The Whidbey Island Almanac provides descriptions and a statistical look at Whidbey Island, affectionately known as "The Rock" by residents. The classic publication is produced annually by staff members at the Whidbey News-Times and the South Whidbey Record.

The skinny island in Puget Sound is about 45 miles long, from the historic Deception Pass bridge at the north end to the busy Clinton ferry in the south. In between those points lies a handful of diverse communities, a Navy base, a national historic reserve and endless scenic beauty.

Today the island claims nearly 63,000 residents (according to the 2010 Census), but Native Americans were the first to call Whidbey home centuries ago. The first known European sighting of Whidbey Island was during the 1790 Spanish expedition of Manuel Quimper and Gonzalo López de Haro on the Princesa Real. The island was fully explored in 1792

by Captain George Vancouver. In May of that year, Joseph Whidbey along with Peter Puget began to map and explore the seaway that would some day be named Puget Sound. Whidbey circumnavigated Whidbey Island in June, and Vancouver named it after him.

In 1850, Colonel Isaac N. Ebey became the first permanent island settler, claiming a square mile of prairie near what is now the Central Whidbey town of Coupeville.

ike many communities across the U.S. and the state, Whidbey Island continues to struggle in a stubborn economy.

As of December 2011, Island County's unemployment rate of 8.8 percent was above that of both the state and national rate of 8.5 percent, according to numbers released by the Washington State Employment Security Department.

On a positive note, the Whidbey Island Naval Air Station remains a stabilizing force for the island's economy and continues to employ 10,000 people. Furthermore, many large chain stores in Oak Harbor, like Walmart, Safeway, Kmart and Home Depot, continue to be a steady source for employment opportunities for locals.

Other large employers, from private businesses such as Nichols Brothers Boat Builders in Freeland and public organizations like Whidbey General Hospital, also continue to employ hundreds of people across Whidbey Island.

However, the majority of businesses on the island are smaller and family owned.

Despite the economy, in some areas government projects have served to encourage economic growth. For example, the 2011 revitalization of downtown Oak Harbor's historic shopping district has resulted in new businesses and a new interest by the public in the area.

Many resources are available for those seeking employment on the island or current business owners.

The Island County Economic Development Council has counselors available to provide business owners with the tools and information they need to be successful. The counselors provide decades worth of experience for new business owners. They specialize in small

The island also experiences more modest precipitation than other areas of Puget Sound.

The Olympic Mountains create a rain shadow that alters the rainfall patterns considerably on Whidbey and to some extent on Camano Island. The region just north of Coupeville (Point Partridge) is impacted by the rain shadow the most and is one of the driest areas in the county.

Whidbey Island receives a maximum average rainfall of 28.22 inches per year, compared to Seattle, which averages 38 to 40 inches per year, and Snohomish County, with approximately 36 inches per year.

Temperature-wise, the average ranges from 40.2 degrees in January to 58.6 degrees in August, although higher and lower temperatures are recorded on occasion.

A

hub of commercial activity, a center for fun and recreation, a Navy town with a long and proud history; each could adequately describe Oak Harbor.

The city is not only one of the oldest in Washington, with land claims that date back to the mid-1800s, but it's Island County's largest community and is often credited as being its financial core.

Much of that is due to the presence of Whidbey Island Naval Air Station, which serves as the economic driver on North Whidbey. It employs 10,000 active duty and civilian personnel, making it by far the largest employer on the island. Including payroll, contracts for maintenance and construction, it's estimated that the base contributes at least

$500 million to the island's economy.

The city and the base have a close relationship, both in terms of cooperation with things like sewage treatment, but also in the community’s support for the military. With the Navy, the city has a mix of kids, young adults, as well as a large and growing population of retired folks.

The Navy helped to make Oak Harbor a hub of commerce on the island. It’s the only place to offer a full line of fast-food, family and ethnic restaurants, as well as many large retailers — Home Depot, Kmart, Walmart, Walgreens, Big 5, Office Max — and plenty of coffee shops, including three Starbucks stores.

The area is a great place to shop for clothes, antiques, gifts and to stop for a great cup of coffee or a bite to eat.

Oak Harbor also has a history that rivals Coupeville. In 1851, three men struck out during the California gold rush and ended up on North Whidbey.

Norwegian shoemaker Zachary Taftezon, Swiss Ulrich Freund, and New Englander Clement Sumner filed the first land claims in the area that would eventually lead to the city's incorporation.

The small settlement was shaped first by Irish pioneers and then by the Dutch, who began arriving in the 1890s. Evidence of the city’s Dutch heritage is still strong, with the number of windmill structures and the annual Holland Happening Festival.

