PEMBERTON—As one of the U.S. Army Reserve’s newest brigadier generals, Jonathan C. Moyer now has the singular distinction of having been assigned a key role in the ongoing attempt to stabilize one of the most volatile areas of the globe.

But if you ask him how that came about,

you soon realize that he gives much of the credit to the place where he grew up.

“I am living proof of Pemberton Township High School’s motto, ‘You can get there from here’,” is how he puts it.

In Moyer’s case, “here” refers to his youth as a resident of Pemberton Township’s Sunbury Village, with “there” signifying the momentous responsibility he has suddenly been handed—that

MEDFORD—A redevelopment plan proposing an “inclusionary affordable housing development” with a total of 380 units for the portion of Flying W Airport & Resort that falls within Medford Township, comprising of four different lots, has been approved 4-0 by Medford Township Council on April 6, after it was referred on March 24 to the governing body by the Medford Township Planning Board for such action.

SHAMONG—A mobile home in Fawn Lake Village was a “total loss” after an early afternoon fire on April 11 consumed it, but in what the local fire chief described as “very unusual,” a fish tank inside the dwelling was virtually the only thing left intact, and the fish inside of it survived.

“I have had fires before that were as bad as this one, and any fish inside a fish tank were usually dead from the heat boiling the water,” said Indian Mills Volunteer Fire Company Chief John Smith, who expressed that he was somewhat both baffled and amazed by the survival of the fish.

He said the fish were in a 12 inch by 16-inch tank inside the 69 Indian Ann Trail dwelling.

“Everything else, as far as the contents” inside the home, Smith contended, were a “total loss,” as well as the structure itself.

Smith noted that firefighters observed a “black smoke column” in the distance while on their way to the scene. The smoke, when firefighters arrived, he said, was “blowing across Route 206,” creating “zero visibility” on a section of the state highway.

“On arrival, there was heavy fire through the roof of the trailer, which extended well into the whole interior of dwelling that was 30 feet wide by 50 feet long, or about 1500 square feet. It was a big trailer.”

SOU T H A M P TON —A b a r n i n Southampton Township was totally destroyed by an April 3 blaze.

Fire crews, according to Thomas Rathjen, chief of the Hampton Lakes Volunteer Fire Company, were dispatched to 313 Hawkins Road at around 10:09 a.m. for a report of a structure fire.

The first firefighter to arrive on scene, Rathjen said, found a 50 foot by 50-foot barn “fully-involved.”

“The barn was a total loss, and the cause is under investigation,” the fire chief told this newspaper. “We used 16,000 gallons of water from four tenders and five engines. The New Jersey Forest Fire Service was called to the scene because of high winds, as the embers from the barn were flying in the air, (then landing) and catching the woods on fire.”

The fire was placed under control at 10:43 a.m., he added.

No injuries were reported. Three horses in the barn area, Rathjen noted, “were safely moved to another corral.”

Resurfacing of County Roads for $3 Million Underway in Bass River, Washington and Woodland Townships

WASHINGTON—Repaving of county roadways in Bass River, Washington and Woodland townships is underway, part of a massive 16.2-mile overlay program, according to a Burlington County official.

But not everyone is happy about the timing.

13.2 miles of County Route 563, also known as Greenbank-Chatsworth Road, from near the Woodland border with Washington, or near the West Branch Wading River Bridge, to County Route 542 in Washington has been mostly repaved, as of press time.

The repaving work to County Route 563 began around March 22, according to Burlington County Spokesman David Levinsky, and was expected to take about four weeks to complete.

On April 12, repaving was expected to begin to part of County Route 655 (also known as North Maple Avenue/Stage Road), from just north of County Route 679 to County Route 654, or a stretch that is just under a mile.

Also, around that time, a 2.1-mile portion of East Greenbush Road, also known as County Route 654, between County Route 655 and New York Avenue, was also scheduled to be resurfaced.

Police Warn Against Placing Extra-terrestrial Warning Objects in Parks After ‘UFO Detector’ Leads to Fear of Explosive Device

The work to County Routes 654 and 655 was expected to take about two weeks to complete, according to Levinsky.

The work is being done by Earle Asphalt Company, of Farmingdale. It is part of the county’s 2019 overlay program. A total of 16.2 miles of roadway in Bass River, Washington and Woodland townships are being repaved with state funding, Levinsky noted.

“The entire 16.2-mile overlay program was projected to cost around $3 million when it went out to bid in August,” Levinsky told this newspaper.

Traffic, according to the county, has been, and will continue to be maintained during milling and paving operations (with at least one alternating lane open to traffic), though motorists may experience delays.

The county encouraged area motorists to seek alternate routes, if possible.

A major traffic jam, however, in Bass River was reported April 14, the result of traffic detoured from Route 9 (for another, unrelated project) to one of the county highways in Bass River being repaved. One individual reported that it took them about one hour to travel a distance that normally takes ten minutes.

“What a genius idea it was to close Route 9 and Stage Road at the same time during the day,” one person wrote, while another maintained it was “insane.”

A device found in Tabernacle Township, determined to be part of a “UFO Detector Site,” but initially prompted fears of a “crude device.”

TABERNACLE—A ‘device’ that took on the appearance of a “crude device” (or explosive), discovered on April 9 by hikers in a Tabernacle Township section of the Wharton State Forest, resulted in a New Jersey State Park Police response that included a bomb-sniffing dog – but in the end it was determined to be a ‘device’ in search of Unidentified Flying Objects, or UFOs. “Although human kind and the visitors to New Jersey’s State Parks appreciate an extra-terrestrial early warning device like this, we should not be finding them in our State Parks,” wrote state park police after the investigation had concluded and the device was “carefully ‘disarmed.’”

The investigation revealed, according to state park police, that a “UFO Detector Site” was established on Saw Dust Pile Road.

“State parks police learned of the item’s presence from hikers that reported seeing it on Saw Dust Pile Road in Tabernacle Township, in Wharton State Forest,” said Caryn Shinske, a spokeswoman for the

New Jersey Department of Environmental Protection (NJDEP), a state agency that oversees the state park police. “The crude ‘device’ amounted to a soup can, small block of wood and a small flag labeled ‘UFO Detector Site #448.’”

