I-90 tolling needed to pay for SR-520 bridge By Reporter Staff
The Washington State Department of Transportation will host three public meetings at the end of January about the possibility of tolling Interstate 90 across Mercer Island. The effects of tolling Interstate 90 over the Island, between I-5 in Seattle and I-405 in Bellevue, will be evaluated as part of the environmental assessment being done by WSDOT. Tolls are being considered to generate revenue to help fund replacement of the SR-520 floating bridge. I-90 tolling is predicted to help ease congestion on I-90. “Tolling on I-90 between I-5 and I-405 is needed to generate revenue to help complete the SR-520 program and to help alleviate congestion on I-90,” said the WSDOT. “Scoping is an opportunity to gather feedback that will

Tully’s filed for bankruptcy in October and has since closed several local stores in the greater Seattle area, though both Mercer Island locations have remained unaffected. Dempsey’s investor group appeared to have won the coffee chain, but Starbucks said last week that it, along with another bidder, offered more for Tully’s. A bankruptcy court judge will review the decision on Jan. 11. It was not known if Starbucks would formally oppose the victory by Dempsey’s group. Starbucks said it offered $10.65 million for the chain, offering to purchase 25 Tully’s locations, including several located at Boeing sites. New laws in place for 2013 By Reporter Staff
What new laws are set to begin or change in 2013? A few notable new laws take effect this month. They include new laws passed by voters or those that have come from the state Legislature. Initiative 502, the measure approved by voters to allow the state to “decriminalize marijuana use, allow for sale and distribution, and tax the proceeds,” will be implemented over the next 11 months. The initiative says that the state will “license and regulate marijuana production, distribution, and possession for persons over 21; remove state law criminal and civil penalties for activities that it authorizes; tax marijuana sales; and earmark marijuana-related revenues.” The new law will eliminate state-law prohibitions against producing, processing and selling marijuana, and make it subject to licensing and regulation by the Liquor Control Board. It will also allow limited possession of marijuana by persons aged 21 and over,
and will impose 25 percent excise taxes on its sale. Even though it has already been approved, Initiative 502 will be implemented over a period of a year or more. Legal possession and DUI limits went into effect on Dec. 6, 2012. Other rules must be finalized by Dec. 1, 2013. Until rules are established and licenses issued, retail sales to the general public are not allowed. Other important parts of the law stipulate that businesses must be located 1,000 feet or further from public schools, and public use of marijuana becomes a civil infraction. A few other laws implemented or changed include: Carbon monoxide alarms are now required in existing apartments, condominiums, hotels, motels and single-family homes, with the exception of homes that have been legally occupied before July 26, 2009. Those single-family homes are not required to have the alarms until they are sold. The state minimum wage has increased to $9.19 an
hour, up from $9.04 an hour. For a full-time worker, the 15-cent-per-hour increase represents an additional $312 in wages before taxes. The basic fee for hauling a load of solid waste to a King County transfer station or drop box will increase $12 to $129.40 per ton. The minimum fee will increase from $20 to $22. The federal Emergency Un e m p l o y m e n t Compensation program ended on Dec. 29. The extension of this program is based on the actions of Congress in the last days of 2012. If approved and implemented, the program extends benefits to unemployed individuals who have exhausted all of their other unemployment benefits. Barbless hooks will be required to fish for salmon, steelhead and cutthroat trout in the mainstream Columbia River. The Washington state 2013 Regular Legislative Session is scheduled to begin on Jan. 14 and end on April 28, 2013.

He was a server at Rotary luncheons for more than seven years. “We all felt really close to him,” Nancy Lee, Rotary Club president, said. “He was the most enthusiastic and loyal server you’d ever know.” Seattle resident Christina Kasper-Lewis, 31, Durant’s girlfriend, has been charged and was arraigned in King County Court on one count The following is correspondence from actual clients:

Accused of stabbing her 31-year-old boyfriend to death during an argument the night of Dec. 19 at his Skyway apartment, she pled not guilty on Jan. 3 despite having admitted to the murder in a statement to detectives. The couple had previous incidents of domestic violence. Kasper-Lewis’ bail remains set at $1 million, and her next court date will be Jan. 17. the Mercer Island Rotary Club venture weekly to Van Asselt Elementary, which has 630 students in kindergarten through fifth grade. It is a Title 1 school with 85 percent of the students on the free lunch program, and many also on the breakfast program. Seventeen languages are spoken in the children’s home environment. The students read, oneon-one, to their tutors and refine their skills in English.
Mercer Island Thrift Shop to open Sundays The Mercer Island Thrift Shop is extending its hours and is now open on Sundays. “Extending the hours of the Thrift Shop to include Sundays is some-

