Letter from the President

Dear IPLOCA Members and Friends,

As we move into early summer, and into a landmark year for our Association, I am reminded once again that what makes IPLOCA truly special is not only the strength of our industry, but the strength of our community. The past months have been busy, productive and energising, bringing together members and partners across regions to exchange ideas, learn from one another and strengthen the relationships that lie at the heart of IPLOCA.

A highlight of our spring calendar was the IPLOCA America North Regional Meeting, held on 11 March 2026 at the Hyatt Regency Houston West in Houston, Texas. The meeting was a great success, bringing together approximately 220 participants representing more than 121 companies. It provided a vibrant forum for discussion on market dynamics, emerging technologies, and the opportunities and challenges shaping our sector, reflecting the depth and engagement of our membership.

In April, we continued this positive momentum with innovation firmly in focus during the IPLOCA Novel Construction Spring Session 2026 in Mallorca, held on 15 and 16 April. The session welcomed around 80 attendees from across the globe and showcased the collaborative spirit of IPLOCA, with a strong emphasis on practical innovation, shared experience and forward looking solutions. Discussions ranged from sustainability to technological advancement, highlighting the industry’s commitment to progress and excellence.

Alongside the Novel Construction Spring Session, we marked an important milestone for our younger members through a dedicated NextGen day on 14 April, which I organised with 16 NextGen participants. This initiative was designed to strengthen in person connections, foster collaboration across borders, and support the development of a truly global NextGen network. It is an initiative I remain personally committed to nurturing as we look to the future of our Association.

Looking ahead, I warmly encourage you to join us at the IPLOCA Europe Mediterranean Regional Meeting on 17 June 2026, hosted at the Pullman Paris Tour Eiffel in Paris. This event is particularly meaningful as we celebrate IPLOCA’s 60 th anniversary, returning to the city where the Association was originally established in June 1966. The Regional Meeting will be followed by our Board Meeting from 18 to 20 June, also at the Pullman Paris Tour Eiffel, and together they promise to be both reflective and forward looking gatherings.

On a personal note, earlier this year I had the pleasure of attending the Distribution Contractors Association 65 th Annual Convention in Miami Doral with Georges Hage, IPLOCA Executive Director, and his lovely wife Myrna. It was genuinely rewarding to reconnect with so many friends and colleagues and to engage with members of our wider industry, reinforcing the strong relationships that extend beyond our Association.

The months ahead will remain just as active and equally exciting. In addition to our June meetings in Paris, we continue building towards our flagship gathering in Athens. As reflected in our Convention communications, we are preparing a programme that truly captures both the substance and the spirit of IPLOCA. It will combine meaningful business discussions through our meetings and member initiatives with the opportunity to experience Greece’s unique heritage and hospitality. Athens is a city where history and modernity exist side by side, making it a fitting and inspiring setting as we celebrate 60 years of IPLOCA, while looking confidently to the future through technology, innovation and the continued growth of our NextGen community.

I would like to thank all members, partners, speakers and sponsors who support our events and initiatives, and I extend my sincere appreciation to Georges Hage and the IPLOCA team for their continued dedication and hard work. As IPLOCA marks its 60th anniversary in 2026, it is worth returning to its origins in Paris in 1966, when a small group of international pipeline contractors came together with a shared conviction: that collaboration, knowledge exchange, and mutual respect could strengthen an industry operating across borders, cultures, and political systems. At its heart, IPLOCA was founded to give contractors a collective voice, to promote technical excellence and safety, and to create a forum where experience could be shared openly for the benefit of all. Six decades on, those founding principles remain strikingly relevant. In an industry still defined by risk, complexity, and long-term responsibility, the need for trust, cooperation, and shared learning is as strong as ever.

Over the past sixty years, the way pipeline projects are delivered has changed profoundly. Advances in materials, construction methods, AI, digital tools, and project management have transformed efficiency and precision, while expectations around safety, environmental protection, and social responsibility have grown significantly. IPLOCA has evolved alongside these changes, expanding its technical guidance, safety initiatives, and knowledge-sharing platforms to reflect the realities faced by its members. This evolution is reflected in the work of dedicated committees, including HSE & CSR and Innovation, which help translate shared experience into practical guidance and initiatives that support continual improvement across the industry.

IPLOCA’s identity has been shaped decisively by its international membership. With contractors operating in every region of the world, the association reflects a wide diversity of regulatory frameworks, environmental conditions, and cultural contexts. Bringing together regular members, associate members and corresponding members operating in every

region of the world, the association reflects a wide diversity of regulatory frameworks, environmental conditions, and cultural contexts. This global exchange of experience is one of IPLOCA’s greatest strengths. Lessons learned in one part of the world often prove invaluable elsewhere, whether in managing challenging terrain, engaging with local communities, or navigating complex permitting processes. Through its committees and working groups, IPLOCA provides structured platforms for this exchange, enabling members to learn from one another while recognising the very different conditions under which projects are delivered.

A strong sense of community has been central to IPLOCA’s longevity. Beyond technical excellence, the association has always placed value on personal relationships and professional respect. Annual convention, regional meetings, Novel construction sessions and committees’ activities create spaces where members can speak candidly, learn from one another, and build long-term connections. At the same time, IPLOCA continues to invest in the next generation of pipeline professionals through its NextGen initiatives and long-standing Scholarship Programme, creating opportunities for younger engineers and professionals to engage with the industry, develop their skills, and become part of the IPLOCA community from an early stage in their careers.

Raising standards across the industry has been another defining contribution of IPLOCA. Through collaboration with members, industry partners, and other associations, IPLOCA has helped promote improvements in safety performance, environmental stewardship, and construction quality. The HSE & CSR Committee plays a central role in this effort, supporting the development of guidance, sharing best practices, and reinforcing a culture in which safety and social responsibility are fundamental. As projects become more complex and more closely examined by stakeholders, collaboration is no longer optional, it is critical. Shared standards, open dialogue, and collective problem-solving enable contractors to meet rising expectations while maintaining the highest levels of professionalism.

