MEDFOR D —Eighth Legislative District Senator Dawn Marie Addiego sent shockwaves through the power structures of the county and state political parties Monday when she announced through a statement that she was switching her party affiliation from Republican to Democrat, effective immediately, after nearly 25 years of embracing the GOP’s values and many of the party’s faithful volunteering on her behalf to get her reelected in 2017.

Addiego’s Jan. 28 announcement seems to have blindsided Ryan Peters, a Republican assemblyman in the district, and left speculation swirling about the intentions of 8th District Assemblyman Joe Howarth, a Republican who has often been in lockstep with the senator and who has stayed unusually silent for nearly two days.

“As gridlock in Washington dominates the news, it has become increasingly clear that in order to effect change, you have to be part of the discussion and not on the outside looking in,” the senator wrote.

“The people of the 8th District did not elect me to be content in the role of loyal opposition. I have had the opportunity over the course of the last year to work closely with Senate President (Stephen M.) Sweeney on the Economic and Fiscal Policy Work Group. His tireless work ethic and unparalleled success at delivering for the people of New Jersey, and particularly South Jersey, is to be admired.”

Pemberton Considers Request to Lay Razed Supermarket to Rest

PEMBERTON—Officials in Pemberton Township are considering a request from a “group” to hold a “funeral,” or a celebration recognizing the recent demolition of a vacant supermarket that served as the anchor store to the Browns Mills Shopping Center, at 100 Pemberton-Browns Mills Road, for decades.

The supermarket building, before it was demolished by township personnel nearly two months ago, sat vacant and boarded up since about 1996 when Acme Markets relocated its Browns Mills location just two minutes down the street to the Pine Grove Shopping Plaza.

As the ‘old Acme’ sat vacant and court battles between the township and former shopping center owners Rocco and Antonia Berardi dragged on from 2002 through last year, the structure deteriorated and became a notorious eyesore in the Browns Mills section of Pemberton Township.

The for mer super market’s u nsightly appearance became a sore spot with many in town, several who longed for the day when it would be razed and are now joyful over that accomplishment.

“There is a group that is in the ver y early stages of wanting to actually hold a celebration on the property,” said Mayor David Patriarca to Pemberton Township Council during its Jan. 16 meeting. “They

have actually proposed a funeral for the old Acme. They want to have tombstones, tailgate and enjoy the festivities of putting the old Acme to rest.”

Patriarca called the request “humorous,” but at the same time promised that he would speak to Business Administrator Dennis Gonzalez to see if the municipality can actually entertain a celebration now that it is the owner of the property and since such an event “has sparked some interest in the town.”

The mayor, when reached on Jan. 29, said that he didn’t remember the name of the group.

“It is one individual, with one idea, who claims that she has a following,” he said. “We haven’t decided whether to be part of that celebration as a township, if at all.”

Patriarca added that the group is looking to hold the celebration in the springtime.

W hen Pat r iarca an nou nced that the supermarket demolition had been completed during council’s reorganization meeting on Jan. 2, the audience erupted in cheers and gave loud applause.

The vacant supermarket was razed only after the township acquired the shopping center through court-ordered eminent domain on July 19, 2018. The decision was reached after a Burlington County Superior Court judge agreed with the township that the See REST/ Page 10

PEMBERTON—Newly elected Third Congressional District Representative Andy Kim, after just 24 days in office, held his first official town hall meeting at the Browns Mills Improvement Association (BMIA) building in Pemberton Township on Jan. 27.

The two-hour plus event was attended by more than 200 residents from all corners

of the district, which encompasses parts of Burlington and Ocean counties.

Kim spoke to the crowd for close to 30 minutes, describing how he has gotten to know his way around Congress during his initial weeks there and situated himself in the committees where he feels he can be most useful.

Unanimous OK for New TRS Pact Ends Months of Stalled Negotiations New Committeeman Credited For Role as Liaison Between Township, Rescue Squad

TABERNACLE—After nearly three years of discussion and four months of sometimes caustic negotiations, the Tabernacle Township Committee and the Tabernacle Rescue Squad (TRS) have finally agreed on a contract that will allow the squad to continue to serve the residents of this community in conjunction with the local fire department.

Fo l l o w i n g a t w o - a n d - a - h a l f - h o u r executive session to discuss the details, the four committee members present for a Jan. 22 committee regular meeting voted unanimously to accept the contract proposal.

A fifth member, Stephen Lee IV, was not in attendance.

Tabernacle Mayor Joseph Barton credited new Committeeman Samuel Moore for successfully serving as a liaison and negotiator in the process, replacing Arch Liston, who conducted the stalled negotiations while serving as the township’s first public safety director. The committee accepted Liston’s resignation by a 3-1 vote on Dec. 27, and his last day on the job was Jan. 9.

“We had extensive conversations with (the TRS) attorney and we came to an acceptable ag reement for emergency ser v ices i n Tabernacle,” Moore said. “I am very proud of some of the dialogue that happened between all of us.”

After thanking Moore for serving as a liaison to the TRS, Barton told emergency person nel at tending the meeting that,

“Sammy knows you folks better than I do.”

Township Solicitor Peter Lange added that the committee had meticulously gone through the agreement with the TRS. “Each committee member was able to express their views on all terms and all questions were answered,” he said.

Recent negotiations between the township and the TRS began in earnest following a proposal to repeal an ordinance designating the squad as the sole emergency medicalservice provider in Tabernacle Township.

That proposal was introduced by the committee in September, then tabled on Oct. 22 following an impassioned public hearing that drew a standing-room-only crowd. It was set aside two more times while contract discussions continued, without resolution, between the TRS, its attorney and Liston.

In a phone interview with the Pine Barrens Tribune t wo days af ter the com mit tee meeting, TRS President Jamie Wood also expressed thanks to Moore for his efforts in helping settle the contract dispute.

“Sammy Moore spent a lot of time fact finding and figuring out what was best for the community and the squad so that we could continue to operate as we do, being able to repair our own trucks and have the level of care that the patients have been accustomed to,” she said. “We wanted to make this contract fair for the taxpayers.”

Delran Councilman Selected to Fill Freeholder Board Vacancy; Given Oath of Office on Jan. 23

MOUNT HOLLY—Four-year Democratic Delran Councilman Dan O’Connell has been selected by the Burlington County Democratic Committee to fill a vacancy left behind by George Youngkin, a Medford resident who resigned as a Burlington County freeholder within hours of being sworn in to the position for the first time on Jan. 1.

O’Connell, selected by the Democratic Committee on Jan. 19, was sworn in as a Burlington County freeholder on Jan. 23 before a packed audience. The audience i ncluded You ng k i n , who wa s elected anyway by county voters in November after suspending his campaign over past allegations of physical abuse and harassment.

“The Burlington County Democratic Committee first required each potential candidate to submit a resume and letter of intent to be considered as a candidate,” said O’Connell of the selection process in an interview with this newspaper. “The next step was to fill out a questionnaire and sign a release to allow a background check.

After that, we appeared at a candidate forum before the members of the Burlington County Democratic Committee.”

That forum, however, drew controversy after the press and public were barred from attending.

In addition, heated rhetoric by 19 other people competing with O’Connell for the freeholder post reportedly led to infighting among the Democratic Committee. At one point, the infighting became so intense,

Democratic Assemblyman Troy Singleton, who represents the 7th Legislative District in wester n Burlington County, publicly condemned the behavior in a Facebook post and called for calm.

“I am deeply disappointed that this race has taken an aggressive and malicious tone, as we approach the finish line” wrote Singleton on Jan. 14. “After Saturday’s vote, the person selected will be our party’s nominee for the unexpired term. I, for one, will work to ensure that the nominee will be successful. Tearing each other apart will not make defending this seat easier, or make our party stronger.”

O’Connell was selected by the Democratic Committee to become the party’s fourth person to sit on the five-seat freeholder board, defeating Lumberton Democratic Committee Chairwoman and Verizon Senior Governmental Affairs Director Gina LaPlaca by ten votes, 190-180. That vote tally was garnered in a runoff election held during the party’s convention, as none of the candidates got more than 50 percent of the vote in the first election as required by committee rules.

“In the first round, since no one candidate received a 50 percent plus one majority, a second round of voting took place between the top two vote getters from round one,” O’Connell said. “The winner of the second round, which was me, was elected freeholder.”

Resident Urges Pemberton To Place Porta-Potties on Recreational Fields

PEMBERTON—The mayor of Pemberton Township heard a plea last month to reverse a municipal decision to not place porta-potties at township recreational fields and parks without a bathroom.

“Presidential Lakes (an unincorporated community in Pemberton Township) has a ballfield and park,” said resident America Phillips to Mayor David Patriarca during a Jan. 16 Pemberton Township Council meeting. “But what we are missing there is one of the main things: porta potties.”

Phillips added that she went out for a walk in the neighborhood earlier in January and passed by a township construction site, where a combination firehouse and recreation center is being built, and observed that workers were being provided with a porta-potty by the municipality. She claimed it was “very strange” that the workers are being provided with one after a request for one at the ballfield and park was denied.

“Now, we the residents in Presidential Lakes, are taxpayers and we cannot even get portapotties,” she said. “Are you going to take into consideration (putting one on that field) … during the spring and summer for the children who come to play from other towns on our fields?”

Phillips, when later interviewed for this story, said she has been requesting a portapotty at the ballfield and park for more than six years. Patriarca, after hearing Phillips’ plea, did not waiver from his apparent long-held stance on the issue.

