Jim Hart withdraws from Kirkland Council race

But those properties mostly date to the 1960s, before the advent of a state shorelines-management act.

The lakefront properties often are about 30 units, with roughly the same number of parking spaces.

Dargey proposes a fourstory project with 143 units and 316 underground parking stalls. For comparison, a 1997 condo project called Portsmith, built at 108 Second Ave. S. above a downtown lot once occupied by a double-decker London bus, is 150 units.

To say the Potala project has attracted community interest is to vastly understate vehemence.

City files are filled with letters and e-mails protesting the project.

It’s criticized as too big, too dense, not fitting the neighborhood, and likely to cause traffic problems.

None of that’s true, says Dargey. “We’re building it within code. We’re not asking a variance,” he said.

Dargey points out the property was for sale for years, and many other developers tried to buy it, but none were successful.

He says he was able to make a deal by buying the north part of the site for $4

www.kirklandreporter.com million and negotiating a 100-year ground lease for the southern part because that’s what the elderly Portland owner wanted.

Dargey also argues that many concerns are unfounded, noting that an original 183-unit proposal has been reduced to 143 units and that issues such as parking are non-existent, with ample below-ground parking to be provided.

“There is no project out there that has two parking spaces per unit. One project would not increase traffic.”

He adds that the building will be the first on the Eastside to be built to full environmental standards known as LEED, including being completely nonsmoking, and won’t be targeted at low-income occupants, with rents starting at $1,500 a month.

“Our apartment will be one of the best,” he said.

Dargey notes that a Potala Village already exists, which he built in Everett, and others are under development in such locations as West Seattle.

All of them are named after Potala Palace, the traditional Tibetan home of the Dalai Lama, and symbolizing peace and harmony, said Dargey.

That’s not to say that Dargey operates entirely on a philosophy of altruism, and

real-estate offering statements for Potala Village in Kirkland suggest returns of as much as 10 percent.

“Of course,” says Dargey, explaining that he expects to make a profit. “I have investors all over the world.”

However, he added, he now is anticipating the Kirkland project will be financed without investors, at a cost of about $32 million, through straightforward bank loans.

That Dargey is able to undertake, and complete, such projects as Potala Village in Everett or Kirkland, is, of course, something of a mystery, since countless other developers have crashed in the economic downturn that began in 2008.

“I’m not a regular developer,” said Dargey. “My project is the only one built in the middle of the recession.”

Dargey says that’s because of the values he’s adopted in his life, which include disdaining many of the trappings of wealth, such as big houses and fancy cars.

“We live in one of the best places on earth,” he says of the United States. “We have no appreciation of what we have. Before I think of myself, I think of others first. Why do we need five or six cars to live? We don’t need 6,000 square feet for one person. I do this work because of what I like. I’m not interested in making huge money, I just

want people employed.”

As for the objections to the proposal, Dargey says the real concerns are based on fear.

“They don’t like change,” he said. “It’s not just me. Every Eastside developer has been trying to get that property for years now.”

Dargey says he’s planning for a construction start next summer and that’ he’s unlikely to make many substantial changes, such as

dropping the number of units to about 100.

“I don’t think so,” he said.

The city’s review process for the property is scheduled to extend well into 2012. Last April, the city concluded the proposal passed a roadconcurrency test, but that finding was appealed and is being reconsidered. The city is accepting comments on the appeal through Tuesday.

In addition, since part of

the land is within 200 feet of Lake Washington, a state shoreline Substantial Development Permit is required.

An environmental review under the State Environmental Policy Act also is required, with the city withdrawing an earlier determination of non-significance on Aug. 4.

Preparing the EIS is set to take through next April. A building-permit review will begin following those processes.

Classic car show moves to Tacoma

The annual Kirkland Concours d’Elegance event that has drawn thousands of car enthusiasts to Carillon Point’s

waterfront over the past nine years is moving to Tacoma.

The all-volunteer Concours board agreed to legally transfer ownership to the non-profit LeMay–America’s Car Museum (ACM) in

Tacoma after the event that was held earlier this month in Kirkland.

City and business officials expressed their disappointment with the decision.

“I’m so sad,” said Mayor

Joan McBride. “I think what strikes me the most is the Concours is such an elegant event and Carillon Point is such an elegant venue – it was very fitting.”

