Public Safety Director’s Resignation Leaves Tabernacle With a Vacant Post and an Unresolved Contract Dispute

TABERNACLE—Arch Liston’s tenure as Tabernacle Township’s first public safety director appears to be over after just seven months, the past three of which he has spent mired in still unresolved contract negotiations with the Tabernacle Rescue Squad (TRS).

The Tabernacle Township Committee, in an executive session following its regular meeting on Dec. 27, voted 3-1 to accept the beleaguered law-enforcement and municipal-administration veteran’s resignation, which had been submitted the day before. Committeeman Joseph Yates IV was the lone dissenter, with affirmative votes cast by Mayor Joseph Barton, Committeewoman Kimberly Brown and retiring Committeeman Richard Franzen.

Liston was not in attendance at the regular committee meeting, nor was Deputy Mayor Stephen Lee IV. Lee, along with Yates, had led a review of candidates for the public safety director position that resulted in Liston’s hiring by a unanimous vote at a special committee meeting on June 4, 2018.

Lee was also absent from the executive session.

Pemberton Council Considers Takeover of MUA After Study Suggests Potential Shortfall, Savings

PEMBERTON—A municipal takeover of the Pemberton Township Municipal Utilities Authority (MUA), which operates a 2.5 million gallons-per-day activated-sludge wastewatertreatment plant providing sanitary services to Pemberton Township and part of Pemberton Borough, is being considered by Pemberton Township Council.

If Pemberton Township Council decides to pursue a takeover of the sanitary utility, which operates as a separate legal entity in accordance with state law and serves an area of approximately 64 square miles, Pemberton Township Business Administrator Dennis Gonzalez is recommending that the municipality assume responsibility for the 49-year old wastewater-treatment plant in January 2020, so that the transition falls in line with the beginning of a budgetary year.

As part of Pemberton Township Council’s takeover consideration process, the township governing body on March 22, 2018 requested a financial analysis of the MUA for $10,200, the Pine Barrens Tribune has learned.

results at a Dec. 19 Pemberton Township Council meeting.

While stopping short of recommending a takeover, Cuthbert repeatedly said during the presentation that the MUA has made minimal improvements to its infrastructure within the past five years, developed a capital-improvement plan that is not robust enough, was destined to experience a financial shortfall within ten years and had unnecessary overhead with unexplained staffing discrepancies.

Cuthbert, during the 30-minute presentation, did not identify any specific strengths or positives found through the full-service engineering firm’s analysis of the MUA, but did give the utility a pass on its current rates by saying that they “neither seemed low or high.”

The financial analysis of the MUA contained several objectives, according to Cuthbert, who noted that she has conducted “more than 20 of these types of studies.”

The first objective resulted in the performance of an operational analysis of the MUA’s system.

“Within that, we wanted to review their capital-improvement plan and take a look at the historical and planned improvements that the MUA had for the infrastructure associated with the sanitary utility,” Cuthbert said. “What we See SHORTFALL/ Page 15

Democratic Councilwoman Departs Pemberton Governing Body to Contend With ‘Life Changes’

PEMBERTON—Letha Jackson’s time on Pemberton Township Council has come to a bittersweet conclusion.

“I had no idea that I would be so emotional because I was OK with leaving,” said Jackson as she delivered a farewell speech at a Dec. 19 council meeting, her last one as a councilwoman. “But I love you guys. I would like to take the time to thank my fellow council members, Mayor David Patriarca, Business Administrator Dennis Gonzalez, the best municipal clerks ever—Amy Cosnoski and Sunshine Dashiell, Andy Bayer our solicitor, the administration office ladies and the residents of Pemberton Township for my last four years.”

Jackson, who often called for prayer to uplift the municipality during troubled times and spoke up when she felt someone was facing an unnecessary hardship, said she chose not to seek re-election in November’s general election after contending with a few “personal moments” in her life, including “sickness, hospital stays and death.”

“With life changes last year and me raising my granddaughter, I decided not to run,” said Jackson, whose husband died in 2017. “Family had to come first. So, with careful thought and prayer, here I sit at my last council meeting.”

The Democratic councilwoman added that her colleagues, and the community, have been “amazing with support and prayers” throughout her recent life struggles, and while she is saying goodbye to the council, she is

not saying goodbye to her “involvement in other areas.”

Much of the councilwoman’s farewell speech, however, reflected on how her time on council has been a “great learning experience.” She said there have been “some rough days” while holding elected office, but “many more fulfilling days” because of the level of respect each person on council has for each other.

Dilapidated Lakes Property to Be Sold for High Bid of $79,000 on Third Try

MEDFORD LAKES—You might say the third time was the charm—sort of—in the repeated attempts by Medford Lakes Borough to find a buyer for a dilapidated property at 14 Lenape Trail that has stood unoccupied for nearly five years.

While the property, which is located near the intersection of Stokes Road next door to a public works yard and includes a decaying two-story red house, was initially listed as having an appraised $144,000 price tag, the borough ended up accepting a bid of $79,000 for it during an executive session that followed Medford Lakes Borough Council’s regular December meeting.

The winning bid was actually one of two submitted during a third advertised bidding process for the tract, which was acquired by the municipality during foreclosure proceedings last January.

Borough Administrator Dr. Robert Burton told the Pine Barrens Tribune that the sale is scheduled to be officially consummated at a council meeting on Jan. 9.

After a first listing of the Lenape Trail parcel brought no bids last spring, the borough tried again by listing the property with nominimum bid last July. That strategy also failed to elicit any bids, however, prompting borough officials to re-advertise the property in the fall.

Since the home on the parcel is in such poor condition, the borough had stipulated that the successful bidder must either demolish or renovate the residence, and that permits for either activity must be obtained within six months of closing. A further condition was that such reconstruction or renovation would need to be completed within 18 months of the closing date.

These stipulations will be applied to the upcoming sale.

Another welcome financial development, announced by Borough Solicitor Douglas Heinold, came in the form of an unanticipated check that was made out to the borough, totaling almost $110,000. The check covers outstanding taxes, interest and penalties that had accumulated over a period of years for another property at 114 Mohawk Trail that went through a bankruptcy proceeding.

“A person came from out of the blue to pay the outstanding balance of all unpaid taxes,” Heinold said. “This avoided us having to hold a possible tax sale and place the property in foreclosure.”

Council also passed an ordinance on second reading amending the land-development code of Medford Lakes so as to exempt a number of property improvements and alterations from a burdensome bureaucratic review process. The amendments are in line with changes recently approved by the Pinelands Commission, which has say over development in Pinelands communities.

