Lohri, Makar Sankranti, Pongal:
History and Significance
Lohri
The nation has geared up to welcome not just the warmth of the Lohri bonfire, but also spread the Makar Sankranti cheer and convey greetings of Pongal. Yes, it is indeed the most joyous occasion as the series of winter harvest festivals starting with Lohri, Makar Sankranti and Pongal kick off.
Lohri marks the beginning of the end of winter, coming of spring and the new year. The festival is traditionally associated with the harvest of the rabi crops. The traditional time to harvest sugarcane crops is January, therefore, Lohri is seen by some to be a harvest festival. And thus, Punjabi farmers see the day after Lohri (Maghi) as the financial New Year.
There are some interesting socio-cultural and folk-legends connected with Lohri. According to the cultural history of Punjab,
Bhatti, a Rajput tribe during the reign of Akbar, inhabited parts of Rajasthan, Punjab, and Gujarat (now in Pakistan). Dulla Bhatti, Raja of Pindi Bhattian, was put to death by the Mughal king for revolting against him. The tribal mirasis (street singers) trace the history of the tribe and interestingly, claim Maharaja Ranjit Singh as one of its scions.
Dulla Bhatti, like Robin Hood, robbed the rich and gave to the poor. The people of the area loved and respected him. He once rescued a girl from kidnappers and adopted her as his daughter. His people would remember their hero every year on Lohri. Groups of children moved from door to door, singing the Dulla Bhatti folk-song: “Dulla Bhatti ho! Dulle ne dhi viyahi ho! Ser shakar pai ho!” (Dulla gave his daughter a kilo of sugar as a marriage gift).
Lohri is essentially a festival dedicated to fire and the sun god. It is the time when the sun transits the zodiac sign Makar (Capricorn), and moves towards
the north. Gur rewri, peanuts and popcorns are the three munchies associated with this festival. Besides these, in Punjab villages, it is a tradition to eat gajjak, sarson da saag and makki di roti on the day of Lohri. It is also traditional to eat ‘til rice’—sweet rice made with jaggery (gur) and sesame seeds.
Makar Sankranti
Makar Sankranti also known as Makara Sankranti is celebrated in various parts of the Indian subcontinent to observe the day which marks the shift of the sun into ever-lengthening days. The festival is a seasonal observance as well as a religious celebration.
Though extremely popular as Makar Sankranti, the festival is predominantly a harvest festival and is celebrated throughout India, from north to south and east to west. While Makar Sankranti
is most popular in West India, down south, the festival is known as Pongal and in the north, it is celebrated as Lohri. Uttarayan, Maghi, Khichdi are some other names of the same festival.
Makar Sankranti is the festival of til-gul where sesame and jaggery laddoos or chikkis are distributed among all.
The festival Makara Sankranthi is a solar event making it one of the few Hindu festivals which fall on the same date in local calendars every year: 14 January, with some exceptions when the festival is celebrated on 15 January.
Makar Sankranti is believed to be a time for peace and prosperity. The day is regarded as important for spiritual practices and accordingly people take a holy dip in rivers, especially Ganga, Yamuna, Godavari, Krishna and Cauvery. The bathing is believed to wash away sins.
Makar or Makara Sankranti is celebrated in many parts of South Asia with some regional variations. It is known by different names and celebrated with different customs in different parts of the region.
The festival is one of bonding where every member of society is asked to bury the hatchet with enemies and foes and live in peace. Makar Sankranti generally marks the beginning of the Kumbh Mela in Uttar Pradesh while in South India, in Kerala, one of the most austere and difficult pilgrimages of Shabrimala ends on this auspicious day. Other parts of the country too, celebrate by taking a dip in the holy rivers flowing through states to cleanse themselves of sins. It is also believed that if you die during Makar Sankranti, you are not reborn but go directly to heaven.
Thai Pongal
Thai is the first month of the Tamil Almanac, and Pongal is a dish of sweet concoction of rice, moong dal, jaggery and milk. This festival is celebrated by one and all as it is non-relevance to any particular religious faith. The whole Tamil population of the world celebrate it without any differences.