Bill Vadino, the executive director of the Greater Kirkland Chamber of Commerce, said, “Of course, we’re disappointed, but let’s

celebrate the legacy of nine years of this event that has raised approximately $1.5 million for the hospitals.” Seattle Children’s Hospital will remain a primary beneficiary of proceeds from the event.

The transfer will also be a loss for younger car

aficionados. Dozens of Lake Washington School District students have served as event judges over CONCOURS the years, learning judging etiquette and what characteristics to look for when judging.

Concours chairman Jeff Clark said the new partnership with ACM gives the car show a “home that’s at the heart of the collector car community in the U.S.,” he said in a press release. “As a board, our goal has always been to insure the long-term viability and significance of the Kirkland Concours.”

The board will remain as a working Founders’ Committee to help with the transition and production at the new location, Clark noted.

“This will provide continuity and help retain the high caliber sponsors, judges and participants the Kirkland Concours is known for,” added Clark.

Phil Smart, a MercedesBenz dealer in Seattle, has also agreed to remain as title sponsor of the event.

Starting in 2012, ACM will oversee the production, planning and administration of the non-profit Kirkland Concours d’Elegance.

The “Phil Smart Kirkland Concours d’Elegance, presented by America’s Car Museum” will take place Sept. 9, 2012 at ACM’s Haub Family Field in Tacoma. The 3.5-acre show field has ample room to accommodate all of the Concours’ classic coupes, sedans and sports cars.

Scot Keller, chief marketing communications officer for ACM, said the museum has long been a supporter of the Concours as an event sponsor.

“Our CEO and museum have been involved with the board for years. The founding members of the Concours are all people we know well and have great relationships with,” said Keller. “We’ve been very interested in supporting the event and had a vision for continuing to help it grow.”

The event will also become a signature event for the museum, said David Madeira, CEO of ACM, the Tacoma automotive museum that will open its nine-acre campus in June 2012. “The Kirkland Concours ranks among the top five Concours in the nation and has become the premier event of its kind in the Pacific Northwest,” said Madeira in a press release, adding, “I salute ... the Concours board for having faith in ACM to assume stewardship of this fabulous event that is known by car collectors around the world.”

The King County Council has worked very hard over the last four years to keep the county’s financial health from deteriorating during the worst economic crisis since the Great Depression. This year, we are facing a new reality. Even though revenues are starting to improve, they are not growing at rates that will sustain us. But a crisis can also be an opportunity.

The County Council continues to ensure that your tax dollars are used wisely within our balanced budget. We are working smarter, finding efficiencies and initiating reforms that have transformed King County government.

In the last four years, we have cut $233 million of our General Fund budget, which for 2011 is $618 million. These dramatic cuts affect a fund that is responsible for the operation of public safety and criminal justice agencies, the public health programs that protect us from pandemics and inspect the restaurants we visit, and a wide range of government services from assessments to elections.

Those cuts have created an opportunity for the county to think beyond lost revenues, and concentrate on what could be done with the resources available.

What has been the result of that thinking?

Most county employees giving up their cost of living increases— a savings of $23.5 million.

Our continued success in the implementation of prevention programs and therapeutic alternatives to incarceration— such as our nationally recognized Drug and Mental Health Court programs.

These programs provide alternatives to incarceration such as counseling, education and job training, and save the county money.

Transforming the health of King County employees. The savings from the Healthy Incentive program supported by the Council will reduce the county’s health care budget by $61 million in the next two years. These savings will be redirected to preserve government services that would have been cut, such as public safety and public health.

Public/private partnerships, like the one we have with HealthPoint – a partnership that helps keep the doors of many of our public health clinics open.

Using technology solutions to save costs. We have streamlined electronic court records in Superior Court, which reduces costs and makes records more easily accessible to the public and law enforcement online. And this year a pilot project in the Council’s

Government Accountability and Oversight Committee implemented the use of electronic meeting materials. It’s a practice that can be replicated across other county agencies and can make a real difference.

Reforming the way animal services are provided to the unincorporated communities of King County. The county’s new regional animal services program, a collaborative effort between the county and 27 suburban cities, spreads the cost of animal control, sheltering and licensing. This model has a more sustainable income level, a record low euthanasia rate, a growing volunteer and foster program and it strengthens animal cruelty investigations.

Process improvements in the King County Assessor’s Office. A new method for the delivery of annual property valuation notices will save $120,000 in annual postage costs and promote staff efficiencies.

We have reformed our government without dipping into the County’s “Rainy Day”reserve. And while credit scores for governments across the country are slipping, we have maintained the County’s AAA credit rating, allowing us to refinance money at lower interest rates.