She said that “out of an abundance of caution for public safety,” state park police detectives and a K-9 Unit examined the device and brought in “Explosives-Detecting K-9 Prime.”

“Upon Prime’s confirmation that the device was not an explosive, state park police carefully unplugged a headphone wire from the block of wood to the soup can,” Shinske told this newspaper.

It was not immediately clear how the detector actually detects UFOs, though some listed online claim that they detect magnetic anomalies.

Visitors, Shinske said, are reminded that objects and devices of any kind should never be left in state parks and forests. The public, she added, may report any suspicious objects and/or activities in state parks to the state park police by calling 1-877-WARN-DEP (1-877-927-6337).

Three Charged in Pemberton Double Shooting

PEMBERTON—Three suspects have been charged with a February double shooting in the Sunbury Village section of Pemberton Township, according to Burlington County Prosecutor Scott Coffina and Pemberton Township Police Chief David King.

Dam ier Sm ith, 20, of Pemb er ton Township, Todd McKinney, 19, of Trenton, and Marlon Sutton, 22, of Camden, were each charged with first-degree attempted murder and first-degree conspiracy to commit attempted murder and seconddegree aggravated assault, unlawful possession of a weapon and possession of a weapon for an unlawful purpose.

Smith was taken into custody last month in North Carolina to await an extradition hearing and faced a detention hearing in Superior Court upon being returned to New Jersey, with the case against him being prepared for presentation to a grand jury for possible indictment.

McKinney and Sutton have also been arrested, Sutton being lodged in the Burlington County Jail in Mount Holly, while McKinney was reported to be in the

Camden County Correctional Facility on an unrelated charge.

The investigation is reported to have begun after officers from the Pemberton Township Police Department were called to the 100 block of Kinsley Road for a reported shooting just after 10 p.m. on Feb. 10.

Upon arrival, they discovered two men who had been shot. One victim, who was struck in the head and leg while standing on the porch of a residence, was transported to Capital Health at Deborah–Emergency Services, and subsequently hospitalized at a different facility.

The second victim, an unintended target, was in an adjacent residence when a bullet penetrated the home and struck him in the arm. He was taken to Cooper University Hospital in Camden, where he was treated and discharged.

The investigation revealed that McKinney, Smith and Sutton were all armed and fired toward the first victim from across the street, then fled the area through adjacent properties.

Probe of Racist Message Found on Evesham Park Sign Leads to Charges Against Owner of ‘Suspicious Vehicle’ EVESHAM—A 19-year-old Cherry Hill man is facing a fourth-degree disorderly persons charge of bias, intimidation and harassment in connection with the alteration of wording on a sign in Evesham Township’s Black Run Preserve so as to convey an “offensive and biased message,” according to a report issued by Evesham Police.

The offensive message, discovered on March 28, was one targeting African Americans, Lt. Joseph Friel, the department’s public information officer, told this newspaper.

The suspect, identified as Maxwell Arnal, admitted to being responsible for the defacing of the sign while being interviewed at police headquarters two days later, the department said, and has since been released on his own recognizance pending a hearing.

Arnal, it noted, was questioned after being identified as the owner of a “suspicious vehicle” seen in the area where the offense occurred, and police discovered that “evidence associated with the crime was observed in plain view inside the vehicle.”

Evesham Township Police Chief Christopher Chew said that “any form of bias intimidation or hate towards any member of our community is unacceptable and will not be tolerated,” adding that he wished to reassure residents that the incident was thoroughly investigated and that those who commit such offenses will be held accountable for their actions.

Burlington County Prosecutor Scott Coffina commended the Evesham Township Police Department for “aggressively investigating this act of vandalism conveying a despicable racist message.

“The people of Evesham and throughout Burlington County will not be intimidated by acts of hate,” he said.

All area police departments stand ready to investigate suspected bias incidents, Coffina added, and to prosecute those responsible.

“Evesham Township has zero tolerance for racism, bigotry or any other forms of hatred,” weighed in Mayor Jaclyn Veasy. “Such deplorable displays do nothing but expose the narrow-mindedness and ignorance that continues to poison minds. As always, our community remains united against any such abhorrent actions, and committed to a safe and welcoming township for all.”

Veasy, in an April 10 posting on the township’s Facebook page, also noted that she was disheartened to learn about another bias incident that had occurred locally, this one involving a minor’s actions against property on school district grounds.

“I felt a pit in my stomach and thought ‘not again,’” she commented.

When subsequently asked about the incident to which she was referring, however, Evesham Police said no report had as yet been issued in regard to it.

neighborhoods, officials acknowledging that a more comprehensive, township-wide traffic and connectivity plan would be presented sometime in the future, but most likely only after site plan approvals of this project are already underway, and a revelation that an agreement could not be reached with Lumberton Township (which part of the airport property also falls within) for a “a cohesive age-restricted development.”

Since that Medford Council public hearing, this newspaper has learned of additional, major discrepancies in what was told to the public, with the Federal Aviation Administration (FAA) denying it made recommendations regarding the airport, as was stated by Medford Township Planner Scott Taylor, of Taylor Design Group, on April 6, along with an airport staffer refuting a claim that the airport was dilapidated.

But the approval of the Medford redevelopment plan, contended Mayor Charles “Chuck” Watson and Taylor on April 6, was essentially court-ordered, and Medford is now simply fulfilling its “constitutional obligation to provide realistic opportunities for affordable housing,” and by doing so, is protected from “builders remedies suits” until at least July 1, 2025. Such lawsuits are typically filed by a real estate developer in an attempt to force a town to allow the construction of a large, multi-family housing complex that includes some affordable housing alongside ordinary apartments.

“The Burlington County Superior Court conducted a fairness hearing and entered a court order dated June 20, 2017, approving Medford Township’s settlement agreement with Fair Share Housing, and the township’s affordable housing plan, including the Flying W,” Watson maintained. “… Since that date, the township has been coordinating with the owners of Flying W to develop the redevelopment plan for the property, including the required affordable housing.

The redevelopment plan has been approved by the planning board, and is consistent with Medford’s master plan.”

Watson insisted during the Medford Council public hearing on the Medford redevelopment plan for Flying W that the municipality “negotiated early,” and therefore is in a much better position than other towns, that he contended initially decided to ignore its affordable housing obligations, with Medford getting its obligation to decrease from 6,171 units to “a grand total of 1,062 units.”