The city first developed on the shores of the harbor. Steamers and freighters carried passengers and freight from the island to the mainland and back.

Two events would change the small but flourishing town of Oak Harbor forever.

Sailboats with spinnakers hoisted head down wind during Race Week, an annual event that draws about 800 sailors from all over the west coast.

erry riders going between Coupeville and Port Townsend are breathing a little easier now.

With three ferries able to maneuver through the difficult Keystone Harbor, riders now enjoy some redundancy that helps guarantee vehicles can be transported across Admiralty Inlet regardless of mishaps.

Washington State Ferries unveiled the Kennewick in early January. It's the latest 64-car ferry that is capable of serving the route. The newest ferry provides an additional backup vessel in case one breaks down.

Ferry officials, along with leaders from Kennewick in southeastern Washington, came to Port Townsend in January to celebrate the ferry's completion during a ceremony that included a blessing from members of nearby Native American tribes.

New ferry improves service across Admiralty Inlet

People walk off the Kennewick, Washington State Ferries' latest vessel, which was completed in January, 2012. It's one of three new boats capable of operating on the Port Townsend to Coupeville route.

The ferry route had been in turmoil since late 2007 when officials suddenly retired the antiquated Steel Electric ferries due to safety concerns.

In the interim, limited service was provided by a combination of passenger ferries and a smaller ferry leased from Pierce County.

In addition to the Kennewick, the newly built Chetzemoka and the Salish are also capable of navigating in and out of the shallow harbor.

the busy Clinton ferry dock, which links the island with the city of Mukilteo and carries nearly 4 million people a year.

On the east side of Central Whidbey is a much smaller route — from Whidbey to Port Townsend — that's experienced big changes in recent years. The dock on Whidbey is no longer known as the Keystone ferry terminal, but was renamed as the "Coupeville ferry terminal" after an effort spearheaded by the Central Whidbey Chamber of Commerce.

The Coupeville-to-Port Townsend route is vital to both Whidbey Island and Port Towsend on the Olympic Peninsula. Annual ridership totals 527,000 people and 231,000 vehicles, according to recent figures posted by Washington State Ferries. The U.S. Navy uses the ferry to transport items from Whidbey Island to its facilities on the peninsula, tourists make reservations months in advance and the route keeps commerce going with a steady flow of truck traffic.

The new Kwa-di Tabil class vessels can carry 64 vehicles along with 750 passengers. The

U.S. Army Corps of Engineers recently dredged Keystone Harbor to restore it to a depth of 25 feet.

With the completion of the Kwa-di Tabil project, the ferry system is starting work on building a 144-car ferry, which will provide a much needed update for larger vessels in its fleet.

ne cannot talk about the Oak Harbor area without addressing the important role Whidbey Island Naval Air Station plays on both the local and national level.

Locally, about 60 percent of the Whidbey Island community is tied to the Navy in some way, whether by active duty or retired service members and their families, or through base employment. With approximately 7,500 military personnel and more than 2,400 civilian employees and contractors, NAS Whidbey is the island’s largest employer, playing a vital role in the local economy. Navy officials say the direct financial impact to Island County is more than $590 million.

Ault Field Base, located on the northwest shore of Whidbey Island, is the main base, supporting air operations, training, security, medical treatment and administration. It houses Naval Hospital Oak Harbor, the Fleet and Family Service Center, located in the Nor’Wester Activity Center, plus the Navy’s see page 15

Japan, Operation Iraqi Freedom and Operation Enduring Freedom in Afghanistan.

After 70 years, the base continues to play an integral role in our nation’s defense. Several Electronic Attack Squadrons have made the transition from the EA-6B Prowler to the state-of-the-art EA-18G Growler. When the change-over is complete, there will be 114 Growlers based at NAS Whidbey. The transition is expected to be complete by 2016.

Similarly, the Navy’s aging fleet of P-3C Orion turboprop aircraft is slated to be replaced by four squadrons of P-8A Poseidon jet aircraft.

NAS Whidbey expects to have 28 of the new aircraft by 2020, enabling the Navy to continue its mission of long-range, anti-submarine warfare and patrol and surveillance over both land and water.

New aircraft, necessary construction and upgrades, along with broad-based community support, means NAS Whidbey Island will remain an integral part of the local economic and national defense landscape for many years to come.

n April 4, 1853, Island County’s first three commissioners held their first meeting in Coupeville, the newly designated county seat.

