A suspect in a recent slew of indecent exposure offenses in Puyallup and Sumner was arrested Feb. 9.

The 21-year-old Puyallup man—an active duty soldier with the U.S. Army—was picked up at the Riverside Park Apartments by officers of the Puyallup Police Department.

A man was reported to have exposed himself during two separate incidents recently in Sumner.

Mother-daughter team battle cliches, bullying Bonney Lake pair will compete at Washington Plus America Pageant

Raven Hopen has been competing on the pageant circuit for several years, including the national

All-American Girl pageant, but she is yet to walk off the runway with a title.

She has won several of the “optional” awards, including Miss Congeniality in both the Washington state and national levels of All-American Girl competition.

Bonney Lake moves ahead with plans for public works yard The Bonney Lake City Council is preparing to move forward on plans to build a new public works facility and yard on cityowned land at 96th Street East.

City officials plan to construct a new, $11 million to $13 million building and yard to replace the current facilities, which are now behind city hall and are inadequate to serve the needs of a growing city.

According to Public Works Director Dan Grigsby, the current yards were built when the city’s population was approximately 8,000, about half of the current number of residents.

“We’ve got a lot more utility lines in the ground and a lot more roads to maintain,” Grigsby said, adding the present yard gets so stacked with vehicles at night that employees find getting to the one they need can be difficult.

“If you need a vehicle during an emergency … you have to move several vehicles to get to it,” he said.

Work on a new facility has been under way for several years, but the plan was shelved in 2009 following the economic collapse in 2008.

But work has begun

anew and council members on Feb. 7 heard a presentation about the new yard from Rex Bond of ARC Architects.

According to Bond, the yards and buildings are designed with a population of 40,000 in mind, meaning the facility would be good for the foreseeable future. Along with an administration building, heated garages, covered parking bays and storage areas, the design contains land set aside for a potential police impound yard and room for an animal control area, should the city opt out of the Metro Animal Control contract and go it alone.

Bond said estimates on the construction ran near $14 million, including $7 million in site requirements – like an on-site retention pond and the removal of dirt, as well as the leveling of the land – but includes items that can be taken out as needed, leaving the amount closer to $11 million.

Bond also said the estimate is from 2010 and current estimates show a bigger savings because of a slump in the construction industry.

White River High School named a ‘top-performing’ school

the State Board of Education White River High School was the recipient of a Washington Achievement Award, celebrating the top-performing schools and recognizing achievement in multiple categories.

Lockyer explained the highly selective award is based on the school’s performance according to the Washington Achievement Index, a comprehensive measurement of how schools in Washington are performing over time.

The Washington Achievement Award is given to elementary, middle, high and comprehensive schools in seven different categories: overall excellence, language arts, math, science, extended graduation rate (high and comprehensive schools only), improvement and closing achievement gaps.

“We were very excited,” WRHS Principal Mike Hagadone said. “It certainly, I think, validates the work that our teachers and our students are doing is paying off.

“What’s significant is it is simply based on our data and that all our kids in the subcategories and extended graduation rates and schools like us.”

the award, 14 were comprehensive or traditional like White River, the others were magnet or alternative schools like Avanti in Olympia.

The Washington Achievement Award celebrates schools for overall excellence and special recognition in: language arts, math, science, graduation rate, improvement and closing achievement gaps and honors schools at an annual ceremony hosted by the SBE and OSPI. Schools are selected based on their statewide assessment data for the three previous years. This data is analyzed using the Achievement Index and methodology approved by both OSPI and the SBE. The award is important because the State Board of Education and Superintendent Randy Dorn recognize the effort educators, administrators and families are putting into making schools the best. They also know schools need a reliable and fair tool to help make sense of assessment data and align those data with state and national priorities.

The public hearing will take place at 6 p.m. March 8 at the Pierce Transit Training Center, 3720 96th Street SW, Lakewood, Wash. The PTIC will accept public comment on the new proposed boundary for Pierce Transit.

“I felt like that was a factor in it,” she said. “It wasn’t so much skill-based or talent-based; it was how you looked on stage.”

Because of that, when Latasha Raines, executive director of the inaugural Washington Plus America pageant and a former Miss Plus America herself, approached Raven and her mother Kym Hopen about competing in the Washington Pageant, she decided to take a chance, though not without giving it some thought.