As the global energy landscape continues to change, pipeline contractors are increasingly involved in new applications such as CO₂ transportation, hydrogen networks, and other low-carbon infrastructure. IPLOCA sees its role evolving to support members through this transition by facilitating the exchange of knowledge, addressing emerging technical and regulatory challenges, and ensuring that lessons from traditional pipeline construction are applied to new energy systems. The Energy Transition Committee provides a focal point for this work, helping members navigate new opportunities while the Innovation Committee supports the adoption of new technologies and

approaches that will be essential in delivering future energy infrastructure safely and efficiently.

Anniversaries invite both reflection and forward thinking. Looking ahead to the next decade, IPLOCA’s priorities will be shaped by a continued emphasis on safety, sustainability, innovation, and people. Its committee structure will remain central to this effort, providing members with practical forums to address shared challenges and emerging opportunities, from evolving regulatory expectations to the integration of new technologies and construction methods. In this context, advances in artificial intelligence, data analytics, and other intelligent systems are expected to play an increasingly important role in how pipeline projects are designed, delivered, and operated, supporting improvements in safety performance, project planning, risk management, and environmental monitoring. Strengthening engagement across all member categories and regions, supporting the professional development of both established leaders and younger professionals, and ensuring that IPLOCA remains a relevant, responsive, and trusted voice for pipeline contractors

IPLOCA Novel Construction Spring Session 2026 in Mallorca

These celebrations are designed not only to honour the association’s history, but also to highlight the people, partnerships, and shared values that have sustained IPLOCA over six decades. For members, the milestone is an opportunity to recognise collective achievements, to reconnect with colleagues across regions and disciplines, and to reaffirm a shared commitment to collaboration, safety, and excellence. Above all, the 60th anniversary serves as a reminder that IPLOCA’s strength lies in its community, and that the same spirit of cooperation that inspired its founding continues to guide the association as it looks confidently toward the future.

IPLOCA at the Pipeline Technology Conference

As a member of the PTC Advisory Committee, Bruno Pomaré, IPLOCA Treasurer, took part in the 21st Pipeline Technology Conference held in April in Berlin. He met with several industry executives from member and nonmember organisations. IPLOCA has been a supporter of this international event for the global pipeline industry.

Board Meeting Update

The following summarises the key discussions and decisions from the meeting.

Opening remarks from the President

Saji Khoury, IPLOCA Board of Directors President, opened the meeting. He thanked Kent Wilfur and Georges Hage for planning the America North Regional Meeting. He expresses satisfaction with this regional meeting, noting the high quality of speakers and attendance which number was around 220 persons. He hopes that this meeting portrayed a very positive image of our association and will attract more members.

Safety Moment

Giovanni Muriana, HSE & CSR Committee Chair, presented the Safety Moment. He spoke about the importance of active listening. Leaders must listen more than they speak to truly understand on-the-job hazards. They should also raise open-ended questions; implement easy-to-use channels for reporting hazards; prompt feedback loops; and encourage regular engagement.

HSE & CSR Committee

Giovanni Muriana presented the report. At the time of the Board meeting, 41% of Regular Members sent their HSE Statistics. The committee aims to increase the use of the HSE-CSR Shared Experiences Platform and the participation of the members.

Regarding the IPLOCA Awards, the Board decided the following (to be applied as of 2027): The number of runners-up will be determined based on the number of entries received:

- Fewer than 5 entries: 1 winner only

- Between 5 and 10 entries: 1 winner and 1 runner-up

- More than 10 entries: 1 winner and 2 runners-up

Companies may submit only one entry per category. A member company may receive a maximum of one award unless the committee presents a compelling case to justify otherwise.

Energy Transition Committee

Roberto Castelli presented the committee report. He suggested improving the communication about the content available on IPLOCA NEST. The idea of involving NextGen participants in the energy transition committee was discussed. S. Khoury informed the Board that he is planning to explain to the NexGen attendees during the coming meeting the committee’s work and encourage them to participate and to contribute to publications and reports.

Innovation Committee

Somaieh Salehpour, the Innovation Committee Chair, presented the report. She thanked Board members for sending speakers to the Novel Session in Budapest and asked for speakers for the Mallorca meeting. She advised

that the committee changed working group 4’s name from “Energy Transition” to “Industry Influences.”

Membership Committee

Marcin Przywara, the Committee Chair, presented the report. He spoke about the committee’s plan to introduce new companies to IPLOCA. The committee’s prospect list reveals a significant opportunity for expansion. Notably, the East & Far East and Middle East & Africa regions combined represent 32.8% of all potential prospects, yet only 14.6% of our current active membership.

Matthew O’Connell suggested contacting the Energy Producers Association in Australia, as they are more international than APGA.

Scholarship Programme

Saji Khoury, the Committee Chair, presented the committee report. The scholarship application portal opened on February 26. The committee took a little longer than expected as the team explored and implemented AI-supported tools to make the grading process more transparent, consistent, and fair for everyone. The submission deadline is April 15.

The committee is also pleased to announce that Nesma & Partners have agreed to sponsor two scholarships. A big thank you to Michael Fakhoury for his generous support. This year, the committee ensured that the applications clearly state that recommendation letters must be stamped and signed. Transcripts with grades below 50/100 will be disqualified.

NextGen Network Project

Saji Khoury, the Committee Chair, presented the report. The Network gained 5 new members, bringing total membership to 61. The Network will host a NextGen-only day alongside the Spring Novel Construction Workshop in Mallorca. During this session, NextGen Members will have the opportunity to present their companies, their roles, their perspectives on the industry, and their ambitions for the future. In the afternoon, a cultural visit will be organised followed by dinner.

Treasurer’s Report

In the absence of the Treasurer, Bruno Pomaré, Georges Hage, IPLOCA Executive Director, presented the Treasurer’s Report that includes the 2025 final annual report, the first quarter 2026 forecast report and IPLOCA fund.

He noted that the 2025 year results are positive, with cash flow at the end of 2025 showing improvement compared to 2024. He also mentioned that 64% of the membership fees are paid as of end of February.

Membership Status Report

Eszter Czirjak, IPLOCA Membership Manager, presented the Membership Status report. At the time of the Board meeting IPLOCA had 235 members in total. This number includes 73 Regular Members, 113 Associate Members, 35 Corresponding Members, 6 Academic Members and 8 Honorary Members. The Board approved the following new membership requests:

IPLOCA 58th Annual Convention in Athens, Greece

Georges Hage updated the Board on the preparation of the 2026 Annual Convention that will be held in Athens, Greece, from 28 September to 2 October.

