Chairman’s Message I started last year’s message with a commentary on the virus that has affected all of our lives so profoundly over the last two years. During this time we have learnt a whole new vocabulary (from “asymptomatic” and “anti-vaxxer” to “social distance” and “self-isolation”) and come to accept as ‘normal’ restrictions that were previously unimaginable. It certainly wasn’t what we hoped for during 2020 (our centenary year!) and, perhaps naively, we had not anticipated that these restrictions would be in place at the end of 2021 and (now it would seem) beyond.

At the same time we have all adopted new living and working conditions, and here I am delighted to note that, despite unpredictable trading conditions, your Association has learnt how to adapt, and despite the odd setback, has put in a very creditable performance, resulting in some outstanding financial results which we will reveal at the postponed AGM early in 2022.

Despite the restrictions, we have maintained all paper publications – in which, over the last John Kirby year, we have produced many important original articles – and at the same time have increased our digital footprint, maintained the increased frequency of newsletters, added another edition of PAPERmaking!and have worked on a new website dedicated to our flagship publication, which we plan to launch early in the New Year.

We also heeded the call for more (distanced) training and ran both online events and, towards the end of the year, our first face-to-face course since March 2020. We even hosted a new course, offered by one of our corporate members (MCP), aimed at New Engineering Managers, and in so doing welcomed participants from the Middle East – proof that when the offering is good, people are willing to make the extra effort needed, which, in the case of our Saudi colleagues meant staying an extra 3 hours in the evening in the office due to the time difference.

In addition to our normal activities PITA has taken a leading role with not one, but two Government-funded research projects.

In last year’s report, I introduced work on “Digital Twinning” that a consortium, headed by PITA, has been undertaking at Smurfit Kappa Townsend Hook mill. To say the work has not been easy would be an understatement! COVID-restrictions have time and again delayed targets, prevented visits and postponed completion at a time when the mill has been under incredible pressure to produce paper, yet we have continued on and in so doing have shown extremely positive results. We have already achieved a 2% reduction in steam usage in one section of the dryers and anticipate around a 5% saving in steam use throughout the drying section. This project should end in early 2022, and we plan in due course to present the findings in PTI. Much more recently, a second larger project (“HiFib”) has commenced, working with our colleagues at Axchem, DS Smith and Renaissance Chemicals looking at methods of producing highly-fibrillated cellulose fibres from readily available sources of fibre available in the UK. Here I hesitate to use words such as ‘nano’ and ‘micro’ both of which have rigid definitions – rather, the aim is to reduce production costs of these very small but highly fibrillated fibres that have a known strengthening effect on sheets. Other partners include academics and engineering specialists with expertise in the exploitation of Agricultural Residues.

Digital Twinning or Highly Fibrillated Fibres – in both projects PITA is working on ideas that will have immediate, practical benefits to our members. As we near the end of our 101st year, it pleases me to say that PITA remains as relevant as it was over one hundred years ago.

As I come to the end of my tenure as National Chairman I would like to thank Helen, Daven and Barry for their continued hard work, and my fellow Board members for the help and support they continue to show the Association. I will be standing down at the next AGM, but as I leave office I am proud to report that the Association remains in remarkably good health, with our core activities (publication and dissemination of information, and training) continuing positively, while our research activities are leading us into exciting new territories.

Finally, I would like to conclude by thanking you, our membership, for your continued support over the last year. Ultimately, as a Membership Association, it is for your benefit, and the PITA staff are here to help, so if you feel there are more ways in which PITA can aid you to engage with your customers (or for mill members, your suppliers), just drop them a line.

Process Applications Engineer We are currently looking for a Process Applications Engineer to join our small but experienced team based in Radcliffe, Manchester.

The successful candidate will be educated to at least HNC/D level and have a minimum of 10 years’ experience in the paper or similar industrial environment. Less experienced candidates will be considered if they have a willingness to learn.

The process applications engineer will be responsible for the development and design of process systems predominantly within the paper and possibly other process industries and will work both independently or as part of a team through installation, commissioning and start up for which some travel will be expected.

Additional skills in AutoCAD and its plant packages would be beneficial. We offer a competitive salary and the opportunity for

Tissue Review 2021 Pirkko Petäjä Principal Consultant, AFRY Management Consulting For tissue business 2021 has been a year characterised by heavy cost pressures Year 2021 has been another year impacted by the COVID19 pandemic. Tissue demand fluctuations have not been the issue this second COVID year. Economic recovery has been more rapid than what was originally expected and the tissue demand has followed.

The hottest topic and the issue with most impact during 2021 has been the severe cost pressure. A significant increase of pulp prices started the end of 2020 (Nov-Dec), where prices reached more rapidly than ever even higher levels than in the previous peak. End of 2021/Q3 prices started to level even in Europe and declining pulp prices are expected driven by e.g. the pulp price decline in China. (Especially BSKP prices show slight decline towards the end of the year.)

