New Website (Already in Progress): A complete redesign of the website is already underway with a cleaner more user-friendly platform. The new website will provide more options to help promote our many great Chamber members and help customers more easily connect with them when they come to the chamber site looking for recommendations of reputable businesses in our area.
This past year was one of the most challenging years on record. Navigating the constantly shifting information, predictions, and regulations took its toll on all of us. As we officially put 2021 behind us, the Chamber with new leadership and renewed energy is looking forward with optimism towards a bright future for our local business community. To help us start down that path some of my goals for the Chamber this year are: Pivot the Chamber to be more Focused on Supporting Businesses and Economic Development: With other organizations focused on promoting tourism and events in our area, the Eloy Chamber of Commerce can focus more of its efforts on economic development and connecting businesses with resources they need to grow and thrive.

A Letter from Eloy Chamber’s President The Eloy Chamber of Commerce understands that in order to have vibrant economic development and thriving businesses, you must first have a strong and supportive community. We are grateful for the partnerships with Eloy leaders, business owners, educators, and citizens who realize that together we share in the responsibility of creating economic success, growth, stability, jobs, housing and happiness within our city. The Eloy Chamber of Commerce has been through a transformation to better serve our members and the community. The Chamber’s goal is to work towards improving the quality of life for all through the support of the membership with events, programs, training, and networking opportunities. Our events are focused on bringing more traffic to downtown Eloy, which will help fill the vacant buildings on Main and support the current businesses in Eloy. The events will also provide opportunities to grow networks and gain new insights to address the ever-changing challenges we all face in business today. As the next Chamber President, I am honored to work alongside our diverse and dedicated Board of Directors who all share the same vision for Eloy. We strive to achieve success in the areas of business retention, business expansion, housing and retail growth, and an overall healthy community environment.


• Frontier Street Trees - Construction documents have been prepared to locate trees and shrubs on the south side of Frontier Street, between Myers Street and Sunshine Boulevard. The City is evaluating bids to implement this design.
• Working closely with several potential employers who have indicated preliminary interest in locating in Eloy. These would augment our recent locates including National Gypsum, Owens Corning, Vext Science and Circle K.
The Eloy Community Development Department is ready to partner with you for all of your development questions and needs. Whether you are renovating an existing space or building new, we have seven staff members within four divisions (Building Safety, Code Compliance, Planning & Zoning, and Economic Development) here to help answer questions and guide you through the process. We can assist with design guidance while also reviewing and approving building permits, subdivision plat applications, provide inspections for new and revitalized building construction, administer the Property Maintenance Code, as well as help with rezoning and review of general plan amendments. In addition, the Department also provides staff support to the Planning & Zoning Commission, Board of Adjustment, Building Code Board of Appeals and Revitalization Commission.
• Disposition of 21 single family lots owned by the City, located on Turquoise and Tamarax Drives in the Toltec area.
• Continue to keep up with the review of plats and plot plans associated with building permit approval. A total of 595 permits, including a total of 270 new residential building permits, without increasing City staff were approved this past year.
• A major general plan amendment for a portion of the City’s planning area located between SR-87 and the Picacho Mountains, and generally north of Interstate 10.

THE ELOY COMMUNITY DEVELOPMENT DEPARTMENT IS CURRENTLY WORKING ON SEVERAL KEY PROJECTS:
• Complete and adopt the Airpark Master Plan for the area surrounding the Eloy Municipal Airport.
• Downtown Master Plan to guide the revitalization and redevelopment of our Downtown Area, generally bounded by Battaglia Road on the north, Interstate 10 on the south, Tryon Avenue on the east, and Eleven Mile Corner Road on the west.

• Continue to provide information to all inquiries related to planning and zoning activities. Staff regularly responds to more than 1,000 requests for technical information related to planning, zoning, platting, solar, and general economic development related inquiries, etc.

• The formation of a Revitalization District that would be located north and east of the Downtown Area as a mechanism to foster the extension of water and sewer service that will provide catalysts for new development in Eloy.
• Continue to keep the City clean and safe. A total of 154 code compliance cases were opened and a total of 1,048 cases were closed for a total of 1,202 cases between our two staff members this past year.

