumption will continue unabated. Japan went through the same “growth-at-any-price” in the 1950’s and 60’s until rice farmers and then other voices forced a tectonic shift in policies in the 1970s. If China, as may be likely, goes through the same transition, the Pacific export market for U.S. coal may not be there.

The core problem with the Cherry Point facility is not 457 bulk carriers. It is not 48 million tons of coal transiting our waters. It is not the innumerable “not-in-mybackyard” problems cited, such as coal dust, noise and congestion from trains re-routed to the Pacific Northwest from runs to power plants in the East. The Friends (Friends of the San Juans), their echoes on the County Council and others disingenuously frame the debate in these self-absorbed terms and in doing so patronize us.

The single issue is that the United States should not export steam coal. It is the filthiest and most polluting of all fossil fuel sources, the worst CO₂ generator, and rains sulfuric acid and mercury on all of us.

Even if a market exists in China for our coal, and even if 48 million tons of coal is only a miniscule 1 percent of China’s consumption, we should not enable their use of coal. Rising natural gas supplies have happily resulted in a reduction in our CO₂ and other emissions. Let’s not export those emissions elsewhere on our planet.

Our collaborations continued even after I joined SWAC, and I can honestly say that I have learned almost as much about the state of our solid waste facilities through my brief collaborations with Lovel as I have during the entire year that I have served on SWAC. With the changes the voters recently approved to our county council, I believe that Lovel is the right person to lead our county in the right direction. She supports the transparency we need and wants our government to do the most good for the most people and the environment for the longest time.

I first met Greg Ayers in early December when I responded to his “Letter to the Editor”, inviting locals to meet with him as he considered running for county council. Never one to turn away from an interesting opportunity, I took him up on his offer, and I’m glad I did.

He chuckled and responded that he thought he had a lot of different kinds of experiences to bring to the table and that he was at a point in his life that enabled him to make the kind of time commitment needed for the role that county council members will now play.

Greg has deep experience launching and running innovative businesses.

He has run start-ups for medical devices, which require an entrepreneurial and innovative approach to high-quality problem solving, accuracy, and implementation. A status quo approach simply does not work in that kind of highrisk environment.

Our county has some significant challenges ahead, such as planning viable budgets, improving public health and environmental services, and implementing the critical area ordinance in a reasonable and transparent way. I believe that Greg will bring a fresh approach to our challenges that builds on his business skills.

For instance, he will introduce new strategies to create incentives, accountability and rewards for our county employees, so that the current “us vs. them” approach to interactions shifts to, “we’re all rowing in the same direction. “ For these reasons, in addition to the fact that he fixes his own flat tires, I support Greg Ayers for the San Juan

This primary is an extremely important vote for our communities. We have been residents of Friday Harbor for 10 years, relatively still newcomers to many, but we have witnessed the decline of our county economy and there seems to be no end of bickering that goes on among our political leaders.

We need council members who have the desire and ability to do what’s right for all of us. For many years our citizens have been good stewards of our islands. Yet there are those who want to change and limit what we do with our property. They have an agenda that is counterproductive, threatens our rights and is problematic.

Residents of the islands need jobs. We have lost, according to published data, over 500 former employees that had to leave the islands to find work. We need leadership that will do what’s necessary to promote work here in the San Juans. We need broadband to get our share of the many home based jobs that are growing across the country.

Additionally, he is supporting an alternative to the “Building in Washington” requisite which limits competitive bidding on new ferry construction.

He spearheaded the revival of the Derelict Vessel Program which has gone on to process nearly 100 boats in danger of sinking, thus keeping our waters free of harmful contaminants. After attending a recent candidates’ night, visiting the candidates’ websites and following the chatter of supporters from different camps, I have carefully weighed the choices for Council representative for District 2 Orcas/Waldron. I am voting for Lisa Byers.

Lisa is uniquely qualified to serve on the Council.

She has direct local experience in many, maybe even all of the important issues facing the county and its elected representatives. She is unquestionably a local expert on affordable housing, real estate development and construction management. As executive director of OPAL she had to navigate all of these fields and, by

Christopher Keith Marsden: Aug. 29, 1946 — Dec. 17, 2012 Chris Marsden, a long time resident, business owner and pilot in the San Juan Islands passed away Dec. 17, 2012, after a tragic accident on Dec. 13 in his hangar at Boeing Field, in Seattle.

Chris was born in Spokane, Wash., graduated from Lincoln High School in Seattle, and received his Bachelor of Arts from the University of Washington in geography.

During college he served in the Army National Guard and then was accepted into the Navy, and trained as a jet pilot during the later phases of the Vietnam War. Chris married Jamie Johnston in 1974, and they spent their first year of marriage at the Naval base at Cubi Point in the Philippines. After Cubi Point, Chris was stationed at Sand Point Naval Air Station in Seattle, and then sent to Denver, Colo. where he finished out his enlistment and became father to a beautiful baby girl, Timmie.

