Since its inception in 1949 as the Eloy Chamber of Commerce, this organization has been recognized and respected for its professional business membership and ongoing support of the local community. We are an active chamber that looks to advance its members’ growth and prosperity, and provide increased opportunities and value for its membership. The Chamber advocates for and unites the business community, we convey business interests to policy-makers and advance the region’s economic health. To carry out this mission, the Chamber serves as the voice of business and involves the public sector in community leadership. Due to the pandemic, 2020 was a learning experience for all of us. Communications and in-person meetings were replaced by virtual events, videos attached to emails or Webinars and Zoom meetings were the new communication platforms. With vaccines being disbursed, we are hopeful that by the end of 2021, things will get back to the new normal. In addition to our state-wide (AZ Chamber Executives) vibrant committee work in Advocacy, we are constantly working toward greater Community Engagement and strengthening our Membership Services/ Membership Development. The Eloy Chamber will continue to provide unique opportunities for our membership. Our regularly scheduled events provide our members an opportunity to network and meet new people, no matter what their schedule allows. We look forward to hosting in-person business luncheons and after hours mixers as well as round table meetings and workshops. This includes our special events including the Annual Awards Banquet, the Pinal County Economic Development Update and our Annual November Golf Tourney. he City of Eloy Community Development Department consists of eight staff within four divisions: Building Safety, Code Compliance, Planning & Zoning, and Economic Development. We review and approve building permits, provide inspections for new and revitalized building construction, administer the Property Maintenance Code, provide design guidance, review general plan amendments, review rezoning and subdivision plat applications and promote job creation for new and existing businesses. The Department also provides staff support to the Planning & Zoning Commission, Board of Adjustment, Building Code Board of Appeals and Downtown Advisory Commission. Community Development staff is committed to providing a high level of service to citizens and businesses, protecting the community’s assets, and implementing the Mayor and Council’s vision for a more prosperous city. The Department has recently accomplished several key projects: • Prepared the Eloy General Plan; the city’s guide for future development • Updated the Infrastructure Improvements Plan; to revise the impact fees for new development • Prepared the Economic Development Strategic Plan; to guide efforts to expand the community’s job base • Established a committee to assist the Mayor and Council and staff with obtaining the most accurate count of Eloy’s population for the 2020 U.S. Census • Prepared an Economic Benefit Analysis for the Eloy Municipal Airport; to quantify its positive revenue and job impacts • Renovated the facades and arcades (overhangs) on Main Street, from Frontier Street to 6th Street • Completed a hotel feasibility analysis to promote opportunities for new lodging development in Eloy • Developed and implemented a saguaro donation program to augment the landscaping and visual appeal of the new City Hall and Police Station in Downtown • Developed and distributed “Eloy Excellence”; a quarterly e-newsletter to enhance awareness of Eloy’s development and economic activities The Community Development Department is located at: 595 North C Street, Suite 102, Eloy, Arizona 85131. or the past three years, I have had the honor of serving as the Chief of Police of the Eloy Police Department. As we put 2020 behind us, I want to take this moment to thank the citizens of this community for your continued support. Your trust and confidence is critical because without it, we cannot be effective. I also want to thank the men and Eloy Chief Chris Vasquez women who make up the Eloy Police Department. Your hard work and dedication to helping people in this community is the best, and something each of you can take pride in.

GROUNDBREAKING

2021 brings with it a number of new initiatives and changes aimed at improving service delivery to this community. Phase 2 of our new public safety facility is onschedule and set to open in May of 2021. The Department had great success over the past year obtaining grants for various public safety initiatives, including grants for safety equipment and improvements to Department technology. We will also expand our Traffic Enforcement Division with motor officers, so please be sure to slow down and wear your seatbelt… Finally, I hope this next year circumstances allow us to get back to more community engagement and neighborhood meetings. I believe in the importance of a community partnership, and a partnership can only be successful when those involved try to listen and understand each other. ANNUAL COMMUNITY AWARD WINNERS

he Eloy Chamber of Commerce recognized five individuals and one company at its 2020 annual awards banquet held at J. Warren Memory Gardens.

