It is my pleasure to welcome you to the 2024 Eloy Chamber of Commerce Business Directory & Community Guide
Among the many great things that are happening in Eloy is the emergence of the Chamber as a positive voice for the community and a resource for new and existing businesses. So far the Chamber has been successful in inaugurating the Eloy Glow, a tethered Balloon Festival held in the fall attracting hundreds of folks to Downtown Eloy with the area’s most interesting food trucks and lots of fun things for kids to see and do. The stars of the show, dozens of hot air balloons light up the night sky and create incredible photo opportunities highlighting Eloy’s Downtown. The Chamber has also been instrumental in attracting a new ice cream purveyor on Main Street, a new real estate office and locally owned bakery. One of the additional Chamber responsibilities includes the operation of the Santa Cruz Valley Historic Museum. The museum features not only Eloy history but goes back hundreds of years with an overview of the rich Native American heritage and how indigenous people have taken a harsh desert environment and created thriving civilizations that still impact how the area thrives in each of our unique seasons.
On the City side, we are proud to announce that Gold Bond Building products will in January complete construction of a 700,000 square foot facility to manufacture wall board for the entire southwest region of the US. Also, Vext Science is in operation with
one of Arizona’s largest indoor marijuana growing facilities. Other new companies include BHI and Osterkamp Trucking. Those four businesses alone will add approximately 500 new jobs to Eloy that represent many different skill levels and great career opportunities.
The City is also working hard to attract new home builders and subsequently new retail growth to support the increased economic opportunities. We are expanding local wet utilities i.e. water and waste water lines into areas designated by the City Council as preferred growth areas by identifying and applying for state and federal grant programs and reprioritizing existing tax reviews to improve all of the City’s infrastructure including many of our primary roadways. One such project will focus on Sunland Gin Road in the vicinity of the I-10 interchange to create new growth opportunities and improve access to one of the busiest commercial corridors in Eloy.
Eloy is truly an overnight sensation that has taken the last 40 years to be discovered. We now have leadership at all levels that support the City Council’s vision and revived organizations such as the Chamber of Commerce which will be a vital part of our future. Lastly I encourage you to do as much business locally as possible. The funds necessary to make all of the above happen come from local retail sales including restaurants, fuel, groceries and much more. Thank you for your interest in Eloy and know we are working hard to make Eloy a community of the future with a rich and passionate history.

The dedicated men and women of the
Eloy Police Department proudly serve their community and the City of Eloy, delivering exemplary law enforcement services with professionalism and contemporary expertise. Comprised of a devoted team of 43 individuals, including officers, dispatchers, and support staff, they serve a vibrant and diverse community of approximately 17,000 residents.
Annually, these officers conduct over 6,000 investigations and actively participate in regional initiatives such as vehicular crimes, Special Weapons and Tactics operations, and narcotics task forces. Notably, in 2023, the department proudly welcomed two new officer recruits who successfully graduated from the Gilbert Regional Police Academy this February.
Responding to the evolving landscape of 21st-century policing, the department remains proactive in its approach. Recently, through the allocation of grant funding, the department acquired an Unmanned Aerial Vehicle (UAV/Drone) to enhance law enforcement operations. This cutting-edge technology will be
routinely deployed to support various tasks, including search and rescue missions, incident command functions during critical incidents, and aiding in the apprehension of criminal suspects and missing persons. As officers undergo comprehensive drone pilot training, the program is slated to be fully operational by the summer of 2024. Additionally, the department recently completed a full transition to a new digital radio communications system, allowing for a much improved ability to communicate with our officers and supporting interagency communications during major incidents.
Beyond their full-time staff, the department benefits from a thriving volunteer program, with more than 13 dedicated community members. These volunteers contribute their time, experience, and life skills to a range of activities, including community patrols, fingerprinting services, assistance at community events, and conducting home checks. Additionally, they play a pivotal role in managing administrative duties, such as vehicle fleet support, procurement and inventory management, and aiding officers in securing active incident scenes.
The Eloy Police Department recognizes itself fortunate to have such a dedicated and professional group of public servants and eagerly anticipates continuing its unwavering commitment to serving and safeguarding the community.

