Cimarron Trucking may be the last best hope for selfhaul services at the Orcas and San Juan transfer stations. But Cimarron doesn’t want that title.

“We’re interested in being part of the solution in the San Juans, but we can’t commit to anything about

San Juan Island until more information becomes available,” said Blair Estenson, Cimarron president.

Estenson expects the county will ask any private company that’s interested in running the transfer station on San Juan to make a significant investment in structural improvements of the townowned Sutton Road facility, whenever the county gets around to spelling out terms of such an agreement.

But until the county and the town of Friday Harbor agree on how that facility

I read your guest editorial with interest. I am aware that the broadband service in the islands is inadequate and I applaud OPALCO for their efforts to provide better distribution. However, not once in your editorial nor in OPALCO’s ads have I seen the word “cell.”

Many citizens have devoted three years of time in efforts to provide significant cell coverage to the county.

During that time, the county staff has spent precious taxpayer dollars in time to update the current outdated ordinance. The draft ordinance had even been

through three planning commission meetings and made its way to the council, when suddenly OPALCO swept in with the notion of providing broadband AND cell service.

I think it is interesting to note that OPALCO talks about providing “emergency” phone service for the EMS and fire. However, if you cannot use a cell phone to access 9-1-1, how will you get any emergency services?

I understand further that any wireless phone service will be provided by towers as high as 150 feet placed in OPALCO easements, along the road right-of-ways.

Unless this is done everywhere on all the islands, there will be no cell service in much of the county.

For years, residents have been concerned about the unsightliness of antennas.

One only needs to drive up Whidbey Island to see how unsightly antennas along roadways can be. Modern antenna technology can

locate antennas camouflaged as fir trees on ridgelines, requiring fewer antennas, providing broader service coverage. Who will purchase the spectrum licenses? Does OPALCO have the expertise – or will they hire consultants with public funds?

Remember, this is the public’s money you are using.

Sadly and at great expense to the taxpayers of dollars and time, OPALCO has only delayed approval of an ordinance that would provide cell coverage to most all of the County and its visitors. Broadband service is an important service to the county and can be provided wirelessly, along with cell service. It is time that San Juan County comes to grips with the needs and desires of its citizens and not just the operating plans of OPALCO.

Keep your eyes open for herrings What’s that milky stuff in the water? Hundreds of herring spawning in a shallow bay can turn seawater white to pale turquoise in color, creating a distinctive patch that can even be seen from the air.

The scientists of Kwiáht need your help to locate herring spawning this spring.

Although their numbers have decreased greatly since the 1970s, herring continue to spawn occasionally in our waters, usually in March,

Herring continue to spawn occasionally in our waters.

Spawning is most often seen in Mud Bay, Hunter Bay, and Shoal Bay on Lopez; around West Sound and on both sides of Madrona Point on Orcas; and in the inlets near Roche Harbor and Garrison Bay on San Juan Island. But herring may spawn almost anywhere that they find seaweed to attach their eggs.

Here in the islands, herring seem to prefer stringy seaweed such as small bladder kelp, not the seaweeds with large broad leaves.

Superintendent Bill Evans The Board of Directors of the Lopez Island School District has approved the renewal of a contract for school year 2012-2013 for current Superintendent Bill Evans.

Lopez Branch of Church of Latterday-Saints The Church of Jesus Christ of Latter-day-Saints headquartered in Salt Lake City, Utah announced the creation of the Lopez Island Branch.

Membership in the Church of Jesus Christ of Latter-day Saints has reached over 14 million members worldwide.

The news was welcomed by the members on both Lopez and Decatur Islands.

Currently more than 52,483 missionaries are serving missions for the church. Most are young people under the age of 25, serving in nearly 340 missions throughout the world.

Joshua Cook, a Lopez resident, is serving a church mission in Armenia. His two years service ends in September.

For the past two years, Cook has been immersed in the culture, language and service to the Armenian people as he shares his message of “peace and happiness.” On April 18, Alexander Cook will also serve a two year mission in Ribeirao Preto, Brazil.

The Lopez Island Branch will serve the approximately 37 church members on Lopez. Meetings are every Sunday, 9 a.m.-12 p.m. at the home of Steve and Jackie Bumstead, 2507 Lopez Sound Road. From 9-10 a.m. everyone meets for sacrament meeting, from 10-11 a.m. sunday school classes focused for adults or Children are held, and then from 11 a.m. to noon, age specific meetings are held for men, women, young adults and children.