First Responders’ Awards An Eloy police officer and firefighter were awarded the First Responders’ Award for going above and beyond to connect and serve the community with innovative or heroic efforts. Sgt. Kristie Barnette of the Police Department and Battalion Chief Derrick Ethington with the fire district were the two recipients. Barnette was born in Italy while her father was stationed there with the Army and eventually settled in Casa Grande. She worked in a clothing store and a restaurant before she began her career in law enforcement. She started as a police officer with the Eloy Police Department in January 2002 and was too young to go to the police academy, so she worked as a detention officer. Barnette graduated from the Southern Arizona Law Enforcement Academy and has now been with the PD for 18 years where she has worked as a patrol officer, school resource officer, investigator and patrol sergeant. “I really couldn’t do what I do without the support of all of our volunteers, they really help me out,” Barnette said. “I couldn’t do what I do without the support of the chief; he really is behind community relations and believes strongly in it; and the support of my lieutenant, Michelle Tarango and the patrol lieutenant, Brian Jerome.”

Eloy is known all over the world as a great place to skydive.

Derrick Ethington has lived in Arizona City for nearly 20 years and joined the fire district as a part-time firefighter in July 2009. He is dedicated to his family, faith and community and gives the younger firefighters in the fire district someone to look up to. Ethington became a full-time firefighter in 2011 and two years later was promoted to Captain. He also earned his Bachelor’s degree in Fire Science and Emergency Management.

In 2016, Derrick was promoted to his current position of battalion chief and is also the one in charge of the fire district’s Christmas family adoption program. “When I first started working for the fire district that’s when I really got to know Eloy,” he said. “I was so impressed, for a town so small having such a solid group of people who dedicate countless hours to making their community and their city better, I’m just honored to be amongst you. I love the community; I couldn’t think of a better place to raise my family and to be able to spend my time.” PRIDE Award Jerry Calvillo, with the Community Services Department, received the PRIDE Award, which is presented to a City of Eloy Municipal Employee to honor an individual who with their superior and innovative efforts goes above and beyond to connect with and serve their community. Calvillo was born and raised in Eloy and grew up on a farm working with his father. He graduated from Santa Cruz Valley Union High School and later worked at Brush Ranches in Casa Grande before becoming a corrections officer. After 21 years, Calvillo retired from corrections in 2013 and was hired by the City of Eloy as the sanitation supervisor in 2014. Since then he has been promoted and transferred to the Community Services Department as Parks and Facilities maintenance supervisor. “I couldn’t do what I do without my coworkers,” Calvillo said. “Teamwork makes the dream work. I’d like to thank my mom and dad, they instilled hard work in me.” Good Neighbor Award Peg Brady is a member of the Eloy Police Department’s Citizens Academy and was the recipient of the Good Neighbor Award, which is given to an individual who has contributed to the community by volunteering, donating services or doing good deeds throughout the year. Brady grew up in a small rural town in Illinois and earned her bachelor’s degree from UCLA in history, literature and geology. After graduating she moved to Colorado and became involved in computer software development, and earned a master’s degree in project planning and systems analysis. She also volunteered with the local library, the Pinal County Sheriff’s Office, and the county court as a legislative aide. Brady and her husband moved to Eloy in July 2016 and began volunteering here. “I am currently reading a book by the historian David McCullough and it’s an accumulation of short biographies who interested him,” Brady said. “There’s a common theme among all the people in this book and that is having a passion or dedication for helping. I think everyone in this room understands that. I consider it a great privilege to be included.” ELOYCHAMBER.COM

