Municipality Receives Local Finance Board Approval to Dissolve Pemberton Municipal Utilities Authority; Proposed Consolidation Causes Confusion and Outcry By Douglas D. Melegari Staff Writer
PEMBERTON—The Local Finance Board of the New Jersey Department of Community Affairs (NJDCA) has approved a Pemberton Township Council application to dissolve the Pemberton Township Municipal Utilities Authority
(PTMUA) and have the Township of Pemberton Department of Public Works takeover its sanitary services. The local finance board gave the goahead for the dissolution of the PTMUA, which operates a 2.5 million gallonsper-day activated-sludge wastewatertreatment plant, on Sept. 11. township council for a final determination since the legislative body is the one that created the PTMUA over 50 years ago. Council, as part of a mandatory process before the Local Finance Board could hear the matter, introduced an ordinance on Feb. 6, which would See DISSOLUTION/ Page 26
PEMBERTON—Two expletives that were apparently said to describe rambunctious Pemberton Township residents who attended a Sept. 4 Pemberton Township Council meeting with concerns and opposition to the proposed dissolution of t he Pember ton Township Municipal Utilities Authority ( P T M UA) h a s created a firestorm in the municipality, Bayer with demands that the person who uttered the words resign from public office. Six days after the township council president was publicly accused of uttering the curse words, the township solicitor contended he said them and issued a public apology. However, some residents still contend it was a woman’s voice heard on tape uttering the foul language and are not buying that the solicitor said the expletives. The expletives were picked up by the municipality’s sound and recording system, and are audible at the 1:24:40 mark on the Sept. 4 township council meeting audio later posted to the township’s website. Moments before the curse words were spoken, resident Diane Massa took to the microphone. She contended that earlier in the meeting an official stated that a township council dissolution application to the Local Finance Board of the New Jersey Department See EXPLETIVES/ Page 22