“The township is not doing this entirely of their volition, but doing this as a result of court-mandated affordable housing,” maintained Taylor during the March 24 Medford Planning Board public hearing on the redevelopment plan.

WWW.PINEBARRENSTRIBUNE.COM But despite the constitutional obligations the municipality may have in fulfilling its affordable housing obligations, aviators who use Flying W sought answers as to their future, as the 44-page redevelopment plan does not address future plans for the existing tenants who use the airport’s hangars, and the air traffic that regularly comes through the airport, except to mention that South Jersey Regional Airport is “two nautical miles west of Flying W” and Red Lion Airport is “5 nautical miles away.”

“What are the plans for the 40 or 50 some odd tenants in the hangars of Flying W who are going to be displaced through this project?” asked Gokhan Munuz, who is a local registered pilot, according to an online database, during the April 6 public hearing on the Medford redevelopment plan.

That question, and others posed by another pilot, Kevin Malloy, including an inquiry that asked if there was any effort by Medford officials to “mitigate the impacts to those who use airport,” and whether an aviation expert had been consulted before the site was determined to be “an area need of redevelopment,” went unanswered during the council public hearing, with Watson at one point contending that public comment was “not a question-and-answer session” or a “public debate, and back-and-forth.”

Malloy not only questioned what the future holds for aviation at Flying W, but statements, or as he put it, “conclusions” contained in the redevelopment plan, authored by Taylor, that summarize the basis for how Medford previously determined that the airport met at least one of six of the state’s specific criterion for an area qualifying as “in need of redevelopment.”

“The development of the airport and associated structures occurred in the 1960s,” the redevelopment plan states. “The portion of the airport located in Medford contains scattered office buildings, hangars, and outbuildings. All these structures are in need of repair and/or rehabilitation, and are obsolete and dilapidated.”

Malloy, who said he frequently flies to Flying W, contended that he was “very surprised” to read that the airport’s hangars are not occupied as he had observed that they are “used quite frequently,” and nationally, he contended, “hangars are in demand.”

“My observation is that the airport’s hangars seem to be operating just fine,” the pilot maintained. “I question whether or not those hangars are ‘obsolete and dilapidated.’”

The Medford redevelopment plan also states that “due to the lack of capital,” the airport’s buildings and runways are “falling into a state of disrepair” and are “not occupied or not fully occupied.” It adds that the buildings and facilities “in this abandoned and partially abandoned state” cannot be sustained and likely will become “untenantable” over time.

“It is odd to me to say that is in a ‘partially abandoned state,’” Malloy said. “The airport is used almost every day, certainly every weekend. So, I am not sure how Taylor could come to the conclusion that the facilities, including the runways and hangars, are ‘abandoned or partially abandoned.’”

But what Malloy said he found to be particularly “astounding” is a conclusion in the redevelopment plan that, “There is a decline in airport usage over time, due to competition from a neighboring airport and the obsolete size of the runways and facilities are precluding larger planes and jets from using the site.”

“The runway is not obsolete in size, and many, many small airplanes use it fully, every weekend, every couple of days,” the pilot said. “So, how someone can say, perhaps someone who knows nothing about aviation, that the runway facilities are ‘obsolete in size’ (is beyond me).”

Malloy further contended that he could not understand why Taylor thought it was “even relevant” to include that “‘large planes and jets’” are precluded from using the airport because it is a “small airport for small airplanes.”

“And the last sentence states, ‘The buildings and improvements are detrimental to the public interest, specifically the welfare of the community,’” Malloy noted. “Based on what? It is an airport, and people come to use the airport, come to see the airplanes and come to use the recreational facilities.

How is that sentence an accurate sentence?”

Taylor, attending the council public hearing via Zoom, replied that Medford council had already determined the airport to be an area in need of redevelopment, and that “the only thing being heard tonight is the redevelopment plan.” He contended that his office, in 2017, produced a “very detailed preliminary investigation” and a “very, very detailed analysis” of how the airport met the state’s criteria for redevelopment, which was

some 40 to 60 pages, and that the pilot was only reading from a “summary” contained in the redevelopment plan.

He added that the 2017 report was based not only on an “analysis done by our office,” but also “recommendations” from both the FAA and New Jersey Department of Transportation (NJDOT), along with “information regarding vacancies provided by the owner of the airport and operator.”

As Malloy continued to press officials for specific answers to his questions and contended that the redevelopment plan contained “significantly inaccurate statements,” Watson’s initial response was to inform the pilot that he had spoken for four minutes and his time would be up in a minute.

After Munuz contended that he had the same questions as Malloy and would like for them to be answered, and Watson responded that they had just been answered by Taylor, Malloy began calling out from his seat that his questions were actually not answered by the Medford planner. Then Taylor and Malloy engaged each other, before Watson slammed his gavel.

That is when the mayor contended public comment was not a “question and answer session” or a “public debate, and backand-forth.” The entire exchange, however, ultimately brought the mayor to make an admission that left several onlookers stunned.

“I am not prepared to answer your questions right now,” said the longtime mayor of Medford, who is also a “Class I – Manager” on the township Planning Board.

For Moyer, currently a Medford resident, being appointed to such a critical peacekeeping post followed his having been one of only 15 Army Reservists to be promoted this past year to the rank of brigadier general from about 3,000 eligible colonels in that branch of the service. As Pemberton Business Administrator Daniel Hornickel pointed out while introducing him during a tribute conducted by the Pemberton Township Council just prior to his recent redeployment, out of a total of 1,500,725 individuals currently serving in the U.S. Army, “there are less than 1,000 generals, and you have one right here in the room tonight.”

The ceremony included a proclamation issued by Pemberton Mayor David Patriarca expressing “our community’s appreciation and sincere gratitude for his service and accomplishments in the U.S. Army Reserve,” along with a symbolic key to the city.

Moyer’s response, however, was both a humble and reciprocal one, crediting the community itself and the influence it had on his upbringing for the current status and level of responsibility he has attained, and maintaining that the honor bestowed on him belongs to the numerous Pembertonians who have served in the military.