In the 159 years that followed, the county's population expanded to 78,506 in 2010, according to the U.S. Census Bureau. Governance has become much more complicated over the years, but the basic function of county government remains the same. County affairs center around three elected commissioners who meet every Monday. They govern jointly with a group of elected officials with the following jobs: Sheriff — Provides law enforcement to unincorporated areas within the county, runs the county jail and supervises a civil division.

Prosecutor — Prosecutes criminal cases and provides legal help to county government.

Auditor — Handles elections, voter registration and marriage licenses. Keeps tabs on county spending and is the repository for many government records.

Treasurer — Processes tax bills and handles revenues for the county and many smaller agencies.

Assessor — Determines property values

Coroner — Investigates unattended or suspicious deaths.

Clerk — The repository for criminal and civil case files for the Island County Superior Court.

Judge — The elected positions oversee criminal and civil cases in district and superior courts.

The county campus, which is actually a complex of buildings, is also home to the Public Works department, which oversees the county’s road system, solid waste system and other engineering functions; Planning and Community Development, which handles long-term land use planning and building permits; and Public Health, which monitors community health, water and septic systems.

Those departments are housed in the Annex Building in Coupeville and offer a central desk to allow people one spot to conduct business with the three departments.

he three school districts on Whidbey Island remain committed to student success despite painful budget cuts that continue to be made in education statewide. Dedicated teachers and staff continue to find creative and effective methods to educate students traditionally as well as in other facets of life.

Despite budget cuts causing North Whidbey Island's Oak Harbor School District to cut teaching and staff positions, the district's mission to prepare every student for graduation and a productive life afterward remains strong as students participate in unique classes at Oak Harbor High School like metal design, culinary arts and video production.

Not to mention the many clubs and after school activities students can participate in, like Choir Club, Health Careers Club and Robotics Club. A four-year modernization project of the high school wrapped up in September 2010, giving the students invaluable learning tools, like the restaurant-grade appliances in the culinary arts department and a full production studio for video students.

The school district's five elementary schools were renovated from 2000 to 2003, while Oak Harbor Middle School was renovated in 2000.

Oak Harbor received a $2.1 million grant from the Department of Defense to improve

North Whidbey Middle School opened its doors in 1998. With updates finished, the district is now focusing on making the buildings more energy efficient. Additionally, in 2010, Oak Harbor's HomeConnection, a program for homeschoolers and their parents, found a new, more spacious home in an elementary school facility that was no longer in use.

The alternative high school, Midway High School, gave its students a chance to interact with the community on a professional level when the school moved from its location on Midway Boulevard to the school district office.

Students got creative and removed an old playground then redecorated with their own art, promoting success and individualism, part of the mission of the school.

The Coupeville School District has had many changes over the years. The first school in Coupeville was built on the site of the current high school in 1901. Buildings on the site have changed as the population grew in the school. The current middle school was built in 1992 and the new Coupeville High School opened in September 2007.

Coupeville Elementary School started as a four-classroom school in 1962. Additions to

Whidbey Almanac 2012 the school were made in 1968, 1979, 1989, 1991 and 2006.

The district has seen an increase in enrollment this year and has maintained a healthier budget than most districts during the statewide cuts due to exceptional planning by its board members.

Academically, Coupeville has consistently done well on state assessments. In addition, Coupeville students enjoy a nice theater center and strong arts program in the middle school and high school.

The South Whidbey School District has seen a drop in enrollment in recent years.

Despite declining student class size, the district managed to create a 6-percent reserve despite state cuts. The school board hired a new superintendent, Dr. Josephine Moccia, in July to replace Fred McCarthy, who retired after holding the position since 2006. She's in charge of almost 1,500 students in five different schools.

The high school boasts the finest performing arts center of all the island's schools and is a center for community events.

District officials are working hard to empower students and teach them to be responsible and caring citizens in addition to maintaining a good work ethic. Schools in South Whidbey School District did not make adequate yearly progress this year, but a plan for district-wide improvement on standardizing testing has been put in place.

In addition to well-respected public schools, Whidbey Island is the home of several institutions of higher learning.

Coupeville School District offers quality, personalized education programs and services to approximately 1,000 preschool through grade 12 students. the heart of Ebey's Landing

T

he historic town of Coupeville always has something interesting going on.

The quaint town on the shores of Penn Cove is known for the numerous festivals that take place throughout the year. The festivals kick off with the Penn Cove Mussel festival, an event in March that celebrates the island's world-famous mollusk.

