The cities of Bonney Lake, Sumner and Buckley are now one step closer to being out of the Pierce Transit district.

The Public Transportation Improvement Conference on Thursday unanimously voted to redraw the busing utility’s boundaries to exclude the three cities, along with a handful of others who expressed interest in leaving the district.

Nine spoke in favor of the map, six opposed and the rest talked about service, but not the new map in particular, Erickson said.

He added that speakers and the committee re-affirmed they wanted transit service in their communities, but they did not think Pierce Transit was providing their cities with that service.

The new boundary map generally mirrors the February 2011 Proposition 1 vote on a tax measure Pierce Transit said was needed to keep the system afloat.

Even with the additional taxes, much of the eastern part of the county was set to see reductions in service, prompting voters to shoot down the measure. More than 64 percent of voters in the 31st Legislative District, which includes Bonney Lake, Sumner and Buckley, rejected Proposition 1.

“It was expected,” Bonney Lake Mayor Neil Johnson said. “The cities really had no choice. They lost all their transportation.”

The county Council has 30 days to reject the plan. If they do, the transit authority’s boundaries would remain the same as they are now. If the council takes no action, the cities remaining inside the boundaries will have 60 days to decide if they still wish to remain part of Pierce Transit, as long as their decision does not create an island or donut hole of service.

Following the 60-day period, the new map will go to the state auditor and the Department of Revenue.

Changes to the way taxes are collected go into place quarterly, meaning any changes to the sales tax rates in the cities no longer part of Pierce Transit would go into effect July 1 or Oct. 1 depending on when the Department of Revenue takes action.

The council reiterated that stance Tuesday with a resolution.

Shoppers in Bonney Lake should see their sales tax drop from 9.3 percent to 8.7 percent when the Pierce Transit tax is removed, Johnson said.

“That’s a benefit, but I hate to have the benefit come at the expense of helping people,” Johnson said.

The city council and administration have not heard from residents what they want from a transit system, Johnson said. A public hearing on the matter March 2 opened and closed without a single speaker.

“Quite frankly, we have not heard from the citizens on what they want from public transit,” he said.

Johnson has spoken with Sumner Mayor Dave Enslow, Buckley Mayor Pat Johnson and Orting Mayor Cheryle Temple, he said, all of whom now find their cities on the outside of the boundaries, about possibly working together in the future, but Johnson said any decisions are still at least a year off.

Motorcyclists ride to support foster children The East Pierce County chapter of A.B.A.T.E. of Washington will be participating in Pierce County’s Bunny Hop Run March 24. The event will raise money to supply approximately 100 Pierce County residents with Easter Baskets and will collect lightly-used

clothing for foster children.

A.B.A.T.E. is a motorcycle organization dedicated primarily to motorcyclist rights.

I guess a person can go home again I

had a dream the other night that I was in a scary movie and some short woman with funny glasses said, “He’s back.”

After nearly four years and many papers, I have landed back in Enumclaw as editor of The Courier-Herald.

Since I helped start The Bonney Lake Courier-Herald I know a few things about the community.

I was raised in Enumclaw and my mother’s side of our family has been here since before the turn of the last century. I think that makes me very old.

I always smile, though, when someone tells me how they represent Dennis Box and know the city Editor of Enumclaw. I figure I should come up with a friendly quiz to see if someone really knows anything about Enumclaw and the surrounding area including Buckley, Black Diamond and Bonney Lake.

Here are a few quiz questions.

I marched for civil rights in Detroit in the ‘60s and I march for gay rights in Seattle. How is it not civil rights when it is a right granted to some people and not to others? Some churches are using the Bible as a weapon against same-sex marriage. Generally these are the same churches

Bonney Lake police arrest shooting suspect

Bonney Lake detectives have taken into custody a 27-year-old Bonney Lake man involved in a Tuesday night shooting in the 5300 block of South Island Drive.