After reminding those in attendance that, despite not being mentioned very much in the media anymore, “we still have soldiers in harm’s way” who should be kept “in your thoughts and prayers as I go join them,” he went on to talk about the effect that growing up in the township had on his direction in life.

Noting that Pemberton, by virtue of its proximity to Fort Dix (now part of Joint Base McGuire-Dix-Lakehurst) has deep military roots, he proceeded to reminisce about how Sunbury Village had actually

The development, Moyer pointed out, was originally a community whose residents back in the early 1970s and ‘80s, consisted of veterans and their families.

He recalled that when his parents bought their house in the early ‘70s, their neighbors were World War II veterans of both the European and Pacific theaters, as well as Korean War veterans, and knew Vietnam War veterans that moved into town as well.

There being “no fences at the time,” he noted, it was definitely a community in which “all the veterans would help each other out on things like automobile and roof repairs.

Many of these vets, he pointed out, also had issues, such as Post-Traumatic Stress Disorder (PTSD) that they helped each other deal with through a kind of mutual support group. “They brought home with them the struggles that they had, the things that they had seen and done,” sharing wartime experiences at neighborhood barbecues where “they would laugh and tell stories and share photos of their times overseas, and it was quite moving.”

Moyer also remembered the spouses that many of these vets brought back with them from the various countries where they had been stationed, ranging from Poland and Austria to Korea, Japan, Thailand, and Vietnam, and the challenges they faced as well in learning the language, relating to the community, and being welcomed by their new families. Mentioning two boyhood friends in attendance at the ceremony, both born in the Far East with fathers who served in Vietnam, he remembered how they would help their Vietnamese and Thai mothers, who struggled with language differences, to read English and write out checks.

and paying their utility bills. They grew up in a much different world.”

Those impressions of the community’s diversity, he said, have stuck with him and helped build his character.

The exposure he got to different races, religions and cultures also endowed him with a level of sophistication that most American kids never acquire, which in turn helped shape his perspective and understanding of the world, as he made evident in a background statement given to this newspaper.

“As vividly as I remember the war stories, I also remember the exotic cuisines, bratwurst and sauerkraut, organ meats, tripe, liver, kimchi, bibimbap, bulgogi, pad Thai, and pho,” he said. “I didn’t realize how lucky I was to be exposed to so many different foods.”

As a result, by the age of 10, he was as dexterous with chopsticks as he was with a fork.

By the same token, Moyer credits his local upbringing at a time when Fort Dix was still an open base for the families of veterans for having provided him with a key to the wider world and thus determining the direction his life would ultimately take.

He recalled the various benefits the base made available to the families of active and retired service personnel, such as free swimming pools, gymnasium facilities, discount movies and tax-free stores and rememb ere d hav i ng classmate s who “were from everywhere and were going everywhere,” such as Germany, Alaska, Hawaii and Japan.

Moyer himself had never been to any of those places prior to enrolling in the Army ROTC program, and said that his first time on an aircraft was as a junior in college on his way to Fort Bragg for the officer equivalent of basic training.

“It was the idea of seeing the world and serving our country that inspired and

appealed to me,” he declared.

But the opportunity to join the ROTC and get a scholarship also resulted in his being commissioned as a second lieutenant in the army Signal Corps upon graduating from Rutgers University in 1995.

ROTC scholarships are still offered today, he pointed out, adding that the New Jersey Army National Guard also offers free in-state tuition that will cover a BA degree through a Ph.D, which he called an “amazing opportunity” for youngsters who did not have the means to pay tuition.

“I always say that sometimes the Army giveth and sometimes it taketh away,” he said. In his case, “the military has funded my undergrad and two master’s degrees, I met my wife through the military, I bought my home through a VA program, and I have had privilege of seeing the world, with all the good and all the bad a couple of times over.

So, I have been very blessed.”

If Moyer has any words of advice to Pemberton’s youth, he added in the statement, they would be as follows: 1. Pick your goal, be specific and write it down, every action you do or don’t do should be moving you in the direction of that goal; 2. Rid yourself of negative people and negative distractions in your life, as they will only pull you away from your goal, and 3. Embrace failure and setbacks, as you will not fail if you are trying and your attitude towards success as well as the lessons learned from failure will make you stronger and build the fortitude that is needed to help you achieve your goals.

“I still do all of these things today,” he maintained.

Alleged Drug Dealers from Philadelphia, Trenton Charged in Overdose Deaths of 2 Men from Marlton, Browns Mills MOUNT HOLLY— The deaths of two area residents from drug overdoses in unrelated cases have resulted in charges being brought against alleged drug dealers from Philadelphia and Trenton, according to press releases from the Office of Burlington County Prosecutor Scott Coffina.

The arrests followed investigations into the deaths of Raymond Stutzer III, 44, of Marlton, whose body was found by police last April in a Mount Laurel Holiday Inn Express, and Michael W i l l i a m s , 23, o f the Brow ns Mi l ls section of Pemberton Tow n s h ip, who s e body was discovered la st Aug u st by a Montoya relative after he failed to get up for work.

The probe into Stutzer’s demise led to the arrest of Robert Quintua, of Lefevre Street, Philadelphia, who was charged with strict liability for drug-induced death in the first degree and extradited last month to Mount Holly, where he was lodged in the Burlington County Jail.

An autopsy performed by Burlington County Medical Examiner Dr. Ian Hood

determined that Stutzer died of fentanyl and heroin toxicity. Investigators subsequently discovered that he had purchased the drugs that caused his death three days earlier from Quintua at a convenience store in the Frankford section of Philadelphia, according to Coffina.

In Williams’ death, Marvin Montoya, 34, of Power Street, Tr e nt on , wa s charged with firstdegree strict liability for d r ug-i ndu c e d death, and th irddegree distribution of a control led dangerous substance and conspiracy to distribute a controlled dangerous substance.

After being arrested Quintua in Trenton, he, too, was lodged in the Burlington County Jail in Mount Holly.

After an autopsy also performed by Hood determined that Williams had died of fentanyl toxicity, investigators determined that he had previously traveled to Trenton and purchased the drugs from Montoya in the city’s North Ward, Coffina said.

Both suspects were expected to face detention hearings in Superior Court.

