MEDFOR D — Councilman Frank Czekay, who clashed just three weeks ago with his counterparts on Medford Township Council over a proposed tree ordinance that would, in most cases, limit the number of trees that can be removed annually from residential properties, has now said he is “happy” with a modified version of the draft law that he contends draws important, but “subtle distinctions.”

However, some longtime supporters of council in recent days have voiced their disagreement and disbelief with its direction, contending the governing body is entertaining too many restrictions at present, especially for an all-Republican governing body, including another potential ordinance that would prohibit the storage of commercial vehicles on residential lots. Some of these individuals have indicated that a one-size fits all approach to the purported problems of

clear-cutting and commercial vehicles does not work in a town with a mixture of a denser developments, rural lots and farmland.

Pemberton Township Solicits Help of Goats to Clear Vegetation for Streambank Project

Goats begin the process of clearing vegetation to make way for a streambank erosion project in West End Park.

PEMBERTON—Officials in Pemberton Township have solicited the help of goats to clear poison ivy, oak and sumac along a troubled streambank off Scrapetown Road, so that municipal Department of Public Works (DPW) crews can access it to proceed with a streambank erosion project to resolve the drainage issues.

According to Pemberton officials, the goats, belonging to the The Goat Munchers, of Jackson Township, are able to graze in places that mowers cannot reach, and they especially love to eat poison ivy. They added that using the goats is an “environmentally sound approach,” and an “earth-friendly way” to clear nuisance vegetation.

“There has been so much poison ivy, oak and sumac, we can’t get in there,” said Pemberton Mayor David Patriarca of the situation along

“We have three runs that converge into a tributary of the North Branch of the Rancocas Creek, within the park and surrounding properties,” he said. “Consequently, during storm events, the streambank has had difficulty handling the volume of rainfall. From the park’s boundary on Scrapetown Road and continuing several hundred feet back, under a pedestrian bridge that connects the Dominique Johnson Center side to the basketball and picnic area side of West End Park, our vendor has fenced an area for the goats, that have been hired to clear all of the vegetation along the streambank.”

MEDFORD—A group of “hunger-fighting heroes” from various civic and religious organizations helped man the checkout lines at Zallie’s ShopRite of Medford on Sept. 17, helping not only to bag groceries, but to raise money for the company’s yearrou nd, com mu n it y-based i n it iat ive to combat hunger.

Rather than capes, however, these volunteers sported bright yellow aprons, as they assisted customers with full grocery carts and offered them the opportunity to donate $1, $3 or $5 toward the cause, for which they were given a token of appreciation—a ShopRite chip clip for a $1 donation, a Zallie’s reusable bag for a $3 one, and for $5, a 100 percent cotton, reusable mask.

“It doesn’t seem like a lot, but just a dollar

can make a difference,” said Nancy DeAngelis, the store’s human resources manager, who organized the event. “A dollar could probably provide a breakfast for somebody.”

According to DeAngelis, the hour-long event, “Help Bag Hunger 2020,” as stated across the front of those yellow aprons, raised a couple hundred dollars between 11 a.m. and noon in support of a larger initiative, “Partners in Caring.” Since 1999, the latter effort has supported more than 2,000 charitable agencies, such as soup kitchens, food pantries, homeless shelters and senior citizen centers, involved in the fight against hunger throughout the Northeast in communities served by ShopRite stores.

Teen Accused of Brandishing Knife in Wawa Holdup PEMBERTON—A juvenile male from the Browns Mills section of Pemberton Township has been charged with holding up a Wawa near the Pemberton Township border with Pemberton Borough.

The robbery, which occurred at the Wawa located at 3 Arney’s Mount Road, happened around 3:07 a.m. on Sept. 14.

“The cashier reported that a light skinned black male, with a mask on, entered the Wawa, brandished a knife and demanded that she empty the cash register,” said Lt. Jay Watters, a spokesman for the Pemberton Township Police Department. “The suspect was able to get an amount of money from the cashier, at which point he departed the store toward Arney’s Mount Road.”

Police recovered evidence from the area near the Wawa, according to Watters, which led police to identify and apprehend the 17-yearold suspect.

“On Sept. 15, a search warrant was executed in the 100 block of Pardee Blvd., in Browns Mills,” said Watters of the arrest.

The 17-year-old Browns Mills resident was charged with first-degree robbery by force, second-degree possession of a weapon for an unlawful purpose, fourth-degree unlawful possession of a weapon, fourthdegree theft by unlawful taking and fourthdegree possession of a controlled substance.

The teenager was also charged with a disorderly person’s offense for allegedly possessing of drug paraphernalia.

Man Receives Prison Sentence for Dumping Body S O U T H A M P T O N — A 55 -y e a r- o l d Lawnside man was sentenced Sept. 14 to eight years in state prison for dumping the body of a woman, who had fatally overdosed inside his vehicle, on the side of a Southampton Township road in late 2018.

The sentence was handed down to Daniel Waterfield in Superior Court by Judge Gerard H. Breland.

A jury had found Waterfield guilty in March 2020 of second-degree desecrating human remains. He has been detained in the Burlington County Jail since being convicted, according to Burlington County Prosecutor Scott Coffina.

Kerri Ann Stetser, 36, of Paulsboro, was purportedly dumped by Waterfield on the berm of Purgatory Road, near the intersection with Route 70, on Halloween night in 2018, Coffina said.