Weakening economic activity in China, higher energy prices, blackouts and production curtailments have reflected in lower Chinese pulp prices already earlier.

There has always been pulp price fluctuations and tissue producers are more used to them, but in 2021 the new and even more severe cost pressure came from the significant increase in energy prices. The opening of economy has increased consumption driving the electricity, gas and coal prices. The situation is worsened by the previous cold winter and hot summer which increased energy consumption lowering energy reserves. The availability of these resources is also weakening since Asian countries are paying a better price which directs the ships there instead of the EU. In addition, European gas producing countries (Norway, Netherlands, UK) have reduced production. Political tensions between EU and Russia might also impact the availability of natural gas (Nord Stream 2). The carbon credit prices have also doubled from the beginning of the year which translates to higher electricity prices. In the UK, Brexit has made especially the transport of energy difficult and in Scandinavia the low water levels have driven up the prices.

producers. Product prices have not been able to follow with the required magnitude and speed.

The graph shows a European cost curve for virgin toilet tissue jumbo reels from 2020/Q2 compared to 2021/Q2, which highlights the some 200 EUR/t difference in manufacturing costs this year compared to last year.

The tissue investment activity has been rather brisk regardless of the cost situation. The cost pressure has even accelerated for instance the energy investments. Another impacting factor has been the increasing sustainability requirements. Many investments have been focused on energy, reducing consumption or renewing the energy concepts. Sustainability requirements, especially reduction of carbon emissions, have been relevant for improvement investments in the existing mills but also in the concept selection for new capacity.

The lower carbon emission requirements may turn the tissue production more local; exporting countries can have worse carbon footprint than some European countries and markets may become more local before the exporting regions catch up. Also due to the willingness to minimise transport, mills are built near the markets. This in addition to the Brexit has resulted to especially high tissue capacity investments in the UK. Also France and several Eastern European countries are getting new investments, but in the UK additional some 400,000 t/a are expected by 2025, (about half of this amount is fairly certain regarding timing). WEPA, ICT and Metsä Tissue are established players with advanced investment plans, while Eren Holding is a new player, controlling Turkish Modern Carton, that acquired UPM Shotton mill and is planning to turn it to test liner & fluting and tissue. The final scope and the timing are still questionable.

The UK has long been a net importer of tissue paper and tissue products. Significant share has been imported from the EU in addition to Turkey and other Middle East countries.

These volumes will now be replaced by new local production capacity.

Some new companies appear, smallish acquisitions take place, but in the company scene the potential actions of the largest companies awake special interest; K-C has planned exit from the European consumer tissue and might still cherish these ideas. Essity discusses a plan to separate the consumer tissue private label business to a new company and to focus on the more profitable business segments. This kind of development would have a significant impact on the European tissue business environment.

European Containerboard and Corrugated Board Review 2021 Outi Juntti, Partner, Jay Partners oy High prices – high demand The mounting containerboard and corrugated market demand trend which began during the third quarter of 2020 accelerated rapidly in the beginning of this year. Price increases were announced from month to month for all containerboard grades along with rising raw material (PfR) costs. This development continued throughout the year and only in November the first signs of stabilisation could be observed.

Another year of investments and brisk M&A activity The favourable market conditions triggered yet another expansion boom. The European containerboard and corrugated board industry continues to evolve rapidly as both acquisitions and announcements for new investments took place also in 2021. One of the industry leaders SmurfitKappa acquired Burgo’s Verzuolo mill in Italy in August for 360 MEUR. In 2019, Burgo had converted Verzuolo PM9 into the largest recycled containerboard producer in the country with an annual capacity of 600,000 tonnes. SmurfitKappa strengthened its corrugated operations as well and announced expansion investments totalling 120 MEUR into its plants in France, Poland, Northern Wales, Spain, Czech and Slovakia.

On top of this the company continues to grow in Latin America and acquired corrugated company Cartones del Pacifico in Peru and decided on a significant expansion investment in its Mexican operations. Overseas markets are in the focus also for SAICA which revealed a massive 800 million dollars North American investment plan in the coming five years.

The company is pondering either an acquisition or building up new capacity to follow its corrugated plant in Ohio which will be opened at the beginning of next year. In 2021 DS Smith’s focus was on expanding its corrugated capacity and it decided to build two new plants housing state-of-the-technology in Northern Italy and Poland. The £100 million greenfield investments will fortify the company’s position in these important packaging market hotspots. Also, Progroup, that has raised its containerboard capacity close to 2 million tonnes, is now turning the focus into corrugated board and aims to build four new corrugated plants in Germany, Italy, France and Poland by 2024.

Capacity expansions have continued in the containerboard production as well. Norske Skog made the final go-ahead decision on the Golbey conversion in June, and PM1 is scheduled to come on stream by the end of 2023. With the annual capacity of 550,000 tonnes it will the largest single machine in France, but is not the only investment project in the country. After abandoning the idea of taking over UPM Chapelle Darblay, Belgian company VPK acquired the Alizay mill from the Thai company Double A in June. VPK proceeded swiftly and the order for a 450,000 tonnes machine conversion focusing on lightweight grades was made in October.