The Penn Cove Water Festival honors the island's Native American heritage; the Coupeville Arts and Craft's Festival showcases Whidbey's artists; and the Harvest Fest celebrates a successful growing season. The Greening of Coupeville provides a festive holiday cel-

ebration in a relaxing, small-town atmosphere while a Christmas parade features fire engines, local groups and, of course, Santa Claus. The town's Memorial Day celebration also features a parade. Its Arts and Crafts Festival in August is one of the most popular in the region.

Located in the heart of Ebey's Landing National Historical Reserve, the town provides an intersection between the 18th and 21st centuries. Amid the government buildings and the hospital which provides modern health care to Whidbey Island residents, are numerous historic commercial buildings and homes that are still in use to this day. Many retail businesses and restaurants thrive in historic building on famous Front Street.

The Penn Cove Mussel Festival, which takes place in early March, gives a chance for local chefs to produce a tasty dish based on Whidbey's world-renowned mollusk.

Coupeville, which is Washington's secondoldest city, is known for its expertly restored historic buildings. Ebey's Landing National Historical Historical Reserve recently established the "Ebey's Forever Fund," which is a pot of money owners of historic building can tap to undertake improvement projects on their structures.

Coupeville is both part of and surrounded by the 17,000-acre Ebey's Landing National Historical Reserve, which is dotted by numerous historic barns, homes and blockhouses that were built in the mid-1800s.

Canoeists representing tribes from across the Puget Sound region travel to Coupeville in mid-May to compete in races that are a highlight of the Penn Cove Water Festival.

Because if its location within a historic reserve, Central Whidbey residents are a preservation-minded bunch. Because of this commitment, several renovation projects were recently completed to help ensure the reserve's historic integrity is maintained. Projects have helped improve such landmarks as the Jacob Ebey House, the Ferry House and the Sheepherders House. The Jacob Ebey House will be a focal point for hikers visiting the Reserve. The 17,000-acre reserve is home to two state parks, Fort Casey and Fort Ebey.

Visitors to both parks will note the gun emplacements left behind from the days when army bases protected the entry into Puget Sound. There are also miles of hiking trails, and both parks are popular with kite enthusiasts and paragliders. Also located within Fort Casey is the Admiralty Head Lighthouse, which was built in 1861. It's open for tours, offering an outstanding view of Admiralty Inlet west to Port Townsend and the Olympic Peninsula.

Because of its central location on Whidbey Island, Coupeville is the seat of Island County government and home to numerous government offices. The town is also the home of Whidbey General Hospital, the island's only full service hospital and emergency room. Hospital officials want to expand the hospital campus, but first need voters to sign off on a bond.

The Daughters of Norway aimed to assist its members financially in illness or need and uphold and strengthen the Norwegian language and traditions. Ester Moe Lodge No. 39 was instituted in 1996 at the Island County Fairgrounds in Langley. The Lodge was named for longtime Whidbey resident Ester Moe who was appointed

he future is shining bright for the Greenbank Farm. In addition to being a community and agriculture center for Whidbey Island, it is home to a solar energy project that is expanding.

Island Community Solar has been working with the Port of Coupeville, the Greenbank Farm Management Group and a group of investors to install solar arrays in front of the buildings of the publicly owned farm.

Island Community Solar recently raised enough money to install four solar arrays that produce 50 kilowatts of energy. The group has space to install two more arrays while other businesses can build up to six additional arrays at the farm.

Greenbank Farm is the heartbeat of the

quaint Central Whidbey Island community.

Once the largest loganberry farm in Washington state, the farm has been transformed into a community hub. Greenbank Farm is a home to farmers, artist galleries, small businesses and a planned solar power array. In addition to the solar energy project, a thriving communitysupported-agriculture training center is up and running. It offers a foot-in-the-door for people looking to operate a small-scale farm.

Also on the farm is Greenbank Cheeses and several art galleries located in a building constructed several years ago.

Greenbank farm was owned by Ste. Michelle Wineries until 1996. Back then, winery leaders wanted to sell the historic farm to developers to build homes on beautiful and peaceful 522 acres. Instead, the Port of Coupeville, Island County and The Nature Conservancy teamed up to purchase the farm and place it in public ownership.

Besides the farm, Greenbank is also home to the Meerkerk Rhododendron Gardens. The 53-acre garden includes 10 acres of display and educational gardens surrounded by a 43-acre woodland preserve complete with nature trails.

Nearby South Whidbey State Park offers

campsites along with breathtaking views of the Puget Sound.

The 107-year-old Coupe's Greenbank Store is still going strong and is located on Highway 525 up the hill from the Greenbank Farm.

