BREMERTON — Harrison Medical Center is investigating allegations made by a Seattle couple that the medical center failed to identify their injuries from a

vehicle collision and provide adequate care. In a March 15 letter to Harrison CEO Scott W. Bosch, the Centers for Medicare and Medicaid Services — a division of the U.S. Department of Health and Human

Services — found the hospital failed to enforce policies to ensure compliance with the Emergency Medical Treatment and Labor Act and failed to provide an appropriate medical screening examination.

“We are responding to this aggressively,” Bosch said March 23. “We have a very strong commitment to patient safety and obeying the laws of the land. We do not turn anybody away based on their ability to pay. From May 1 through

soon be available at a store near you. Several stores in the North Kitsap area have applied for a spirits retailer license. Around the state, more than 1,200 businesses have applied for licenses; comparatively, there are currently 328 state and contract liquor stores, according to Brian Smith, spokes-

man for the state Liquor Control Board. “Independent [grocery and retail stores] don’t want to miss out on the competition,” Smith said. Smith said the main criteria for the license is the store must be larger than 10,000 square feet, except for current liquor stores which are grandfathered

in. With the passage of Initiative 1183 in November, the state will stop operating liquor stores and liquor distribution by June 1. Contract liquor stores may continue to sell spirits, but will need to apply for a spirits retailer license, which costs $166.

POULSBO — Poulsbo Port Commissioner Arnie Bockus is resigning effective March 31. In a letter he hand-delivered to the Herald on Monday, he wrote that he was resigning so the Port “will be able to focus on the business of the Port,” which he believes has been disrupted by questions about his app oint ment to the commission. Bockus lost Arnie Bockus his reelection bid in November, and then applied for appointment to another commission position vacated by resignation. He was appointed to the position on Dec. 1, before his own term had expired, by Commissioner Tony DeCarlo. Commissionerelect Jim Rutledge questioned the legality of the appointment, and so at a special meeting Dec. 28 — four days before Rutledge took
