Supply closure strains Food Bank resources for holidays Daniel Nash Staff Writer

The Bonney Lake Food Bank could be forgiven if it weren’t so thankful this season.

The food bank, which encompasses the main location on Veterans Memorial Drive East and Bread of Life Food Bank in South Prairie, is facing low food supplies and a number of other headaches. Ebbs and flows in donations and available food are typical but, if the present status quo holds, this is the first year they will be unable to supply Thanksgiving baskets to clients.

“We have zero turkeys and zero hams,” Food Bank Director Stew Bowen said. “The commu-

nity has been good to us in the past and we want to thank them for that.

“But we’re really low. We’re low on food in general. Donations haven’t picked up at all this year.”

The shelves of the primary bank were freshly stocked and full Thursday morning, but volunteer Denise Kelly said they would be picked over by closing time.

“We’ll probably serve 50 families today,” she said. “We serve about 35 to 50 families in need every day. (Some of them) have to wait for hours.

Failed pipe liner means more SR410 lane closures Work on Elhi Hill was supposed to be completed last month

Drivers in Bonney Lake will have to put up with daytime and overnight lane closures on westbound state Route 410 for just a little bit longer.

A flaw in a 400-foot section of pipe near Myers Road means workers will have to spend the next week or so fixing the problem, which means further closures during non-commute hours.

The original project was to instal a new lining in the sewer pipe stretching from Myers Road to Main Street along SR410. To do so, workers pull a flat liner through the pipes and then use steam to expand the

liner and attach it to the wall of the pipe, where it hardens.

The project was scheduled to be completed by Oct. 16.

But according to Public Works Director Dan Grigsby, the liner failed to inflate in the section of the pipe just below Myers Road.

Workers must now go through the pipe inch by inch with a small drill and a camera to cut through the failed liner.

Grigsby characterized the work as being slow-going, partially because the company is only allowed to close lanes to work on the pipes between the hours of 9 a.m. and 3 p.m. or 9 p.m. and 5 a.m., in an attempt to prevent backups during commuting hours, as negotiated with the Washington State Department of Transportation.

Grigsby said work opening the pipe is going on this week with the expectation

that a new liner will be installed either the evening of Nov. 16 or Nov. 17.

Grigsby said it was decided to install the new liners on a Friday or Saturday night in case the contractor needed more time than would be allowed before the morning commute needs to begin.

The original project bid was $490,748, but Grigsby said the city will be pursuing “liquidated damages” of up to $500 per day for the overruns and additional closures. Grigsby said the number was a standard accepted by the American Public Works Association and the state of Washington.

“Liquidated damages will be assessed,” he said.

But while work continues on the westernmost portion of the pipe, Grigsby said the rest of the project was completed and accepted by the city.

“Once that final section is done… then that contract is complete,” he said.

FIREWORK: At 3:51 p.m. Oct. 28, officers were dispatched to a loud explosion reported at a 70th Street East residence.

The resident told police he had lit an M80-style firecracker and thrown it into his front yard to celebrate his child’s birthday. The debris had been cleaned up, but he did not show police where the debris was. He did show three new groundflower fireworks he had in his home. When an officer commented groundflowers were not a type of firework that made an explosion, the resident appeared evasive and insisted it was the type he lit. Meanwhile, neighbors had gathered outside the home.

Some said the explosion was extremely loud and shook their houses, and that they saw smoke coming from the front of the man’s home. One neighbor filled out a witness statement saying she heard the explosion and her son came

in to tell her the man had lit a firework.

Police forwarded the case to the Bonney Lake City Prosecutor to review charges related to the sale and discharge of fireworks.

WARRANT: At 7:45 a.m. Oct. 29, an officer observed a suspicious vehicle in the AM/PM parking lot. An employee advised the officer the car had been parked and running since 9 p.m. the previous evening. A dispatch check of the license plate number showed the registered owner to have an outstanding warrant out of the King County Sheriff’s office. The officer made contact with two occupants in the car and the driver was identified as the registered owner. He was arrested and brought to the Public Safety Building, where a Community Service Officer took him into custody and transported to Pierce County Jail for booking. The car was See Police, Page 8

Pierce Proposed Charter Amendment No. 40, requiring a two-thirds vote of the council to levy or increase a new councilmanic tax, has so far been approved with a 67.19 percent share of the vote.

Among highly-publicized statewide measures, Pierce

County voters have said “Yes” to charter schools, “Yes” to marijuana legalization and state regulation, and “No” to same-sex marriage.