The store is part of a cluster of businesses that includes a post office.

Greenbank was once a port for the Mosquito Fleet of ferries that transported people and goods throughout the Puget Sound. Approximately 1,400 people live in the area on small farms, full-time homes and weekend retreats.

The solar array project, supported by the Port of Coupeville, community investors and Puget Sound Energy, is the latest addition to the Greenbank Farm.

n the bustling center of Freeland, South Whidbey residents enjoy the convenience of shopping with the beauty of Holmes Harbor and its stunning mountain views, park and beach just down the road.

Located 10 miles from the Clinton ferry to the mainland, this unincorporated area boasts more than 6,500 residents, 2,500 people within its "non-municipal urban growth area," making it one of the fastest growing communities on South Whidbey.

Freeland got its name from its origins as a commune in the early 1900s. In the eyes of its socialist founders, land in the town was to be free for all people.

In 1899, Seattle visionaries Henry L. Stevens, George Washington Daniels and Henry A. White formed the Free Land Association to establish a utopian culture in which their communal socialistic ideals could be advanced.

The association platted a town made up of five-acre lots, and on Jan. 12, 1900 filed the

incorporation papers for the town of Freeland.

Perhaps the most ambitious idea involving Freeland in the early days was the rail-canal proposal. A venture-capital group known as the Pennsylvania Syndicate took option on nearly 10,000 acres between Holmes Harbor and Mutiny Bay. The plan was to construct parallel train tracks and a sea-level salt-water canal allowing ships and barges to be towed either direction through the canal between Saratoga Passage and Admiralty Inlet.

Holmes Harbor Golf Course, an 18-hole golf course situated off of Honeymoon Bay, was purchased after being closed for a year.

New owner Kevin Hanchett has plans to open it in 2012.

There has been a move to build a sewer system to serve Freeland's business district. The Freeland Water and Sewer District and other sewer proponents are working toward that

All this planning for the future isn't slowing down new construction in the area. The projects are changing the look of this little community. New construction and facelifts of some older existing buildings are enhancing the look of the active business core.

Even as Freeland grows, it remains a business hub for locals. Islanders consider Freeland the service-oriented retail and banking hub for South Whidbey. In the five blocks from Scott Road and Highway 525 to Main Street and the highway, there are five banks and three mortgage companies. Freeland is also the place to shop for groceries, books, auto parts, and building and gardening supplies.

For those who like to shop for collectibles and antiques, there are three thrift shops, an antique mall and consignment store. The largest thrift store on the island is at Woodard Road and Highway 525. And be sure to stop in at Vino Amore Wine Shop where Brian and Gail Liston will help you choose the perfect wine for any occasion.

Meanwhile, a volunteer committee is building walking paths in and around Freeland to make it more pedestrian friendly.

Dining in Freeland is largely casual. Breakfast and lunch cafes serving old-fashioned homestyle meals and bakery items are in the majority. The deli at the local grocery store offers made-to-order sandwiches, salads and picnic fare. A lively Chinese restaurant offers SEE PAGE 50

affordable Asian dishes for lunch and dinner.

Off Main Street and Newman Road, are Maple Ridge Condos, a development of 41 townhouses for seniors, 55 and older.

Behind the townhouses is Maple Ridge Assisted Living Center, with 75 rooms for seniors.

Outdoor recreational opportunities abound.

And closer to the town center, Island Athletic Club offers a complete fitness facility, including a swimming pool.

for tourists and locals alike, the beach currently is closed to shellfish harvesting, but serious efforts are under way to get it reopened.

An outdoor treasure, Earth Sanctuary nature preserve, is less than a mile from town on scenic Newman Road. The owners, Rob Adamson and Jan Swallwell, are two of the many excellent glass artists on the South End, who often hold glass-blowing demonstrations in their shop. Boaters who want to visit the west side

Double Bluff County Park, which is just a few miles south of town, has a spectacular beach with glorious sunsets. The park also offers an off-leash dog area, considered by many to be the best spot on the island for man's best friend.

etween Langley and Freeland is the little but thriving community of Bayview, one of Whidbey Island's oldest neighborhoods.

Just off Highway 525, travelers will spot Bayview Shopping Center right across the road from the South Whidbey Senior Center. The plaza is anchored by the Goose Community Grocer and surrounded by shops and one of the local's most popular places to grab a bite to eat, the Clover Patch Cafe.

Just north of the shopping center on the left, swing down Bayview Road. That's the place where an ambitious group of business people and the nonprofit Goosefoot Community Fund renovated and rebuilt Bayview’s historic buildings, fostering business growth and turning the area into a sustainable commercial and educational community. Bayview is getting back to its roots.