According to a press release from the Bonney Lake Police Department, the suspect was apprehended at a motel in Federal Way without incident and booked into the Pierce County Jail on multiple felony domestic

Acting on an anonymous tip, detectives responded to the East Wind Motel in Federal Way and located the suspect. The firearm used in the incident was not on his person.

Police also failed to locate the weapon at the home where the incident took place. A search warrant for the suspect’s motel room is being obtained.

The incident began at approximately 7 p.m.

Tuesday when police were called to the home for a report of a shot fired.

Police confirmed with the wife that she was not struck, but discovered a hole in her car from a round that was fired as the woman attempted to leave the residence.

I think the misunderstanding regarding gay marriage comes from people who insist that it can only be a religious ceremony. Marriage is a civil ceremony and some people choose to have it performed in a church.

One writer to the editor stated, “Marriage is a commitment or a vow taken between you and your spouse before God...”

Many atheists marry in our country and they do not believe their civil ceremony was performed before God. Churches did not perform ceremonies routinely until the 12th century. Greek warlords sent their daughters to be married to the sons of warlords to create alliances. There was no religion involved. Kudos to the churches who do honor the dignity of all by officiating at same sex mar-

riages, but that isn’t what the proposed law is about.

It is about civil rights.

Still dealing with damage from the ice The bulk of the cleanup from the The January ice and Evergreen snow storm has been accomplished and Arborist life is returning to normal. Arborists Dennis Tompkins were not spared as Columnist I hauled away four pickup loads of debris from flowering plums, several ornamental cherries and Leyland cypress trees.

The following are observations from spending the last seven weeks inspecting trees, performing renovation pruning and conducting hazard assessments to determine if damaged trees were safe to retain.

Tall conifer trees like Douglas fir fared much better than during the last ice and snow storm in December of 1995.

However, deciduous trees were devastated by the 2012 version in many communities.

Most trees sprang back to their normal upright appearances after two days of being coated with ice. The weight caused branches to touch the ground and others to snap off. Unfortunately, many trees have not straightened up to date.

type of tree is to attempt to reduce the weight of the guilty branches. Cutting off cracked or broken branches or removing the outer sections will often cause a branch to straighten up.

Here are a few more tips regarding the most common problems.

Flowering plums and other ornamentals: These trees were probably the most severely damaged. Many large branches broke and had to be cut out where reachable. I observed dozens that were probably overtrimmed to where only the main trunk and a few large branches were left.

Flowering plums will sprout prolifically this spring and this new growth can grow up to 6 feet a year. In some instances, the sprouts can be thinned out to encourage an attractive new crown to develop. However, decisions will be made over the next few years as whether to cut some trees because they are not shaping up very well.

Arborvitae: Many tall arborvitae hedges suffered heavy damage.

Branches that are still leaning will not straighten up. Some can be removed without leaving a gaping hole. Others can be partially cut to reduce the weight and may straighten up.

The real ambitious homeowners can attempt to straighten the branches and tie them together with rope or twine.

Topping the hedges at a certain height may be the only way to salvage some of them. The woody stubs that will be visible should begin to fill in after a year or two. In many instances, tall hedges may have to be cut in half to remove most of the damaged tops.

Birches, alders and cottonwoods: Many of these trees were slaughtered as they lost thousands of branches and tops. Broken limbs that are hung up in the tops of the trees may have to be left because of the difficulty in reaching them. If any are hanging over a structure or area of heavy use, a tree service should be contacted to remove them.

Renovation pruning: Valuable and favorite ornamental landscape trees can be carefully pruned to rebalance the crowns or to encourage small branches and new sprouts to begin to fill in voids.

For some homeowners, remodeling projects are regular occurrences to keep their homes looking fresh.

Determining those changes can be a challenge, but looking at the potential return on investment is a great way to prioritize.

Bathroom remodeling offers a 68.7 percent return on investment, according to a National Association of Realtors survey. One way to add value to a bathroom remodel is to pick bathroom fixtures that are more efficient than what you currently have installed.

Americans are going green in many areas of life, whether with more energy-efficient light bulbs, hybrid cars or by recycling more regularly. Bathroom fixtures are no different.