Initiative Measure 1240, which would create a public charter school system, is passing in Pierce County with 54.82 percent of the vote. The initiative is passing by a slimmer 50.82 percent margin statewide.

Initiative 502, concerning marijuana, is passing with 54 percent of the county vote, just slightly behind the 55.44 percent share of state votes counted.

In brief, the initiative legalizes recreational use of marijuana for people 21 and older, gives the state a monopoly on consumer-level sale similar to the former liquor monopoly, and sets a

State measures step on Federal toes I

s everyone ready to breathe out a collective sigh of relief after the election? Yeah? Good.

As nice as it is to have everything done and over with (sort of, considering our state election isn’t certified for another two weeks), the stress we all went through is important. Democracy should be stressful; the stress proves the process matters.

Otherwise, we’d be a nation of Yes Men and nodding, empty heads.

Referendum 74, affirming marriage rights to same sex couples, will probably be the lesser national issue despite its ideologically divided debate. Washington was one of three states to legalize gay marriage; meanwhile, voters in Minnesota defeated a ban on same-sex marriages. On Monday, the Washington Post reported that African-Americans and Latinos—two demographics that have historically opposed marriage equality legislation—showed majority support for gay unions in exit

Americans are hungry for cooperation Have you had enough of slanted political views, slander and stubborn, self-righteous partisanship? I have.

I’m glad elections are done for at least a year. It seems what Americans are hungry for is cooperation and compromise between the political parties in the nation’s Congress and the state and local governments for the good of the nation. What most of us really would like to see is a sense of balance and moderation.

King Solomon, king of ancient Israel in about 900 B.C., advised his readers in the book of Ecclesiastes to “avoid extremes.” Socrates, Confucius and Buddha all came to that conclusion at about the same time in history in the 5th century B.C. This occurred even though Socrates lived in Greece, Buddha in India and Confucius in China. All three great thinkers came to the conclusion that there needed to be balance in human affairs.

Socrates called it the Golden Mean, Buddha called it the Middle Way and Confucius’ thoughts became known as Yin and Yang. They all have a common thread: humans should seek balance and moderation in all aspects of their lives. This is not an easy

concept for us humans to practice because by nature we tend to go to extremes.

The examples of this in history are ample. I will give two examples from our modern period: Post World War I Germany suffered runaway inflation where money became so inflated that it was cheaper to burn bundles of Deutschmarks than it was to use it to buy coal. Just a few years later the Great Depression hit not only Germany, but the whole world.

Money was extremely hard to find; in the 1930s one could buy a complete dinner for 50 cents in America.

Another example of the swinging of the pendulum of human nature was when U.S. citizens were strongly isolationist after the horror of World

War I in the 1920s and 1930s in spite of German, Italian and Japanese conquests. That attitude abruptly changed to anger and interventionism after the bombing of Pearl Harbor in December 1941.

Wisdom comes from seeking balance in all areas of our lives, both public and private. To do that requires that we face the reality that extremism on either side of the spectrum does not bring us safety and freedom from fear; it only brings us more grief.

The election is over and the time has arrived where members of Congress must sit down with their opponents for the good of the nation. We cannot continue to be so polarized and let the major problems of immigration, climate change, unemployment, energy and the national deficit be ignored any longer.

It’s time to let go of our fears. It’s time for people on both sides of the political spectrum to start listening to perspectives of the other side. We all need to realize those who disagree with our views do so out of sincerity.

This is just the way public opinion has shifted. A whole generation of young voters were barely ‘tweens when the “metrosexual” fad swept America and every light-hearted movie had a “sassy gay friend” in the cast. And as offensively Mammy-esque as those character depictions are, they helped contribute to a culture of acceptance. More voters can probably say they had at least one openly gay friend or acquaintance in high school, humanizing the issue in their formative years and influencing their choices come election time.

The odd thing about the past decade’s gay marriage debate is that it’s been—and continues to be—a war of words. Or rather the one word, “marriage.”

“What people do in the privacy of their own home is their business, but a marriage is defined by the Bible as a covenant between a man and a woman. We don’t want to stop these people from being together, but they simply can’t have what we have. It’s not so bad: They’ll be separate but— wait for it—equal!”

Ignoring for a moment that marriage existed in ancient cultures Before the Common Era, and ignoring that the marriage rite exists in Islam, Buddhism, Sikhism, etc… if the definition of “marriage” is religiously monopolized, why is it a matter of political debate at all? If the issue is truly religious, the easy solution would be for government to get out of the marriage business and instead recognize romantic unions of

all stripes as “civil unions,” allowing couples to define their marriage through private ceremony.