“As I have explained to you in the past, Ms. Phillips, we do not provide porta-potties, in each residential area, for our recreational fields,” Patriarca said. “That is why (recreational fields) are put in residential areas, so you can go home if you have to go to the bathroom.”

Phillips replied that the porta-potties wouldn’t necessarily be used by township residents.

“The people who come here and use Pemberton fields are not from Pemberton Township,” she said. “I am sorry, but they come from Ocean County. They come from everywhere.”

Phillips described to the mayor the advice she has been giving to children when they have to go to the bathroom while they are at the recreational facilities in Presidential Lakes.

“I said to the children, ‘There isn’t any bathroom here. There is no building here. The only thing I can tell you is that you got the woods there. If the police get you, go look for your father and mother and have them go see the administration,’” Phillips said. “Think about a porta potty for the children!”

The issue was not discussed further after Phillips’ description of the advice she has been giving. Patriarca, when interviewed by this newspaper on Jan. 29, said that he does not believe there is that much use of the Presidential Lakes park and recreational fields by those not living in the community.

“I don’t see that as a destination place such as Imagination Kingdom (a large and highly ranked municipal playground in Pemberton),” Patriarca said. “We have people come to Imagination Kingdom from all over the state.

There we do have bathroom facilities because we do have a building on location.”

Patriarca confirmed to the Pine Barrens Tribune that none of the township’s parks without bathroom facilities have porta-potties and stressed that they are “community parks,” claiming that they are patronized by members of the community who can easily go home when they need to use a bathroom.

“Government can’t provide all of the amenities to satisfy everyone,” he said. “It is just not economically possible.”

Patriarca added that he doesn’t have any evidence showing that porta-potties are actually needed at township parks and recreational facilities. He also said that he is concerned that they might attract vandals.

In other meeting business, council introduced an ordinance that would increase the threshold for purchases requiring council approval from $2,000 to $3,000.

Business Administrator Dennis Gonzalez explained that the change is being requested by the township’s administration because the cost of many basic goods and services has increased over the past few years.

“When we have a need for something that is operationally required, between $2,000 and $3,000, if we had the $3,000 threshold, we wouldn’t have to wait for council,” he said. “It gives us just a little more room to be able to be more efficient in between council meetings.”

Gonzalez noted that the threshold has fluctuated in the past between $2,000 and $3,000 depending on the wishes of council members, but that it has been at $2,000 since he joined the township six-and-a half years ago. He also said that council would still see all purchases on a bill list, regardless of the cost.

Patriarca added that purchases are budgeted by council before they are made.

The proposed ordinance also would change the threshold for mailings, requiring council approval from $5,000 to $6,000.

“Usually our postage expenses are between $5,500 and $5,800,” Gonzalez said. “So, we end up having to order twice by making one $5,000 purchase and then one later. This would just make it easier.”

Another ordinance introduced by council would permit the municipality to acquire a piece of property as a gift.

“It is in a residential zone,” Gonzalez said. “It is vacant land, other than the trees. It is adjacent to a larger parcel owned by the township. The owner has passed away, and the estate wishes to provide the property to the township as a gift, as part of the settlement of their estate.

Our director of community development has indicated it could be of use to us in the future since it is adjacent to other township-owned property.”

Two other ordinances introduced would amend tow nship code concer ning the Pemberton Township Volunteer Fire and EMS Department.

“There are a few things in the ordinances that need to be changed to reflect current operations,” Patriarca said.

A public hearing on each of the proposed laws has been scheduled for 6 p.m. Feb. 6 at the municipal building.

Two ordinances were passed following a second reading and public hearing.

The first approved ordinance allows the municipality to acquire Block 511, Lot 11 in the township.

Municipal tax maps show that the lot is a residential property off South Lakeshore Drive.

Gonzalez previously told this newspaper that the lot is vacant.

“The owner is looking to convey it as a gift to the township,” said Gonzalez on Jan. 8.

“He owes a little bit of taxes, so it is a gift to the township in lieu of foreclosure, which is permissible under the law. The reason we are accepting it is we have some property adjacent to it that can be redeveloped, so acquiring this lot would form a larger piece of property that the township can put on the market for development.”

The other ordinance that passed “slightly” increased the salary range for most municipal positions, but not any actual salaries. With the range now increased, actual salaries could be adjusted through a later salary ordinance.

PemBoro Decides to Take Legal Action Against Engineering Firm; Need for Action Likely Averted

PEMBERTON BOROUGH—The Borough of Pemberton’s governing body decided last week to take legal action against the Alaimo Group, which used to provide professional engineering advice and ser vices to the municipality, after alleging that the company had refused to provide it with mapping of underground infrastructure created on its behalf.

However, the need for the borough to take legal action may no longer be necessary due to events that unfolded after this reporter reached Dick Alaimo, president of Alaimo Group.

“With my appointment to oversee the Water and Sewer Department, I remain concerned that we have not recovered the facilities inventory that was prepared by Alaimo, our former borough engineer,” said Councilman Tim Quinlan on Jan. 22 immediately before the 5-0 vote to take legal action against Alaimo Group. “Without knowing what we have, how old items are, and their condition, we can’t do periodic maintenance or plan for replacements.”

Quinlan called the alleged sit uation “intolerable.”

“I think it would be intolerable for Council President Bonnie Haines, who oversees Buildings and Grounds,” Quinlan said.

“I would think it would be intolerable for Councilman Cliff Rutherford who oversees

our Electric Department.”

Quinlan added that he believed a “nice phone call and letter” to Alaimo would not resolve the matter.

“I would hope that council would pass a resolution directing that appropriate legal action be taken,” he said. “If that is what we have to do to get a facilities inventory, doggone it, we should do it. I think we ought to institute legal action.”

Borough Solicitor David Serlin, after the unanimous vote, said he would pursue the matter in court.

Borough Administrator and Clerk Donna Mull later told the Pine Barrens Tribune that the municipality did previously contact Alaimo by letter and phone to get the maps, but “just got no results.” She said the engineering firm served as the borough’s engineer from the time she first became an employee of the municipality in 1997 to 2015.

“We have no mappings—nothing—for our underground infrastructure,” she said.

Mull said the borough has been relying on the knowledge of its Department of Public Works staff and longtime project contractor in the interim for projects that require knowledge of the underground infrastructure.

“Luckily the contractor and DPW knows it pretty well,” she said. “But if something happens to them, we have nothing.”

No Leadership Changes Made in Shamong for the New Year

Michael Di Croce was u nanimously reappointed last month by his Shamong Township Committee colleagues to serve as mayor of the municipality for a second consecutive year.

One of the mayor’s goals for the year is to establish ways for those hiking or riding in the local forest to visit township businesses.

“We are looking for somebody—once again a great project for Boy Scouts and Girl Scouts—to establish hiking and riding trails, along with bike paths, where we can have water and rest stations to lead riders to our local businesses,” he said.

Two Officers Promoted; One Hired to Fill PemBoro Police Vacancies Volunteer's Request for Trash-Receptacle Key Denied Due to Concerns About Liability

PEMBERTON BOROUGH—Police officer vacancies on the Pemberton Borough police force have now been filled.

Pemberton Borough Council, on Jan. 22, approved the hiring of part-time Patrolman William Besnecker, and the promotion of Patrolmen Joseph Licata and Carmelo Sorce to full-time officers.

“With this, we have a full staff,” said Mayor Harold Griffin.

The move came after a Jan. 2 revelation that the Pemberton Borough Police Department recently lost several police officers.

The resignation of Patrolman Michael Hader was approved on Jan. 22. Griffin said he was hired by the Monroe Township Police Department. Borough Administrator and Clerk Donna Mull later told this newspaper that Patrolman Ron Coppola had resigned as of Nov. 28, 2018.

Licata and Sorce, according to Mull, were hired as full-time officers to replace Hader and Coppola.

“Bringing up the two part-timers left two openings for the part-time positions,” Mull said. “Besnecker filled one spot and Scott Bogdanowicz was brought on the force, back on Oct. 15, to fill the other.”

Mull told the Pine Barrens Tribune that the department will now have a total of three part-time and six full-time police officers, including Police Chief Edward Hunter.

In other news, Borough Solicitor David Serlin addressed a request made on Jan. 2 by resident Diane Fanucci to have a key to the municipality’s trash receptacles, which each

contain a trash can.

Fanucci spends countless hours picking up cans and bottles, along with other trash, from the ground in the borough.

The borough’s receptacles only have slits, making it difficult to dump a large volume of trash (a five-gallon bucket’s worth) in them all at once. Fanucci wants to be able to dump the trash in the receptacles all at once, instead of having to put handfuls in at a time.

On Jan. 2, Councilman Tim Quinlan, after hearing Fanucci’s request, suggested that council ask Serlin if the borough would assume any liability by giving her a key.

“In terms of furnishing a key, I think that is probably something Mr. Serlin would want to get input on from the Burlington County Joint Insurance Fund (JIF) lawyers,” said Quinlan at the time. “That is the kind of thing that has liability implications.”

Fanucci, in response, questioned how a volunteer “opening a trash can and taking the lids off” creates a risk for the borough.

“The individual who is requesting the key is doing a public service in terms of picking up trash, but we have asked our insurance adviser to give us an opinion and he has advised we would be liable if we would entrust a private citizen with the authority to enter our garbage cans because we have no insurance (on them),” said Serlin on Jan. 22. “So, the mayor has denied that request and the reason for it is we have no coverage, and also some concern was expressed that if the person enters the garbage can and gets injured, there is no insurance.”