Evans will be employed for the maximum 867 hours per year, approximately 108 days, allowed under the retire-rehire rules. The district elected to reduce the superintendent position to half-time three years ago, in a costsaving measure to reduce the impact of a reduction of state funding.

When we hear stories of children being harmed by strangers in the news, we quickly empathize with the victims and their families.

But when violence takes the form of child abuse in our own circles, many of us keep our distance.

“It’s not because people don’t care,” said Kim Bryan, Prevention Coordinator of San Juan County’s Domestic Violence and Sexual Assault Services. “Good people want to help. But they don’t know how, and they don’t want to make things worse.”

In the case of child abuse, Bryan said “it’s just as

important to do something right away. Don’t hesitate to ask a few simple questions: Is everything okay? Is someone hurting you? You could be the first adult to give that kid hope.”

Bryan recommends that you then call the DVSAS Crisis Line.

“We can walk you through what needs to be done. This isn’t something you need to handle by yourself,” she said.

In cases where a friend discloses past child abuse, one of the best things you can say is simply “I’m sorry you were hurt.” Listen to your friend without judgment or pressure. Offer to help him or her take the next step, when and if they are ready. And it’s okay to call DVSAS for advice on how to support your friend.

tunes? If you can’t, then you’re in luck because Seattle’s Rat City Brass will be playing on Lopez on the tour’s eve, Friday, April 27, 7:30 p.m., at Lopez Center for Community and the Arts. And as some may know, the band is very fond of playing just such Latintinged music.

Rat City Brass – or RCB, for short – is excited to be playing this weekend, hoping that riders and non-rid-

instrumental masters like Burt Bacharach and Henry Mancini, as well as pop songs by The Beatles and The Turtles. The sets are still sprinkled generously with TJB favorites too.

This will be the third time RCB has played on Lopez, and they hope their at-once familiar and refreshing sound is catching on with islanders like Barbara Fulton and her husband Ralph Bladt, who have been to see RCB a few times, even out of state.

“It’s such a fun performance everyone will enjoy,” Fulton said. “We liked RCB so much we traveled to Oregon to see them – and now they are here.”

Alexander came to hear RCB on Lopez previously, and he plans to be there Friday night too.

getting into the business of operating a transfer station. Den Hartog added that an estimated investment of $500,000 to upgrade the Sutton Road faculty would cause any potential operator concern.

“We will study the Orcas RFP and any RFP for San Juan Island, but operating any transfer station is outside of our present business model,” he said.

Though the future of selfhaul remains up in the air on San Juan Island, a solution appears in the making on Lopez.

Councilman Jamie Stephens, Lopez/Shaw, said supporters of an island-wide solid waste disposal district have collected nearly 600 signatures on a petition which they hope will prompt the council to create such a district. The type of revenue that such a district would have at its disposal has yet to be determined.

But plans are in the works.

Cimarron says it is “aware” that his company will have to plan for maintenance and some capital costs at the Orcas facility, and that pricing for services “will have to be competitive with other places” in order to keep San Juan Sanitation coming to Orcas. “But we’re already providing services on Orcas and we’d like to continue doing so.”

While San Juan Sanitation will continue to collect and haul trash in the San Juans as the county franchise hauler, General Manager Calvin Den Hartog said the company is hesitant about

Meanwhile, Cimarron, which hauls trash from the transfer stations on Orcas and San Juan to the mainland, has its sights set on Orcas. Estenson said the company will respond to the county’s request for proposals, approved April 17 by the county council, for operating the Orcas transfer station, which includes providing self-haul services. Though it may require some investment, Estenson said prices and disposal fees would have to remain “competitive with other places” so as not to drive away potential customers, such as the county’s franchise hauler, San Juan Sanitation.

“We’ve been pursuing this idea since 1995,” Bishop said, “And we intend to show our fellow San Juan County citizens that this is a viable alternative to urban-type curbside garbage collection.”

“Who would have thought that a trumpetled Mariachi-sound would strike such a resonant chord throughout America?” he said. “But it did. This music appeals to all ages. I love to see kids dancing to the same music their grandparents liked. Young and old came together in the 1960s on precious little, but the Tijuana Brass bridged the generation gap like no other music did. And this music still ‘feels’ good.”

McGee, the trumpeter, is personally quite familiar with the island, and many Lopezians. And he suspects he knows why they love the Tijuana dance sound.

“Isn’t Lopez the Latin enclave of the San Juans anyway?” he said with a grin.

Joking aside, McGee is thrilled to be playing on the island again. “I’ve been coming to Lopez for years to visit friends,” he said. “But now that I get to come here and share this music with such an appreciative crowd, Lopez has a very special place in my heart.”