Perhaps at its core, the argument against same sex marriage isn’t about marriage at all: it’s about strengthening fundamental Christian dominance in civic discourse.

A person who believes one religion should have a more direct influence on the laws of the land, and says so directly, is going to meet equally direct opposition.

Our Constitution is fairly clear cut when it comes to keeping government out of religion (For the protection of the people’s private religious beliefs. Some argue religion can still influence government, but the problem is that you quickly enter a chicken-and-egg question of influence).

But if that same person can convince his opponents to concede that marriage— a legal partnership that governments already have

a hand in—is a religious issue, he’s set a precedent and shifted the frame of debate.

Far more interesting is how Initiative 502 will play into the Federal government’s stance on marijuana.

Not to discount the significance of same sex marriage and equal rights to countless couples, but that’s a war of words crawling to a foreseeable conclusion; drug enforcement has a multibillion dollar infrastructure on the line.

Despite an early firstterm promise by President Obama to respect state stances on medical marijuana, the past four years saw continued high-profile Drug Enforcement Administration raids on Washington cannabis dispensaries, as well as in the other medical pot states. And the state remained hands off because, well, its affirmative defense law is hands off.

But 502 is a different animal entirely. Washington, as of Dec. 6, will have decrimi-

nalized marijuana for adult recreational use. And, if the plan holds together, our state liquor control board will roll out a state agriculture and retail system for providing a legal supply.

That puts us—as well as Colorado—in direct opposition to the Federal government. It’s an opposition that, no question about it in my mind, is going to come to legal blows in the near future. Will Washington be a spark that ignites a new national agenda, or a failed experiment.

I can’t help but relate the issue to one of my favorite comedy bits. Sketch group The Whitest Kids U Know marked the final season of their television series by dedicating the second half of each episode to an ongoing saga titled “The Civil War on Drugs.”

Grant, lead an incompetent platoon and unwittingly collect fame and fortune as renegade “soldiers.” At war’s end, President Abraham Lincoln himself bestows honors on the pair when they accidentally reveal they’ve conducted their campaign on a misunderstanding.

Bewildered, the fictionalized Lincoln responds, “Of course marijuana is legal!

It’s a plant that grows out of the ground. I don’t care what you do with it. What’s wrong with you?”

It may be funny in that context, but this is going to be a real and serious legal debate in our near futures, so don’t get too comfortable in your post-election bliss.

There’s still plenty of room for civic stress.

America returned to its roots found in the Constitution. Checks and balances, two houses of Congress, are examples of an attempt to balance opposing views. It’s time for the national and the state elected officials to give their constituents what they really want: balance and moderation.

SHOPLIFTING AND M.I.P.: At 8:34 p.m. on Oct. 31, an officer was dispatched to Target for a suspected shoplifting case, in which loss prevention staff had a juvenile in custody. The officer contacted two loss prevention specialists, one of whom said she witnessed the juvenile place two 750mL bottles of Skyy Vodka in a large black backpack. The juvenile walked past all points of sale to the exit, where a specialist confronted her and brought her to the loss prevention office.

The specialist told the officer the juvenile admitted to stealing the bottles and

returned them. The specialists phoned the girl’s mother, who instructed them to call the police and have her daughter arrested. The juvenile confirmed Loss Prevention’s statement to the police officer. She was read her Miranda rights, arrested, and told by Loss Prevention she was forbade from entering the store for one year unless accompanied by a parent or guardian. After the officer had secured the juvenile in the backseat of his vehicle, her mother made contact and told the officer she would take custody provided charges were forwarded to the prosecutor, a deal to which the officer agreed. Charges of shoplifting and being a minor in possession of alcohol were forwarded to Remann Hall.

MISUNDERSTANDING: At 12:52 a.m. Oct. 31, an officer was on patrol on 193rd Av-

enue East when he observed a man investigating some vehicles parked across the road. Due to the time of day, the officer chose to contact the man. As he exited his patrol car, he saw the man was open carrying a handgun on his right hip. The officer ordered the open carrier to face away from him on his knees with his hands in the air, then called for back-up units. During the wait, the open carrier advised the officer he was a neighborhood resident who had seen a suspicious man near the parked vehicles and was investigating. Shortly, the man walked out from between the vehicles and the officer ordered him to assume the open carrier’s position, holding both at gunpoint until back-up could arrive.