The revisions to the code will have the greatest impact on the business community,

Heinold noted.

“It provides a new list of exemptions from development review, which is a lengthy process in New Jersey,” he explained. “Any opportunity for exemption from that makes the process less cumbersome and more streamlined for people who are trying to improve their property.”

Also included in the land development amendments was a provision dropping the requirement that the Pinelands Commission be notified of application changes via certified mail and allowing an email notification to be accepted instead.

“We just need to put the ordinance in place and get our letter in to stay in compliance with the Pinelands Commission requirements, which are mandated by law,” Heinold said.

In other business, Burton said that morale has increased at the Department of Wastewater Treatment since a lab was added, for which work had begun in July. Prior to the opening of the lab, testing equipment was scattered throughout the department’s office space.

“The lab is in a separate par t of the building,” he said. “Things are spread out more and there is no cross-contamination.

Before, office desks were too close to the lab equipment.”

The administrator also noted that since the wastewater tanks were cleaned out last month, there has been an even greater improvement in how the plant operates.

The cleanup job, which was completed by outside contractor Franc Environmental, resulted in the elimination of 133 tons of rags and solids, which Mayor William Fields had previously said represented four to five years’ worth of buildup from the tanks.

Council awarded wastewater-treatment chemical contracts to Miracle Chemical C o m p a ny, E nv i r o n m e n t a l O p e r a t i n g Solutions, USALCO and Coyne Chemical for the upcoming year.

Add it ionally, a sludge -removal a nd disposal contract was awarded to McGovern Environmental for $.0845 per gallon and a two-year wastewater-treatment-plant lab analysis contract went to ALS Environmental for $2,929.

All of the contracts took effect on Jan. 1.

In other business, Peter C. Lange, Jr. was reappointed as municipal court judge. Lange has served in the position for five years.

Lakes Council Approves Change in Scheduling of Regular Meetings

MEDFORD LAKES—If you are planning on attending one or more meetings of the Medford Lakes Borough Council this year, you need to pay careful attention to a lastminute scheduling change made at a brief special council session on Dec. 27.

Beginning on Jan. 9, the regular meetings of the council will take place on the second and fourth Wednesdays of the month, beginning at 7 p.m. in the municipal building, Oaks Hall,

at 1 Cabin Circle.

Meetings have previously been held on the second and forth Thursdays of each month.

Before adjourning for the year, council also approved the addition of $12,000 in grant money earmarked for the Medford Lakes Police Department’s Drunk Driving Enforcement Fund to the 2018 municipal budget.

The grant amount will be applied towards the purchase of police body cameras in the coming year, which are expected to cost approximately $36,000.

Additional Animal Cruelty Charges Filed Against Shamong Kennel Owner

SH A MONG — D o n n a Rob e r t s , who gradually transformed a Shamong Township residence into a kennel over the last decade and was arrested on a charge of animal cruelty last month after investigators found 44 dead dogs and 161 others being kept in substandard conditions there, is facing a multitude of new charges stemming from the discovery.

Burlington County Prosecutor Scott Coffina charged the 65-year-old woman last Thursday with one additional third-degree count of animal cruelty, two additional fourth- degree counts of animal cruelty and 15 counts of unlawful confinement.

Roberts was initially charged two months ago with one third-degree count of animal cruelty after authorities on Nov. 13 found 44 frozen dog carcasses placed in plastic bags and stored in freezers throughout the 539 Oakshade Road property, and 161 others living there in “inhumane conditions.”

Coffina said that the new cruelty charges accuse Roberts of failing to provide adequate shelter, food, water and appropriate and necessary living conditions for the animals, while knowing that she had a legal obligation to do so.

The discovery of the dead and abused dogs came after New Jersey State Police detectives responded to the 539 Oakshade Road residence to assist the Burlington County Health Department with an inspection of the premises.

The inspection came six days after Shamong Township officials passed a law requiring township property owners to register with the municipality for a special permit once they have 15 dogs or more on their property that are six months old or older.

Its passage followed years of complaints, which ramped up earlier last year, about the residence that had been turned into a kennel at 539 Oakshade Road.

Under the Shamong law now adopted, a permit can only be issued to an applicant after an inspection of their premise by a licensed Burlington Count y Health Depar tment inspector.

However, another provision in the law allows authorities to inspect a property in Shamong if someone is suspected of maintaining 15 or more dogs, regardless of whether they applied for a permit.

Four of the dogs found alive during the November inspection of 539 Oakshade Road were determined to be in critical condition and had to be transported to an emergency veterinary clinic. The remaining dogs were evaluated and treated at the scene.

T he prosecutor, i n the cou r t fili ng, confirmed that one of the rescued dogs had since died.

“A necropsy performed on a dog that was rescued, but subsequently died, indicated that malnutrition was a contributing factor in its death,” said a Dec. 27 press release from the Burlington County Prosecutor’s Office.

As Shamong officials last year deliberated passing an animal law, Roberts attended multiple public hearings. At one point, she denied on the record owning the 539 Oakshade Road residence. Additionally, in a previous court case regarding an inspection of the parcel, Roberts claimed that she did not live there and was renting it to someone.

The press release from the Prosecutor’s Office announcing the new charges against Roberts called 539 Oakshade Road “her property” and said she is a resident “of the 500 block of Oakshade Road.”

Roberts made an initial appearance on the new charges in Burlington County Superior Court last Thursday. She was not detained at the time, but as a condition of her release, she has been forbidden from owning, possessing or caring for any animals.

The case, which is being prosecuted by Assistant Prosecutors Nicole Handy and Douglas J. Bligh, will soon be prepared for presentation to a Burlington County Grand Jury for possible indictment.

As the Pine Barrens Tribune reported in September, Roberts was known by officials in 2014 to have at least 125 dogs on the property, and admitted at Shamong committee meetings to having over 70 dogs there.

Jason Tosches, a spokesman for the Bu rl i ng t on Cou nt y Boa rd of C hose n Freeholders, said in the September story that a March 2014 complaint was initiated by a Columbus (Springfield Township) resident, who accused Roberts of selling her sick dogs.

Tosches said the dog sold to the Columbus resident died a week and a half later and a replacement provided to her was also sick.

“T he cou nt y fou nd 125 dogs at the site, placed the site under quarantine, and told her that she must bring it up to state regulations,” he said. “The county inspected the site many times over the following eight months and found deteriorating conditions and that Roberts was not complying with the regulations.”