In 2012, the Budget Leadership Team is committed to continuing our reforms. We will challenge all county agencies to find three percent savings by doing their work more efficiently, and we will continue to consolidate county facilities and programs to contain

costs.

Despite our efforts, major challenges remain.

One example is the crisis in the preservation of our county roads.

Due to continued annexations and a funding formula mandated by the state, our roads budget faces significant cuts in 2012.

Restructuring of our roads funding system is necessary. Without it, over time, there will be diminished regular maintenance and storm response and potential road closures in our unincorporated areas.

We must also prepare for a state budget shortfall of $1.4 billion, which will likely mean further cuts to critical county services, especially public health. After four years of cuts, there are no easy cuts left. That’s why your involvement in this process is vital.

Over the next seven weeks, the Council will review all aspects of the budget. During that time we urge you to get involved: come to one of our three special night meetings on the budget, get updates on our budget web page (www.kingcounty.gov/council/budget), and watch the budget meetings on King County Television (KCTV).

We want you to be our partner in this budget and in the continuing reform of King County Government.

Nixon uses misleading statistics No one likes taxes. It’s worse when candidates misuse statistics about taxes in order to get your vote.

Toby Nixon says that Councilwoman Greenway voted for an 8.86 percent property tax increase in 2005.

He said it on Kirkland Views and at the Chamber/Rotary candidate fo-

rum. That sounds outrageous, doesn’t it? However, it’s not accurate.

Mr. Nixon has plucked the “8.86 percent” out of the City’s Ordinance 4025 in a reference to the council’s approval of a provision known as “banked capacity.” The council did this to fund 13 new public safety positions, including a five-person “proactive unit” for the Police Department and an additional medical aid unit at the Juanita/Totem Lake fire station.

However, the council’s vote on property taxes didn’t increase taxes on your home by 8.86 percent. Instead, they approved a total millage increase – including the banked capacity – from $1.305 to $1.322, an increase of 1.7 cents. For example, this means the council’s

2005 vote increased the annual tax on a $400,000 home by $6.80 per year.

That’s less than $10 per year. If that same property appreciated in value by $36,000 between the two years, the total increase in tax approved by council – including the increase due to the appreciation in the property – was $54.39 per year. That’s nowhere near an 8.86 percent tax increase and a small price to pay for the increased public safety benefit.

So if someone tells you that Greenway increased your property taxes, now you know that is a misleading campaign spin. If you want your elected officials to tell the truth about taxes and finances while protecting public safety, please join me in voting for Jessica Greenway for re-election.

Back to the ‘80s: a chance to re-do the prom – as a grown-up prom.

“I never went to prom, so this is my first,” she said.

Adult proms are popping up all over the country, giving parents a night to relive and re-do their prom night, or just attend one for the first time ever.

This time around, Madison and her friends didn’t have to worry about their parents’ strict curfew or getting

It all began about eight months ago over a couple glasses of wine. Greg and Molly Sparhawk and Cory and Amy Sandahl chatted about the good ol’ days in high school. Greg offhandedly mentioned they should have a prom again.

“We were talking about how it would be nice to be able to do those things as an adult and not have any of those things that weigh over your head as a teenager,” said Sparhawk, who noted that he had an awkward high school prom. “I never felt confident enough to be the person I

A live band, comprised of the prom organizers, rocked the stage as the couples boogied to “My Sharona,” by The Knack. Madison, the lead singer, and her sister belted “Love Shack” by The B-52’s while Sparhawk played the bass guitar in his U.K. punk outfit. At the end of the night, Kelly Lawrence and Julie Lynch were named Prom King and Queen. Adorned with a crown and tiara and royal sashes, they danced together to “Forever Young”

by Alphaville blaring from the speakers.

As with any prom, some couples went out to dinner beforehand. Some ran into Lake Washington High School students there.

“We timed it so when we’re out having dinner with our lovely wives,” said Sandahl, “the future generation could gaze into the eyes of our generation to see exactly what it looks like to have prom on the other side.”

After a full night of dancing in high heels, bright frilly dresses and tuxedos the couples trickled back home, back to their lives as parents again. “As an adult when you have kids and you’re so engrossed in their lives, it’s important to put some focus back on yourself sometimes and remember what it means to have fun,” said Sparhawk.