The machine will come on stream by the end of next year and interestingly a new corrugator will start-up at the same site four months earlier making the Alizay a quite uniquely integrated facility in France.

Eastern Parts of Germany and Poland remain as hot spots for the industry. This year in Poland German company Schumacher announced expansion plans to double the capacity

at its Myszków mill, and VPK opened its new fully automated corrugated plant in Brzeg. Schumacher has even larger expansion ambitions and in November it revealed altogether a strategic plan of 700 MEUR to grow both its containerboard and corrugated board operations. Germany will be in the key focus.

Swiss family company Model decided to invest in Eastern Germany and acquired Stora Enso’s Sachsen Papier, which produces 310,000 tonnes newsprint, for conversion into recycled containerboard. Transition from graphical papers to packaging takes place in Austria too as Heinzel will convert its Laakirchen PM11 from SC-paper into testliner and fluting with a 100 MEUR investment by mid-2023. Another Austria based company Mondi on its turn announced a 125 MEUR expansion plan on its Kuopio semi-chemical fluting mill in June and in January it published acquisition of the leading corrugated player in Turkey, Olmuksan, from International Paper. The latter on its turn is increasing its corrugated board capacity in France and Spain. The Spanish industry will also be getting a new entrant from the graphical sector as the newsprint producer Papresa ordered a complete rebuild for recycled containerboard for its PM5 and the ambitious plan is to start-up already in the first quarter of 2022.

Newcomers in the UK market The UK competitive landscape in containerboard has remained stable since SAICA inaugurated the Partington mill in 2012, but soon there will be a newcomer. Turkish Eren Holding acquired Shotton Mill Ltd from Finnish UPM to be converted from newsprint into recycled containerboard. With the annual capacity of 650,000 tonnes the machine will be the largest in the country and interestingly there will be also a 210,000 tonnes tissue capacity on this spacious site. The corrugated industry has new faces, too. The recently established independent packaging company BoxWay Packaging Group acquired three sheet plants from SAICA in June.

SAICA has also decided to close down its Ellesmere Port facility and consolidate the operations into the Wigan plant.

Environment Review 2021 Debbie Stringer Director of Environment, CPI

The feeling of moving into a Brave New World following the UK’s exit from the European Union is particularly pertinent in the arena of environmental regulation. Some 80% of environmental regulation was derived from European Directives so, although much has been transposed into UK regulation, the opportunity arises for building a UK Framework for protecting the environment through regulation. That framework, in England at least, is outlined in the Environment Act 2021. To note, environmental regulation is a devolved power with Scotland and Wales likely at least to take a similar approach and Northern Ireland following EU rules as per the Northern Ireland Protocol.

Environment Act 2021 The Environment Act passed into law on 9th November 2021 with the aim of addressing environmental protection and the delivery of the Government’s 25-year environment plan. It is broadly in the form of enabling powers with the detail to be unveiled in subsequent consultations and regulation.

In terms of governance, the Environment Act formally establishes the Office for Environmental Protection (OEP).

This is the new green watchdog, intended to scrutinise environmental policy, investigate complaints and hold public authorities, including ministers, to account if they fail to comply with environmental law. The absolute independence of the OEP was the subject of much debate during the passage of the Act through Parliament. Government has verbally committed to operational independence although this is not explicitly detailed in the Act. As part of the overall framework, the Act requires organisations to ‘pay regard to’ environmental principles with the aim of putting the environment at the heart of policy making.

The five principles comprise the integration principle, prevention principle, precautionary principle, rectification at source principle and the polluter pays principle. There are notable exceptions, however, with the Ministry of Defence and the Treasury both exempt from this part of the Act. These principles will also be at the heart of future regulation.

Whilst there are little or no specific targets detailed in the Environment Act 2021, the Act requires Defra (Secretary of State) to set long term legally binding targets on air quality, biodiversity, water, resource efficiency, and waste reduction.

These targets must be of 15 years in duration and be proposed no later than late 2022. One way or another the form of these targets will impact on regulation relevant to paper industry operations.

Other key areas for the paper industry covered by the Environment Act 2021 include: Abstraction Licences to become Permits The Act enables reform of the abstraction licence regime including the revocation or variation of abstraction licences without the liability for compensation (from 1st January 2028) where the change is necessary to protect the environment or where a licence is consistently underused. Defra is currently consulting on plans to bring abstraction licensing

into the Environmental Permitting Regime. The consultation covers the mechanism and the timetable for moving licences into permitting. Initially at least, your licence will become your permit with the ultimate option to merge into a single site environmental permit. Any conditions attached to licences, including abstraction limits, will transfer intact although the consultation includes proposals for periodic review (timeframe to be confirmed) of licences which could result in variations to those conditions.