While MS Remains Shrouded in Mystery, MS Society Drives the Search for a Cure What causes multiple sclerosis, a disease of the central nervous system? Scientists are working on several factors that they think might be involved, but so far the exact cause remains a mystery. What is known is that MS affects 400,000 individuals in the U.S. and 2.1 million worldwide. About 200 people are diagnosed with this condition each week and women are more than twice as likely as men to contract this incurable and often debilitating condition. The disease most commonly strikes people between the ages of 20 and 50. MS attacks the central nervous system, which is made up of the brain, spinal cord, and optic nerves. Symptoms can range from mild, such as numbness in the limbs, to severe, including paralysis or loss of vision. Possible suspects in the cause of MS include the immune system, the environment, infectious diseases and genetics. What might trigger an abnormal response of the body’s immune system to cause MS? Why does MS occur more often in areas
away from the equator? Does childhood exposure to viruses, bacteria or other microbes trigger the onset of MS years later? Why does having a close family member with MS increase one’s odds of coming down with it? Scientists from around the world are searching for answers. While they do, the Greater Northwest Chapter of the National MS Society is working to mobilize people and resources to help drive that research for a cure and to address the challenges of everyone affected by MS and to provide programs and services that help people with MS and their families move their lives forward. Headquartered in Seattle, the Greater Northwest Chapter serves over 12,000 people living with MS in 23 counties of western and central Washington as well as people throughout Alaska and Montana. The Oregon Chapter serves more than 7,500 individuals with MS and their families in Oregon and SW Washington.

Mercer Island rEporter | www.mi-reporter.com
Sticker shock W
hat Islanders have feared and fretted about for some time looks like it might become come true. Tolling. It won’t be in place until 2015, giving all parties plenty of time to hash out the details both large and small. To be sure, there will be lots of discussion and angst, much of it centering around what Islanders believe is their special status as Island dwellers. For Islanders, I-90 is both a lifeline and a conduit to prosperity; a nuisance and a benefit. In some ways, Islanders have already paid their fair share by giving up a huge swath of the Island to the interstate. Yet that was some 75 years ago. Now, without the access to Seattle and Bellevue that I-90 provides, it would certainly be less attractive to live here. There are many questions to answer. First, of course, what will Islanders pay, if anything, to cross the bridge? But details like the placement of the tolls will be key. What about parking? Will even more drivers come from the east to park here and get on the bus to avoid tolls? And what about the Island economy? What about employees who commute to the Island to work for the city, our schools and businesses? What will tolls do to businesses that wish to attract others to come and shop or dine on Mercer Island — from Island Books to Bennett’s, to medical offices and even the Thrift Shop? Will potential shoppers be willing to pay a toll to drive to the Island and back? What about the cost to employers? Will they need to compensate for those tolls in higher paychecks and higher prices? For property owners, tolling could affect vacancy rates. What will happen to the large commercial buildings along S.E. 36th Street that have been empty for some time? Will potential tenants be discouraged from moving a business here? Such impacts will need to be part of the tolling equation. Alternatively, there will be benefits from tolling. More people will take transit, or make fewer trips, cutting down on pollution. Tolling here should ease traffic diverted from SR-520. Many will perhaps choose to live here and fill apartments and condos. More residents and commuters will hopefully linger in the Town Center to shop and dine. One thing is certain. Affixing a little sticker to an Islander car windshield will be anything but easy.
‘What will the impact of tolling be on the Island’s economy?’

Handicap parking inadequate at North QFC Early in 2012 I contacted the manager of [the QFC] store on Mercer Island and pointed out to him that not only is the population in this community expanding, but there are many older people now and that the handicap spaces are inadequate. The manager at that time told me that they [were] to begin some remodeling in the summer just past and that he would call this problem to the attention of the planning person. In July, once the remodeling was begun, I reminded him again of the parking problem. The remodeling is finished, and to my surprise the handicap parking, instead of being enlarged, was cut down from four spaces to three. I call this to your attention for two reasons. The first being that handicap space was cut down in the face of an aging public, and the “good, caring
neighbor” image [QFC] wished to project was severely compromised. Alvin R. Kantor
Is now the time for stricter gun laws? I have always been passionate about gun control, but I have not shared my views outside of my tight circle. Like many of us, I reserve discussion of strong opinions regarding divisive issues to conversations with likeminded friends and family. No more; I’ve had enough, and I hope many of you feel the same way. The topic of gun control in the U.S. is often emotionally charged, resulting in extreme positions that prevent respectful debate and do not lead to reasonable solutions. Simply stated, our nation needs much tougher gun control laws. I have yet to hear a rational argument for civilian ownership of assault rifles and multi-round ammunition clips. I have a reasonable understanding of the rational side of the arguments of gun enthusiasts. I grew up in Othello, Wash., in a family of bird
hunters. My father has owned more shotguns over the years than I can count. He does not view stronger gun control laws as a threat to his enjoyment of bird hunting and trap shooting. I firmly believe our country can continue to recognize the rights of hunters, recreational target shooters, biathletes and other reasonable firearm enthusiasts, while at the same time having the most effective gun control laws among developed countries. There will be those who say that stronger gun control laws will not prevent senseless acts of violence like we witnessed last Friday. Nevertheless, we can reduce the possibility for that person — at that critical, violent moment — to get his hands on assault weapons with multi-round firing capability. One person can make a meaningful difference in our gun control laws, but not by himself. I will start by asking you to also step up and say ‘no more’. We will ask our elected officials to have the courage to take a meaningful stance and do something. We must do the same as private citizens. John Bliss