But then she thought about the modeling agencies and it changed her mind.

“I know it’s not going to be an issue,” she said, adding, “I don’t look at it any different from a regular pageant and I don’t think anyone else should either.”

“It levels the playing field,” said Kym, who was also talked into competing in the pageant’s “Mrs.” division, her first competition.

Kym said it will be nice to see a winner who is a not a “walking stick” for a change.

“Who’s to say the size of my clothing makes my platform any less important,” she said.

Though Kym had never competed in a pageant, Raines also approached her at the same time and encouraged her to join, though Kym said she

OBITUARY JAMES DURGIN Buckley resident James Durgin died Feb. 5, 2012, at the age of 56.

He was born April 26, 1955, in Burien, Wash., to Claude and Jean Durgin. The family moved to Enumclaw when he was 5 years old and graduated from Enumclaw High School. As a teenager, he worked at Crystal Mountain.

He met his future wife, Karen, in 1977 while working at Farman’s pickle factory and they were married Oct. 6, 1979, at Trinity Lutheran Church in Enumclaw. In 1986, he went to work for Boeing as a machinist. He was an avid sportsman who loved skiing, camping, fishing and target practice He was a member of the machinist union and Black Diamond Gun Club.

He is survived by wife Karen Durgin of the home; son Sam Durgin of Kent; daughter Sarah Durgin of Buckley; mother Jean Durgin of Enumclaw; brother Tom Durgin and wife Patty of Buckley; and sister Lynn Bridge and

originally said no because she was unsure of herself and her physique, though Raines was persistent.

“She said ‘you’re falling into exactly what we’re trying to get away from,” Kym said. “I thought, ‘Oh no! I am!’”

Then Raven turned the tables on her, telling her mother to lead by example and not be afraid, as well as get an opportunity to see what a pageant is like through the eyes of a contestant instead of from the sidelines as a mom.

It was enough to persuade Kym to give it a try.

“I’m just going to buck up and go for it!” she said.

This weekend, the mother-daughter team from Bonney Lake will each get up to represent their hometown and strut their stuff in hopes of bringing home the title.

So is Raven offering her mother some advice on her

first pageant?

“You could say that,” Raven said with a laugh, but added that she has turned her mother’s “you decide what you want to do” lines back on her for a change.

“I said ‘You can;t use that line on me!’” Kym said as both broke into laughter.

But Kym describes being on the stage instead of next to it as “nerve-wracking,” adding that while she considers herself outgoing and comfortable with herself, being on stage is a different story.

“I have a higher level of respect for Raven or any person who can get through any level of events,” she said.

The pair will both be promoting an anti-bullying platform, something the Hopens have had to deal with in the past.

“It’s something that’s close to both our hearts,” Kym said.

A fond farewell to our readers It’s time.

Without going into the hows and whys, I tendered my resignation to The Courier-Herald Feb. 1 and my last day is scheduled for Monday, Feb. 20.

It was not a decision made lightly. I love sharing your stories and keeping the folks in town up on what’s happening. I firmly believe community is the key to community journalism and community newspapers. It’s about people. It’s about caring. It’s about heart and soul.

Editor Kevin Hanson says I care.

Perhaps that is why it is more stressful at times to do the Brenda Sexton job. It also makes Reporter it harder to leave this job behind.

I started right after college graduation in 1987.

I’ve done some fun things. I trained with members of the British Army and played war games at Fort Lewis. I’ve seen the view from the SunTop Lookout.

I’ve whitewater rafted the Green River and woke up in the middle of the night to witness a home birth.

I went mushroom picking with folks in the area and I’ve been face to face with an ostrich when that was the fad on the Plateau. I saddled up a horse and jumped into a covered wagon to mosey down the John Wayne Trail. I rode shotgun at about 80 miles an hour in a modified street car over logging roads as part of a road rally.

It’s not been all fun and games. My first stories out of college were a death investigation and a lost hunter.

I’ve been right there for plenty of sporting events and enjoyed covering the Sumner High football, tennis, and golf teams and spending time with the Lady Spartans swim team as they come oh-so-close to that state title each year. And who can forget my

Really, senator? Those in same-sex domestic partnerships do not have survivor pension benefits and the same rights of inheritance that a spouse would have. Domestic partners have to carry their health care directives with them whenever they travel, because the partner does not have the same legal rights as a spouse. If one partner works for a company who self insures the employees medical insurance, the employee’s partner could be uncovered.

