Welcome to your latest edition of Playford News Magazine.

As a council we work to make our city a great place to not only live and visit, but to also study, work and do business. Supporting business and local employment opportunities was identified as a key priority by our community in the development of Council’s Strategic Plan 2020-24. This edition of Playford News focuses on this community theme and shares stories of how Council provides support to business as well as on the ground trainee and volunteer opportunities for our community.

We also chat to industry experts in Playford, including Paschal Somers who shares with us his journey from working at GM Holden to the thriving Lionsgate Business Park (our cover photo), and Joe Priolo, Principal at Angle Vale’s new Riverbanks College.

At this time of the year we also like to share with you our finalised plans for the new financial year. In recent months you may have seen Council reach out to residents to provide feedback on Council’s Annual Business Plan (ABP) for 2021/22.

The ABP outlines the services Council will deliver in the next 12 months and includes a balanced budget supporting growth and renewal of the city, provision of quality services and a number of new projects - some of which have grant applications pending. Already, Council has proactively sought government funding opportunities to help pay for a number of these projects, with a total of $9.4M of grant funding secured by Council.

This is a great example of two tiers of government coming together to invest in our community.

Meet Paschal Somers, General Manager Operations at Lionsgate Business Park and Pelligra South Australia. Across a number of careers, Paschal has had a connection with the former General Motors Holden Elizabeth plant site, now known as Lionsgate Business Park.

Shortly after migrating from Ireland to Adelaide in April 1994, Paschal was employed with Holden as a Press Operator. “I came to Australia for the opportunities, and as a Mechanical Engineer I chose to settle in Adelaide due to the booming car manufacturing industry at the time,” said Paschal.

Paschal worked his way up from the workshop floor, gaining a wealth of experience across all areas of the business before undertaking sponsored training to complete his Masters in Engineering. He also worked in America for four months at General Motors Technical Centre in Detroit. It was in his final role with Holden as Central Engineering and Facility Manager when Paschal first met Ross Pelligra, Chairman of Pelligra Group, who would later become his boss at Lionsgate.

Today, Lionsgate is home to a range of manufacturers, and on any given workday approximately 750 people are on site - with this number anticipated to grow to 1,500 in the next three years. Paschal’s role is to support this growth.

“Manufacturers are drawn to Lionsgate because of its capabilities, which is a legacy of the Holden site,” he said. “We have a 122 hectare site, with engineered warehouses that provide tenants a wide range of manufacturing opportunities.”

Pelligra have made a significant investment in Playford by purchasing Lionsgate and four additional incubator sites in the region. They see the industrial capabilities and strengths of the area. “I think we are uniquely positioned at Lionsgate, and our surrounding incubator sites take advantage of the work coming in from the naval shipbuilding industry at Osborne thanks to our close proximity to the Northern Expressway,” said Paschal.

Currently Lionsgate is occupied by 12 tenants, including component manufacturer, Levett Engineering, home energy manufacturer, Sonnen, and fabrication specialist, Genis Steel.

After working at the site for 27 years, Lionsgate is like a second home to Paschal. “This site is special to me because of all the fond memories I have of working here, the people, processes and products.”

For Paschal the future of industry looks bright for Lionsgate Business Park and Playford.

“If we do this right and capitalise on our existing manufacturing capabilities, both people and infrastructure, Playford’s manufacturing industry is set for the next 20-30 years.”

Playford News sat down with Principal Joe Priolo to talk about the new school currently being built by Sarah Constructions on a former market garden site in Angle Vale. We wanted to know what the new Riverbanks College will offer students, families and the Playford community.

“I see Riverbanks College as part of a world class education system with a strong literacy foundation that will focus on every student, in every class, every day,” Principal Priolo tells us. “The biggest influence on the success of each young person is going to be about the quality of teaching and learning. And the fantastic facilities and surroundings are just going to maximise those opportunities.”

The school motto is ‘A thriving inclusive community’ and Riverbanks College will be one of the first schools to be a true community hub. The City of Playford has partnered with the State Government to allow community access to school facilities such as sporting ovals, and gymnasium which will be open for community use by groups and for public events. Riverbanks College will become a pivotal community hub and Principal Priolo says he is looking forward to building those connections between the school and Playford’s diverse local community.

The students will enjoy all new play areas that will look a little different to a traditional school, with less focus on play equipment and more on nature play and connection. ‘Learning neighbourhoods’ will be established so students in education units, early years, and primary buildings are close together and enjoying shared play spaces and gathering areas.

The middle and senior schools will also be adjacent each other, with plenty of shaded break-out areas to take advantage of sports facilities such as soccer, football, netball, and gymnasium.