Corporal Michael Huffman
Corporal Huffman has been with the Eloy Police Department for 12 years. Corporal Huffman graduated from the Police academy in 2011 and completed his field training. Corporal Huffman became a Field Training officer and then a Detective with the Pinal County Narcotic Task Force. Once his assignment was completed, he returned to patrol duties where he was promoted to Corporal.

Pastor was appointed to the 1st United Methodist Church of Eloy in July 2016. The church had a small food pantry at the time, and he saw the need to do an expansion. So, In January of 2018, The Hope Coalition was formed as a separate 501c3. Hope stands for- Hang on Possibilities Exist.

Ronnie began his career with the City of Eloy on October 23, 2001. Over the years, Ronnie has proven to be a skilled maintenance worker, performing a variety of preventative maintenance tasks on all city-owned buildings while managing multiple repair projects.

Liz & George Flores
Liz & George Flores have been very active in the community for over 30+ years. During their volunteer time, they have helped raise funds for Eloy Elementary School District and Santa Cruz Valley Union High. The Flores family assisted in providing meals for community emergencies, funerals, homeless individuals, or individuals who have been stranded in Eloy.
Eloy hosted a Grand Prix which was one out of five in world.

















History Of Eloy
The land upon which Eloy is situated has long been inhabited.
The first people to live in the region were the Hohokam Indians, believed to be ancestors of the contemporary Pima and Papago tribes. They settled this area prior to the 15th century. Later during the 15th century, a Jesuit priest named Fray Marcos de Niza, led the Spaniards through this area. In 1694, another Jesuit priest named Father Kino came through this area.
When building a railroad from San Francisco to Tucson, the Southern Pacific Railroad, reached Yuma in 1878. After a short delay they reached Maricopa in April 1897. Another stoppage in work occurred due to disputes between Chinese laborers and the railroad company, but work was eventually resumed and in early 1880 tracks were laid through Casa Grande and the area known as Eloy. The railroad reached Tucson in March 1880.
Why the railroad named a section “Eloy” has not yet been



ascertained. According to unfounded, local legend, someone connected with the railroad took one look at the surrounding barren waste land and named the location “Alofi”, supposedly the Spanish pronunciation of the Biblical quotation, “Eli, Eli, lama sabachthani?” - the meaning of this being: “My God, My God, why hast thou forsaken me?”.
As late as 1918, there was no town or settlement of any kind in the vicinity of Eloy, but merely a section of land belonging to the railroad bearing the name “Eloy”. Eloy did not appear on General Land Office maps until 1921.
Late in 1918, W.L. Bernard, J.E. Myers and John Alsdorf bought a one-half mile square section of land from a man named Frank Trekell to establish a town-site. The three men purchased the east half of the section named Eloy and drilled a well. They subdivided the area and called the proposed development Cotton City, which











soon had an administration building and the first store owned by John Alsdorf. The same men bought land west of Eloy and divided it into tracts for growing cotton.
An application was made for a post office at Cotton City, but the name was rejected in favor of “Eloy” to maintain routing simplicity since the railroad carried the mail and already had the name, “Eloy”, on its records. The first post office for Eloy was established on May 1, 1919, and the first Postmaster was George L. Stronach.
For a couple of years (1920-1922), Eloy lingered and almost died. After completing its task of laying out lots and only finding a few takers, the Cotton City Land and Building company faded into oblivion. During this period nearly the only permanent residents were John Alsdorf and the postmaster.
The area around Eloy did not appear to be well-suited for agriculture, but with the advent of deeper water wells and deeper plowing it soon became very productive. The main crops were originally cotton, but soon lettuce also thrived in the area. While he still served, Alsdorf installed the first municipal water system.
With the completion of the highway through Eloy in 1928-29, Eloy no longer was an isolated area with a great distance between itself and the trade centers of Phoenix and Tucson. This rapid means of transportation to market was another factor in the stimulation of agricultural endeavors.
The great number of people coming to Eloy during the harvest season not only brought great economic prosperity, but also considerable crime. On Saturday afternoons and evenings, business establishments could not handle the influx in business. Furthermore, the good citizens of the community became afraid for their safety; it wasn’t healthy for a woman to walk the main streets alone on a Saturday night in harvest season.