A loving home with a father and a mother is simply a fairy tale in 50 percent of our marriages.. We can let these children pass through the foster care system until they are 18, providing them with an unstable and often abusive childhood at taxpayer expense or we can provide a legally married couple who will love and protect them.

As this legislation will most likely be on the ballot this fall, it is important that we obtain correct information.

Dignity Memorial’s Barney Wharton wants to protect seniors from financial predators

Some people might think they’re scam-proof, that no one could get a hand in their pocket on the sly. Barney Wharton, on the other hand, knows that is easier said than done.

“Protecting yourself against a con doesn’t take any physical strength or stamina,” Wharton said. “It’s about knowledge.

“The success of a con depends on two things: the skill and experience of the con artist, and the degree of the victim’s awareness and ability to end the con. We’re here to teach you how to end the con.”

The Community Outreach Director for Dignity Memorial was present at Stafford Suites to give the first of a monthly series of talks on Smart and Safe Living for seniors. The seminars are free to attendees, funded by a non-government organization grant.

Rule No. 1: Make your trust hard to earn

“Just because I’m a goodlooking guy and I can talk a pretty song doesn’t mean I should have your trust,” Wharton said.

Natural skepticism is the first line of defense against a scam, he said. If something doesn’t feel right, the safe bet is to stay away.

To drive home the importance of the point, Wharton recalled the recent embezzlement of charity funds by a Lakewood police officer.

However, he emphasized that in an emergency it is necessary to trust a public safety officer.

Rule No. 2: Don’t be fooled by appearances

“They could come in business wear or contractor’s clothes, but they’re still the same con artist,” Wharton said.

Professional con artists are separated from professional actors by intent only. Because a con artist’s goal is to trick the mark into making a bad decision, he adopts a persona that will earn trust.

In other words, don’t let ample wool excuse the telltale signs of a wolf.

Follow these tips to help you during your next visit: • Start a Medication Diary — A day or two before your next visit to the doctor’s office sit down and start a medication diary. Write out all of the medications you are currently taking. List the name of all over the counter medications, vitamins and prescription drugs, along with the dosage, why you take it and if you are no longer taking it, why. List any side effects you may have had while taking a particular drug. Be open with your health care provider. Certain unregulated health-related products like herbal supplements can interact with prescription drugs or affect the way they’re metabolized. These products should be entered in your medication diary. The more involved you are with your care the better care you may receive.

• Ask Questions — When getting a new prescription ask questions. Ask why the doctor is prescribing the new drug. What side effects to expect and how long you will be taking the medication. Questions like these keep you informed and involved in your own care. If you aren’t comfortable taking a new medication, tell your doctor. You are in charge of your body and your doctor needs to know how you feel. If you are on any high-risk medications ask your doctor for a 24-hour emergency phone number. He should be willing to give you this information if they feel it is necessary to put you on such medications. This should save you from unnecessary office visits in the future to follow-up on medication issues.

• Genetics Are Powerful ­— Write down anything and everything you can remember about your family health history, past and present. As trivial as it may seem to you it may be the answer to your problem when your doctor puts the pieces together.

Follow these tips whether you are seeing a doctor for the first time or going to see your family doctor that you’ve known for 25 years.

Remember knowledge is power and nowhere is that more true then when it comes to your health.

Take it to heart: disease can be prevented

Heart disease is the No. 1 cause of death for men and women in the United States.

Also called coronary artery disease, it is a condition in which fatty deposits (plaque) build up in the arteries. These deposits cause arteries to become blocked, restricting flow of blood and oxygen to the heart.

We know a lot about what causes heart disease and things individuals can do to prevent it. To reduce your risks: • Quit or don’t start smoking; • Balance your calorie intake and physical activity to maintain a healthy body weight;

• Consume a diet rich in a variety of vegetables and fruits; • Choose whole-grain, high-fiber foods. Good choices include whole wheat, oats/oatmeal, rye, barley, brown rice, buckDr. Donald Lee wheat, bulgur, millet and quinoa; • Consume fish, especially oily fish, at least twice a week (about 8 ounces per week). Oily fish like salmon, mackerel and sardines are rich in the omega-3 fatty acids (eicosapentaenoic and docosahexaenoic acids); • Limit your daily intake of saturated fat

(found mostly in animal products) to less than 7 percent of total calories, trans-fat (found in hydrogenated fats, commercially baked products, and many fast foods) to less than 1 percent of total calories, and cholesterol (found in eggs, dairy products, meat, poultry, fish and shellfish) to fewer than 300 mg per day. Choose lean meats and vegetable alternatives (like soy). Select fat-free and low-fat dairy products.