As Playford’s rapid population growth is expected to continue, Riverbanks College (which will grow to a capacity of 1,675) will take off some of the enrolment pressure on local public and private schools, and Principal Priolo says he is working closely with the schools in the shared zone to ensure enrolment objectives are met.

Plumbing for Productivity.

Rhuah and Lee Pietersen have been together for 19 years. During this time they have established a family, built their forever home and with the launch of Playford Plumbing and Gas in 2019, became small business owners.

Lee grew up in Playford since the age of 11, after his family migrated here from the United Kingdom.

Rhuah has lived in Playford since she was 13. “We are also heavily involved in the local sporting community and Lee has always played soccer in the area. Our son is following in his footsteps and plays for Elizabeth Grove,” said Rhuah. “So for us, it’s important that everything we do in our business makes sure we are looking after the local community.”

This philosophy extends to providing work experience and employment opportunities to local people.

Lee and Rhuah have taken on three local students from St Patrick’s Technical College, providing hands on work experience. For Chad Davis, a local student from Angle Vale, his work experience led to an apprenticeship with the business.

In January 2021, Rhuah made the decision to hire a dedicated work space at Playford’s Stretton Centre to increase her productivity. After a year working from home she had started to feel unmotivated and was easily distracted by house duties. “I came for a tour of the Stretton Centre and was stunned at what was here. I was so impressed that I signed up on the spot, and organised my desk that day.”

Rhuah found that she made significant progress in her business since working from the Stretton Centre, and regained her passion for work. “I don’t have to worry about maintaining or cleaning anything here. I just focus on what I need to do and I can bounce ideas off of other business owners or the Stretton Centre business support staff which has been really beneficial.”

For Rhuah and Lee there is nowhere, other than Playford, they would want to run their business from. “We have spent our teenage years and beyond in Playford. We have established ties here and don’t want to leave our community – it’s a nice place to work and be.”

TRAINING OPPORTUNITIES Kiana Stewart is taking advantage of the courses on offer through Marni Waiendi.

Pathway to Employment.

At just 20, Kiana Stewart has built up her qualifications to help secure one of her dream jobs.

But she isn’t set on one pathway, Kiana is keeping her options open.

“I would like to become a mentor for Aboriginal students or an Aboriginal support worker within schools,” Kiana said. “I had a mentor growing up and it helped my mindset today.”

Along with studies in Early Childhood Education and Care and Aboriginal studies, Kiana has completed First Aid and White Card thanks to training run at Marni Waiendi, an assistance and support centre for the Aboriginal and Torres Strait Islander community.

Kiana said the First Aid training supported her pathway into education, while the White Card supported her other career aspiration. “I have always been hands-on as well, I’ve always liked construction,” Kiana said.

Through Marni Waiendi, Kiana is currently undergoing the Wheels in Motion program that looks to overcome the barrier to employment and further education. The program provides Kiana with driving experience and also gives her the skills to prepare for her provisional licence.

“Wheels in Motion will support me getting my licence so I can then get to and from my courses and upcoming traineeship,” she said. “I am about to start an 18-month traineeship at a local early learning centre.”

Marni Waiendi is a transition centre that provides the Aboriginal and Torres Strait Islander community with information and referrals to assist with access to mainstream and First Nationspecific programs and services.

Each year the centre offers a range of training including first aid, driver’s education, leadership and literacy courses with more than 70 people completing their training over the past 12 months.

Marni Waiendi also supports with cultural activities and events such as Deadly Fridays, Sorry Day, Reconciliation and NAIDOC Week.

Learning to Teach.

Kelsey Woodards is eager to get into the classroom and put her learnings into action.

Kelsey started volunteering for Playford 10, a City of Playford project that works with Year 4 and 5 students to connect them to ongoing activities in 2020.

She first found out about the program when she enrolled into her teaching degree at the University of South Australia.

“I reached out instantly, this is exactly how I want to contribute to the community – this is exactly what I want to do,” she said.

Playford 10 works with students at Elizabeth Grove and Elizabeth Vale primary schools linking their talents and strengths into sports, arts or volunteering activities in the community.

Kelsey has supported the project in after-hours school activities such as basketball, tennis and gaming.

The experience of working with children in the early stages of study has helped build her confidence.

“It’s helped in terms of behaviour management and understanding children,” she said.

And it is through this passion that the young teacher-in-themaking has gone on to gain employment with the Playford 10 program and has also started tutoring.

“It feels like I’m in the right place, it’s where I am meant to be and it’s what I’ve always wanted to do and it feels great that I can do that while I’m studying,” Kelsey said. “It’s important to have that experience working with the community because there is something more we need to do for some kids outside the classroom, so I’m glad I can contribute that way.”