Rutgers University, with a Bachelor of Arts in Communications, later receiving a Master of Science degree in Information Systems from Hawaii Pacific University and a Master’s in Strategic Studies from the United States Army War College in Carlisle, Pa. After serving in a number of different postings, he came off active duty in 2000 and moved to New York City, where he worked both as a management consultant and with the technology department of a French investment bank. But as fate would have it, that transition to civilian life wouldn’t last long.

“I was in New York City during September 11th and witnessed the tragedy, chaos, and uncertainty that unfolded,” he recalled. “My wife, Magali, who is a flight attendant for United Airlines, was heading to London at the time where all flights were grounded for the next week. Having experienced the tragedy of September 11th, I wanted back in the fight, so I contacted the Army Reserve and signed back up to go anywhere I was needed. They call those of us who signed back up after 9/11 “September 12thers’.”

For several years, however, that meant having to assume various posts close to his old neighborhood with the 1079th Garrison Support Unit, at Fort Dix, where he was first

called to active duty to serve as company commander and Battalion S1 (staff officer) for the base’ s Mobilization Readiness Battalion, and later as deputy director of information management and headquarters company commander, then as the battalion executive officer for the 77th Sustainment Brigade.

Eventually, he was deployed to Qayyarah Airfield, Iraq, where he served as the Battalion S3, overseeing operations planning for the 395th Combat Sustainment Support Battalion out of New Haven, Conn., whose mission included the direct support of the Iraqi parliamentary elections and the combat logistics and sustainment of all of northern Iraq, before being returned stateside for additional mobilizations in Maryland and New York state.

Moyer has also been awarded numerous decorations over the course of his military career, including a Bronze Star Medal; Meritorious Service Medal with four Oak Leaf Clusters; Army Commendation Medal with two Oak Leaf Clusters; Army Achievement Medal with two Oak Leaf Clusters, and Global War on Terror Service Medal.

Most recently, he has also held additional civilian jobs as an energy futures and options trader at the New York Mercantile Exchange and at the nonprofit Stanford Research Institute International, serving as its director of mission solutions, supporting cyber and electronic warfare programs for the Army out of Aberdeen Proving Ground in Maryland.

Responding via email to a request from the Pine Barrens Tribune that he recount some of his experiences while originally stationed in Iraq, when he held the rank of major, he responded, “Our unit would escort these very brave military and civilian truck drivers who carried water, food, ammunition, fuel and personnel facing the most dangerous road in Iraq. During my tenure we encountered 86 IEDs (improvised explosive devices) with multiple medevacs (medical evacuations) and wounded in action, but fortunately none killed in action” (although he says he lost “a fair share of friends” in the conflict). The focus of his unit at the time, he said, was to do the very best job they could and get the soldiers home safely to their families.

The time he spent over there, he said, “felt like a countdown, and I couldn’t really say what our strategic objectives were at the time, as I was too focused on my daily mission.”

In regard to his latest position, while noting that even the highest-ranking members of the military don’t make policy and are not in a position to question the orders they receive from the nation’s civilian leadership, he was able to offer a few reflections on the way some of those objectives have changed in recent years and what his new mission might possibly require.

“The U.S., for nearly two decades, has been focusing on fighting a war against violent extremists in Iraq, Syria, Afghanistan,

Somalia, and myriad pockets all over the globe, while continuing to struggle to win the trust and confidence of the local populace leveraging counter-insurgency strategy,” he observed.

While this was going on, however, he contended, China and Russia have emerged as ‘peer competitors’ in not only military strength, but for economic, diplomatic and informational dominance.

“As these powers continue to flex their economic and military prowess around the globe,” he maintained, the U.S. in turn needs to be ready to “shift resources and capabilities to reassure our allies and deter our adversaries.”

To that end, Moyer believes an important part of his new job will be ensuring the remaining forces in the region are “strategically postured” to support whatever approach the current administration ends up taking, whether it means being “prepared to sustain and possibly expand our mission throughout CENTCOM’s area of responsibility (AOR) or being prepared to conduct retrograde operations to quickly move our equipment and troops out of the region and turn the AOR over to NATO authority.”

But, “as one of a very few general officers who will be forward in the Middle East,” he added, “my role would be first, just like when I was a major, to do the best job I can and get our soldiers home safely to their families.”

As the aviation enthusiasts tried to process what they had just heard, the Medford mayor turned to his colleagues, stating, “If anyone else has an answer to the gentlemen’s questions, please feel free.”

Members of council (with Deputy Mayor Erik Rebstock absent) had nothing to add, and neither did officials, including Taylor.

“We don’t have answers to your question right now,” Watson said.

The airport’s manager, Mindy Redner, did not return multiple messages seeking comment on this story by this newspaper’s deadline time.

However, an individual who answered the airport’s main telephone extension on April 10, when asked if there were any portions of the airport that were dilapidated, replied, “I am not aware of anything like that.” That same person, when asked by this newspaper about the status of the airport’s current operations, maintained that the airport was “open, fully-open.”

The Pine Barrens Tribune again called the airport’s Fixed Base Operations on April 12. Again, the question was posed by this newspaper if the airport was in any way dilapidated, to which a staffer replied, “if it wasn’t up to standards, the FAA would have shut it down,” emphasizing that the airport “meets all FAA standards.” The staffer also maintained that the airport was “fully-open.”

Despite Taylor responding to the aviators that the 2017 report he authored was based, in part, on FAA regulations, and the airport staffer advising this newspaper that the federal agency has the ability to shut down the airport, Rick Breitenfeldt, a spokesman for the FAA, told this newspaper on April 12 that “Flying W Airport in Medford is not a National Plan of Integrated Airport Systems (NPIAS) airport.”

In other words, according to Breitenfeldt, the FAA has “no involvement” with Flying W. “Correct,” said Breitenfeldt, when asked to clarify if his statements meant that the FAA made no recommendations regarding Flying W. Breitenfeldt, who noted that the FAA maintains no inspection records for Flying W, pointed this newspaper to a website with the airport’s operational statistics, last updated in March 2012 (but for use until April 22 of this year). At the time, an average of 154 aircraft were reported to come through the airport on a daily basis, with 65 percent for local general aviation purposes, and 35 percent for transient general aviation.

helicopters.