Ben Harris
08/22/1916 - 12/31/2012
Ben Harris was born August 22, 1916 in Seattle, WA – On Monday, December 31, 2012, we experienced a great loss with his passing. In his 96 years of life, he was a loving husband, beloved father, grandfather and great grandfather, successful businessman and an accomplished athlete. A graduate of Garfield High School, Ben competed and won many state and regional championships in baseball, basketball and tennis. He cultivated a discipline of hard work, practice and love for sports, which he seemed to naturally excel in. He was married to Shirley Oseran Harris for 64 years, until her sudden passing from an aggressive cancer 10 years ago. She was his one and only love. Ben worked hard building a family-owned furniture store, Harris Furniture, with his brother Hymie. Together, they established one of the most successful family-owned businesses for over 40 years on the eastside. Ben tried to retire several times, but still had the urge to keep selling. He came out of retirement twice: first to work at Frederick & Nelson’s and then to work at Greenbaum Home Furnishings. He kept his sales career going strong until the age of 90. He then finally decided to retire so he could devote his time to mastering the game of golf. Ben became the oldest golfer at Glendale Golf and Country Club, to still carry his clubs at the age of 93, rather than using an electric cart, on the 18-hole golf course. Ben is survived by 3 children; son, Bill and his wife, Judy Harris, daughter, Jacqueline Harris Curran, and son, Robert Harris. Also included are 6 grandchildren: Tony and his wife Stephanie Harris, Matt and his wife, Maja Hansen, daughter, Molly Sherer and her husband Charles, son Andrew Harris. He is also survived by granddaughter Maryl Curran Widdows and her husband Dominic and granddaughter, Celia Curran. There are 6 great grandchildren: Elinor and Carina Widdows, Tori and Bentley Harris, Mila Hansen-Harris and Hannah Sherer. Surrounded by family and friends, Ben was laid to rest next to his beloved Shirley at Herzl-Ner Tamid Cemetery. Donations in honor of Ben Harris are being directed by the family to the Caroline Kline Galland Home; an organization that provides services and outreach to Jewish seniors in Seattle, including managed care and assisted living at The Summit at First Hill, where Ben was well looked after in his last years. 725193
Peter Vandegrift
A. E. Peter Vandegrift of Langley, Washington died on December 6, 2012, after several years of declining health. He was born in Bartlesville, Oklahoma, July 12, 1924, the only child of Leroy Vandegrift and Zella Marie Downey. He was educated in the Roman Catholic and public schools of Bartlesville, graduating in 1942. He attended NYA Radio School and in 1943 joined the Army and served in the Pacific as a high-speed radio operator in the Signal Corps. After the peace he served with the occupation forces in Kobe, Japan, rebuilding Japan’s communications infrastructure. On returning to the States he earned his BSEE and MSEE degrees at Oklahoma State University. There he met his future wife, Clara Ann “Claree” Bartlett of Collinsville, Oklahoma. They were married August 4, 1948 and in 1950 Pete began his 36 year career with Boeing in Wichita, Kansas. He retired in 1986 as E/3-E-6 Wiring Design Manager. Their three sons were born in Wichita where he and his sons were active in YMCA Indian Guides and Boy Scouts. In 1963 the family was transferred to Seattle, settling on Mercer Island. He remained very active, serving as Scoutmaster of Troop 624, Post Advisor of Explorer Post 624 “The Mountain Patrol”, Cascade District Commissioner, and Chief Seattle Council Assistant Commissioner. He received the national Silver Beaver award for service to scouting. In 1976 Pete and Claree moved to Whidbey Island where for twenty one years they enjoyed raising livestock on their five acre “farm”. After selling it for a less strenuous life style, they relocated near Langley. He was an avid genealogist and was past president of the South Whidbey Genealogical Society. He was an active member of St. Augustine’s-in-the-Woods Episcopal Church in Freeland, having served as Worship Leader,Vestry member, and Sr. Warden. In his last years he became an Oblate of Tanglewood, a Benedictine monastery in Freeland. He is survived by his wife Claree, his sons Eric (Debra), Bart (Mauricia), Kirk (Judy) and six grandchildren. Services at St. Augustine’s will be on Tuesday, January 15, 2013, beginning at 1 P.M. in the parish hall; a time for fellowship, light refreshment and sharing of memories of Pete’s life. At 2 P. M. the Burial Rite will be in the nave of the church followed by the Committal in the Columbarium. Suggested memorials are Whidbey General Hospital Emergency Services and St. Augustine’s Memorial Fund. 724764