The abundance of agriculture developed in the area, naturally brought in great numbers of workers as both cotton and lettuce required a tremendous amount of manual labor. There is no actual account of what the change in population from established residents and transients was in Eloy’s early days, but, as nearly as can be estimated, the population during harvest season would sometimes increase from normal of about one thousand to as high as ten or fifteen thousand.

It is this which gave Eloy a notorious name during the early days. But this is true of any “boom” town and Eloy was no exception. The crime found in Eloy was not unlike that found in other farming areas with similar conditions.
The amount of crime found in Eloy can be attributed to two main reasons: first, the workers were making aboveaverage wages and could spend more money on liquor and gambling. This alone often lead to serious criminal ends. The second reason for the amount of crime found in Eloy was due to the type of people whom migrated to the area during the harvest season. Most of these people had little or no education.
National publications and writers starting calling Eloy “The Toughest Town in the West” and the “Toughest Town in the United States.” The crime in Eloy was at times greatly over-exaggerated and greatly over-emphasized. This took place in the early 1940’s.
The real beginning of progress for Eloy was in 1948 with the incorporation of the city. The government of the town had been handled at various town meetings from time to time and the decision was reached at a general basis. Legally, the government of the town was entrusted the Pinal County Board of Supervisors and they would usually agree with the ideas and decisions voted on at the city meetings. It was agreed by many of the leaders of the community that more progress could be made if the city was incorporated. Petitions were held December 6, 1949. The approximate population at the time was 2,500 and of this number


History of Eloy

Eloy’s population during harvest season would sometimes increase from a normal of about 1,000 to as high as 10,000 or 15,000!
307 voted under the requirements of being a resident and property owner. The final vote was 257 for incorporation and 50 opposed. The following were elected and subsequently appointed by the Pinal County Board of Supervisors as the first city council: Mayor Harry Fabricant, co-owner of Fab’s Department Store; Frank Hale, owner of Hale’s Oil Co.; E.T. Fowler, owner of Fowlers Food Market and motel operator; George Hodges, owner of Hodges Pharmacy; Jack Ralston, farmer and manager of Allison Engine Distributor; S.L. Robinson, owner of Robinson Hotel, and Glen Hathcok.
On January 25, 1950, a special census was conducted to enable the fledging community to receive the state taxes available to incorporated communities. The census found that, with a population of 4,770, Eloy has a larger population than any other city in Pinal County.
A combination city hall-county building was constructed in 1952, with the seat of government contained for the first time in one location. That same year the council appointed the first city manager, Robert C. Sartain, with Harold C. Jones superintendent of city streets. Sartain served as city manager until 1954, then Jones was appointed city manager.
An Arizona Daily Star article dated June 2, 1957 describes the community of 4,5000 as having 125 businesses employing 750 people with and annual sales of approximately six million. Some of the streets were paved and U.S. 80 had been rebuilt into a modern, four-lane divided highway. The Police Department employed seven
uniformed patrolmen and the city had recently adopted a zoning ordinance to insure orderly growth. The Chamber of Commerce had recently hired its first manager, David M. Clark, and published a brochure describing the community in an effort to entice new industry.
The 1960’s brought an increased population to Eloy as it grow to house 6,500 residents. By the mid-sixties, there were twenty churches, a medical and dental clinic, eight policemen and a twenty-six man volunteer fire department. The city owned and operated its water and sewer system, and had erected municipal buildings which included a public library.
In 1965, the City of Eloy annexed the Toltec area which had been originated by the Golden Valley Land Company as a planned community. This annexation made Eloy a city of more than twelve square miles and helped increase the official population figure.
In the late 1980’s an economic development division was added the Eloy Chamber of Commerce through awarding of the Rural Economic Development Initiative through the Arizona Department of Commerce.
Being located 58 miles from Phoenix or Tucson with mainline Southern Pacific Rail service, two interstates (10 & 8) nearby and an industrial-zoned corridor between the state end interstate highways, Eloy now considers itself...