Item in LRHSD Agenda Reflects Risks of Using Online Images

SHAMONG—An item on the agenda of the Lenape Regional High School District’s (LRHSD) Jan. 16 Board of Education meeting, which was explained in response to an Open Public Records Request Act (OPRA) from the Pine Barrens Tribune, might serve as a warning to both its staffers and students of the monetary risks of posting images online without first checking to see whether or not they might be someone else’s “intellectual property.”

According to a copy of a settlement agreement provided by LRHSD Personnel Director Paige MacGregor, the district has paid the sum of $500 to law firm Higbee & Associates on behalf of Agence France-Presse for allegedly using an image in the cyber security section of the LRHSD website without permission.

either owned by or represents the photographer who owns the copyrights to the image.

The document states, that in consideration for payment of the sum, Agence France-Presse (on behalf of itself and its photographer) expressly releases and discharges the LRSHD from any and all claims arising from or related to actual or alleged copyright infringement in connection with Lenape District’s alleged past use of the image on its website.

There was no copy of the actual image attached, or explanation of what it depicted.

Agence France-Presse, it should also be noted, has an address in Paris—a reminder that infringement issues extend beyond the borders of the United States.

Inquiries made by phone and e-mail to LRHSD Superintendent Dr. Carol Birnbohm Wednesday, in regard to the nature of the infringement were unanswered as of press time.

Firehouse and Community Center Construction Project Underway in Presidential Lakes Neighborhood

PE M BE RT ON — C o n s t r u c t i o n of a combination firehouse and community center in Presidential Lakes, at the site of the former Presidential Lakes Fire and Rescue Company off New York Road is now underway, with project completion anticipated for May 1.

Mayor David Patriarca said that concrete and block work began at the site nearly two weeks ago in preparation for the arrival of a modular unit created by Modular Genius, Inc. He said the unit is scheduled to arrive during the first week of February, though the recent inclement weather could cause a delay.

“The fire station is a modular unit,” he said.

“They will be bringing it in sections. Once this unit gets on site, they can start setting it in place.”

Modular Genius was awarded a $1,738,023 contract on July 11, 2018 to create the modular unit. Council authorized up to $1,950,000 to be spent on the project.

“I am impressed with the schedule they sent, and it is very aggressive,” Patriarca said.

“If they can maintain this, as they have so far, I think we will see that early spring deadline we have been hoping for.”

The previous firehouse, acquired by the township in 2015 through a $25,000 settlement agreement, was torn down in the spring of 2016 after it was deemed by the municipality to not be suitable to the proposed future use of the property, according to Patriarca.

The Burlington County Times, in June 2015, before the Pine Barrens Tribune was established in 2016, reported that the former

firehouse went out of service while the now former Presidential Lakes Fire and Rescue Company, along with the now former Browns Mills Emergency Squad and Pemberton First Aid and Rescue Squad, got into a “protracted legal battle” with the township over its demand for the organizations to consolidate under the leadership of the Pember ton Township Volunteer Fire Company, which is now recognized as the municipal fire and emergency services department. The newspaper also reported that Pemberton virtually forced the organizations to go out of service by terminating its contracts in an attempt to obtain their assets.

Patriarca, in a Jan. 29 interview with this newspaper provided a somewhat different account of what caused the now former fire company to go out of service and the legal battle.

“T he legal bat tle was not over consolidation,” he said. “The legal issue entailed who had rights to the property.

Presidential Lakes Fire and Rescue Company was no longer operating as a fire company and providing service to the township. The township’s position was the property belonged to the people.

“Basically, what occurred, is that their membership had dwindled to where they were unable to respond to the amount of calls to justify the allotment of money we were paying them. State Police Allege Man Impersonated Trooper

Kevin Milligan SOUTHAMPTON—The New Jersey State Police have arrested a Medford Township man for allegedly impersonating a State Trooper when contacting a local woman.

According to state police, the woman told the agency on Jan. 21 that she received a suspicious voicemail message from a person claiming to be a detective sergeant stationed at the New Jersey State Police Red Lion Barracks in Southampton Township.

“A man allegedly left the victim a message identifying himself as a state police detective sergeant and demanded information from her,” police reported. “The man stated that if she did not call him back, a warrant would be issued for her son’s arrest.”

State police using “various investigative means,” subsequently identified Kevin Milligan, 26, of Medford, as the man who allegedly left the message.

“On Jan. 22, investigators located Milligan and arrested him without incident,” the statement read. “Milligan was charged with impersonating a law enforcement officer and released pending a court appearance.”

Pemberton Pair Face Charges of Attempting to Rob Two Residents, Assaulting One, Abducting the Other

PEMBERTON—Two alleged perpetrators of an attempted robbery, assault and abduction in Pemberton Borough on Dec. 29 remained in Burlington County Jail this week on a slew of charges while awaiting presentation of their case to a grand jury, according to Joel Bewley, public information officer for the Burlington County Prosecutor’s Office.

One of the suspects, identified as Javantae Jean, 23, of the Browns Mills section of Pemberton Township, was apprehended by Pemberton Township Police while purportedly in the process of trying to force one of his two male victims to withdraw money from a Wawa ATM machine. His alleged accomplice, Christopher Banks, 34, of Pemberton Township, was arrested the following day.

Jean currently faces charges that include third- and fourth-degree aggravated assault, first-degree criminal attempt at kidnapping, second-degree kidnapping, third-degree criminal restraint, third-degree terroristic

threats and second-degree burglary, according to Lt. Jay Watters of the Pemberton Township Police Department. The charges against Banks include burglary, second-degree kidnapping and a first-degree attempt at criminal restraint, Watters said.

A police report of the incident noted that Pemberton Borough Officer Joseph Licata was called to a home at 3 Mary Street by one of the two alleged victims—whose ages were given as 67 and 59—who told him that Jean and Banks had first demanded money from them after Banks displayed a handgun.

Asked by the Pine Barrens Tribune whether the pair had initially been invited in by the occupants, Watters responded that they “were not supposed to be inside the residence.”

When one of the victims advised Jean he had no money, Licata was told, he was then forced to retrieve his wallet from a bedroom, while Banks, identifying himself as a “law enforcement officer,” made a similar demand of

the second victim. When the latter also said that he had no cash in his possession, Jean struck him in the face with the butt of his gun, then forced the first victim into a vehicle and took him to the Wawa on Arney’s Mount Road in Pemberton Township to withdraw cash from the machine, according to the report.

Other officers were then dispatched to the convenience store, where they were flagged down upon arrival by the alleged victim of the abduction and took Jean into custody. By that time, Banks had reportedly fled, but was arrested the following day after becoming involved in what was described by Watters as “a separate incident” that had nothing to do with the alleged robbery attempt and abduction.

The firearm involved reportedly had not yet been recovered as of press time.

Pemberton Man Charged in Stabbing Reportedly Resulting from Road Rage

PEMBERTON—A 60-year-old Pemberton Township resident has been charged with stabbing a 27-year-old Pennsylvania man in the forehead in a dispute allegedly stemming from a previous road-rage incident.

has since been released while awaiting grand jury proceedings on the case, according to Joel Bewley, public information officer for the Burlington County Prosecutor’s Office.

The victim was discovered by members of the Pemberton Township Police Department, at an address on Juliustown Road, bleeding from the forehead, and transported to Cooper Hospital for treatment. The knife allegedly

used was recovered at the scene, police said.

Patterson was ar rested after of ficers obtained a description of him and the vehicle he fled in, as well as a photograph of him from surveillance cameras along with the registration of his vehicle. That enabled them to come up with the suspect’s address, according to a police report on the incident.

Joint Probe Results in Two Arrests for Heroin Distribution PEMBERTON— Two residents of the Browns Mills section of Pemberton Township are facing charges in connection with the alleged distribution of heroin within the township.

Larry Hopkins, 40, and Malik Carter, 30, were arrested without incident on outstanding

warrants by members of the New Jersey State Police and the Pemberton Township Police Department on Jan. 21 as a result of a joint narcotics investigation.

Both were charged with distribution of heroin and possession of heroin with the intent to distribute and lodged in the Burlington

County Jail.

As of press time, Hopkins was still in custody and Malik had been released while awaiting the presentation of their case to a grand jury, according to Joel Bewley, public information officer for the Burlington County Prosecutor’s Office.

Seniors and Small Businesses Will Be Hit Hardest by Minimum Wage Increase Democratic Governor Phil Murphy, and Majority Democratic Legislative leadership recently announced a deal to increase the state’s minimum wage.

The state Assembly version of the bill, A-15, passed the Assembly Labor Committee on Jan. 24. The Senate version passed Thursday.

As part of our ongoing effort to represent the best interests of New Jersey’s senior consumers and small business owners, we voted against a proposal to increase the state-mandated minimum wage to $15 per hour.

Consumers will see increased costs in goods as a direct consequence of any state-mandated minimum-wage increase. Seniors living with limited disposable incomes would be hit

disparately hard when purchasing necessary goods and services, just as they have been by the gas tax increase.

Too many small businesses would be forced into a position of laying off employees, or cutting employees’ hours, to compensate for the costs associated with this latest mandate. Unlike Trenton, these businesses have to meet a bottom line to remain profitable and operational.

Raising prices for consumers isn’t as easy for businesses as it is for Trenton to raise taxes or fees, or as one business owner wrote us, “the business community is not and cannot be a check writer for the state.”

Here you have the state lecturing businesses about the need to increase wages, while on the other hand, Trenton raises taxes on many of these same workers.

