Dinner Delights freezer meal parties are a fun way to assemble meals ahead of time so you can pull them out and have fresh, delicious dinners on the table in no time. Dinner Delights takes care of the menu planning, shopping, and prepping. At the end of the party, everyone takes home six meals to put in the freezer. Dinner Delights brings all the meal supplies. All you have to bring is bags or a cooler to take the meals home. 21 - Art on the Lake Festival Art on the Lake is excited to announce the 4th annual Art on the Lake Festival which will take place on Saturday, September 21, 2019! The Art on the Lake Festival is held at Copper Creek Lake Park in Pleasant Hill, Iowa. The Festival is a family-friendly event that is free to the community and features musicians, food venders, interactive kids’ crafts in Lil’ Artist Alley, and showcases over 50 artists. October 2 - Loop the Lake-Healthiest State Annual Walk The Pleasant Hill Parks & Recreation is hosting a 30 minute walk to promote the Live Healthy Iowa Initiative. 5 - Tree Spree – Community Tree Distribution Program The City of Pleasant Hill is striving to increase its tree canopy in the community. To do this, high quality native trees (valued at approximately $80 - $100) are being made available to residents of Pleasant Hill. The cost to purchase a tree will be $30. Due to funding, all participants must be Pleasant Hill residents. There is a limit of 1 tree per household. The program is funded by the Elks Lodge through a Beacon Grant. 30 - Babysitting Basics Help your child be a great babysitter by expanding their skills and confidence to provide safe and responsible care when asked to babysit. Designed for students in fifth grade and above, this course teaches basic first-aid, caring for infants and young children, meal preparation, and child development. Upon completion of the course, your child will receive a Babysitting Basics Certificate. Cost of the program includes lunch as well as some babysitting essential items. On a weekly basis, members of the library staff visit daycares and local elementary schools to share books with the children. We show new books just received at the library and have story times for children to encourage their interest in reading.

On November 2 at 2pm, the Blank Park Zoo will be visiting the library and bringing a few friends for a fun program!
STEM (Science, Technology, Engineering and Mathematics) activities are offered on a monthly basis. Children and their parents are invited to participate in great STEM-related activities. Offered by the Polk County Extension Service, this popular series for children in 3rd through 5th grades also offers suggestions for at home activities. (Bringing Education and Seniors Together) B.E.S.T. is targeted to people age 55 and up. During the summer and fall months, we plan a day trip once a month to local sights. Our day trips are generally on one Thursday of each month from May through October. Times may vary according to the destination. A Holiday Potluck is held in November of each year at the Doanes Park Youth Center on the Friday before Thanksgiving. This year’s event will be on November 22 starting at noon. Community Tree Distribution Program The City of Pleasant Hill is striving to increase its tree canopy in the community. To do this high quality native trees (valued at approximately $80 - $100) are being made available to residents of Pleasant Hill. The cost to purchase a tree will be $30. Due to funding, all participants must be Pleasant Hill residents. There is a limit of 1 tree per household. The program is funded by the Elk’s Lodge Beacon Grant.
Steps to Participate: 1. Select your tree and make
the online payment ($30) before September 27, 2019. The sooner you purchase your tree, the better your chance of receiving your tree of choice. To select and reserve a tree go to www.pleasanthilliowa.org/registration.
2. Plan for your pick up. Trees will range from 5’-8’ tall at the time of pickup.
3. Pick up your trees at the Parks Maintenance Shop (1600