Eloy Elementary School District

Eloy Elementary is a multicultural district serving approximately 1,000 students. Our students are educated throughout three neighborhood elementary schools in the heart of Eloy, Arizona.
Eloy is midway between Phoenix and Tucson and provides a rural setting for life and learning. The schools in Eloy Elementary School District provide instruction in a core curriculum including reading, language arts, mathematics, science and social studies.
Kindergarten through third-grade students attend Curiel Primary School. EESD offers full-day kindergarten to all students. We also offer a preschool program. EESD also offers tutoring and early risers as programs to help students succeed. Curiel Primary was awarded a 21st Century Grant to assist in providing enrichment and intervention programs for our students. Enrichment programs include newspaper, music, Reader’s Theater, dance, virtual field trips and many others.
Fourth-through-sixth-grade students attend Eloy Intermediate School. Eloy Intermediate School has implemented the use of Samsung Smart Technology in all of its classrooms. Eloy Intermediate students are provided the most integrated and innovative technology available to schools to assist in providing an education worthy of the 21st century. Eloy Intermediate School has been a model school for technology in the classroom.
Eloy Junior High School is home to the seventh-and-eighthgrade students of EESD. Our Blue Devils have an outstanding athletic program and several enrichment classes including band, Mariachi Band, Student Council and yearbook. After-school
activities such as athletics and National Junior Honor Society provide a wide range of experiences and opportunities for EJHS students. EJHS was also awarded a 21st Century Grant to assist in providing enrichment and intervention programs to promote student achievement. Some of the enrichment programs at EJHS include STEM robotics, Writers Club, STEM nutrition, Gamers Club, arts and crafts, Mariachi, D-Back science, drama and dance, and photography. In addition to these enrichment programs, intervention programs are provided to assist students in meeting the goals and requirements for promotion to high school.
Eloy Elementary School District values dedication to our students and their families. Most of our certified staff have at least 10 years of experience in the classroom. Our support staff is also highly experienced in assisting students in the learning process. Students who choose Central Arizona College as the place to pursue their educational dreams can do so without the worry of having to pay too much for their continued education.
All students who reside in Pinal County and graduate from a Pinal County high school are eligible to receive two years of in-state tuition (fall/spring, fall/spring) funded by CAC and the CAC Foundation through Pinal Promise. This alleviates a huge financial burden for students who may not otherwise be able to attend college. Pinal Promise provides funding for any tuition need that has not been met, meaning that Pinal Promise funds will be applied after all other Financial Aid has been applied to the student’s account (this excludes student loans). To be eligible for Pinal Promise, students must reside in and graduate from a Pinal County high school, participate in 20 hours of community service that can be completed in high school or while attending CAC and complete the CAC Scholarship application. CAC works to support our growing community with Workforce and Economic Development opportunities including Continuing and Community Education, Small Business Development Center, Adult Basic Education (GED/ESL), Job Services and more.

Mission Statement
The City of Eloy Community Services Department develops and maintains quality parks and facilities; preserves open/natural spaces; and provides recreational programs and services, which enhance the physical, social and emotional well-being of all Eloy residents.
The employees of this department work diligently to create programs that meet the diverse needs of the community. These activities provide Eloy citizens quality parks, facilities, and recreational services in a safe, cost-effective manner.

Amenities: the hub of Eloy’s recreation activities is the home of the community’s aquatic center equipped with two swimming pools, a splash pad, water slide and shade structure. In addition, Jones Park features a 4,900-square-foot “nonsupervised” skate park designed for skaters of all skill levels. This park is also home to Eloy Little League. Additional amenities: ball field, concession stands and restrooms, playground equipment, grass area and shade structures.

SENIOR ACTIVITIES
The Community Services Department continues to provide building accommodations and support services at the Community’s Senior Center at 3650 W. Shedd Rd. in Toltec. The Center hours of operation are Monday–Thursday, 9 a.m. to 2:30 p.m.
AFTER-SCHOOL PROGRAM
The Recreation Division’s after-school program is at Curiel Elementary School and operates nine months out of the year, Monday-Friday from 2:30 to 6 p.m. in conjunction with the Elementary School District calendar. The program provides children kindergarten through sixth grade with after-school activities including homework assistance, arts and crafts, games, exercise and an afternoon snack. Participation remains consistent throughout the year with approximately 25 students daily.
Eloy has 12 parks throughout the community including the city’s cemetery.

This 4,300-square-foot recreation facility offers programs and classes for preschoolers, youth, teens and adults. The 2,300-square-foot multipurpose room is equipped with a kitchen and seats approximately 200 people. This facility can be used for plays, concerts, meetings and receptions upon request.