ANNUAL COMMUNITY AWARD WINNERS continued SPOKE Award Eloy Fire District Chief Kelly Weddle was the SPOKE award recipient. He has given great service to the Eloy Chamber, has participated to the fullest ability, has been properly oriented as to the intent and purpose of the Chamber’s movement, has knowledge of the community, pride and service, has promoted our community and ideas with sincere enthusiasm. Chief Weddle is a native of Eloy who graduated from Santa Cruz Valley. After high school he went into the family business at the Eloy Picker Shop as an agricultural heavy equipment mechanic. He joined the fire district in February 1985 as a part-time firefighter. Kelly worked as a part-time employee for more than 23 years and has held almost every position within the organization. Weddle became a full-time employee of the fire district in November 2008 as the assistant chief and held that position for almost eight years and later was promoted to fire chief. H.B. Christy Award CORE Construction was presented the H.B. Christy Award, which goes to the Chamber business

leader contributing above and beyond for the growth and betterment of the Chamber, the City of Eloy and the surrounding area. CORE Construction is the company that built City Hall and is currently working on renovating the Police Department/Safety Complex. CORE was founded 80 years ago with the values of integrity, fairness, continuous improvement and results with an unwavering dedication to the personal growth of its employees. Otto Baum, the company founder received a loan in 1937 and started a masonry company with nothing to provide for collateral except for his proven character and exemplary reputation. Since then, CORE has become a nationwide company that operates in 18 locations with more than 1,200 employees. Fred Knapp, the vice president of the Tucson location, accepted the award.“We’re thankful that we can participate in Chamber events as well as the community events,” Knapp said. “We’re looking forward to our continued partnership with the city and also with the community. Once we get into a community, you’re going to have us for life.”

HISTORY OF ELOY

rominent archeologists have discovered evidence of early farming settlements, some 2,000-plus years before the birth of Christ, along the Santa Cruz River from Nogales, north past the Gila River. These Native American farmers are believed to be the forefathers of the Hohokam. During the 15th century when the conquistadors arrived from Spain, a Jesuit priest named Fray Marcos de Niza led them through this area. Southern Pacific began building its railroad from San Francisco to Tucson and reached Yuma in 1878. After a short delay it reached Casa Grande, known as “Terminus” in 1879. Work eventually resumed construction in January 1880 and tracks were laid through Eloy. The railroad reached Tucson in March 1880. The Ramirez and Salazar families were ranchers during this time, a couple of miles south of the railroad and prior to Cotton City. In 1902, the Southern Pacific Railroad built a siding and section gang house six miles west of Picacho and chose to call the siding Eloy, an acronym for East Line of Yuma. In 1916, one of our first Land speculators, Frank Shedd Sr., moved to Eloy. The Cotton City Land and Development Co. purchased 4,000 acres of land and

plotted a town and called it Cotton City. W.A. Stuart, W.L. Bernard and J.E. Meyer bought a half section of land from Frank Trekell to establish the town site (currently Eloy). After applying for a name change to use Cotton City as the name of the new town, it was rejected by both the railroad and the U.S. Postal Service. Agriculture was the main industry, breeding cotton started in 1898, in 1901 it came to the southwest, just 50 miles north of Eloy. When WWI ended (Armistice Day, 11/11/1918) the cotton was no longer in high demand. John Alsdorf, one of the early settlers arrived in 1919 and established the Eloy Mercantile building and became postmaster. Growth of the town of Eloy was stagnant through the 1920s. During the Depression, lettuce was our main crop. To pick the cotton we needed help. Two hundred Mexican families came to work the fields. Texas paid 35 cents for 100 pounds picked; Eloy paid 75 cents. The land surrounding Eloy is well suited for agriculture. The crop was originally cotton, but soon lettuce and other produce was planted. Sweet potatoes, beets, lettuce, etc. were shipped by freight wagons to the nearby mining camps. The state of Arizona built an improved road through Eloy from Phoenix to Tucson in the late 1920s. Agriculture naturally brought in large