Here are three reasons why you should consider going green with your bathroom modeling project: • Products may be outdated. Toilets made before 1994 use anywhere from 3.5 gallons to 8 gallons per flush, while new EPA WaterSense-labeled high-efficiency toilets can work beautifully on a modest 1.28 gpf.

• There is money to be saved. Using a high-efficiency toilet, a family of four can save more than $90 annually on their water bill and $2,000 over the lifetime of the toilet.

• Be a trendy homeowner. A whopping 68 percent of builders surveyed by the National Association of Home Builders say energy-saving technologies and features including low-E windows, energy-efficient appliances and LED lighting will be common along with other green features like engineered wood products and water-saving plumbing fixtures by 2015. Start now and you’ll be ahead of the curve.

Legislature gets do over on budget battle

Governor Chris Gregoire called a special session that began Monday after the two chambers could not

come up with a supplemental budget.

The legislature met in a short session that began

Jan. 9 and came to a close Thursday, March 8. The state writes a biennial budget, and the short session is

designed to make adjustments and corrections to the two-year cycle.

added up to a bit more than a $1 billion deficit, and the House and Senate have not been able to find a solution they could send to the governor to sign. The governor called a 17 day special session in December to get a running start on the budget, but the numbers eluded the lawmakers.

Rep. Cathy Dahlquist, R-Enumclaw, said the Legislature, “wasted the first half on things that were not relevant to the budget. We were there for a supplemental budget.”

Dahlquist said the special session has been called for 30 days and now all the bills go back to the “house of origin.” The representative said if a member decides to spend time on a “crazy bill” instead of the budget, that member can do it.

The first two day of the session are pro forma, which means only a few of the leaders from the House and Senate will work on the budget. The rest of the members return on Wednesday.

The Senate Republicans passed a budget when three Democrats voted with the party, giving them a 25-24 majority vote on their budget. The Republicans with the three Democrats, senators Tim Sheldon, Potlatch, Rodney Tom, Bellevue and Jim Kastama, Puyallup, approving a Ninth Order procedure allowing the budget to come to the floor without a public hearing.

by March 8. Without a budget from the Legislature, Gregoire called the special session.

Dahlquist said she ran over to watch when she heard the Ninth Order had been called.

“I was so proud of those three Democrats,” Dahlquist said.

Rep. Chris Hurst, D-Greenwater, said he will be down in Olympia from the beginning of the special session working on reform bills.

Hurst said there are several reform measures, “the moderates are pressing for” before the budget is signed and sealed.

Bonney Lake Police Blotter UNYIELDING: Police on routine patrol Feb. 24 observed an unlicensed SUV driving east in the 19100 block of state Route 410. The vehicle did not have a license plate and the temporary tag in the window expired Feb. 20. The officer activated his emergency lights, but the vehicle failed to pull to the right. All other vehicle on the road were pulling to the right to yield for the lights and sirens except the suspect vehicle. At two points, the vehicle pulled to the side of the road and stopped momentarily before pulling back on to the roadway. The vehicle eventually turned into the Albertson’s lot, drove for approximately 100 yards and came to a stop. Because of the nature of the stop and the inability of the officer to see through the vehicle’s tinted windows, a high-risk stop was conducted involving several police vehicles and the female driver was removed from the vehicle at gun point, though not handcuffed. The driver told police she did not stop because she was not paying attention and did not see the lights of hear the sirens. She also said she had not received new license plates for her vehicle. A records check revealed an outstanding misdemeanor warrant from Seattle for domestic animal trespassing. She was issued tickets for failure to yield and for no license plates. She was advised and released on her warrant.

Witnesses told police she drove over a curb, pulling a fog light off of her vehicle and then drove into two large pillars that support an entry to the business. She also hit another vehicle and as she was backing out, she hit a pedestrian, who was able to reach into the car and remove the keys. There was damage to the building and to the front of the vehicle. Police received statements from several witnesses corroborating the story. The driver was transported to the Bonney Lake Police Department where she was processed for driving under the influence before she was released to her husband.