Therefore it is widely known as “Tamil Thai Pongal” or the “Festival of the Tamils”. It is celebrated on the first day of the month Thai of the Tamil calendar.
The festival is a thanks giving ceremony in which the farmers celebrate the event to thank the spirits of nature spirit, the Sun and the farm animals for their assistance in providing a
successful harvest. The rest of the people celebrate the festival to pay their thanks to the farmers for the production of food. Overall, it is a festival to encourage social cohesiveness and unite people by bringing them together in a common function. There are many songs about Thai Pongal and there is much Tamil literature about it.
Thai Pongal generally includes customs & celebrations that are the expression of jubilation over life’s renewal. On Thai Pongal, the family begins the day early. The traditional Pongal (rice pudding) is prepared in the front garden which is pre-prepared for this ceremonious cooking. A flat square pitch is made and
decorated with kolam drawings, and it is exposed to the direct sun light. A fire wood hearth will be set up using three bricks. The cooking begins by putting a clay pot with water on the hearth.
A senior member of the family conducts the cooking and the rest of the family assists him or her or watches the event. When the water has boiled the rice is put into the pot - after a member the family ceremoniously puts three handful of rice in first. The other ingredients of this special dish are chakkarai (brown cane sugar) or katkandu (sugar candy), milk (cow’s milk or coconut milk), roasted green gram (payaru), raisins, cashew nuts and few pods of cardamom. When the meal is ready it is first put on a banana leaf and the family pray for few minutes to thank the nature sprit, the sun and farmers.

STYLE YOUR LIFE
January 1 to 15 January 2020
P5
H o r o s c o p e
Aries: A seismic shift is about to occur in your career, and it might initially feel destabilizing. The good news is that you have sensed this was on the horizon and you know this change simply must happen. A Lunar Eclipse in your domestic sector brings emotional and family-security needs to the forefront, and you might initially worry that a major change in professional dynamics will threaten your ability to provide for your clan. Not so! Remember who you are, Aries! You are a powerful, entrepreneurial, innovative leader who is meant to break the mold and pioneer an independent, spirited path in your world. The Saturn-Pluto conjunction at the top of your chart is not a death sentence to your career -- it's an invitation to rise above the rubble and do what you do best: create your own path. It's long overdue for some of you. When it comes to romance, you'll have a quieter month. Venus will be in your 12th House of Escape from January 13 through February 7, making you more interested in keeping your love life under wraps. Your lover might also be your sanctuary this month. If so, you are blessed.
Taurus: Expenses might be high this month, as a legal matter may require your attention and you're likely to feel as if you've got two fingers glued to a livewire. This might not sound like the most peaceful way to begin a new year, and the truth is, it's not. But, Taurus, for you, it's not meant to be peaceful right now. Not with Uranus in your sign, about to turn direct on January 10. You might be going into business with someone or taking on an international-related project or major publishing assignment now. Alternatively, a major publishing assignment or legal matter might end. Don't sit in the fear of all this change, Taurus, because that will only be counterproductive. Instead, focus on the fact that this is an opportunity to create a brand-new reality for yourself, one that is aligned with your true passion and values. The New Moon at the top of your chart on January 24 supports all new career endeavors. You've got this! In terms of romance, you and your sweetheart might enjoy more social gatherings together. Venus in your friendship sector from January 13 until February 7 can also turn a friend into a lover. Be open.
Gemini: Massive opportunities are coming your way in terms of your career and personal ambitions. But first, it's possible that you need to let go of how much you've relied on another person's resources or support. Conflict with a partner is possible from January 3 - February 16 while Mars moves through your relationship sector. These arguments may have to do with money, thanks to a Lunar Eclipse in your earned income sector on January 10, along with the sober Saturn-Pluto conjunction on the 12th that lands in your shared resource sector. Perhaps you and your mate are parting ways and you need to start supporting yourself more. If so, this might be a difficult (but necessary) adjustment. Another possibility is that you and your partner are fighting about shared debt. In rare cases, a deal with creditors or even bankruptcy might be your only option. Happily, a focus on your profession between January 13 and February 7 looks promising. Venus will be at the top of your chart, blessing you with financial potential as well as absolute joy in your career path. A dream-come-true opportunity is possible on January 27 as Venus and Neptune embrace. Lucky you!