A Message From The Chief of Police Dear Citizens of Eloy, As your Chief of Police, I am honored to serve alongside the men and women of the Eloy Police Department. The sworn officers and civilian employees of the Eloy Police Department are a dedicated group committed to safeguarding the lives and property of the citizens of Eloy. Our team takes pride in providing the best community policing to the citizens that live, work, recreate and visit our city. The City of Eloy is experiencing tremendous growth in population along with new businesses and industries. To that end, we will continue to increase our community outreach with the use of social media. Our Facebook page has grown from 2,000 to 6,600 followers. Also, our smartphone app is available on iTunes and Google Play. These two programs helps us in reaching our community by providing information on crimes by requesting information leading to identification and arrest of suspects and provide crime prevention tips. We at the Eloy Police Department partner with other LE agencies and service organizations in Eloy. Currently we partner with the following agencies to enhance law enforcement in Eloy and Pinal County:

Cindy has worked as the Executive Director of the Eloy Visitor Center for more than ten years, and has since led the visitor center to become one of the best in Arizona. When visitors arrive at the center they are sure to be greeted like family. Though Cindy has retired from her position at the Eloy Visitor Center, she has helped put Eloy on the map!
Corporal Martinez Presented to individual who, with his or her superior innovative and/or efforts, goes above and beyond to connect and serve the Martinezcommunity.Corporal Martinez was born and raised in Phoenix, Arizona. He began his law enforcement career in November of 2018. The Eloy Police Department is Corporal Martinez’s first law enforcement agency. He was recruited from the Glendale Law Enforcement Training Academy.

2022 – 2023 ELOY CHAMBER OF COMMERCE BUSINESS DIRECTORY & COMMUNITY GUIDE
The land upon which Eloy is situated has long been inhabited. The first people to live in the region were the Hohokam Indians, believed to be ancestors of the contemporary Pima and Papago tribes. They settled this area prior to the 15th century. Later during the 15th century, a Jesuit priest named Fray Marcos de Niza, led the Spaniards through this area. In 1694, another Jesuit priest named Father Kino came through this area. When building a railroad from San Francisco to Tucson, the Southern Pacific Railroad, reached Yuma in 1878. After a short delay they reached Maricopa in April 1897. Another stoppage in ascertained. According to unfounded, local legend, someone connected with the railroad took one look at the surrounding barren waste land and named the location “Alofi”, supposedly the Spanish pronunciation of the Biblical quotation, “Eli, Eli, lama sabachthani?” - the meaning of this being: “My God, My God, why hast thou forsaken me?”. As late as 1918, there was no town or settlement of any kind in the vicinity of Eloy, but merely a section of land belonging to the railroad bearing the name “Eloy”. Eloy did not appear on General Land Office maps until 1921. Late in 1918, W.L. Bernard, J.E. Myers and John Alsdorf bought a one-half mile square section of land from a man named Frank Trekell to establish a town-site. The three men purchased the east half of the section named Eloy and drilled a well. They subdivided the area and called the proposed development Cotton City, which

ELOYCHAMBER.COM 9 soon had an administration building and the first store owned by John Alsdorf. The same men bought land west of Eloy and divided it into tracts for growing cotton. An application was made for a post office at Cotton City, but the name was rejected in favor of “Eloy” to maintain routing simplicity since the railroad carried the mail and already had the name, “Eloy”, on its records. The first post office for Eloy was established on May 1, 1919, and the first Postmaster was George L. Stronach. For a couple of years (1920-1922), Eloy lingered and almost died. After completing its task of laying out lots and only finding a few takers, the Cotton City Land and Building company faded into oblivion. During this period nearly the only permanent residents were John Alsdorf and the postmaster.