Higher, regressive taxes disparately impact

low-income workers, but you don’t see the state holding hearings or passing bills on how to provide any meaningful tax-relief plan; just the opposite in fact, as evidenced by the passage of this year’s state budget.

There is another layer of hypocrisy at work here. Illegal immigration produces lower wages for workers, in addition to denying employment opportunities for American workers. If Trenton was truly committed to increasing wages, then legislative leaders would be cracking down on illegal immigration, not establishing New Jersey as a sanctuary state.

Senator Christopher Connors, Assemblyman Brian Rumpf and Assemblywoman DiAnne Gove represent New Jersey’s 9th legislative district, which includes Bass River, Tabernacle and Washington Townships in Burlington County and part of Southern Ocean County.

Proud of Representative Kim and His Vote for Speaker Pelosi

Third Congressional District and newly elected Representative Andy Kim has been in office for less than four weeks, and has attracted an all-out attack from a Republican leadership Political Action Committee (PAC) for his first vote.

The vote wasn’t to rip health care away from thousands of New Jerseyans, or take money away from us as a tax cut to benefit rich people.

It was a vote for Nancy Pelosi, of California's 12th Congressional District, to be speaker of the House for the second time, arguably one of the most effective speakers of our time, and certainly far more effective than the past speaker.

This was a disingenuous attack, predicated on Kim’s promise to listen to his constituents and vote for new leadership.

In all practicality, there was no better candidate than Pelosi, and his constituents voiced that view. He did, in fact, listen to his constituents.

No one can be surprised by the Republican attack in light of their hypocritical and divisive stance on virtually every policy and issue affecting the people of this country.

Whether it is the issue of voting rights, income inequality, healthcare, minority rights, or defense against foreign intrusion—on each issue, Republican leadership has either been blind to the damage being done to our country, or led the way to legislate against the people.

A glaring example was the U.S. Senate leadership’s absolute refusal to end the shutdown for more than 30 days, at one point taking up a House bill that they had already passed in December. This was the majority leader’s admission that he has no power. He abdicated his responsibilities to the chamber and people by maintaining the shutdown while federal workers wondered how they would pay January’s bills.

Republicans can’t see this as a huge broken promise to constituents?

I am proud of our new Congressman and his vote for one of the most successful speakers in our nation’s history. If the Republicans are attacking him, he must be doing something right. Thank you, “Congressman Kim.” Rosemary L’Erario Eastampton, New Jersey

Seniors Acquainted with Many Benefits of Possessing a Library Card

PEMBERTON—Many seniors may think of public libraries the way they used to be— repositories of books. But libraries of today are far, far more sophisticated than that, as Michelle Martin, community engagement manager for the Burlington County Library system, emphasized during a recent visit to the Pemberton Township Senior Center to share information on the many programs the system offers county residents of all ages.

Accompanying Martin was Jessica Barry, a librarian at the Pemberton branch who assisted local seniors in applying for library cards, which are free to all Pemberton Township residents she will return with their cards on a subsequent visit.

Both library representatives spent time with many of the seniors explaining the services available from the county library system and the Pemberton branch, which is conveniently located at 16 Broadway, adjacent to the Acme shopping center, is handicapped accessible and offers free parking.

Perhaps one of the biggest benefits the branch offers to many resident seniors is the use of its computers, for which there is no charge to card-carrying patrons. Any senior wishing to learn how to use a computer, or to access online information can stop at the resource desk and ask for Surinder Kaur, who will provide them with one-on-one lessons.

Each month a calendar is published listing the many library programs available for adults.

Activities, many of which require advance registration, include movies, health screenings, exercises, meditation, yoga, Reader’s Book Club, and craft classes. The reverse side of the calendar offers descriptions of the programs.

Those able to travel to the main county library at 5 Pioneer Blvd., Westampton (a relatively short trip down North Pemberton and Woodlane roads) can take advantage of such additional features as “Sundays on Stage,” which presents a wide variety of stage shows every Sunday, starting at 2 p.m. The doors open at 1:45 p.m., and there is no admission charge.

Because these performances are held in midafternoon, seniors can feel free to attend and

still get home before dark.

In addition, musical and dance performances are offered on Friday nights at 7 p.m. in the facility’s award-winning auditorium. The next such featured show will be “Everyday People: A Tribute to Sly and the Family Stone” on Feb. 8.

The doors will open at 6:45 p.m., and admission is $10 per person.

Other upcoming programs at the main library include a Feb. 3 performance of “The Power of African American Music to Inspire” and a musical tribute to legendary singing stars Paul Robeson and Marian Anderson on Feb. 17, both in conjunction with “February is AfricanAmerican History Month,” as well as a live magic show on Feb. 24.

The March 3 show scheduled at the main library, “The Divine Hand Ensemble,” is one that many seniors may find exceptionally intriguing. It features the “theremin,” an electronic musical instrument that’s been around for several decades, and can be played without being touched, but by merely waving one’s hands in its vicinity. Musician Mano Divina will demonstrate the capabilities of

this amazing instrument.

All these programs and much more are listed and explained on the Burlington County Library website, www.bcls.lib.nj.us and at the library’s Facebook page.

An additional benefit of library membership is the popular Museum Pass Program, which gives current library cardholders access to the many different free museum passes available.

More information on that program is available online or at the library.

The Feb. 26 trip to Careme’s, the restaurant run by culinary-school students at Atlantic Cape Community College, finally has a menu to share. Students will be preparing all the food under the watchful eyes of their professor chefs. Each will be graded on many facets of the preparation, so participants can expect a gourmet dining experience featuring an interesting combination of tastes.

The very first teeth to come into the mouth are the lower central incisors between 6 and 10 months old (see photo). From here, there is an incisor spree with the upper centrals, then upper laterals, then back to the bottom for the lower lateral incisors. These fun little teeth can have your baby singing the blues up to 16 months old.

You might get a little sleep after this incisor fiesta, but not for long. Expect the first molars (upper first, then lower) between 13 and 19 months.

The Berardi family had owned the shopping center since 1988. After the shopping center lost its anchor store, many of the complex’s other stores and restaurants failed, leaving the 42,000-square-foot retail strip mall with numerous vacated storefronts.

T he shoppi ng center, on a 2.5-acre parcel, eventually fell into disrepair with deteriorating signage and facade.

T he demolit ion of t he super ma rket str uct ure completed the first step of a township plan to revitalize the Browns Mills Shopping Center. As the Pine Barrens Tribune reported on Jan. 26, the township is looking to dismantle the rest of the shopping center that remains without interrupting or

disturbing the remaining tenants.

Patriarca explained at the time that he plans to hire an architect to design a “stand-alone system” that will allow the shopping center’s tenants to remain on the property throughout the entire redevelopment project.

“We would like to develop a small retail component on the west side of the property, where the Acme was, and move the tenants into that building,” he said. “Then we would like to take down the existing structure that remains and develop the whole northeast side of the property.”

Patriarca also told the Pine Barrens Tribune that the township has received “various offers from different developers” interested in the project.

The first resident extended praise to council and the township administration for quickly acting on his previous complaints about potholes on Junction Road and Monroe Avenue.

Also extending praise to the governing body and township administration was Fire Chief Craig Augustoni.

“The ten sets of personal protective gear you approved in 2018 are in service,” he said.

“The firefighters wanted me to convey to you ‘thank you very much for the new gear.’ They are very appreciative of it. This is just another commitment by this organization to make sure their first responders are protected.”

He said department directors and the municipal police chief will see a two percent increase in their salaries. He added that council will not be taking a salary increase, and Patriarca has agreed to a salary reduction.

Numerous resolutions were approved for passage. The most consequential ones accepted a $4,777 grant from the New Jersey Department of Law and Public Safety for Pemberton Township Police Department body-armor replacement, rejected a sole bid for police uniform cleaning services, awarded a contract not to exceed $81,877 to Atlantic Plumbing Supply Co., and authorized the use of $6,825 in regional contribution funds for an emergency housing program.

During the public comment portion of the meeting, two residents spoke about the erosion of an embankment alongside Monroe Avenue, near its intersection with Junction Road. The eroding soil and debris had apparently spread over part of the road, narrowing it down to one passable lane.

In response to a question from resident and Presidential Lakes Community Trustee America Phillips during a Jan. 16 Pemberton Township Council meeting, Patriarca said project completion on the combination firehouse and community center is, “roughly scheduled for May 1.”

The mayor also told the resident that Fire Chief Craig Augustoni will assign appropriate fire and emergency services apparatus to the new building.

Ph illips asked the mayor about the whereabouts of the equipment that the former fire company had in its possession. Patriarca responded that the equipment has been reassigned to the Browns Mills or Country Lakes fire stations, currently the only two firehouses that are part of the Pemberton Township Volunteer Fire Company.

Phillips, in a Jan. 29 interview, said that she was once involved with the now former Presidential Lakes Fire and Rescue Company and its Ladies Auxiliary. She claimed that the company went out of service because there was a confrontation between firefighters who belonged to the Country Lakes and Browns Mills firehouses, the firefighters of the firehouse she volunteered for, and the mayor.

“They didn’t see eye-to-eye,” she said.

“We have been left without adequate fire protection for five or six years now. I was told that there is a firehouse across the street in Woodland Township. I don’t pay taxes to Woodland Township. “We got some definite results by you calling him,” she said. “He is going to give us anything we request. We have not gotten anything yet, but I have to compile a list of what we want.”

A source familiar with the situation told the Pine Barrens Tribune that this newspaper “likely saved the borough thousands and thousands of dollars in litigation.” at the senior center, located conveniently across from the Browns Mills U.S. Post Office at 300 Brook Street.