When it did, both men were handcuffed, patted down, disarmed, and secured in separate vehicles. The “suspicious” man told officers he was visiting friends and working on a Jeep among the parked cars. The officer saw a toolbox near the

A REASON TO PARK WELL: At 9 a.m. Oct 31, an officer impounded a vehicle parked on 214th Avenue East. The car was on the east shoulder of the road with its driver-side tires in the northbound lane of travel. The parking forced passing cars to drive into the oncoming lane, so the officer decided to have it impounded.

blotter FROM 8 Oct. 31, an officer was dispatched to a report of a protection order violation. The reporting party told the officer she was shopping at Safeway when she saw a man she had filed a restraining order against walking toward her. They wound up in a shouting match until the man turned around and left. The woman continued shopping and went home before deciding to call police, because these incidents had become a pattern and she had had enough. She said the man had been following her around and she would file charges if it would make it stop. The officer collected a written statement and checked with Safeway to review security footage, but the incident occurred off-camera. The officer then contacted the man and his son;

MALICIOUS MISCHIEF: At 3:16 p.m. Nov. 1, an officer was dispatched to a malicious mischief call at Henshell Chiropractic. Profane and visually explicit graffiti had been written on the back of the building. The manager of the business submitted a written statement surmising the vandalism had happened sometime between 6 p.m. the previous evening and 3 p.m. The graffiti seemed to have been drawn in permanent ink pen and took up about 3 feet across total. There were no suspects at the time of the report, and the officer requested the case be suspended pending new information.

The Spartan football team took down Kingston 26-9 Friday night, earning them a spot in the WIAA State 2A tournament’s Elite Eight.

Chase Torgison kickstarted the night’s scoring with a 6-yard run into the Buccaneer end zone during the first quarter.

In the second quarter, Jeremy Jackson intercepted the Bucs’ ball and helped himself to a 46-yard touchdown. Lokahi Kamau iced the cake with a successful 2-point conversion.

Later in the second, Torgison passed the ball to DeJon Lynch, who ran in a 19-yard touchdown.

Only then did Kingston start racking up its own score, sending Colin Stone to kick a 36-yard field goal for 3 points.

The 200-yard Medley Relay team of Alicia Ditty, Ashley Huynh, Madison Munger, and Kallan Gustafson took home the state championship in their event.

Their time of 1 minute, 53.56 seconds set a Sumner High School record. The team took fourth place in the 200 Freestyle Relay with a 1:44.07 time.

Sumner’s girls soccer team made it through a nailbiter against Archbishop Murphy Saturday in the Elite Eight round of the WIAA 2A state soccer tournament.

The Wildcats game was the first one this fall to really give the undefeated Spartans a run for their money. The Archbishop Murphy girls shared the Spartans 14-0-0 season record, though they had lost one off-season game.

Liberty took an early lead in the Elite Eight round of the WIAA 3A tourna-

ment, with two first half goals knocked in by Nicolle Marlow and Kiana Hafferty at the 17- and 21-minute marks, respectively.

Bonney Lake’s Andrea Bowman closed scoring for the half with a 32-minute mark goal.

The Sumner girls volleyball team took a run at the WIAA State 2A tournament Friday and missed. The Spartans were knocked out of state contention in two games against formidable opponents.

The Spartans took on the BurlingtonEdison Tigers of Burlington, eventually falling 3-1.

Elected must keep their promises Bonney Lake Chamber celebrates 30 years Business Before the campaign promises of more jobs and renewed prosperity fade away, elected officials need to understand that those promises must be kept.

Our nation needs jobs and new revenue, but the critical question is, “How?” Make no mistake, President Obama and Congress have a daunting task ahead.

First, they must understand that our problems won’t be solved by just heaping more taxes on families and small businesses making more than $250,000 a year. Families need to be

able to save for their retirement or their kids’ college tuition; small businesses need money to expand and create jobs. If those heavy taxes kick in, our economic woes will go from bad to worse in a hurry.

We heard a lot during the campaign about taxing the rich.

But the rich don’t have enough money to solve our problems.

Even if you taxed all of America’s millionaires and billionaires at 100 percent of their income — something no one has suggested as yet — you’d only collect enough to run the government for 10 weeks.

The reality is, hiking taxes is

counterproductive; it slows economic growth.

The key to creating more jobs — and generating more tax revenue — is economic growth. The size of America’s economy is not finite, it’s not an issue of slicing the pie into ever-smaller pieces or taking slices from some to give to others. We need to grow the size of the pie so everyone has more. More private-sector business activity will create more jobs and produce more tax revenues for government programs.