Management of Water Resources There are requirements in the Act for water companies to produce drainage and sewerage management plans along with more collaboration between water companies on managing supply and demand through their statutory water management plans. This links through to the Regional Water Resources Groups, water company led but involving all abstracting sectors. This with the aim of fostering greater cross sector collaboration and understanding of the needs of the environment and all water users. These Regional Groups will publish draft plans for consultation early in 2022. Ultimately this collaboration will drill down to catchments, prioritising those with water availability and other issues. The involvement of paper mill operators will be important here to ensure continued access to fresh water. The key message being that the sector does not consume the water it abstracts but returns around 90% back, treated, to the environment thus being part of the solution to water availability not the problem.

Strategic Review of Charges; Water Resources Outside of the Environment Act per say, with the Environment Agency ever mindful of cost recovery along with an eye on the additional work involved in bringing abstraction into permitting and consequent ongoing monitory, the recently closed consultation on the Strategic Review of Charges (SRoC) for Water Resources proposes a charging system in the same vein as that for existing permits, with a baseline charge and additional components. One such component will be water availability along with water loss (from the environment). These factors along with the requirement for cost recovery will certainly push up the cost of water in the future.

Waste & Resources The Environment Act introduces a number of powers which, although not always directly applicable to papermill operators, will certainly impact the sector. These include Deposit Return Schemes, Extended Producer Responsibility, Resource Efficiency labelling, including Recyclability. Significantly the Act enables a charging scheme for single use items, going beyond original proposals for single use plastics. The details go beyond the scope of this article but CPI would be happy to provide further information as required.

Looking to the future We have some significant challenges ahead as UK environmental regulation is established. We must fight our corner for a continuous, quality and cost-effective water supply and continue to promote paper as a sustainable, renewable resource. This on top of deriving UK Best Available Techniques for referencing future permit conditions and emission levels. Although not directly covered by the Environment Act 2021 as the framework for Environmental Permitting already exists, development of UK BAT Documents will be a key feature running in parallel to developments ensuing from the Act. Busy times ahead!

After a couple of years of relative tranquillity, energy issues were back with avengeance in 2021 – with both an immediate short-term cost spike to be managed and a long-term challenge in charting a way through to net zero – these issues on top of the ongoing COVID-19 crisis.

As well as the tragic public health consequences, COVID19 also upended economies and energy supply chains. While the initial impact was an economic slump that slashed energy use, this was followed by an unexpectedly strong rebound with much higher than expected energy demand. Of course there’s some slack built into energy supplies networks, but there’s an understandable reluctance for companies to invest in such uncertain times. The result was that when demand suddenly increased the supplies were simply not there or could only be secured at higher prices. Added to these physical demand issues were (and still are) political complexities around supplies of natural gas from Russia. Though Russia is not a substantial supplier of gas direct to the UK (limited to a number of liquified cargoes) the indirect impact is substantial, with the UK network being directly linked via pipelines to the continent meaning that high European prices also pass through to the UK market.

In recent years Russia has become a main supplier of gas into Europe with growing concerns this energy dependence could become a weapon to be used in times of crisis, and this seems to be what’s happened during 2021. With continued military tension with the Ukraine, Russia has constructed a new gas pipe connection (Nord Stream 2) under the Baltic to directly connect Russia and Germany and by-pass Ukraine.

The US Government has strongly but unsuccessfully lobbied against the construction of this new pipeline meaning that the new focus is on the process of testing and operational regulation. Adding pressure to open the new pipeline has been Russian constraints of supplies through existing supply routes, meaning Europe has entered winter with low levels of stored gas and prices spiking on political news. And with gas being the marginal fuel of electricity generation, any gas cost increases have also affected electricity prices.

For energy intensive users (such as papermakers) the normal use of forward contacts has been somewhat complicated by the COVID-19 disruption to normal production levels making the estimation of future energy use difficult, but even so, most companies have managed the situation. But of course contacts unwind over time, meaning higher costs will be faced at some point. It’s hard to see these energy supply issues being resolved any time soon, so high prices are likely to last well into 2022. Unfortunately the lack of closure of energy intensive sites has been taken as evidence that the situation can be managed without Government intervention – it will be interesting to see if this stance can be maintained into 2022.

2021 also saw the UN Conference of the Parties (COP 26) hosted in Scotland and delivering the ‘Glasgow Climate Pact’ intended to globally reduce the emissions of climate change linked emissions to a level that limits any increase in global temperature to well below 2°C. In reality the sum of promised actions fails to deliver sufficient change to meet the targets, but it does signal a direction of travel, likely to tighten on future meetings – starting with Egypt in 2022.