“We are self-insured through the JIF,” he said. “So, we would have to go out and obtain insurance. So, I would suspect it would be pretty costly.”

Mull added that usually only firefighters and emergency-squad members are considered “volunteer employees” under the JIF. Quinlan inquired if Mull ever asked the JIF if it would expand the definition of a volunteer employee to include someone doing a community cleanup.

“With the value of the service provided, if it is only a couple hundred dollars for the insurance, it may be well worth it,” Quinlan said.

Mull said the JIF does not offer such insurance coverage. Serlin said the borough would have to go out into the private market to get such coverage.

“When you say we have no insurance, what happens if somebody else in the public gets hurt by a trash can?” asked Councilman Steve Fenster. “Are we covered under liability?”

Mull responded “yes” and that the injured party would have to complete a tort claim.

Fanucci, during the public comment portion of the meeting, asked Griffin if council looked into a hold-harmless agreement, or a legal agreement that states that one party will not hold another party liable for risk “for using a key to open a door, to slide a trash can out, to dump trash in.”

“What liability is there, I have no clue,” Fa nucci said. “O u r cou nt r y has gone overboard with lawsuits. How pulling a trash can out of a receptacle—which I do at Wawa all the time because they don’t lock theirs—is a liability beats me. It is absolutely ridiculous. Will someone look into a holdharmless agreement so I can do it?”

Fanucci said she could tell council she would never sue them, but that they wouldn’t believe her. Griffin replied the problem is that if Fanucci gets a million dollars, she may change her mind about suing the township.

“If you know all of the cuts and scrapes and things that I have gotten doing this, you would laugh,” Fanucci said. “I have fallen. There have been so many things, I would never sue the borough for something that I am doing on my own. Anybody who does needs to go to another country, in my opinion.”

Council did not address whether it would consider entering into a hold-harmlessagreement with Fanucci.

Fanucci’s 2017 request for the borough to purchase, mount and service recycling containers was met with strong resistance by Griffin and led to a heated argument in public.

Criticism over the way Fanucci’s previous request was handled led to an emotional reflection and public apology by Griffin.

This time it was Fanucci and Mull who exchanged words with each other.

Saturday, February 2, 2019 Fanucci also criticized the borough for salting the roads after a rainstor m two Sundays ago, claiming that windy conditions caused the roads to be mostly dry as salting operations were in progress.

“Can we use more common sense in the future?” Fanucci asked.

Mull described how the weather forecasts called for a flash freeze later that afternoon.

The weather predictions ended up being incorrect, including one by a Philadelphia television station that said the roads would be like an “ice rink” that Sunday afternoon due to temperatures immediately plunging below freezing.

“It was common sense, Diane, because the weather report said we were going to get a flash freeze in the afternoon,” Mull said.

Fanucci replied, “if there was water my dear” and told Mull “you can’t flash freeze if there is no water.”

“Diane, look, I make the decision based on what I am hearing on the weather report,” Mull said. “That is all I can do.”

Fanucci said that Department of Public Works crews should have called Mull to let her know that, “we don’t need to salt these roads because they are dry.”

An update was also provided, in response to a question from a member of the public, on the borough’s $200,000 water tower restoration project. The tower’s bottom legs were painted in 2017 by Eastern Tank Coating of Tabernacle.

In 2007, professionals recommended repairs to a ladder attached to the tower, interior water tank work, and the repainting and sandblasting of the entire tower. Borough officials have yet to complete all of the recommended tasks more than 10 years later, though they have made some progress since 2017.

“The inside of the tower needs painting,” Griffin said. “We are going to discuss this during our budget meeting scheduled for Feb. 12. It could very well happen this year.”

Griffin added that he hasn’t discussed the painting timeline with council and would not make a commitment without the governing body’s approval. The mayor further explained that painting done on the tower last summer became problematic because of a temperature difference that occurred between the cool water inside it and hot outside air. This temperature difference, he said, caused the tower to “sweat.”

“We had problems with painting it and had to go back and correct it,” Griffin said. “We haven’t started thinking about emptying the tower at all (for this year’s round of painting).

I am not sure how that (emptying it) is going to affect anyone at this time (with their water service).”

The mayor was somewhat optimistic that perhaps only half of the water in the tower’s tank would need to be lowered after it was done last summer and successfully alleviated the sweating issue.

Professional appointments also remained the same. The law firm of Raymond, Coleman and Heinold was designated as township solicitor. Dante Guzzi Engineering was selected to serve as the township engineer.

Nearly two-dozen resolutions were passed to ensure the continuity of government for the year.

“No significant changes” were made to the appointments for the township’s various advisory committees and boards.

After the reorganization of government, Di Croce announced that “almost all” of the 161 dogs purportedly found living in inhumane conditions last November at 539 Oakshade Road have been adopted. Resident Donna Rober ts has since been charged with multiple counts of animal cruelty and unlawful confinement after law enforcement and Burlington County Health Department officials made the discovery and located 44 additional deceased dogs placed in plastic bags that were stored in freezers throughout the property.

I n a n u n r el a t e d m a t t e r, D i Cr o c e announced that the municipality is looking for a “beautiful, large sculpture” for its Pinelands Memorial Park Cemetery. The mayor is hoping that the local high school students may be able to create the piece. Di Croce has set a goal for the township to sell 500 plots in the cemetery by the end of the year. 17 plots were sold as of last check.

“We want you to buy them, but don’t use them,” Di Croce said. “They make great presents and we would love you to stay in Shamong forever.”

On a lighter note, Di Croce would like for the community to band together to create an, “organized Christmas or winter celebration.”

“We would like thousands of people to come to Shamong each year for our tree lighting, complete with hayrides, bonfires, Santa visits, wine and distillery tasting, and good food,” Di Croce said. “We would like this to be a community run project, not government run. So, if there is anybody in the public that is newly retired and could use a lot of Boy Scouts and Girl Scouts to help get this project underway, we would love to see you step up.”

During public comment, resident Bill Lampman said it was a safety issue that snow fencing was not put up along part of Indian Mills Road. Township Administrator Susan Onorato said Burlington County advised the township that they would approve of a snow fence, but the municipality had to purchase

and erect it.

“We are talking about people in the town getting stuck and nothing is getting done,” he said. “This is a safety issue. This is a situation where people are getting stuck at 10 o’clock or 11 o’clock at night when it is 20 degrees and the wind is blowing.”

Lampman claimed that the fencing was put up each year on the county road until the township got paid by the county to plow and salt it. Onorato said that an agreement with the county stipulates that the town is to only salt and plow the road, not put up snow fencing.

She said the county is ultimately responsible for the rest of the road’s maintenance and stressed that the agreement is only for the township to conduct snow plowing and salting operations on the road.

“We asked them for fencing and they said we would have to buy it, along with the stakes,” Onorato said.

Lampman said he doesn’t understand why the township doesn’t just authorize the expense for “500 feet of fencing” because “residents are getting stuck.”

Di Croce said he will look into the purchase of fencing and see if the township “can get it done.” Lampman called for the township to post signage in the area with phone numbers that people can call when they get stuck.

“I guess they should call AAA if they get stuck,” Di Croce said.

Onorato said she isn’t aware of any town that places signs near open areas with the phone numbers of local towing companies.

As the discussion carried on with no firm commitment that the township would put up the fencing, Lampman became agitated, at one point, shouting that his vehicle got stuck last year on Indian Mills Road.

“People are getting stuck in the wintertime and you people don’t care!” said Lampman, claiming the township was wasting money on recreational lighting. “My neighbor came by with a plow and there were four other people stuck there that he helped to get out!”

Di Croce questioned whether Indian Mills Road is the only township road that needs a snow fence, given that the municipality maintains numerous roads adjacent to open fields.

“I have been here since 1975,” Lampman said. “That is the only road in this township that has almost a mile of open field. When the wind comes across there, in less than an hour, you got two feet of snow on that road.”

Di Croce eventually indicated that he and Committeeman Martin Mozitis would go out and install a snow fence.

“All you worry about in this town is the Indian Mills Athletic Association (IMAA) and running an electrical cable to a shed!”

Lampman said. “How much is this little snow fence going to cost you—a lot less than an electrical line.”

Other residents spoke up, saying that Shamong Township does a “phenomenal job” with snow removal and “it is like night and day” when the municipality’s snow-removal efforts are compared to neighboring Medford Township.

“I would love for people to stay home in the snow,” Mozitis said.

O’Connell, going into the convention, had the endorsements of the other 7th Legislative District Assemblyman, Herb Conaway, and Burlington County Clerk Joanne Schwartz.

“As a woman, member of the Democratic Party, and longtime member of the National Organization for Women, I am proud to endorse Dan for Freeholder, who—with his decades of experience understands the true value of individual differences, such as race, creed, and gender—will stand up for all residents of Burlington County,” Schwartz wrote before the nomination.

O’Connell, a 60-year county resident, is a former locomotive engineer and leader of the United Transportation Union, SMART Transportation Division. He also served as N.J. State Legislative Director and General Chairperson.

“I reti red af ter a 42½-year career,” O’Connell said. “I spent 22 years as a locomotive engineer for Penn Central, CONRAIL and New Jersey Transit and 20 plus years as N.J. State Legislative Director.”

The newly minted Democratic freeholder had also been an executive board member of the New Jersey State AFL-CIO for 20 years, and served a stint on the Burlington County Central Labor Council, “the umbrella organization for labor unions in the county.”