FAQs – Frequently Asked Questions What is your cancellation policy? Programs, activities, and special events that are cancelled, postponed or changed in location will be announced as soon as possible. Please check Facebook or www.pleasanthilliowa. org for updates. We reserve the right to cancel a program or an activity that does not meet the minimum number of participants necessary to offer the program. If Southeast Polk Community Schools or Des Moines Public Schools are cancelled for the day, scheduled Parks and Recreation programs will be cancelled as well. What is your program refund policy? Refund requests must be made ONE WEEK prior to the first day of the program. Once the ONE WEEK deadline passes, refunds will not be issued. If the program is cancelled due to not meeting the minimum number of participants or due to weather a full refund will be given. What is your facility rental refund policy? The city does not honor refunds for cancellations for use of the shelters or youth center due to inclement weather. Cancellations must be made 30 days prior to the reserved date in order to receive a refund; less a $10 cancellation fee for shelters and a $50 cancellation fee for the Youth Center. There are no guarantees or refunds regarding the facility’s suitability to the event, including but is not limited to; parking, appliances, heating or cooling, electrical (such as access to power and/or blown circuit breakers) and water supply. PROGRAMS Children
Three story times are held each week as well as many special events throughout the year. Toddler Story and Playtimes are held on Tuesdays at 10:30am and Preschool Storytimes are held on Wednesdays and Thursdays at 10:30am. During the first week of each month, the programs will have a STEM emphasis Creative Kids Craft take place on Wednesdays at 4pm for Kindergarten – 5th grade. Preregistration is required. Participants must be able to work independently or bring a helper. Scavenger Hunts are held on a monthly basis within the library. These are very popular with our younger patrons! Many other special events are held each year for all ages: Second Saturday of every month, the library will open at 9am for “Sensory Supportive Saturdays” for patrons who might have difficulties in a library setting during regular hours. The annual Halloween Party will be held on October 18 from 6:30 to 8pm at the Doanes Park Youth Center. On Saturday, November 2 at 2pm, the Blank Park Zoo will be visiting and bringing a few friends for a fun program at the library! Make and Take an Ornament will be from 1-4pm on Sunday, December 8 at the Doanes Park Youth Center 1,000 Books Before Kindergarten is designed to encourage parents to read 1,000 books to children before they start school. This program helps children get off to a great start. Sign up and let us know your progress. Close to 200 children are already participating! Ticket to Read is for older children. Participants read from different genres to get their passports stamped. When completed, children get to select a book to take home.
Adult Programs
The book discussion group meets every month to discuss a different book. It’s always a lively discussion! Take a look at the program section to see what upcoming books will be discussed. Our B.E.S.T. group (Bringing Education and Seniors Together) gives senior citizens the chance to sign up for chartered bus trips to locations throughout Iowa. Trips will begin again in April of 2020. Each year, the library sponsors a holiday potluck for the B.ES.T. group just before Thanksgiving. This year the potluck will be on November 22. Contact us for more information on all of the B.ES.T. activities. Adult education programs on a variety of subjects are offered at the library. If you have a class you would like to see us offer, please let us know! Computer Instruction is available on a one to one basis. PLEASANT HILL FIRE DEPARTMENT City of Pleasant Hill names Jamie Xayavong as Fire Chief
The City of Pleasant Hill is pleased to announce Jamie Xayavong has been appointed as the new Fire Chief. This marks the first time the City has named a female to this full-time role. City Council passed Xayavong’s hiring unanimously on Tuesday, June 11, 2019. “Over the last year, I worked directly with Chief Xayavong during the flood event of July 2018, the fire station renovation and on other regional fire related issues,” said Mayor Sara Kurovski. “I have experienced firsthand how she exemplifies our Cities’ and the Fire Department’s values through these interactions. I am thrilled to have a passionate public servant filling the role of our next fire chief.” Xayavong brings 13 years of experience with the Pleasant Hill Fire Department, serving as a Lieutenant and then a Captain. For the past year, she has filled the role of Interim Acting Fire Chief while the City performed a national search for the hiring of this position. Xayavong has exemplified the leadership, professionalism, and technical knowledge to excel as the Fire Chief. Her passion for public service is evident as she held a career with the Polk County Sherriff’s Office for 17 years during her time with the Pleasant Hill Fire Department. During Xayavong’s time as Interim Acting Fire Chief, she led the transition from fire and paramedic staff serving 12 hour shifts to 24 hour shifts, and began the design process for extensive building renovations. She will continue this forward momentum as she prepares to hire a 2nd full-time employee for the first time in the department’s history and sees the largest public facility improvements in our community. Today, only 4.5% of firefighters are women in the United States of America and only 150 out of nearly 30,000 fire departments have a female Fire Chief according to Women in Fire, an organization that promotes the inclusion of women in fire service around the world. SOIL QUALITY RESTORATION WHAT IS SOIL QUALITY RESTORATION? Soil quality restoration (SQR) is the process of improving soil health on new or existing lawns. The process uses tillage, aeration, and compost to increase infiltration and organic matter content. Soil quality restoration leads to healthier, more functional soils and landscapes that can absorb more rain and shed less runoff.
Why Restore Soil Quality? Grading activities associated with urban development create poor quality soils that are compacted and low in organic matter. Yards with poor soil quality require more time, money, water, and fertilizer to stay green and maintain a lush appearance. Problems such as standing water, inability to mow after rainfall, patchy grass, and poor grass establishment are associated with poor soil quality. These soil conditions also contribute to water quality issues by shedding runoff during rainfall events, and by transporting pesticides, sediment, and fertilizer to nearby water bodies.
How Soil Quality Restoration Improves Lawns and Water Quality Soil Quality Restoration reduces compaction, increases pore space in the soil, and improves organic matter content. This improves the health and functionality of soils. Organic matter gives the landscape the ability to act like a sponge and absorb rain. Soils rich in organic matter also support entire ecosystems of beneficial organisms (microbes, worms, insects) that contribute to healthy lawns.
Soil Quality Restoration in our Community Soil quality restoration is one of the easiest things you can do to improve your lawn and positively impact local water quality. In just a single year, a soil quality restoration implemented on a typical 1/4 acre lot can reduce thousands of gallons stormwater from running off an individual property. Soil quality restoration is not only a great way to help minimize stormwater runoff on your property, but it will also help improve the health of your lawn. Organic matter that is restored will provide lawns the nutrient they need without the use of fertilizer. The increased storage capacity in the soil will also mean there is more available water in the soil lessening the need for frequent watering.