A message on the airport’s website and telephone system notes that only The Patti Wagon Café and the Flying W Bar (inside) “will remain closed until further notice.”

But as for Taylor’s claim that the airport’s buildings and improvements are detrimental to the public interest, Flying W’s website notes that it is scheduled to host the “Don’t Call Me Francis” ten-member, multiinstrumental ensemble, “one of the most requested bands in the Philadelphia tri-state area and beyond” on May 28, and Atco Battles Alzheimer’s 7, or “six of the area’s top cover bands,” on May 2.

This newspaper, in a site visit to the Flying W on April 13, found it to be active, with multiple planes landing and taking off, along with a helicopter. Individuals were also observed using a hangar. One woman, one of a few onlookers, was seen sitting in a gazebo, who told this newspaper that she was watching her son take his first soloflight. Several small planes were either being worked on by people, or with individuals preparing them for takeoff or putting them to bed for the day.

The runway’s condition did not appear to impede the aircraft that were taking off or landing. The airport’s main building appeared to be in need of new shingles, and there were some fallen trees in front of the airport’s motel, which appeared to have an exterior that needed some work.

Flying W, according to tax records, is owned by Cave Holdings. Watson confirmed the ownership during the opening of the April 6 Medford public hearing.

The redevelopment plan states the “redeveloper, the landowner, Cave Holdings – Flying W, LLC, or its designee, if approved by the township, will be designated at the time of adoption, of this plan, by the governing body.”

Watson, during the opening of the Medford Council public hearing, contended that the ownership of the Flying W, through an attorney, submitted a written request on Dec. 6, 2016, to Medford “requesting of the township to have the township planning board undertake an investigation to determine if the Flying W property in Medford Township could be designated as an area in need of redevelopment, in accordance with the law.”

The Medford mayor noted that on April 26, 2017, the Medford Planning Board, “after two legal notices,” conducted a public hearing and had recommended that the air port’s four properties in Medford be designated as areas in need of redevelopment. On May 2, 2017, he said, Medford Council declared the four lots in need of redevelopment.

“These properties were desig nated specifically for affordable housing, as required by the New Jersey Supreme Court’s Mount Laurel decision,” the mayor

That timeline, however, provided by the Medford mayor, contradicted one offered

by Taylor during the preceding March 24 Medford Planning Board public hearing, in which the township planner contended that it was “subsequent to that designation” that “the land owner of the airport approached the township for the possibility of being one of the affordable housing opportunities within Medford to help them meet their affordable housing obligations.”

Watson, in a later email to this newspaper, maintained that his timeline is correct, and that Taylor “inadvertently” made an error in his presentation.

“In Mr. Taylors’ 2017 report, he references the direct communication that we had with the landowner, along with a quote excerpted from a letter from the landowner’s attorney,” wrote Watson to this newspaper.

The Medford mayor, when given another opportunity by this newspaper several days removed from the council public hearing to provide answers to the questions the pilots had asked, wrote that “in regard to the question of what will happen to the tenants of the airport; it is not within the scope or purview of a redevelopment plan to address the relocation of tenants or customers in a commercial establishment as part of the plan.

“Presumably, aviators will use the airports located two miles and five miles away from this site,” the Medford mayor added.

A sign, on Flying W’s main building, however, seems to suggest the importance of the airport, welcoming visitors to “Burlington County’s Gateway to the World.”

Watson also contended in the email to this newspaper that he wasn’t prepared to address the aviators’ questions during the

council public hearing because “the hearing last week was for the redevelopment plan” the “preliminary investigation/determination of need at Flying was completed four years ago.”

“Neither Mr. Taylor, nor I, were prepared to immediately answer questions related to that report four years later,” maintained Watson to this newspaper.

“The 2017 report does include a significant analysis of the specific site, economic and regulatory conditions that exist, and which statutory criteria were met in support of the redevelopment area designation.”

The Medford mayor, in the email to this newspaper, confirmed that Flying W would essentially cease to exist (which is indicated by concept plans that are included in the redevelopment plan).

Some 90 “low and moderate income, family rental multi-family units in multiple buildings” are slated to be placed on the west side of Fostertown Road (on a lot that is used by the airport for its overflow event parking and abuts an abandoned railroad right-ofway), according to the redevelopment plan.

The Medford redevelopment plan also illustrates 290 age-restricted market rate units or “equivalent development,” including townhouses and single-family detached housing, on the eastern side of Fostertown Road, or where, according to the document, most of the airport’s storage buildings, hangars, office spaces and main runway are currently located. It is also here where the airport’s entertainment area, pool and temporary event tent, is established.

The airport’s restaurant, bar and café, along with a motel, however, are located in Lumberton, and therefore are not the subject

Given the close proximity of neighboring trailers, he said, three others were damaged in the blaze, with “melted vinyl siding.” A disabled man who lives inside one of the damaged trailers was evacuated safely during the blaze, Smith added. Adjacent woods, the fire chief noted, did not catch fire.

A woman and male tenant living inside the destroyed trailer, Smith told this newspaper, were staying with a family member on the initial night of the blaze, but the Red Cross was “expected to work with them” to provide further assistance.

“This was my fifth working fire this year,” Smith said. “This is not at all normal. It is very important you immediately call 911 when seeing smoke and flames, because when you don’t, it is lost time for us, and the fires then get so advanced. We are arriving at many of these fires and they are so far along that you just don’t have a chance.

People have to realize that you have to call 911 immediately, and I just don’t know if it is happening.”

Mayor William “Billy” DeGroff did not return this newspaper’s message requesting comment on this story, and Deputy Mayor Mark Herndon referred this newspaper to the foundation for comment.

A spokesperson for Pine Island Cranberry Company, a firm that some locals told this newspaper had at least initially tried to help repair the lake, also referred this newspaper to the foundation for comment.

“I would also just like to point out that the township spent considerable time with Lumberton trying to develop both sides of the Flying W into a cohesive age-restricted development, since Lumberton has also designated the Lumberton side of the Flying W as a redevelopment area, and to date that has not worked out,” Watson said. “But we did work on that.”

Lumber ton Tow nsh ip Mayor Gina LaPlaca, when asked by this newspaper about Watson’s remarks, said that her municipality has worked with the owner of Flying W and Medford Township to “ensure that we do not have a dilapidated portion of the airport on the Lumberton side of the border,” while the Medford portion is developed.