One of the best ways to grow the economy — and enhance our national security — is domestic energy production. The American Petroleum Institute says that, with the right government policies, we could increase U.S. oil and natural gas production 76 percent by 2030, generate more than 1.4 million new jobs and produce $800 billion in additional tax revenue.

It looks like Bonney Lake’s business community is maturing out of early adulthood.

The Bonney Lake Chamber of Commerce hits its 30th anniversary this winter, and will celebrate with an invitation-only cocktail party at Kelley Farm Dec. 6.

When the chamber opened shop in 1982, Bonney Lake was home to approximately 25 businesses, said Historical Society President Dennis Dhaese. Some of those, such as the Stock Market grocery store, are long gone.

But a period of exponential growth that began shortly after the new millennium saw the population rise, and the number of businesses explode into the triple digits. Today, the chamber’s membership sits around 120 businesses (the exact number of members listed on the chamber’s

website is 125, but a small minority of members have repeat listings).

“Most of our members are small businesses with one or two people on staff,” Executive Director Lora Butterfield said. “A few large businesses are in the minority of our membership. Those are companies like Wal-Mart, Home Depot, etc. But small business owners are still the bulk of our business community.”

Butterfield said the chamber offers clear benefits to new and incoming businesses, such as regular networking opportunities, ribbon cuttings, and discounts through Office Depot’s national chambers of commerce program.

“We want to see businesses grow and thrive within the community, becoming one of those stories 30 years from now about how they have lasted the test of time,” Chamber President Thad Huff said in a Nov. 4 blog post.

Another part of the solution is to stop spending more than we take in.

According to The Wall Street Journal, the federal government borrowed 36 percent of what it spent last year. Imagine a family with a $40,000 annual income spending $54,400 a year — year after year — blithely letting the credit card debt pile up.

Obviously, that would be irresponsible and irrational. But that’s precisely what we’re doing as a nation. So, part of the solution must be to cut our spending and start reducing our debt.

Because of that reckless spending, America’s credit rating was downgraded in 2011 for the first time in history. Ratings firms are warning that it could drop again, depending on what Congress and the president do about the “fiscal cliff.”

The fiscal cliff is the popular short-

hand term for the crisis we will face when the terms of the Budget Control Act of 2011 go into effect.

On Dec. 31, 2012, last year’s temporary payroll tax cuts will end, resulting in a 2 percent tax increase for workers.

Certain business tax incentives will end, income taxes will rise because of changes in the alternative minimum tax, the Bush tax cuts will end, and the new taxes in President Obama’s health care law will hit.

Before the election, politicians avoided confronting the fiscal cliff.

Neither side would budge. Now, it is time to act.

Many people said this was the most important election in our lifetimes.

They may be correct. What we do now will have consequences for generations.

Americans are at their best when the chips are down. Throughout our history, we have shown that, if we work together, we have the creativity, ingenuity and strength to succeed.

Many happy returns with loyal little dwarfs.

I have more than seven varieties of dwarf bulbs in my garden and they all return year after snow white year. The secret is to put these small bulbs in well-drained soil away from a sprinkler system that would keep the soil moist all summer. Bulbs need to dry out and go dormant to return or naturalize. Tête-à-tête and February Gold dwarf daffodils, all types of crocus, snowdrops and wind flowers are some of the short but dependable spring bloomers that flower even in the cool and shady parts of my garden. They really put on a show if I remember to bait for slugs.

Fill your pots with leftover bulbs.

There’s no need to have sad-looking patio pots and window boxes in March and April. Yank out the annuals and replant with bulbs now. Deeper pots can handle the larger bulbs that like at least 6 inches of soil on top of their heads. Window boxes and small pots can accommodate the small or minor bulbs that will bloom when planted just 2 inches deep.

Make a blooming lasagna with layers of bulbs and soil.

I run out of vacant spots to add my bulbs even after pulling up the annuals. This is when I add a layer of soil on top of the large bulbs and then pile in smaller bulbs like crocus, anemone and snowdrops. These smaller bulbs go into the same planting hole as the deeper-planted tulips, daffodils and hyacinths. This way you get bulbs that bloom in shifts.

Treat your tulips like annuals.

My life became so easy once I accepted that tulips do not want to come back year after year in my garden.

Blame the voles, my soil, too much summer water or the overcrowding in the planting hole, but once you accept that tulips will be beautiful the first spring after planting and ugly or nonexistent after that, then adding tulip bulbs to your landscape every fall becomes a lovely way to celebrate the change of seasons. A few tulip bulbs cost less than a latté and right now spring-blooming bulbs are on