Requirements: 1. The City of Pleasant Hill will provide reimbursement after project costs are incurred. 2. The City of Pleasant Hill will reimburse the applicant within approximately 30 days. 3. The project must be completed and receipts and application submitted to the City of Pleasant Hill within the fiscal year that it is approved. 4. For reimbursement, the City requires access to your property for final inspection after the BMP is installed and a copy of your receipt is submitted. 5. The property owner is solely responsible for implementation of an approved project. The City of Pleasant Hill is not liable for personal injury or property damage resulting from said work. 6. Projects approved for funding carry no implied warranty by the City of Pleasant Hill. 7. The funded practice must be maintained for a minimum of three years. Maintenance costs are the property owner’s responsibility. 8. Must be a resident of the City of Pleasant Hill to be eligible for reimbursement.
WHAT IS THE COST-SHARE REIMBURSEMENT PROGRAM? The City of Pleasant Hill has budgeted $5,000 for the Best Management Practice (BMP) cost-share program. The goal of this program is to encourage individual landowners to incorporate BMPs on their property to aid in water quality improvements and offset the cost of installation. The City of Pleasant Hill will provide reimbursement for the installation of most BMPs up to 50 percent or $750, whichever is the lesser value and rain barrels up to 50 percent or $75, whichever is the lesser value. Limit one reimbursement for rain barrels per address. Funding is available to applicants on a first come basis and is subject to the approval of the Community Development staff and the director. If you have neighbors who are home during the day, consider asking them to collect your packages on the delivery date. 3. Ship to an alternate address. Safe Winter Driving Tips
• Slow Down! Drive according to road and weather conditions. Remember, the posted speed limits are for ideal conditions and dry pavement. • Clear snow and ice from ALL windows and lights especially the hood and roof, before driving. • Leave plenty of room for stopping and brake early. It takes more time to stop when roads are wet, snow covered or icy. • Leave room for maintenance vehicles and snow plows - stay back at least 15 car lengths (200 feet), and don’t pass on the right. • Watch for icy surfaces on bridges as bridge decks will ice up first. • Pay attention to traffic up ahead. Actions by other drivers will give you extra time to react and alert you to problems. • Semi’s or large trucks take longer to stop - don't cut in front of them. • Adjust to road conditions - the faster your vehicle is going, the more distance it will take to turn, slow, or stop. • Allow extra time. Give yourself extra time to reach your destination when roads may be slick. Consider delaying your trip. • Buckle your seat belt (It’s the law anyway). • Don't use your cruise control during winter conditions. Even roads that appear clear can have sudden slippery spots and the short touch of your brakes to deactivate the cruise control feature can cause you to lose control of your vehicle. • Know the current road conditions. COMMUNITY IMPROVEMENT PROJECTS Infrastructure Projects
S. Pleasant Hill Boulevard/Vandalia Road Intersection Improvement Project Project Description: The intersection improvement project will realign the intersection of South Pleasant Hill Boulevard and Vandalia Road and will raise the roadway out of the 500 year floodplain, consolidate two uncontrolled railroad crossings into one signalized crossing, add pedestrian improvements and trail and reconstruct the on-ramp to the Highway 65 bypass. The alignment of the intersection is set to align with the future connection of the Southeast Connector, locally known as Martin Luther King Jr. Parkway. Project Update: Construction began in the fall of 2018. Estimated Cost: The estimated project cost for construction is over $10,000,000. Federal funds have been received to cost share construction in the amount of $7,900,000.
NE 70th Street Reconstruction (including 400’ east of Meacham Dr) Project Description: NE 70th Street between University Avenue and NE Rising Sun Drive is currently undergoing a complete reconstruction to bring the road design to current safety standards. The reconstruction includes an intersection (roundabout) at NE 70th Street and NE Rising Sun Drive and is designed to eventually continue further south and create a new boulevard section which connects to SE 6th Avenue at SE 68th Street near Four Mile Elementary School. Pleasant Hill’s Public Arts Advisory Commission has contracted with the Greater Des Moines Public Art Foundation to assist with the process of hiring an artist and acquiring the City’s first piece of public art to be installed in the newly constructed roundabout. The Public Arts Advisory Commission received a $15,000 grant from Bravo Greater Des Moines toward this piece of art. Project Update: Construction of the roadway began Summer of 2018. Use of the roadway and new roundabout began in December of 2018. Installation of the City’s first art sculpture (purchased with the help from donations and a Bravo Greater Des Moines grant), begin Winter 2019/Spring 2020. Estimated Cost: $2,870,000 Contractor: Elder Corporation