Additionally, he is a member of the Rancocas Nature Center and Burlington County YMCA, and volunteers at radio station WXPN in Philadelphia.

“I felt I had something to offer due to my background and experience as a union leader and a twice-elected municipal official,” said O’Connell of the reason he decided to submit his resume and letter of intent to become a freeholder. “Working with my fellow freeholders on policies and programs that benefit the residents, while keeping an eye on their tax dollars, is what I would like to accomplish.”

A native of the Bronx, O’Connell added that he cares deeply about open space and is a “fan of the many parks and recreation

facilities in the county, available to the residents.” He also said he understands the importance of the Pinelands as a source of drinking water for South Jersey due to the aquifer lying beneath it. “ I h ave b e e n l iv i ng i n Bu rl i ng t on County, but was not involved in politics when developments were proposed for the Pinelands,” he said. “I have, however, voted in favor of every bond issue and ballot measure to protect and preserve the Pinelands, as well as open space preservation. Its protection is of primary importance.”

At a Jan. 9 freeholder board meeting, Freeholder Director Tom Pullion, in response to several residents who spoke out trying to urge the board to stop a natural gas pipeline running through northeastern Burlington, Monmouth and Ocean Counties, previously approved by the Pinelands Commission, vowed that he would look into replacing commission Chairman Sean Earlen. New Jersey Natural Gas has argued the pipeline is critical for enhancing the reliability of gas delivery to over a million customers because it will provide a second transmission feed in its territory.

“Believe me, in my opinion, for me, if Mr. Earlen can be replaced, I’ll be the first to vote to replace him,” Pullion said.

The Pinelands Commission’s 15-member board consists of seven members who are appointed by the New Jersey Governor, one member appointed by each of the seven Pinelands counties and one member appointed by the U.S. Secretary of the Interior.

Earlen, who was recently named the ch a i r m a n of t he Bu rl i ng t o n C ou nt y Re publ ica n Com m it t ee a nd is also a committeeman in Lumberton Township, was reappointed to the commission by the freeholder board in 2017 when it was still under GOP control. He has served as the county’s representative since 2011.

“As a newly elected freeholder, I am not aware of the freeholder director’s opinion of Sean Earlen,” O’Connell said.

PACT (Continued from Page 3) Barton noted how creating a contract “was a process that has taken many years.” He also summarized the events that led up to the new agreement.

“We tried to get a public safety director and merge the two organizations (TRS and the fire department) together,” he said.

“Unfortunately we failed at that.

“We considered going to third-party billing (opening up emergency services in town for bid) at a lesser cost. What would that have meant to the taxpayer? We would still have had to pay for the (emergency services) building, all the services and wouldn’t have a second or third ambulance. We would have had to call for mutual aid (from other townships) if needed.”

Now, however, Bar ton told those in attendance that “it looks like we have a real contract to serve folks into the future” by providing for a joint rescue service consisting of both the fire department and TRS, an arrangement he said he was able to support.

“Hopefully we can now put this (dispute) behind us, and when there is an accident, the fire and TRS will have the right equipment at the scene and will work together,” he said.

As explained by both Barton and Wood, a major point of contention involved whether TRS or the fire company would be responsible for rescue operations and where authority for those rescue procedures would lie.

“The (TRS) will serve as the lead agency for rescue services in Tabernacle Township and will work in cooperation with Tabernacle Fire Company #1 as a task force,” according to the agreement. “The TRS will be responsible for training all members of the squad and fire company jointly to promote teamwork while working together at emergency scenes.”

The only concession made by the TRS, Wood said, is that it will pay for all the training for the firemen so that “they’re at the same level of training” as the rescue squad.

“This means we don’t have to burden the taxpayer with paying for training,” she said.

“This also means the squad will set up a yearly training schedule and the fire department can plan accordingly to have their members join in on the particular dates. That way, if there is a call, everyone is on the same team and knows exactly what their roles are, because we’re trained the exact same way. If it is a bigger rescue where you need someone to lead, the rescue squad would (provide) the oversight for that job.”

Wood voiced the opinion that the change in negotiators had a great deal to do with why their contract was settled in a more timely matter.

“Mr. Liston did not negotiate in good faith and his first negotiation was completely unrealistic,” she said, noting that had she been present for that session (which she wasn’t, having to work), she would have asked the TRS attorney to go home and not waste the money. “The first negotiation was more like a dictation, like ‘you’re going to do this’. It wasn’t a back and forth.”

By contrast, Wood said, “Moore came to us, asked questions, and it was a joint effort.

While he didn’t always say ‘yes’ to everything, he took notes and maintained hours of back and forth. But it was pleasant, with never any harsh words. We were on the same page to do what’s best for the community.”

Your solution was to let him walk, even though he submitted a letter rescinding (his resignation). I think you have failed to bring the township along in discussing these policies and implementing them.

“I remember hearing you say before that the committee did not want to have the day-today involvement with the squad, which was the reason for hiring a public safety director.

Now you have a liaison. How will that work?”

Fran Brooks continued with her husband’s argument in her comments.

“There has never been a public discussion by this committee about what a contract should be, regardless of whom you form a contract with,” she said. “The contours of the contract should be publicly discussed.

That has never happened. It is time to stop the tail from wagging the dog. You need to take control of emergency services and act on that control. They (TRS) said get rid of the negotiator (Liston) because they wanted Mr. Lange to negotiate. So you appointed a new negotiator (Moore).”

Neither Barton nor any other member of the committee chose to reply to the Brooks’ charges.

Besides the point of joint rescue by TRS and the fire company, the contract agreement includes the following provisions: • The township shall provide the TRS with all insurance and, at its sole discretion, public liability insurance.

The squad will reimburse the township for all the costs associated with the provision of all insurance; • The squad acknowledges that the township has granted it, and it has accepted, a revocable license to occupy the Tabernacle Emergency Services Building located at 134 New Road, for which the squad will pay an annual occupancy fee of one dollar; • The squad will be responsible for and pay for all routine non-structural maintenance and repair costs of the building, while the township will be responsible for and pay for all costs associated with maintenance of the emergency generator, heating and air conditioning, as well as all major building and/or roof repairs. The squad will pay for costs of phone lines and electric service and shall reimburse the township $1,000 per month for heating costs; • The squad’s use of the premises shall by under the direction of the chief of the TRS and in coordination with the township administrator or public safety director and the Tabernacle Office of Emergency Management; • The squad will be responsible for pay ment of all costs for proper m a i nt e n a n c e a nd r e p a i r of a l l equipment and apparatus; • T h e c h i e f a n d p r e s i d e n t o r representatives of the squad will appear quarterly before the township committee at its regular monthly workshop meetings in April, July, October and Januar y to provide reports concerning its operations, and shall meet at least quarterly or as determined by the township with the township administrator and/or public safety director and fire chief and, when needed, with the township emergency management coordinator to coordinate the delivery of emergency services and emergency preparedness; • The squad will provide a written quarterly report to the committee detailing all calls to which it responds; • The squad will submit an annual aud it e d fi n a ncial re p or t t o t he township clerk;

The squad will bill the township residents’ third-party payer for any and all out-of-pocket amounts owed to it for basic life-support and emergency ambulance services received, and the township will pay the squad for all uncollected, out-of-pocket copayments for township residents in an annual lump sum; • The squad will annually provide the township with updated rosters, and • The squad will provide service within the township and in other areas contracted for by the township in relation to any mutual aid agreements which are approved by the township.

“Our goal is to get back to operations as usual and focus on our membership and training,” Wood said. “We had a training here on Wednesday night and it was nice to have a full room without that negative undertone that we had before. We are very much looking forward to getting back to doing our job without that hanging over our head.”

Before the committee went into executive session, Barton brought up that Lee, who was not able to attend the meeting, had asked that he be allowed to participate in the executive session by phone.

“Last year, we discussed Kim Brown wanting to have the ability to call in to meetings (due to having to care for her ALSstricken husband) and the consensus among the committee was that we wouldn’t,” he said. “Do we want to allow Mr. Lee to do this tonight?”

The committee all agreed that it should be allowed, with Moore adding the stipulation that everyone else on the committee also have the opportunity to do so in the future if needed. Bar ton also asked Township Administrator Douglas Cramer to look into purchasing proper equipment so that the caller, committee and public can all hear each other adequately.

nergy levels tend to ebb and flow throughout a typical workday. A cup of coffee may provide some caffeine-infused spark in the morning, but a big lunch can squash energy later in the afternoon.

Waning mental sharpness as the workday progresses can compromise productivity, making it more difficult for workers to complete projects on time. That, in turn, can contribute to stress. In fact, in its “2017 Stress in America” survey, the American Psychological Association found that 58 percent of Americans say work is a significant source of stress.

Staying mentally fresh during a workday can pay a host of benefits, and the following are just a few ways to maintain mental focus until quitting time.

Exercise regularly. The physical benefits of routine exercise are well documented.

But even the most ardent fitness enthusiasts may not realize just how big an impact physical activity is having on their brains. The Harvard Medical School notes that exercise stimulates regions of the brain that release a chemical called brain-derived neurotrophic factor, or BDNF, which rewires memory circuits so they can function better. A stronger memory can help workers recall project details and deadlines more easily, even as the workday draws to a close.

Avoid the “quick fix.” Relying on a beverage or snack to provide a quick mental boost may end up compromising your mental sharpness. Foods and beverages that are high in sugar may provide an immediate energy boost, but that spike is almost instantly followed by a crash that can adversely affect your mental sharpness. Stick to healthy snacks, such as fruits and vegetables, and avoid late afternoon cups of coffee, which studies have shown make it harder to fall asleep at night, thereby compromising your energy levels the next day.