Cancer: A significant relationship and personal transition have been a long time coming. On January 10, a Lunar Eclipse in your sign makes it impossible to continue ignoring your needs -- and having them honored. You realize that you have spent so much of your energy creating security for others that you might feel as if you're the last one remaining in a sinking ship. You might come to the harsh conclusion that you need to let go of a relationship that has been dragging you down. The irony is that you were convinced that this person was actually your anchor. Now you realize that he or she needed you more than you ever needed them. The Saturn-Pluto conjunction on January 12 lands in your partnership sector, and a business or personal relationship might have to go by the wayside as 2020 begins. Why? It's simple: You need to save yourself. It's time, Cancer. In other news, Mars enters your 6th House of Work and Health on January 3 and remains here through February 16. You must find a way to work through any disagreements with colleagues so that you don't find yourself in a hostile work environment.
Leo: As 2020 begins, a massive change in your work life might initially feel like all your security is falling apart. As the month progresses, however, what you'll actually realize is that you have been blocking your success by holding yourself back from your true potential. On January 12, a Saturn- Pluto conjunction in your 6th House of Work might bring an ending to a job or freelance assignment, or to how you go about doing your work. On the 10th, Uranus, now situated in your career sector, will turn direct after having been retrograde for several months. This sets up a sudden change in direction thanks to whatever it is you lost -- or perceived to have lost. Go with it and trust that when one door closes, another truly does open. And if it doesn't, you'll simply build one! When it comes to romance, a New Moon in your partnership sector on January 24 is promising. You may decide that it's time to go exclusive with someone you're dating. If attached, a fresh start is happening in your relationship that will feel very exciting!
Virgo: As 2020 begins, you'll hear plenty of noise coming from your relatives or domestic situation. Mars moves into this part of your chart on January 3 and, until February 16, you might have some conflict to navigate between you and a family member. Alternatively, it's possible that you're rushing to finish up a major home renovation. You'll get there. In other news, a massive Saturn-Pluto conjunction on January 12 will land in your romance sector. While this alignment does occur in Capricorn and is favorable to your sign, it is still possible that a significant breakdown -- or break up -- will happen between you and your lover. If this does happen, know that it is only to help you forge with someone a bond that truly is indestructible. Committed Virgos will fare much better in romance this January. Venus moves into your relationship sector on the 13th, allowing you and your mate to enjoy a sentimental, mystical connection through February 7.
Libra: A Lunar Eclipse at the top of your chart on January 10 might put you in the spotlight for a career achievement. Your emotional needs will certainly be out in the open and, because of this, you'll find it impossible to remain satisfied in a profession that doesn't feed your soul. As a result, for some Libras, the start of 2020 might come along with the recognition that an adjustment is necessary when it comes to professional pursuits. In some cases, it might be a matter of needing to spend more time picking up the pieces to a family life that has come undone. If you have a significant domestic situation that requires your attention, then you might take a leave of absence from work in order to address it. The Saturn-Pluto conjunction on January 12 suggests that a relative might need your help. This could be an elderly parent who is ill or a child who is floundering. Whatever the details, your sense of responsibility is definitely at home. Single Libras have a golden opportunity for love at the New Moon on January 24. Seize it!
Scorpio: You're changing your mind about something major in January, Scorpio, and this is certainly your prerogative. Between a Lunar Eclipse on January 10 in your 9th House of Ideals and a Saturn- Pluto conjunction on the 12th in your communication sector, there is a symbolic death happening in your mind and in the way you always thought things should be. Now you realize that the limitations of your beliefs might be all that's holding you back from the happiness you deserve. That's a fantastic awareness! Unfortunately, it might come with a cost. Uranus turns direct in your partnership sector on January 10 and, if your partner can't keep up with your radical shift in perspective, then it's possible the two of you will find yourselves on different paths. It doesn't have to mean a breakup, but it does suggest a jolt that will shift each of you out of your comfort zone. It just might be what's needed to get your relationship out of a coma.