Cof fina added that an investigation determined that Stetser had fatally overdosed hours earlier inside Waterfield’s pickup truck.

“She was not carrying identification and was later identified by her fingerprints,” he said.

“This case is tragic for so many reasons, and the inhumane actions of this defendant made it even more heartbreaking for Kerri’s family,” Coffina said. “Instead of reporting Kerri’s death, he pulled her from his truck and discarded her on the side of the road. Nobody deserves such heartless treatment, and maybe he will come to that realization during his time in prison.”

Charges remain against an alleged coconspirator, Coffina added, who he said Waterfield contacted for help disposing of Stetser’s body.

“Amanda Seth, 36, of Camden, is presently a fugitive,” the prosecutor said.

Bass River Woman Who Allegedly Sold Fentanyl Charged with Causing Death of Man Found Dead BASS RIVER—A 35-year-old Bass River Township woman, who Burlington County Prosecutor Scott Coffina and New Jersey State Police Colonel Patrick Callahan, in a press release, called a “drug dealer,” has been charged with causing the death of a customer who overdosed on fentanyl earlier this year.

An investigation into the death of Michael Kramer began on Feb. 16, when State Troopers from the Tuckerton Station of the New Jersey State Police responded that day to a call for medical assistance at a Bass River residence on County Route 542 in Bass River Township.

Upon arrival, according to Coffina, the responding troopers discovered the body of Kramer on a bathroom floor with drug paraphernalia nearby.

An autopsy performed by Burlington County Medical Examiner Dr. Ian Hood determined that Kramer’s death was caused by fentanyl toxicity, Coffina said.

An investigation led to the identification of Dolores Cespedes, of the 300 block of Ash Road, as the alleged drug dealer who purportedly sold the fentanyl that resulted in

Cespedes was charged with first-degree strict liability for drug-induced death, third-degree possession of a controlled dangerous substance, third-degree possession of a controlled dangerous substance with intent to distribute and third-degree distribution of a controlled dangerous substance.

Cespedes was taken into custody without incident on Sept. 15 in Bass River, and was held at the Atlantic County Justice Facility, which houses Burlington County’s female defendants, pending a detention hearing in Superior Court.

‘Linked’ COVID-19 Cases Prompt Precautions at Both Cherokee and Lenape High Schools; Virus Suspends Lenape Football for 14 Days

EV ESH A M— Cherokee High School students, parents and staff have been advised to remain “vigilant but sensible” following the discovery that two students had contracted what were determined to be “epidemiologically linked” cases of the Coronavirus.

That suggestion was conveyed in a letter signed by Principal Donna Charlesworth on Sept. 22 after the Burlington County Health Department, following a quick investigation, determined that the high school, one of four administered by the Lenape Regional High School District, could safely remain open.

Another of the district’s schools, Lenape High School, which is located in Medford, but serves high school students from Mount Laurel Township, was briefly closed down the week before after two students there tested positive as well. A subsequent investigation revealed that those two cases were also epidemiologically linked and the school was allowed to reopen; however, two other positive test results involving individuals in the school’s football program did not involve as clear a connection, resulting in the suspension of that program for a 14-day period.

The latter cases did not necessarily involve the players themselves, with information on their identities not being made publicly available out of privacy concerns, district spokeswoman Allyson Roberts told the Pine Barrens Tribune.

“The different scenarios call for different responses, as outlined in the New Jersey Department of Health’s recommendations for local health departments for advising schools,”

Lenape’s “football family” was informed in a Sept. 23 letter signed by District Superintendent Dr. Carol Birnbohm and Lenape Principal Tony Catani. “We realize the disappointment in the delay of football, but risking a spread of COVID-19 would jeopardize the entire season.”

All three situations exemplify just how seriously school and health officials are taking the threat of the infection, which has killed more than 200,000 Americans so far.

It is posing a threat to both the classroom environment and athletic programs, despite safeguards that have been instituted by the district involving the mandatory wearing of masks and social distancing between students.

Earlier this month, prior to any cases being confirmed, the district distributed a letter informing parents of the protocols that would be used if any were identified or suspected.

The protocols specify that each principal will notify all students, staff and parents if an individual found to have COVID-19 was in the school building, and that individuals identified through contact tracing as having been in “close contact” with that person will receive an additional notification, recipients of which must stay at home 14 days from the date of possible exposure, practice social distancing and monitor for symptoms.

“Close contact” is defined as being within six feet of a person for 10 minutes or more confirmed to have COVID-19.

The discovery of two or more cases within a 14-day period will result in “varied responses” depending on the circumstances, the protocol letter noted, adding that the district will be See LINKED/ Page 7

program, DeAngelis said, and was the top retailer in its fundraising efforts for four straight years from 2015 to 2018.

“Hunger should not be taken for granted,” DeAngelis said. “It is easy for us to go home and we have meals to prepare and food in our closets. But there are parents who forego eating themselves just to feed their children, and we need to bring more awareness to that.”

Officials are praising the new management of Fawn Lake Village, a mobile home park in Shamong, as being ‘proactive’ with its plans to replace two of its septic systems.

SHAMONG —Two septic systems are expected to be replaced soon at Fawn Lake Village, a mobile home park in Shamong Township, marking what municipal officials believe to be the community’s cur rent management acting proactively in addressing its aging infrastructure.