IPLOCA 59 th Annual Convention in Washington D.C., USA

Georges Hage informed the Board that the contract with the Omni Shoreham Hotel has been signed. This hotel hosted our convention in 2013 and was the only available option in Washington that meets all our requirements. The convention is scheduled from 10 to 15 October 2027.

Other conventions

- IPLOCA 60 th Annual Convention in Buenos Aires, Argentina in 2028 was confirmed.

- IPLOCA 61 st Annual Convention in Sydney, Australia in 2029 was confirmed

Regional Meetings

- The IPLOCA Europe Mediterranean Regional Meeting will take place on 17 June in Paris, at the hotel Pullman Paris Tour Eifel. Georges Hage informed the Board that the registration is opened.

- The IPLOCA East & Far East Regional Meeting is scheduled on 2 December in Sydney, Australia.

AVAX - West Macedonia high pressure hydrogen compatible project

The West Macedonia High Pressure HydrogenCompatible Pipeline is a major energy infrastructure project in Greece, developed by DESFA, the national gas transmission operator. It is a pioneering initiative, as it represents the first high-pressure pipeline in the country—and among the first in Europe—designed to be fully compatible with hydrogen, capable of transporting up to 100% hydrogen alongside natural gas. As part of the wider European Hydrogen Backbone, the project contributes to the transition toward low-carbon energy systems while expanding gas access in Western and Central Macedonia. The pipeline extends approximately 95 km, with a diameter of 30 inches, connecting to the existing National Natural Gas Transmission System near Imathia and reaching north of Ptolemaida. It will supply multiple cities, including Edessa, Naousa, Veria, Florina, Kozani, and others, through metering and regulating stations. It will also support industrial demand, such as the Kardia cogeneration plant, and allow for future network extensions. A key challenge of the project is its route through mountainous terrain, requiring specialized construction techniques under difficult environmental conditions. Built with high-strength steel and in compliance with international hydrogen standards, the pipeline ensures safety and durability. Overall, the project strengthens energy security, improves regional connectivity, and lays the groundwork for integrating hydrogen into Greece’s future energy mix.

BONATTI - Cuxtal II – Mayakan Natural Gas Transportation System (Mexico)

Bonatti is currently executing the Cuxtal II project for the expansion of the Mayakan natural gas transportation system on behalf of Engie, across the Mexican states

of Tabasco, Campeche, and Yucatán. The EPC project includes the construction of approximately 697 km of 20” and 24” pipeline, three new compressor stations, one compressor station upgrade, four new metering stations, and upgrades to three existing ones, along with associated infrastructure. This project further consolidates Bonatti’s presence in Mexico, where the company has developed a strong track record in the execution of complex energy infrastructure. Construction activities are being carried out in parallel with an existing pipeline, involving significant brownfield works and complex integration with operational assets. Once completed, the project will enhance the system’s transportation capacity, ensuring a stable and reliable energy supply to the region. It will also contribute to strengthening Mexico’s energy infrastructure and supporting local economic development through the involvement of local workforce and suppliers.

CPPE - Advances Pipeline-Based Hydrogen Application with Launch of 100,000-Household Demonstration Project

On April 19, China’s first large-scale demonstration project for hydrogen-blended natural gas, serving up to 100,000 households, was launched in Weifang, in east China’s Shandong Province, with technical support from the China Petroleum Pipeline Engineering Corporation (CPPE), a subsidiary of China Petroleum Pipeline Engineering Co., Ltd. (CPP). Focusing on hydrogen applications in pipeline systems, CPPE, together with partners, advanced key technologies for integrating hydrogen into urban gas infrastructure. The company established an integrated hydrogen microgrid testing platform covering production, storage, transportation, blending, and end use. Using this platform, CPPE verified the safety and reliability of pipeline materials, valves, metering systems, and sealing

materials under different hydrogen blending ratios. These efforts supported the safe and efficient use of hydrogen in pipeline-based urban gas networks and enabled residential applications. CPPE also led the development of China’s first design standard for hydrogen pipelines, established evaluation methods and a performance database for hydrogen transmission materials, and developed a real-flow hydrogen metering platform. In addition, it designed a dedicated hydrogen pipeline compliant with urban gas standards, with an annual capacity of 30,000 tonnes.

Consolidates Contractors Company (CCC )

-Advancing Talent Development by Capitalizing on e-Learning

Consolidated Contractors Company (CCC) continues to strengthen its commitment to structured talent development through a new agreement with LinkedIn Learning, providing access to thousands of expert-led digital learning modules across engineering support skills, technology, and professional disciplines. This initiative plays an important role in supporting CCC’s newly developed talent programs: the Emerging Engineers Program (EEP) for undergraduate students in

their senior year, and the Graduate Under Development (GUD) program. By making learning more accessible, flexible, and scalable for undergraduate trainees and early-career engineers, the platform helps participants strengthen technical awareness, enhance digital and management capabilities, and prepare more effectively for their transition into structured graduate development pathways. Digital learning platforms are increasingly essential in enabling organizations to deliver consistent training across multiple geographies while supporting self-paced learning aligned with operational needs. At CCC, this approach enhances the readiness of young engineers entering the workforce and reinforces a culture of continuous improvement. Through initiatives such as this, CCC continues to invest in future engineering talent and demonstrates how structured e-learning can support sustainable workforce development across the industry.

FASTRA Successfully Recovered a Stuck Intelligent Pig from a DN400 High-Pressure Gas Pipeline

During the operation of a DN400 high-pressure gas pipeline in Lithuania, FASTRA, s.r.o. was called by the customer in to address an unusual situation where an intelligent pig became stuck inside the pipeline, preventing further movement and requiring immediate technical intervention. To ensure a safe and controlled solution, FASTRA performed a double-sided line stopping operation. A DN150 bypass was subsequently installed to maintain continuous gas flow during the intervention. A hose bypass system was utilized, providing a reliable and efficient solution. Once the pipeline section was isolated and the bypass fully operational, FASTRA carried out a precise cut on the affected section containing the stuck device. The intelligent pig was safely recovered, allowing for restoration of the pipeline. Following completion of the works, the pipeline was returned to full operation. This intervention demonstrates FASTRA’s ability to

combine proven technologies with experienced personnel when addressing complex and unforeseen situations. The capability to perform such operations without a full shutdown is essential for maintaining operational continuity and minimizing disruption.