Tosches added that the health department filed a complai nt i n cou r t due to the deteriorating conditions, but ultimately a judge dismissed the case because Shamong had no ordinance at the time regulating either the number of animals a property owner could have or kennels.

new case will turn out differently, given that Shamong now has adopted an animal ordinance.

Such a measure was not passed sooner because of concern it would trample on private property rights.

Passage of the adopted ordinance on Nov. 7 followed a Pandora’s box of controversy over a previous proposed law that the committee weighed in late summer to address the complaints. Had it been approved it would have contained much tougher and far more resterictive provisions concerning animals.

BASS RIVER—The Bass River Township School District's Board of Education is at an impasse over its leadership after being unable to reach a decision Thursday night at its reorganization meeting over who should become its next president.

Board member Cindy Ruffo was nominated for the post by fellow board member Lynn Henrichs, whereupon Ruffo voted for herself to become the next board president. However, another board member, John Allen, then nominated Bonnie Adams, who also voted for herself. That made it a 2-2 tie, since board member-elect Robert Schmidt had been unable to make a swearing-in ceremony

during the reorganization meeting.

Schmidt, who was due to serve as a Bass River board member for the first time, was expected to be absent from the meeting. But the tie vote resulted in Business Administrator Nick Brown, on his first night both in that job and as board secretary (a position he will be sharing with counterpart John Yates through a shared service agreement with the Pinelands Regional School District) being forced to consult with the board's attorney by phone to determine the next step.

Location: Medford Details: The Woman’s Club of Medford is sponsoring its 21st Annual Spelling Bee at Milton H. Allen School at 7 p.m. Registration begins at 6:15 p.m. (Inclement weather date is Jan. 16, 2019). The event is open to all Medford fifth graders. Each participant must be accompanied by a parent or guardian. The first-place winner receives a gift certificate to Barnes and Noble for $100, second place a $75 gift certificate and the thirdplace winner a $25 gift certificate.

The top three winners will proceed to the District Level Bee. The program is an invaluable experience for children, as it gives them an opportunity to perform in front of an audience and helps build selfconfidence.

The Berry Basket Quilt Guild will be having “round robin” technique demonstrations at 7 p.m. at Medford Leas auditorium (Route 70). GUEST COMMENTARY 'State of Shamong' Is Sound But Could Use a Few Good Volunteers

With 2018 now over, I wanted to take a moment to let you know the “State of Shamong Township.”

But, first, on behalf of Deputy Mayor Tim Gimbel and councilmen Sean Gray, Marty Mozitis and Mike Cooney, we wish you and your families a happy and healthy New Year.

Our goal is to continue to make Shamong a great, business-friendly place to live, study and work.

This past year, we saw: • Our local taxes reduced by an average of $250 per home for the first time in recent memory; • Passage of a new dog ordinance; • Completion of repairs to Grist Mill Park, including a dock and parking lot; • More than 90 sewer inlets totally reconstructed; • A new storage shed and lighting installed at Stony Creek ballfields; • A first-time community-sponsored “tree lighting ceremony” at Cross Roads Church and • Continued, awesome winter snow-clearing and storm-management clean-ups.

Once again, our financial situation is solid.

Despite having lost more than $2.5 million in state funding over the past five years, we have managed to do more and managed better with less money.

After spending nearly 20 years in the “planning and wishing stage,” we are so pleased to announce the opening of Shamong’s very own “Pinelands Memorial Park Cemetery.”

Phase One includes approximately 2,000 grave sites, and 48 niche columbarium for cremated remains. We have sold the first 14 plots.

Interested parties may review the Pinelands Memorial Park Cemetery plans at the Shamong Township Municipal Building during regular office hours, or visit our website www. pinelandsmemorialpark.com. Our infrastructure improvements, including our road reconstruction program, continues. We have applied for state grants to resurface and deal with the water runoff issues on Grassy Lake Road.

We managed to educate our neighbors to make a special effort to be aware of the speed limit here.

We also installed “speed bumps” on Grassy Lake Road early in 2018, along with electronic signage to serve as a reminder to motorists to slow down.

Additionally, we worked with the New Jersey State Police to increase enforcement in the area.

Please remind any young drivers to take special precautions on this road. The massive rains of late have caused more than the usual road closures, but we have this on our radar and have the goal of repairing this road without creating increased speeds or breaking the budget.

We are looking for community volunteers, donations and planning for the following projects or causes: • Adoptions and donations to help defray the costs of handling the recent dog issues; • A beautiful, large art sculpture for the new cemetery; • The goal of selling 500 plots in the cemetery for 2019; • Creating a community organized “Christmas” or “Winter” celebration where thousands of people come visit Shamong each year for our tree lighting, complete with hay rides, bonfires, Santa visits, and wine and distillery tasting under hot warmers complete with lots of food trucks offering everything; • All Under the Stars; a continuation of a community-organized winter house-lighting

event; and • Hiking, riding trails and bike paths—with water and rest stations—leading riders to our local businesses.

We continue to explore avenues for raising income for the town without raising taxes, such as discussing the allowance of cannabis manufacturing, growing, cultivation and distribution in a responsible way, since the state is on track to make these enterprises legal. This could be a great opportunity for our farmers and local residents seeking jobs. The funds raised could be used to further cut property taxes, fund local government and school projects.

Disappointingly, we were not successful in getting a new cell tower on township property.

It was shot down by the Pinelands Commission, and the idea was not accepted by the Indian Mills Memorial School. We will keep working on this to get better cell service, and an income stream to reduce taxes and support our students.

Our goals are now to find further cuts in local taxes, increase community participation in new events and continue to reduce the number of foreclosed or unloved homes.

Lastly, please remember to support our local businesses.

It is an honor to be elected by voters to serve our community. It is even better when your friends and neighbors vote for you again. Thank you.

Proposed Memorial Battlefield Cross Should Contain Different Rifle Saluting the fallen heroes of World War I and the Korean Conflict, as proposed by the Burlington County War Memorial Committee through the building of two monuments, is a wonderful idea.

However, their rendering for a proposed Memorial Battlefield Cross to be placed near the monuments contains an M-16 rife. An

M-16 rifle was not used in combat until the Vietnam War. It was scandalously unreliable at first, and was later redesigned.