Sagittarius: Your financial world might feel like it's about to collapse under all the pressure that has been building in 2019, but if that's the case, know that, soon, it will all begin to sort itself out. That's not to minimize any discomfort you may experience along with way. A Lunar Eclipse in your 8th House of Debt and Taxes on January 10 might bring you to a situation where you need to go into a payment plan with the IRS in order to address any taxes owed. Another possibility is that you have decided to wipe out a retirement account or dig into your savings so that you can start the New Year free from any debt you owe. As it turns out, this decision might be a sound one given the Saturn-Pluto conjunction happening on January 12 in your earned income sector. A source of income that you thought gave you all the financial structure you needed may come to an end, leaving you wondering: what now? If this happens, know that you're meant to consider innovative job opportunities to help you develop talents that will keep you in business for the long haul. Uranus turning direct on January 10 in your 6th House of Work and Skills assures this. In terms of love, you might feel a major surge of courage to go after the person you desire most. Mars moves into your sign on January 3 and remains here through February 16. The challenge and the chase will only turn you on more.
Capricorn: A significant change in the core of your very being is happening as 2020 begins, Capricorn. On January 12, there will be a rare and powerful alignment between Saturn and Pluto. This conjunction is all about breaking down structures and clearing the ground for all of us to build new structures with firm foundations. Since this is happening in your sign, Capricorn, it's clear that you are starting the year saying goodbye to a version of yourself that is no longer able to survive in the world you want to build. On the other side of any loss or grief, there is the promise of something solid, lasting, and much truer to your nature. You'll get there. After all, you've got an exit strategy. If this requires leaving a relationship that you've held on to for all the wrong reasons, then so be it. It might be personal, but it can also be business. A Lunar Eclipse on January 10 in your relationship sector calls your attention to this. Either way, a new start in finances is possible after the New Moon on January 24, while a wakeup call will occur in your heart on January 10 thanks to Uranus turning direct in your romance sector. See? There is light after that long, dark tunnel you've been traveling in. Step into the Sun.
Aquarius :You're likely to begin 2020 with the sense that you're sick of being sick, and tired of being tired. And now, you're ready to finally do something about it. On January 10, a Lunar Eclipse will illuminate your health sector, followed up by a sober Saturn-Pluto conjunction on January 12 that insists on an end to how you've been addressing your physical and mental well-being. This could very well be a major health wake-up call for you, making you realize that if you want to live your best life, it's time to take radical responsibility for your physical and emotional well-being. Anything that doesn't support this goal of yours will be eliminated as a result. Happily, a New Moon in your sign on January 24 signals a personal fresh start for you and the capacity to restore vitality and luster in your life. This lunation can also bring new opportunities in love and relationship your way. Be open!
Pisces: Thanks to the serious Saturn-Pluto conjunction on January 12 in your 11th House of Groups and Friendship, it's possible that you're ready to tighten up your circle and rid yourself of the connections that don't provide you with meaningful fulfillment. Another possibility is that you will be faced with some difficult news about a cherished friend. He or she may be going through a health or personal crisis. Do what you can to help. When it comes to your love life, a Lunar Eclipse in your romance sector on January 10 could bring the fulfillment you've been hoping for. There may also be baby news or a development with a child you have that makes you cry tears of joy. With Venus moving into your sign on January 13, you're truly in a place of "yes" when it comes to all of life's beautiful potential. In fact, as Venus embraces Neptune on January 27, a personal wish is likely to be fulfilled in the financial or love department. Maybe even both

5 healthyhabitswhich canincreaseyour life.
Various studies remind us that as challenging as it can be, sticking with healthy habits—eating right, exercising regularly, not smoking, maintaining a healthy weight, and controlling how much alcohol you drink— can help us to live longer. But tacking on extra years isn’t so appealing if some or most of them are riddled with heart disease, diabetes or cancer.