Wanting more adventure out of life, Chris decided to become a bush pilot in Alaska, and set out for the northern frontier. He ended up flying out of Bethel and Barrow, where he honed his skills in small aircraft, fighting the weather and carrying supplies and equipment to native villages.

Still in search of the path less taken, Chris and Jamie settled in late 1978 on San Juan Island, where Chris first flew for Roy Franklin, who owned San Juan Airlines. However, his entrepreneurial and independent spirit drove him to start a one-man, one-plane charter flying service in 1985 called ChartAir. Within two years, he had grown the business into Air San Juan, a small commuter airline that serviced San Juan, Orcas and Lopez islands; Anacortes, Bellingham, and SeaTac. At its height, Air San Juan employed over 15 pilots and 31 employees, with a fleet of 10 aircraft.

It was in the San Juan Islands that Chris earned his reputation as an excellent pilot with a determination to provide good service to his passengers. He was a “natural” flyer,

who found challenging flying conditions to his liking, taking many late night, miserable weather flights to transport medivacs and prisoners.

In 2002, Chris began scenic flight services out of Friday Harbor called San Juan Air Tours, spending summer months flying whale-watch tours, and winter months in Gillette, Wyo., where Jamie’s employment took them until spring of 2006. Settling back in Seattle, Chris’s scenic flight business expanded in late 2011 to Boeing Field under the name Jet City Air Tours and departing from The Museum of Flight.

Chris’s many joys in life included commercial flying (preferably for some necessary mission on windy, rough weather days), discussing worldly affairs, hiking in the woods, singing, wood carving, writing, and reading. But in this past year his greatest joy has been playing with his granddaughter—she lit up his life like nothing else.

He will be missed by many friends and family members.

he third annual Salish Sea Early Music Festival returns Sunday, Feb. 10, at 7 p.m. to the San Juan Island Grange with Corelli and Handel’s Soprano, featuring soprano Linda Tsatsanis, harpsichordist Jan Weinhold from Germany, and baroque flutist and festival Artistic Director Jeffrey Cohan.

They will celebrate Corelli’s 300th anniversary with two Corelli sonatas for violin and harpsichord, transcribed in the early 18th century for flute.

Also featured are vocal works by Handel, including selections from the Nine German Arias, Sweet Bird from

L’Allegro, il Penseroso ed il Moderato, and the cantata Lucrezia, a dramatic portrayal of the legend of Lucretia, whose rape and subsequent suicide in ancient Rome led to the formation of the Roman Republic.

The same concerts will be presented on Lopez at the Grace Church, Feb. 9 and 7 p.m. and on Orcas at the Adventist Fellowship Church in Eastsound, Feb. 10 at 1:30 p.m.

Newsmakers Eiboden wins second boating education award

Ann Einboden, chair of the Friday Harbor Power Squadron Public Boating Committee, has been awarded the Charles F. Chapman Award for Excellence in Teaching by the United States Power Squadrons at their National Meeting in Jacksonville, Florida.

Dow art on display at Lavendera Could the people of Iran and the U.S. really be all that different?

You can find out the answer to that question and gain a fresh perspective on the name-calling and saberrattling tensions between the countries known to one another as the “Great Satan’ and the “Axis of Evil” as part of a slide-show presentation and talk by San Juan Island's Judy Chovan.

Entitled, Iran: The Other Side of the Story, the presentation is Tuesday, Feb. 12, beginning at 7 p.m. at the Mullis Center.

Following in the footsteps of Alexander the Great, Nicholas Kristof and Rick Steves, Chovan traveled to Iran in November, visiting some of the 2,542-yearold country’s historic sites and renown cities, such as Tehran, Isfahan and Shiraz.

She spoke with many Iranians during her travels and returned home with numerous photographs of blue-tiled mosques, ancient cities and modern-day fashionistas, and the American Embassy and the Shah's palace as well.

Origami 101 for ‘Kakehashi’ event

A single piece of paper can be transformed from a simple square into a butterfly, a heart, a box or even a crane.

That’s part of the beauty of the Japanese paper-folding art known as origami, and San Juan Islands Museum of Art will offer instructions in the basics of origami in a class designed especially for children ages eight and up.

The class, with Kristy Schmidt at the helm, is Feb. 16, 10:30 a.m. to noon, at San Juan Island Library, and its free (suggested donation is $5). A second class will be offered March 16, same time, same location, for those ready to test their paper folding abilities with more advance projects. a madrona tree is the latest work added to the collection of local art featured at Peace Island Medical Center. Crain’s madrona tree, entitled “Madrona Glass”, is sand-carved into half-inch thick glass on the entry doors into PIMC’s Cancer Care Center, which were also recently installed.