This is a shift from a few years ago, when system failures, ultimately blamed on poor management, were a common discussion topic at meetings of the Shamong Township Rent Control Board.

“This was a big issue in years past – over many years,” said Mayor Michael Di Croce at the Sept. 1 meeting of the Shamong Township Committee. “So, we are quite pleased that the manager there is taking care of things and now they are being proactive.”

The committee gave its consent for Fawn Lake management to move forward with submitting its Treatment Works Approval (TWA) application to the New Jersey Department of Environmental Protection (NJDEP), which needs to be completed for the construction of any domestic wastewater facility serving multiple housing units. Fawn Lake’s wastewater facilities each service between two and four mobile homes in the park.

Those actions, according to information included in the protocol letter, will include: • Consideration of “whether school closure is indicated,” based on a local health department investigation, if two or more cases are found within 14 days, linked together by some activity in school, but in different classrooms; • Contemplation of closing down the school if “a significant community outbreak is occurring or has recently occurred (e.g., a large event or large local employer) and is impacting multiple staff, students, and families served by the school community”;

“This (filing the application) is the next phase of septic-system replacements,” said Township Engineer Dante Guzzi at the meeting. “They (management) are going to replace two septic systems, each of which service three or four different sites.”

He added that it is a good sign to see Fawn Lake management being “proactive” by optionally replacing these two systems, which are not causing lots of problems at the moment, as opposed to waiting until failures require emergency action to be taken.

Fawn Lake, located at 1004 Route 206, is one of two mobile home communities in Shamong, with Oakview Village, off Atsion Road and Oakview Drive, being the other.

An online marketplace lists Fawn Lake, having been built in 1960, as having about 114 lots. An online tax map indicates Fawn Lake, LLC owns about 150 acres of land, bordering the Wharton State Forest and surrounding its arterial roads: Arrowhead Road and Indian Ann Trail. These numbers were confirmed by current management to this newspaper as being accurate, with the management noting that about six or seven of the lots are currently vacant.

“This is what we are trying to prevent,” said Watson, with Councilman Brad Denn urging his colleagues to conduct a first reading of the draft tree ordinance that evening, expressing concern that numerous residents will move to have their trees removed before such a law is enacted by council, now that the topic is in the news.

It may have been a poorly attended council meeting Sept. 15, with the governing body ultimately unanimously conducting the first reading of the proposed tree ordinance, scheduling a public hearing and final adoption for Oct. 6, but the owner and partner of a tree service in Medford, who are twin brothers and also maintain a family farm in town, spent nearly a half-hour during public comment expressing concern about the measure, asking a series of thought-provoking questions, which one councilman later called “good points,” seemingly pointing out how such a measure could be wrought with legal challenges, be applied unevenly, put township tree services at a disadvantage, place financial strain along with other burdens on homeowners and introduce liability for both the township and the owners of tree services.

Township Solicitor Timothy Prime, one of the architects of the proposed law that has purportedly been over two years in the making after the Medford Environmental Affairs Advisory Committee previously submitted a draft tree ordinance for council’s review and comments, and a subcommittee of council members, led by Denn, met with the environmental committee to hash out the particulars, offered several rebuttals throughout the course of the Sept. 15 meeting. However, as the questions continued, Prime responded, “You have to hope, the council has to hope, the ordinance will be enforced fairly and with discretion,” later remarking that, “There are a lot of people like you who know this business better than the township council.”

The public comment portion of the meeting would have ended on a sour note—with Watson remarking that his family is the fifth generation to live in Medford in reply to the one tree service owner noting his family is of the fourth generation to live here—if it had not been for a self-proclaimed “tree hugger,” who offered to review the draft tree ordinance and make suggestions, noting that it appeared the current draft law was a “combination of a tree ordinance and clear-cutting ordinance,” and that despite his love for trees, agriculture has the right to farm.

Before and after pictures of a parcel clear-cut at 51 Tallowood Drive, sent in an email to Medford Council which were obtained through an Open Public Records Act (OPRA) request. remarked the man about regulating trees through municipal ordinances.

During a previous council meeting, Watson said that there needs to be a law preventing clear-cutting in the municipality “or the next thing you know you can cut down 30 trees on your property.”

According to the mayor, there currently is no ordinance on the books limiting the number of trees that an individual can cut down on their property in Medford Township, which has been a Tree City USA community for 41 years.

“We have been designated as a Tree City USA community for 40 years, and we have no ordinance to protect our trees whatsoever,” said Watson in July 2019. “I am at least in favor of looking into this tree ordinance. I think there is something we should have. I have seen some things that were somewhat egregious happen in our town—clear-cutting properties and things like that.”

Medford officials released the latest version of the proposed tree ordinance the day after the Sept. 15 council meeting.

The proposed ordinance defines a “tree” as any living woody perennial deciduous plant with a caliper of at least 6 inches, measured 6 inches above the ground, or any living woody perennial evergreen plant, or thinner deciduous plant (e.g., dogwoods, birches, American Hornbeams, etc.), at least 15 feet in height above ground level.

“Up to three trees may be removed every 12 months for any reason from an existing lot within the Township of Medford, which contains a residential dwelling, but no more than 10 trees may be removed, for any reason, from an existing lot which contains a residential dwelling within any five-year period,” the proposed ordinance states.