In a 2018 study, an international group of researchers led by scientists at Harvard T.H. Chan School of Public Health found that adopting five healthy habits could extend life expectancy by 14 years for women and by 12 years for men: 1. Eating a diet high in plants and low in fats 2. Exercising at a moderate to vigorous level for several hours a week 3. Maintaining a healthy body weight 4. not smoking 5. Consuming no more than one alcoholic drink a
day for women and two for men Why Do Women Live Longer Than Men?
The numbers don’t lie: women tend to live longer than men. The average American man will live to age 76, according to the latest CDC figures, while the average woman in America will live to age 81.
To follow up on that data, the researchers wanted to know how many of those added years were healthy ones, free of three common chronic diseases: heart disease, type 2 diabetes and cancer. And in a study published Jan. 8 in BMJ, they report that a healthy lifestyle can indeed contribute to more—and more diseasefree—years of life. The results suggest that women can extend their disease-free life expectancy after age 50 by about 10 years, and men can add about eight years more, than people who don’t have these habits.
“It’s important to look at disease-free life expectancy

because that has important implications in terms of improving quality of life and reducing overall health care costs,” says Dr. Frank Hu, chair of the department of nutrition at Harvard T.H. Chan School of Public Health and senior author of the paper. “Extending lifespan is not sufficient, we want to extend health span, so the longer life expectancy is healthy and free of major chronic diseases and disabilities associated with those diseases.” To figure out those patterns, the researchers analyzed data collected from more than 111,000 U.S. women and men who were between the ages of 30 and 75 when they enrolled in the Nurses Health Study or the Health Professionals Follow-Up Study beginning in 1980 and 1986, respectively. The participants answered questionnaires about their lifestyle habits and their health every two years through to 2014. Based on their answers, each participant was given a

“lifestyle” score from 0-5, with higher scores representing better adherence to healthy guidelines. The researchers then attempted to correlate these scores to how long the participants lived without heart disease, cancer or diabetes.
Women who reported satisfying four or five of the healthy habits lived on average 34 more years without those diseases after age 50 compared to 24 years for women who said they did not follow any of the healthy habits. Men who reported fulfilling four or five of the lifestyle habits lived on average 31 more years free of disease after age 50 while those who adopted none of them lived on average 23 more years after age 50.
Hu says that none of the five factors stood out as more important than the others; the benefits in saving people from disease and in extending life were similar across all five. Further, the evidence suggests that the contributions of each factor are additive—the number of years of disease-free life gained increased with each additional healthy habit people followed. “People shouldn’t be discouraged from adopting them if they find one or two factors difficult to follow,” says Hu.
And because all of the participants in the study were over age 30, the findings also suggest that “it’s never too late to change,” Hu says. “It’s always better to adopt healthy lifestyle habits as early as possible, but even adopting them relatively late in life is still going to have substantial health benefits later on.”

Deepika Padukone gets candid about her fashion choices, says style is more important than fashion.
Deepika Padukone who was recently seen in film Chhapaak, is undoubtedly a global icon. She may be making buzz for her films every now and then, but it is her fashion choices that have been a constant topic of discussion. From the coolest casuals to the heavy ethnics she knows to nail it all.
Deepika when asked about her basic idea of fashion, she answered, “I do keep up with the trends, as in I do read about what is in fashion, what is in trend and what is going on globally. Alia recently shared the first look of Gangubai Kathiawadi on social media. My dad’s films have always spread happiness too.” After Judwaa 2, Varun and David will team up for Coolie No 1 with Sara Ali Khan.

Ariana Grande sued for ripping off the chorus from another song for 7 Rings.
American singer Ariana Grande has been sued by hiphop artist DOT, whose real name is Josh Stone. He blamed Ariana and Universal Music group for lifting ‘key elements’ from his song for 7 Rings.
7 rings which was released in January last year had the chorus ‘I want it, I got it, I want it I got it’, while chorus of DOT’s song which was released in 2017 has the chorus, ‘You need it / I got it / You Want It / I Got It.’