Take a walk outdoors. Spending some time outdoors during a lunch break, or even a quick, post-lunch stroll around the office grounds, can provide a break for the brain. That break can help the brain refocus, improving productivity as a result.

How to overcome workout boredom

ven the most ardent fitness enthusiasts sometimes lack the motivation to exercise. Various factors, including boredom with a fitness regimen, can affect one’s motivation to hit the gym.

Boredom with a workout can sometimes be overcome by an especially effective workout. But for those instances when boredom is difficult to overcome, men and women who want to stay in shape can try these strategies.

2019 is the Year of the Pig. The pig is the twelfth of the 12 Zodiac animals, and myths tell some rather funny stories about how the pig earned its place. One such myth suggests Jade the Emperor invited 12 animals to his party, and the order of those animals would be determined by when they arrived. As the legend goes, the pig overslept and was the twelfth and final animal to arrive at the party.

The winter is lovely, the trees are all flocked and the air is so fresh. You can make snowballs and cook up a crock pot with soup.

I so love winter, and when the snow begins to fall, I stay in my pajamas and crawl into my favorite recliner, with a big, fuzzy blue throw and hot pack.

When it is cold, many biochemical changes take place in the human body which lead to dryness of the skin and lips, suppressed immunity, reduced production of some neurotransmitters, the packing on of winter fat, higher risk of heart attacks and certainly more sniffles, coughing and general sickness from cold and flu. When I was down with the flu, I found that inhaling steam using just two drops of the oil in a pot of hot water worked great to open up my sinuses and stop the coughing.

“My core values that originally drew me to the Republican Party have not changed, but the party which once echoed the vision of Ronald Reagan no longer exists,” she wrote.

“Oil drilling off our coast and tax policy, which unfairly penalizes New Jersey families, are just a few examples of a National Republican Party that has lost its way. After careful consideration, I have made the decision to change political affiliations.”

Addiego’s statement, titled a “decision to change parties,” appeared to be carefully crafted, never mentioning that the senator was becoming a Democrat. It was Sweeney’s statement that confirmed which party Addiego was making the switch to.

“I want to welcome Senator Addiego to the Democratic Caucus, where I know she will be a strong voice for the policies and programs that will serve the best interests of her district and the State of New Jersey,” Sweeney said.

“I am confident that she will make valued contributions to the work of the Democratic Majority and the success of the New Jersey Senate.”

The statement, which was posted on Addiego’s Facebook page at 4:04 p.m. on Jan. 28, drew immediate condemnation from dozens of her constituents in Atlantic, Burlington and Camden Counties who viewed the decision as a betrayal and questioned her motives.

It also precipitated a move by the New Jersey Republican State Committee, posted on the Burlington County Republican Committee’s Facebook page, to recall the senator, which would require the signatures of 25 percent, or 40,021 of the district’s registered voters.

“So, you were elected under false pretenses and should honorably give up your seat, then run again later as the rep from your new party,” wrote one man on Addiego’s Facebook page.

“So, we can assume you now support the far-left agenda of Governor Murphy which is causing many to leave the state. Higher taxes, benefits at a time of $5 billion per year for illegals. Instead of standing on principle, you sold out because of the changing electorate in the district.”

Another person wrote on the senator’s Facebook page that a “vote of no confidence is in order.”

“New Jersey has become a Democrat stronghold and you switched parties to ensure you keep your fat, taxpayer-funded paycheck.

Shame! Shame! Shame!” the person wrote.

A handful of constituents, however, publicly welcomed Addiego’s decision, including one man who identified himself as a Libertarian and said he had known the senator for many years.

“I know that this can’t have been an easy decision,” he wrote on the senator’s Facebook page. “I am also genuinely sorry to see New Jersey Republicans lose a voice of compassion and rationality. But I feel you made a good choice here. The national Republican Party has become a nightmare, and no one should feel obliged to remain loyal to a party that shows no loyalty to its once proud ideals.”

Longtime Addiego aide Rick England, who has served as chief of staff for the 8th Legislative District Office, which as of press time still included Peters and Howarth, would not arrange a newspaper interview with the senator. Instead, England referred the Pine Barrens Tribune to her statement which does not disclose whether her ideology on several key state issues, such as the minimum wage debate, has changed. However, the Senator voted in favor of increasing the minimum wage Thursday.

“Dating back to 1993, Senator Dawn Marie Addiego has served in various roles as a member of the Republican Party, starting with her time on the Evesham Township Council,” wrote Burlington County Republican Committee Chairman Sean Earlen in a statement after Addiego’s announcement. “She has always enjoyed strong party leadership in Burlington County and an army of dedicated volunteers and loyalists who have fought to elect people who will stand up against Democratic policies that have turned this state into the most overwhelmingly taxed state in the nation.”

We are very disappointed that someone we looked up to as a leader decided to jump ship at the first sign of trouble. Let me be clear, this move has nothing to do with values. It is purely self-preservation.”

Earlen, with his mention of “trouble,” was referring to the recent Democratic takeover of the Burlington County Board of Chosen Freeholders after 45 years of Republican control and the fact that 12 of New Jersey’s 13 Congressional seats are now occupied by Democrats, including one in the traditionally conservative Third Congressional District, which overlaps with part of the 8th Legislative District. In addition, there was the fact that two incumbent Republicans running for Burlington County freeholder were defeated

by Democratic challengers last November.

One of those challengers, George Youngkin, had actually suspended his campaign after decade-old allegations of domestic violence and harassment came to light, and still won.

Earlen added that the Republican committee “can only imagine” what Governor Murphy, and the “Trenton Democrats,” offered Addiego to encourage her to make the switch.

“This is one more vote for the Democrat monopoly that has shown no remorse in taxing its citizens time and time again and pushing a broken agenda to drive out the middle class,” Earlen said.

Peters, who recently slammed Republican President Donald Trump for his contributions to political incivility in Washington D.C., echoed Earlen’s sentiments in a statement, saying that as a Navy SEAL, he was taught to “stand and fight when the going gets tough, not defect to the other side.”

“Especially when it was that other side who has controlled the legislature since the early 2000’s and has generally taxed, spent and borrowed the state into our current fiscal crisis,” he said. “Dawn’s decision is one she will have to live with. You can serve with principle in either party, but switching parties for selfpreservation isn’t something I would ever do.”

Peters, in a Jan. 30 interview with this newspaper, said that he found out about Addiego’s defection through media reports and felt badly for all of the Republicans who worked so hard to get the senator elected to represent their values and interests.

“I think the way she in which she left—I can see how some of them would be upset,” he said Peters also claimed that he had not received a personal call from Addiego, with whom he had shared a legislative office, before she made her announcement. He expressed his disappointment over that.

In addition, he told this newspaper that he called both Addiego and England after the senator released her statement, but hadn’t received a return phone call from either one of them. He said he wanted to discuss with Addiego and England the future of the joint legislative office, and staffing requirements. Up until Addiego’s announcement, all three state legislators agreed to share a $135,000 allotment for staffing resources.

“I tried to call Senator Addiego and her chief of staff multiple times, but I didn’t get any response,” Peters said. “So, I sent a group text message to them today asking them to let me know their intentions, so I can figure out what to do. They responded that they are doing a legal review of the transition for personnel and office space, and that they would get back to me after they spoke to their attorneys. I would have thought that if she planned to do this, she would have talked to me about it before releasing the statement.”

Peters called on Addiego to handle the transition “in a professional way.” In the meantime, Peters said that he was relying on the guidance of the Office of Legal Services (OLS) for how to best handle the transition period.

“According to OLS, this really hasn’t happened where a legislator defects and switches parties,” Peters said. “So, we are sort of figuring out whether she is going to move out.”

A wild card for Peters is Howarth’s future intentions. Peters didn’t know them Wednesday.

Brian Woods, who Friday identified himself as a legislative aide to Addiego, Howarth and Peters when emailing a news release on a separate issue to this newspaper, signed an email Monday saying that he was only a legislative aide to Peters.

Peters confirmed that Woods, who is a Republican aide, was now only on his payroll.

Additionally, Howarth had not spoken publicly about Addiego’s announcement until

late Wednesday night. Reports were published late Monday that Democrats had tried to convince Howarth to join their party.

Howarth was also scheduled to attend a fundraiser in his honor, with Addiego hosting it, on Thursday morning. However, it was unclear whether that fundraiser was ever held, since a flyer noted that it was paid for by the treasurer of the Burlington County Republican Committee.

A high-level Republican source, claiming to have direct knowledge of the situation, told the Pine Barrens Tribune Wednesday that Republican officials learned earlier in the week that Howarth had allegedly approached the Democratic party about joining its ranks and was rebuffed. The source claimed that Howarth was then told that the Democratic party “likes their chances without him” and that they wanted to run “progressive candidates.”

Howarth’s actions, such as allegedly removing Brian Woods as an aide and not responding to apparent communications from the Burlington County Republican Committee, were made because he was “getting ready to go,” according to the source.

“Then he found out this morning he was not welcome in the Democratic Party,” the source alleged.

Howarth, broke his silence late Wednesday night, appearing to refute the allegations that had been told to others in a statement he posted on Facebook, later obtained by this newspaper.

“To say that these last two days have been very difficult for me personally is an understatement. Let’s get this out of the way.