Any owner of a residential lot who wishes to remove more than the allotted number of trees would have to file a “Tree Removal/ Replacement Plan” with the township’s zoning officer, and receive a “Tree Removal Permit.”

The permit would cost the requestor $25 under the proposal.

The draft ordinance, as presented during a Sept. 1 council meeting, provided an emergency exception for trees that are dead, diseased or an immediate hazard. Czekay, at the time, pointed to common instances where a tree might not be dead, diseased or present an immediate hazard, but is leaning.

“I shouldn’t have to get permit for that if he (a tree contractor) says they need to go,” said Czekay at the time.

The draft ordinance, as presented during the Sept. 15 council meeting, had been altered as a result of the councilman’s comments, and now stipulates that “any dead or diseased tree, or any tree that creates an imminent hazard, or danger to persons and property, or an emergency, may be removed immediately.”

“I am happy with it based on the changes that were made,” Czekay said. “Because now the emergency provisions not only include immediate hazards, but imminent hazards, which is a subtle distinction, but there is a difference between the two.

“Meaning that ‘immediate’ is it needs to come down right now because it is threatening, or already damaged something, and ‘imminent’ meaning well it may in the future. But it is not immediate. So, I think that addresses my concern. That is what I was concerned about.”

Watson, who at one point during the Sept.

1 meeting told Czekay to put together a memo with his concerns and send it to Prime for further discussion, after Czekay questioned other proposed reg ulations contained in the draft tree ordinance and expressed that he wasn’t comfortable with it, called Czekay’s suggested changes made during the previous meeting “very good” on Sept. 15.

The mayor then noted that council had received an email the night before the Sept.

15 council meeting indicating that a “wellwooded,” half-acre lot had been clear-cut.

“The purpose of this is to make sure what happened—I don’t know when it happened— but what happened over the last few days does not happen,” Watson contended. “Someone who is probably on a half-acre lot literally took down every tree on the property…and this is a pretty well-wooded lot. And that is what we are trying to prevent here.”

Watson, during the Sept. 15 meeting, did not disclose the location of the lot where the clear-cut was reported to have taken place.

The email, however, later obtained by this newspaper through an Open Public Records Act (OPRA) request, identifies the parcel as 51 Tallowood Drive.

A public records database shows that the 0.34-acre lot, billed $8,528 in taxes last year, was recently sold for $315,000. This newspaper reached the realtor who recently sold the lot, who promised to pass a message seeking comment on this story on to the buyers.

However, no response was received as of press time. The realtor, who said she could not disclose any personal information, remarked that the property had several dead trees.

“As you debate the merits of the tree ordinance, I would like to present you with evidence of why Medford needs this (tree ordinance),” wrote the author of the email.

“Owners of 51 Tallowood Drive cut every single tree from their yard during the past few days. Now, we don’t know their plans, but this property is within 100 feet of the main storm drain leading to our main lake in Tamarac.

Not to mention the scar that this property now represents, while surrounded by mostly wooded lots.”

This newspaper was unable to reach the author of the email as of press time.

The mayor, as the OPRA request revealed, forwarded the email to Prime, and Township Manager Kathy Burger, writing “this is exactly what we are trying to stop,” forwarding the subject line, “Prime example of Why We Need a Strict Ordinance.”

“When do you think we should move it forward on first reading, because you know with any delay, people can jump on getting some cutting done?” asked Denn during the Sept. 15 council meeting, noting that it would take at least four weeks for an ordinance to be adopted by the governing body, and another 20 days before it takes effect. “You can cut two weeks off of that because it has been in the news and people know if we want to do something, they are going to jump on it.”

Watson replied that if cou ncil was “happy” with the latest version of the draft tree ordinance, it could be moved from the discussion portion of the Sept. 15 meeting agenda to “ordinances for first reading.”

Deputy Mayor Erik Rebstock asserted that he would love to see something added to the draft ordinance to the effect, ‘When in doubt, take a picture.”

ancer affects millions of people across the globe, changing the lives not only of those diagnosed with the disease, but also those of their friends and families.

Questions often arise when individuals or loved ones are diagnosed with cancer, and one of the more common questions is, “How did this happen?” Many people who feel perfectly healthy are diagnosed with cancer every day, and that can create a sense of hopelessness among patients while also prompting them to wonder what they might have been able to do differently to avoid their disease.

The World Health Organization notes that cancer arises from the transformation of normal cells into tumor cells. That transformation is a multi-stage process that typically progresses from a precancerous lesion to a malignant tumor. Cancer researchers have long since determined that genetic factors play a role in the development of cancer. For example, the nonprofit organization BreastCancer.org notes that women with one first-degree relative, which includes sisters, mothers and daughters, who has had breast cancer are at twice the risk of developing breast cancer as women with no such connection. The risk for women with two first-degree relatives who have had breast cancer is five times higher than those with no such family history.

But the WHO notes that genetics are not the only contributing factor to cancer. In fact, the WHO says the interaction between

genetic factors and these three categories of external agents can pave the way for the transformation of normal cells into tumorous ones.

• Physical Carcinogens: Physical carcinogens include ultraviolet and ionizing radiation. The WHO notes that many people are exposed to natural sources of ionizing radiation such as soil, water and vegetation.

But there are human-made sources, such as X-rays and medical devices, of ionizing radiation as well.