The lawsuit has further alleged that according to the assessment of two forensic musicologists, rhythm and notes of the song are also similar, reported Fox News.
“Literally, every single one of the 39 respective notes of 7 Rings is identical with the 39 notes of ‘I Got It’ from a metrical placement perspective. Said another way, the rhythm and placement of the notes and lyrics are identical,” Fox News quoted the lawsuit.
The Thank U, Next singer has been nominated for five

Aromatherapy for stress relief at work
By Dr. Blossom Kochhar, Founder & Chairperson of the Blossom Kochhar Group of Companies institutionalized
Most people work a minimum 40 hour week, or 2,000 hours at work each year. Our jobs are often very stressful, and work stress can trigger many common ailments and diseases. It is a well known fact that stress and burnout in the workplace is a serious and continuing problem. Job pressure demands, lack of sunshine, constant exposure to computers, chemicals and harsh lighting are just some of the factors that can contribute to increased stress at the workplace.
Stress can have a detrimental impact on an employee's productivity. By taking a natural approach to reducing stress, employees can improve the comfort level of their workplace and thereby improve their effectiveness and productivity.
Symptoms of stress in the workplace include excessive sick days, headaches, lethargy, mood and sleep disturbances, upset stomach, loss of sense of humour,
irritability, depression and disturbed relationships with family and friends. Other symptoms include making errors, having difficulty concentrating, and feeling defensive or angry inside. Aromatherapy and essential oils can help you cope and calm you down, and can enhance productivity.
Below are the suggestions by Dr. Blossom Kochhar, Founder & Chairperson of the Blossom Kochhar Group of Companies institutionalized' for Aromatherapy for stress relief at work: Aromatherapy, as the name suggests, is healing the mind, body and soul using beautiful fragrances and scented essential oils. This is a pure and unadulterated natural remedy for many aches, stress and dull moods etc. The essential oils used in aromatherapy are concentrated extracts which are derived from the roots, leaves and blossoms of herbs. Essential oils are very powerful in their concentrated form, and hence are not directly applied onto the skin. They are
first diluted with carrier oils like apricot kernel oil or sweet almond oil. Essential Oils are mixed with carrier oil before using as it ensures better absorption.
Benefits of Aromatherapy:
4Healing Properties 4Stimulates Immune System 4Relieves Cramps and headaches
4Energizes And Rejuvenates 4Aids In Blood Circulation 4Drives Away Cold
How to use aromatherapy at work:
There are many ways to bring Aromatherapy into the workplace. Diffusers heat essential oils and allow their molecules to be released into the atmosphere. Inhaling different essential oils can alter your mood, stimulate creativity, help concentration and rid the area of airborne viruses and bacteria. For example, using Lavender essential oil in your office is said to reduce computer errors by at least 25%.
Neroli Oil: It is a stress buster that not just wards off tension but also relieves you of mental exhaustion and agitation arising out of office nuances. It also improves concentration. 4How to use: It can be used in a diffuser, which heats the oil and allow its molecules to harmonize with the atmosphere to keep you relieved.
If a diffuser is not available, then put just a drop or two of Neroli oil on a cotton bud or tissue paper and place it near your work station. Soon you will find the fragrance working for you. For diffusers use 4 to 6 drops. This will help in concentration and remove mental block. Basil oil: This oil is ideal to fight the effects of negativity, burn-out and intellectual fatigue. A regular use ensures better concentration, clarity of thoughts and a bounce of enthusiasm to keep you going at work. How to use: Take a bowl of water and put less than a drop of Basil oil in it. Now, soak a towel in it and then use it to wipe off your body, specially the exposed parts of your body before going to sleep. 4Alternatively, you can also put one tenth of a drop of this oil behind your ear and feel the fragrance giving you a relaxing effect. Rosemary oil: Loss of memory, lethargy and strain can be treated with rosemary oil. It gives you energy, and gives a boost to the
immune system.
4How to use: It can be used in a bath or in a diffuser. Apart from these, if you have any other favorite essential oil, you can use it in the following ways in your office: 4A few drops of oil on the cardboard tube inside a roll of toilet paper works well to ensure a nice smelling bathroom.