I am a little tired of people talking around me, talking about me ,talking through me and not talking to me…I am not and will not ever switch to the Democratic Party. A few months ago, a rumor was spread that I was not running for re-election...I will again say , that I have always intended to run as a Republican.

“Next issue, many of you on my page know of my relationship with Senator Dawn Addiego.

We have been very good friends for almost 16 plus years, (and for the last 10 we have been inseparable). To say that her recent switch to the Democratic Party has not had an impact on me is an understatement.

“Over the last two days I have had and felt

many emotions. From being numb, shocked, to betrayed, to anger, to abandonment. At a time when we could have used her the most. I, like you was never told or had any idea of the switch.

I also will never understand why it happened, but may over time find out why it happened.

Whatever the reason, I hope it was worth all the friends she had made over her career while she walked by my side and we discussed many issues (while going to and from events). We will still have a relationship like I do with many on the other side of the aisle. But it will never ever be the same.

“For those of you that have reached out to me over the last few days, I thank you for your friendship and encouragement.”

If silence means something, it was notable this week that top county Democrats didn’t say a word about the Addiego development.

Burlington County Democratic Committee Chairman Joe Andl did not return requests for comment on this story. Sources close to the county Democrats revealed that at least some committee members have mixed feelings about Addiego and believe she has a lot to prove.

It is unclear how much coordination there was between state and county Democratic leadership in getting Addiego to switch parties.

Most active Democratic social media outlets in the county had not yet released statements of support for the senator as of press time.

Addiego, a 56-year-old Evesham attorney, has represented the 8th Legislative District since 2010. Her decision to leave the Republican party gives Democrats a 26-14 majority in the state Senate. Addiego’s defection also reportedly means that the Republican party has the smallest number of seats in the chamber since 1981.

“Senator Addiego has been a champion for labor issues, women’s rights, the environment and sound economic policies,” said Sweeney in his statement. “As a member of the Economic and Fiscal Policy Workgroup, she recognizes the serious financial problems that confront us and understands the need to make the reforms needed to maintain the state’s fiscal health and stability. I look forward to working with Senator Addiego in meeting the challenges we face.”

You Remember, Old What’s-His-Face!

I will be turning double nickels this summer, and I would like to announce that this will be the last year of aging for me.

Naturally, I will still be receiving well wishes on my happy day. I will gladly take any gifts that fine folks are willing to give, a day off from paperwork and if we have to go out to lunch and have a full wait staff sing the Happy Birthday song—then we gotta.

But I’ve decided that I do not want to add on any more years. In fact, 55 will be a nice stopping point for my aging process. I have adapted quite nicely to the aches and pains that I already have, and would just as soon not take on any more. I would have earned my gray hairs, and am willing to wear them like a badge of honor, in between trips to the salon.

My up-close vision is not what it used to be, but I can still get by without cheaters for the most part.

Just as long as the print is big, the light is bright and a friend is willing to hold up my menu from across the restaurant.

I have taken on these age-related changes with politeness and decorum. But enough is enough.

The good news is that as I age, my friends are right there with me. Together we enjoy our loosefitting skin, classic rock stations and a plethora of moisturizers.

Yet, lately I have noticed conversations with these friends becoming more difficult. While we can still chit-chat with the best of them, we often times forget what we are saying, who was talking and at times, where we are.

Names are the most difficult. Nowadays we refer to each other as, “old what’s-her-face,” our cohorts as, “that one guy,” and our kids as, “you know who I’m talking about!”

Take a telephone conversation that I had with a dear friend, just last week. Old what’s-her-face, herself. With my ear-buds in place, I moved around the house and conversed as if I was mentally intact.

“Hey!” I began, “don’t you think that our dear friend Lucy looks like that one gal?”

“What gal?” she asked.

“She was in that one movie with that one guy.

Oh, what’s his name? He has blonde hair and was voted the most beautiful man by that big-name magazine. What is it called?”

“Newsweek?”

“No, it’s a weekly publication?”

“Newsweek’s not a weekly publication?”

“I don’t know.”

“Well, you would think a magazine with ‘week’ in its name would publish weekly.”

“Perhaps we should make a phone call,” I replied sarcastically.

“To the guy in the magazine?”

“No, to Newsweek.”

“You’re making me lose my train of thought,” I accused as if I needed any help in that department.

“I’m sorry,” What’s-her-face said apologetically.

“Now, what were we talking about?”

“The gal that Lucy looks like.”

“What has that got to do with Newsweek?”

“I don’t know,” I replied as I realized I was now standing on my front porch and hadn’t a clue as to why. “Oh! I remember!” I exclaimed as a moment of clarity descended upon me. “People!”

I shouted out before the name disappeared into the fog. “People Magazine.”

“Lucy was on there?”

“No, but she looks like that gal who starred in that one movie with that one guy who was People Magazine’s most beautiful man of the year a few years back.”

At that given moment, both of our brains were on a full-scale search for the name of the movie, the girl that looked like Lucy or Mr. Beautiful, himself. Google, the great search engine, could not have been so full of activity, although it certainly would have been faster and perhaps a tad more efficient.

“Oh!” my dear friend exclaimed. “That one guy, he was a blonde. He starred in that one movie with that one gal who looks just like Lucy!”

“Yes! What’s her name?”

“Lucy?”

“No, the gal who looks like Lucy.”

“I actually think Lucy looks more like Katy Perry.”

“Who is Katy Perry?”

“She’s that one gal who sings that one song that you liked so well.”

“I like a Katy Perry song?”

“Yes, we gave you an iTunes card for your birthday so you could download it on your thinga-ma-jig.”

See what I mean? If aging is going to complicate my life this much, we’ve just got to count me out.

sk any driver what they’re looking for in a new car, and many will answer “a price I can afford.” Automakers are well aware of this and have found a way to make vehicle ownership more affordable through financing. But is that really the case?

Back in the day, vehicle financing plans usually lasted two, three or four years, rarely more. Today, terms commonly extend over 84 and even 96 months. That’s eight years spent paying for a car. This strategy is pretty straightforward: the longer the term, the lower the monthly payment. But the monthly cost isn’t the only factor to consider.

Other things to keep in mind are the warranty and depreciation. Brand new vehicles are typically under warranty for three or four years, sometimes five. This means that once the warranty period ends, you’re responsible for all maintenance and

In calling for a greater spirit of cooperation between the political parties, Kim said that he has already made a point of communicating with colleagues on both sides of the aisle and trying to find some common ground where they can begin solving problems. Echoing the perspective expressed in the writings of the Rev. Martin Luther King, Jr., Kim maintained that governing needs to be conducted with respect and civility, and with an eye to healing divisions.

“Explain your view, and I will listen to you with an open mind,” he promised.

The congressman also emphasized the need for checks and balances, transparency and accountability in government, and the importance of choosing priorities and building relationships. He noted that the impact of each decision on the Third Congressional District had to be weighed, and talked of the importance of listening to expert opinion before making decisions.

“You are the boss, I work for you and I will do everything I can to do what you ask,” he told his constituents. “You tell me what I should focus on!”

The first public comment came from an audience member who was concerned about “losing a generation” to the opioid epidemic, which she termed a national security crisis calling for immediate action, such as making treatment available to addicts.

Kim concurred with that assessment, noting that this problem was a primary concern for him and one he has already discussed with various officials, including the state’s attorney general and health commissioner. He said he has also joined the House Bipartisan Heroin Task Force in an attempt to help address it.

Another individual asked Kim why he voted for Nancy Pelosi as speaker when he had campaigned on the need for new leadership, and at one point vowed that he would not vote for her. Kim responded that Pelosi had agreed to a term limit in order to secure his support, and that he and the other 100 freshman congressmen are anxious to bring about reforms.

“Give me a chance, I am trying to make significant changes,” he told the questioner.

One group, the Sunrise Movement, raised concerns about climate change and other environmental issues, presenting him with a “Green New Deal” petition on the subject that was first introduced by another newly elected member of Congress, Rep. Alexandria OcasioCortez (D-NY), and has been circulating among young people, many of whom voted in the recent election for the first time. Kim read and signed this pledge, which evoked some cheers from the assembled audience.

He said this puts him in a more advantageous position to fight for equitable treatment of personnel of Joint Base McGuire-DixLakehurst, which is part of his district, as does his appointment to the subcommittee on Readiness and Intelligence, enabling him to be more effective in discussions of base realignment and closure (BRAC).

Kim’s appointment to the Small Business Committee is another that he regards as particularly important, being that he is the only New Jersey Representative to sit on this panel. Two thirds of all new jobs are generated by small enterprises, which are especially crucial to the economy of the Jersey Shore, he noted.

He began the town hall, however, by apologizing to the audience.

“I am so sorry to have put you through the shutdown,” he said.

Kim also conveyed his apologies and appreciation to all the local government workers who continued at their jobs despite not receiving a paycheck, and to those Americans who may have been inconvenienced by having services curtailed or reduced as a result.

Later, when questions were posed by those in attendance, it became obvious that the effects of the shutdown were what concerned much of the public.

One participant pointed out that autism seemed to be affecting an increasing number of young people, especially in New Jersey, adding that parents of autistic children are put in a difficult position once they age out of the system. Kim responded that he has already met with Republican Congressman Chris Smith, who also represents parts of Ocean County, about this crisis, and they are working on a bipartisan plan to look for solutions.

In closing, Kim again offered his apology to those who have been impacted by the shutdown. He promised to do his best to prevent future situations of this sort.

“This evening has been a humbling experience for me,” he said, before promising to hold such gatherings on a regular basis.

“My staff will be available and responsive.”