GASCONTROL POLSKA

Gascontrol Polska has successfully completed the construction of a strategic DN500 high-pressure gas pipeline with a maximum operating pressure of 8.4 MPa in Rybnik. The project was commissioned by Gaz-System S.A., the Polish gas transmission system operator—a key company in the energy infrastructure and transmission sector that manages the country’s natural gas networks. This is a major infrastructure investment involving the construction of a branch line to a new combined-cycle gas turbine unit and the construction of a metering station. The project aims to supply Poland’s largest gas-fired unit, with a capacity of 882 MW. This project is a key element of the energy transition, enabling changes in electricity generation technology based on low-emission fuel sources. It will bring measurable environmental benefits, including reduction of carbon dioxide emissions into the atmosphere, a reduction in nitrogen oxide emissions and the complete elimination of sulfur oxide and particulate matter emissions, a reduction in the volume of process wastewater, the elimination of solid waste. The investment is of fundamental importance for the region’s energy security and the stability of the national power grid, particularly following the decommissioning of older carbon-fired power units. The completed project will significantly contribute to the region’s economic development.

HENKEL - India’s first Land-to-Sea HDD success

The BPCL Mumbai-Rasayani Pipeline Project has reached a major milestone with the successful completion of a 10” offshore sea-to-land HDD crossing (approx. 2.3-2.4km)

– the first project of its kind executed in India. Delivered within a highly challenging intertidal zone, the pull was carried out from the land side, with the full pipeline string assembled offshore – making alignment control, pull force monitoring and safety oversight critical throughout. Our team played a key role in supporting this complex installation through the application of Powercrete DD across the entire pipe string, with Dirax and Powercrete DD on the joints. Despite the fully rocky borehole profile – one of the most demanding conditions for HDD –performance was exceptional, with zero damage recorded to the coating system during installation. The success of this project has been formally acknowledged by BPCL and the Ministry of Petroleum and Natural Gas, highlighting its significance as a first of its kind achievement in India.

ICOP

ICOP recently contributed to a key phase of the Southeast Extension Pipeline Project in Mexico, delivering a complex shore approach installation using the Direct Pipe® method. The works involved the installation of a 1,031 m long, 56” steel casing in environmentally sensitive coastal conditions and highly variable ground, ranging from soft soils to localized harder inclusions. Early involvement in the project enabled risk assessments and constructability considerations to be integrated throughout all phases, from initial design to equipment preparation and execution, supporting the development of a tailored installation strategy. The adopted approach combined a project-specific Direct Pipe® configuration, including a reinforced cutterhead and a flexible separation system, with an adaptive drilling fluid programme designed to respond to changing geotechnical conditions. Real-time monitoring and communication systems further enhanced operational control and safety during execution. The installation was completed in 15 days of net drilling time, with jacking forces significantly below design predictions, confirming the effectiveness of the selected approach.

This case highlights how integrated planning, tailored engineering, and disciplined execution can enable reliable trenchless solutions for complex coastal crossings in the oil & gas sector.

M. Al-Barghash Trading & Contracting Company Fuel Gas Pipeline for Rabigh-2 IPP (Murjan) Expansion Power Plant

During the first quarter of 2026, MBTC successfully secured the Engineering, Procurement, and Construction (EPC) contract for the Fuel Gas Pipeline serving the Rabigh-2 Independent Power Plant (IPP) – Murjan Expansion Project. The scope of work encompasses the construction of a 30-inch underground downstream pipeline, installation of a 40-inch jumper/overhead (J/O) pipeline connecting to the new Metering Facility, and the establishment of a dedicated communication link to the Rabigh Distribution Control Office (DCO). The project also includes pipeline crossings at SEC transmission towers, along with the construction and integration of the Filtration System, Metering System, and Metering Building. This award underscores MBTC’s proven capability in delivering fully integrated EPC pipeline solutions, even under complex and demanding operational environments, while maintaining the standards of safety, quality, and execution excellence.

Water

Transport Pipeline Infrastructure Project –RWE Power AG Awards Lot 12 to Consortium Including MAX STREICHER GmbH & Co. KG aA RWE Power AG has awarded the contract for the construction of a water transport pipeline for the recultivation of the Hambach opencast mine to a consortium consisting of MAX STREICHER GmbH & Co. KG aA, LEONHARD WEISS GmbH & Co. KG and Epping Rohrvortrieb GmbH + Co. KG, with the STREICHER Group

responsible for the pipework. The scope includes the installation of two pipeline routes, each approximately 6,650 metres long. The pipes have a diameter of 2,250 mm and a wall thickness of 22.5 mm, requiring around 1,200 welding seams. Each pipe segment is 12 m long and weighs about 15 t. For assembly, the bends are prepared on site in a dedicated production facility using a specialised pipe-cutting machine. A wide range of equipment is deployed, including project-specific machinery such as special welding booths, work platforms, and systems for transporting and positioning large-diameter pipes. Construction began in March 2026. Until late spring, the focus will be on technical preparations and further development of equipment. The pipeline is part of a major recultivation project and will transport water from the Rhine into an emerging lake district measuring over 35 km², contributing to groundwater stabilisation and ecological enhancement.

MAX STREICHER S.p.A. - Project Overview: Foligno-Sestino Pipeline (Lot 3) – RTI MAX STREICHER, ICOP, Batitunnel

The Foligno-Sestino 48” Pipeline (Lot 3) represents a critical segment of the “Adriatic Line”, the strategic initiative to bolster Italy’s energy security and facilitate the transition towards a decarbonised future. This 30 km section (with n. 2 block-valve stations) crosses the Apennine mountains reaching an elevation of 1,000 m a.s.l. The construction in mountainous environments entails a few challenges due to the terrain: access in isolated areas, work on steep, rocks excavation as well as harsh meteorological conditions in winter. To face that and work with the highest safety standards, several provisional works such as new access ways, soil levelling and reinforcement, pipes lay down with sleds and winches, restraint systems for sidebooms and excavators are used. To protect the geologically sensitive terrain of the UmbriaMarche-Tuscany border, the project foresees wide use of

trenchless technologies: 3 tunnels, 11 r.c. micro-tunnels and 3 in steel, 2 raise-boring, 8 pipe-jacking for 8 km on total length will be realised. This new pipeline will enhance the transport volumes from the south, where new supplies enter the grid, to Italy’s north industrial hubs. Moreover, the capability of transporting increasing blends of hydrogen makes this pipeline an asset for targeting the Paris Agreement Net-Zero 2050 sustainability target.