4Want to spread the scent around? Simply keep cotton ball dipped in essential oil between your business card box and there - you have scented cards! Lemon Oil: When seasonal colds and flus make their rounds in the office, be sure to diffuse an anti-viral oil such as Lemon essential oil around the entire office. 4How to use: It can be used in a diffuser. Tea tree Oil: For added protection use some Tea Tree oil to wipe down work surfaces, keyboards, lunch tables, telephones and anything else that is shared in the office.

CAA, NPR and NRC explained.
The Citizenship Amendment Act protests and National Register of Citizens protests
started in India because of Citizenship (Amendment) Act (CAA), which was enacted into law on 12 December 2019, and against proposals to enact a nationwide National Register of Citizens (NRC).The protests began in Assam, Delhi, Meghalaya,Arunachal Pradesh, and Tripura on 4 December 2019. In a few days, the protests spread across India, though the concerns of the protesters vary. Before choosing to support or oppose the law let's learn what is CAA and NRC and how are they related to NPR?
Citizens of India
The Citizens of India are defined, identified, verified and distinguished from infiltrators under a set of three laws: the Citizenship Act of 1955 (amended many times; the latest version emerged in the recent Winter Session of Parliament), the Foreigners Act of 1946 and the Passport Act of 1920.
Every non-citizen living in India is an infiltrator, if he/she is not a tourist or diplomat, because India doesn't have a law to define a refugee. Tibetans, Sri Lankan Tamils and some other named groups of foreigners are refugees as the government of the day accorded them that status.
The Foreigners Act makes it a duty of the government to expel all infiltrators or illegal immigrants out of India. Since there is no law, there is no accurate estimate of how many illegal immigrants are living in India. Estimating the number of illegal immigrants is like guessing the amount of black money in circulation in the Indian economy -- the money exists, but it is out of official calculation and hence subject to speculation.
Modi government and citizenship of india
The current story began with the Narendra Modi government pushing the Citizenship Amendment Bill (now an Act) in Parliament, which passed it on December 12. During the discussion on the Citizenship Amendment Act, Union Home Minister Amit Shah announced that the government would bring a nationwide NRC (National Register of Citizens).
The Assam experience has been bad with reports about a large number of bonafide citizens having been left out of the NRC, and there is still no clarity about how many illegal immigrants were identified in the exercise, which essentially asked every resident to prove her Indian citizenship.
Focus Shifts: CAA to NPR
While the row over the Citizenship Amendment Act brought thousands of people to the streets -- with protests turning violent at many places -- a fresh controversy erupted over the updating of the National Population Register (NPR). The
West Bengal and Kerala governments announced suspension of NPR work. The NPR is a register of residents of India where the enumerator collects demographic and biometric data of individuals living at the place of enumeration for six months or more. Now, this turn of events where non-BJP ruled states started to halt an ongoing enumeration of residents (NPR) process left
many confused, with the time to begin counting for the Census approaching fast.
Is the recently passed Citizenship Amendment Act related to NPR? The answer is both yes and no. There is no direct link. It depends on how the government decides to use data collected for NPR.
Now, let's see the connection that troubles those skeptical of the government's move.It takes us to 2004, when another Citizenship Amendment Act had been passed - the Citizenship Amendment Bill 2003 - when the Atal Bihari Vajpayee government was in power. In the amendment to the Citizenship Act of 1955, a Section 14A had been inserted. Section 14A relates to issue of national identity cards.
According to Section 14A of the Citizenship Act, "the Central Government may compulsorily register every citizen of India and issue a national identity card
to him."
The same Section 14A of the Citizenship Act says, "The Central Government may maintain a National Register of Indian Citizens and for that purpose establish a National Registration Authority."
PROTEST AND POLITICS
The connection is that a number of civil rights activists, particularly in Bengal to begin with, started protesting the collection of demographic and biometric data for updating NPR. They alleged that the NPR was the first step towards the National Register of Citizens (NRC) in Bengal.