• Chemical Carcinogens: Chemical carcinogens include asbestos, certain components of tobacco smoke, the food contaminant aflatoxin, and arsenic. The Centers for Disease Control and Prevention notes that arsenic can enter the water supply from natural deposits in the earth or from industrial or agricultural pollution. The CDC urges people who get their water from a private well and suspect it might be tainted by arsenic to contact their local government to have their water tested.

• Biological Carcinogens: Biological carcinogens include infections from certain viruses, bacteria or parasites. The virus hepatitis B, for example, has been shown to cause liver cancer.

Doctors may not be able to point to a single factor to determine the specific cause of an individual case of cancer. However, they are aware of various cancer-causing agents that greatly increase a person’s risk of being diagnosed with this disease.

Cancer Warning Signs

o one is immune to cancer, which the World Health Organization notes is the second leading cause of death across the globe. Though cancer is responsible for more than nine million deaths per year, the WHO notes that many cases of cancer are preventable.

The WHO estimates that one-third of deaths from cancer are due to five behavioral and dietary risks: high body mass index, low fruit and vegetable intake, lack of physical activity, tobacco use, and alcohol consumption. People who smoke, drink to excess and/or eat unhealthy diets can greatly reduce their risk for cancer and the likelihood that they will join the millions of cancer patients who die from the disease each year.

Learning the warning signs for cancer is another way people can reduce the likelihood that they will die from cancer. Cancer Research US notes that cancers diagnosed at early stages are more likely to be treated successfully than those that are in the later stages.

Late-stage cancers have typically spread beyond their origination point, making treatment more difficult and survival less likely.

Early detection of cancer is vital to survival. For instance, Cancer Research US notes that more than nine in 10 bowel cancer patients will survive their disease for more than five years if diagnosed at the earliest stage. The five-year survival rates are similar for breast cancer and ovarian cancer patients whose diseases are diagnosed in their earliest stages.

By learning some of the common

warning signs of cancer, people can increase the likelihood of early detection, greatly improving their chances of surviving this potentially deadly disease. Each type of cancer has its own unique symptoms, and people with family histories of cancer are urged to discuss those histories with their physicians so they can learn the warning signs of the specific cancers that may run in their families. In addition to such discussions, men and women can keep an eye out for these symptoms, which the Cleveland Clinic notes are some of the more general indicators of cancer.

urvival rates among cancer patients have improved dramatically over the last several decades, thanks in large part to the tireless efforts of researchers.

Many people who survive cancer live cancer-free for the rest of their lives, while others experience cancer recurrence.

According to the American Society of Clinical Oncology, a recurrence occurs when cancer comes back after treatment. That can occur weeks, months or even years after the primary or original cancer was treated. But recurrence is not the only way cancer can creep back into the lives of people whose original cancer was successfully treated.

The American Cancer Society notes that some people experience second cancers, which are new cancers that appear even after an original cancer was successfully treated. Some second cancers occur in the same organ or area of the body as the first

In addition, the ACS notes that radiation therapy is not the only treatment option that has been linked to second cancers.

For example, chemotherapy is known to be a greater risk factor than radiation therapy in causing leukemia. Patients who want to reduce their risk for second cancers should know that many of the same measures to reduce risk for original cancers can be equally effective at lowering risk for second cancers. These measures include healthy lifestyle choices, such as avoiding or quitting tobacco, reducing alcohol consumption, and eating a healthy diet.

ctober is Breast Cancer Awareness Month, and an ideal opportunity to learn more about a disease that affects one in eight American women. In an effort to raise awareness, here is a bit of information about the two most common types of breast cancer and their main characteristics.

1. Ductal Carcinoma This type of cancer, which originates in the milk ducts of the breasts, can be divided into two categories. Ductal carcinoma in situ (DCIS) is a non-invasive variety that remains within the duct tissues. Invasive (or infiltrating) ductal carcinoma is more aggressive and involves cancerous cells that have traversed the duct walls and invaded the surrounding breast tissue.

Invasive ductal carcinoma is the most common type of breast cancer, accounting

for about 80 percent of all invasive cases.

2. Lobular Carcinoma This type of breast cancer develops in the lobules, which are the milk-producing glands at the end of the ducts. As with the ductal type, lobular carcinoma can be in situ or invasive. The latter is the second most common type of breast cancer, accounting for about 10 percent of all invasive cases.

The non-invasive variety is sometimes referred to as lobular neoplasia because it’s not a true cancer. Rather, someone with this diagnosis is simply at a higher risk of developing breast cancer due to abnormal cell growth.

4 Ways to Support Breast Cancer Research

A

ccording to the American Cancer Society, one in eight women will develop breast cancer at some point in their life, and one in 33 will die from it. Additionally, an estimated 240 American men will be diagnosed with breast cancer this year, and about 55 of them will die from it. Since October is Breast Cancer Awareness Month, here are four ways you can get involved in the cause to eradicate this disease.

1. Make a Donation You can make a one-time donation or a monthly contribution to the American Cancer Society to help fund breast cancer research and initiatives that provide resources to people living with breast cancer.

2. Raise Money You can organize or participate in a

fundraising event such as a run or charity dinner. Alternatively, you can support a person or team taking part in a fundraiser by sponsoring them.

Reviewing the Options A treatment plan is typically based on the type and stage of breast cancer. It might consist of a systemic treatment, such as chemotherapy or hormone therapy, or a local treatment that directly targets a tumour, such as surgery or radiation therapy. ost people are familiar with the concept that cancers are diagnosed in “stages.” But do you know what this really means? In re­ co­ gnition of Breast Cancer Awareness Month, test your knowledge with these three true or false statements.