POP SHOTS: Officers late on Feb. 25 were dispatched to the 19300 block of Bonney Lake Boulevard for a report of a BB gun shot at the window of a residence. The victim reported hearing a loud “pop” from her front window. She looked out the window and saw an old pick-up truck driving off. A small hole consistent with a BB was found in the exterior pane of the window. Police are investigating.

BURGLARY: Police on Feb. 27 took a report in the lobby of the Public Safety Building regarding a burglary in the 7200 block of 188th Avenue East. The victim reported going out to his shed and finding the padlock cut. Approximately $500 on tools and equipment were missing. Police are investigating.

A BOX OF WINE FOR THE ROAD: Police on Feb. 24 received a call from the Washington State Patrol regarding a possible drunk driver headed west in the 25400 block of state Route 410. Dispatch advised the vehicle was seen weaving in its lane, nearly striking another vehicle and driving over the curb. Dispatch continued that the vehicle was now stopped in the Bonney Lake Dental lot, where multiple subjects had taken the keys from the driver. They also advised the vehicle had run into the building. When police arrived, the female driver was standing next to the driver’s side door, drinking a bottle of water and surrounded by about five other people. Her speech was slurred, her balance was off and she smelled heavily of intoxicants. She told police she had taken some medication, but the officer could not understand its name because of the driver’s slurred speech. She also told police she had been drinking wine and pointed to a box in the car. When asked where she was drinking the wine, the driver

VANDALISM: Police on March 4 took a report of damage to window in a residence in the 18300 block of 74th Street East. The victim reported that a large rock from a fire pit in his yard was used to break a window at the home. The hole seemed too small for a person to fit through and that nothing was missing. The homeowner believes his dogs may have scared the suspect away.

Police are investigating.

PROWL: Officers on March 5 were dispatched to the Fred Meyer for a report of a vehicle prowl. The victim reported returning to her car to find the passenger side door lock punched and several items missing including a stereo system with touch screen and GPS valued at $1,000, a gaming system, controllers and two games. Damage to the vehicle is estimated at $350.

Police are investigating.

SUSPENDED AND WARRANT: Police on routine patrol on state Route 410 March 5 observed a vehicle that’s license plate was blocked by a trailer ball hitch. Police stopped the vehicle and the driver advised she did not have a license and a records check returned a status of driving with license suspended as well as a warrant out of Pacific. She was transported to Buckley Jail and booked on her warrant and was issued an infraction for driving with license suspended and obstructed license plate.

State liquor stores all across Washington, including Bonney Lake and Sumner are now being surplussed and auctioned off to the highest bidder in time to get the government out of the alcohol business by the June deadline set by last fall’s voter initiative.

The auction gives local business people the opportunity to buy the rights to apply for a liquor license at the current locations of 167 stores around the Evergreen State.

Both the Bonney Lake store on state Route 410 and the Alder Avenue store in Sumner are among those whose rights are being auctioned.

“We’re directed to do this,” said Brian Smith, communications director for the Washington State Liquor Control Board.

Buckley’s liquor store is not state-run and is neither closing nor for sale.

Initiative 1183, which voters approved in 2011, calls for the state to sell its existing liquor store properties. However, the state leases most of its properties, so the auction is only for the right to operate that store. The buyer must make their own deal with the property’s landlord or can move the store within a mile of the current location.

According to Smith, word from most property owners is that they are willing to make deals.

“Most of our landlords don’t want to lose a tenant,” he said.

The Liquor Control Board is actually running two auctions at the same time, offering the rights to individual stores as well as to the entire system. Smith said the Liquor Control Board will make the final decision based on what gets the state the “maximum reasonable value” on its stores.

What if Michelangelo’s “David” was not cut in stone over years, but instead cast in acrylic thread in a matter of hours, based on a computer model?