For UK industry, the first part of 2021 saw a flurry of different policy announcements as the Government demonstrated its global leadership in the emissions reduction challenge. While the Net Zero by 2050 was already established, extremely challenging interim targets were added (68% below the 1990 level by 2030, and 78% lower by 2035) meaning actions are now required much earlier in the time period. Importantly, these UK targets are now far more challenging than the EU targets (minus 55% by 2030) posing a real challenge to reach while delivering competitively priced energy for UK industry. An especially challenging aspect of the new UK targets is that the use of natural gas is now being questioned, as emission levels from gas are too high with these new targets. A major challenge during 2021 has been to engage with policymakers to explore the economics of alternatives to gas all of which have challenges in availability, technology or cost – and sometimes all three. The key alternatives currently drawing attention are electrification and hydrogen, and both CPI and PITA will continue to highlight issues and seek a realistic way forward.

To end this review on a positive note, the Energy Solutions Forum (managed by CEPI from Brussels) continues to be strongly supported by UK papermakers, and is proving to be a valuable route to explore new ideas and innovations that can deliver decarbonisation and energy efficiency. The Government also accepts that support will be needed through this energy transition and continues to redirect academic support to help industry and by offering direct financial support for energy efficiency projects – all opportunities to build on into 2022!

Wood-Based Panels Industry Review 2021 Daven Chamberlain PITA Publications Editor Europe Data in Table 1 show European production statistics for the years 2018-2020, while data in Table 2 relate to that for the UK and Ireland only for 2020. Data in Table 1 show a general decline in wood panel production of -2.1% during 2020, which is a noticeably smaller drop than GDP (-6.1%), suggesting continued strong demand for wood-based panels especially in furniture and construction markets. Despite the overall reduction, very positive results were recorded in both the OSB (+4.1%) and softboard segments (+5.7%). EFP note that all wood-based panels currently benefit from increased consumer interest in climate friendly, nature-based solutions such as wood; in this, the public is supported by EU policy initiatives including the European Green Deal, the New European Bauhaus and the Renovation Wave Strategy.

Furniture remained the single largest user of wood panels, despite contraction of furniture construction and production; this sector accounted for 47% of panels in 2020 (compared to 49% in 2019). Next was the building sector which used 38% of production, with the residue consisting of packaging (4%) and DIY (11%).

The outlook for the European wood panels sector is predicted to be favourable for 2021, particularly in the construction sector (although what effect Grenfell will have on the UK building sector is yet to be determined). Meanwhile, the increase in homeworking across the continued is seen as positive for furniture construction going forwards. Overall, given the above observations, EPF predict wood panel production will grow +5-6% in 2021.

Eastern Europe, Caucasus and Central Asia The pandemic caused several wood panel plants to shut during various lockdowns, notably in the Russian Federation.

This had a significant effect on output, although a late surge in 2020 saw volumes pick up across the region; two drivers for this late demand were an increase in house construction, and consumers spending unused disposable income as lockdowns were lifted.

Production of wood panel products decreased both in EECCA -3.4% (to 23.4 million m3), and in the Russian Federation -1.0% (to 17.4 million m3). Meanwhile, apparent consumption declined -6.7% in the EECCA region in 2020 (to 19.0 million m3 of which 3.5 million m3 were structural (OSB & plywood) panels and 15.4 million m3 were non-structural (particleboard and fibreboard) panels).

North America Total wood-panel production in North America during 2020 fell -3.5% (to 45.5 million m3). During the same period, production capacity increased +0.3% (with a greenfield plant built for Egger by Siempelkamp at Lexington in North Carolina) although this was offset by a decline in the general capacity utilisation rate of 75.3% in 2019 to 74.5% in 2020.

Also, much of the decline in non-structural board production occurred in Canada.

Apparent consumption in the region also declined overall -3.3% (to 53.4 million m3). However, consumption of structural panels increased overall +1.1% (OSB increased +2.6% but plywood declined -0.7%). It was in the nonstructural sector that volumes declined most, with MDF dropping -8.9% and particleboard -5.2%. But it is forecast that, as the housing sector restarts in 2021, production of non-structural boards will increase +11%.

Review of Orders and Installations in 2020 In mid-2020, Irish state forestry company Coillte gave an update on its Medite SmartPly wood-based panel business modernisation plans. Phase 1, which focused on investment in replacing the press and finishing end of the SmartPly OSB facility, had just been completed. Phase 2 involves the dryers, energy plant and screens – updating a system that has been in continuous operation since 1996; this should be completed early 2022.

As regards orders noted by the main equipment manufacturers, nothing noteworthy is recorded for the regions reviewed. Unsurprisingly the main focus was China, where Guangxi Guoxu Group ordered a pressurised refining system for an MDF plant (from Andritz); Guangxi Lelin Forestry Development Co. ordered the world’s largest continuous press (from Dieffenbacher) for their MDF plant in Chongzuo; Guangxi Shangsi Hualin Foresty Company ordered a defibrator system (from Valmet) for a plant making ultra-thin fibreboard; Guangxi Xiangsheng Household Materials Technology Co Ltd signed an order with Siempelkamp to supply of a new 300,000m3 capacity particleboard line; and Qinzhou Lvyuan Wood Company ordered a defibrator system and steam separator PV system (from Valmet) for their new fiberboard line located in Mengcheng county.