MONTER

The construction of the DN400 Ajdovščina–Sežana H2-ready transmission gas pipeline in Slovenia, on demanding and very steep terrain, was completed ahead of schedule! After acquiring all required certificates and permits, the construction of the underground section of the M6 transmission pipeline route enables the transport of up to 100% hydrogen. Among other works, the project included calibrating the section of the M6 pipeline from Ajdovščina to Sežana (which will become part of the future hydrogen pipeline), executing pressure testing on an 8.5 km continuous section, and installing pipes on a 65-degree slope with cableway assistance. We also laid a 500 m section on a 45-degree slope, which was the final long section of the pipeline route. From the undercrossing of the lyre beneath the Zali Potok watercourse and the existing DN500 gas pipeline, to installation on steep terrain, every meter required maximum precision, safety, and team coordination. The challenging environment particularly highlighted the quality of the engineering solutions and the field endurance of the employees, of whom we are very proud.

PipeSense Advances PipeTrack Development for Universal Pig Tracking

PipeSense continues to advance the development and commercialization of its PipeTrack system, designed to support tracking of a wide range of pipeline pigs and in-line inspection tools. Recent work has focused on expanding compatibility across different pig types, including utility pigs, cleaning tools, and intelligent

inspection devices. The goal is to provide operators with consistent tracking capabilities regardless of tool configuration or pipeline environment. Development efforts have included field validation, integration with existing pipeline monitoring systems, and refinement of deployment approaches to support varying operational conditions. A client dashboard has also been developed to provide real-time visibility of pig location and pigging speed during operations, supporting improved monitoring and decision-making. PipeTrack is being developed with consideration for both new and existing pipeline infrastructure through the use of permanently installed or portable hardware, with an emphasis on adaptability across diverse pipeline networks. These ongoing initiatives reflect PipeSense’s broader efforts to support pipeline operators with enhanced monitoring capabilities and improved operational insight.

Simon Slater, ROSEN Group, Honored with PRCI Distinguished Researcher Award

At this year’s Pipeline Research Council International (PRCI) Research Exchange Conference in Orlando, Florida, Simon Slater, a principal engineer at the ROSEN Group, received the Distinguished Researcher Award.

This award acknowledges his technical contributions to PRCI and the broader pipeline industry. Mr. Slater was recognized for his leadership in developing consensusbased engineering requirements for the Emerging Fuels Institute (EFI). This work will support future updates to ASME standards related to the safe and effective transport of emerging and low-carbon fuels, thereby contributing to the industry’s readiness for future fuel systems. The PRCI Distinguished Researcher Award recognizes individuals who make sustained contributions to the technical foundation of the pipeline industry. Mr. Slater has recently expanded his involvement within PRCI by serving as an active member of the Design, Materials, and Construction Committee and the Research Steering Committee. In these roles, he has contributed to collaborative research activities and the development of engineering guidance across the PRCI membership.

QAPQA - Automatic welding demand continues in Middle East pipeline projects

Qapqa has been awarded multiple contracts from both existing and new clients to support automatic welding activities on pipeline construction projects across the Middle East. The awarded scopes cover specialized welding operations, experienced technical personnel, and welding crews for a range of pipeline projects. Across the projects, welding requirements vary significantly in terms of material specifications and execution complexity. Qapqa’s scope of work includes the automatic welding of carbon steel, duplex stainless steel, and Inconel cladded pipelines. The newly awarded contract is linked to proven performance on previous pipeline projects. Serimax - Powering Progress in KSA on water pipeline infrastructure : Serimax Achieves a Major Milestone on Ras Al Khair project for SWPC

Serimax is proud to highlight a key milestone achieved on the Ras Al Khair Desalinated Water Pipeline Project, where we have been actively engaged since 2025 across both project Sections, working with two different contractors. With more than 42,000 welds of 88” pipe planned, this project represents one of the largest and most technically demanding pipeline welding scopes in the region. Serimax is pleased to announce that we have now surpassed 50% overall progress, reflecting the strong coordination, expertise, and commitment of our field teams. Leveraging a threestation Saturnax configuration welding directly in the trench, Serimax has achieved a best production performance of 42 joints in just 10 hours on Section B1, demonstrating our capability to deliver high productivity even under complex site conditions. Quality remains paramount to our operations. On Section B1, which comprises 22,700 welds, our cumulative repair rate stands at an outstanding 1.75%, based on 100% weld inspection. Such a low rate is exceptional for 88” pipe, considering the wall thickness and the ovality challenges typical of this type of pipeline. This performance illustrates Serimax’s deep technical experience and decades of fieldproven knowhow gained through the successful execution of +4 million welds since 2009 in the Middle East. This milestone reinforces Serimax commitment to elivering safe, reliable, and highquality welding solutions as the project moves toward successful completion.

SICIM - Enhancing Safety and Quality in Pipeline Coating through Automated Wrapping System

SICIM is engaged in the challenging construction of Section 10 and 14 of the Master Gas III Project for Saudi Aramco in Saudi Arabia. The implementation in this project of the automated application of pipeline field joint coatings with

Viscoelastic Coating (APCS113C), consisting of an PVCPE Outer Wrap over the viscoelastic Inner wrap, represented a significant qualitative leap, in which operational safety and consistent quality in the application constitute the primary objectives. The system provides for the manual application of the viscoelastic coating (Inner layer), followed by the installation of the Outer Wrap by an automated wrapping machine designed by SICIM to operate without the direct involvement of personnel around or beneath the pipeline. This approach makes it possible to eliminate the main risks typical of manual application, such as working close of suspended loads, proximity to line of fire, manual handling of heavy rolls, and ergonomically critical postures. Automation ensures constant tension, controlled overlap, and full process repeatability, reducing application defects and re-work, and improving the final quality of the coating. The system integrates safety sensors, emergency stops, and PLC controls, ensuring a safer working environment and compliance with SAUDI ARAMCO requirements and manufacturers’ recommendations. In addition to safety and quality benefits, the technology enables increased productivity (application times halved compared to manual methods) and a reduction in material consumption, making Viscoelastic Coating a sustainable, reliable solution aligned with the highest HSE standards.