The technology exists. For years now, machines dubbed 3D printers have allowed engineers to prototype computer designs quickly to determine if they are practical in use, before they sink money into more costly manufacture methods.

The printer works by building the design with layer-by-layer of threads of a heat-pliable material, like acrylic or metal.

The technology is expensive—in the thousands of dollars—but prices are coming down as the technology advances.

The price has come down enough that Ted Griffiths offers 3D printing services at his Buckley mailroom business, one of the first examples of a retail 3D printing.

“I’m working very closely with (printer manufacturer) 3D Systems,” said Griffiths, the owner of Diane’s Mailroom. “They have equipment that costs in the millions of dollars. I’m networked with them, so if anyone comes in with a really big 3D modeling job, I can just upload it to them and they’ll ship it out.”

Griffiths used to work as a clinical engineer for a company that manufactured hospital equipment. One day he was in a factory when he noticed engineers making toys from their 3D printer during downtime.

A common complaint of smokers is the seemingly rocketing price of a pack of smokes.

The habit is expensive, made more so by mounting taxes on tobacco products.

In response to consistent price increases on product, the market’s responded with a relatively

new business model for tobacco shops.

You might think of it as the Build-A-Bear model: stores that provide the materials and means to create a carton of smokes, but do not sell manufactured cigarettes. The result is a cost savings of roughly half what a consumer might normally pay for a pack or carton. At Tobacco Tavern of Bonney Lake, the price works out to $34.95 per carton and $4 per pack, which includes the price of tobacco, paper tubes and renting a tube-packing machine.

The distinction is important to maintain low prices for customers. If you buy a pack of cigarettes, you don’t just pay the sales tax at the register: your base price reflects taxes levied on every stop in the production process, from farm to manufacturer to wholesaler to retailer. DIY shops don’t have a manufacturer in their supply chain; so while they still pay a tax on their tobacco, they do not have the tax burden of a manufacturer built into their price.

“I thought to myself, ‘Wouldn’t it be neat to use one of these machines for making a chess set, or a cake topper?’” he said.

“What if you have an old Dodge with a broken dashboard part that’s not made anymore? You could come into the shop and make a new one on the machine.”

Griffiths keeps an inhouse 3D printer—the BFB 3000 Twin—in the back corner of the store, next to the service counter. It’s a model that uses two lasers to thread two materials at once. Last Friday, he was performing some adjustments on the machine in preparation for a custom toy manufacturing job: a VF-12 fighter jet.

The design for a job like that can be found and purchased online. Griffiths builds the cost of the design into the price for such jobs.

But he also maintains a computer station loaded with 3D modeling programs, from freeware like Blender to professional suites like AutoCAD. He rents use of the station for $15 an hour.

For seven customers, it means a wait that can last up to an hour.

Because of the necessary wait, the shop has a lobby with a television, jigsaw puzzles and magazines to create a comfortable environment.

“We’ve gotten a ton of return customers and loyal customers,” Bertrand said.

“We’re picking up now that people know where we are.”

His dream and intent is to eventually expand his printing services to the empty storefront space next to his and produce prototypes 24/7.

If pitching means anything then with senior right hander, Rendi Johnson, Bonney Lake’s fastpitch squad already has half the battle won.

The Panther girls, playing in a South Puget Sound League 3A, which they dominated during the 2011 campaign to easily capture the league crown and went on to register a 25-4 overall

mark by going deep into the postseason jungle, are not a one trick pony by any stretch of the imagination.

Besides having a capable bull pen, each position on the black and teal roster possesses a tandem of talents that should scare the dickens out of every opponent on their schedule: speed and hitting.

One very important key to the Panthers’ journey

Give your garden a little spring cleaning The second week of March is a good time for lawn renovation, pruning and garden clean-up. If your soil is dry and your grass is high you can start your motors and get mowing. Better yet, consider a new landscape design that shrinks your lawn so you can downsize to a lightweight, super-quiet push mower Lawn Rangers are folks with a quest for the perfect lawn and lucky for them growing green grass is pretty easy here in western Washington. You just need to understand the grass roots movement taking place under your feet.

