Pierce Transit begins campaign for Prop. 1 voter approval

Posted online Weds., Aug. 22 Pierce Transit will host an open house next month to discuss a ballot proposition that would raise the sales tax to help pay for transit services. In June, the Pierce Transit Board of Commissioners determined that restoring access to essential services for seniors, the disabled, and people who rely on Pierce Transit required asking voters to approve Proposition 1 in order to utilize the remaining 0.3 per cent (three cents on a $10 purchase) authority. In June 2011, more than 140 people attended a public hearing at Pierce Transit headquarters in Lakewood to express their concerns over proposed service reductions following a ballot proposal that was rejected by voters earlier in February 2011. In addition, more than 350 people provided spoken or written testimony on the reduction plan. The majority of people told the Pierce Transit Board how essential public transportation is to their lives and how devastating the proposed cuts would be: keeping them from getting to work, attending school, shopping, going to church, and visiting friends. Still, Pierce Transit riders began to experience significant service reductions in October 2011, when bus service underwent considerable changes throughout the county. Weekday and weekend service were reduced, segments of some routes were cut, and in some cases entire routes were eliminated. Yellow bags began covering signs at the bus stops slated to be closed. Approximately 600 bus stops, including 35 with shelters, were closed. Following that, Pierce Transit Facilities Maintenance crews began physically removing the bus stops, including the sign pole, shelter structure, or bench that may be at the site. This overall 35 per cent reduction was necessary due to a $51 million budget shortfall brought on by the economic recession and the failed ballot proposal, according to a Pierce Transit spokesperson. Overall, Pierce Transit has made significant cuts in service since 2008 to mitigate the impacts of the recession. Nearly $111 million dollars has been cut or saved, including 43 per cent cut in bus service, elimination of special events service, sale of land and assets, and a 19 per cent cut in staffing -- including 31 per cent in management. On Tuesday, the Tacoma-Pierce County Chamber announced its board of directors voted to oppose Proposition 1, arguing the proposed tax levels would push sales taxes for Pierce County to the highest

Fatal car accident temporarily closes I-705 downtown Posted online Weds., Aug. 22 Photo Courtesy Washington State Patrol The Washington State Patrol (WSP) responded to a one-person fatal car accident on Interstate 705 in downtown Tacoma Wednesday afternoon. According WSP Trooper Guy Gill, the male driver of the vehicle was traveling south on State Route 509 at approximately 12:30 p.m. when he lost control of the vehicle, struck a

curb, and was vaulted off the overpass and 32 feet below onto a northbound lane of I-705. The vehicle landed upside down. Gill added that investigators noted “there was no braking or steering from the driver at all. This might very well have been caused by a medical incident. WSP closed several lanes of I-705 for a couple hours while investigators worked the accident scene and a tow truck arrived to move the vehicle.

in the state. According to Chamber officials, Tacoma and Pierce County sales tax are tied with Seattle, King County and other cities like Kirkland and Redmond for the highest sales tax rates before the proposed increase. "The Tacoma-Pierce County Chamber has long supported transit in Pierce County -- even supplying the headquarters for the establishment of Pierce Transit decades ago," said Tom Pierson, Tacoma-Pierce County Chamber President and CEO. "Unfortunately, the proposed sales tax levels are simply unacceptable. As the Chamber continues to welcome businesses and jobs to the area, we need to stay competitive with the communities around us. Having the highest sales tax rate in the state is not a distinction Tacoma-Pierce County would want to be known for. Being a community that preserves a reasonably business-and-economy friendly atmosphere is the sort of favorable distinction we should strive for instead." On Monday, Pierce Transit and Amalgamated Transit Union (ATU) Local #758 announced they reached a tentative agreement that calls for no wage

increases over the next three years. "I am very grateful ATU Local #758 leadership came back to the bargaining table," said Lynne Griffith, Pierce Transit CEO. "As everyone continues to navigate through difficult economic conditions, it's important for the public to recognize that we understand their expectations for keeping down costs and maintaining the best service possible. This tentative agreement reflects what we've heard from the community and our Board of Commissioners." "This agreement is about saving jobs, not just the jobs of Pierce Transit employees, but the tens of thousands who rely on the vital service our that member's provide every day," said Don McKnight, ATU Local #758 President. ATU Local #758 represents 708 Pierce Transit employees. Pierce Transit's open house will be held on Weds., Sept. 5 at 6 p.m. at University Place City Hall, located at 3715 Bridgeport Way West. It is the first of nine open houses planned in September and October before voters decide on Proposition 1 on Election Day on Tues., Nov. 6. More information is online at piercetransit.org.

38 trucks receive safety inspection stickers at free Port of Tacoma workshop

All Aboard!