• Grill, bake or broil fish, meat and skinless poultry.

• Use little or no sodium (salt). Reducing sodium can lower blood pressure and decrease the risk of heart disease.

• Cut down on beverages and foods containing added sugars (corn syrups, sucrose,

glucose, fructose, maltrose, dextrose, concentrated fruit juice and honey.)

• If you drink alcohol, do so in moderation. The American Heart Association recommends limiting alcohol to two drinks per day for men and one drink for women.

A person’s age, gender, family and medical histories, and environmental factors can also affect the tendency to develop heart disease. Consult with your primary care physician or professional health care provider for guidance about steps you should take to keep your heart healthy.

The reverse is true of Roth IRAs, introduced in 1997 and named for Senator William V. Roth, Jr. Contributions to a Roth IRA are made with aftertax cash-equivalent assets, but are completely tax-free when withdrawn at retirement.

Other IRA variations include: • Simplified Employee Pension IRA: an employer makes retirement plan contributions on behalf of his employee (or, in the case of a self-employed individual, himself), in the employee’s name. Introduced as an alternative to pension plans for which the employer was financially liable.

• Savings Incentive Match Plan for Employees (SIMPLE) IRA: For every contribution to this plan made by an employee, the employer must match it up to the annual contribution limit.

• Self-Directed IRA: Whereas the holder of another IRA might direct his financial institution to make certain investments with IRA funds, the selfdirected IRA makes its holder directly responsible for all investments.

Through 2012, contributions to IRAs are limited to $5,000 per year for persons less than 50 years old, and $6,000 for workers older than 50, according to the Internal Revenue Service.

Contributions are restricted to earned income. If you earn only $3,500 in a given year, you cannot contribute more than that amount; not even from your savings.

Contribution limits have risen in the past to adjust for inflation—the original limit was $1,500—and may continue to rise.

An IRA can be opened with your local bank, a life insurance company, a mutual fund, or stockbroker.

A word of caution: carefully research any IRA investments any financial institution offers; high-risk ventures, while seductive, run counter to the slowand-steady principles of retirement investments.

Any institution that offers “IRS-approved” investments carries a big red flag: the IRS released a public service announcement

in 2009 warning taxpayers that the IRS does not approve any investments, regardless of their veracity.

401(k) plans: immediate tax benefits and tax deferred growth

Employer-based 401(k) retirement portfolios are similar to traditional IRAs in the sense that taxes

on retirement funds are deferred to future withdrawals. But a 401(k) offers a greater annual contribution limit of $15,500 and—because contributions are deducted from your paycheck—what you pay into the plan immediately reduces your taxable

income.

If you are in a 25 percent tax bracket and contributed $100 in a given paycheck, you saved $25 in taxes and only effectively paid $75 to participate in the plan for that pay period.

There are no income limitations to receive the tax

credit on a 401(k), and some employers offer matching contributions.

401(k) holders must begin withdrawing funds the year after they turn 70 years and six months old.

Ask your employer if they offer a 401(k) plan and what it entails.

his wife Pat. Wharton “called” Pat with the news she had won an all-expenses paid vacation to Hawaii.

The catch was, the con artist might say, Washington state taxes all prize winnings; but the agency awarding the prize would

accept a check and pay the taxes on the “winner’s” behalf. The goal, of course, is to take the “tax” check and run.

Phone fraud scams are common and sophisticated, Wharton said.

Bonus tip: Don’t give away personal information over the phone. Con artists might inquire about seemingly innocent information such as relatives and the general area where you live.

Don’t be fooled; that information is more valuable to them than you think.

Again, the key to this tip is knowledge. A con artist may have all the external signs of running a legitimate business. But logos, business cards and credentials could easily be forged by anyone with a computer and a printer. Wharton advised contacting the Better Business Bureau and looking through the phone book to ensure a business is on the up-and-up.