TECHINT E&C advances crude oil pipeline infrastructure in Argentina

Techint Engineering & Construction is advancing the construction of key crude oil pipeline infrastructure in Argentina, supporting the development of Vaca Muerta and strengthening evacuation capacity toward export markets. A major milestone is the Duplicar Norte project, a 209-kilometre, 24-inch pipeline being built for Oleoductos del Valle (Oldelval) across the provinces of Neuquén and Río Negro. The project is progressing ahead of schedule, with the double-joint plant in operation since 1 March and special crossings currently underway. Once operational, the pipeline is expected to reach an initial transport capacity of 220,000 barrels per day by the end of 2026. In parallel, Techint E&C is also executing the construction of the Vaca Muerta Oil Sur (VMOS) pipeline, a 437-kilometre, 30-inch project developed through a the joint venture Techint - Sacde. The project recently completed the crossing

of the Río Negro using horizontal directional drilling (HDD) and is designed to reach an initial capacity of 180,000 barrels per day by the end of 2026. Through these projects, Techint Engineering & Construction continues to consolidate its leadership in the development of oil & gas infrastructure, contributing technical expertise and delivery capabilities to support Argentina’s growing energy opportunities.

TESMEC

- Another major project in Saudi Arabia for the largest trencher on the market: the Tesmec 1875XL EVO

Tesmec has supplied another trencher model 1875XL EVO for the Master Gas System Phase III in Saudi Arabia, where it is being used for the installation of a 56’’ diameter pipeline; the machine has been recently commissioned and is currently operating on the Package 5 jobsite. The great results of the first trenchers 1875XL EVO deployed in the MGS III have generated requirements for further

units, planned for reaching the Kingdom in the next few months. For this project, the trencher configuration is set to achieve 213 cm width of cut and 200 – 205 cm depth range, in line with Aramco requirements for laying the 56-inch (142 cm diameter) gas pipeline. The Tesmec 1875XL EVO can be equipped with double or triple chain boom, allowing different trenching configurations, for trenching widths up to 84 inches (213 cm) and depths up to 24 feet (740 cm depth). The 1875XL EVO is designed to provide high productivity and cost efficiency in different ground conditions, including very hard rock. It belongs to the 160-metric-ton class and is powered by a 950 HP (709 kW) engine, enabling its use in demanding large-scale pipeline construction projects.

VACUWORX RC Series Supporting Critical Water Infrastructure in Angola

The Vacuworx RC 10 is currently deployed on the Quilonga Grande – System V water pipeline project in Angola, one of the most significant infrastructure initiatives in Africa. The project aims to deliver reliable water access to an estimated 5 million residents of Luanda, a city whose population is projected to reach 13.5 million by 2033, and one that has long faced chronic water shortages from

insufficient supply systems. Spanning 68 miles (109 km) of pipeline with diameters ranging from 20 to 64 inches (DN 500 to DN 1600), the project demands heavy-duty, precision lifting capability. RC Series vacuum lifters handle materials from 22,000 to 55,000 lb (10 to 25 tonnes) in conjunction with larger-capacity host carriers, making them well suited for energy and infrastructure projects of this scale. And with speed, crew safety, and coating protection all critical considerations on a project of this magnitude, the RC Series’ wireless remote operation removes the need for hooks, slings, or chains—reducing risk to personnel while helping to preserve delicate pipe coatings during handling.

Continuous Operation of Xionggu Pipeline Auto-matic Welding Complexes in WEP Project in UAE

Xionggu founded in more than 30 years ago as an experienced pipeline automatic welding manufacturer and welding solution provider based in China delivers pipeline automatic welding complexes to China Petroleum Engineering & Construction Corporation (CPECC) for WEP crude oil pipeline project in UAE to construct 400km 48” dia. pipeline with wall thickness 20.8mm-25.4mm. Each welding complex is configured with one internal welding machine plus five stations of dual torch external welding machines to address the requirement of high productivity and less repair rate of welded joint. The operation of welding complexes has been very successful which consolidates Xionggu’s collaboration with CPECC. The mainline welding is scheduled to complete in the first half of 2026. The WEP project is not only a key strategic project launched by ADNOC to achieve the 2030’s National Vision, but also related to enhancing the UAE’s oil transportation capacity and helping it develop into a new oil trade hub. The HSE & CSR Committee met on 14 April in Mallorca, Spain. Points on the agenda included defining the topics of the HSE & CSR Workshop taking place in the autumn and discussing the awards adjudication process.

IPLOCA HSE & CSR Committee Advances Key Initiatives at Mallorca Meeting

On 14 April, the IPLOCA HSE & CSR Committee convened in Mallorca to review key priorities and advance several important initiatives.

In line with the Board’s guidance, the Committee discussed the introduction of an incentive scheme aimed at strengthening member engagement and commitment to IPLOCA initiatives. The scheme will be further developed and presented to members in the coming months.

The Committee also began reviewing the HSE statistics submitted by IPLOCA Regular Members. As of the meeting date, submissions had been received from 76% of members; however, several data quality issues were identified in some reports. Consequently, the Committee agreed to temporarily postpone the detailed analysis and to contact the concerned companies to review and correct their figures. It was noted with regret that two fatalities were reported among members who have already submitted their statistics.

Given the Committee’s role in scrutinizing several IPLOCA awards, the adjudication process was reviewed to ensure clarity, consistency and alignment with best practice. Looking ahead, members agreed to revise the format of the October HSE Workshop. The next edition will be combined with the Novel Construction Session, with the HSE Workshop taking place on the afternoon of the first day and focusing on the

industry’s top five risks through facilitated group discussions led by Committee members.

Finally, the Committee discussed strengthening the HSE & CSR Shared Experience Platform, which now hosts over 800 documents. To further enhance its value, summaries of newly uploaded content will be issued twice a year.

HSE & CSR Workshop

This year’s workshop will take place on 28 October 2026 in Vienna, Austria.