Ride the rails at Tacoma Rail open house Saturday Photo Courtesy Tacoma Rail Tacoma Rail is opening its doors to allow the public to ride a train, check out the equipment and celebrate Tacoma's railroad and maritime heritage during an open house between 10 a.m. and 2 p.m. on Sat., Aug. 25. The event, part of the larger Maritime Fest, aims to educate the public about the railroad's freight switching service that supports the Port of Tacoma. "Our eco-friendly locomotives will pull the passenger train through the newly invigorated Port of Tacoma," said Dale King, Tacoma Rail superintendent. "Anyone who wants to see the impact of the Grand Alliance, which significantly increased container volumes in port, should come down." Tacoma Rail open house visitors will have an opportunity to participate in free train rides around the Tacoma's tide flats, walk through a locomotive, see the new eco-friendly locomotives that reduce air emissions by 40 percent, get an eclusive peek at rarely seen rail maintenance equipment, rail yards and other rail operations, and view model train displays. There will also be games, clowns, food, and giveaways. Tacoma Rail staff will answer questions and share stories about Tacoma Rail operations. Directions to the open house are as follows: From I-5 exit at Port of Tacoma Road, go north on Port of Tacoma Road to State Route 509, turn left toward State Route 509 South but keep along the railroad track to parking; From downtown Tacoma, take State Route 509 North to the Port of Tacoma Road exit, turn left onto port of Tacoma Road, turn left again toward State Route 509 South but keep along the railroad track to parking; and from Northeast Tacoma, take State Route 509, Marine View Drive south to the Port of Tacoma Road exit, proceed straight across Port of Tacoma Road toward State Route 509 South but keep along the railroad track to parking. Free shuttles buses will run every 45 minutes during the day between the Maritime Festival at Thea's Park to Tacoma Rail, with the last bus returning to Thea's Park after the final train ride. More information is online at mytpu.org.

Posted online Mon., Aug. 20 Photo Courtesy Port of Tacoma Thirty-eight trucks drove away from a truck safety workshop Saturday in the port industrial area sporting federal safety stickers. The Port of Tacoma and Fife Police Department partnered to offer the truck safety workshop and provide free truck inspections. Certified inspectors from Fife, Sumner, Federal Way and Pierce County walked drivers around the trucks, explaining inspection criteria and providing Commercial Vehicle Safety Alliance stickers on the spot to trucks that passed inspection. Some of the trucks had minor violations but were corrected on location to pass the inspection. Two of the 40 trucks that participated were unable to pass the inspection. The stickers alert law enforcement officials to trucks that already have passed inspection, eliminating the need for roadside inspections for three months. As trucks and trucking companies demonstrate consistent safety ratings, they can save on insurance premiums, according to Port of Tacoma officials. Drivers said they appreciated the free event,

which reinforced what inspectors look for. "I feel it's better to be inspected by the officers to make sure we're safe and everything works correctly," said Sergey Derkachev, owner of SGM Global LLC. "If something is wrong, I have the chance to fix it without a ticket." Learn more about the Port's truck programs online at portoftacoma.com/truck-program.

Volunteers needed for annual state bicycle, pedestrian count Posted online Tues., Aug. 21 Every autumn for the past four years, a troop of volunteers armed with clipboards and tally sheets have taken to the streets to count the number of people who walk or ride bicycles to their destinations. Volunteers are needed again this September to capture a snapshot of walking and bicycling in communities across Washington state. The Washington State Department of Transportation (WSDOT) and the Cascade Bicycle Club are seeking more than 300 volunteers to help conduct the fifth annual bicycle and pedestrian survey. Organizations like FeetFirst and the Bicycle Alliance of Washington will also participate to help count the numbers of people bicycling and walking on paths, bike lanes, sidewalks, and other facilities on Sept. 25, 26 and 27. "Volunteers are key to the success of this project," said Ian Macek, WSDOT bicycle and pedestrian coordinator. "With their help, we are able to count bicycle and pedestrians in 35 cities across the state. The counts help us more accurately gauge where pedestrian and bicycle trails and lanes are being used, and where they are needed." Past surveys showed that bicycle use is highest on trails, bridges and in downtown areas. The highest pedestrian counts were recorded near universities, in downtowns, near transit stations and in neighborhoods with mixed residential and commercial areas. The information gathered this fall will be used to track progress toward the state's goal of increasing bicycling and walking in Washington. In addition, WSDOT's survey will become part of the National Documentation Project, an annual bicycle and pedestrian count and survey effort that is sponsored by the Institute of Transportation Engineers Pedestrian and Bicycle Council.

Volunteers are needed to perform the counts in selected cities: Bainbridge Island, Bellevue, Bellingham, Bothell, Bremerton, Burien, Ellensburg, Everett, Federal Way, Gig Harbor, Issaquah, Kelso, Kent, Kirkland, Lakewood, Longview, Milton, Mercer Island, Mountlake Terrace, Olympia, Orting, Puyallup, Redmond, Richland, Seattle, Shoreline, Snoqualmie, Spokane, Tacoma, Tukwila, University Place, Vancouver, Walla Walla, Wenatchee and Yakima. Those who are interested in helping can learn more by visiting wsdot.wa.gov/bike/Count.htm or by contacting Cascade Bicycle Club at tessa.greegor@ cascadebicycleclub.org or (206) 204-0913.