Island home to 64 species of birds By Brita Moore
Special to the Reporter
On a cold, gray, rainy December morning in Luther Burbank Park, local birders took on a unique, yet very important, task: counting the birds on Mercer Island. The 2012 count took place on Saturday, Dec. 29. Ten volunteers counted for four and a half hours, noting 64 species and 2,416 individual birds. One new species was spotted on the Island: a White-Throated Sparrow. Linda Anchondo, Marty Jackson and Kevan Atteberry, all of Bellevue, have worked with the Seattle Audubon Society since their high school days and continue to keep track of a crucial environmental indicator. “We need more volunteers,” Anchondo said. “We’ve been [counting birds] for 150 years, and it’s part of an international registry. It really tells you what we’re doing to our planet, especially within the last 30 years.” Anchondo pointed out that a bird in the area that was once very common, the western grebe, is now hardly ever seen, and the dramatic drop has occurred within the past 20 years or so. In 2010, counters saw 32 western grebe, which jumped to 101 in 2011, but only 10 were seen this year. The tallies from Mercer Island will be compiled with data from the regional Seattle area, which will then be included in state, national and international data. Atteberry kept a tally

Marty Jackson and Linda Anchondo participate in the annual bird count at Luther Burbank Park on Dec. 29. of each different species of bird they saw, while Jackson and Anchondo identified the birds’ species by looking for the birds through binoculars and comparing them to descriptions in a book. Atteberry and Anchondo also used iPhone and iPad apps that imitated bird calls to make the birds come closer, or call back if the call matched up with the species. Hearing is also an effective way to count, if the listener knows well enough which sound matches up with which type of bird. Birders doing the count this year saw 63 Canadian geese, up from 58 in 2011, and saw 22 gadwalls, down from 37 the year before. One of the largest jumps was for ring-necked ducks, with 218 seen in 2012, up from 109 last year. Birders saw just five common Mergansers this year, after seeing 26 in 2011,

while there were 108 rock pigeons, up from 73. American robins have seen a steady increase in numbers, with 114 in 2010, 220 in 2011, and 287 last year. There were 269 European starlings in 2011, but only 184 in 2012. Song sparrows were also less seen in 2012, as birders counted 34, after seeing 87 the year before. Overall, it is clear that the Island is home to a much more diverse crowd of birds than the common crows. A full list of the birds counted can be found online at www.mi-reporter.com.
Kent, Mercer Island, Bellevue, Issaquah, Sammamish, Ellensburg, Enumclaw be warned. “The 206” is coming for you. The Northwest-themed comedy show, starring “Almost Live” alumni John Keister and Pat Cashman, along with newcomer Chris Cashman, premiered last weekend following “Saturday Night Live.” The trio is quick to inform viewers that this is not “Almost Live,” but as one of the lucky few who witnessed the first taping,
it’s clear there are several similarities. Most evident — the audience is still treated to skits covering a variety of localized topics. Recent state laws passed, advancements in technology and change that’s happened in surrounding cities since 1999 is really all it takes to imagine where the show will venture. And, of course, no community is safe. Anyone between Ballard and Bellingham, or Hanford to Humptulips, is a potential target. There are certainly differences from the show that ran on KING TV from 1984-1999. The studio is not as big. The staff is downsized. Cameras are much
smaller, too. Fortunately, the laughs are just as large. It was apparent that even after a 14-year hiatus, neither Keister nor Pat Cashman lost a step. The two local comedians were flawless during the filming of two consecutive live shows. Chris Cashman, son of Pat and an Issaquah resident, adds a young face to the group. With his witty sense of humor and several successful television, Internet and radio ventures of his own, he fits right in. Anyone familiar with Washington, its stereotypes and its idiosyncrasies, should be sure to tune in this weekend. After all, as the motto goes, “If you can’t laugh at yourself, who can you laugh at?”
When to watch “The 206” premiered on Jan. 5. Episodes will air on Saturday nights on KING5 after “Saturday Night Live” and will be replayed at 7:30 p.m. and 11:30 p.m. on KONGTV the following night. Episodes are also available at www.the206.tv.