1. True or false: There are four stages of breast cancer.

False. The staging system for breast cancer has five stages (zero to four).

Stage zero is assigned to ductal carcinoma in situ (DCIS) breast cancer, which means the cancer cells are confined to a duct or lobule. Stage four is assigned to metastatic breast cancer, which means the cancer has spread to other parts of the body.

In general, the higher the stage, the more the cancer has spread through the breasts and to nearby organs.

2. True or false: The stage changes as the cancer evolves.

True. Doctors use the stage of cancer to predict the course of the disease and the patient’s likelihood of recovery. How to Support a Loved One with Cancer

S

upport networks are vital for cancer patients. The experts at Weill Cornell Medicine note that the support of family friends, both in the immediate aftermath of a diagnosis and throughout treatment, can help patients regain a sense of normalcy and maintain their emotional stability, each of which improves their chances at ensuring a positive clinical outcome.

The role of cancer caregiver is often unlike any other people have played or will play. In recognition of that, the American Society of Clinical Oncology offers the following tips to cancer caregivers as they transition into their new roles.

• Prepare yourself. Caregivers may be so busy looking into what they can do to help a loved one diagnosed with cancer that they overlook or forget the need to prepare themselves. The ASCO recommends that caregivers process their own feelings about a loved one’s diagnosis before they begin caring for that person. This can ensure their focus is where it needs to be when their loved needs help. In addition, caregivers can do everything to learn about their loved one’s disease ahead of time. Many patients are not forthcoming about their disease, and even those that are may find it physically and emotionally exhausting to repeatedly share the details of their disease with friends and family. Learning the basics on your own can save the patients from these feelings of exhaustion.

• Let your loved one know it’s alright to

say, “No.” Caregivers may want to give their loved one advice, but it’s important that they recognize recommendations, however well-intentioned they may be, may not always be welcome. That can create unnecessary tension between caregiver and patient. Let your loved one know they can decline suggestions, and always ask permission before giving advice.

• Don’t forget to have fun. A cancer diagnosis is serious business, but caregivers and patients must make room for levity throughout the treatment process. The ASCO recommends caregivers make time for light conversation and humorous stories. This can be beneficial to both patients and caregivers, providing a routine respite from discussions about how patients are feeling. Discussions about topics other than cancer, such as sports, movies or hobbies, also can be a respite from the rigors of treatment and caregiving.

• Treat your loved one just as you ordinarily do. The ASCO notes the importance of treating a loved one during treatment just as you normally would. While that may not always be possible, it can help patients feel like they’re still a friend or family member first and a cancer patient second.

• Pay attention to your loved one’s feelings. Some doctors encourage cancer patients to keep a journal or blog during their treatments. If possible, read their journal or blog entries. Many people are more comfortable sharing feelings in this way than directly with their caregivers,

David Carns, owner of Cornerstone Tree Care, who also maintains a farm, prior to the first reading of the draft tree ordinance, asked council if farms would be exempt from any tree ordinance. “You can have thousands of trees on (a farm) property,â€? Carns contended. “I am wondering if you guys are going to make sure farms are exempt, because if you are talking 30 acres, three trees can be, well you know ‌ and there are quite a few farms left in Medford. I didn’t hear any mention about it and that is why I was concerned that it may be something that should be included in there.â€?

Officials inquired whether Carns has a state forestry permit, a tree farm and whether his farm is considered a qualified (Q) farm.

Carns answered that he does not have a forestry permit, but does have a tree farm and Q farm. “It really has to do with trees on residential lots,â€? said Prime, noting that there is another exemption in the proposed law for those who have a forestry permit. “That is the intent of the ordinance‌that is what the ordinance says.â€?

Carns replied that he could certainly register, but pressed township officials as to whether the township zoning official is going to investigate a complaint if he cuts down five trees on his 30-acre family farm. “Our intention is not to regulate that (trees) on farms,� Watson said. “It (the law) is for residential lots.�

The mayor asked Prime to review the draft tree ordinance once more, and provide an exemption for tree farms, if it is not already included. “I can certainly,â€? the solicitor replied. “I just don’t know what the ‌ how to ‌ it is farmland

assessed as a tree farm I guess‌is that the exemption you are looking for?�

Watson noted that there has to be a mechanism in the law, so that “everybody who has a half-acre lot,� can’t claim they are a tree farm.

Carns explained to the township solicitor that a property with at least 7 acres, and a house, is considered a Q-farm. “Let’s add that,� said Watson of including some sort of exemption for farms, though that exemption, as of press time, was not included in the latest draft of the ordinance posted on the township’s website.

Carns, switching gears to provide his perspective as a tree service owner, asked council why it does not give township residents a “little more breathing room,� indicating a three-tree limitation seemed extreme to accomplish the prevention of land clearing.

The tree service owner pointed out that clearcut requests account for less than 1 percent of his business and “really, it isn’t the majority of Medford residents who come in and clearcut lots.� “I got to tell you, a lot of the customers who I have, on a half-acre lot, you can remove five trees, and since they got 100 trees on a property, you are not going to even put a dent in it,� Carns said.