They should use an M-1 rifle.

he New Year is a good time for a fresh start. The month of January was named for Janus, the two-faced Roman god who could look forward and backwards at the same time because he had two faces which looked in opposite directions. The ability to simultaneously look back over the previous year or years while looking forward to where we want to go is an important life skill. Many of us make plans to diet or get into better physical shape. Some of us look at our finances and make plans to save more money for retirement or for our children’s college expenses. These are worthwhile goals, but we should also think about the condition of our souls and our spiritual welfare. How might we improve our inner, spiritual life, and our relationship with God? Consider improving your prayer life by adding to your daily prayers. If you don’t pray every day, you are missing an opportunity to start and end your day in the presence of God. If you pray every morning, consider adding a prayer before bedtime, or adding morning prayers if you usually pray at bedtime. Consider adding some serious Bible-study to your life.

Finally, consider doing some form of penance.

Penance, in its most basic form, is simply contrite repentance, a sincere turning away from sin. It requires us to be genuinely sorry for our sins, and to make a serious effort to amend our lives. Turning away from our old ways and looking forward to a new and better life is perhaps the most appropriate symbolism of the two-faced God Janus. – Christopher Simon

Seniors Welcome 2019 With Party Straight Out of the ‘Roaring Twenties'

PE M BE RTON — L o c a l s e n io r s who dropped by a New Year’s “midday” party held especially in their honor at the Browns Mills Improvement Association, or BMIA building, on Dec. 28, found a celebration that looked a lot more like something from the fabled era of nearly a century ago than the end of 2018.

The Pemberton Township Senior Services Department staff had spent hours decorating the building and transforming it into a “Roaring Twenties” venue.

Staff member Heidi Blankenship was responsible for much of the outstanding décor, design and execution.

Blankenship, Melissa Cuevas, Stephanie Jones-Frazier and Vicky Adams all dressed as “flappers,” while Pemberton Township Recreation Department staffers Joe Marrolli and Henry Fayson were made up to look like typical tough guys of the era.

There were also many opportunities for attendees to take advantage of souvenir photoops.

DJ Dominic Muscella was there with his equipment, and kept a steady stream of music playing from 10 a.m. until 2 p.m. The dance floor was seldom empty, with nearly everyone trying at least one dance routine.

Willie Holmes was up doing the twist (a ’50s, rather than a ’20s fad) and a few other dances, and amazing everyone with his agility.

wish everyone a Happy New Year!

The meal was mostly buffet style, beginning with a fresh crisp tossed salad served at a table by the staff, followed by such selections as roast beef and gravy, chicken cordon bleu, sausage with peppers and onions, penne vodka, fried rice, scalloped potatoes and green beans and dessert consisting of a frosted sheet layer cake.

There was an abundance of food and seconds were allowed, with many of the attendees taking home portions to eat another day.

The “countdown” to midnight (actually 12 noon, for the benefit of seniors who prefer not to drive after dark) was led by Muscella and a sparkling cider toast was enjoyed by all, complete with much hugging and kissing.

Finally came the door prizes, which consisted of some rather unique ones this year, thanks to the generosity and efforts of Rita Lukas, who, while spending time caring for a sick relative, made more than three dozen throw blankets, with a variety of designs and some with different animals printed onto the fabric. The blankets are perfect for wrapping up to watch TV, or for a quick nap, as well as being beautiful to look at and a way of enhancing any room.

The party was a great success, and a perfect ending to another successful year of senior programing for Pemberton Township, as well as marking the twelfth New Year’s celebration provided by the Senior Services Staff, whose efforts are much appreciated by local seniors The newly improved BMIA building also

couldn’t have provided a better setting for the occasion.

This original cinderblock structure was originally built about 75 years ago by the members of the BMIA, but in recent years, was included in an upgrading program in the community, with Patriarca assigning Public Works employees to renovate and improve the building.

The employees worked on the building as a labor of love, adding many personal touches, and the transformation has been remarkable.

The BMIA building is now all one could want for a special event and is just one of the venues that local residents in their golden years can enjoy.

The Pemberton Township Senior Center, of course, is the main hub of activity for the township’s retirees, offering a complete yearround program of activities, events, trips and presentations.

Thanks to the center and its dedicated staff, there is no need for any retiree here to be lonely or have no place to go.

The center, conveniently located on Brook Street, across from the Browns Mills U.S. Post Office, is open most weekdays (except for holidays, such as Martin Luther King Day on Jan. 21) from 7:30 a.m. until 3 p.m., and provides nourishing lunches daily at a nominal cost, by reservation. There is also a senior bus available at no charge for those residents without transportation.

Aspen Hills Healthcare Center, located in the center of the township, is another

facility continually reaching out to the local senior community through Margaret Graiff, its community relations director. On the final Thursday of 2018, for example, Graiff arranged a really special Breakfast Bingo celebration, even going so far as to arrange for Christopher’s in Mt. Holly to do the catering, giving the kitchen staff some much-needed time off.

Christopher’s delivered a most delicious breakfast buffet, consisting of scrambled eggs, crisp bacon, breakfast sausages and western style hash browns. Fresh rolls and butter were included, as well as a variety of prepared fresh fruits, orange juice, coffee and tea. The seniors really enjoyed the breakfast, and there were even some leftovers!

Graiff then conducted the monthly bingo games, with the lucky winners being the recipients of gift cards, most of which were Wawa cards, which can be used for everything from coffee and iced tea to filling up the gas tank. The next Breakfast Bingo will be held on Jan. 24, with those wishing to take part needing only to call 609-836-6000 to reserve a place.

The senior center’s 2019 social calendar begins with a Jan. 30 trip to the Sands Casino and shopping complex in Bethlehem, Pa. A few tickets are still available and cost only $30 for resident seniors and $40 for guests.

Jackson added that she has also learned, firsthand, “just how slow government is” and how the Pinelands Comprehensive Management Plan “plays a huge part in not being able to build” infrastructure easily in the municipality, a reference to the nearly two decades it has taken council to move forward with redevelopment in the Browns Mills section of Pemberton.

“I see the progress we want to make and the difficulties we come across—things the public may not see or understand,” she said.

“I have said a number of times in the past that it is very difficult to sit on this side of the dais, as opposed to out there in the audience.”

During the conclusion of Jackson’s speech, she offered words of encouragement to her colleagues should they come across future adversity while governing.

“Lastly, I say to each of you: continue to pray, continue to learn from each other, continue to keep all of the residents in mind when making your decisions, continue to remember everyone won’t agree with you on

everything and continue to stand firm in your decision-making,” Jackson said. “Go to bed each night knowing that you made the best decision you could, with the information you had, and stay off social media because you know it is only one sided.”