HISTORY OF ELOY continued THE POPULATION DURING HARVEST SEASON WOULD SOMETIMES INCREASE FROM A NORMAL OF ABOUT 1,000 TO AS HIGH AS 10,000 OR 15,000. numbers of migrant workers and people connected with the two main crops as both cotton and lettuce required a tremendous amount of hand labor. There is no actual account of what the change in population from established residents and transients was in the early days of Eloy, but as nearly as can be estimated the population during harvest season would sometimes increase from a normal of about 1,000 to as high as 10,000 or 15,000. The real beginning of progress for Eloy was in 1949 with the incorporation of the city. A citywide election was held Dec. 6, 1949. The approximate population at that time was 2,500 and of this number 307 voted under the requirements of being a resident and property owner. The final vote was 257 for incorporation and 50 opposed. The new town was declared incorporated Dec. 12, 1949 by the Pinal County Board of Supervisors. The following were elected and subsequently appointed by

the supervisors as the first city council: Mayor Harry Fabricant, co-owner of Fab’s Department Store; Frank Hale, owner of Hale’s Oil Co.; E.T. On Jan. 25, 1950 a special census was conducted to enable the fledgling community to receive the state taxes available to incorporated communities. The census found that with a population of 4,770, Eloy had a larger population than any other city in Pinal County. A combination city hall-county building was constructed in 1952. An article in The Arizona Daily Star dated June 2, 1957 described the community of 4,500 having 125 businesses employing 750 people and annual sales of approximately $6 million. Some of the streets were paved, and U.S. Hwy 84 had been rebuilt into a modern, four-lane divided highway. In 1949, the Chamber of Commerce elected its first president of the board, that same year the Chamber of Commerce opened its doors with a published brochure that described the community in an effort to entice new industry.

The 1960s brought an increased population to Eloy as it grew to house 6,500 residents. The city had 20 churches, a medical and dental clinic, eight policemen, a 26-man volunteer fire department, municipal buildings, public library, and the city owned and operated the water and sewer system. In 1965, the City of Eloy annexed the Toltec area, which had been originated by the Golden Valley Land Company as a planned community. This annexation made Eloy a city of more than 12-square miles. In late 1980, an economic development division (E.D.G.E.) was added to the Eloy Chamber of Commerce. Eloy is located 58 miles from Phoenix or Tucson with mainline double track Southern Pacific Rail service and two interstate highways (I-10 and I-8). With industrial zoned corridors adjacent to Interstate 10, Eloy is at the “Intersection of Value, Location and Opportunity”.

ELOY SCHOOLS ELOY ELEMENTARY SCHOOL DISTRICT

loy Elementary is a multicultural district serving approximately 1,000 students. Our students are educated throughout three neighborhood elementary schools in the heart of Eloy, Arizona. Eloy is midway between Phoenix and Tucson and provides a rural setting for life and learning. The schools in Eloy Elementary School District provide instruction in a core curriculum including reading, language arts, mathematics, science and social studies. Kindergarten through third-grade students attend Curiel Primary School. EESD offers full-day kindergarten to all students. We also offer a preschool program. EESD also offers tutoring and early risers as programs to help students succeed. Curiel Primary was awarded a 21st Century Grant to assist in providing enrichment and intervention programs for our students. Enrichment programs include newspaper, music, Reader’s Theater, dance, virtual field trips and many others. Fourth-through-sixth-grade students attend Eloy Intermediate School. Eloy Intermediate School has implemented the use of Samsung Smart Technology in all of its classrooms. Eloy Intermediate students are provided the most integrated and innovative technology available to schools to assist in providing an education worthy of the 21st century. Eloy Intermediate School has been a model school for technology in the classroom. Eloy Junior High School is home to the seventhand-eighth-grade students of EESD. Our Blue Devils have an outstanding athletic program and several enrichment classes including band, Mariachi Band, Student Council and yearbook. After-school activities such as athletics and National Junior Honor Society provide a wide range of experiences and opportunities for EJHS students. EJHS was also awarded a 21st Century Grant to assist in providing enrichment and intervention programs to promote