Crain hopes that the artwork will inspire those who walk through the doors and that it will give them strength and inner peace. It was donated to the medical center by Charles Anderson and Pamela Gross.

Crain glass art includes works in fused, leaded, copper foiled, stained, as well as sand-carved glass.

Melborne hits career-high in farewell Fourth-year player tallies 19 points in final home game, a 5-point defeat

Any high school senior would be thrilled to light up the scoreboard with a career-high in the final game on her home court. Friday Harbor’s Jean Melborne is no exception.

Still, Melborne would have been even happier with a win, and Friday Harbor almost had it.

“I know we didn’t win, but we played so well together as a team,” she said in the wake of the Wolverines 43-58 league loss at home, Jan. 31, against 2B Shoreline Christian. “It was a good way to end it.”

Melborne, the team’s only senior, tallied 19 points to lead the Wolverines (1-6 league, 4-15 overall) on the offensive end in the regular-season finale. She scored eight of the team’s first 10 points, as Friday Harbor jumped out to an early six-point lead. The Crusaders (4-3 league, 12-7 overall) closed the gap in the second period and trailed the Wolverines by two points, 18-16, at the half.

The two teams traded buckets after the break until 6-foot Shoreline Christian junior Bella Hermesch sank a pair of free throws midway through the fourth and final period, giving the Crusaders their first lead of the contest, at 32-31, one they would cling to for the remainder of the game. Hermesch tossed in 21 points, including 9-of-12 free-throw attempts, to lead all scorers. Junior Sarah Ott contributed 15.

Junior Tabatha Keane added 12 points to the Wolverines total. Earlier in the week, Keane lit up the scoreboard with 24 points as the Wolverines notched their first league win by dealing 2B Cedar Park Christian, winless in league play, a 57-34 defeat. Melborne added 10.

player, said of her final game for the Wolverines in Turnbull Gym. “But as soon as I fouled out (in the waning moments of the final period) it started to be emotional for me in a hurry.”

In addition to notching a career-high in points, Melborne said that she had never fouled out of a game before as well, or at least not that she could recall.

Next: The Wolverines opened post-season play Monday, Feb. 4, on the road against Kings High School (10-4, 12-7) in the District 1 tournament. Seeded No. 7 in the eightteam double-elimination playoff, the Wolverines will face Mount Baker or Blaine, either in the winners bracket or in the consolation round, depending on the outcome against Kings.

These include French broom (Genista monspessulana) (Class A), tall hawkweed (Hieracium piloselloides) (Class B), common teasel (Dipsacus fullonum) and barberry (Berberis vulgaris) (Class C). Of these, only common teasel is known to occur outside of cultivation in the county.

Additional changes to WAC 16-750 include reclassifying eleven class B noxious weeds to Class C, and amending the current listing of Japanese eelgrass (Zostera japonica) to make it a Class C everywhere (rather than limiting it to commercially managed shellfish beds only, as presently listed). WAC 16-750-001

is also amended, reducing the number of State noxious weed regions from ten to six.

The following species were moved from the Class B list to the Class C list: Austrian fieldcress (Rorippa austriaca), blackgrass (Alopecurus myosuroides), common catsear (Hypochaeris radicata), polar hawkweed (Hieracium atratum), lawnweed (Soliva sessilis), lepyrodiclis (Lepyrodiclis holosteoides), longspine sandbur (Cenchrus longispinus) oxeye daisy (Leucanthemum vulgare), perennial sowthistle (Sonchus arvensis ssp. arvensis), swainsonpea,(Sphaerophysa salsula), wild carrot (Daucus carota) (except where commercially grown).

Additionally, San Juan County is selecting common teasel,( Dipsacus fullonum) and hoary cress (Cardaria draba) for control county wide and dog fennel (Anthemis cotula) will be added to the County’s Weeds of Concern list.

There will also be a review of the County Noxious Weed Program Status Report for 2012.

In order for the 2013 Noxious Weed List to become accepted for San Juan County, it must be approved by the County Noxious Weed Control Board based on public input received at this meeting.

The Noxious Weed Control Board is

requesting public participation so that more information about local weed distributions can be gathered as well as suggestions for the 2014 weed list.

The Wolverines launched into post-season play with nine wrestlers clinching berths in the regional 1A sub-tournament, Saturday, at Squalicum High School, in Bellingham.

The four top finishers in each weight category will advance into the 1A regional tournament, this weekend, at Hoquiam, with berths in the state tournament, the Mat Classic, on the line.

Matched up against regional 1A rivals Blaine, Meridian, Mount Baker, Nooksack Valley and South Whidbey, Friday Harbor finished sixth out of the half dozen teams competing at the sub-regional post-season tourney, collecting 65 points overall.