Norma Tr ueblood, who has served as council president for the last year, was overcome with emotion at the conclusion of Jackson’s speech before remarking that she will not say “goodbye” to her “because we are family” and “her grandchild is my great niece.”

“I just want to say thank you, Councilwoman Jackson, whom I have known for many, many years since her children were little,” Trueblood said. “I remember when I first asked her for her opinion about running and she said, ‘Well if the door is open, it will open. If the door closes, it closes.’ Then four years later she asked me what do you think I should do. I said, ‘If the door is open, it is open. If it closes, it closes.’”

Councilman Donovan Gardner, as he bid farewell to Jackson, told a story about how it was she who encouraged him to join council.

“About two years ago, around 10 p.m., I got a call from Ms. Jackson asking me if I wanted to run for council,” he said. “I was terrified (of running) then, but now she is vacating her seat. It was good serving with you.”

Township Solicitor Andy Bayer added that Jackson has enjoyed a “successful tenure on council.”

Back to Puppy-Dom for our Sadie

W

hy is Sadie so rowdy?”

T h is is t he que st ion , referring to our three-year-old Lab, that our four sons posed to me during their visit over Christmas.

While I am no dog whisperer, I had a few thoughts regarding the reasons that Sadie might be leaping into the air, running amok and acting as if she was crazed.

Could it be the way that our sons call her name loudly as they walk in the door? Could it be the basketballs that they bounce pass across the foyer, or the blanket that they threw over her? Perhaps it is in response to them falling to the floor and wrestling with her?

Or—and this is just a thought—could there be a direct correlation between her rowdiness and them grabbing her around the middlesection, pulling her onto their lap and rubbing her tummy?

I wondered. I just sat and wondered.

I have raised these four sons and have certainly gained some experience when it comes to overzealous energy. Throughout the years, we, as a family, had been chastised in restaurants, scowled at in ceremonies, and some department stores all but asked us to phone ahead so they could take extra precautions during our visits.

Although I was sure that our relatives loved us dearly, we always heard a distinct sigh of relief from them as we departed from holiday gatherings.

In the midst of the storm that I was weathering, was my father, spinning his finger slowly in the air as he spoke barely above a whisper in the middle of the commotion, “What goes around, comes around.”

Knowing that I would never have acted that way, I always responded in my best teenage voice, “Whatever!”

I love our little Sadie dearly, but when we first got her, I wondered what I was thinking within moments of her arrival into what was finally a quiet home.

Puppy Sadie was known to run by proudly with good shoes, chew on the remotes, and my dearly beloved spouse certainly did not appreciate what she was able to do with his cell phone and lovely leather carrying case.

But these days, she has mellowed. Although some might contest it, I proclaim it to be true.

She lies at my feet when I am in our home office, stares at me with love as I cook and greets any and all visitors with adoration.

Even though she would certainly jump at the chance to tear up a new purse along with its contents, she is a dear.

We’ve fallen into a rhythm, Sadie and I. We start the mornings slowly, enjoy a good cup of Joe and catch up on the daily news with nary an incident.

She knows when we’re going to play fetch, that the broom is not a toy and to steer clear when Dad comes home with his new replacement phone.

We have our moments, I’ll give you that, but we’ve made progress.

Alas, all chaos broke loose when the boys came home for Christmas, bringing with them an abundance of friends, entertainment and a fresh stock of electronics.

They laughed when Sadie jumped in the air, cheered when she ran past with an old football and loved it when she reacted to high-pitched sounds of many variations.

All was well until these kids of mine wanted to settle down and relish a moment of peace.

They’d stretch out into the recliners, pull up a blanket and just when they were about to savor that hot cup of Joe, Sadie would jump into the middle of it.

“Why?” they wondered out loud. “Why is she so hyper?”

“Gosh, I don’t know,” I replied sarcastically.

It’s hard to put my finger on it. She should be relaxing and not reacting. She should be mellow and calm. I wonder where she gets the urge to act this way.

Huh. I wonder. I just sit and wonder.

The one thing that I do know is that Dad was right: what comes around goes around.

The engineer said the review found that the MUA conducted about $900,000 in historic investments to its system from 2013 to 2017, “which is about $180,000 per year.” She also said that the MUA had about $500,000 in capital expenses during the same time period, “which is about $100,000 per year.” “ S o, i n e n g i n e e r i n g a n d c a p it a l improvements, you are probably looking at $280,000 per year on average,” she said of the MUA’s current annual investment in items that actually improve the physical sanitary system (engineering improvements) or its operation (capital improvements).

Cuthbert added that the MUA’s capitalimprovement plan calls for numerous projects totaling $10 million to be undertaken over a tenyear period. Among those projects are pump station improvements, digestor improvements and system cleaning. Also included, she said, is “one major project,” that would make significant improvements to the Lakehurst Road area sanitary system, over four phases, beginning in 2025.

She explained that a $10 million, ten-year plan should result in an average of $1 million in annual improvements, and that the planned improvements didn’t seem to be on track given the current annual average of $280,000 per year.

“One of our observations from the analysis of the capital-improvement plan is that over the last five years, in our opinion, there have been minimal improvements to the infrastructure,” Cuthbert said.

The Lakehurst Road area sanitary-systemproject beginning date of 2025 also drew scrutiny from Cuthbert.

“We saw (by reading the MUA’s meeting minutes) that there were issues with the Lakehurst sanitary system dating back to 2015,” she said. “However, the improvements for that portion of the sanitary system aren’t projected until 2025, which is basically ten years after the initial issues with the system were discovered.

So, it seems like the improvements—particularly to the conveyance system, which is the piping underground—are more reactionary than planned.”

Cuthbert noted that she is a strong proponent of utilities “planning out improvements” and “making sure they are addressing what needs to be addressed.” “ T h a t i n cl u d e s yo u r b el ow- g r a d e infrastructure, which is your sanitary system,” she said. “There hasn’t really been any historic investment in the MUA’s sanitary piping. There is one project that is not planned until 2025, so that is something that we do see that is lacking.”

Cuthbert, however, was most concerned by apparent notations in the MUA’s meeting minutes indicating that there is increased flow at its treatment plant during wet weather events that is above a permitted threshold.

“Your capacity permit at the treatment plant (authorizes a flow) of 2.5 million gallons per day, but you are seeing flows as high as 5 million gallons per day,” Cuthbert said. “So, it is almost double, and making improvements to the sanitary system can help reduce that flow.

When they get those high-weather flows at the treatment plant, it can upset the biological components and stress the system.”