Karen Inwood, Lecturer of Arts Education at the University of South Australia, said the volunteering program helped student teachers understand the educational model and support in planning, adaptability, practical lessons and networking.

“Playford 10 offers a lot more natural, organic flow between these student teachers and the participants,” Ms Inwood said.

“They are coming up from that grassroots level with a greater depth of understanding and a more lateral understanding of what it is to be an educator.”

Looking towards the future.

During the development of our Strategic Plan in 2020, our community told us they wanted to focus on their foundational needs which means addressing the things that impact their everyday lives, from having safe roads, well presented neighbourhoods and local employment opportunities, to a council that talks to them more and uses their money wisely.

Council is confident the 2021/22 Annual Business Plan and Budget is a strong step forward to achieving just that.

The Annual Business Plan and Budget showcases the outcomes we as a council will achieve during the next financial year, 2021/22.

Our expediture budget is $110M, most of which supports the delivery of existing services such as our community centres and programs; city maintenance; waste and recycling; public health, regulatory and environmental services; and local business support.

We will spend over $21.9M of our capital budget on renewing or replacing existing assets such as kerbs, footpaths, roads and recreational and sporting facilities. Check out the map on pages 14 and 15 for a snapshot of these projects and initiatives.

Council has achieved a sustainable operating surplus since 2019/20, which means we are not spending more than we receive, and we have maintained this for 2021/22, despite the social and economic challenges faced throughout the COVID-19 pandemic. The positive impact of operating surpluses over the last few years have accumulated to help reduce Council’s overall debt in 2021/22.

Balanced Budget.

Our commitment to deliver a balanced budget whilst delivering key projects that support our community’s foundational needs has resulted in a rate increase of 1.25 per cent for 2021/22.

The budget supports the growth and renewal of the city and the delivery of quality services the community relies on.

Grant funding supports new projects.

The City of Playford has been successful in securing $9.4M of grant funding in its bid to proactively seek external funding opportunities to help pay for community projects. The grants help bring forward important sport, recreation and infrastructure projects that assist with connecting our community with each other, as well as improving safety and accessibility.

Council was successful in receiving $2.1M as part of the Open Space and Places for People Grant Program for the revitalisation of the eastern end of Fremont Park. Following community engagement, Stage 3 of Fremont Park will see the development of a large and small dog park, a new off street car park, expanded lawn area, native plantings, as well as new paths, toilet block, drinking fountains, lighting and seating.

The Playford Sports Precinct was successful in receiving a $1.3M cash injection through the State Government’s Regional and Districts Facilities Program. This will contribute towards the construction of three new unisex change rooms at Elizabeth Oval, floodlighting of the Playford International College oval and floodlighting of the softball section of Ridley Reserve. These projects will help expand Central District Football Club’s programs, in particular women’s and junior’s competitions, as well as enable twilight softball games in summer and a second training venue for many winter sports.

Playford has also been successful in receiving $3.4M State and Federal Government funding for the Stebonheath Road Stage 2 upgrade and $2.6M State Government funding for the Park Road Drainage System Stage 1 project. The transformation of Stebonheath Road, from Curtis Road to Peerless Road, will improve safety for all road users, improve the network efficiency and enhance the visual amenity of the area. The construction of Stage 1 of the Park Road drainage system in Virginia will help protect houses from flooding and substantially reduce flood damages for horticulture land in the area.

The new projects support Council’s mission to improve safety and accessibility, lift city appearance, connect our community, support business and local employment opportunities, as well as use money wisely by leveraging external funding.

Scoring our Sporting Upgrades.

This is Ben, one of the Project Managers at City of Playford. Over the last 9 years, Ben has overseen a variety of development projects with Council, from the Fremont Park Stage 1 Upgrade to the building of Prince George Plaza.

Ben is pictured here at X Convenience Oval checking the installation of the new digital scoreboard which was supplied and installed by Council.

Although the new screen won’t be the largest of the digital scoreboards around Adelaide (Redlegs!), it is amongst the few that are video capable, and this feature will offer enhanced viewing at games, including player images and stats to be displayed as well as the crucial game scores. It will also be an asset for community messaging at any public event held at the oval.

The scoreboard upgrade was just one of the changes at the home of our beloved Doggies. Fencing at the back of the oval near the rail corridor has been replaced, and a section of the Gawler Greenways walking and cycling path which runs between the railway line and the oval has been installed, and lighting soon to be completed. A further 150 metre section is planned in the coming weeks. The path is also lined with bollards, providing accessibility and security for the community.