For this edition, a new format will be introduced for the Fall session, featuring Novel presentations in the morning followed by the HSE workshop in the afternoon. The workshop will focus on the five key risks and critical controls that must be addressed before starting a project: confined spaces, logistics and transportation, lifting operations, human–machine interfaces, and working at height. We were delighted to welcome around 80 attendees from across the globe to the IPLOCA Novel Construction Spring Session held in Mallorca, Spain on 15 and 16 April.

Over two days, we explored innovative construction methods, share ideas, and collaborate to address the evolving challenges of our industry, from sustainability to technological advancement. Over the past quarter, the IPLOCA Energy Transition Committee has continued to strengthen its role as a respected and forward-looking platform for collaboration, technical exchange, and thought leadership within the global pipeline and energy infrastructure community.

A key achievement during this period has been the consolidation and reinforcement of the Committee’s Working Group, which brings together experienced professionals from IPLOCA member companies representing a broad range of regions, including North America, Latin America, Oceania, Europe, the Middle East, and Africa. This diverse and globally representative group provides valuable perspectives that enrich discussions and support a wellbalanced approach to the challenges and opportunities of the energy transition.

The Working Group remains actively engaged in exploring and discussing key thematic areas, including carbon capture and storage (CCS), low-carbon and renewable hydrogen, renewable and alternative fuels, infrastructure readiness, and emerging technologies relevant to the pipeline and energy infrastructure sector. Through this collaborative framework, the Committee and the Working

These contributions address current developments, technological trends, and strategic considerations related to the energy transition, drawing on the collective expertise and real-world experience of IPLOCA members. Members are encouraged to access these publications via the Nest section of the IPLOCA website and to remain engaged with this content as part of their ongoing efforts to stay informed on energy transition topics.

Through these initiatives, the Energy Transition Committee continues to position itself as a credible, technical, and collaborative forum, supporting IPLOCA’s broader mission and helping members navigate the complexities of decarbonization and energy system transformation.

Looking ahead, the Committee will build on this momentum by further strengthening participation within the Working Group, continuing to promote global collaboration, and developing relevant and timely content that fosters informed dialogue and shared learning across the IPLOCA community. From Headlines to Infrastructure

A Q1 2026 Narrative for Pipelines & Energy Transition Transport

Article prepared by the members of the Energy Transition Committee

For this Q1 2026 edition, we focused on developments that have direct implications for the design, permitting, bankability, and sequencing of infrastructure enabling the transport of CO₂, hydrogen, ammonia, methanol and synthetic fuels, especially where projects are moving from policy intent and announcements into capacity allocation, engineering, and implementation steps.

The quarter’s core message: “molecules scale only if transport scales”

Across regions, Q1 2026 reinforces a pragmatic transition dynamic: production projects are increasingly judged by whether transport and storage can be delivered on time and at scale. In practice, this shifts attention from standalone plants to integrated systems (corridors, hubs, terminals and cross-border links) where pipelines are either the backbone or the critical interface. This is particularly evident in CCUS and hydrogen: both value chains are advancing where infrastructure is defined early, and slowing where permitting, coordination, or offtake uncertainty prevents transport networks from reaching “commitment”.

CCUS is maturing into an “infrastructure game” (policy + engineering in parallel)

In Oceania, one of the most pipeline-relevant signals is the growing focus on cross-border CO₂ transport policy readiness, an explicit recognition that storage advantage alone is insufficient without harmonised rules, accounting, and bilateral frameworks. A peer-reviewed policy assessment published in late March 2026 frames cross-border CCS as a material regional opportunity and highlights that London Protocol readiness and regulatory clarity are prerequisites to enable international CO₂ movements.

At the same time, the Middle East illustrates CCUS progressing in concrete project execution even under heightened risk. A notable example is the QatarEnergy LNG Carbon Dioxide Sequestration Project, where Worley’s award for detailed engineering (Feb 2026) signals continued advancement of large-scale CO₂ handling linked to LNG operations. Industry reporting around the same project explicitly describes CO₂ capture and compression from LNG facilities and transport via underground pipelines (~20 km) to a depleted reservoir, reinforcing that transport is not ancillary but central to CCUS project definition.

In Europe, Northern Lights has confirmed that first CO₂

volumes were injected and successfully stored in August 2025, establishing an operational end-to-end CO₂ transport and storage service. From a transport standpoint, published project information describes CO₂ being shipped to the Øygarden receiving terminal and then transported through a 100 -kilometre pipeline for injection into the offshore Aurora reservoir (around 2,600 m below the seabed). Northern Lights also states that CO₂ volumes from Denmark and the Netherlands are expected to be added in 2026, reinforcing the cross-border nature of the emerging European CO₂ logistics model.

Regarding Porthos, it is widely described by its sponsors as the first large-scale CO₂ transport and storage project to be realised in the European Union, built around a collecting network in the Port of Rotterdam connected to depleted gas fields under the North Sea. Project descriptions confirm the physical backbone: roughly 30 km of onshore pipeline through the Rotterdam port area and an additional offshore pipeline (~20 km) to the storage platform/fields, with compression integrated into the system. Importantly for infrastructure planning realism, an April 2026 update reported that the start of CO₂ storage has been delayed to the second half of 2027, citing first-of-a-kind complexity and longer material lead times— despite significant progress already achieved on pipeline installation and associated works.

In Latin America, the regional framing is especially relevant to IPLOCA members: CCUS is increasingly connected to energy security and resilience, and the narrative identifies CO₂ transport and storage capacity as a gating factor not only for industrial decarbonisation but also for synthetic fuels

at scale. Crucially, it highlights the strengthening rationale for multi-vector corridors, including parallel hydrogen/ CO₂ lines and shared rights-of-way, aligning with a broader global pattern of corridor thinking and infrastructure reuse.

Hydrogen infrastructure is moving from “plans” to “commitments”: cross-border, capacity sales, and conversion of gas assets

Europe continues to provide the clearest evidence that hydrogen networks are entering an implementation phase defined by cross-border interoperability, market booking mechanisms and repurposing of existing pipelines. A key milestone is the formal agreement by Gasunie (NL), Thyssengas H2 and Gasunie Deutschland to develop cross-border hydrogen transport infrastructure, largely based on existing natural gas pipelines, explicitly to connect industrial regions, import routes, storage and production facilities across Northwest Europe.