“To that end, we have passed Resolution 2019-143 authorizing a Memorandum of Understanding between all parties, Resolution 2020-054 was passed with regards to Shared Services between the Township of Medford and the Township of Lumberton, and we worked with the owners of Flying W to designate a portion of the site as an ‘Area in Need of Redevelopment,’ which was approved by the New Jersey Department of Community Affairs (DCA) on Oct. 16, 2020.

“The Area in Need of Redevelopment encompasses Block 41, Lots 6, 7 & 8, Block 43, Lot 1 and Block 46.01, Lots 2.01 and 2.02, in addition to the former railroad right of way portion of Block 41, Lot 3.01, all within Lumberton Township. The next step would be for the owner of Flying W to work with Lumberton Township to establish a Redevelopment Agreement for the portions mentioned and then make application to the Lumberton Township Land Development Board for a major subdivision application.”

LaPlaca, when asked by this newspaper if Medford moved too soon, or if she disagreed with Watson’s remark about Lumberton, replied that “Lumberton is always happy to work with our neighbors when possible.”

“And I can only assume that Medford’s decision to move ahead with the development on their side of the property is what they believe is in the best interest of their residents, just as Lumberton officials believe that the decisions we make are in the best interests of ours,” she said. “Both sides tried to work in concert on something that would be a fit for both towns, but as with many projects of this size and nature, the details didn’t come together.”

The results of a July 2020 redevelopment investigation of Flying W, ordered by Lumberton Township, and also performed

by Taylor Design Group, are available through that municipality’s website in a 54-page report.

Michelle M. Taylor, who authored the report, contended “Flying W is becoming obsolete, requiring the investment of private capital at an operating loss for maintenance.”

She further contended that she was provided with correspondence “from the landowner’s attorney” indicating that the “airport, resort and real estate holding company” have operated at a $100,000 per year average loss “over each of the last five years.”

“Additionally, maintenance of buildings, such as roof repair or replacement, and runway and tie down area resurfacing, or repair is being deferred,” Michelle Taylor contended in the Lumberton report. “The operation buildings, bar, restaurant, and motel require repairs and upgrades. All roofs and other exterior improvements to replace disintegrating wood appear to require replacement.”

The Lumberton Township Planner also wrote that Flying W’s “owner reports” that the motel vacancy rate average was 5 percent between October of 2018 and April of 2019, but increased to 40 percent from May 2019 to September 2019. In September 2019, she added, the motel was closed for the winter due to “excessive operational costs.”

“The motel and restaurant require new or upgraded heating and ventilation systems,” she added. “The second floor of the restaurant has been closed since October of 2009, because a sprinkler system is required and has not been installed. The lower level of the restaurant was closed several years ago due to operating losses and is also in need of major repairs and upgrades. The lower level restaurant is occasionally rented … however, outside catering is required.”

Michelle Taylor also maintained that the ownership told her that “in the last 15 to 20 years” there has been a “slow and steady decline in the aviation industry.”

Flying W, she wrote, has been “particularly impacted” by “mandated” FAA guidelines and procedures for maintenance, repair, and certification, which are “cost prohibitive.”

The Lumberton Township Planner further contended that there were three aircraft maintenance businesses located on the site, “where only two remain.” One flight school, she said, operates at the facility, where “two other schools closed in 2014.” There were five companies with helicopters based on site, “where there are now two.”

The Lumberton Tow nsh ip Planner goes on to describe the impacts that the Coronavirus pandemic had had on the Flying W operations. (The airport in April 2020 received a $46,250 Paycheck Protection Program loan to support the payroll for “five reported jobs.”)

The need for declaring the Lumberton Township portion of the airport as an “area in need of redevelopment” is mostly predicated in the report on the actions expected to be taken by Medford Township.

“Decommissioning and demolishing the portions of the Flying W Airport & Resort in Medford will be detrimental to the remaining improvements within Lumberton,” Michelle Taylor wrote. “… The abandonment and removal of the portion of the runway, parking, tie down, hangars, pool, and outdoor serving area in Medford Township in favor of an inclusionary housing development will preclude the use of the airport. The remaining portion of the facility in Lumberton, which is already partially abandoned, will be fully obsolete, which is a detriment to the community.”

Up until the Medford Council adoption of the Medford redevelopment plan for Flying W, the airport lots located in Medford have been part of either that municipality’s Restricted Commercial (RC) or Agricultural Retention (AR) zones. According to Scott Taylor, the Medford redevelopment plan is “essentially a zoning modification of what is allowed out there,” or “modifies the zoning,” creating the Flying W Redevelopment Area (FWRA) Zoning District, which allows for the affordable housing development and sets related standards.

of 90 family rental apartment units, along with 109 age-restricted town homes, and 181 age-restricted single-family units,” the Medford Township Planner said.

According to the “permitted principal uses” for the new zoning district, it is to provide for a “variety of residential housing in a compact format.” The redeveloper of the “affordable housing component,” it says, will develop 90 units of “very low, low and moderate-income family housing.” Of the “total affordable units,” 45 of them, or 50 percent, will be reserved for “lowincome residents (inclusive of very lowincome residents),” and “a portion of the low-income units will be affordable to very low-income residents at 13 percent of the total affordable units, or 12 of the total 90 affordable units.” The remaining 45 units, or 50 percent, according to the uses section of the new zoning, “may be made available to moderate-income residents.”

Scott Taylor, however, during the March 24 Medford Planning Board hearing on the Medford redevelopment plan, pointed out that this “is not Section 8 housing,” but instead, housing that provides, for example, opportunities to working mothers.

Multi-family buildings in the FWRA, according to the new zoning standards, are “envisioned to be up to four stories in height” and “shall provide exterior living areas such as patios, porches, or balconies.”

Mid-rise apartment dwelling units in the FWRA are permitted to have a maximum building height of 50 feet, or four stories.

“A minimum of 90 affordable residential apartments in at least four separate buildings,” shall be maintained, according to the new zoning standards. Accessory buildings to the apartments are permitted to be 22 feet in height, or one story.

