SOUTHAMPTON—The nitrate dilution standard that applies to Southampton Tow nship’s I ndust r ial and Highway Com mercial zoning dist r icts, which do not fall under the jurisdiction of the Pinelands Commission, has been relaxed by the Southampton Township Committee in a bid to attract more revenue-generating commercial ratables to help support future municipal budgets. The new concentration standard will allow

a maximum of five milligrams of nitrates per liter of groundwater, as compared to the previous, more restrictive limit of three milligrams per liter, which reportedly resulted in excessive septic-system expenses for businesses looking to set up shop in Southampton. The original standard was established in 2003 to protect groundwater quality from nitrate pollution in a community where many residents rely on their own wells for drinking water, and where a great deal of emphasis is placed on preserving the

town’s rural character, streams, agriculture and ecology. The right to have such a requirement was upheld in court when developers challenged it shortly after its initial passage. In a 4-1 decision on Feb. 16, the township committee approved an ordinance to change the standard from three to five milligrams per liter, with committeeman and former township mayor James F. PEMBERTON—A redevelopment plan for a nearly 200-acre parcel known locally as the “Gateway Property” or “Birmingham Pits,” located just east of Birmingham Road and due north of S. Pemberton Road where mining activities were reportedly conducted decades ago, and 14 other properties (including the former Anapa’s Country House Restaurant) that run contiguous to it along S. Pemberton Road (also known as County Route 530), has been approved by Pemberton Township Council. The unanimous Feb. 3 approval of the plan had followed a council-authorized redevelopment study of the area, performed by CME Associates and funded by a potential redeveloper through an escrow account, to see if the parcels met the state’s criteria for a noncondemnation redevelopment area. The plan approval also came in the wake of a handful of Pemberton Township Planning Board meetings, in which it made recommendations and scrutinized a draft of the plan following its complete review of the study, and a Jan. 20 council meeting, featuring not only a review of the planning board’s inputs, but also remarks from both the township’s special planner and potential redeveloper’s legal counsel.