Denmark provides another highly tangible signal: Energinet opened capacity sales for the first segment of its hydrogen transmission system, Danish Hydrogen Backbone 1 (DHB1), using the PRISMA platform. Here, the pipeline relevance is not just the asset itself, but the governance model: the project’s next steps depend on meeting a politically defined minimum long-term booking requirement (0.5 GW LHV), a concrete illustration of how hydrogen pipelines are being de-risked through market-tested commitments rather than purely top-down planning.

The United Kingdom shows similar corridor logic at an earlier stage. Cadent’s announced concept for the ~150 km “H2East” pipeline (Humber to Nottinghamshire) positions a pipeline route as the enabling link between production nodes and industrial demand, and as part of a wider East Coast hydrogen network development.

While still early stage, the announcement reinforces a consistent European trend: hydrogen market build-out is increasingly framed as network-first, where transport access is a prerequisite for bankable supply and demand formation.

“Transportable molecules” (ammonia and methanol) are consolidating because they fit existing logistics realities

A recurring theme across Oceania, Europe and Latin America is the relative momentum of ammonia and methanol as practical carriers and fuels, especially where hydrogen transport constraints, permitting complexity, or network timing remain unresolved. Oceania’s brief highlights continuing progress in ammonia and methanol initiatives associated with port-led concepts, shipping readiness and safety frameworks, signals that terminals, bunkering

concepts, and industrial cluster interfaces remain key nearterm opportunities for infrastructure players.

In Latin America, e-methanol is explicitly described as one of the most concrete “next molecules” and is linked to maritime fuels and export corridors. It is underlined that scaling requires coordinated power, water, CO₂, and port interfaces, favouring integrated corridor + terminal + plant solutions. Europe’s , in parallel, frames methanol developments as demand-driven, particularly by shipping, and points to competitiveness and supply constraints as strategic issues, reinforcing the importance of aligned domestic capacity and logistics.

E-SAF and e-fuels: the “downstream pull” that indirectly accelerates H₂ and CO₂ transport needs

Even where aviation fuels do not rely on dedicated pipelines, the quarter’s e-SAF signals matter for pipelines because they increase upstream demand for CO₂ and hydrogen and elevate the importance of reliable, certifiable supply chains feeding conversion assets. One example is a Nordic collaboration between Outokumpu and Norsk e-Fuel to pursue a large e-SAF concept using industrial side streams, with a feasibility study starting in 2026 and a stated investment envelope in the €1.2–1.5bn range, highlighting the scale of industrial integration being proposed.

In Oceania, the regional brief notes South Australia’s selection for a methanol-to-jet SAF facility, reinforcing the importance of methanol supply chain maturity and the interface between low-carbon methanol production and fuel upgrading.

What this means for IPLOCA members (pipeline-specific implications)

First, Q1 2026 demonstrates that hydrogen networks are becoming real infrastructure programs, characterised by cross-border agreements, capacity sale mechanisms, and repurposing of gas pipelines, creating demand for pipeline engineering, conversion methodologies, integrity management, and interoperability standards.

Second, CCUS is increasingly defined by transport and storage system readiness, from policy frameworks enabling cross-border CO₂ movement to engineering execution where pipeline transport is embedded in project scope.

Third, ammonia and methanol appear to be consolidating as mid-term vectors because they align with port logistics and shipping demand, which in turn increases the need for integrated pipeline-terminal solutions and corridor planning around industrial hubs.

The IPLOCA Membership Committee’s initiatives directly drive the expansion of our industry community. We regularly organize open regional panels in various parts of the world, attracting companies with diverse profiles. These events serve as an excellent networking opportunity, clearly demonstrated by the success of the recent meeting in Palma, Majorca.

We are continuously carrying out targeted efforts aimed at systematically expanding our membership base. Our new strategic goal is to integrate entities from regions that have been underrepresented into our structures, with a particular focus on the Middle East & Africa and East & Far East markets.

It has become necessary to adapt it to contemporary geopolitical conditions so that it better reflects the current shape of Europe.

At the same time, we continue to collaborate with companies from the onshore and offshore sectors, whose unique perspectives provide tremendous added value to the organization. With young entrepreneurs in mind, we have implemented preferential packages to facilitate their smooth integration into the global pipeline industry. We are pleased to announce that, thanks to these efforts, we have already welcomed a new Association Member to our ranks who is participating in the program dedicated to startups.

These efforts are closely aligned with our association’s overarching mission. Together, we are building an open business environment that fosters lasting partnerships and stimulates the implementation of innovative solutions in the global market.

IPLOCA Executive Director Georges Hage attended The Pipe Line Contractors Association of Canada’s 72nd Annual Convention that took place from 20 to 24 April in Maui, Hawaii, US. The meeting of the WFPIA took place on Monday 20 April during which the participants from the different sister associations engaged in a wide-ranging discussion on various topics of interest including the state of the industry, geo-political impacts in the industry, opportunities for joint events and programs, and other initiatives.

Voting

All Regular and Associate Member representatives are invited to attend the Election Meetings held on the afternoon of Thursday, 1 October 2026. Each member company is entitled to one vote. If no-one from your company is able to attend the meeting in order to vote, one vote per member company may be made on a proxy form (also available on the website) and must be received by the Executive Director no later than 23 September 2026 in order to be counted.

In accordance with the Association’s current By-laws, the 2026-2027 IPLOCA Board of Directors may consist of a minimum of 12 and a maximum of 25 directors as follows:

1. Up to sixteen directors representing Regular Members (one or two directors for each of the eight geographic regions as per the current membership), elected by the Regular Members

2. Three directors representing the Associate Members of the Association

3. Up to five Directors-at-Large make up the remainder of the Board and are appointed each year by the Board of Directors at its first meeting. The Directors-at-Large are nominated by the Executive Committee and appointed following the approval of the full Board. They are selected based on their active involvement and engagement in the work of the Association, including any committee work, to capitalise on their knowledge and ensure the continuity of leadership in certain areas.

4. Out of this group of directors, five officers collectively form the Executive Committee. These are the President, 1st Vice President, 2nd Vice President, the Treasurer and the Immediate Past President. Officers are directors of the Board and represent Regular or Associate Members.