Maybe even more fun than they had at their prom in the actual ‘80s. “Compared to this, it was actually pretty lame,” said Clark.

However, changing demographics could cause this growth to slow in coming years.

You may be surprised to know that between 20002010, the U.S. population grew faster than Chinaâ&#x20AC;&#x2122;s (9.7 percent in U.S. vs.

5.8 percent in China). For the past 20 years, Chinaâ&#x20AC;&#x2122;s economic boom has been [ more CHINA page 13 ]

U.S. Yet, for all its might, there are some glaring holes that might trip it up over the coming years â&#x20AC;&#x201C; with media censorship being just one.

Chinaâ&#x20AC;&#x2122;s surge is really a case of dĂŠjĂ vu. For much of recorded history, China was the worldâ&#x20AC;&#x2122;s largest economy. Even into the early 1800s, it accounted for 30 percent of the worldâ&#x20AC;&#x2122;s GDP, according to The Economist. But, like many empires before it, China spectacularly flamed out over the next century. By the mid-70s, the disastrous reign of Mao Zedong had come to an end and China was near rock bottom.

In 1978, new leader Deng Xiaoping laid out a vision of economic reform that has propelled China to unprecedented growth.

Just as soon as the story about Weiwei came on, the TV screen went black. About 90 seconds later, CNN returned to the air in the middle of a new story.

China has had a onechild policy since 1979 and it resulted in the â&#x20AC;&#x153;non-birthâ&#x20AC;? of about 250 million babies, according to Time Magazine.

As a result, Chinaâ&#x20AC;&#x2122;s population is aging rapidly. Today, 12.5 percent of Chinaâ&#x20AC;&#x2122;s population is over 60.

By 2020, it will hit 20 percent and by 2030, 25

percent, according to The Economist.

Worse yet, the working age population will start to decline in about 2015, according to the United Nations. Fewer workers supporting a growing elderly population is not a recipe for economic growth.

Of course, China could reverse its one-child policy and rev up population growth, but that would likely cause other problems such as food shortages or environmental issues.

As the demographic shift causes the labor market to tighten, wages have already started to

rise, which ultimately is inflationary and may make the country less competitive.

While itâ&#x20AC;&#x2122;s easy to look at Chinaâ&#x20AC;&#x2122;s growth over the past 30 years and extend it for another 30, changing demographics is one of several hurdles that could put the brakes on growth.

Sammamish steals Kang’s homecoming with overtime win

LAKE WASHINGTON BASKETBALL PLAYER COMMITS TO PENN Lake Washington basketball player and senior, Darien Nelson-Henry has committed to play basketball for the University of Pennsylvania.

The 6 foot 10 inch center, verbally committed to the division I school at the end of September.

Pennsylvania is coached by Jerome Allen, who played in the NBA, and for the Quakers at Penn. This is his second year as head coach.

Last season the Quakers, playing in the Ivy League Division, finished with a 7-7 league record and were 13-15 overall, for a fourth place league finish.

This past winter NelsonHenry helped the Kangs to the district tournament, where they lost to Rainier Beach, ending the season with a 15-11 record.

n a night reserved for fancy cars and pagentry, the Lake Washington football team took center stage against Sammamish on Sept. 30.

The game was pushed into overtime after a 42-42 tie at the end of regulation, following Totem’s touchdown with 47 seconds on the clock in the fourth quarter.

Prior to the overtime period, the team’s traded touchdowns all night, ending the first half with a 14-14 score. After the homecoming parade, the teams reemerged to tackle the second half.

Sammamish struck first with a touchdown run in the third quarter for a 1714 lead. Then the Totem’s found their way through Kang defense, with a failed kick for a 20-14 game. Lake Washington answered with a touchdown of their own

with 8:37 on the clock to make it a 21-20 game for the Kangs.

Sammamish’s Austin Lee, a senior quarterback, made his second touchdown of the night with 6:46 left in the third to give the Totems a 26-21 edge.

In the next 18 minutes the teams would score five more touchdowns, followed by the Totems final points in overtime.

Lake Washington’s Daniel Porras, a junior running back, made a touchdown run with 4:58 left in the third to lift the Kangs to a 28-26 lead. The Totems answered with 3:15 on the clock to boost the score to 34-28, before Lake Washington scored again with 1:46 left to steal the lead with a 35-34 score.

With 12 minutes left to play in the game, the Kangs put some space between the two teams with a touchdown at 10:02 in the fourth. The score was 42-34. But Sam-