COMMUNITY IMPROVEMENT PROJECTS CONT. NE 60th Street/Morning Star Court Reconstruction Project Description: A redesigned intersection of NE 60th Street and University Avenue would improve safety and capacity through the intersection as well as add additional car stacking distance by relocating the intersection of NE 60th Street and Morning Star Court to the south. The intersection improvements would also add pedestrian accommodations. Estimated Cost: $2,720,000
Woodland Drive Construction (Connection from Pleasant Ridge Estates to SE 55th St) Project Description: The Pleasant Ridge Estates neighborhood located on Shadyview Boulevard currently only has one roadway access. To provide for increased accessibility for emergency services and residents, a new roadway has been designed which would connect from the east side of the subdivision to SE 55th Street named Woodland Drive. Project Update: Construction began Summer 2019. Estimated Cost: $430,000
Park and Trail Projects
Hickory Glen Park Project Description: The City of Pleasant Hill purchased 77 acres of ground in 2015 southwest of Four Mile Elementary School for future parkland following a recommendation from the Comprehensive Plan and Parks, Trails and Open Space Plan. In 2016, the City hired Confluence Landscape Architects to complete a comprehensive Master Plan for the Park. Following adoption of the Master Plan, a contest was held to name the park ground by a local resident. Hickory Glen Park is designed to serve many users over many generations, and full build out is a long term process. The overall Master Plan construction is estimated to cost over $17,000,000. Project Update: Construction began April 2019, with anticipated completion on November 1 for Phase 1.
Youngstown Trail Project Description: Youngstown trail is a local trail network which provides a connection for residents to travel throughout the community and connect to over 600 miles of trails through the Central Iowa Trail Network via the Gay Lea Wilson Trail. Project Update: Phase II of Youngstown Trail which extends from the Gay Lea Wilson Trail at Parkridge Avenue and continues east to Pleasant Hill Boulevard has completed design which includes the trail and several storm water improvements. The City has acquired all necessary property and easement acquisition needed to construct the project. The City applied for grant funding through the Iowa Department of Transportation and any construction is pending the results of the funding application. Estimated Cost: $777,000 Estimated Project Timeline: Construction began Summer 2019.