She added that the MUA, and Pemberton Township, could be fined by regulators should such a threshold be observed.

“You have a permit,” Cuthbert said. “Any (deviation) from that can put the MUA, and potentially the township, at risk for violations.”

The second objective of the financial analysis was to review the MUA’s budget and staffing roster. Cuthbert said this was when the unexplained staffing discrepancies were detected.

WWW.PINEBARRENSTRIBUNE.COM “The MUA website says that they have 14 full-time and part-time staff members,” she said. “However, it looks like they actually have 19 full-time and part-time staffers, with three administrators and one chief operator, based on information that we were actually given.”

Cuthbert claimed that some of the information the MUA provided showed that various positions were eliminated, only to be brought back later.

She also alleged that certain positions were “curiously” being “shifted around” or designated “part time,” and the three administrative positions “seemed to be duplicative” or “redundant.”

“But, overall, the general observation that we had is that there does seem to be a decrease in the staffing,” she said.

In contending that the MUA’s staffing was administratively too heavy, Cuthbert pointed out that it could be more “operationally orientated” based on a comparison with another authority with many equivalences.

However, instead of recommending that the MUA undergo an organizational restructuring, or undertake its own staffing reductions, Cuthbert outlined “possible” personnel savings if the township council dissolves the MUA and takes it over, using its existing resources or personnel.

“The township does operate the water authority, so there may be some other savings there where you can combine positions and eliminate duplicative positions,” she said, raising the possibility that the municipality could use the workers of its water department to run the sanitary system, given operational similarities between the two.

Cuthbert claimed that if the Pemberton Township Water Department or township administrators can run the sanitary system, “there is a potential savings of $210,000 per year.”

The engineer also said additional savings could be realized by a municipal takeover because township council would then be responsible for the sanitary system decision making, thereby eliminating the need for the seven-member governing board that the MUA currently has.

“If the MUA is dissolved, there would be no need for the board of commissioners,” Cuthbert said. “Even though (eliminating the board) results in a minimal savings of $7,000 per year, the township would gain back the decision and policy-making control of the sanitary utility.”

Cuthbert added that the MUA is currently responsible for performing grass cutting and snowplowing of its facilities, whereas the township could use its Public Works Department staff to perform routine, general maintenance.

She also said that the township financial officer and township solicitor could provide financial or legal services for the treatment plant, instead of the authority having to maintain its own professional staffing.

“One person on the staff of the MUA that could definitely be eliminated is its financial advisor who is paid $8,500 annually,” Cuthbert said. “Just looking at these possibilities, we estimate—without considering other possible overlap or streamlining of other positions—you are looking at an immediate savings of $240,000 per year.”

Another objective of the financial analysis prompted the engineers to take a look at any debt of the MUA, and also evaluate the authority’s potential reserve.

Cuthbert explained that the MUA does not have any debt under its name. She said revenue bonds for MUA projects have been issued by the township and the MUA pays the municipal government back on an annual basis. The debt currently being paid by the MUA to the township is due to be paid down in 2020, she noted.

“Since the MUA does not hold any of the bonds, they do not have to keep a reserve,” she said. “So, a lot of times when municipalities are looking to dissolve an MUA, one of the arguments is the municipal governing body wants to take the reserve the MUA is holding.

That is not the case here. There is no reserve for

the township to obtain if it is dissolved.”

The last objective entailed projecting the MUA’s finances over the next ten years. Cuthbert said the projections were made assuming the authority’s salary and wages would increase by about one percent annually, its cost of providing sanitary service would also increase by one percent, its number of new connections will initially increase, before decreasing, and its capital-improvement plan is fully implemented.

“The end fund balance quickly goes into the negative,” she said. “By the end of the ten years, the MUA is at a pretty steep deficit—if the MUA just keeps operating as it is. They are looking at a $6 million deficit at the end of 10 years, or from 2019-2029.”

Cuthbert noted that the projected deficit could be steeper if the MUA decided to adopt a more aggressive capital-improvement plan.

“Based on our ten-year financial analysis, there will be a shortfall if the MUA continues to operate and actually implements the capitalimprovement plan outlined, and again, it is not an aggressive capital-improvement plan.”

After Cuthbert concluded her presentation, Pemberton Township Councilman Jason Allen, who is also the vice president of the MUA’s governing board and MUA liaison to council, asked several questions of the engineers that appeared to expose at least one major shortcoming of the financial analysis.

Allen noted that on page 2 of the report, it read, “The analysis did not address the technical deficiencies with the system,” and asked Cutbert what that meant.

Cuthbert responded that Remington & Vernick did not take a look at every facility belonging to the MUA. “Typically, if we were doing an evaluation, we would go around and look for ourselves,” she said. “So, we didn’t go in and say, ‘Yes, you definitely need to replace this pump.’ So, we relied strictly on the MUA’s capital-improvement plan.”

firm provided no technical input as part of the financial analysis.

“We are assuming that (the MUA’s current capital-improvement plan) is the capitalimprovement plan that needs to be enacted,” she said. “In reality, it may be more or it may be less. But we did not do anything more than a financial analysis, and any comments on the capital-improvement plan or expenditures were just based upon our experience doing similar studies and looking at similar systems.”

Allen observed that the financial analysis was developed, in part, by the engineers using MUA financial audits from 2015 to 2017. He said that the MUA’s financial audits, from what he remembered, “always came back fine,” before questioning how a deficit could be projected in light of clean audits.

“The audits are fine,” Cuthbert said. “We used that information to basically start the (projection) table (in the presentation). From there, we projected out…so this is not about reconciling the audits or the MUA’s budget. This is merely a projection to see what will happen if the capital-improvement plan of $1 million per year is implemented.”

Allen also questioned a statement on page eight of the analysis that said, “there may be a cost savings if the township consolidates the MUA’s professional services.”

“However, if the township did consolidate the MUA, wouldn’t the township have to pay for those professional services?” Allen asked.

Cuthbert replied “yes.”

“I hope I conveyed that dur ing the presentation,” Cuthbert said. “You are still going to have engineering fees, and you are still going to have attorney fees, but you may be able to streamline them. You may be able to survey once. You may be able to piggyback on to some water main projects so that you are streamlining on engineering. “I am very disappointed with how the committee acted in my absence,” said Lee, who added that he would have joined Yates in opposition to accepting the resignation.

“Everyone on the committee was aware that (Liston) had rescinded it before the vote, but they ignored that.”

Lee added that he had also asked that the executive session, which was requested by Barton on the evening of Dec. 26, be held off until Jan. 2, but that request was ignored as well.