Turkey was also a prominent destination for investment, with Kastamonu Entegre ordering a forming and press line (from Siemplkamp) for their particleboard mill in Samsun, and Camsan Entegre ordered a defibrator system (from Valmet) for an MDF mill.

The Evolution of Fibre Property Measurement

by a series of screens (Bauer-McNett). To evaluate pulp strength, it was necessary to make handsheets and perform destructive tests on them. By the time all these tests were completed, the pulp was often already made into paper and ready to be shipped. If downward trends in pulp quality were not detected, multiple rolls of paper had to be rejected or downgraded because quality information was not available in time for a correction to be made.

Håkan Österholm, Global Product Manager of Pulp Measurements at ABB, discusses insights from ABB’s newly-published “Fiber Guide” which explores many aspects of fibre measurement that can be exploited in today’s papermaking processes.

Introduction A few decades ago, pulp quality in a paper mill could only be evaluated in a laboratory using standard laboratory testing methods such as drainability (freeness), percent of unseparated fibres (Sommerville shive) and size classification

Today, the industry has powerful tools that include online testing, automated sampling equipment and robotic testers for offline testing of both pulp and paper, combined with data historians, sophisticated control systems and emerging artificial intelligence techniques. This enables much tighter quality control and faster grade changes. Leading papermakers recognise the opportunities of advancing along this pathway, which offers high potential value with a minimal level of risk.

for strength, short-fibred pulps such as eucalyptus for opacity, bulk and softness, and recovered fibres from a variety of species and geographic areas. Those that control their own forestry operations and have integrated pulping operations can rely on a consistent raw material but need to measure the effect of pulping parameters on fibre quality. In the case of non-integrated operations, understanding the characteristics of the incoming pulp fibres and having the ability to adjust the process is critical to meet customer product specifications.

As a major supplier of laboratory and online measurement equipment - including the L&W Freeness and Fibre online system for fibre morphology measurement in the wet end - ABB has decades of experience supporting the evolving needs of the industry by pioneering many measurement techniques that have helped drive quality management forward.

This expertise is evident in ABB’s “Fiber Guide” which discusses the impacts of different fibre types and ways of processing them, as well as applications of fibre analysis within the industry. First developed by Lorentzen & Wettre (acquired by ABB in 2011), a second edition of the book was released this November and includes updates based on developments over the last 15 years, such as the use of high-resolution cameras and image analysis software that measures fibre properties in a fraction of the time of traditional laboratory testing.

Freeness measurement Pulp freeness, as measured by either the Canadian Standard Freeness test (CSF) or the Schopper-Riegler test (SR), is a drainage measurement that simulates the rate of drainage on the wet end of a paper machine and is affected by the amount of fibrillation and fines in a pulp sample. In a manually operated freeness test, variation in how the sample is handled each time a test is made means the precision and reproducibility are not as high as in automatic tests. Another drawback of manual freeness tests is the time needed to collect samples and determine pulp consistency. Usually, only a few measurements per sample point can be carried out in a day, and this low frequency of measurements is not suitable for precise control of the process.

The drawbacks of manual testing are easily overcome

using an online automatic freeness testing system, where the samples are handled the same way every time, both in the preparation stage and in all the tests, resulting in better accuracy and precision. In addition, automatic freeness and fibre analysers can collect samples from multiple locations and process hundreds of measurements per day, providing much more data to achieve tighter process control.

Freeness measurements are also used to determine whether pulp has been sufficiently developed by refining.

Refining fibrillates the external surface of the fibre, generates fines and increases the flexibility of the fibre walls, resulting in increased surface area, which enables more fibre bonding. When more strength is desired for a certain paper grade, the specific energy of the refining process can be increased by narrowing the gap through which the fibres are forced in the refiner. Because this results in a lower freeness, the freeness measurement is often used as an indicator of the degree of refining.

Online sensors The first sensors for online purposes using modern electro-optical and digital components were developed around 1975. One of the first devices was an electro-optical shive analyser, suitable for the optimisation of screen rooms. A few years later, systems for monitoring refining in mechanical pulping that combined measurements of optical fibre length, an optical shive analyser and a freeness measurement were developed. Ways of measuring average fibre length and radius for online purposes were invented in the 1980s.

In the last 10 years, two major improvements have taken place. First, high-resolution cameras today can deliver a much finer level of detail, enabling the monitoring of fibre fibrillation. Second, the reliability of the equipment for online sampling and measurement has been greatly improved. The first online instruments were highmaintenance units, often requiring a few hours of attention each day to keep them running smoothly. Modern online fibre sampling and measurement devices, however, have been designed to avoid any build-up of dirt, and an automatic cleaning cycle is incorporated to ensure that plugging does not occur. The only maintenance now required is a weekly or biweekly check and a maintenance service once or twice per year.