Prime suggested that Carns “look at the ordinance,� and “come back� during the Oct. 6 public hearing, noting that there is a “caliper limitation,� contending that the “ordinance only applies to bigger trees.�

Carns, however, continued on, asking, “What if it is bigger trees, then?� Carns noted how a customer could request the removal of trees that “are not a threat right now,� but could strike their house during a storm, or that they might want to remove trees for a garden because “they can’t get any light in.� The tree service owner wanted to know what a resident would have to do to have those trees removed. “Just apply for a permit,� Prime noted.

Carns, however, pointed to the township solicitor’s previous comments that a residential property owner would need to submit a plan to obtain the permit. “The ordinance specifies what has to be on it,â€? Prime said. “A copy of a survey indicating where the trees are, photographs, and, you know, it is not a major land use application.â€? “But they would need a survey,â€? Carns said. “What if they didn’t have a survey? Some of my customers, believe it or not, they are tight on money. So, ‌ is there a way for them to draw up a site plan without having a survey done?â€?

Carns noted that he did not have a survey for a residential property he recently purchased, and believes most residents don’t have one for their properties, and later told this newspaper that he has heard that surveys can cost some $500.

Watson contended that “it is simple as a hand-sketched plan� or “they can do a survey, file it with the zoning officer, and you don’t have to come to the Zoning Board and have big attorneys and all that.�

However, according to the draft ordinance posted online, any plan would have to include “a map, legal survey or site plan,� which is “drawn to scale and is of a suitable size� to depict the total number and the location and size of each tree proposed to be removed; the total number and approximate location of any trees removed from the lot in the preceding twelve months, if known; the location of the principal building and all accessory buildings on the subject property; the location of any driveway on the subject property; and the location of any deed restricted areas, scenic buffers, and/or HOA restricted areas on the subject property.

Information accompanying any tree plan must also include the subject property where the tree(s) is/are to be removed, which must be identified by street address, tax block and lot number(s) and approximate acreage; the name, address and telephone number of the

owner of the subject property or the owner’s duly authorized agent; and the name, address and state license identification number of the NJ licensed tree contractor who will be performing the tree removal work.

Any tree(s) proposed to be removed would also be required to be clearly marked on the subject property for “review by the zoning official, township planner and/or representatives of the Medford Environmental Affairs Advisory Committee.�

Despite the language of the proposed ordinance, Denn contended that “just a picture of their property� would satisfy the requirements of a tree plan. “It refers to a map, legal survey or site plan drawn to scale and depicting the required information,� said Prime, referring to the language of the ordinance.

The township solicitor stressed that three healthy trees would be able to be removed annually, for any reason, without one having to submit a plan to the township to obtain a tree removal permit, and reaffirmed the emergency provisions of the proposed ordinance. “You as a professional just need to give them a letter, ‘Listen we took down three healthy trees,� added Watson, noting that someone should take a picture of what is being removed.

Obtaining expert opinions in writing, or picture-taking, sometimes comes at a cost.

Carns later pointed out to this newspaper that several residents own chainsaws, and often remove trees from their property without involving a tree service, and would incur an extra cost to obtain the services or professional opinion of a certified arborist or tree expert. “If the neighbors complain about you taking down trees, then we have a record of it,� said Prime during the Sept. 15 meeting. “That is what this really is designed as—preventing someone from clear-cutting their lot.�

s every child knows, “please” and “thank you” truly are magic words, in the sense that they can almost immediately transform the situation at hand and bend others to our will. But these aren’t the only magic words we should have ready at hand. “I’m sorry” and “please forgive me” are another set of magic words that almost always work to transform a bad situation into one where mercy, forgiveness, and thankfulness for having been forgiven are the overriding principles.

These magic words not only work on the people around us, but also work to transform our inner lives. Saying “thank you” sends the message to our conscious and unconscious minds that things are going well and that we have much to be thankful for. Even when things are going poorly it is still possible to give thanks to God for the opportunity to develop our character.

There are always things to be thankful for, and thanking God reminds us of that fact. In a similar way, saying “I’m sorry” reminds us that we are always falling short. Being aware of our guilt and culpability helps us to live more easily and comfortably with our imperfections and inevitable failures. When those failures involve the people we live and work with, we need to humbly ask for their forgiveness, and saying “I’m sorry, please forgive me” usually brings about the requested forgiveness. It was previously noted in reporting by this newspaper, in November of 2016, that there had been septic system failures—four at the time—which caused license renewal with the township to be delayed. Septic system problems in 2017 were also reported.

In speaking about the issues that occurred three years ago, Township Administrator and Clerk Susan Onorato told this newspaper in a Sept. 10 interview that the municipality had gotten “involved” and had worked with management in a “friendly” manner by issuing temporary license extensions as the problems were addressed.

Brian Carns added “there just seems to be a lot of restrictions” being entertained by council.

“Mayor, I had four of your signs in front of my farm when you first came into election,” Brian Carns said. “You probably don’t even know that. My whole family supported you.”

The mayor replied that “he appreciated that” and contended, “We are not trying to harm you.”

It was at this point in the meeting that Prime stated, “There are a lot of people like you who know this (tree) business better than the township council.”

The solicitor struck a similar tone in July over the controversial proposal to ban the storage of commercial vehicles, acknowledging at one point that he doesn’t know much about the makeup of commercial vehicles and their weights “to give you (council) much help.”