Always insist on doing research before making a decision. The added upshot is that insisting on doing research can reveal a scam right away.

“There you are in your home, and a roofer comes to your door,” Wharton said. “He says, ‘I see you have a roof that needs to be replaced.’ He seems legitimate, and he even has a van with a company logo on it.

He says a job fell through and he can get you a really good deal.

“But then comes the

catch: ‘You have to act today.’ A con artist wants you to make your decision right now, before you have time to think.”

Rule No. 5: Never take a deal that requires cash upfront

A legitimate business will bill a client for services rendered, meaning payment is requested once the business has done its job. By contrast, a con artist wants to take the money and run.

Returning to the roofer example, the con artist might claim he can return to complete work on the roof if he receives a deposit amount up front, Wharton said. But once the deposit is received, he’ll be gone without a trace.

The safe bet is to refuse putting money on the table before receiving service.

That rule is trickier when participating in a financial deal, because investments require money upfront to grow. In those cases, always know who’s handling your money and how it’s being handled. If anything about the deal is mysterious or confusing, don’t invest.

Rule No. 6: Stop a con by stopping the conversation

“Preventing a con artist from getting his foot in the door is tricky for our generation, because we were taught to always be polite,” Wharton said. “But there is nothing wrong with doing

Panthers sending six to Tacoma Dome

The Bonney Lake Panther wrestlers finished fourth among 20 squads from around western Washington that made up the West Central District tournament Friday and Saturday and will be sending six grapplers to the state tournament.

The state meet will play out Friday and Saturday at the Tacoma Dome.

Included in the 20 visiting contingents welcomed into the Panther gymnasium for districts were the five top-ranked Class 3A teams in the state, which

included Yelm, Enumclaw, Decatur, Bonney Lake and Kelso.

Enumclaw claimed first place with 206.5 points, followed by Yelm, 194, Decatur, 163.5, Bonney Lake, 137.5, and Timberline, 137 points, which beat out Kelso’s Highlanders by two points.

At 113 pounds, Kelso’s Josh Newberg defeated Panther Colton Tracy 7-2.

At 120 pounds it always seems to shake down to Bonney Lake’s Andrew Cunningham and Enumclaw’s Tyke Reid and Saturday was no exception.

This time around Reid prevailed, compiling a quick five-point advantage, then

Five weight classes later, Bonney Lake finally had another grappler going in a championship confrontation, as 160-pound Chili Sabin faced one of the top wrestlers in the state at his weight, Decatur’s Nick Karis. Just when this match looked like it might go into overtime, Sabin pinned Karis at the 5:55 mark.

Panther wrestling fans didn’t have long to wait before witnessing more drama, as 170-pounder Jake Leuders battled Decatur’s

Rowland Gaydosh. The two wrestled to a 6-6 draw going into the third and final round, but it seemed Gaydosh might be the victor as he scored a single point midway through round three. But Leuders managed a takedown with six seconds left to score an 8-7 decision.

Joining those four at the big show this weekend will be BLHS 145-pound junior Matt Yuste, who finished fourth in his weight division and senior 182-pound grappler Evan Dorsey, who plowed through the consolation company to come out third.

Four gymnasts from the Sumner School District – a trio of Sumner Spartans and one Bonney Lake Panther – will represent their schools at this weekend’s state Class 3A/2A gymnastics meet.

Action runs Friday and Saturday in the exhibition hall at the Tacoma Dome.

Sumner’s Kimi Nakayama qualified for state in all four events – the vault, uneven bars, balance beam and floor exercise.

Fellow Spartan Sierra Tinsley qualified in vault, bars and beam, while Aja Ruswick

earned a state berth in the bars, beam and floor exercise.

Bonney Lake’s Mallory Zimbelman earned her Tacoma Dome trip by qualifying on the balance beam.

The state-bound quartet advanced through a subdistrict meet and last weekend’s district competition to advance to the state meet.

The Sumner High boys basketball squad, which finished second in the SPSL 2A with an 11-3 accounting, split two subdistrict games at Foster High, handing Port Angeles a 62-48 setback on Friday before losing to White River 49-42 Saturday to take the No. 6 seed into this week’s WCD tournament.

Sumner played No. 11 seed Eatonville Tuesday at Foss High, with results coming too late to include.