The BJP has been campaigning for NRC in Bengal with the Mamata Banerjee government opposing it vehemently. Bengal, by the way, is estimated to have over 1 crore illegal immigrants, most of them crossing over from Bangladesh
over decades. Mamata Banerjee was quick to respond to the allegation, putting the NPR process to a halt.
The NPR was originally slated to be prepared between April 2020 and September 2020, and be ready ahead of the Census 2021. Ground work on the NPR has begun and is still underway in several states.
The Section 14A of the Citizenship Act provides the legal basis for NPR preparation and links it with Census and NRC.
It says that the Registrar General India shall act as the National Registration Authority and also as the Registrar General of Citizen Registration. The catch here is that the Registrar General functions as the Census Commissioner of India.
This means if the government wants, at any point of time, the data collected for the NPR may be legally used for NRC. Incidentally, the NRC
controversy has touched the raw nerve of crores of people. Those belonging to Muslim community, in particular, are in a state of confusion with many activists and political parties alleging that the Narendra Modi government is targeting the community to further the Hindutva agenda of the BJP.
What happens in Census and what is happening in NPR process?
The census is decadal headcount in India. It involves a detailed questionnaire aimed at gathering general data about the population of India. In Census 2011, the enumerator had to fill 29 particulars such as age, gender, marital status, occupation, religion, birthplace, disability, mother tongue, and if they belonged to Scheduled Caste or Scheduled Tribe classes.
The NPR process collects demographic and biometric particulars of individuals. Both
processes involve door-to-door enumeration but NPR differs from the Census in the sense that its objective is to have a
comprehensiveidentity
database of those residing in India. The Census does not identify individuals. However, in Census 2021, this distinction may no longer exist as the government is said to be planning to conduct it through a mobile phone application. Moreover, Census data are kept and maintained centrally under the Registrar General of India. But once the NPR data are recorded and ready, these details would be kept and maintained in a population register at levels of village or ward, tehsil or taluk (sub-district), district and state. Together, they will constitute the National Population Register with all data at the central level.Where does Aadhaar fit in?
There is a little back story about NPR and Aadhaar. The two were considered rival projects under the UPA government of Manmohan Singh. When NPR process began in the government, P Chidambaram was the Union home minister, who pushed the population register project aggressively.
Aadhaar was taking shape with equally aggressive push from then Union Finance Minister Pranab Mukherjee (who later became the President of India -- a development that saw Chidamabaram moving to the finance ministry and also an end to NPR-Aadhaar rivalry).
Both the NPR and Aadhaar
projects were concurrently underway collecting demographic and biometric data. Initially, both had better and targeted delivery of benefits and services to people as their objectives. The works of the Unique Identification Authority of India (UIDAI) and the home ministry were viewed asduplication and wastage of resources.
The conflict, however, ended in a compromise between the home ministry and the UIDAI where it was decided that NPR and Aadhaar databases will be used for different purposes. Aadhaar will deliver welfare services and NPR will be used for other purposes of governance.
It was also decided that those already enrolled for Aadhaar need not give their biometric details during NPR exercise. The NPR data were to be matched with Aadhaar data for deduplication. But the final formula gave NPR an upper hand. It was agreed that in case of discrepancy between Aadhaar and NPR data, NPR would prevail.
Simply put, NPR conducted in accordance with the Citizenship Amendment Act 2003 will form the key data set for both Aadhaar and NRIC.
Back to protests over CAA
The nationwide NRC, though announced by Union Home Minister Amit Shah in Parliament recently, is not yet notified by the government. Prime Minister Narendra Modi had earlier signaled a backward step on NRC saying there was no discussion on NRC in the cabinet.
The current NPR exercise was set in motion after the Narendra Modi government decided to update the NPR originally created after the Census 2011. Seen in the context of the Citizenship Amendment Act of 2003, the NPR may lead to an NRIC. This is where the Citizenship Amendment Act 2019 adds fuel to the fire. Critics of the Modi government allege the latest amendment will shield non-Muslim illegal immigrants while making large number of Muslims stateless people with an uncertain future