Refiner control Before pulp fibres reach the paper machine, it is critical to refine them enough to meet the strength requirements of the paper. Too little refining generates lower strength paper that does not meet specifications and could lead to web breaks at the paper machine, the converting plant or in the printing press. The strength may need to be increased using chemical additives or by adding virgin kraft fibres as a reinforcing pulp, which is more expensive than the cost of refining itself. Too much refining, however, generates extra energy costs (electricity to refiners, drives and vacuum pumps) and slows drainage and production speed (lost profit). Thus, online freeness used to control refining is a balancing act but can lead to reductions in energy use, web breaks, culled paper and customer claims.

One facility that has put a fibre-based control strategy in place is FPC Papeles in Concepción, Chile, which produces packaging grades of paper from a combination of post-consumer and pre-consumer recovered fibre acquired from 27 cities and five customers. Their goal was to control the amount of refining of the incoming pulp to meet strength specifications. They wanted to improve their ability to adapt their process for the variability of incoming fibres, to both stabilise product quality and reduce costs.

Prior to the acquisition of an online pulp freeness sensor, the operators responded to variations in incoming fibre quality by manually modifying the refining load based on lab measurements of pre- and post-refiner freeness taken every two hours. If the strength of the paper, measured once per reel (about every 45 minutes) was insufficient, the refining energy was increased. If that was not successful, other methods were tried, such as adding chemicals, using more pre-consumer double-lined kraft (DLK) or finally, downgrading it to a lower-strength product. Having previously upgraded their refiners to enable automatic modification of their disk gap based on fibre mass flow, FPC now needed a way to determine when to open and close the gaps to provide the required refining load, avoiding the delay between lab measurements of free-

ness. The long delay between lab freeness measurements was masking fibre variation, making it impossible to respond to changes in a timely fashion.

In early 2018, FPC Papeles installed an online freeness measurement system equipped with two sampling devices. This allowed them to measure freeness every 6 to 7 minutes at the output of the mill’s two refining circuits and more closely monitor the process. Following a twomonth validation period, during which the online and lab readings were regularly compared and correlated, the operators placed their full trust in the new system and began to adjust the refiner load based on online freeness readings. In addition to better control, less variability and energy savings, the mill has seen increased production levels and reduced grade change time as a result of the online measurements.

Eduardo Izquierdo, the technical director at FPC Papeles, said: “We are delighted with the online freeness measurement and the support we have received from ABB and MX-Chile, an ABB distributor who helped with installation and support. We look forward to continuing to work with them to achieve higher levels of process stability, savings and final product quality.”

Process control using other fibre properties The previous example of applying online freeness for quality control can be improved upon by incorporating other tools. Freeness is not a direct measure of pulp strength; after all, a low freeness value can be produced not only from well-fibrillated fibres, but also from a high concentration of low surface area ray cells with poor bonding potential, or from shorter fibres. Freeness, therefore, is a blunt instrument often used as an indicator of the bonding potential of the pulp, but actually a measurement of pulp drainability. Combining this with other fibre properties helps to better characterise the pulp. Shive content, fibre length, fibre width and shape factor can all be measured with an online instrument. A high shape factor means straight fibres and is well correlated with tensile strength and tensile stiffness.

ABB these changes, or in a more advanced system, implement closed loop control that adjusts parameters to obtain desired results.

Similarly, stock blending can be controlled more accurately if operators have an online measurement of fibre properties. A soft sensor that predicts the strength of a blend can be used to meet final strength targets in a narrower range and save on refining energy and/or furnish costs.

Development of new paper products

Over the last 20 years, fibre measurement in pulping and papermaking has benefitted from huge advances in computer power, low-cost data storage and new analytical techniques. Most mills now have data historians that can store thousands of measurements from across the facility at time intervals of seconds to hours, for up to several years, and this data can be used to build powerful predictive models. The fibrillation and generation of fines in refining process, for instance, can be estimated from fibre morphology data and should correlate well with tensile strength. A soft sensor specific to a mill’s process can be built using a combination of lab testing results, QCS, refining process data and machine learning. Every time a new physical measurement is carried out, the model is adjusted and calibrated, giving a continuous predicted reading. This can be used to provide a prediction of paper strength every few minutes rather than once per reel.

Using such a virtual or “soft” strength sensor to control paper strength can bring additional value to closed-loop control of paper strength.

Fibre fractionation and stock blending The adoption of soft sensors and advanced process control (APC) in other areas of the process is also giving producers the opportunity to enable tighter process control, reduce variability, avoid rejection of off-spec product and achieve a greater return on investment. Using the power of online testing of fibre properties combined with soft sensors and advanced process control, the performance of fibre fractionation equipment in the process can be continuously monitored. Like manual freeness measurements, manual testing of fibre properties before and after screens and cleaners is laborious and cannot be done quickly enough to provide timely feedback to apply good process control. The combined power of better on-line fibre measurements with APC and the use of soft sensors that represent fibre properties that the papermaker values is a big step forward. Such a system can monitor the process for unexpected changes in fibre quality due to changes in raw material input or equipment problems and can show ongoing trends, allowing operators to react to

Advances in measurement have particularly helped with the emergence of different types of pulp and paper products. When a mill is developing a new product or evaluating a process modification, it is important to fully understand what is going on with the pulp fibres in the process.