If the Spartans beat the Cruisers, they will challenge the Kingston High five at 6 p.m. Thursday at Foss High.

Should the purple and gold prevail against the Kingston Buccaneers, then Sumner will be assured of heading to Yakima’s Sun Dome for the WIAA Class 2A basketball state tournament. If Sumner loses to Kingston, the road to a state appearance will be more difficult to achieve, considering the Spartans would have to battle through the loser’s bracket and win three straight games.

Powers-Hubbard tops in freestyle, breaststroke Staff Writer

Sumner High’s boys swim and dive team finished district competition with a seventh-place showing.

Connor Powers-Hubbard, Severn Anderson and the 200-yard medley relay team braved the two-day meet to take spots in the championship finals.

Powers-Hubbard took first place in the 100 breaststroke with a time of 1 minute, 2.45 seconds, nearly 3 seconds faster than Interlake High’s second-place finisher. He took second place in the 100 freestyle with a time of 50.72.

Powers-Hubbard is state-seeded sixth and fifth in the breaststroke and freestyle, respectively.

Anderson joined Powers-Hubbard in the breaststroke championship finals, taking sixth with a personal best time of 1:08.74.

“He had a fantastic meet and I expect he will break (30 seconds) in his leg of the 200 medley relay on Friday,” coach Dana Powers said.

The 200 medley relay team—switched up to include Powers-Hubbard, Anderson, Sam Parks and Leandro Olivieri—finished in third with a time of 1:50.19, qualifying the foursome for state competition.

Josh Goodsell swam the 200 freestyle and 500 freestyle, although he was disqualified for the 200 finals for moving at the start. In the 500, he dropped his seeded time of 6:07.65 by nearly six seconds to 6:01.95, earning him overall 12th in the finals.

Diver David Kakuk qualified for state with a 252.0 score, his personal best.

Hunter Molen swam what Powers called, “an outstanding leg” in the 200 freestyle relay finals, cutting the water in 25.7 seconds. The team took ninth place.

Olivieri performed admirably in the 400 freestyle relay, helping the team take 10th.

By John Leggett After the Bonny Lake High girls basketball squad lost a one-game battle to Decatur Feb. 8 to determine which 3-7 squad would be the fifth seed out of the SPSL 3A into subdistrict play, the Panthers redeemed themselves for a sluggish season.

Playing the Hazen girls Thursday night, the Panthers did themselves proud behind an 18-point performance from Mekenzie Voellger, leading to a 43-31 conquest.

“I was really proud of the way Mekenzie played on both ends of the floor,” said Panther coach Thomas Ostrander, who watched his crew romp to a 24-21 lead at halftime and score a dozen points in each of the first three

“We also did a good job of stopping Airashay Rogers, who is going to University of Washington next year,” Ostrander said.

The Sumner High girls split in subdistrict basketball action by first getting the better of the Lindbergh Eagles 46-42 at North Mason High School midweek and then losing to Eatonville 58-36 Friday night at Clover Park High.

The Lady Spartans, who now stand at 12-10 overall, will be the sixth seed heading into West Central District action this week. Sumner’s first test will come at 6 p.m. tonight, Wednesday, at Foss High against No. 11 seed North Kitsap High.

Should Sumner win tonight, it will play No. 3-seeded Port Angeles at 6 p.m. Friday, also at Foss.

If the Spartans confront the Roughriders, they will be looking for a little revenge, as PAHS defeated Sumner during last year’s postseason play.

But don’t overlook the exciting growth form of the Waterfall Japanese maple, with cascading green leaves that turn bright gold each autumn or the more cold- and frost-tolerant Emperor Japanese maple. I also love coral bark maples and the pastel pink on the variegated leaves of butterfly maples. The truth is, all Japanese maples do well here and a visit to your local nursery will allow you to choose the best shape and size for your landscape.

I have a smoke tree that was badly damaged by wind this winter. The branches are gone on one side and half gone on the other side. Is this tree worth saving?

P.L., Maple Valley You are in luck because where there are smoke trees there is a surefire way to start over again. The smoke tree or Cotinus coggygria is one of the few trees that can be pollarded or cut right to ground level. Just leave a stump 6 inches tall. Do this extreme makeover with a sharp pruning saw in March and don’t worry. You’ll be rewarded with a flush of fresh new growth in a few months and you may become hooked