“I have no idea what the thought process is moving forward in regard to public safety,” Lee said. “It’s back to square one.”

Liston could not be immediately reached for comment on his Tabernacle resignation.

But Barton, in a phone conversation with this newspaper, said that he was surprised when Liston submitted his resignation on Dec. 26.

The mayor chose to not comment on Liston’s email asking to rescind his resignation, other than to say that he had seen it.

In regard to what will happen with the public safety director’s responsibilities once Liston departs, Barton said that while the committee had made no formal decision, it was his hope that incoming Committeeman Samuel Moore would be able to use his experience as a retired state fire service worker, familiarity with the township and good relationships with the TRS and the Tabernacle Fire Company to help bring about a resolution.

“If I should be successful in being mayor again in 2019, I would like to appoint Sammy Moore as liaison to the Public Safety Department— to work with them, our administrator and our attorney to finalize a contract with TRS,” Barton said. He added that he would also like to bring the fire company and TRS together to form a joint rescue staff and place a fire truck in the TRS building “so that we have a decent fire apparatus closer to the residents of the east side of Tabernacle Township.”

The mayor noted, however, that he was speaking of his personal goals and that he hoped to obtain the support of the entire township committee.

“I hope to have the support of the committee to move in that direction,” Barton said. “If we are successful and get to the end goal of those points, from there we can determine, as a committee, how we will manage public safety going forward, whether it is with a new director or if we will handle it internally.”

Township Administrator Douglas Cramer told the Pine Barrens Tribune in a Dec. 28 phone conversation that there was no discussion

WWW.PINEBARRENSTRIBUNE.COM during the executive session about filling the position Liston has occupied, which will be left vacant after Liston’s scheduled departure on Jan. 9.

The TRS negotiations, in which Liston has had a key role, were further discussed during the latest executive session, according to Cramer.

Liston’s hiring back in June ended a process that had begun during the previous summer, an ordinance to create the new position having been approved in September of 2017. The first committee meeting he attended was on July 22, 2018.

A proposed repeal of the ordinance allowing the TRS to be the sole provider of emergency services to the township was originally introduced by a 3-2 vote, following an executive session of the committee on Sept. 24, 2018. But it was tabled a month later following a public hearing that drew a standing-room-only crowd and included critical comments from multiple residents and stakeholders.

The ordinance repeal had been pushed by Liston after he discovered that the municipality had never formulated an agreement with the rescue squad in its history, and that attempts to do so in 2016 were unsuccessful after contract negotiations broke down.

Then, on Nov. 26, 2018 in an executive session that lasted over two-and-a-half hours, the committee again delayed action on the repeal ordinance, agreeing instead to allow Liston to continue negotiating with the TRS in hopes that a proposed contract agreement could be ready for a vote on Dec. 27.

Liston, who had maintained that a formal agreement was a necessity, urged the governing body to repeal the rescue-squad ordinance to force the organization to come to the negotiating table.

However, after questions voiced by Brown and Franzen, Township Solicitor Peter Lange contended that a repeal of the ordinance was not really necessary in order for negotiations to proceed.

The controversial nature of Liston’s tenure and handling of the TRS negotiations was reflected in comments from residents who attended the last regular committee meeting of 2018 and were unaware of Liston’s letter of resignation and his subsequent attempt to rescind it.

Among those expressing dissatisfaction with Liston at the Dec. 27 committee meeting was resident Bob Grimes. He charged that the public safety director’s statements in a report mentioning that his planned Task Force 43 (an effort to get the TRS and the town’s fire department to work more closely together) was being stalled due to the squad’s failure to meet with him, and that its attorney was likewise delaying progress on the contract, were false.

“I have OPRA (Open Public Records Act) documentation showing the squad has been actively talking to Mr. Liston, and I think this is nonsense,” Grimes said.

Grimes also brought up another item in Liston’s report regarding the possible sale of the TRS rescue truck and ambulance in early 2019.

“If you’re talking about selling the rescue truck, you must have something in mind, because if you do, the only rescue truck left in town is owned by the Fire Department,” he said.

“So is the intent to give rescue responsibilities to the fire department? I asked (Liston), and of course, didn’t get an answer.

“Then I was told a BS answer that the truck the fire company has in its possession is owned by the town as the rescue truck, and will be put in the rescue building. That is nonsense—that truck has a pump on it. They are not going to pull a pump out of the fire department to take over to the rescue squad. Just tell us what is going on and be clear about what you’re going to do,” Grimes said. “I think it is an insult to me and every other taxpayer in the town.”

Another resident, Jason Litowitz, also directed criticism at some of the same aspects of Liston’s report, as well as questioning whether Liston was giving his full attention to the TRS contract negotiations.

“I hope you guys reconsider whether Mr. Liston is the right person for the public safety director’s position,” he said. “My understanding is that he has got a full-time job in Trenton.

Even if it is a part-time job in Tabernacle, I don’t see how he can still expect to give Tabernacle residents the responsibility that they deserve.”

Liston, who was hired as a full-time acting business administrator in Trenton in October, was moved to an economic development position on Dec. 10 to make way for a new business administrator. According to The Trentonian, a city spokesman reported that Liston is only filling in as economic development director on an interim basis while a search for a permanent replacement continues.

A third resident, Megan Jones, raised other issues regarding Liston’s behavior, particularly what she alleged was his patronizing manner of addressing Brown.

“As a woman listening to how Mr. Liston has spoken, and particularly to Mrs. Brown, this is inappropriate in this day and age,” Jones contended, referring to it as “mansplaining,” or in other words, “I know better than you. The tone that he uses with Mrs. Brown, compared to the rest of the gentlemen on the committee is noticeable and has been commented on by men and women outside of this room.”

The announcement of Liston’s hiring back in June was accompanied by accolades from Yates and Lee. “Liston’s resume really stood out,” said Yates at the time. “He is someone who can be a fresh set of eyes.”

In expressing his admiration for Liston’s prior accomplishments, Lee said he looked at him as “the Cliff Lee of public safety,” a reference to the former Philadelphia Phillies pitcher who is regarded as one of the greatest in baseball.

they were going through some turmoil and did a great job there,” he said. “We had a lot of good candidates from Tabernacle, but we felt that we needed a fresh pair of eyes. I believe that Arch is the type of person who can lead us down a new path. He clearly stood out.”