Today this is more easily done through online analysis tools that provide valuable information on the fibres that can be used to optimise the process.

For example, a recent trend in cellulosic pulps is the use of nanocellulose in various formats, including micro-fibrillated cellulose (MFC), cellulose nanofibres (CNF) and cellulose fibrils (CF), to produce new, improved and more sustainable paper products. All these nanofibre products have a high specific surface area and are often used as strengthening agents in paper and board products because they increase the amount of bonding in a sheet to improve tensile strength. They can be used to replace other bonding agents such as polymers derived from petroleum products, and thus offer a more sustainable alternative because they are cellulose-based.

Unfortunately, conventional fibre analysers are not designed for detecting and characterising such small fibres.

An analytical method was developed and patented in the 1980s, however, that can detect and characterise small particles in a pulp suspension. Since 2016, a commercial lab instrument using this concept has been available as an add-on module for ABB’s L&W Fibre Tester, the L&W Crill. Crill particles are typically 100 times smaller than a pulp fibre. Unlike the detection of conventional pulp fibres, which depends on image analysis with visible light, this technique compares the intensity of two wavelengths of light transmitted through a pulp suspension: ultraviolet light (365 nm) and infrared light (850 nm). The crill content is presented as the crill quota, or the ratio of the UV/IR transmission losses.

The instrument was originally developed to monitor the process of refining, where crill particles are removed from the fibre wall. There is a linear relationship between the crill quota and the refining energy, both in high-consistency mechanical pulp refining and in low-consistency chemical pulp refining. ture, this measurement will become an invaluable tool for quality control and for controlling the refining energy, given that the manufacture of these products can be energy intensive.

2022 – UK Preview The largest single effect from 2021 that will impact 2022 is the closure of Shotton Mill last September, which removed 250,000tpy of newsprint capacity with immediate effect. Set against this, improved manufacturing and market conditions should result in increased production from other mills so it is anticipated that 2022 will result in high production output than 2021, although improving upon the lowest production output since 1984 should not be seen as any great feat in itself!

2021 – UK Preliminary Assessment There is no doubt that the pandemic has continued to exercise a grip on our sector, but having said that, to date (early December 2021) no mills in the UK have closed due to COVID; however, one (UPM Shotton) was sold, has closed and is in the process of being refurbished by its new owners, Eren Papers Ltd. Its closure after exactly three-quarters of the year, will produce an anticipated shortfall of 60-70,000t for the year. In turn, the new owners have announced plans to build a new containerboard machine, add three large tissue machines, install corrugating and tissue converting capacity, and upgrade power – all of which is not expected to come online until at least 2023/4.

Two new players, Industrie Cartarie Tronchetti S.p.A. (ICT) and Metsä Tissue, have both announced plans to build new tissue manufacturing and converting capacity. The ICT site in Flintshire, not far from Shotton Mill, will include two tissue machines (combined capacity 140,000tpy) to commence operations 2023/4, while Metsä’s plans are more long-term, and involve up to three large tissue machines (240,000tpy) to start around 2025 somewhere in the Hull-Newark region.

Changes in a couple of paper mills are worth of note. Two Rivers Paper moved from Pitt Mill, and transferred their production machinery to a newly-built site at East Quays, Watchet. BillerudKorsnäs sold its Beetham Mill to the investment firm Inspirit, which has named the new enterprise Pelta Medical Papers Ltd. Finally, in a related sector, the Norbord wood panel business was purchased by US company West Fraser Timber.

As usual, the converting sector continues to see many more changes than the manufacturing side: AR Packaging acquired British Firstan Holdings, SAICA Pack divested three sites to Boxway Packaging, Solidus Solutions purchased Heathpak, and VPK bought British Encase. Meanwhile significant investment at converting sites has been made by SAICA (Dublin) and Smurfit Kappa (Tannochside and Mold sites), while Northwood has added more tissue converting capacity at its Telford plant.

2020 – UK Summary The year 2020 was when the COVID pandemic hit. For the paper sector there were certainly winners and losers: packaging and tissue were definitely in the former grouping, while graphical and some specialities fared poorly. A feature of this year was many mills foregoing routine maintenance shuts, due to a requirement to maintain output and to reduce access to non-company personnel who may bring infection onsite. As a result, some mills maintained production at the expense of efficiency, as machines ran slower and breaks increased. Overall production was some 6% down on 2019, due to this inefficiency and to a few mills closing, some for a protracted period.