The great number of people coming to Eloy during the harvest season not only brought great economic prosperity, but also considerable crime. On Saturday afternoons and evenings, business establishments could not handle the influx in business. Furthermore, the good citizens of the community became afraid for their safety; it wasn’t healthy for a woman to walk the main streets alone on a Saturday night in harvest season. It is this which gave Eloy a notorious name during the early days. But this is true of any “boom” town and Eloy was no exception. The crime found in Eloy was not unlike that found in other farming areas with similar conditions.
The amount of crime found in Eloy can be attributed to two main reasons: first, the workers were making above-average wages and could spend more money on liquor and gambling. This alone often lead to serious criminal ends. The second reason for the amount of crime found in Eloy was due to the type of people whom migrated to the area during the harvest season. Most of these people had little or noNationaleducation.publications and writers starting calling Eloy “The Toughest Town in the West” and the “Toughest Town in the United States.” The crime in Eloy was at times greatly over-exaggerated and greatly over-emphasized. This took place in the early 1940’s. The real beginning of progress for Eloy was in 1948 with the incorporation of the city. The government of the town had been handled at various town meetings from time to time and the decision was reached at a general basis. Legally, the government of the town was entrusted the Pinal County Board of Supervisors and they would usually agree with the ideas and decisions voted on at the city meetings. It was agreed by many of the leaders of the community that more progress could be made if the city was incorporated. Petitions were held December 6, 1949. The approximate population at the time was 2,500 and of this number
The area around Eloy did not appear to be well-suited for agriculture, but with the advent of deeper water wells and deeper plowing it soon became very productive. The main crops were originally cotton, but soon lettuce also thrived in the area. While he still served, Alsdorf installed the first municipal water system. With the completion of the highway through Eloy in 1928-29, Eloy no longer was an isolated area with a great distance between itself and the trade centers of Phoenix and Tucson. This rapid means of transportation to market was another factor in the stimulation of agricultural endeavors.Theabundance of agriculture developed in the area, naturally brought in great numbers of workers as both cotton and lettuce required a tremendous amount of manual labor. There is no actual account of what the change in population from established residents and transients was in Eloy’s early days, but, as nearly as can be estimated, the population during harvest season would sometimes increase from normal of about one thousand to as high as ten or fifteen thousand.




An Arizona Daily Star article dated June 2, 1957 describes the community of 4,5000 as having 125 businesses employing 750 people with and annual sales of approximately six million. Some of the streets were paved and U.S. 80 had been rebuilt into a modern, four-lane divided highway. The Police Department employed seven uniformed patrolmen and the city had recently adopted a zoning ordinance to insure orderly growth. The Chamber of Commerce had recently hired its first manager, David M. Clark, and published a brochure describing the community in an effort to entice new industry.The1960’s brought an increased population to Eloy as it grow to house 6,500 residents. By the mid-sixties, there were twenty churches, a medical and dental clinic, eight policemen and a twenty-six man volunteer fire department. The city owned and operated its water and sewer system, and had erected municipal buildings which included a public library. In 1965, the City of Eloy annexed the Toltec area which had been originated by the Golden Valley Land Company as a planned community. This annexation made Eloy a city of more than twelve square miles and helped increase the official population figure. In the late 1980’s an economic development division was added the Eloy Chamber of Commerce through awarding of the Rural Economic Development Initiative through the Arizona Department of BeingCommerce.located 58 miles from Phoenix or Tucson with mainline Southern Pacific Rail service, two interstates (10 & 8) nearby and an industrial-zoned corridor between the state end interstate highways, Eloy now considers itself...
On January 25, 1950, a special census was conducted to enable the fledging community to receive the state taxes available to incorporated communities. The census found that, with a population of 4,770, Eloy has a larger population than any other city in Pinal County. A combination city hall-county building was constructed in 1952, with the seat of government contained for the first time in one location. That same year the council appointed the first city manager, Robert C. Sartain, with Harold C. Jones superintendent of city streets. Sartain served as city manager until 1954, then Jones was appointed city manager.

The following were elected and subsequently appointed by the Pinal County Board of Supervisors as the first city council: Mayor Harry Fabricant, co-owner of Fab’s Department Store; Frank Hale, owner of Hale’s Oil Co.; E.T. Fowler, owner of Fowlers Food Market and motel operator; George Hodges, owner of Hodges Pharmacy; Jack Ralston, farmer and manager of Allison Engine Distributor; S.L. Eloy Elementary is a multicultural district serving approximately 1,000 students. Our students are educated throughout three neighborhood elementary schools in the heart of Eloy, Arizona. Eloy is midway between Phoenix and Tucson and provides a rural setting for life and learning. The schools in Eloy Elementary School District provide instruction in a core curriculum including reading, language arts, mathematics, science and social studies. Kindergarten through third-grade students attend Curiel Primary School. EESD offers full-day kindergarten to all students. We also offer a preschool program. EESD also offers tutoring and early risers as programs to help students succeed. Curiel Primary was awarded a 21st Century Grant to assist in providing enrichment and intervention programs for our students. Enrichment programs include newspaper, music, Reader’s Theater, dance, virtual field trips and many Fourth-through-sixth-gradeothers.