The Mercer Island boys basketball team continued to stay hot in the team’s first conference game after winter break, beating Bellevue 66-54 on Friday, Jan. 4. The Islanders jumped out to a fast start, dominating the game on both offense and defense, holding an 18-10 lead at the end of the first quarter. Though the Wolverines attempted to pick up points in the second quarter, it
wasn’t enough to overtake Mercer Island, which led 36-27 at halftime. While Bellevue regained some footing in the second half, the team wasn’t able to capitalize to the point of overtaking the Islanders in front of the packed Mercer Island gym. Joe Rasmussen scored a season high of 27 points during the game, while Kaleb Warner posted 11 points in the win and Jake Shaddle added 10 points. Nick Nordale and

On Saturday, Jan. 12, the main gym of Mercer Island High School will be abuzz with mats, wrestlers and fans. All the trademarks of what will be the fifth annual Jack Reynolds Tournament of Excellence. The tournament features 16 teams this year, including four state champions, four state finalists and 56 state participants from the 2012 season. The tournament is a main piece of the Jack Reynolds Scholarship Fund, which raises money to help student athletes with their post-secondary education. Reynolds was a longtime teacher in the Issaquah School
District, where he coached both wrestling and softball at the state and national levels. Each year scholarships are awarded to student athletes who exemplify qualities that Reynolds taught and looked for in his own athletes: dedication, integrity, mentorship, academic achievement and fair play. In the last five years, over $50,000 has been raised and 15 scholarships have been given with another three to five planned to be handed out this spring. Since its first year, the tournament has continued to grow from eight teams to the 16 entered this year. Mercer Island, the host of the event, will compete alongside Yelm, Eastside Catholic, Granger, Federal Way, Peninsula, Liberty, Oak Harbor, Issaquah, Bellevue, Eastmont, Timberline, Kingston, Monroe, Lynnwood and EdmondsWoodway.
Though the tournament is in its biggest year, Marc Kaye, who organizes the event, said a huge part of the growth is because of the Mercer Island squad. “Honestly, we can see all the hard work from the first few years now,” said Kaye. “Mercer Island has an amazing group that staffs this event, which makes the organization so much easier. Also, each year the tournament gets more competitive and brings in more fans. It’s exciting to fill the gym and just watch the crowd react.” The tournament and idea behind the fund has grown so much in its first years that the concept is catching on as far away as the East Coast. Kaye said earlier in 2012, he was approached by Referee Magazine to write about Reynolds and the tournament. “Sometime in May, I received a call from the editor asking me if it were OK
and have been involved in the MS Walk and raised lots Just over six years ago, of money over the years.” This year, David decided the Schiller family’s lives changed forever. can’t play the way he wants to.” David said free throws made sense to him because the free-throw line is also called the charity line, so this would be putting a literal spin on the name. David hit his fundraising goal of $2,000, but expects to raise a bit more as some pledges continue to come in. “I’m kind of hoping for 3.5 hours,” said David about how long he expects the adventure to take. “If you ask my friends, they’ll say a week and a half. Schiller will begin shooting free throws at 12:30 p.m. on Saturday at the gym at the JCC. The public is welcome to drop by, donate and cheer him on. to give my info out to a group in Connecticut that wanted to know more about Jack’s Fund,” explained Kaye. “I obliged and had numerous long conversations with them in wanting to do something similar for a special person that emulated Jack Reynolds. This past weekend, I received a call letting me know that through community support and a half year’s worth of work, they are expecting an up-and-running 501c3 raising funds for their student athletes soon. Their work is based on Jack Reynolds. Simply amazing.” The tournament, which takes place all day on Saturday, provides not only great competition for many high school wrestlers coming off the winter break, but gives local residents a chance to see some of the top athletes in the state.

“It’s about the tournament, but more so the entire fund,” said Kaye. “One hundred percent of the door fee and concessions goes to the fund, which in turn will give scholarships to Washington state student athletes. Plus, watching a wrestling match is exhilarating, especially with the level of our competition.” The tournament begins at 9 a.m. on Saturday at the high school. Adults can attend for $7, as can students without a valid ASB card. The cost is $5 for visiting school students with an ASB card and students in kindergarten through middle school.
