SHAMONG —The facility at 539 Oakshade Road in Shamong Township – a dog kennel and alleged puppy-mill breeding site – where authorities in 2018 found 161 dogs living in “inhumane conditions” and another 44 dead dogs packaged in plastic bags and stored in freezers, a case that made national headlines, is no more. The first study, according to Township Solicitor Andrew “Andy” Bayer, is being funded by a potential private developer through an escrow account, or who is “essentially paying for the township’s professional planner to do the work.” Escrow agreement T he s e cond study, g iven the land ownership involved, entails reimbursement to the township for “services in connection to the redevelopment plan,” should the property be ultimately declared in need of redevelopment, the solicitor maintained, but the potential developer is not funding the “blight study,” or “what this is.” However, an escrow agreement has been established for the second study. C ou n c i l h a s a l s o a ske d t h at t h e Pemberton Township Planning Board further investigate all the parcels involved to see if they are “non-condemnation areas” or “areas in need of rehabilitation.” On Feb. 17, council approved 4-0 of CME Associates conducting a redevelopment study of the “Greenberg Property” for $19,000. (Councilman Donovan Gardner abstained due to the property owner being a personal friend.) According to Mayor David Patriarca, that particular parcel is located at the corner of Arneys Mount and North Pemberton roads. He told this newspaper that the owner of the See PROPERTIES/ Page 12