Before 1900, Deer Lagoon, at the end of Useless Bay, was navigable at high tide up to the present Highway 525, so boats and ships

provided the easiest access to the outside world for settlers around the lagoon and Lone Lake. A small business center at Bayview — then called Bay View — developed.

The lagoon was diked in 1918 and, in 1924, Whidbey pioneer William Burke built a new general store — the Bayview Cash Store. The store became a community landmark, along with the publicly-owned Bayview Community Hall, only a stone's throw away.

Constructed in 1928 to accommodate social gatherings on South Whidbey, Bayview Hall has been the scene of dances, moving-picture shows, concerts and theater productions, as well as weddings, anniversaries and high school proms.

Today, with a fresh coat of paint, new roof, floor and other improvements, Bayview Hall continues to play host to numerous community activities, including contra, folk dancing and the annual Sweetheart Ball, where couples ballroom dance to a live band for Valentine's Day. Nearby is a bike shop, and adjacent to the Cash Store is Bayview Farm & Garden, a business patronized by both hobby gardeners and food growers. Adding more agrarian feel to the area, the Bayview Farmers Market is held

each Saturday during the spring and summer months and brings home-grown produce and Whidbey artisans together with South Whidbey buyers.

Just across Bayview Road from the Cash Store is another piece of South Whidbey history, the turn-of-the-century Bayview School.

Formerly an elementary school, the building now serves as the alternative high school for South Whidbey School District.

Park districts have a lot to offer on Whidbey Island

W

hidbey Island has a long history of tradition, fine arts and outdoor recreation.

Each season has its own special annual events ranging from parades, community marathons, artists' studio tours, farm happenings, craft festivals, harvest contests and theater productions so visitors and residents can find entertainment throughout the year.

The island is marked by two park and recreation districts, with one housed on the south end and the other located to the north.

Spectacular opportunities to learn and explore new activities abound on Whidbey Island for all age groups. Everything from boating safety courses to watercolor painting classes can be accessed through the parks and recreation departments.

North Whidbey residents love their pool. The John Vanderzicht Memorial Pool, located in Oak Harbor, is the centerpiece of the North Whidbey Park and Recreation District. Voters recently reapproved an operations levy that funds the majority of the pool's operations.

The venerable pool is popular with residents throughout North and Central Whidbey and the number of people swimming at the pool has doubled in recent years.

Swim lessons for people of all ages under the direction of certified instructors are available at the pool facility, in addition to fitness classes and recreational swimming.

Scuba diving and kayak classes are also offered, along with water safety classes and lifeguard training.

In addition to the six-lane main pool, the facility has a hot tub, sauna and a kids' splash pool.

The district also hosts special events such as the Goldfish Extravaganza, Luau Night, the running club and the Daddy/ Daughter Dance & Dessert.

There are many recreational programs offered through the district. The Kidz Love Soccer program for kids and adults is one of the more popular activities along with the junior triathlon and the roller hockey program. The Park and Recreation District is also responsible for the Kids' Club and the Clover Valley Dog Park.

Sailors of all skill levels can find accommodating waters on Whidbey.

One popular sailing spot is Holmes Harbor, which has ample parking, a launch, restrooms and a picnic and play area at Freeland Park.

The Chum Run, held annually at South Whidbey Community Park, includes a race for the small fry.

Dog-friendly spots are numerous across Whidbey Island, from Clover Valley Dog Park on the north, to Double Bluff Beach and Marguerite Brons Memorial Park near Bayview on the south end.

The South Whidbey Park and Recreation District was formed in 1983 and now claims hundreds of acres of trails, fields and forest. The crown jewel of the district is its Community Park, which has five soccer fields, four baseball fields, two playgrounds with extensive fantasy equipment, covered picnic areas, a skate park, and miles of trails for hikers and bicyclists. Additionally, the district hosts a variety of community programs like recreational sport leagues, art and other skill classes and camps such as introduction to guitar and events like a Valentine Ball and chocolate and wine tours.

S

outh Whidbey's seaside village is gearing up this year to celebrate its 100th birthday in 2013, but the city of Langley has a history much older than city hall.

The "Village by the Sea" was founded by Jacob Anthes in 1891, who left his hometown of Gross Gerau, Germany at 14 and crossed the Atlantic Ocean in hopes of finding adventure and to avoid registering for compulsory military service.