Liston previously served 25 years with the Mount Holly Police Department, ending his tenure there as police chief. He remained employed in Mount Holly for six-and-a-half years as township manager before leaving to become the business administrator for Bridgeton for four years. He also served as business administrator in Hoboken and Atlantic City.

His career has also included stints as Galloway Township’s manager and as city manager in Johnstown, Pa. (months prior to his hiring in Tabernacle), where he was involved in a controversy with council members.

According to The Daily American, WJACTV-Johnstown (6 NBC) and The TribuneDemocrat, Liston feuded in September 2017 with a couple members of the Johnstown City Council, including Jack Williams, who had made a motion that Liston be removed from his position for malfeasance. However, according to The Daily American, Williams’ motion did not receive majority support.

The newspaper said Williams cited “the expenditure of resources and manpower of the city of Johnstown, including, but not limited to, Johnstown Police Department and/ or the assigned records clerks for the purpose of personal matters” as his rationale for the motion.

The feud began, according to the Johnstown media outlets, after Liston filed a Right-toKnow request with the city for all of Johnstown Councilwoman Charlene Stanton’s outgoing emails with the words “manager” or “Liston.”

Williams was often backed by Stanton in Johnstown Council’s chamber.

The NBC affiliate said the feud intensified over the city’s response to a sinkhole in the city.

Liston told the Pine Barrens Tribune in a June phone interview that Williams and Stanton had wanted to change a sewer requirement and had tried to add it as a referendum on the city ballot. Liston said that in checking with officials of the Beard Legal Group, which served as Johnstown’s solicitors, he found that the question proposed by Williams and Stanton was not one that could be legally put on the ballot. “(Williams and Stanton) decided to litigate their position against the city and I took opposition against it,” Liston said. “They eventually dropped their litigation.”

According to The Tribune-Democrat, Liston resigned from his Johnstown post in December 2017, but submitted his resignation letter to the city in October due to a family matter (the birth of his first granddaughter) that was pulling him closer to the East Coast. Liston said that he had been operating in Johnstown under a one-year contract.

Expert gardeners are often surprised to see people buying lots of compost to feed their flowers and vegetables when they already have the necessary ingredients at home to make some for themselves. Sometimes called “black gold,” compost is organic matter which has many benefits in the garden, including enriching the soil and improving drainage and soil texture.

Making your own compost reduces the amount of domestic garbage while increasing soil fertility, a big step forward in improving our planet’s much-abused environment.

Compost is the ideal fertilizer for the garden.

Unlike chemical fertilizers, you can never add too much to the soil unless, of course, it is made with a lot of manure, an unlikely event in urban areas!

Where to start The first step is to choose the right spot for your compost pile, which should be easy to access and be sheltered from the wind. This decision is especially important if you have difficulty in managing odors. It is also important to realize that your compost pile only supplies 10 percent of its weight in humus. So, don’t forget that your big pile of kitchen and yard waste will not provide you with the same amount of compost.

People who are making compost for the first time are often surprised and disappointed to realize that their heap of organic waste

has only provided them with two or three spades of humus.

Compost pile or compost bin?

A compost pile has the advantage of being easy to manipulate, thus requiring less attention. However, a pile is usually visible which is not always very appealing, asthetically speaking. What’s more, this method can attract foraging animals. For these reasons, most people opt for a compost bin. Several different types are available in the stores, but anyone who is even a little bit of a handyman can soon make a bin to meet their needs.

For best results The key to good compost is aeration. Air has to be able to circulate so that the microorganisms can do their work. The compost must be turned regularly to improve aeration and prevent rotting. It should be mixed every 15 days for the first two months. Air will be prevented from circulating if the compost is too moist, slowing the process down and resulting in foul smells.

What can be put in a compost pile?

Everything that is organic and hence prone to decomposition can be used to make compost. Here are some suggestions: • All kitchen scraps such as fruit and vegetable peelings; • Yard scraps such as dead leaves. Note that it’s advisable to leave grass cuttings on the lawn; • Shredded cardboard; • Feathers; • Coffee grounds and paper filters; • Kitchen paper and paper tissues.

It’s very important not to include meats, fish, fat or dairy products, as they are likely to attract animals and become foul-smelling. Finally be careful of adding diseased plants, which could harm the quality of your compost.

“If the Local Finance Board allows this, since the council is the entity that created the MUA in the first place, it would be up to council to dissolve it,” Gonzalez said. “Then the administrative code would have to be changed to incorporate the (sanitary system) services within the township’s organizational chart. This process is something that would take some time.”

T he Pembe r ton Tow n sh ip bu si ness administrator added that the lengthy process is why the township’s administration was raising the issue just before the beginning of a new year, so that council could have an entire year to work on a potential takeover.

If the Local Finance Board grants permision for the takeover and council decides to go ahead with it, “we would want to make the transition at the beginning of a budget year,” Gonzalez said. “It would be easier for the MUA, as well as easier for us, if we include it (responsibility for the wastewater treatment plant and sanitary system) into the budget for 2020. The MUA serves about 6,175 accounts. It was noted during the financial analysis presentation that the utility has had only periodic rate increases since 1997.

“The last rate increase was in 2012,” Cuthbert said. “At that time, the MUA also had a $90 increase in service fees per quarter. Then the last increase we could see was in 2016, when the connection fees were increased to $3,005 per unit. We did compare that with regional and similar municipal utility authorities, and those rates neither seem low or high. They seem to be right around average in terms of similar systems.”

Jennifer Rivera, administrator of the MUA’s operation, said Wednesday that the authority had “just received a copy of the report.”

“We have not had a meeting to discuss it,” she said. “We are trying to go through it and see if there are any inaccuracies. I can’t comment on it until we look into it further.”

Rivera said a meeting was scheduled to review the report this upcoming week.

Corine C. Kemp, president of the MUA’s governing board, could not be reached for comment on this story, as her voice message system was full.

Gonzalez, during an interview Wednesday, said that the township would not need to get Pemberton Borough Council’s approval of any MUA consolidation, even though some of its residents are served by the township authority.

“No,” he said. “They are just a customer of the MUA.” Pemberton Borough Mayor Harold Griffin, following a borough council meeting Wednesday night, said that he would like the borough governing body to have input on the authority’s future.

“We also asked for one of our council members to sit on the MUA, but Pemberton Township wouldn’t do it,” Griffin said.

Griffin, when asked if he would support Pemberton Township dissolving the MUA, said that when he served on the township council in the 1970s, he voted against the creation of the MUA. “It can be put another way,” he said. “I have never been in favor of autonomous government agencies that answer to no one.”