Regional Projects
Southeast Connector/Martin Luther King Jr Parkway Extension Project Description: The City of Pleasant Hill has been working with the City of Des Moines to plan, construct, and apply for funding for the Southeast Connector/Martin Luther King Jr. Parkway Extension as a transportation corridor connecting the Highway 5/65 Bypass to downtown Des Moines for over a decade. Project Update: The City of Des Moines completed a new section of the roadway to extend to 30th Street in 2016. The intersection improvements at Pleasant Hill Boulevard and Vandalia Road are designed to accommodate the future connection of the Southeast Connector. Due to federal funding requirements, no additional federal funds can be used to construct the project until at least 2021. Planning is still underway. Estimated Cost: The connection between 30th Street and the Pleasant Hill Intersection which spans through Des Moines and Pleasant Hill is anticipated to cost $40,000,000.
Water Trails Project Description: The Des Moines Area Metropolitan Planning Organization received funding from the Iowa Department of Natural Resources to develop a regional water trails plan. Now developed, the plan provides the region a road-map for enhancing citizen experiences in and along the waterways in Greater Des Moines. This study examines a list of recommended projects more closely and determines feasibility and estimated costs. The study is examining the Pleasant Hill Boat Ramp for potential improvements.

PUBLIC WORKS Snow and Ice Control Residents are required to remove snow and/or ice from the sidewalks in front of their property within 24-hours after the end of a snow event. Failure to remove the snow within the 24-hour time frame may result in the city removing the snow and/or ice and billing the homeowner for removal. Parking on all city streets is prohibited during a snow emergency. Snow emergencies are enacted when 2 or more inches of snowfall is forecasted. If a snow emergency is in effect there will be an alert on the City’s website, Facebook, and Twitter accounts.
Responsibility of Property Owners BE A GOOD NEIGHBOR:
It is the responsibility of property owners to remove snow and ice from sidewalks promptly, creating a minimum 36” wide path. If the ice cannot be removed, it should be treated with sand, salt, or other non-slippery substance. If the sidewalk is not cleared, the City will advise tenants and property owners to keep sidewalks clean and clear. However, if this duty is neglected, the snow and ice will be removed at the cost of the owner. The City may also choose to issue a citation to the property owner in the amount of $30 for the first violation and $75 for each subsequent violation. Do not dump snow from your driveway and sidewalk in the street. Not only is it against City of Pleasant Hill Code of Ordinances, but

when the street snow plow comes, the snow from the street will land in the next open space, typically your neighbor’s driveway.
FIRE HYDRANTS
Residents are encouraged to keep a three foot clearance around fire hydrants to ensure they are accessible, in the event of a fire. If you do not have a hydrant in your yard, consider adopting one. This is a great way to ensure it is always clear during a snow event.
MAILBOXES
In order to ensure letter carriers are able to provide safe and timely mail delivery, clear enough snow from curbside boxes to allow mail trucks to approach the box, deliver the mail and to drive away from the box without danger of the need for backing. The carrier needs to get in, and then out, without leaving the vehicle or backing up.
PRIORITY SNOW ROUTE EXHHIBIT A
Priority Snow Routes
In order to make the most efficient use of available resources it is necessary to establish priority snow routes. These routes are determined by street classification and proximity to these higher classified roads (connector streets). These routes will be the priority for equipment operators when the snow starts to fall and will continue to be priority until the snow stops. Exhibit A, is a list of the priority snow routes, of this policy shows their location in relation to the entire city.
Snow Plowing The depth and timing of snow accumulations, along with traffic volumes, will normally dictate when snow removal operations begin. Removal will take place during a snow event as needed to keep accumulations on the pavement surface at a manageable level. It is likely that several passes will be made on most streets to clear accumulated snow from the roadway. Three Snow removal operations will start with equipment operators clearing snow from the major snow routes, outlined above. Once these routes are cleared, the equipment operations will move into the residential districts. Exhibit B shows the routes and districts divided up when three (3) equipment operators are being utilized, which is the standard procedure given the staffing resources the department currently has. Throughout the snow event staff will keep the south complex emergency service doors cleared of snow to provide access. Once the snow event has slowed or stopped, or prior to the opening of the public buildings, the Park’s staff will clear snow from the parking lots of the city complexes and youth center. Once these parking lots have been cleared, they will move to clearing snow from the cemetery, sidewalks and trails. Once the residential districts are complete, or substantially completed, available equipment operators will start to clear snow from the cul-de-sacs within the city. Removing snow in the cul-de-sacs could start earlier depending on available staff from the Public Works or Parks and Recreation Department.