In 1913 a group of citizens worked together to incorporate Langley into a self-governing class-four town. The new town, named after Seattle Judge J.W. Langley, elected F.E. Furman as its first mayor. A fire engine was purchased and a volunteer fire department formed. An 8-foot-square jail was constructed, with a lean-to at the side under which to park the fire engine. The fire department became a part of Island County Fire District 3 in 1999 and is still staffed by volunteers, operating out of a nearly new fire station on Camano Avenue. (It's since gotten a new name, though, and is now known as South Whidbey Fire/EMS.) Mindful of the past, the city has put much work in recent years on preserving and acknowledging its historic past. Five entries have been made on the Historic Preservation Commission's new Register of Historic Places: Langley City Hall, the South Whidbey Historical Museum, the old section of Woodmen Cemetery, the Wylie hospital-birthing house on Edgecliff Drive and the old section of the Langley Library.

City hall, on Second Street across from the post office, was built in 1948 by the Langley Masons Lodge for its Masonic Temple.

The South Whidbey Historical Society Museum, the former bunkhouse, is at 314 Second St. It was constructed in 1902 on its current site by Anthes as shelter for his brush cutters.

The original Woodmen Cemetery on Al Anderson Avenue was established by the Mod-

ern Woodmen Lodge. It is the oldest cemetery on South Whidbey, containing the remains of many of Langley’s founding families.

But much of the town's history still remains centered around First and Second streets.

Langley is on the east side of south Whidbey Island with panoramic views of Saratoga Passage and the Cascades; long-dormant volcano Mount Baker is off in the distance. The city has about 1,100 permanent residents.

Don't judge Langley by its size. There's much more than meets the eye. Historic elegance and charm intermingle with quirky artistic kitsch in the South End's largest and only incorporated city.

Browse through charming stores on Langley's First Street and surrounding downtown area.

Second Street is considered by residents to be the "locals' street," with offices, banks, the post office, the cozy library and city hall.

Langley's coffee shops and restaurants appeal to visitors of many tastes, offering everything

from Mediterranean cuisine and freshly-caught salmon to New York-style pizza. The Whidbey Island Winery, just outside of town on the way to the ferry in Clinton, sells a number of island vintages that can be sampled in the winery’s tasting room.

The work of some of the region's best-known artists is displayed in galleries throughout Langley’s downtown.

Langley's downtown and surrounding rural area is home to numerous working studios, including a glass-blowing hot shop in the city's former fire station on Second Street.

The artist community celebrates itself each year during Choochokam. The arts festival is the weekend after Independence Day each July.

Between the Whidbey Island Center for the Arts, Bayview Community Hall, Deer Lagoon Grange, South Whidbey High School's auditorium and Whidbey Children's Theater, all performing arts find a stage in or near the city.

Langley’s small-boat harbor provides overnight moorage to all comers. It is within walking distance of downtown shops, restaurants and overnight accommodations. The Port of South Whidbey hopes to start an expansion project for the small-boat harbor in the next few years, and officials have been talking about installing a funicular to take visitors to the marina up the steep incline to Cascade Avenue.

The city is also reviewing an application for new development by the marina that includes homes, a restaurant and retail spaces.

Greenbank Farm sponsors the July Loganberry Festival — the farm's annual wine tasting, music and art extravaganza. Also, at the farm is the Artworks Gallery, a cooperative gallery where a variety of artists rotate the showing of their work, plus the Rob Schouten Gallery and Raven Rocks Gallery & Gifts.

Ambience plays a big role in the annual Murder Mystery Weekend Feb. 25 and 26 in Langley. Shopkeepers wear costumes and actors wander the streets in this annual tradition that happens the final weekend in February. It's become a big favorite for islanders and mainlanders both, adding to the already charming enchantment that Langley exudes.

The performing arts are alive and well on the south end of the island with Whidbey Island Center for the Arts, Whidbey Children's Theater and Outcast Productions at the Island County Fairgrounds entertaining audiences of all ages. New since last year is the summer spectacle of the Island Shakespeare Festival on the Storyhouse Stage in Clinton. In August, the company will present “A Midsummer Night’s Dream” directed by Susannah Rose Woods, the festival's founder.

And don’t forget about Whidbey Island Dance Theatre which impresses islanders year after year with its annual production of "Nutcracker" and which will present “Cinderella” and its Dance and Choreography Showcase April 21 and 22.