Five Secrets of Natural Lawn Care

1. It’s all about the roots.

The deeper you can encourage your grass roots to grow the less dependent they are on you for food and water. This means preparing the soil to a depth of 24 inches and improving with it with organic matter will guarantee you a lush green lawn all year. Too late for good soil preparation because your lawn is already in? Keep reading.

2. Our soil is naturally acidic – your lawn wants you to add lime.

Dolomite lime, Super Sweet, calcium carbonate – these are all inexpensive soil additives that make the soil less acidic so grass can absorb more nutrients.

Lime also helps break up hard-packed clay soil over time.

3. Lawns need nitrogen – slowly.

You must fertilize lawns if you want them to look their best. But home gardeners tend to dump too much nitrogen onto the lawn all at one time. This causes a flush of soft green growth that is weak and more susceptible to disease. A lot like a diet of junk food. Get your flabby lawn into shape with slow-release nitrogen from organic or slow-release lawn foods. You won’t see such instant results but, over time, the roots will be encouraged to reach deeper into the soil to grab the nitrogen.

4. Grass clippings are a free source of nitrogen.

Leave them on the grass.

Yes, I know if you don’t pick up the clippings they will get tracked into the house or left as soggy clumps on the lawn, but those tiny bits of cut grass are an excellent source of organic matter that breaks down into free fertilizer.

Collect the biggest grass clumps after you mow and bury them in your beds to compost or plop the wet mass on top of weeds to smother them.

Damage FROM 9 Patience will be necessary since it will take a few years of pruning and paying careful attention to buds and small twigs that will be crucial to renovating a tree.

Damaged Japanese maples, dogwoods, ornamental cherries, f lowering plums and other landscape trees can be treated with care by knowledgeable professionals.

Hazard assessments: I observed several large trees that lost major branches that caused a large wound on the trunk. If a tree has a significant manmade target, it should be checked to determine if it is safe to be retained.

buildings and high traffic areas. If such a tree were eventually to fail it would not strike a valuable target and could be enjoyed for several more years.

Fortunately, such severe ice and snow events are rare in the Pacific Northwest.

The last one of recent memory occurred 17 years ago. A neighbor that had lived in Sumner for more than 60 years said she had never seen a storm such as that one.

Let us hope the next one will wait another 20 years or so.

Hurst stated the governor is required by the Constitution to submit a balance budget, but the Legislature is not.

He said the bill would mean the Legislature must pass not only a balanced budget, but one that is “sustainable. This will keep us from ever getting back into this position again. This can put us in a place where we will never have an unsustainable budget again.”

Another reform measure is a bill, House Bill 2598 and SB 6345, calling for the formation of an “Arrow Commission.”

This would be a commission of senior statesmen, probably no longer in office, who would review and make recommendations on upper level management.

“This is a way to restructure and reform middle and upper level government,” Hurst said. “And it gives an outside view.

It would reinstitute a lot of confidence in government.”

Both measures are referendums which requires a two-thirds majority in the House and Senate and would go to the voters in November. If the bills are passed neither one would go to the governor, but move directly to the general election.

Hurst said during the special session the Legislature will need to pass a “pass major reform and a bipartisan budget.”

Sen. Pam Roach, R-Auburn, said she

thought chances of the Legislature coming to an agreement on the budget are about “5050. If not the governor will probably call another special session for a couple of days.”

Sen. Pam Roach Roach said the governor is stating if the Legislature cannot come up with a budget, she will make 10 percent cuts across the board.

“That would mean doing some very bad things.” Roach said. “If nothing happens that is Rep. Chris Hurst what she (Gregoire) is going to do.”

Roach said the members met in a special session in December, worked through the session and now are in another special session “addressing the same Rep. Cathy Dahlquist thing.”

The senator said one of the priorities she is looking for is a study commission for Rainier School.

Roach said some government costs reined in by “cutting costs at DSHS (Department of Social and Health Services.”