PLEASANT HILL’S NEW PUBLIC SAFETY FACILITY Pleasant Hill’s New Public Safety Building LOCATION: The new public safety building will sit on 6.13 acres west of NE 70th Street and north of NE Rising Sun Drive with the public entrance and parking located on the new extension of Meacham Drive. Gated parking for employees will be located along NE Rising Sun Drive. SIZE: The new Police Department will be a 24,700 square foot facility with a 4,443 square foot auxiliary fire building featuring to apparatus bays next door. OPPORTUNITY FOR TRAILS: A 10’ wide trail will be located along the south side of Meacham Drive by the public entrance to promote walkability and accessibility for pedestrians and add connectivity within our community.

FAQS: Will there will increased sirens in this area? Vehicles are planned to respond to calls by exiting north, away from residential areas, and return from the south without sounds. Currently, the public safety facility in near a residential neighborhood and are conditioned to being courteous to those around them. Will the Fire vehicles be able to navigate the roundabout in this area? The roundabout was engineered to accommodate fire apparatuses, trucks with trailers, etc. It was constructed with a red, low-sloped curb that is intended for these types of larger vehicles to roll onto while turning. Will response times change? The addition of an auxiliary fire station will decrease response times to the eastern portion of our community. Police patrol the City in their vehicles and respond to calls from their vehicles and not from the police station. Therefore, their response times will be unchanged. 37

Southeast Polk Grading and Reporting
Our district serves more than 6,800 students from preschool through grade 12. Covering 114 square miles and serves the communities of Pleasant Hill, Altoona, Mitchellville, Runnells, Des Moines and surrounding areas. The central campus, consisting of the high school, junior high, sixthgrade building, district office, bus maintenance facility, and buildings and grounds department – is located in the geographic center of the district, with eight elementary schools located throughout the district. Teaching and learning at Southeast Polk is based on identified standards. Students will have multiple attempts to demonstrate learning. Teachers honor the learning progression of students by providing multiple opportunities to demonstrate proficiency. Teacher feedback provided to students between learning demonstration opportunities allows students to build on what they have already demonstrated while progressing to successfully meet and exceed proficiency. New information about learning should replace old information. The purpose of giving multiple attempts to demonstrate learning is to show the student’s understanding of that standard. As such, when a student has shown proficiency in the standard through opportunities to provide

evidence of attainment, that most current evidence of understanding will replace previous evidence. Once a student has shown consistent proficiency, they will have mastered the standard. Communication and consistency are crucial. Feedback from the teacher is vital to the student’s understanding of their progress in demonstrating proficiency of the standard. Communication from the teacher about that progress means that the student is never confused about where they are in their learning progression. Clear and consistent communication about the student’s level of proficiency also helps parents understand the skills their student has developed, as well as areas where they need to improve in order to meet the standard. Since we will continue to use traditional letter grades on report cards, communication about a student’s proficiency on priority standards will also provide more clarity on how they earned the letter grade for the class.

Location: Copper Creek Lake Park Trick or Treat Around the Lake is going on the third year in Pleasant Hill. Come out and meet your local businesses, bring your family to the lake and trick or treat. We will provide face painting, bouncy houses and plenty of fun for the whole family. Last years event was a huge hit for our community.
Elf on the Shelve- Social Media Business Hunt December 2 - December 18, 2019
Location: All over Pleasant Hill and surrounding communities Join us on a social media business hunt with our Elf on the Shelve. Phil will visit local businesses in Pleasant Hill and surrounding communities for a couple days. During his stay, he takes pictures with clues and posts to the chamber’s Facebook page. When you locate Phil, you also post to social media and you will be entered into a drawing for gift certificates to all the participating businesses. This is to encourage you to shop local.