If you visit the island in September, don’t miss Djangofest Northwest, the five-day

festival of gypsy-jazz music that happens in September at WICA. Also on the island music scene are singing ensembles, the Saratoga Chamber Orchestra, the Whidbey Island Community and Youth Orchestras, numerous folk singers and Celtic influenced bands, rock ’n roll bands, blues bands, singer-songwriters and even post-modern string players who can be found playing in various locations throughout the year on the island. Music can always be found at local hangouts such as Cozy's Roadhouse in Clinton, the Mukilteo Coffee Company's Cafe-in-theWoods, Mo’s Pub, Useless Bay Coffee Company

and Prima Bistro, all in Langley. One of the best loved local acts is the Rural Characters whose music includes everything from poignant ballads to barbershop harmonies and gospel standards and even the South Whidbey High School Jazz Ensemble is responsible for mixing up sweet sounds that inspire local pride in performances throughout the school year.

The Choochokam Arts Festival in July and the Island County Fair and the Scottish Highland Games in August are three more events that all happen on South Whidbey, adding to the abundance of talent and entertainment found on this fair isle.

linton is Whidbey Island’s South End greeter. It’s the first town you drive through coming off the ferry from Mukilteo and if you keep your eyes sharp, you’ll see the big, wood carved “Welcome to Whidbey Island” sign made by longtime Whidbey Island wood sculptor, Pat McVay. McVay’s sign is an institution of sorts to islanders and it presents a good, first impression of the island’s blend of homemade hospitality and artistic talent.

After the sign, visitors and natives find a welcome respite at Clinton Beach park. A driftwood beach, original artwork and a special play area for children dot this award-winning architectural gem.

Driving up Highway 525 into Clinton, travelers might not realize that this unincorporated area envelopes a large portion of the southern end of the island. It boasts restaurants and shops off the main highway, and acres and acres

Despite the buzz of commuters and tourists driving to and from the ferry, Clinton has remained a quiet and homey destination for both residents and travelers. Clinton is just a 20-minute ferry ride away from the busy strip of Interstate 5 in Western Washington, but when you enter Clinton and drive along its winding country roads, the rest of the world seems a million miles away.

High bluffs give stunning views of Puget Sound, and to the east, scenes of the snowcapped Cascade Mountains and spectacular sunrises and sunsets.

The town is home to many vacationers as well as year-round residents. Clinton was the first semblance of a town on southern Whidbey Island. A pair of brothers founded the area, and deemed it Clinton after their home in Michigan. Gradually, other settlers began to arrive,

Downtown Clinton now features a grocery store and hardware store, several specialty shops and a few places to grab a bite to eat.

A few miles up the highway is the area's largest shopping center, Ken's Korner. These commercial buildings provide a variety of goods and services, including a grocery market and dining, an auto-repair outlet, a gym, a dance company and several specialty shops.

Besides the few spots of commercial development, rural land makes up the majority of the Clinton area. And nestled within this land is an assortment of recreational activities.

Nearby Deer Lake Park provides freshwater fishing and swimming, with a public boat launch and dock. Near downtown Clinton, Dan Porter Memorial Park has a ballfield, tennis court and a play/picnic area.

On French Road, Island Greens Golf is a public, par 3, nine-hole golf course and driving range with affordable greens fees.

Possession Beach Waterfront Park is a secluded area run by the Port of South Whidbey, and can be reached by Possession Road. During SEE PAGE 65

Whidbey's best Independence Day celebration is held in the tiny beachfront community of Maxwelton every July 4.

But the most famous event that happens every year in Clinton’s Maxwelton Beach area is the Maxwelton Fourth of July Parade. Islanders converge on the beachfront every Independence Day to watch friends, family and visitors enjoy a parade filled with veterans, old timers, kids on decorated bikes, community organizations, the occasional llama, government officials and the colorful theatrical characters that make South Whidbey unique all costumed in their best Fourth of July attire.

Another waterfront park in greater Clinton is Dave Mackie County Park on Maxwelton Road.

Restroom facilities, a play/picnic area and a baseball field are a few of the amenities for users in addition to the beach recreation area.

An environmental organization called Whidbey Watershed Stewards adds education to recreation. It offers training and community events to promote watershed health in Island County. Elementary school students can attend classes, and community service planting along streams and the monitoring of water quality are options for older students and adults. Visitors can also enjoy a self-guided trail at the Maxwelton Outdoor Classroom.

Five libraries offer a variety of resources on Whidbey Island

One of the highlights of 2011 was the upgrade to a new online library catalog. The new system makes it easier for customers to search for their library materials, keep better track of their holds and have a more personalized library experience.

For children, Ready Reader story times promote early literacy. The libraries also offer various programs for children, including musical sing-alongs, educational activities and the K-9 Kids Read program, which allows children to practice reading aloud to a patient dog.