“The point is, like you said, there are people coming in, I guess from outside of town, who don’t care about the rules,” Prime said. “We had a situation where the lot was clear-cut,

“The complaints (from around 2016) came to us, and we demanded that they take action,” said Di Croce in a follow-up interview with this newspaper on Sept. 11.

Now, according to Onorato, there is new management and “a better flow of communication” between the township and Fawn Lake. She added that there have not been any recent issues with Fawn Lake obtaining its annual license, which, according to township code, requires a detailed plan of the method of sewerage disposal.

“It was sad because management at the time was clueless,” said current manager Donna Nixon in an interview with this newspaper on Sept. 15.

When pressed further about the past, Nixon contended there was no effort made by former management to rectify immediate problems.

The park was “neglected,” she contended.

“Our yearly improvements were painting the speed bumps – that was pitiful,” said Nixon, who took on the job a little over a year ago, and who has been a community resident for more than a decade.

As for the two systems slated to be replaced, Nixon said the project follows the replacement of five or six systems at the time of the previous issues. The goal, she said, is replacing one system in the older section of the park every year for at least the next 12 years.

The new systems expected to be installed next spring pending approval of the TWA application, Nixon said. Between all the costs, such as the payments owed to an engineer, each system represents about a $50,000 investment.

While management is fairly new, Nixon said ownership also changed last month, after

“It is under new management that has done so much to improve the community and its curb appeal,” wrote Jilleen Kitson in a Google Review about a year ago. “They are awesome to work with and are very accommodating.

Two other residents, one who moved to the community six months ago, and one who has lived there for about four years, interviewed by this newspaper on Sept. 15, confirmed that there had not been any recent septic-system issues to report.

“My customers are the simplest people,” Brian Carns said. “We don’t even meet some of them. They just want to pay and move on.

They are busy, working and want to pay their taxes. So now they have to produce a survey and written plan with this tree ordinance. I know how this is going to go with Beth.”

Prime contended council is trying to strike a balance.

“You have to hope, the council has to hope, the ordinance will be enforced fairly and with discretion,” Prime said. “This is really a response to try and prevent clear-cut.”

Brian Carns said he knows council has the residents’ best interests at heart, but they need to think about the impact of the proposed regulations.

While Brian Carns moved to sit down, Watson pointed out that he let the two brothers speak for 15 minutes each. Brian Carns replied that the amount of time given should have been provided given that his family was fourth generation in town. Watson then quipped that his family is the fifth generation to live in Medford.

“Then treat us all the same,” Brian Carns concluded. “… I don’t see that.”

the meeting, pointed out that she is the “first generation” resident, and she too cares a lot about the town.

Council, despite not voting to add the first reading of the draft tree ordinance to the Sept. 15 agenda, as is a customary meeting procedure, conducted its first reading, voting 5-0 in favor of it. But it must get a second reading and vote before it is adopted.

“I know what a difficult issue this is,” said Ivan Olinsky, who previously served on several boards in Upper Freehold Township and is a current Medford resident. “You win some, and you don’t, and you don’t, and you don’t. “… Am I a tree hugger? Yes. I understand what you are doing. But agriculture has a right to farm and I can have a lot of feelings with what this gentleman (Brian Carns) and his brother (David Carns) talked about. We had roughly 11,000 acres in production and to limit the ability of an organized production plant that is necessary to remove trees is just part of it.

And agriculture and Right to Farm is certainly an issue that Medford has had for quite a while.”

Olinsky, who offered to review the draft tree ordinance, following Prime calling him an expert and a “very, very smart man,” noted that he believed the draft tree ordinance was a “combination of a tree ordinance and clearcutting ordinance.”

Following the recent media coverage of the controversial draft tree ordinance, a man

considered to be one of Watson’s staunchest supporters, raised eyebrows on social media by tagging the mayor, writing “I agree with you most of the time, but this is a terrible plan,” urging the official to consider the recent wildfires in California.

“Educate your residents, don’t restrict them,” the man called on the mayor to do.

Other residents, many of whom have often defended the council in online circles, remarked in both emails to this newspaper, and on online, “this can’t be real,” “very disappointing,” “this is absolutely unreal,” “who comes up with these bullsh** laws,” “this is pure overreach” and “this is sure not the Medford we raised our family in.”

“Mr. Mayor, really?” wrote one man in an email to the entire council, copied to this newspaper. “Talk about an overreach of regulation and possible money grab. So, if I have to remove any trees within 100 feet of my dwelling to keep it and my family safe from any potential fire, I could be denied or have to jump through a bunch of red tape and such?

“If any residents want to take a tree down and you tell them that the tree is safe and can’t be taken down because the tree limit has been reached, and then God forbid any part of that tree falls on a family member while outside due to wind or whatever, then what? Is the town going to take on that responsibility? You can bet the fingers will be pointing.”

Patriarca, at a recent council meeting, said the idea to use goats to clear the hard-to-reach vegetation came to him after he watched a newscast that highlighted a project in Philadelphia that used goats to perform a cleanup. The mayor said he then recalled that goats were brought in to eat the English ivy on The Mount in nearby Mount Holly Township.

“The goats will be on location for two to four weeks and will devour all poison ivy, oak and sumac, as well as low lying branches and other brush,” Hornickel told this newspaper. “The goat’s owner will trim other branches up to 10 feet or so, which will fall to the ground and be eaten by the goats.