This 3,800-square-foot recreation center offers programs for youth and adults and is home to the local senior citizen program and Zumba fitness. Equipped with a kitchen, furniture and a 1,500-squarefoot assembly hall, this facility is ideal for meetings and community gatherings.

The Eloy Recreation Center (ERC) serves as home to the administration offices of the Parks & Recreation Department. Throughout the year, the ERC offers a wide variety of programming for all ages engaging guests through art, dance music and more. Picacho Peak State Park
It is hard to miss the prominent 1,500-foot peak of Picacho Peak State Park west of I-10. Enjoy the view as you hike the trails winding up the peak and, often in the spring, overlook a sea of wildflowers. The park and surrounding area are known for their unique geological significance, outstanding and varied desert growth and historical importance. The unique shape has been used as a landmark by travelers since prehistoric times. One of the first recordings was in the 1700s by the Anza Expedition as it passed through the area.
Picacho Peak is not a volcanic cone but is part of a volcanic flow that has been partially eroded away. It has long been known for its spring display of wildflowers. If rains come at the right times in the winter, the spring will bring an explosion of gold to the bajadas of the mountain that appear as a tapestry of color. The wildflowers are predominantly Mexican Gold Poppies.
The park offers an abundance of hiking opportunities from gentle desert strolls to the formidable Hunter Trail ascending to the summit of Picacho Peak. Before you hike, be prepared with enough water and proper footwear as the trails are steep and challenging.
In addition to hiking, there is a gift shop and day-use ramadas. Overnight camping is available featuring electrical hookups, a dump station, restrooms and showers, and Wi-Fi is available.

Rooster Cogburn Ostrich Ranch

Cogburn Ostrich Ranch is a three-generation familyowned-and-operated working ostrich ranch at the base of beautiful Picacho Peak. Open to the public since 1999, when just ostrich were fed, nowadays there are lots of critters to feed!
Joining the ostrich are miniature Sicilian donkeys, Nigerian dwarf goats, fallow deer, prairie dogs, Peking ducks, boar goats and rainbow lorikeets. We also have a unique Goat Penthouse feeding station. The ranch has been featured on “Larry the Cable Guy — Only in America”, “Extreme Roadside Attractions” and “Amazing Animals”. On Saturdays, Sundays and holidays, monster truck tours are available.
Contrary to popular belief, ostriches do not bury their heads in the sand: the myth probably originates from the bird’s defensive behavior of lying low at the approach of trouble and pressing their long necks to the ground in an attempt to become less visible.

Santa Cruz valley Historic Museum
Santa Cruz Valley Historic Museum is a non-profit organization dedicated to preserving the rich history of Eloy, Arizona. The museum was founded in 1994 by Dick Meyers.
The museum has many exhibits showcasing the events that have made Eloy the City that it is today. One of the more popular exhibits is the recreation of Hodges Drug Store. The original counter that was in Hodges Drug Store has been restored and brings back so many wonderful memories. Another unique building on the property is the original “Colored School” where children of color attended school. The third most popular exhibit is the original movie reel used in the Dust Bowl and it still has film from a movie on it. There is also a small exhibit that shows the history of the extremely popular Eloy Grand Prix.
The museum offers educational programs to the local schools and encourages seminars to teach the children the history of Eloy.
The museum is open to the public free of charge, Monday thru Friday, 9:00 am to 3:00 pm. The museum is located at 3725 N. Camelot Street, Eloy, Arizona.

Skydive Arizona
Skydive
Arizona™ is located in the heart of the scenic Sonoran Desert and lies midway between Arizona’s two largest cities, Phoenix and Tucson. Drop zone founders Larry and Liliane Hill started in the skydiving business at a gravel airstrip north of Phoenix with a single Cessna 182 in January of 1978. As their operation grew, it became apparent they would need more space. In 1986 they moved to Coolidge, Arizona to start Skydive Arizona™. Soon the drop zone had grown to four Cessnas, four Beeches, and two DC-3s.
In 1990 Skydive Arizona™ obtained its first turbine airplane, a Westwind Beech. Business continued to grow and a new location was sought out that would allow for further expansion. Work began on the new DZ at Eloy (just 10 miles from Coolidge) in February of 1991, and the new facility opened for business in April of 1991. Skydivers soon learned that the new Skydive Arizona™ was unlike any other drop zone in the world. Although close to major highways, it is surrounded by flat, uninhabited land for miles in every direction. Visitors remark on the oasis like appearance of the center, which has plenty of grass, a swimming pool, and trees in the midst of an otherwise barren desert.
It takes more than just great facilities to put thousands of skydivers a year in the air efficiently and safely. No other skydiving center has the quality or quantity of aircraft found at Skydive Arizona™. The fleet is led by 5 Super Otters and 7 Skyvans, each