$894,436 grant funding to contribute towards the build of three new unisex change rooms at X Convenience Oval and the installation of lighting towers at Playford International College. This will provide a much needed second training venue for Central Districts Football Club whose women’s and junior football programs have grown significantly.

The second grant of $400,000 will go towards installing 17 lighting towers with 250 lux LED sports floodlighting at the softball grounds at Ridley Reserve. This will enable softball to host twilight games in summer and provide a second training venue for many winter sports in Playford.

Other sport upgrades Council has completed in the first half of this year include; •

A white picket fence around the perimeter of Virginia Oval and new cricket training nets installed.

A full-sized basketball court (and lighting) at Fremont Park, and a half court at Filsoll Reserve at Elizabeth Downs.

•

Upgrades and repairs to both the Elizabeth and Town Park Skate Parks.

•

Aquadome upgrades are planned, including a pump and filtration system replacement. This will significantly increase the water quality, along with a new heating system and a rebuild and retiling of the 50 metre pool.

Angle Vale Community Sports Centre Construction of new junior and senior soccer fields, AFL/Cricket oval, sports-field lighting, 100 additional car parks, and landscaping has commenced. This major project will have some excellent offerings for the Angle Vale community. Works are anticipated to be completed early next year, and we’ll keep you updated on progress. | PAGE 17

Why do we have parking restrictions around the Lyell McEwin Hospital?

Due to high demand of on-street parking in residential streets near the hospital, Residential Permit Parking has been introduced to this area. The Permit Zones have restrictions in place from 8:00am to 6:00pm Monday to Friday, during which time only City of Playford Permit Holders are permitted to park. Permits are issued by council to residents in the area and must be displayed on the dash of the vehicle. Additional street signage has been installed to identify the Residential Parking Permit Zones. Paid parking is available at the multi-deck carpark via Mark Road.

How do I go about lodging an application for Planning approval?

Local councils are no longer accepting development applications, and there is a new online system for lodgements. You will need to visit the Plan SA online portal; plan.sa.gov.au. Our Planners are happy to help guide you through the new process, so if you have any issues, give us a call on 8256 0333.

How do I get a permit to burn?

During the off fire-danger season, there are strict conditions about burning in different areas of Playford.

Residents in most inner suburbs are still unable to burn at all. There are some suburbs in Playford where you are able to burn off, under strict conditions which require an application for a permit to be submitted. Other rural areas are covered by a General Burning Permit, but still have conditions applied. Fighting Food Waste We asked Kristie from Blakeview to share some tips to make it easy to get your food scraps into the green bin, and why it’s important.

“I used to worry that people would think all my ‘house rules’ about recycling made me a bit of a ‘nerd,’” says Kristie. “But I’m actually ok with being a nerd, because I know our family has a positive impact on the environment - which makes me feel pretty good.”

The reason Kristie is keen to get any food scraps, or organic matter for that matter, into the green bin is because they will go on to be composted into a rich resource for our soil. Food scraps put into the red bin are lost to landfill.

“I’ve found the easier you make your kitchen bin system, the more likely you are to dispose of food scraps the right way.” Kristie says.

In line with making it simple, Kristie’s kitchen caddy now lives under the sink.

“The benefits of having all of our ‘waste’ bins in one space were immediate,” says Kristie. “The sink is the ‘go to’ for all of our rubbish, and if one of the kids opens the sink cupboard to throw an apple core away, there’s no excuse for it not to go into the caddy – it’s right there, next to the general rubbish bin.” As the caddy is portable and has a handle, it’s also easy to move to the counter when doing food prep.

The most important thing is to just get those food scraps into the green bin instead of the red.

If you don’t have a green bin, it can go into a home compost, worm farm, or be donated to someone with chooks.

“If we all do our bit, we can make a real difference.”

DreamBIG Children’s Festival Northern Sound System hosted a number of northern Adelaide schools as part of the DreamBIG Children’s Festival in May. Neon Dreams, a song writing party, gave students the opportunity to learn how to create music through pumping beats and dreamy vocals.

Reconciliation Week.

The City of Playford hosted a number of activities to commemorate Reconciliation Week from families creating reconciliation inspired art to cultural walking tours of Para Wirra Conservation Park and Adelaide City.

Kindness in Action.

Playford 10, a City of Playford pilot school program, has partnered with Safe Pets, Safe Families for its annual Kindness in Action project. Students from Elizabeth Grove and Elizabeth Vale primary schools have been making goodies for dogs which have been taken into temporary care. The students have also had the opportunity to read to Story Dogs (pictured below) and learn more about responsible pet ownership.
