Water Tower Improvement Project to Cost ‘Well Over’ $200,000

PEMBERTON BOROUGH—Council here on Sept. 18 readopted a bond ordinance by a 5-1 vote authorizing the issuance of bond anticipation notes in the aggregate principal amount of $100,000 to help finance water-tower improvements. This bond will supplement one taken out in 2015 for $100,000. “We are taking out another bond for $100,000 because the first $100,000 won’t cover our costs

for the needed repairs,” said Borough Clerk Donna Mull after the meeting. However, the two bonds will still not provide the borough with enough money to pay for the improvements. Officials are applying for a Small Cities Community Development grant to help offset some of the costs. “This project will cost us well over $200,000 when it is all said and done,” Mull said. “Though we put in for a grant, we have to provide $20,000 even if we get the grant.” The tower’s bottom legs were painted earlier

this year by Eastern Tank Coating of Tabernacle. Mull said the rest of the tower still needs to be painted and sandblasted. She said a ladder attached to the tower also requires repairs. “There are a whole litany of small items,” she said. Mull, during a public hearing on the ordinance, said the second bond ordinance was actually approved by council in 2015, but it was not advertised in the newspaper as required by law and procedurally had to be readopted. As residents inquired during the hearing about

what improvements the second bond funded, Mull provided different answers which led to some confusion. At first, she said the bond is, “just extra money for the painting of the water tower.” When another resident asked if the bond was for more painting, Mull said, “we don’t know what it is going to be for.” Councilwoman Norma Ward voted against readopting the bond ordinance.