SENIOR AFTER-SCHOOLACTIVITIESPROGRAM
TROY THOMAS CENTER 501 W. 3rd Pl. This 4,300-square-foot recreation facility offers programs and classes for preschoolers, youth, teens and adults. The 2,300-square-foot multipurpose room is equipped with a kitchen and seats approximately 200 people. This facility can be used for plays, concerts, meetings and receptions upon request.
TOLTEC COMMUNITY CENTER 3650 W. Shedd Rd. This 3,800-square-foot recreation center offers programs for youth and adults and is home to the local senior citizen program and Zumba fitness. Equipped with a kitchen, furniture and a 1,500-squarefoot assembly hall, this facility is ideal for meetings and community gatherings.
The Community Services Department continues to provide building accommodations and support services at the Community’s Senior Center at 3650 W. Shedd Rd. in Toltec. The Center hours of operation are Monday–Thursday, 9 a.m. to 2:30 p.m. The Recreation Division’s after-school program is at Curiel Elementary School and operates nine months out of the year, Monday-Friday from 2:30 to 6 p.m. in conjunction with the Elementary School District calendar. The program provides children kindergarten through sixth grade with after-school activities including homework assistance, arts and crafts, games, exercise and an afternoon snack. Participation remains consistent throughout the year with approximately 25 students daily.

Skydive Arizona Skydive Arizona™ is located in the heart of the scenic Sonoran Desert and lies midway between Arizona’s two largest cities, Phoenix and Tucson. Drop zone founders Larry and Liliane Hill started in the skydiving business at a gravel airstrip north of Phoenix with a single Cessna 182 in January of 1978. As their operation grew, it became apparent they would need more space. In 1986 they moved to Coolidge, Arizona to start Skydive Arizona™. Soon the drop zone had grown to four Cessnas, four Beeches, and two DC-3s.In1990
Skydive Arizona™ obtained its first turbine airplane, a Westwind Beech. Business continued to grow and a new location was sought out that would allow for further expansion. Work began on the new DZ at Eloy (just 10 miles from Coolidge) in February of 1991, and the new facility opened for business in April of 1991. Skydivers soon learned that the new Skydive Arizona™ was unlike any other drop zone in the world. Although close to major highways, it is surrounded by flat, uninhabited land for miles in every direction. Visitors remark on the oasis like appearance of the center, which has plenty of grass, a swimming pool, and trees in the midst of an otherwise barren desert. It takes more than just great facilities to put thousands of skydivers a year in the air efficiently and safely. No other skydiving center has the quality or quantity of aircraft found at Skydive Arizona™. The fleet is led by 5 Super Otters and 7 Skyvans, each capable of taking twenty three skydivers to 13,000 feet.

Picacho Peak is not a volcanic cone but is part of a volcanic flow that has been partially eroded away. It has long been known for its spring display of wildflowers. If rains come at the right times in the winter, the spring will bring an explosion of gold to the bajadas of the mountain that appear as a tapestry of color. The wildflowers are predominantly Mexican Gold Poppies. The park offers an abundance of hiking opportunities from gentle desert strolls to the formidable Hunter Trail ascending to the summit of Picacho Peak. Before you hike, be prepared with enough water and proper footwear as the trails are steep and challenging. In addition to hiking, there is a gift shop and dayuse ramadas. Overnight camping is available featuring electrical hookups, a dump station, restrooms and showers, and Wi-Fi is available.

Picacho Peak State Park
It is hard to miss the prominent 1,500-foot peak of Picacho Peak State Park west of I-10. Enjoy the view as you hike the trails winding up the peak and, often in the spring, overlook a sea of wildflowers. The park and surrounding area are known for their unique geological significance, outstanding and varied desert growth and historical importance. The unique shape has been used as a landmark by travelers since prehistoric times. One of the first recordings was in the 1700s by the Anza Expedition as it passed through the area.