capable of taking twenty three skydivers to 13,000 feet. A venerable DC-3, once the workhorse of the fleet, carries the occasional load of 43 jumpers. Altogether, these airplanes can put over 240 skydivers at a time in the air, or over 500 jumps an hour!
Sunland Visitors Center
Sunland
Visitor’s Center is one of three full-service Visitor Centers in the State of Arizona.
The Sunland Visitors Center is known for providing visitors with information about the area known as the “heart”of the Golden Corridor in Pinal County.
Visitors will find over 350 free brochures, pamphlets, books, tourist guides, maps, and other local printed materials. Upon entering the Visitors Center, one can view displays of cotton, gems and minerals, Native American exhibits and other interesting items all produced in Arizona.
The Sunland Visitors Center also has display boxes outside near the gates that contain brochures, pamphlets and maps of local cities and visitors are welcome to help themselves. This is especially useful for visitors when the center is closed for the day.
The Sunland Visitors Center averages about 4,000 visitors a year. Visitors come from all areas of Arizona, the USA, and foreign countries.
The Sunland Visitors Center is open, Monday thru Friday, 9:00 am to 3:00 pm and is located at 3725 N. Camelot Street, Eloy, Arizona.

Eloy Community Development Department: Your partner for Business Success in Eloy!
The City of Eloy Community Development Department consists of three divisions: Building Safety, Code Compliance and Planning & Zoning. We review and approve building permits, provide inspections for new and revitalized building construction, administer the Property Maintenance Code, provide design guidance, review general plan amendments, review rezoning and subdivision plat applications and promote job creation for new and existing businesses.
Community Development also works closely with other City Departments in particular Economic Development and Public Works as it relates to helping existing businesses and industries expand and working with business prospects to facilitate a smooth transition to the community
Community Department also provides staff support to the Planning & Zoning Commission, Board of Adjustment, Building Code Board of Appeals and Revitalization Commission. Our staff is committed to providing a high level of service to citizens and businesses, protecting the community’s assets, and implementing the Mayor and Council’s vision for a more prosperous city.
THE DEPARTMENT IS CURRENTLY WORKING ON SEVERAL KEY PROJECTS:
• Working with Gold Bond Building materials toward an April 2024 opening of a 680,000 square facility to manufacture residential and commercial wall board for distribution in the western United States.
• The formation of a Revitalization District that would be located north and east of the Downtown Area as a mechanism to foster the extension of water and sewer service that will provide catalysts for new development in Eloy.
• Working closely with several potential employers who have indicated preliminary interest in locating in Eloy. These would augment our recent locates including Gold Bond Building products, Vext Science, two new travel centers, Maverik and Love’s, several new restaurants, numerous commercial scale solar generating projects and hundreds of acres planned and approved for new residential development.
• The development of a Downtown Master Plan to guide the revitalization and redevelopment of our Downtown Area, generally bounded by Battaglia Road on the north, Interstate 10 on the south, Tryon Avenue on the south, and Eleven Mile Corner Road on the west.
• The development of an Airpark Masterplan to support the Eloy Airport and expand the opportunity for new investment to support Eloy’s lead in the sky diving industry and expand the opportunities to additional manufacturing and office activities.
• Continue to provide information to all inquiries related to planning and zoning activities. Staff responded to more than 1,000 requests for technical information related to planning, zoning, platting, solar, and general economic development related inquiries, etc.
• Continue to keep up with the review of plats and plot plans associated with building permit review and approval. In 2023, the Community Development Department approved a total of 407 permits, including a total of 129 new residential building permits.
• Continue to keep the City clean and safe. A total of 81 code compliance cases were opened and a total of 1050 cases were closed for a total of 1,131 cases.