Achieving enor mous efficiency and connectivity, he added, is “very difficult” because of the “byproduct of how the state has structured municipal requirements” to provide for affordable housing.

“But this is already saying, before an applicant brings a project forward, that any bicycle or pedestrian accommodations are going to be limited to the project site,” Reuther contended. “I understand that some of these things can be expensive, but if the township is not even identifying these things as being necessary, or asking for them, why would a developer propose it? It is not going to happen if the township doesn’t identify it and show that it is necessary. And it is. It is not a difficult argument to make.”

“Excuses,” as Reuther put it, “should not even be allowed.”

Watson, when later asked by th is newspaper about the Fostertown Road concerns, wrote that “site-specific traffic issues” are “typically addressed” at the time of subdivision or site plan approval, “which will be reviewed thoroughly by our engineer, Mr. Noll, at such time that an application is brought forward.”

“The site currently contains an airport, a restaurant and bar, which is also a nightclub in the evenings, along with a hotel and swim club,” Watson added. “In addition, the site hosts concerts, weddings and similar events, and the roadway system accommodates all of these uses. When an application is submitted, I am certain that Mr. Noll will comment on the ability of the roads to accommodate the proposed age-restricted/ senior housing and affordable apartments, understanding that the airport and related uses will cease operation and make any recommendations that he deems necessary.”

The way the affordable housing is in the state today, it is decided by a public interest group, judge, special master and developers. And that is it. …

People come here to complain, but I believe you should be complaining to your state representatives in Trenton. Believe me when I say there is a better process, and the only people who are never here (to answer for this) is the state government. There is a way to improve this process, making sure that the state accepts their responsibility for affordable housing and not just piles it on the township.”

Councilman Frank Czekay, as Medford Council voted April 6 to adopt the Medford redevelopment plan for Flying W, stressed that the township negotiated “the number of units, and got it down” along with “for age restrictions on the units.”

“That is where we used our leverage,” he added.

The Flying W affordable housing project is the last one in a series of such projects in Medford, as agreed to in the settlement agreement, noted Watson during the April 6 council meeting (though to “make these negotiations work,” there will also be a project built on Stokes Square, for Independent Living, that will have 120 assisted living units, the mayor said).

As for what will occur beyond 2025, when the question was put to Scott Taylor by a resident during the Medford Planning Board hearing, he replied, “If only I had a crystal ball …”

As for any townhouses in the FWRA, a maximum of six units per building are allowed, according to the new zoning standards. Townhouses that are 26 feet wide can be up to 45 feet tall, or three stories, while ones that are 28 feet wide can be up to 40 feet or two and-a-half stories.

The Medford redevelopment plan notes that the architectural designs of the singlefamily, townhouse and multi-family dwelling units, in conjunction with the subdivision plan, “are not available and not included as part of the redevelopment plan.”

“Township council must review and approve the proposed architectural style for each housing type prior to the submission of any land development, site plan or subdivision application to the Planning Board,” states the Medford redevelopment plan.

Fostertown Road is one of the narrower township-maintained roads in Medford and Lumberton townships, with currently no shoulder. There are also two rather sharp bends in the road, with a notable blind spot at one of them. The redevelopment plan does not speculate on how many individuals will be living in the future development once it is completed, nor does it address future improvements to the road.

“This quite frankly scares me,” said one woman during the Medford Council public hearing. “This is a lot of space in Medford that is going to be gone. There is an added danger that it is going to add all these vehicles.”

The woman called the two bends “scary,” and maintained that the road, in its current state, “just can’t handle it (the expected additional traffic).” She also inquired about the expected loss of the motel (the only one associated with Medford), and whether it was thought of to build another one elsewhere in the tow nsh ip. (The redevelopment plan does not address what would be done to provide a place to stay for tourists and visitors in Medford.)

“How much does the public’s opinion matter?” the woman contended. “I have only seen one person for this, or who really wants this.”

It was at this point that the Medford mayor insisted the “public’s opinion always does matter to us (council).”

“I understand the traffic issue and everything,” Watson replied. “But you have to understand, we are under an obligation to build these units. If we don’t build them there, we have to build them somewhere else.

The gentleman who owns that property, approached us about using that property.

We have an obligation to not necessarily turn him down. We need to build these homes.”

the units slated for Flying W, to which he replied, “Not that I am aware of.”

Other residents of Medford, during the March 24 Medford Planning Board hearing, discussed traffic concerns, contending that the intersection of Fostertown and Church roads was already “dangerous,” and inquired about whether there would be turning lanes added to the road to access the development.

Scott Taylor, in response, contended that the particulars about the roadway, and questions about its future design, “will and should be brought up at the time of site plan approval.” He contended that the redevelopment plan just reflects the town wanting to “zone for that location.”

Some members of the public pointed out that the site under consideration for the development is in a remote area of Medford, disconnected from the other neighborhoods.

“You are approving a housing island out here,” noted resident Bruce Goldman.

Scott Taylor contended that when the township is back to having all-in-person meetings (as the ongoing pandemic has precluded that), a plan addressing “larger connectivity, and complete streets will be addressed, especially with some affordable housing projects.”

He i ndicated that may not oc cur, however, until after the site plan approvals are underway for the Flying W affordable housing project.

“One of my fears, is this is one of the last developments in the township, and it is going to come forward before such a plan is implemented, and that future residents and current residents of the township are going to be left with another situation where people live in a place, and are stuck and they cannot walk or bike to places that are easily in walking and biking distance,” said resident Jonathan Reuther, who previously recommended to council in March that the public body create a comprehensive “complete streets” policy that addresses both pedestrian and bicyclist traffic, noting that there are already disconnected neighborhoods such as Lake Pines and Lake Centennial in Medford.

The Medford Township Planner, in response, insisted that there was already a “complete streets” policy adopted by council, but Reuther contended it was only one page. Scott Taylor also maintained that “with affordable housing projects,” it “becomes difficult for the town to require cost generative items” as that “has an impact on ‘affordable’ housing.”

“This is ‘affordable’ housing,” Scott Taylor maintained. “I do think there can be, should be and will be a larger discussion on connectivity to this site, and other sites, but I would hate to see affordable housing jeopardized because we started to require cost generative improvements. Trust me, we pushed the envelope as much as we could to try and get what is the best for the township. Through this