student achievement. Some of the enrichment programs at EJHS include STEM robotics, Writers Club, STEM nutrition, Gamers Club, arts and crafts, Mariachi, D-Back science, drama and dance, and photography. In addition to these enrichment programs, intervention programs are provided to assist students in meeting the goals and requirements for promotion to high school. Eloy Elementary School District values dedication to our students and their families. Most of our certified staff have at least 10 years of experience in the classroom. Our support staff is also highly experienced in assisting students in the learning process. Eloy Elementary, in partnership with our parents and community, is committed to offering ongoing academic excellence by engaging and encouraging our students to exceed standards while supporting all learning to develop and promote successful, productive citizens. Milligan Road Amenities: surrounded by lush grass, pine and cypress trees this 20-acre cemetery serves as the resting place for the community’s departed. Official hours of operation are Monday-Friday, 7 a.m. to 3 p.m. JONES PARK / 421 E. 1st St. Amenities: the hub of Eloy’s recreation activities is the home of the community’s aquatic center equipped with two swimming pools, a splash pad, water slide and shade structure. In addition, Jones Park features a 4,900-squarefoot “nonsupervised” skate park designed for skaters of all skill levels. This park is also home to Eloy Little League. Additional amenities: ballfield, concession stands and restrooms, playground equipment, grass area and shade structures.

RECREATION CENTERS

TROY THOMAS CENTER / 501 W. 3rd Place This 4,300-square-foot recreation facility offers programs and classes for preschoolers, youth, teens and adults. The 2,300-square-foot multipurpose room is equipped with a kitchen and seats approximately 200 people. This facility can be used for plays, concerts, meetings and receptions upon request. TOLTEC COMMUNITY CENTER / 3650 W. Shedd Road This 3,800-square-foot recreation center offers programs for youth and adults and is home to the local senior citizen program and Zumba fitness. Equipped with a kitchen, furniture and a 1,500-square-foot assembly hall, this facility is ideal for meetings and community gatherings.

ELOY RECREATION CENTER / 100 E. 7th St. The Eloy Recreation Center (ERC) serves as home to the administration offices of the Parks & Recreation Department. Throughout the year, the ERC offers a wide variety of programming for all ages engaging guests through art, dance music and more. With meeting space for groups of up to 20 people, consider the Eloy Recreation Center your next location.

SENIOR ACTIVITIES

The Community Services Department continues to provide building accommodations and support services at the Community’s Senior Center at 3650 W. Shedd Road in Toltec. The Center hours of operation are MondayThursday, 9 a.m. to 2:30 p.m.

AFTER-SCHOOL PROGRAM

The Recreation Division’s after-school program is at Curiel Elementary School and operates nine months out of the year, Monday-Friday from 2:30 to 6 p.m. in conjunction with the Elementary School District calendar. The program provides children kindergarten through sixth grade with after-school activities including homework assistance, arts and crafts, games, exercise and an afternoon snack. Participation remains consistent throughout the year with approximately 25 students daily.

PICACHO PEAK STATE PARK

t is hard to miss the prominent 1,500-foot peak of Picacho Peak State Park west of I-10. Enjoy the view as you hike the trails winding up the peak and, often in the spring, overlook a sea of wildflowers. The park and surrounding area are known for their unique geological significance, outstanding and varied desert growth and historical importance. The unique shape has been used as a landmark by travelers since prehistoric times. One of the first recordings was in the 1700s by the Anza Expedition as it passed through the area. Picacho Peak is not a volcanic cone but is part of a volcanic flow that has been partially eroded away. It has long been known for its spring display of wildflowers. If rains come at the right times in the winter, the spring will bring an explosion of gold to the bajadas of the mountain that appear as a tapestry of color. The wildflowers are predominantly Mexican Gold Poppies. The park offers an abundance of hiking opportunities from gentle desert strolls to the formidable Hunter Trail ascending to the summit of Picacho Peak. Before you hike, be prepared with enough water and proper footwear as the trails are steep and challenging. In addition to hiking, there is a gift shop and dayuse
